Managing Federalism through Pandemic summarizes and analyses multiple policy dimensions of Canada's response to the COVID-19 pandemic and related policy issues from the perspective of Canadian federalism. Contributors address the relative effectiveness of intergovernmental cooperation at the summit level and in policy fields including emergency management, public health, national security, Indigenous Peoples and governments, border governance, crisis communications, fiscal federalism, income security policies (CERB), supply chain resilience, and interacting energy and climate policies. Despite serious policy failures of individual governments, repeated fluctuations in the overall effectiveness of pandemic management, and growing public frustration across provinces and regions, contributors show how processes for intergovernmental cooperation adapted reasonably well to the pandemic's unprecedented stresses, particularly at the outset. The book concludes that, despite individual policy failures, Canada's decentralized approach to policy management often enabled regional adaptation to varied conditions, helped to contain serious policy failures, and contributed to various degrees of policy learning across governments. Managing Federalism through Pandemic reveals how the pandemic exposed structural policy weaknesses which transcend federalism but have significant implications for how governments work together (or don't) to promote the well-being of citizens.

Not for King or Country tells the story of Edward Cecil-Smith, a dynamic propagandist for the Communist Party of Canada during the Great Depression. Born to missionary parents in China in 1903, Cecil-Smith came to Toronto in 1919 where he joined the Canadian militia and lived a happy life ensconced in the Protestant missionary community of Toronto. He became increasingly interested in radical politics during the 1920s, eventually joining the Communist Party in 1931. Worried by the growing strength of fascism around the world, particularly in China, Germany, Italy, and Spain during the summer of 1936, Cecil-Smith quietly departed Canada and became among the first volunteers to fight for the Republic in the Spanish Civil War. Cecil-Smith was motivated to fight not out of any sense of traditional patriotism (“for king or country”) but out of a sense that the onward march of fascism had to be stopped, and Spain was where the line had to be drawn. Not for King or Country is the first biography of a Canadian commander in the Spanish Civil War, and is also the first book to critically analyse the major battles in which the Canadian and American volunteers fought. Drawing upon declassified RCMP files, records held in the Russian Archives in Moscow, audio recordings of the volunteers, a detailed survey of maps, and battle records, as well as the Communist Party press, Not for King or Country breaks down the battles and the Party's activities in a way that will be accessible to interested readers and scholars alike.

In A Class by Themselves?, Jason Ellis provides an erudite and balanced history of special needs education, an early twentieth century educational innovation that continues to polarize school communities across Canada, the United States, and beyond. Ellis situates the evolution of this educational innovation in its proper historical context to explore the rise of intelligence testing, the decline of child labour and rise of vocational guidance, emerging trends in mental hygiene and child psychology, and the implementation of a new progressive curriculum. At the core of this study are the students. This book is the first to draw deeply on rich archival sources, including 1000 pupil records of young people with learning difficulties, who attended public schools between 1918 and 1945. Ellis uses these records to retell individual stories that illuminate how disability filtered down through the school system's many nooks and crannies to mark disabled students as different from (and often inferior to) other school children. A Class by Themselves? sheds new light on these and other issues by bringing special education's curious past to bear on its constantly contested present.

In Newspaper City, Phillip Gordon Mackintosh scrutinizes the reluctance of early Torontonians to pave their streets. He demonstrates how Toronto's two liberal newspapers, the Toronto Globe and Toronto Daily Star, nevertheless campaigned for surface infrastructure as the leading expression of modern urbanity, despite the broad resistance of property owners to pay for infrastructure improvements under local improvements by-laws. To boost paving, newspapers used their broadsheets to fashion two imagined cities for their readers: one overrun with animals, dirt, and marginal people, the other civilized, modern, and crowned with clean streets. However, the employment of capitalism to generate traditional public goods, such as concrete sidewalks, asphalt roads, regulated pedestrianism, and efficient automobilism, is complicated. Thus, the liberal newspapers'promotion of a city of orderly infrastructure and contented people in actual Toronto proved strikingly illiberal. Consequently, Mackintosh's study reveals the contradictory nature of newspapers and the historiographical complexities of newspaper research.

Good uses original interviews with close to 100 local leaders of eight municipalities in Toronto and Vancouver, two of Canada's most diverse urban and suburban areas.
