Production planning and scheduling in the pulp and paper industry can be very challenging. In most cases, practitioners address the production planning process manually, which is time-consuming and sub-optimal. This study deals with production planning encountered in a pulp mill company involving different wood species, parallel heterogeneous lines, inventory limits, sequence-independent setup times and preventive maintenance. To tackle the problem, an efficient mixed-integer formulation is proposed that optimizes when, where and how much to produce of different wood species and schedules preventive maintenance to minimize the total setup times. Several computational experiments are conducted to solve a case study in a pulp mill company in Chile. The results show the capability of the model to support the decision-making process in the pulp and paper industry, providing an efficient tool for practitioners to solve the problem in a reasonable amount of time. My response to Carla Fischer's paper enlarges upon one of the powerful subthemes she introduces. Beginning with the rise of the Third Reich, there is a long history in psychoanalysis in which questionable decisions furthering the interests of the institution itself have been made at the expense of individual psychoanalysts. These conscious and unconscious choices have established an unfortunate precedent; they have had a profound effect on the culture of psychoanalysis as a whole, with technical and theoretical consequences that continue to reverberate throughout the profession. The "submission and castration" of the institution of psychoanalysis, as Fischer puts it so succinctly, have led to a loss of integrity and the sacrifice of the founding principles of a discipline that had privileged understanding, an investigative discipline that sought the truth even if that truth was a threat to the social order. My comment on Dr. Carla Fischer's paper begins with a personal description of moving to Chile in 1980, during the height of Pinochet's dictatorship, and my attempts to contact the Chilean Psychoanalytic Association. I describe how the Chilean Psychoanalytic handled the harsh reality of the country by means of dissociation and denial and explore whether this attitude could have been any different given the national situation. I touch on the lasting repercussions this lack of involvement has had on the institution and the legacy it has left for future generations of analysts in the country. [ABSTRACT FROM AUTHOR]

This paper hypothesizes that, from 1985 to 1999, Chilean export wine producers achieved significant quality improvements, which led to successful product differentiation in the global export market. Concomitantly – as the monopolistic competition theory predicts – they increased their wine prices, which represent the value wine consumers attach to the wine attributes (including the quality). Using the wine rating score as an approximation of quality, the paper tests this hypothesis using the nonparametric Wilcoxon rank-sum test. The results strongly support the hypothesis. This chapter explores the processes of privatisation of higher education in Chile (after 1981) and Romania (after 1989), focusing on the emergence of private institutions, the expansion in enrolments in these institutions, and the relative increase in private sources of funding for the post-secondary sub-sector. Attention is also given to related trends in higher education in these two countries: domestic marketisation (a strengthening of an orientation toward selling programmes/commodities to students/consumers within the country) and international commercialisation (an expansion of initiatives by domestic and foreign institutions to provide distance education, study abroad/exchange, and foreign site-based degree programmes). Of importance to an understanding of globalisation, these two societies, which at the time exhibited similar economic systems but had different political systems and were situated in different regional contexts, experienced remarkably similar processes of and outcomes from privatisation, marketisation, and commercialisation. In both cases these processes were promoted by 'internal' political actors but also shaped by 'external' forces, notably the World Bank's higher education policy recommendations and the conditionalities included in the stabilisation and structural adjustment programmes 'negotiated', respectively, with the International Monetary Fund and the World Bank in order to obtain loans. As a result of these processes--occurring prior to and during the emergence of the General Agreement on Trade in Services (GATS) as a component of the World Trade Organization (WTO)--higher education institutions in both Chile and Romania are much more vulnerable to foreign influence/domination, although they also have somewhat greater opportunities to broaden their role in the global 'business' of higher education. The objective of this paper is, on the basis of new evidence, to contribute to the analysis of the performance of the manufacturing industries in Brazil, Chile, and Uruguay during the state-led industrialization period and in comparison with a developed country. Specifically, this paper estimates the productivity gap between Brazil, Chile, and Uruguay relative to the United States in order to reveal whether convergence took place at the industry level. The results identify changes within the industrial sector in the three Latin American countries. In short, manufacturing in Brazil achieved substantial changes, which were reflected in favourable structural change and manufacturing convergence. Moreover, manufacturing convergence accelerated in Brazil in the 1960s, when the development model based on industrialization deepened. Structural transformation was weak in Uruguay and mild in Chile, and the ability to reduce technological gaps was limited to industries based on natural resources with medium and high levels of industrial protection. The latter must also be linked to the different pace of industrialization in these two countries, especially in Uruguay, where the industrializing impulse was exhausted very early on. Chilean fruit exports grew 252% between 1975 and 2016. This paper aims to analyze agribusiness's readjustment strategies to face the socio-ecological impacts of the Capitalocene. For this purpose, our guiding questions are: How is agribusiness reading the current socio-ecological crisis, and what strategies are its main actors proposing? The main strategies in progress are technical innovations in productive systems, the increasing scale of infrastructure, displacement toward the south of the country, and renewed narratives. This contributes to legitimizing the current agricultural model without questioning its principles, while becoming more profitable and adaptable to the Capitalocene era. [ABSTRACT FROM AUTHOR]

One of the most complex policy issues that developing countries will face as a result of the employment crisis caused by the Covid crisis is the question of how they can better protect the unemployed. However, the analysis of unemployment insurance (UI) in developing economies with large informal sectors is in its infancy, with few papers providing solid empirical evidence. This paper therefore makes several contributions: first, it applies Chetty's 2008 landmark work on UI to a transition economy (Chile) and shows that the moral hazard effects expected by policy makers, who designed the system are minimal, while liquidity effects were entirely neglected. Second, it demonstrates that it is not enough merely to quantify effects such as moral hazard, but to understand their causes as unemployment generated by moral hazard or liquidity constraints has different welfare implications and should therefore result in different policies. By means of an RDD, this paper analyses the Chilean UI system using a large sample of administrative data, which allows for an extremely precise analysis of how the system works, thus providing invaluable empirical lessons for other countries. This paper proposes a multidimensional synthetic index for measuring the quality of employment using the Alkire–Foster method. The results generated by this index highlight important differences between Chile's regions, but also a process of convergence, which has been mostly driven by regulatory changes and public policy rather than economic growth. The paper shows how much a synthetic index can contribute to regional analysis and how it can inform policymakers by focusing attention on the most vulnerable workers in regional labour markets. AbstractThe resistance of Mapuche organisations and communities against state repression and continued forms of coloniality in contemporary Chile is one of today’s most visible and active Indigenous movements in Latin America. A key factor of this increased visibility is digital Mapuche activism, in which information and communication technologies (ICTs) have been adopted by Mapuche organisations and communities since the late 1990s. This paper will discuss digital Mapuche activism as part of the ongoing academic debates on social and Indigenous movements and the digitalisation of their political mobilisation towards decolonisation. The paper will introduce some key players and noteworthy ­characteristics of digital Mapuche activism before discussing its contemporary developments. These include the struggle over representation, the transformation of (traditional) community roles within Mapuche society, and the language of digital Mapuche activism. The last part of the paper showcases two episodes of digital warfare against this new type of Mapuche resistance. Consequently, whilst digital Mapuche activism has become a powerful tool for decolonisation, it is increasingly contested through digital repression. [ABSTRACT FROM AUTHOR]

In attempting to understand and prevent fare evasion, existing research and policy have often categorised fare evaders based on passenger 'types' or profiles. However, such categorisations of 'malicious' or 'virtuous' behaviours rely on underlying moral claims which often go unexamined. In this paper, we study how different actors construct such moral claims as part of everyday interactions. We demonstrate that the everyday moralities of not or under-paying are diverse, locally occasioned, and emotionally charged. Drawing on social media and video data from Chile and the UK, we examine interactions between passengers, by-standers, transport workers, and transport operators. We highlight the diverse resources that actors draw upon to construct moral claims around fare evasion, including the mobilisation of alternative moral categories; attempts to produce exceptions to formal rules; and the foregrounding of moral emotions. The paper engages with an interdisciplinary body of work which reassesses existing policies and societal responses to fare evasion, while also contributing to a nascent literature on everyday morality and mobilities. This paper is a call for "counter-pedagogies of cruelty" and memory as counteractions to colonial technologies of violence, erasure, loss, and linear spatio-temporalities and notions of "progress." In this paper, the authors move across geographic locations in Abya Yala to expose and unpack overlapping and often unnamed colonialities, violences, and racialized border logics. Centering a series of moments from our work and engagements in the nation-states of Chile, Guatemala, and the United States, we bring Segato's concept of "pedagogies of cruelty" together with settler colonialism, decolonial feminisms, and decolonial geographies as central frameworks to illuminate ongoing colonial structures, violence, and resistance social movements across Abya Yala. We explore the ways "pedagogies of cruelty" are embodied, contested, and made visible when we move across borders and center the knowledges and demands of those most impacted. These frameworks also push us to think and move with and to an "otherwise" no longer beholden to modern/colonial frameworks. We center the "otherwise" as a future already present and past, that challenges neoliberal colonial temporalities and attends to the ways borders and the gratuitous nature of modern/colonial violences permeate schools and classrooms and the urgency of these disruptions. Alcohol use disorders (AUD) are associated with several mental health, family, and social consequences. This paper analyzes the few studies on BIs in primary care in Chile and Latin America through a culturally critical view. Future research should address the need of culturally appropriate BI for AUD, so that decisions on policies and programs are made based on evidence-based, culturally appropriated practices. The Chilean context presents a unique opportunity to implement BI, since primary care counts on resources and protocols already installed. Drawing on Sen's notion of social justice in the Capability Approach, this paper examines the experiences of a group of novice teachers from English teacher education programmes working in marginalised schools in Chile. Through open-ended surveys and interviews, I investigated how new teachers navigate their first teaching years in contexts of educational vulnerability, how they perceive their teacher education programs and preparation to work in such school contexts, and how they balance the interplay between unfreedoms and the exercise of freedoms to teach students at social risk. The findings reveal the impact of contextless English teacher education programs and how these trigger future teacher motivation to develop a deeper understanding of educational vulnerability and their freedom to move away from language teaching issues to accommodate their teaching based on their care and commitment to their students. This paper closes by making a call for the importance of a grassroots approach in the development of English teacher education programs designed with members of marginalised communities. This paper engages with the Freirean concept of politicity for critical policy studies in education. The first part lays the ground to expand the conceptualisation of teachers' politicity. I argue this entails an examination of the limits and possibilities within a juncture. To develop the argument, the second part focuses on a teacher strike that took place in Chile and draws on corpus-driven discourse analysis to explore news from a national teacher organisation and from an influential newspaper. This paper examines the effects of oil demand and supply shocks on emerging market economies in Latin America using a Bayesian vector autoregressive (VAR) model that combines zero and sign restrictions. Our results highlight the importance of separately identify the oil market shocks. The higher price of oil driven by increased global demand produces higher output growth in Brazil, Colombia, and Chile. The results are more persistent for Brazil and Colombia likely due to increased income from oil exports, as both economies are net oil exporters. The better times in the domestic economies result in lower uncertainty and appreciation of the exchange rate in all countries in the sample. Oil supply shocks and oil-specific demand shocks are not statistically significant for most variables. Building on the literature of labor implications from technological disruptions, this paper provides a comprehensive review of recent research carried out regarding the expected effects of automation on employment levels and performs diverse empirical approaches to estimate the effects for an emerging country. To illustrate the impact, the paper presents various empirical approaches to estimate jobs gains and losses using Chile as a case study. Results from the empirical estimates suggest that jobs lost to automation technology currently match the jobs being created, thereby resulting in a negligible overall impact on the labor force. However, the occupations being created require a higher number of highly educated workers. The findings, therefore, indicate potential social exclusion effects, as the most vulnerable groups facing a high risk of losing their jobs are low-skilled, low-income workers. To counteract these effects, active public policies need to be formulated and implemented in order to achieve the potential job gains while mitigating the potential negative effects on vulnerable and disadvantaged groups. In 2011, one of the most important social movements since the end of the dictatorship proposed a change in higher education in Chile. More than two hundred thousand people participated in public demonstrations. Facing the failure of the negotiations with the government, the student movement focused on proposing changes to the 2012 Budget Law. What coalitions did the leaders of this student movement form to influence the Budget Law? The aim of this paper was to analyse the factors that explain coalition formation to impact the 2012 Budget Law. In doing so, an analysis has been carried out, focusing on the leaders of the student movement (CONFECH). This paper emphasizes their coalition with the rectors of public universities and their relationship with other educational actors and the opposition parties. The analysis includes the review of documents and national newspapers and interviews with the leaders of the CONFECH. The results of the analysis show that the traditional factors explaining coalition formation are useful but not sufficient to explain the student movement alliances. This paper argues that the factor that explains the student movement coalitions is the 'strategic sense' that the movement is focused on an outcome-based strategy. The leaders consider a coalition with the rectors of public universities as outcome-tactics. However, the relationship with opposition parties was much more difficult because of their distrust resulting from what happened in 2006. This study thus has significant implications for the coalition formation theories and its relationship with social movements' impact. [ABSTRACT FROM AUTHOR]

Under military rule (1973–1990), Chile embarked upon several top-secret chemical and biological weapons (CBW) programmes. 'Project ANDREA' and the development of sarin is the best known, although other programmes have also been reported. However, these programmes remain poorly understood – particularly in English language sources. To resolve this, this paper draws upon local-language reporting, Cold War histories and other sources to provide insight into the histories, key personalities, and evolution of Chile's historical CBW programmes. This paper contributes to wider literature on Chile's dictatorship, but also literature on CBW-proliferation, which remains confined to a relatively small set of case studies. [ABSTRACT FROM AUTHOR]

The wine industry faces a highly competitive environment, making cost-effective management of the wine supply chain essential. Literature has shown that this objective can be achieved with the implementation of horizontal collaboration strategies in logistics. In this strategy, firms located at the same level of the supply chain cooperate to reduce costs, improve quality of service and mitigate environmental externalities. This paper analyses the implementation impacts of a horizontal collaboration policy in the wine supply chain. To do so, we propose a cooperative game with transferable costs, in which the characteristic function is obtained by solving a novel linear programming formulation that models the joint planning of the wine supply chain. To evaluate the benefits of collaboration, we conduct a case study involving three of Chile's largest wineries. The results show that the use of collaborative frameworks leads to significant reductions in the logistics costs of the wine supply chain. Furthermore, we find that the grand coalition reduces the costs by 10.17% compared to the non-collaborative case. This reduction comes mainly from a decrease in the bulk wine inventory cost. This paper discusses the duality between global perspectives and local realities that have influenced the design of the school architecture by examining and comparing state school projects in two geographically distant countries: Chile and Portugal. The proposals and experiences of the "Society for the Construction of Educational Facilities" (1937–1987) in Chile and the "Board of Constructions for Technical and Secondary Education" (1934–1969) in Portugal are analysed. Established in the 1930s, these centralised bodies managed, organised, and controlled state school building projects in such a way as to achieve uniformity in design, creating architectural identities that embodied both the educational values and the representative character of the State. These bodies were influenced by similar global circumstances, and their activities were guided by the recommendations issued by intergovernmental organisations of the time. Such a situation brought their projects closer together in terms of their functional, aesthetic, technical-constructive characteristics. After examining and identifying the international influences which brought them closer in terms of the educational meanings and values associated with school architecture, the paper identifies the local circumstances that guided the design and construction processes of schools in both countries, bringing fresh geographical insights to school architecture discussion. At the same time, possible global readings of strategies, influences and results are explored, enabling us to understand school architecture as part of a nation's cultural values and as a material expression of the social model of modernity, which will continue to meet the challenges that schools face in twenty-first-century society. Mass mortality events (MMEs) threaten the health of fish and are also a potential threat to the health and safety of workers. This paper presents findings from a desktop risk assessment exercise focused on potential aquaculture occupational health and safety (AOHS) hazards and risks associated with MMEs in Chile. The study reviews academic and grey literature, government regulations and MME reports and statistics to assess the scale and distribution of MMEs; identifies associated documented and potential health and safety hazards; and documents and assesses policy responses to MMEs in the Chilean context through the lens of health and safety. The paper documents the size and regional distribution of salmon MME occurrences in Chile from 2016 to 2022. It discusses AOHS hazards associated with MMEs such as exposure to hydrogen sulfide, drowning and diving-related illnesses and potential issues around accessing hospitals and hyperbaric chambers for workers in remote aquaculture regions, as well as exposure to antibiotics and antibiotic residues. Recent Chilean regulatory requirements around reporting and management of MMEs that have the potential to help reduce identified MME-related risks for workers are described and addressed. This paper analyses the irruption of Afro-descendants in the sphere of local and national public policies as aresult of their demand for political recognition. Starting in 2000, an Afro-descendant movement developed, positioning itself locally and nationally and obtaining political recognition in 2019 under Law N° 21.151. Incorporating a'new diversity' in the design and implementation of public policies as distinct from the indigenous policies that had been implemented for more than 25 years. The paper analyses different levels of state action, relations with other diversities in the implementation of targeted policies (particularly indigenous policies) and the process of Afro-descendant recognition itself. This case shows the difficulties in broadening the social and state vision of cultural diversity and how these are reflected in disputes about the legitimacy of being the 'original' peoples as well as for spaces of power and state resources. Drawing on a socio-materialist perspective, this study analyses connections between cultural contexts, the social situatedness of learning experiences and the material artefacts in rural Chilean schools. Our focus on different dimensions of design foregrounds the ways materials and places may act together with other elements to influence human thinking, learning and action. Results show that all the schools in the study met minimal standards on physical variables (temperature, air quality, lighting, noise and safety), and that in recent times, school designs emphasise a participatory design process, which includes community consultation, and where cultural and natural aspects of the surroundings are taken into account and prioritised. Given the richness of the natural landscape and culture observed in rural areas, this paper offers original insights into the ways that educators can explore the natural environment and indigenous culture to promote meaningful situated learning and empower students in rural schools. Research has been conducted on job insecurity and participation in the workplace. However, to date, empirical research on the relationship between job insecurity and citizen participation is extremely scarce. To fill the void, the aim of this study is to examine the nexus between job insecurity and citizen participation in Chile and South Korea where embraced the New Public Management principle. Grievance and resource theory of participation offer contrasting predictions for the influence of job insecurity on citizen participation. Analyzing the wave 7 of the World Values Survey, this paper verifies the two lines of enquiry in examining the influence of job insecurity on citizen participation. The results of an ordered logit regression model demonstrate that the impact of job insecurity on citizen participation varied depending on the types of job insecurity and citizen participation. This paper argues that in Patagonia-Aysén (southern Chile) nature discourses and neoliberalism have a close association. The current discourse of "green" development is presented as a capitalist practice, a renewed form of colonization that creates a narrative around the need to protect this pristine environment because it is a "Reserve of Life." To explore these complex processes further, the paper presents fieldwork undertaken from 2017 to 2019 in the municipalities of Tortel and O'Higgins. Through extensive fieldwork that encompassed interviews and analysis of the Land Registry (Conservadores de Bienes Raíces, or CBR) of the region, we investigated the evolution of private property rights in both municipalities over a period of 29 years (1989–2017) in order to illustrate the changes in land ownership that had occurred. The paper puts forward the concept of eco-extractivism, in order to identify green-grabbing processes undertaken by extractivist investors in Patagonia-Aysén. [ABSTRACT FROM AUTHOR]

Empirical analyses that rely on micro-level panel data have found that exporters are generally less pollutant than non-exporters. While alternative explanations have been proposed, firm-level data has not been used to examine the role of destination markets behind the relationship between exports and pollution. In this paper, we argue that because consumers in high-income countries have higher valuations for clean environments than consumers in developing countries, exporters targeting high-income countries are more likely to improve their environmental outcomes than exporters targeting destinations where valuations for the environment are not high. Using a panel of firm-level data from Chile we find support to this hypothesis. A 10 percentage point increase in the share of exports to high-income countries is associated with a reduction in CO2 pollution intensity of about 16%. During health crisis, individuals need information to comprehend their circumstances. Channel complementarity theory posits that in meeting their informational needs, people will use different sources in a complementary fashion. This paper puts to test the main tenet of channel complementarity theory by focusing on information scanning (i.e. routine health information exposure) in the context of the COVID-19 pandemic in Chile. A survey was conducted among a sample of Chilean adults (N = 2,805). The questionnaire addressed information scanning across six sources (television, radio, internet, social media, family, and friends or coworkers) and explores how socioeconomic and demographic variables, as well as COVID-19 perceived risk related to scanning. Latent class analysis was employed to identify patterns of complementarity across channels. The analysis yielded a solution of five classes, namely 'high complementarity and high frequency' (21%), 'high complementarity and low frequency' (34%), 'high frequency on television and digital media' (19%), 'mass media predominant' (11%), and 'no scanning' (15%). Educational attainment, age, and COVID-19 perceived risk were associated with scanning. Television was a central channel for information scanning during the pandemic in Chile and more than half of participants scanned COVID-19 information complementarily. Our findings expand channel complementarity theory to information scanning in a non-US context and provide guidelines for designing communication interventions aiming at informing individuals during a global health crisis. This paper analyses the costs and benefits of dual training programmes for companies in Chile. The model has three main components: (1) the costs that arise during the programme (training, student labour, administrative, and educational supplies), (2) the benefits that companies receive during the programme in terms of student's productivity, and (3) the potential benefits that companies can obtain in hiring and adjustment savings if students are hired after the programme. Using an online survey, we estimate that Chilean companies that participate incur net costs of US$3,200 per student per year in training; however, most companies declared to be satisfied with dual training. We simulate two scenarios under which dual training is cost effective. Public policies to promote early adjustment such that students arrive at companies better prepared and can allocate more time to productive tasks should be considered to decrease the net cost of training. This paper develops a comparative assessment of the state of asylum in Brazil, Chile, Mexico, and Uruguay. It argues that an accelerated weakening of refugee protection, exacerbated during the pandemic, has taken place across the region. Faced with growing mixed flows, the region’s refugee framework has either been used as an ad hoc regularization mechanism or not been broadly used. Also, pandemic mitigation measures have further weakened access to asylum, through militarization and border closures, and a platitude of deterrence practices. These regressive practices may result in the undermining, abandonment and/or replacement of the region’s widely praised refugee governance. [ABSTRACT FROM AUTHOR]

Wood smoke pollution has emerged as a major public health issue in southern Chile. This paper endeavors to find evidence of environmental inequity by looking into the spatial associations between sociodemographic characteristics, exposures, and risk perception to air pollution. We integrate primary georeferenced survey data with estimates of excess outdoor exposure to wood smoke in Coyhaique, one of the most polluted cities in Latin America. Our findings reveal that certain social groups are disproportionately exposed to PM2.5. People of low-socioeconomic status, living in households with older adults and users of wood-burning stoves tend to spend more days per year with unhealthy air pollution levels. The results yield a modest but statistically significant relationship between PM2.5 levels and risk perception. The interest in educational and professional aspirations of students transiting to post-secondary education has gained prominence in academic debates and policy agendas internationally. Political interventions for raising aspirations quite often draw on narrow instrumental and rationalistic assumptions of individual decision-making that, as we will argue, do not capture adequately the meanings students attribute to these aspirations. By means of in-depth interviews and combining a critical realist approach to social action with capabilities approach, the paper explores the educational and professional aspirations of students at the end of secondary TVET in Chile. We consider that high educational aspirations of secondary TVET students in Chile need to be understood as a reflexive response to significantly high social inequalities in the country, the precarity of working conditions in a highly liberalised labour market, and the enduring neoliberal tenet of meritocracy. We also argue that understanding aspirations is key to reimagine TVET's roles and purposes at individual, institutional and national levels, towards fairer opportunities for human development. This paper explores how Chilean teachers approach fundamental aspects of rhythm, verifying their consistency with cognitive processing theory and findings. 203 music teachers completed a validated questionnaire with closed and open items regarding how they approach pulse, tempo, meter and rhythmic patterns during rhythm production and perception activities. The results show that, in general, teaching practices are congruent with the scientific evidence related to the processing of these musical aspects. Finally, the use of elements that facilitate synchronization or constant pulse is suggested: optimal tempi ranges for adults, use of binary meters, and the use of rhythmic patterns that prioritise the double-half relationship. Chile and Korea subscribed a free trade agreement in 2003, which entered into force in 2004. One of the main objectives behind the agreement was to modify the concentration of the Chilean export basket, traditionally dominated by primary products, through preferential access to the country's main export destinations. From here, this paper analyses the achievement of this objective through mixed-methods. Acknowledging that econometric models may not fully explain trade patterns, this article uses both quantitative data to understand the impact of the agreement on export flows, and qualitative information to complement these results. There is mixed evidence about the effects of residential mobility on children's educational outcomes. In 2013, the Chilean Ministry of Housing implemented a social housing demolition programme, which focused on projects with severe structural and overcrowding problems. Residents from demolished buildings received a subsidy to relocate. In this paper, I conduct a two-way fixed effects analysis and mediation analysis to explore if residential mobility during school years affects attendance and grades for children who moved with this programme, compared to those who were eligible but did not move. Using data for the 2012–2018 period, I find that moving is associated with a decrease in attendance, but the decrease is reduced if the distance between housing and the school is less than 1 km. This paper analyzes the impact of the pandemic (from 2020 to 2021) on levels of trust and legitimacy of the Chilean police (Carabineros) by the population in the metropolitan area of Santiago, Chile. Based on a pseudo-panel method and a cohort fixed-effects regression model that controlled for unobserved time invariant heterogeneity, we found a significant increase in police legitimacy during the pandemic (on average, 63%, among the adult residents of the region, based on the police legitimacy index comprising six perceptual variables). Evidence suggests that the perceived performance of the Carabineros during the pandemic served to recover the trust of citizens, at least temporarily, even when this intervention entailed the enforcement of anti-popular measures. In 2019, the right-wing Government of Chile was expected to implement a substantial reform regarding student assignment to schools that had been passed by the previous administration (the School Inclusion Law). While implementing this policy, in 2019, the former minister of education directed a populist campaign aiming to change policy directions coined the Just Admission Project (JAP). Such policy debates have critical implications regarding the functioning of school choice in Chile. This paper analyzes the JAP as a case study of reactionary neoliberal populism. Framed by such conceptualization of populism, this paper develops a statistical analysis to model the potential influence of the JAP bill on school choice opportunities while comparing with the recently implemented new assignment system from the Inclusion Law (NSAS). We show the results of simulations representing how students would have been assigned to schools for the 2019 school year had the admission procedure been the JAP instead of the NSAS. This paper uses plant-level data from the manufacturing sector of Chile for the period 1995–2007 to analyse the existence of spillover effects from foreign direct investment (FDI) and the role of product sophistication on the demand for skilled and unskilled labour. We find that the presence of multinational corporations increases the demand for highly skilled labour while it decreases the demand for unskilled labour on firms located in the same industry and region, and also on firms located in the same region but operating in different industries. Those effects are more substantial for firms producing less sophisticated products suggesting that, at least for the case of Chile, lower levels of sophistication can make it easier for local firms to learn from multinational corporations. We also find that the spillover effects are more important for plants that are small in size and for those that do not participate in international markets as either exporters or importers. This paper contributes to the literature by showing that product sophistication can have a significant effect on the magnitude of FDI spillovers on the demand for both skilled and unskilled labour. This paper undertakes an intersectional analysis of the ways in which socio-economically elite higher education students in Chile reproduce privilege through everyday practices of whiteness and beauty. Drawing on qualitative data from interviews and observations with 20 privileged students at an elite Chilean university, the paper identifies and discusses the students' ambiguous racial identifications and the racialized, classed and gendered ways in which privilege was enacted through practices of 'beauty' as a 'natural' embodied distinction. We discuss how ideals and practices of beauty were a 'double edged sword' for elite female students, conferring advantage while also denying academic authenticity. We argue that Chilean elite performances of whiteness offer an added layer of complexity to existing literature, problematising and decentring performances of whiteness from white bodies. We conclude by suggesting that an intersectional lens offers a useful way to understand and address the re/production of inequalities in Chilean elite universities. [ABSTRACT FROM AUTHOR]

This article adds to the critical discourses surrounding Raúl Ruiz (1941–2011) and his films of return after exile, or desexilio, by analysing his portion of A TV Dante (1992). In this Ruizian transmedia experimentation of Dante's Inferno, there is a radical de- and re-territorialisation of the text: on the one hand, from text to film, and, on the other, spatially and temporally by transposing the text onto images of contemporary Chile. This paper reads the film, then, as a Ruizian re-encounter with Chile after exile during the early years of the period transition to democracy and looks to the implications of these disjunctions and displacements – both in the broader thematic vicissitudes and in more specific contradictions between sound and image – when re-worked in terms of spatial (Santiago de Chile) and temporal (post-dictatorship) conditions. In doing so, it turns to the Brazilian concept of anthropophagy as an analytical framework and tool. As such, this paper argues that approaching the film through the lens of anthropophagy not only helps us to read the discursive strategies deployed in the film, but also highlights how cannibalism works as both a formal structuring feature and as part of the film's content. The importance of skill formation for young people and the challenges of youth unemployment and underemployment are at the forefront of global development agendas. However, there is still an open debate about the most adequate policy frameworks to tackle these societal challenges and, particularly, about the role that the state and the market should play in the coordination of skills supply and demand. Taking Chile as a case study, the paper analyses how the market model of skill formation is re-contextualised by practitioners and other stakeholders at the local level. Through a realist evaluation approach, the paper tests to what extent the underlying theoretical assumptions of the market model hold up when confronted with the reality of the contexts in which young people, education providers and employers make decisions. The case of Chile is particularly interesting for the comparative literature because of its extreme neoliberal orientation and the centrality of the market in the allocation of resources and opportunities among different social groups. The findings show the limitations of the market for coordinating the supply and demand of skills and its negative consequences on the educational and work prospects of young people, especially the most disadvantaged.. This paper uses a comparative ethnographic approach to explore the ways in which social media enables new economic strategies that capitalize on women's traditional forms of reliance within their local communities. We use ethnographic examples from northern Chile, southeast Italy, and south India to show how women are successful in establishing small but prestigious entrepreneurial activities by using social media to respond to local social and cultural needs. Women use social media to transform both conventional work practices and individuals' notions of work in ways that overcome important structural constraints they face in their respective communities. These findings contrast with optimistic analyses that suggest online platforms decrease global inequalities through bringing disadvantaged people into global economic flows. This article demonstrates the effective ways in which individuals use social media to gradually change local norms related to gender and work while making small but important gains towards economic stability. This process is related to important shifts in sociality that have resulted from social media use within local communities. By focusing on entrepreneurship and gendered aspects of online economic exchange, we develop an understanding of what happens when longstanding expectations for gendered work meet commerce made possible through new media. AbstractThis paper reports two studies that tested sexual orientation, residence context (urban/rural, living with parents), and perceived social support as predictors of sexual orientation disclosure in lesbian, gay, bisexual, and other sexual minority (LGB+) university students in Chile. Samples comprised 268 participants for Study 1, and 160 for Study 2, who were cisgender, transgender, or nonbinary. All participants answered an online questionnaire with sociodemographic questions, a perceived social support scale, and a list of individuals to whom they disclosed their sexual orientation. In both studies, the predictors of sexual orientation disclosure were being gay or lesbian (vs. bisexual and other sexual minority individuals), not living with parents, and perceiving social support from others outside family and friends. Our findings show the need to expand the social understanding of sexual orientation beyond heterosexual-homosexual dichotomies, and to strengthen sources of social support in higher education to foster safer environments for sexual and gender minority students. This paper explores conflicts in contemporary Chile between local communities and economic elites over water resources usage, developing a frameworkthat seeks to bridge the gap between the literature on social movements and the scholarly work on business politics. It examines two similar cases. The first case deals with the conflict between large avocado producers and the rural community of Petorca, Central Chile, which has meant water deprivation for the aggrieved community. In the second case, the local community of Aysén, in Chilean Patagonia, successfully challenged business interests by halting a mega-hydroelectric project. We found that local communities can prevail when at least three conditions are met. First, the formation of a broad contingent coalition. Second, the elaboration of collective action frames to mobilise new constituencies. Third, the capacity to forge alliances with elite actors, which enhances the movement’s potential to engage in collective action. [ABSTRACT FROM AUTHOR]

This paper aims to recognise the transformations in the concept of quality as formulated by Chilean educational policies between 1985 and 1990, at the beginning of the educational privatisation process. Using a conceptual history approach allowed us to analyse the meanings attributed to the concept of quality in the design and implementation of two evaluation systems: The Educational Quality Assessment System (SECE, Spanish initials) and the Educational Quality Measurement System (SIMCE, Spanish initials). The findings show a transformation in meaning for the concept of quality. It moved from the operationalisation, management, and improvement of school systems to equating quality with the results of educational evaluations. This new definition of quality resulted from decisions by the Chilean State, which simplified its complexity and helped manage the new school system. In this paper, a modified empirical large-territorial-scale procedure to assess the seismic vulnerability of aggregate buildings in urban areas located within a highly seismic context is proposed. The methodology is applied to a group of unreinforced masonry (URM) aggregates located in the Yungay's historic center in downtown Santiago, Chile. This assessment was carried out by modifying and integrating a vulnerability-index-based procedure, a specific existing approach called first level macro-seismic method used to predict seismic damage and loss scenarios through fragility curves of structural components. The procedure was calibrated using the observed damage after the 2010 Chile earthquake in 292 URM structural units. The results of this new damage index for URM aggregate buildings are used to derive Probability Mass Functions (PMFs) of the different damage states and preliminary Empirical Fragility Functions (EFFs). To the best of the authors' knowledge, these EFFs are the first publicly available for aggregate Chilean URM buildings. This research and its results are the starting point for a more comprehensive study for assessing damage scenarios and vulnerabilities of aggregate URM buildings in historic centers of older Chilean cities. These functions may be used in risk assessment, and are useful to prioritize possible future damage mitigation strategies and other processes involving this historical heritage. We foresee that these results could be at least partially applied to other historical urban areas in Chile, and perhaps other old Latin American cities located along the subduction convergence region between the Pacific and Continental plates, which were founded similarly.
