This paper addresses the following question: what happens when ideas from new public management from the West are used in the context of international development? Drawing on empirical data from the field of international development, it follows the trajectory of the "logical framework" as a governance technology from the level of government in the United Kingdom to the level of operations in China. This trajectory can be reconstructed as moving downward through a hierarchical structure of carrying organizations—from an ideology that is ervasive in government, through the government departments to the quasi-independent international development agencies, and then to the practitioners in the field. As shown in this paper, what is transferred to the periphery is not the only intended aims of the project—in this case, teacher training—but also the policy preoccupations of the central bureaucracy with how to perform accountability by translating the messy local context into uniform categories in order that the center may monitor and hold the periphery to account. The Yunnan Environment Development Programme is a five-year technical cooperation project between the governments of the UK and China, designed to study the relationship between poverty and the environment. The paper describes the challenges of managing an international cooperation programme designed to facilitate innovation in China. It discusses techniques for facilitating change, such as responding to national initiatives, assisting with new demands from Beijing, working with the Chinese concept of ‘scientific developmentߣ, identifying champions of change, and implementing practical projects at the village level. The second part of the paper describes how these ‘change systems’ facilitated and enabled wider participation in project development and implementation and in policy review, better targeting of assistance to those most in need, and improved evaluation of individual interventions. Internet usage and commerce are expected to grow significantly across the world. However, as each part of the world is unique in its social norms, culture, and infrastructure, these differences may cause the profiles of Internet shoppers and nonshoppers to be different worldwide. Hence, the importance of understanding the similarities and dissimilarities among consumers in different regions is crucial for both marketing theory and practice. In this paper, the authors report the characteristics relating to attitudes, motivations, and demographics of Internet shoppers in six countries (United States, England, New Zealand, China, Brazil, and Bulgaria), thereby contributing to understanding differences between Internet users and online shoppers in different regions of the world. Findings show that online shoppers share many similar traits around the world. Internet shoppers in all countries examined are similar in regard to their desire for convenience, are more impulsive, have more favorable attitudes toward direct marketing and advertising, and wealthier, and are heavier users of both e-mail and the Internet. Stem cell science is an emerging global industry in which nation states compete fiercely for economic advantage. Currently, the USA dominates this international competition but critics have argued that it lacks an innovation strategy to maintain its position. Strong international competition and internal policy problems may pose significant challenges to the future of US stem cell science. At the same time, the governments of the UK, China, India, Australia and Singapore are developing strategies to enhance their competitive edge within the global stem cell economy. How should the US government respond to these developments? Is a federal strategy necessary to protect the advantages of the US stem cell industries or can it be assumed that the present innovation infrastructure is sufficiently flexible and dynamic to cope with the global challenge? Compared with other ethnic minorities in the United Kingdom (UK), the Chinese are least known. They have a long history of migration from mainland China, for example, to South-east Asia, and have always adopted a policy of "bending with the wind"-using strategies to blend in with local populations. This article is part of a larger project examining Hong Kong Chinese living in Manchester and their understanding of Western cosmopolitan mental illness categories (e.g., schizophrenia, depression, psychosis, and neurasthenia) as well as their experiences of Western medicine. Diankuang, the focus here, is a common Chinese term for "crazy." Sixteen respondents were interviewed in depth. All knew of Diankuang, and they offered a range of explanations that match the "classical" version. Differences occurred regarding suitable treatment regimens; however, in common with Western lay perspectives of "madness," Diankuang was regarded as something stigmatizing that taints family relationships. Some felt Diankuang was a condition that "threatened" everyday interaction and that its sufferers needed physical restraint. [ABSTRACT FROM AUTHOR]

China has signified its willingness to strengthen ties with western universities and maintain or increase the flow of scholarly exchange. Chinese leaders are confident that their scholars will absorb from the West techniques that will be useful for a modern, independent China. An examination of China's academic exchange with Great Britain, France and West Germany was undertaken, and the exchange policies and programs of the U.S. Canada and Japan in relation to China was reviewed.

Presents and charts the nuclear weapons capability of the five nuclear powers' naval forces. The naval forces of the five nuclear powers possess about 14,600 nuclear weapons, nearly 30 percent of the world's total arsenal. About 750 ships and submarines can fire naval nuclear weapons, down 100 from last year. Significant developments in the last year include the launchings of the Soviet's sixth and last Typhoon and sixth Delta IV SSBN, and the first U.S. Ohio class submarine carrying Trident II missiles. Of the major warships and submarines of the British navy, some 32 percent are nuclear capable, as are 12 percent of the French navy and 2 percent of Chinese ships.
