Universities have become key elements in building regional innovation systems. However, even though academic research is important when firms choose universities as collaboration partners, a still open question in the literature is whether only top-tier universities are relevant for firm innovativeness. This paper investigates the effect of the volume of scientific publications on firm's propensity to develop new product and processes and to what extent academic research has to be excellent in order to enhance local industrial innovation, taking into account that education may act as a channel of local university-based knowledge spillovers. Using data on manufacturing firms in seven European countries covering the period 2007–2009, a multivariate probit model is estimated to relate firm's propensity to develop innovation to the level of provincial academic research and education. Results show that academic research has a direct impact on the firm's propensity to develop innovation. Research at the second-tier university impacts product innovation more than that at first-tier one. Furthermore, the research output of the first-tier university exerts a detrimental effect on the development of process innovation whereas the research output of third- and lower-tier universities is beneficial. Research excellence, although very important, is not sufficient to explain university-based knowledge spillovers. It may be the case that academic research may enhance radical innovation of relatively few firms working on cutting-edge research, whereas less advanced academic research may be directly useful to incremental innovation of most local firms. This paper explores how transactions between smugglers and migrants come about in the context of irregular migration. We first offer some theoretical reflections on the challenges that such a context poses to both parties—smugglers and migrants—and point to three main conditions under which smuggling transactions take place: illegality, asymmetrical information and low trust. Next, we explore the strategies that migrants and smugglers alike may employ to overcome these challenges. We focus on three broad sets of strategies related to information-gathering, to information-checking (reputation and the role of physical and virtual communities) and to developing substitutes for trust (guarantees, escrow services and hostage-taking strategies à la Thomas Schelling). To illustrate our reasoning, we draw on examples from published works as well as from a novel set of 43 qualitative interviews with migrants recently smuggled to Europe. Such interviews were carried out in a destination country (England) and in a transit country (Greece). Retinal capillary hemangioblastomas (RCH) is a benign tumor that represents the initial manifestation in roughly half of Von Hippel Lindau (VHL) patients. They may also occur sporadically without systemic involvement. A first meta-analysis study was investigated to estimate the prevalence of Retinal capillary hemangioblastoma (RCH) in Von Hippel Lindau (VHL) syndrome, and its relation to type and location of mutations in VHL gene. The electronic databases of PubMed, Scopus, Embase, and Google Scholar were utilized to find eligible papers published up to May 2020. Lastly, after the different prevalence of RCH in Europe compared to other continents was noted, we decided to consider European and non-European patients separately. The Random effect model was used to evaluate the relation between developing RCH and types of mutations. The overall prevalence of RCH among VHL patients is about 47%. The prevalence of RCH was significantly higher in Europe in comparison with non-Europeans (p value < 0.001). Overall, the differences between the prevalence of RCH among different mutation types were not statistically significant. However, in Europe, the prevalence of RCH was significantly higher in patients with truncation mutation (p value = 0.007). In Europe, the RCH in VHL patients who had a mutation in exon 2 was significantly lower in comparison with exon 1 (p value = 0.001); but in non-Europeans, the prevalence of RCH in VHL patients that involved exon 2 was significantly higher in comparison with VHL patients with a mutation in exon1 (p value = 0.012). The highest risk of developing RCH was reported among Europeans. Overall, this study showed that the prevalence of RCH in VHL syndrome is not related to type or location of mutations and difference of RCH prevalence is probably depends on other genetic or environmental factor that should be considered in subsequent studies. High altitudes have been exposed to enhanced levels of surface ozone (O3) concentrations over recent decades compared to the pre-industrial era. The responses of vegetation to this toxic pollutant are species-specific and depend on the climate conditions. In this paper, we explored the reaction of Pinus mugo (P. mugo) to O3-induced stress in the continental climate of an ozone-rich mountain area in the High Tatra Mountains (Western Carpathians). The effects of O3 doses modelled by a deposition model, O3 concentrations and other factors on P. mugo were identified from (a) satellite-based data via NDVI (normalised differenced vegetation index) over 2000–2020 and (b) visible injury on needle samples gathered from P. mugo individuals at ground-truth sites in 2019 and 2020. Analysing the NDVI trend, we observed non-significant changes (p > 0.05) in the greenness of P. mugo despite growing in an environment with the average seasonal O3 concentration around 51.6 ppbv, the maximum hourly concentrations more than 90 ppbv and increasing trend of O3 doses by 0.1 mmol m−2 PLA (plant leaf area) year−1. The visible O3 injury of samples collected at study sites was low (mean injury observed on 1–10% of needles' surface), and the symptoms of injury caused by other biotic and abiotic factors prevailed over those caused by O3. In addition, the correlation analyses between NDVI and the climatic factors indicated a significant (p < 0.05) and positive relationship with photosynthetic active radiation (R = 0.45) in July, and with stomatal conductance (R = 0.52) and temperature factor (R = 0.43) in August. Therefore, we concluded that the positive effect of climate conditions, which support the growth processes of P. mugo, may suppress the negative effect of the mean O3 doses of 17.8 mmol m−2 PLA accumulated over the growing season. Although globalization has left its mark on economic dynamism, causing conditionalities among various aspects (market openness, production networks, technological and information developments, migratory flows, international cooperation, humanitarian support, etc.), the less pleasant side of it should not be omitted, i.e. the emergence of the framework for the faster diffusion of epidemiological diseases. Thus, with the onset of the SARS-CoV-2 virus, its widespread circulation is a serious challenge for the provision of efficient solutions to combat it, especially in countries with fragile health systems, poor institutional quality and lack of resources. In this paper we aim to investigate the implications of globalization on the COVID-19 vaccination of the population. The period under analysis is January 1, 2021–January 1, 2022, using montly data, and the object of our study are 48 European states. To capture the relationship between globalization and the vaccination rate, we applied regression models, including a number of factors that may influence the progress of vaccination. In order to test the robustness of the results, the two-stage least squares (2SLS) regressions was used. The regression models developed underlined that globalization impacts the degree of vaccination. More globalized economies are more competitive in COVID-19 management, and the significance of this effect comes from better interconnection in global markets and easier access to medical discoveries. At the same time, countries with a higher vaccination rate are associated with higher levels of development. Based on the results obtained, we proposed some policy recommendations to increase the propensity to vaccinate, ensure equity in the distribution of vaccines and provide financial support to developing countries. Climate change has generated intense concerns from public authorities and international institutions with regard to shaping the behavior of companies, consumers, investors, and other stakeholders so as to manage this challenge as efficiently as possible. In order to address the climate emergency in the post-pandemic era, recovery plans need to trigger decarbonization, and a green transition, including specific investments and providing a more adaptive structure of the sources of energy in different regions, able to meet the need for a systemic shift towards a more sustainable economy that works for both people and the planet. The main measurable effect of energy production and consumption is by far represented by carbon emissions. In the present paper, we aim to identify the statistical significance of several factors influencing the carbon dioxide emission per capita in the European countries—level of economic development, level of globalization, trade openness, and the intensity of energy transition measured by the share of renewable energy in total energy consumption. The results show an increased interest of the experts in energy consumption model shift through green energy increased share, with relatively high differences among the 42 European countries analyzed. The analysis was conducted for the period 1990–2018 and policy differences depending on variables (GDP/capita, globalization index, trade openness, and renewable energy share in total energy consumption) were identified. The results showed that the carbon dioxide emission per capita evaluation designed model is representative of the European countries. The fact that the targets set by European non-EU member states for reducing CO2 emissions are lower than for the EU is influencing the dynamics of the energy transition, with implications for the size and destination of funds to finance the development of renewable energy. Purpose: Hip fractures are one of the most common disabling fractures in elderly people and peri-operative management has advanced considerably over the past decades. The purpose of this study was to evaluate the change of scientific focus by creating a top 50 list of the most influential papers on this topic.Methods: The Clarivate Web of Science Search was used to identify the most cited articles. The used search phrase was [(hip OR pertrochanteric OR (femoral neck)) AND fracture AND (surgery OR treatment)]. The number of citations, citation density, study type, study design, published year, fracture type, country, evidence level and published journal were recorded.Results: The top 50 articles were published between 1973 and 2014 and cited between 88 and 496 times. The mean citation density increased noticeably after the year 2000, representing the knowledge gain of the last 20 years. The topics surgical treatment (n = 19), risk factor assessment (n = 19), perioperative hemodynamic management (n = 7), additional treatment (n = 4) and general reviews (n = 1) were covered. Twenty-five articles were published from institutions in Europe, 24 from institutions in North America and one from an institution in Asia.Conclusion: While studies about surgical treatment options and risk factor assessment have been historically important, there was a rise of articles about additional treatment options for osteoporosis and the optimal postoperative care after the year 2005. Purpose: The treatment with a cochlear implant (CI) is the gold standard in therapy of patients with profound hearing loss or deafness. Successful hearing rehabilitation with a CI is a complex, multi-stage process. In medicine, "Clinical Practice Guidelines" (CPG) are widely accepted for the standardization of such processes. These are supplemented by medical registries in which data regarding the treatment can be collected and evaluated. The aim of this paper is to identify currently existing CI-related CPGs and registries in Europe. Methods: Between 01/2021 and 06/2021, 42 countries on the European continent, including the United Kingdom, Russia and Turkey, were screened using an internet search (search engine: Google) and a key word search in the Pubmed database. Search terms were the respective country name combined with the following terms: "Cochlear Implant", "CI", "Cochlear implant clinical practice guideline", "CI Guideline", "Cochlear Implant Registry", "CI Registry", "Ear nose throat society". The internet search was conducted in English as well as in the corresponding national language. The objective was to identify a CI-related CPG or registry. Results: A CPG was found in 16 of 42 (38%) countries. In terms of population, this accounts for 645 million out of 838 million people (77%). A registry existed in 4 of the 42 (10%) countries assessed. This corresponds to 102 million out of 838 million (12%) people. In total, 4 out of 42 countries (10%) had both a CPG and a registry. Conclusion: Our work shows numerous efforts in Europe to standardize CI care at the national level. While most people in Europe already live in countries with a CPG, this is not the case for CI registries. European-wide consensus on CPGs or registries does not yet exist. This paper examines how enhanced flexibility across space, time, and a regulatory dimension affects the economic costs and CO 2 emissions of integrating large shares of intermittent renewable energy from wind and solar. We develop a numerical model which resolves hourly dispatch and investment choices among heterogeneous energy technologies and natural resources in interconnected wholesale electricity markets, cross-country trade (spatial flexibility), energy storage (temporal flexibility), and tradable green quotas (regulatory flexibility). Taking the model to the data for the case of Europe's system of interconnected electricity markets, we find that the appropriate combination of flexibility can bring about substantial gains in economic efficiency, reduce costs (up to 13.8%) and lower CO 2 emissions (up to 51.2%). Regulatory flexibility is necessary to realize most of the maximum possible benefits. Since the European Union (EU)'s current goal of making its continent the world's first climate-neutral continent by 2050, the EU will need to set a path for new policies in the areas of Europe's economy, energy consumption, and agriculture. Thus, this paper analyzes the marginal impact of energy price and economic freedom on Europe's CO2 emissions grounded on the extended Stochastic Impacts by Regression on Population, Affluence and Technology ecology (STIRPAT) model together with the spatial econometric models. The results indicate the existence of spatial spillover effect of CO2 emissions among some countries in Europe. The Hausman test was also performed to select the best model between the random effects and the fixed effects. The findings suggest that increasing both economic freedom and energy price in a local country turns to reduce the country's own CO2 emissions and also reduces the emissions of its adjacent countries. Comparing the direct effect of economic freedom and energy price to that of the SDM fixed effect, a feedback of 12.77% and 23.53% of the direct effect was observed, respectively. The results also indicated that the turning point of economic freedom and economic growth was 6.714 and thus 9.083. This paper studies the relationship between founding team knowledge diversity and firms' innovative performance. We posit that knowledge diversity entails two dimensions: a team dimension and an individual dimension. In particular, we argue that founding team knowledge diversity can derive both from the presence of founders with different knowledge backgrounds, and from the presence of similar jack-of-all-trades (JOTs). We suggest that knowledge diversity is positively associated with innovation, especially when diversity comes from founders with different knowledge backgrounds, instead of coming from many JOTs. Furthermore, it matters more for firms whose knowledge base is oriented towards technical and scientific applications, as opposed to firms with a generalist, business-oriented knowledge base. When Pan-Africanism is not historicized by reflecting on its beginning towards the mid-twentieth century, its nowness is usually attached to the African continent. In other words, a twenty-first-century understanding of Pan-Africanism remains exclusively tied to the African continent, specifically leaving out Afro-diasporic subjects and even more so Afro-Europeans. In this paper, I provide reasons for this situation, but I also argue that if the current conception of Pan-Africanism can no longer incorporate the fate, role, and conditions of Black diasporic subjects in the West, particularly in Europe, then it is valid to parallelly speak of Afro-European Pan-Africanism: a new connection of black European youth against racial discrimination and for an Afro-European political identity. In the twentieth century, Europe was a center for black intellectuals' collaborations, but these black intellectuals were more of "sojourners" for anti-colonial struggles than advocate for the improvement of the black condition in a European context. I suggest Afro-European Pan-Africanism as marking, in the twenty-first century, new diasporic linkages and movements of black Europeans of African and Afro-Caribbean descent. [ABSTRACT FROM AUTHOR]

Hand osteoarthritis is the most common joint condition and is associated with significant morbidity. It is of paramount importance that patients are thoroughly assessed and examined when complaining of hand stiffness, pain, deformity or disability and that the patient's concerns and expectations are addressed by the healthcare professional. In 2019 the American College of Rheumatology and Arthritis Foundation (ACR/AF) produced guidelines which included recommendations for the treatment of hand osteoarthritis. An ESCEO expert working group (including patients) was convened and composed this paper with the aim to assess whether these guidelines were appropriate for the treatment of hand osteoarthritis therapy in Europe and whether they met with the ESCEO patient-centered approach. Indeed, patients are the key stakeholders in healthcare and eliciting the patient's preference is vital in the context of an individual consultation but also for informing research and policy-making. The patients involved in this working group emphasised the often-neglected area of aesthetic changes in hand osteoarthritis, importance of developing pharmacological therapies which can alleviate pain and disability and the need of the freedom to choose which approach (out of pharmacological, surgical or non-pharmacological) they wished to pursue. Following robust appraisal, it was recommended that the ACR/AF guidelines were suitable for a European context (as described within the body of the manuscript) and it was emphasised that patient preferences are key to the success of individual consultations, future research and future policy-making. Maritime pine (Pinus pinaster Ait.) is native to the western Mediterranean basin and has an economic importance in southwestern Europe. This importance is based on the use of its wood in the construction, furniture, and paper industries. Bark and other parts of the plant, such as resin, needles, and cones, are by-products with potential industrial application. These parts of the tree stand out because of the presence of secondary metabolites, the main ones being phenolic compounds and terpenes. Bark contains both, while other parts of the plant are mainly composed of terpenes. All these compounds have biological potential, mainly antioxidant and antimicrobial properties. The bark has the widest range of industrial applications, and it can be used to obtain dietary supplements and functional foods, adsorbents, and bio-based resins and foams. Resin has a prominent industrial role too, especially in chemical industry. In this manuscript, an overview of these applications is described, opening an innovation opportunity for enterprises to use the by-products and residue of maritime pine. This paper describes germination and cytological variability in two popular ornamental and potentially invasive species, lamb's ear Stachys byzantina and rose campion Lychnis coronaria. Both xerophytic species have the potential to invade natural habitats across Europe and create viable naturalised populations, with subsequent impacts on native vegetation. To assess the species' invasiveness, seeds were collected from naturalised populations and germination was recorded under different temperature regimes. Flow cytometry, used to record cytological variability, indicated that all populations of both species were cytologically homogeneous. Germination success, an important means of distribution factor in both species, was significantly influenced by temperature, with final germination of L. coronaria being extremely high at temperatures > 15/10 °C (98.5%) and extremely low at temperatures < 10/5 °C (2.9%). The final germination in S. byzantina is the highest at 22/15 °C (55.6% germinated seeds), reduced to 40.3% at 15/10 °C and to 0.3% at temperatures lower than 10/5 °C. No significant differences in final germination were observed between escaping and non-escaping populations, although there were some differences between particular populations. Our results indicate germination temperature limits of two species whose non-native areas include Central Europe. The observed germination allows for successful generative reproduction of both species over their non-native ranges, suggesting that these species are likely to become invasive species of European grasslands soon. In this paper, the communication of destination brands through social media (Twitter and Facebook) is investigated with a focus on the use of emotional adjectives. Based on ten of the most popular destinations in Europe, more than 15,000 tweets and 6000 Facebook posts and users' reactions to those messages were analysed. The study shows that DMOs are active and communicate using various emotional values about their brands on both platforms. The most popular emotional brand values for Twitter are 'glamorous' and 'happiness', while 'honest' and 'trendy' appear most frequently on Facebook. Interestingly, besides the fact that users actively engage on both platforms, significant differences were detected based on the values that users respond to as opposed to those that destinations use in their communication. Users respond much more strongly to messages that contain values related to the adjectives 'sentimental' and 'happiness' on Twitter, whereas on Facebook, adjectives such as 'getaway' and 'young' generate better responses. The study demonstrates that destinations can improve user reaction rates on social media and facilitate a positive destination brand image through the use of specific emotional brand values. Overall, the findings provide valuable as well as directly applicable implications for DMOs to use different values that align better with user expectations of the destination, which will ultimately lead to more effective online marketing strategies and stronger competitive profiles. Background and objective: Climate change leads to more frequent, intense and longer-lasting heat waves which can have severe health outcomes. The elderly are a high-risk population for heat-related mortality and some studies suggested that elderly women are more affected by extreme heat than men. This study aimed to review the presence of sex-specific results in studies performed on mortality in elderly (> 65 years old) after heat waves in Europe.Methods: A literature search was conducted in July 2017 on papers published in databases Pubmed and Web of Science between January 2000 and December 2016.Results: 68 papers that included mortality data for elderly after heat waves were identified. The 13 of them which presented results distinguished by sex and age group were included in the review. Eight studies showed worse health outcome for elderly women compared to men. One study showed higher mortality rates for men, two found no sex differences and two studies presented inconsistent results.Conclusion: Studies that present sex-stratified data on mortality after heat waves seem to indicate that elderly women are at higher risk than men. Future research is warranted to validate this finding. Furthermore, a better understanding on the underlying physiological or social mechanisms for possible sex and gender differences in excessive deaths for this vulnerable population is needed to set up appropriate policy measures. Risk-based insurance is a commonly proposed and discussed flood risk adaptation mechanism in policy debates across the world such as in the United Kingdom and the United States of America. However, both risk-based premiums and growing risk pose increasing difficulties for insurance to remain affordable. An empirical concept of affordability is required as the affordability of adaption strategies is an important concern for policymakers, yet such a concept is not often examined. Therefore, a robust metric with a commonly acceptable affordability threshold is required. A robust metric allows for a previously normative concept to be quantified in monetary terms, and in this way, the metric is rendered more suitable for integration into public policy debates. This paper investigates the degree to which risk-based flood insurance premiums are unaffordable in Europe. In addition, this paper compares the outcomes generated by three different definitions of unaffordability in order to investigate the most robust definition. In doing so, the residual income definition was found to be the least sensitive to changes in the threshold. While this paper focuses on Europe, the selected definition can be employed elsewhere in the world and across adaption measures in order to develop a common metric for indicating the potential unaffordability problem. Background Medication review is important in an era, in which polypharmacy is increasing. To date, no agreed international definition of medication review exists. Objective The aim was to reach agreement on an internationally applicable definition of medication review. Setting An international group of experts in medication review. Methods A working group of the Pharmaceutical Care Network Europe (PCNE) was established to agree on a definition including a classification of medication review. First, a survey with the aim of systematically gathering viewpoints on a definition of medication review was conducted. Second, a workshop was held to achieve an agreement. Finally, during the General Assembly of PCNE, the definition was approved. To ensure a better understanding of the scope and the considerations behind the definition, a position paper was created. Main outcome measure An internationally agreed definition of medication review. Results 58 PCNE members from 20 different countries completed the online survey. Then, 22 participants from 11 different countries (not only PCNE members) elaborated the final definition during a workshop. The final PCNE version agreed was: "Medication review is a structured evaluation of a patient's medicines with the aim of optimising medicines use and improving health outcomes. This entails detecting drug-related problems and recommending interventions". Overall, the consensus process included 225 people from 35 countries and resulted also in a classification of medication review taking into account the type and source of available information. Conclusion Involvement of an international community from research and practice and the use of a systematic process led to an agreement on the term medication review and on a classification valid for all settings and professions. Monitoring the condition (water quality, biodiversity, hydromorphology) of small water bodies presents a challenge for the relevant authorities in terms of time and resources (labour and financial) due to the extensive length of the stream network or the sheer number of small standing water bodies. Citizen science can help address information gaps, but the effort required should not be underestimated if such projects are to generate reliable and sustained data collection. The overall aim of this paper is to propose a framework for operationalisation of citizen science targeting collection of data from small water bodies. We first consider the data gaps and the elements (water chemistry, ecology, hydromorphology) to be addressed, in order to define where citizen science could best make an impact. We review examples of tools and methods that are appropriate for small water bodies, based on experience from a selection of freshwater citizen science projects, and the support that is needed for effective and sustained small water body projects across Europe. This paper examines the association of opportunity and choice enhancing societal conditions and perceived autonomy with life satisfaction in Europe. Building on the capability approach, I investigate whether the positive effects of six basic functionings—safety, friendship, health, financial security, leisure, and respect—on people's life satisfaction are weaker when people have more opportunity and choice. This paper addresses two main questions: (1) Are people more satisfied with their life when they have more opportunity and choice? (2) Do basic functionings play a smaller role for life satisfaction in societies that enable more opportunity and choice and for individuals with more perceived autonomy? The analyses are based on the European Quality of Life Survey (2016), covering 36,460 individuals in 33 European countries and using multilevel linear regressions. My study finds that both choice and opportunity enhancing societal conditions and individual's perceived autonomy are positively associated with on life satisfaction. Further, all six basic functionings are conducive to individual life satisfaction. The positive effects of health, financial security, respect, and friendship are reduced when people experience a great deal of autonomy over their lives. Societal conditions that provide people with more opportunity and choice further lower the positive effects of financial security, leisure, respect, and safety on individual life satisfaction. The European Commission's Scoreboard of Macroeconomic Imbalances is a rare case of a publicly released early warning system. It was published first time in 2012 by the European Commission as a reaction to public debt crises in Europe. So far, the Macroeconomic Imbalance Procedure takes a one-size-fits-all approach with regard to the identification of thresholds. The experience of Central and Eastern European Countries during the global financial crisis and in the resulting public debt crises has been largely different from that of other European countries. This paper looks at the appropriateness of scoreboard of the Macroeconomic Imbalances Procedure of the European Commission for this group of catching-up countries. It is shown that while some of the indicators of the scoreboard are helpful to predict crises in the region, thresholds are in most cases set too narrow since it largely disregarded the specifics of catching-up economies, in particular higher and more volatile growth rates of various macroeconomic variables. Purpose: A fully electrified transport chain offers considerable potential for CO2 savings. In this paper, we examine the conditions necessary to introduce a fully electrified, large-scale, high-speed rail freight transport system in Europe in addition to high-speed passenger trains, aiming to shift goods transport from road to rail. We compare a novel high-speed rail freight concept with road-based lorry transport for low-density high value goods to estimate the potential for a modal shift from road to rail in 2030. Methods: To characterize the impacts of different framework conditions, a simulation tool was designed as a discrete choice model, based on random utility theory, with integrated performance calculation assessing the full multimodal transport chain regarding costs, emissions and time. It was applied to a European reference scenario based on forecast data for freight traffic in 2030. Results: We show that high-speed rail freight is about 70% more expensive than the conventional lorry but emits 80% less CO2 emissions for the baseline parameter setting. The expected mode share largely depends on the cargo's value of time, while the implementation of a CO2-tax of 100 EUR/tCO2eq has an insignificant impact. The costs of handling goods and the infrastructure charges are highly influential variables. Conclusion: High-speed rail track access charges are a suitable political instrument to create a level playing field between the transport modes and internalize external costs of freight transport. With the given access charge structure, a reduction of the maximum operating speed to 160 km/h has a positive impact on the expected mode share of rail transport while it still reacts positively to a wide range of the cargo's time sensitivity (compared to a maximum operating speed of 350 km/h). The flexibility of rail freight's operating speed is important for an effective implementation. Background: In 2016, an expert working group was convened under the auspices of the European Society for Clinical and Economic Aspects of Osteoporosis and Osteoarthritis (ESCEO) and formulated consensus recommendations for the conduct of clinical trials for drugs to prevent or treat sarcopenia. Aims: The objective of the current paper is to provide a 2020 update of the previous recommendations in accordance with the evidence that has become available since our original recommendations. Methods: This paper is based on literature reviews performed by members of the ESCEO working group and followed up with face to face meetings organized for the whole group to make amendments and discuss further recommendations. Results: The randomized placebo-controlled double-blind parallel-arm drug clinical trials should be the design of choice for both phase II and III trials. Treatment and follow-up should run at least 6 months for phase II and 12 months for phase III trials. Overall physical activity, nutrition, co-prescriptions and comorbidity should be recorded. Participants in these trials should be at least 70-years-old and present with a combination of low muscle strength and low physical performance. Severely malnourished individuals, as well as bedridden patients, patients with extremely limited mobility or individuals with physical limitations clearly attributable to the direct effect of a specific disease, should be excluded. Multiple outcomes are proposed for phase II trials, including, as example, physical performance, muscle strength and mass, muscle metabolism and muscle-bone interaction. For phase III trials, we recommend a co-primary endpoint of a measure of functional performance and a Patient Reported Outcome Measure. Conclusion: The working group has formulated consensus recommendations on specific aspects of trial design, and in doing so hopes to contribute to an improvement of the methodological robustness and comparability of clinical trials. Standardization of designs and outcomes would advance the field by allowing better comparison across studies, including performing individual patient-data meta-analyses, and different pro-myogenic therapies. This paper explores the stylistic variability of fifth- and sixth-century brooches in Europe using network visualisations, suggesting an alternative means of study, which for more than a century has been dominated by typology. It is suggested that network methods and related theories offer alternative conceptual models that encourage original ways of exploring material that has otherwise become canonical. Foremost is the proposal that objects of personal adornment like brooches were a means of competitive display through which individuals mediated social relationships within and beyond their immediate communities, and in so doing formed surprisingly far-flung networks. The potential sizes of these networks varied according to their location in Europe, with particularly large distances of up to 1000 km achieved in Scandinavia and continental Europe. In addition, an overall tendency toward the serial reproduction of particular forms in the mid-sixth century has broader consequences for how we understand the changing nature of social networks in post-Roman Europe. Crop diversification practices (CDPs) are alternative strategies aimed to achieve sustainable cropping systems and food production overcoming the agro-environmental impacts of conventional cropping systems such as monoculture. Thus, this paper aims to improve the knowledge of implementing CDPs in different European pedoclimatic regions by assessing the economic performance at the farm level. CDPs are compared with conventional cropping systems and clustered in terms of their gross margin (GM) results and variations. Farm-level assessment shows that CDPs provide positive economic results, representing an adaptive management strategy for ecological transition, without compromising economic sustainability. Particularly, the main findings show that (1) the impact of diversification depends more on crop type than on the selected CDPs, (2) most farms exhibited a low GM with low economic impact, and (3) there is a great likelihood that the CDPs facilitate the buildup of more resilient farming systems. This paper assesses whether a climate factor is relevant to measure default risk in a sample of main companies listed on the STOXX Europe 600 exchange from 2010 to 2020. The starting point is a factorial panel data model which is subsequently modified to capture the climate impact through different functional forms. We find that relevant differences in default risk exist before and after the Paris Agreement. Our analysis also indicates that this difference cannot be explained by means of traditional financial factors. Finally, we further show that a climate change risk and opportunities label is a significant factor in evaluating credit risk, both prior to and post-Paris agreement. These results are important to the extent that they suggest that companies' market performance itself allows to measure differences in credit risk between companies and to link them with climate risk factors. European policy makers are increasingly interested in higher spatial representations of future macro-economic consequences from climate-induced shifts in the energy demand. Indeed, EU sub-national level analyses are currently missing in the literature. In this paper, we conduct a macro-economic assessment of the climate change impacts on energy demand at the EU sub-national level by considering twelve types of energy demand impacts, which refer to three carriers (petroleum, gas, and electricity) and four sectors (agriculture, industry, services, and residential). These impacts have been estimated using climatic data at a high spatial resolution across nine Shared Socioeconomic Pathway (SSP) and Representative Concentration Pathway (RCP) combinations. The impacts feed into a Computable General Equilibrium model, whose regional coverage has been extended to the sub-national NUTS2 and NUTS1 level. Results show that negative macroeconomic effects are not negligible in regions located in Southern Europe mainly driven by increased energy demand for cooling. By 2070, we find negative effects larger than 1% of GDP, especially in SSP5-RCP8.5 and SSP3-RCP4.5 with a maximum of − 7.5% in Cyprus. Regarding regional differences, we identify economic patterns of winners and losers between Northern and Southern Europe. Contrasting scenario combinations, we find that mitigation reduces adverse macro-economic effects for Europe up to a factor of ten in 2070, from 0.4% GDP loss in SSP5-RCP8.5 to 0.04% in SSP2-RCP2.6. For micro, small and medium-sized enterprises (MSMEs) technology adoption provides a basis to accelerate their growth ambitions and to enhance their value-creation activities for disruptive and competitive purposes. However, we have a limited understanding of how MSMEs engage in new technology adoption for value-creation purposes. Integrating the determinants of technology adoption and entrepreneurial mindset—cognition and opportunity recognition—the purpose of our paper is to examine what factors determine MSME technology adoption. Set in the Danube region of Europe we focus on MSMEs in the automotive, electronics and IT sectors that are traditionally characterized by the relatively rapid uptake of high-performance computing (HPC). As a new technology, HPC combines infrastructure and applications that are highly complex and can be deployed in an array of contexts to address market-based opportunities. Employing fuzzy set qualitative comparative analysis, we find the potential presence of a complementary relationship between the technological, organisational, and environmental factors and the entrepreneurial mindset for technology adoption among MSMEs for value creation. We find that cognition is not a necessary condition for technology adoption and opportunity recognition is. Furthermore, we unveil that opportunity recognition combined with organisational or environmental factors can enable technology adoption among MSMEs. [ABSTRACT FROM AUTHOR]

By combining approaches from the economic theory of crime and of industrial organization, this paper analyzes optimal enforcement for three different forms of corporate misconduct that harm competition. The analysis shows why corporate crime is more harmful in large markets, why governments have a disinclination to sanction firms whose crime materializes abroad, and why leniency for those who self-report their crime is a complement, and not a substitute, to independent investigation and enforcement. As public authorities rely increasingly on self-reporting by companies to detect cartels, the number of leniency applications is likely to decline, and this is borne out by data. Upon a review of 50 cases of corporate liability from five European countries, competition law enforcement, governed by a unified legal regime, is more efficient than enforcement in bribery and money laundering cases, governed by disparate criminal law regimes. Sanction predictability and transparency are higher when governments cooperate closely with each other in law enforcement, when there are elements of supra-national authority, and when the offense is regulated by a separate legal instrument. Given our results, Europe would benefit from stronger supra-national cooperation in regulation and enforcement of transnational corporate crime, especially for the sake of deterrent penalties against crime committed abroad. A 2D Map is a collection of pure lines connected to form unique features like roundabouts, cul-de-sacs, buildings, other figures etc. In practical maps created, lines using latitude and longitude. The idea in this paper identifies and validates the roundabouts utilizing geometry of the Map features by spline technique where the geometries are passed to the nonrational uniform B spline function, and the new control points enabled us to calculate the curvature (κ) and radius. We constructed the bounding box of the roundabout geometry and then carved the best-fitted curve, which can be either of eclipse or a circle. We considered the average of two radii in the case of an eclipse. Finally, the radius is bounded between the threshold and checked with the reciprocal of the calculated curvature from the spline. With a threshold of 10 m, around 92.2% of roundabouts in Europe were validated. Current evidence that supports the correlation between training and energy efficiency in the construction industry is sparse and lacks an in-depth and sector-wide analysis. Several context-specific (in terms of application, workforce segment, and scope) studies have highlighted several barriers, challenges, and gaps in the training landscape in the European construction sector. However, these do not scale up and translate to robust evidence for the entire industry. The paper aims to address this gap by adopting a quantitative and qualitative Europe-wide consultation that not only seeks to gather evidence about the relationship between training and energy efficiency but also broadens the scope of the investigation beyond this aim to understand the complexity of the training landscape in energy efficiency and to provide context to the resulting evidence, in a way that promotes generalisation of the results. A mixed-method approach is adopted involving secondary (in the form of industry studies and academic publications) and primary sources of evidence. The latter include a questionnaire (n = 52), a series of interviews (n = 28), an expert workshop, and use cases drawn across Europe providing examples of the correlation between training and energy efficiency. Five key themes emerged from the consultation, namely: (a) lack of systematic process to codify best practice into re-usable knowledge, (b) lack of industry-wide shared vision, (c) nature of the training available in the energy efficiency domain, (d) level of reliance on a trained and skilled workforce in energy efficiency, (e) efficiency of legislative frameworks, policies, and government incentives. While the analysis of the results confirms the correlation between training and energy efficiency, further efforts are needed to establish robust quantitative evidence. The research also points to several policy measures, including the need for adapted instruments to promote mutual recognition of energy skills and qualifications in the European construction sector. This paper examines the association between non-executive employee shareholding and financial reporting quality. The analysis is conducted using a sample of non-financial firms listed in eleven European countries between 2006 and 2017. We find a positive association between non-executive employee ownership and financial reporting quality. Furthermore, we find this positive association to be more pronounced for firms operating in the following settings: higher labour union density, more industry peer firms and more flexible labour market regulations. Overall, these findings support the view that employee shareholding enhances the quality of financial reporting by aligning the interests of employees with those of shareholders through two channels: reduced agency problems and enhanced employee retention. Our study contributes to the research on the impact of ownership characteristics on financial reporting incentives. Air pollution is one of the leading causes of death globally, and continues to have a detrimental effect on our health. In light of these impacts, an extensive range of statistical modelling approaches has been devised in order to better understand air pollution statistics. However, the time-varying statistics of different types of air pollutants are far from being fully understood. The observed probability density functions (PDFs) of concentrations depend very much on the spatial location and on the pollutant substance. In this paper, we analyse a large variety of data from 3544 different European monitoring sites and show that the PDFs of nitric oxide (NO), nitrogen dioxide ( N O 2 ) and particulate matter ( P M 10 and P M 2.5 ) concentrations generically exhibit heavy tails and are asymptotically well approximated by q-exponential distributions with a given width parameter λ . We observe that the power-law parameter q and the width parameter λ vary widely for the different spatial locations. For each substance, we find different patterns of parameter clouds in the (q , λ) plane. These depend on the type of pollutants and on the environmental characteristics (urban/suburban/rural/traffic/industrial/background). This paper presents recent innovations implemented in the LaRiMiT (Landslide Risk Mitigation Toolbox) webtool. These include an innovative methodology for utilising experts' scoring of landslide risk mitigation measures directly within the decision support tool, and updating of the tool's database over structural measures to include many nature-based solutions (NBS) for mitigating landslide risk. Landslides are a common and treacherous natural hazard, and due to the effect of climate change on the frequency and intensity of extreme weather events, climate-driven landslides are expected to become more frequent. This negative trend is a driving factor for developing decision-support solutions for risk mitigation, and the LaRiMiT toolbox and the expert scoring methodology presented in this article contribute to meeting these needs. Selecting suitable structural measures is complicated due to factors such as site-specific conditions, local knowledge and resources, socio-economic constraints, and environmental considerations. LaRiMiT uses user-input attributes of site-specific slope movements combined with expert scoring of the suitability of various mitigation solutions to identify and select appropriate mitigation measures from an extensive database of structural solutions. While the LaRiMiT database initially included only conventional (grey) solutions relying on traditional methods, it has been recently expanded to include nature-based solutions (NBS), which are sustainable techniques for managing erosion and mitigating shallow landslides using vegetation and the use of natural materials. NBS and conventional solutions can also be combined to provide hybrid solutions. The proposed methodology for implementing expert scoring is dynamic and iterative, consisting of statistical pooling of experts' scores collected via online surveys, and consolidating these into an expert scoring utility embedded in the LaRiMiT web portal engine. An initial application of this methodology has been tested by surveying a set of landslides experts, mostly in Europe, and applying it to the structural measures database in the LaRiMiT tool. Although the number of experts in this initial application is limited, dynamic updating of the scoring allows the tool to continuously improve as additional experts contribute. COVID-19 can cause global pandemics; however, no specific vaccine has been recommended for COVID-19. Nearly 216 countries are trying to stop the spread of the disease, recover from it, and improve its mobility. In a way that people have not experienced in recent years, the COVID-19 pandemic affected humans through the year 2020. To stop the spread of the disease, many governments declared a complete lockdown.The nationwide lockdown had some positive effects on the environment even though it led to a decline in global economic growth. Air pollution levels reduced dramatically as a result of this lockdown on pollution. Most of Europe's populated cities saw a reduction in NO2 concentration of 45–54%. COVID-19 and air, water, and ecology are connected via two pathways, one occurring before the spread of the disease and the other following after. As a result of industrial activity, transportation, and high human density, pollutants were high in many areas before the disease spread. There was a reduction in population movements as well as a decline in human activities which resulted in a reduction in carbon dioxide emissions, an improvement of the ozone layer, as well as improvements in the Earth's weather and environment. As a result of a COVID-19 pandemic, human activities are negatively impacted, and the environment is positively affected. Our objective is to provide an assessment of the impact of human activities on the environment and ecology. During times of lockdown, there is a correlation between atmospheric changes and the behavior of natural creatures. Several significant findings are presented, including air pollution reduction, air quality improvement, ozone healing, and ecological sustainability. The demographic shift experienced by developed countries inevitably results in a change in intergenerational relations. However, despite some attempts to evaluate intergenerational balance in quantitative terms, there is still a significant literature gap in this respect. This paper aims to propose a conceptual and empirical framework to measure intergenerational balance in a cross-country perspective which can serve for the comparative assessment of the outcomes of various policies. It addresses the research question in which countries selected generations are privileged over others in socio-economic terms. Our empirical study includes the investigation of the (relative) situation of different generations as well as comparisons of gender differences in terms of studied welfare state performance across generations to examine whether gender equality in some generations is more promoted than in others. As a criterion, we employ multivariate statistical analysis methods to group 25 European countries into clusters using the intergenerational balance in terms of poverty, income, housing, labour market, education and health. We distinguish four patterns in this respect: 'Supporting young', 'Supporting adult', 'Discriminating against elderly' and 'Supporting elderly'. Our findings reveal that shifting the perspective from inputs to outcomes and including gender perspective gives a somewhat different picture of Europe in terms of intergenerational balance. Despite the existence of research in the field of electronic reverse auctions (eRAs), there is still a limited understanding of the determinants of auction savings that exist in this process, especially factors that can change information asymmetry during auctions. In comparison with other studies, attempts have been made to test the effects of various levels of information asymmetry through the prolongation of auctions and through changes to minimum bid amounts on auction results, as well as other modifiable variables. More than 11,000 eRAs were analysedusing data from a leading auction platform in Central Europe. The application of the Mann–Whitney–Wilcoxon test on data divided by medians of analyzed variables has been confirmed as a valid method for verifying the significance of the developed conceptual model relationships. Background/objectives: The aims of this study were to (1) document currently available guidelines aimed at healthcare professionals and including some information on the nutritional management of cancer survivors in Europe; (2) assess the quality of these guidelines and (3) document the nutrition recommendations promoted.Methods: Four search strategies were implemented in 2018 and updated in 2021 to locate guidelines. Papers were included if they described a European guideline or recommendation for cancer survivors that contained nutrition guidance and there were no language restrictions. Two reviewers independently assessed guideline quality using the AGREE II instrument and nutrition content was extracted and summarised.Results: Five guidelines (of 593 documents located through the searches) met the inclusion criteria. The ESPEN guidelines were deemed to have the highest methodological quality. Limited information on nutrition was available in these guidelines with the majority of focus being on the promotion of fruit, vegetables and wholegrains and reducing fat, red meat and alcohol. Weight management was mentioned by all five guidelines. There was no detailed information available for cancer survivors or their healthcare team and no practical strategies for the implementation of recommendations.Conclusions: There is a need for nutrition guidelines specific for cancer survivors in a European setting. Current guidelines are limited and focus on broad recommendations, while lacking in practical strategies for implementation. This paper investigates the role played by the position of European regions in research networks on their rate of innovation and economic growth. The analysis is based on a panel of EU-28 NUTS2 regions participating in EU Framework Programmes observed over the 2004–2014 period. We find that regions that are more central in the network (higher strength centrality) and those that are surrounded by highly inter-connected regions (higher clustering index) show higher rates of innovation and higher economic growth. We also find heterogeneous effects of centrality and clustering for peripheral and central regions. We conclude that a more interconnected network (an increase in centrality for peripheral regions and of clustering for urban areas) would create benefits both at the periphery and at the core of Europe. My paper aims at laying out the main tenets of Patočka's unusual and highly provocative position with regard to the question of history, drawing essentially on his Heretical Essays on the Philosophy of History, while also gathering insights from other works such as Eternity and Historicity and Europe and post-Europe. In the first part, I set in place the overall framework of this analysis, and show that three distinct, yet entwined concepts of history are operative in Patočka's work: the understanding of history as a specific regime of meaning, as an existential possibility of the human Dasein, and as a "epochal" dynamic. In the second part, I reconstruct the criticism Patočka mounts against the classical philosophies of history and indicate that his rejection of a teleological account of history is compatible with the attempt of establishing an intrinsic correlation between meaning and history. In the final part, I stress the importance acquired by the experience of the "shattering of meaning" for Patočka's threefold understanding of history and argue for the possibility of crafting a unitary framework which would encompass his analysis. This paper is based on research studies conducted in the academic community of students and staff members (teachers, researchers and administrative staff) from 16 European universities that focus on digital learning in international mobility. The context of our qualitative study is digital learning during an international mobility scheme when university staff and students do not go abroad for their mobility programme but take courses offered by a partner university from home. By taking the perspectives of both of these academic groups, we aimed to arrive at a clearer understanding of how the digital environment supports digital learning within mobility, ascertain the functions of digital learning and describe the opportunities and challenges that are presented to students engaged in international mobility. Empirical data was gathered using questionnaires and focus group interviews. This study puts forward the assertion that distinctive features of learning in a digital environment within international mobility are systems thinking, self-directed learning and focus on course content. Digital learning environments support motivation to learn, and independence in gaining knowledge. In international digital learning, the online courses of which are characterized by their innovative pedagogical and assessment practices, students and staff become more autonomous in their learning, and more willing to open up to meeting the challenges encountered in various educational settings. Digital learning in the context of mobility means giving meaning to one's own activity in a digital environment and extension of the course content, meaning oral expression such as discussing and interacting with teachers and peers. This paper analyses the effect of retirement on the familiarity with Information and Communication Technology (ICT) of older individuals. We argue that inability to cope with ICT might represent a threat for older individuals' social inclusion. To account for the potential endogeneity of retirement with respect to familiarity with ICT, we instrument retirement decision with the age-eligibility for early and statutory retirement pension schemes. Using data from the Survey of Health, Ageing and Retirement in Europe, we show that retirement reduces the computer literacy and the frequency of internet utilization for men and women. This finding is robust to the inclusion as control factors of health, cognition and social network indicators, which the literature has shown to be affected by retirement. Food insecurity is the limited or uncertain availability of nutritionally adequate and safe foods or limited or uncertain ability to acquire foods in socially acceptable ways. The study presents a comparison of the principal determinants of individual food insecurity in Europe and other Continents, with particular regard to gender, since the literature clearly states the importance of women in the administration of food in the household. The study of gender related differences in food insecurity is particularly important in Europe, since women experience food insecurity at a larger extent than men, but with a variability related to the geographical distribution and with complex relationships with economic and social drivers. Using a large international sample of individual level data, that allows the analysis for developed Countries for the first time, and the first experiential measure of food insecurity comparable at the global level, the paper analyses the principal determinants of gender differences in food insecurity. In order to verify if women's vulnerability in food insecurity is moderated by specific factors, the modelling approach allows gender to vary by education, poverty, place of residence. The results suggest that the driver that could most mitigate women disadvantage is education: people with a university degree present a lower probability of experiencing food insecurity, both for men and for women. Climate change and landscape transformation have led to rapid expansion of peri-urban areas globally, representing new 'laboratories' for the study of human–nature relationships aiming at land degradation management. This paper contributes to the debate on human-driven land degradation processes by highlighting how natural and socioeconomic forces trigger soil depletion and environmental degradation in peri-urban areas. The aim was to classify and synthesise the interactions of urbanisation-driven factors with direct or indirect, on-site or off-site, and short-term or century-scale impacts on land degradation, focussing on Southern Europe as a paradigmatic case to address this issue. Assuming complex and multifaceted interactions among influencing factors, a relevant contribution to land degradation was shown to derive from socioeconomic drivers, the most important of which were population growth and urban sprawl. Viewing peri-urban areas as socio-environmental systems adapting to intense socioeconomic transformations, these factors were identified as forming complex environmental 'syndromes' driven by urbanisation. Introduction: Due to the Covid-19 pandemic, making more use of remote medical solutions has been advertised. The purpose of this study was to assess the willingness of orthopedic trauma patients to conduct an online video consultation (OVC) during the coronavirus pandemic compared to before. Methods: A survey amongst orthopedic and trauma outpatients from three European trauma centers was conducted via paper-based questionnaires, composed of participants' demographics and five open and closed questions between June and November 2019 and between April and July 2020 during Covid-19. The main outcome was the difference between the cohorts regarding the willingness to use an OVC, reasons for and against usage as well as advantages and disadvantages. Sub-analysis was performed for gender, participants' occupation and three age groups (≤ 30 years; 31–55 years; > 55 years). Results: 1400 participants (780 preCovid-19 and 620 Covid-19) were included. There was no difference in willingness to conduct an OVC between the cohorts (57.6% versus 63.9%; p = 0.053). The highest disposition towards an OVC in both cohorts was seen in patients below 30 years of age, followed by 31–55 years and over 55 years. Women were significantly more likely in the Covid-19-group than in the preCovid-19-group to conduct an OVC (p = 0.032). Use of the OVC for "personal questions to the physician" was more often stated in the Covid-19-cohort (p = 0.007). "No danger of an infection" (p = 0.001) and "availability from anywhere" (p = 0.032) as advantages of an OVC were more often stated in the Covid-19-cohort. "No direct contact with the doctor" (p = 0.001) and "relationship to the doctor could change" (p = 0.024) as disadvantages of the OVC were less often stated in the Covid-19-cohort. Conclusion: The majority of the assessed outpatients would use an OVC. Fear of infections have increased, and direct physical contact is less important since the Covid-19 pandemic, but have not increased the disposition for an OVC significantly. [ABSTRACT FROM AUTHOR]

This paper considers the lack of a universal CCTV policy across the United Kingdom and Europe and how this apparent omission is being addressed in the context of increased surveillance, and the omnipresence of CCTV in particular. Special attention is paid to the role of academics within the apparently long, drawn-out process of a current move from fragmented to collective regulation. What it seems exists is individual, independent policy that implicates wider legislation. What it seems is desired is a more comprehensive and codified decree. Starting with the issues that underpin CCTV and surveillance in general, this paper acknowledges the opposing arguments that CCTV can be helpful to policing as those that demonstrate how well it can facilitate a means of social control. The paper moves to consider the possibility of a 'surveillance policy' applicable and effective for CCTV's balanced regulation, and discusses the means by which this might be realised, paying special attention to who is involved and to what extent, especially where this involves academic input. Academic input to date is problematized on one hand on account of its arguably narrow scope (source/personnel) and the trends yet ostensible wavering it entails on the other. Therefore, the author's reservations around the place of academics in the process, especially because they appear to be key to developments, whilst variously demonstrating both influential flippancy and seriousness, lead to the conclusion that there is difficulty with trying to solve the 'problem' with the same thinking that created it. This paper analyzes the dynamics of structural polarization and macroeconomic divergence in the context of European integration, where the latter is primarily understood as an increase in economic and financial openness. In the process of estimating the dynamic effects of such an openness shock on 26 EU countries, we develop a taxonomy of European economies that consists of four groups: core, periphery, and catching-up countries in Eastern Europe as well as financial hubs. We show that these four country groups have responded in a distinct way to the openness shock imposed by European integration and argue that the latter should be seen as an evolutionary process that has given rise to different path-dependent developmental trajectories. These trajectories are linked to the sectoral development of European economies and the evolution of their technological capabilities. We propose a set of interrelated policy measures to counteract structural polarization and to promote macroeconomic convergence in Europe. [ABSTRACT FROM AUTHOR]

Neoliberal theories—whether the new public management, principal-agent theory, or performance management—have provided the rationale for sweeping reforms in the governance and operation of higher education. This paper expands our understanding of neoliberal theory and practice by examining a leading neoliberal reform: performance-based funding (PBF) for higher education in the USA, Europe, Canada, Australia, and elsewhere. Our analysis of PBF examines not only its impacts but also its origins and implementation. Neoliberal theory has been used not only prospectively to design and argue for certain public policies but also retrospectively to analyse the origins and implementation of neoliberal policy. Hence, this paper examines this retrospective neoliberal analysis in order to determine how well neoliberal theory helps us understand the origins and implementation of neoliberal policy: in this case, the socio-political forces that gave rise to PBF; and the political and organizational features of the processes by which PBF was implemented. The diagnosis of idiopathic short stature (ISS) refers to children who are considerably shorter than average without any identified medical reason. The US Food and Drug Administration (FDA) authorised marketing of recombinant human growth hormone (hGH) for ISS in 2003, while the European Medicines Agency (EMA) refused it in 2007. This paper examines the arguments for these decisions as detailed in selected FDA and EMA documents. It combines argumentative analysis with an approach to policy analysis called 'What's the problem represented to be'. It argues that the FDA presents its approval as an argument for equity of access to the treatment (given that hGH was already authorised for other indications), describing short stature as a potential disadvantage, and assuming that height normalisation is a clinically meaningful result. The EMA, instead, refuses marketing authorisation with an argument that there is an imbalance of risks and benefits, describing ISS as a healthy condition, and arguing that hGH should provide some psychosocial and/or quality of life benefits to children with ISS other than height gain. This paper then discusses how these arguments could be read through different models of disability, particularly through the medical model of disability and the relational, experiential, and cultural understandings of disability.
