The replacement of existing technology or the introduction of novel technology into the day-to-day routines of higher education institutions is not a trivial task. Currently, many higher education institutions are faced with the challenge of replacing existing procedures for administering written exams with e-exams. To guide this process, this paper proposes the novel technology-based exams acceptance model (TEAM) and empirically evaluates its model structure and usefulness from the perspective of higher education teachers. The model can be used to guide the transition from paper-based exams to e-exams and the implementation of innovative (e.g., adaptive) e-exam formats. The model includes perceived usefulness, computer self-efficacy, computer anxiety, prior experience, facilitating conditions, and subjective norm as predictors of the behavioral intention to use e-exams. To test the model empirically, the responses of 992 teachers at 63 German universities to a standardized online questionnaire were analyzed using structural equation modeling. The model fit was acceptable. With 77% (conventional e-exams) and 82% (adaptive e-exams), a large proportion of the variance of the intention to use these types of exams was explained. With TEAM, a highly predictive model for explaining the behavioral intention to use e-exams is now available. This paper responds to calls from past and present students to increase the value of postgraduate scholarships in Aotearoa New Zealand. Here we provide context for understanding the scholarship landscape in Aotearoa, including how scholarships are understood in relation to dominant neoliberal framings of higher education and persistent inequities within the sector. We present data which provides insight into the current inequities in Summer, Masters and PhD scholarship values. The average value of PhD scholarships has remained stagnant between 2011 and 2019 resulting in the average being $11,238 less than the Living Wage in 2019. We show that the average length of time full-time PhD students take to complete their doctorates exceeds the three-year tenure of scholarships. We argue the status-quo of low scholarships, supplemented by postgraduate 'sweat', excludes people from participating in postgraduate education, preventing them and their communities from realising the public benefits that such an education can produce. We suggest that these inadequacies could be addressed through (1) raising Summer, Masters and PhD scholarships to the living wage; (2) extending tenure of PhD scholarships; and (3) reinstating the postgraduate student allowance. Remediation reform is an influential policy movement in U.S. higher education that aims to increase college completion rates. College first-year reading and writing course requirements have been a major focus of this movement, particularly prerequisite "developmental" course sequences for entering students who are deemed underprepared for college. However, the policy implications of this movement remain unclear for the growing number of multilingual students entering U.S. colleges and universities, and particularly for multilingual learners (MLLs) who are still in the process of developing college-level English proficiency. Accordingly, this paper examined the policy discourse on websites of three prominent remediation reform movement (RRM) organizations to identify explicit and implicit ideologies about language, multilingualism, and literacy that underlie reform policies. Using a Critical Discourse Studies approach to language education policy analysis (Barakos, 2016) and focusing specifically on lexical choice, we find that RRM organizational websites discursively maintain and promote English monolingualism as the normative medium and goal of college literacy instruction. Using a California-based RRM organization as an example, we also suggest that the prevailing English monolingual ideology of the RRM may be moderated by context. The literature on the consequences of academic inbreeding shows ambiguous results: some papers show that inbreeding positively influences research productivity measured by the quantity and quality of publications, while others demonstrate the opposite effect. There are contradictory results both in the studies of different countries and within countries. This variety of results makes it impossible to transfer the findings from one academic system to another, and in Russia this problem has been under-explored. This paper focuses on the relationship between inbreeding and publication activity among Russian faculty. The research was conducted using data from the ‘Monitoring of Educational Markets and Organizations’ survey. The results show that there is no significant effect of academic inbreeding on publication productivity: no substantial and robust differences in publication activity between inbreds and non-inbreds have been found. The collection of data on values through instruments such as the World Values Survey has focused attention on two opposing but inter-related trends, namely the combination of substantial cultural change in many countries and the persistence of distinctive traditional values. This reflects the interplay between social changes associated with modernisation and globalisation—including increased global trade and the rise of global popular culture—with traditional values country-specific systems. In this paper, we introduce a focus on another potentially important source of change, that of widening higher education participation and attainment, and the extent to which self-reported values differ between university graduates and non-graduates. We investigated this question using data from the most recent collection of the World Values Survey (2017–2020) for six core values—family, friends, leisure, work, politics, and religion—and tested for the influence of higher education attainment on the perceived "importance" of each value and the extent to which this influence differs across values and in gender, generation and country grouping sub-samples. We find evidence for consistent effects in most contexts, with no statistical differences between graduates on non-graduates in relation to the propensity to view family and work as important, statistically significant positive effects on the propensity of graduates to view friends, leisure, and politics as important, and a significant negative effect in relation to religion. In this study, an undergraduate teacher education course is used to explore whether and how academic reading seminars reflect the theoretical notion of academic literacies and provide a learning environment for developing academic and professional learning and engagement. The data analyzed in this article are transcribed recordings of small group activities where students discuss scientific articles based on a template. First, our empirical analysis shows that the use of the template facilitated dialogical discussions and the development of a cognitive skillset and disciplinary categories when used in a social setting. Second, we found that the most challenging part of designing a reading practice related to the academic literacies tradition was fostering a dialogical environment for discussing the validity of findings across different contexts and provide for discussions encompassing complexity, nuances, and meaning making. We found traces of such discussions in all the transcripts; however, many examples were in a premature stage. Although transdisciplinarity has taken hold in many areas, it is still a concept in its early stages of development in Latin America. We see an emergent opportunity to contribute to the current discussion on transdisciplinarity and its institutionalization at universities. Our specific interest in this paper is to disentangle the conditions under which transdisciplinarity is developed in Latin American contexts and how it can be better implemented within those contexts. Our study focuses on the context of "Latin American Public Universities." We examine the following research questions: (i) How is transdisciplinarity conceptualized in university policy and what are the conditions for its institutionalization? (ii) What lessons can be drawn more broadly from the role of university policy in the process of institutionalizing transdisciplinarity? To address these questions, we take the Universidad de Chile as a case study and apply a qualitative methodology of content analysis of university policy documents in the period 2006–2021. Grounded on empirical data, we elaborate on the concept of "situated transdisciplinarity" that emerges from the interplay between practices and policy at the Universidad de Chile and serves as a tool for future institutionalizing processes. Since the 2000s, the literature on the ongoing higher education reforms in Africa has been increasing. The scientific discussion converges in an implicit and recurrent argument about the drivers of these policies. Given the involvement of international experts in the policy design, university reforms are often described as the output of the incentives of international stakeholders and the representatives of international organizations. The aim of this paper is to add a new variable to understand higher education reforms in East Africa, which has been neglected by scholars. In fact, the article sheds light on the determining role of domestic actors in the (re)negotiation of policy processes in Tanzania and Kenya, especially administrative and academic staff and students. Rather than evaluating the success or the failure of the reforms, this paper aims to highlight the power plays between a various set of domestic actors who reshape the outcomes of higher education policies. A major requirement for transformation contained in the new education policy in South Africa is that the graduate outputs of the higher education system should match the needs of a modernizing economy. This paper addresses the organizational aspect of university-industry relationships that is an element of the transformation. In empirical terms, it reflects upon the policy of the North-West University in South Africa, as embodied by means of the introduction of the Business Mathematics and Informatics (BMI) curriculum and research. Empirical results indicate that the number of students who opted for mathematics had increased dramatically. The majority of graduates delivered by the BMI programme are employed in the financial sector, both nationally and internationally. This paper indicates that the organization of university-industry relationships enforces a difficult institutional balancing act that attempts, on the one hand, to meet the benchmark of international scientific indicators, and on the other hand, “fitness for purpose” in the local context. This response reviews the article entitled "Ethical oversight of student data in learning analytics: a typology derived from a cross-continental, cross-institutional perspective" (Willis et al. in Educ Technol Res Dev 64(5):881–901. https://doi.org/10.1007/s11423-016-9463-4, 2016) from a policy perspective. The paper summarizes the typology of learning analytics and its core ideas proposed in Willis et al. (2016), but also highlights the challenges considering the third-party policies of data privacy and usage. Additionally, the paper addresses the core ethical principles declared in Corrin et al. (Access Online 26, 2019) and suggests using these principles as underpinnings when considering the ethics of learning analytics and seeking effective solutions to best ensure ethical practices of implementing learning analytics. Theoretical ideas about globalization and internationalization of higher education emphasize the tension among different ideologies of higher education. According to literature, a competition among states, economy, knowledge, and status generates this tension to drive higher education development. This theoretical understanding not only shapes our global imaginations but also permeates the organizational behavior of universities. In this paper, we focus on the institutional logics that motivate universities in Kazakhstan to engage with China's ambitious Belt and Road Initiative (BRI). We investigate the ways that Kazakhstani higher education interprets and responds to China's vision of a global order. Based on interviews conducted at 10 higher education institutions (HEIs) in Kazakhstan, we argue that Kazakhstan's engagement with the BRI circumvents the cultural connectivity and global cooperation that are embraced by Chinese policy discourse and perpetuated by academic literature. Rather, institutional leaders in Kazakhstan operate with a utilitarian logic that seeks revenue generation, links with industry, and opportunities for students in employment and further education. The pursuit of these strategic outcomes demonstrates a bilateral engagement with China rather than the multilateral cooperation envisioned by policymakers. In a higher education system dominated by the state, the institutions in our study exhibit partial agency to accrue pragmatic benefits rather than concede to isomorphic pressures or mimic internationalization from neoliberal contexts. The discrepancy between policy discourse from China and policy reception in Kazakhstan raises questions about the rhetoric of a multipolar global order and the realities of international cooperation in higher education. International student education in China has been continuously changing in response to the rapid social transition since the People’s Republic of China was established in 1949. Adopting a historical perspective, this scholarly paper begins with an analysis of characteristics of international student education in China in terms of rationales, role of government, and international students. Several challenges are then identified and this paper concludes with observations on future trends of international student education development, with a special focus on the implications of “the Belt and Road”. Research assessment exercises aim to identify research quantity and quality and provide insights into research capacity building strategies for the future. Yet with limited knowledge of the ecology of Australian educational research, there is little chance of understanding what research audits might contribute towards a capacity building agenda for such a complex field. This paper draws on secondary data analysis of research outputs submitted by 13 Australian higher education institutions to the Excellence in Research for Australia (ERA) 2010 and 2012 national research assessment exercises, to show where Australian educational research is conducted. Findings offer a profile of education researchers by location in academic organisational units within universities. By analyzing data not accessible through reported ERA data we were also able to present information about appointment profiles, specifically levels and type of appointment within universities, as well as data on institutional and geographic region, and patterns associated with type of outputs (books, book chapters, journal articles, conference papers and other outputs) and field of research. Analysis of the data reveals definitive shifts in the nature of the published outputs and in employment profiles of researchers and their location across university and regional groupings. Research audits are administrative processes that reshape institutional and disciplinary governance structures, policies, individual outputs, work practices and careers, but they are not the sum total of the field per se. The paper assesses the evolution of efficiency of Italian public universities for the period 2000–2010. It aims at investigating whether their levels of efficiency showed signs of convergence, and if the well-known disparity between northern and southern regions decreased. For this purpose, we use a refinement of data envelopment analysis, namely window analysis, which allows for measuring efficiency in cross-sectional and time-varying data. We find that the efficiency of most universities registered only marginal changes in the period, although a notable re-ranking occurred. However, changes in the management of universities, consequential to the reform processes, did not affect the long-run tendencies, such as the persisting difference in performance between north and south. This study explores best practices and roles of information and communication technology (ICT) in select professional development centers at 16 flagship universities. Through adopting a qualitative case study design, this study explores the strengths and weaknesses of current technology training initiatives in the selected professional development centers. As part of the research and teaching programs at flagship universities, professional development center leaders shared about the current ICT practices as well as the strengths and limitations of their own centers. The analysis section includes a critical look at ICT practices among flagship universities from a human resource theory lens. Findings indicate common successes that facilitate the ICT practices of these centers including delivery mediums, services, ideas, and goals, as well as various barriers of implementing ICT training initiatives. The paper concludes with suggestions on how professional development center leaders, senior administrators, and educational policy makers can help improve professional development processes with the assistance of optimal ICT initiatives. The ‘independent learner’ is a key construct within discourses of educational policy and practice in the UK. Government policy statements stress the importance of developing learner independence, and higher education pedagogical practices tend to rest on the assumption that students are independent learners. This paper draws on research with undergraduate students in a post-1992 university to offer a critical appraisal of the discourse of the independent learner. The paper examines students’ perceptions of independence in both their first year of undergraduate study, and in the later years of their degree courses. Support for learning and issues related to asking for help are discussed. Whilst students tend to both expect and want to be independent, it is suggested that dominant constructions of the independent learner are gendered and culturally specific, and as such are inappropriate for the majority of students in a mass higher education system. In the thirty-five years after passage of the Bayh-Dole Act of 1980, a robust literature has documented the emergence of university technology transfer as a critical mechanism for the dissemination and commercialization of new technology stemming from federally-funded research. Missing from these investigations, however, is what this paper terms the legal perspective, an understanding of how the law and its attendant mechanisms impact university technology transfer. Specifically, the paper reviews the extant legal scholarship and provides examples of how case law, legal structures, and the unique nature of intellectual property law affects technology transfer, as well as higher education policy and management. Throughout, we propose critical questions for future investigation, which serve to form a cross-disciplinary research agenda that can contribute fresh insights to scholarly and policy discussions related to the role of universities in economic and social development. In this paper, we focus on a rare scholarly theme of highly productive academics, statistically confirming their pivotal role in knowledge production across 11 systems studied. The upper 10 % of highly productive academics in 11 European countries studied ( N = 17,211) provide on average almost half of all academic knowledge production. In contrast to dominating bibliometric studies of research productivity, we focus on academic attitudes, behaviors, and perceptions as predictors of becoming research top performers across European systems. Our paper provides a (large-scale and cross-country) corroboration of the systematic inequality in knowledge production, for the first time argued for by Lotka (J Wash Acad Sci 16:317-323, ) and de Solla Price (Little science, big science. Columbia University Press, New York, ). We corroborate the deep academic inequality in science and explore this segment of the academic profession. The European research elite is a highly homogeneous group of academics whose high research performance is driven by structurally similar factors, mostly individual rather than institutional. Aspirations for higher education by people from low socioeconomic status backgrounds are now a focus of government policy in many OECD nations. This is part of a global trend emphasizing the perceived benefits of 'raising' aspirations among under-represented groups as a social inclusion strategy to widen university participation, but also ultimately as a strategy to increase national competitiveness in the global knowledge economy. Yet despite its importance, aspiration tends to carry simplistic meanings in much higher education policy and practice. This paper attempts to craft a more nuanced account of the term, informed by four concept-clusters derived from sociological and philosophical literatures and research, and with a more mutual relation of public and private interests. It complements this 'intellectual craftsmanship' or 'systematic reflection' (Mills in The sociological imagination, ) with data drawn from a future-focused survey of secondary school students from low and low-mid socioeconomic status backgrounds in regional Australia. Although an author is defined as someone who has made substantial contributions to a research study, sometimes power relations in student-supervisor collaborations play a more determining role in attribution of authorship. This article reflects the ideas of eight Iranian postgraduate Teaching English as a Foreign Language (TEFL) students about authorship policies and practices at their universities. The interview data indicate that the participants were not involved in authorship decisions and authorship credits were given based on their supervisors' positions and seniority rather than their contribution to students' research. The participants also described unfair authorship experiences affecting their motivation, interest in academia, self-confidence, etc. It is recommended that faculty members and policy-makers in TEFL programs in Iran engage in ongoing open discussions about authorship policies and decision-making with students to avoid creating negative feelings and unpleasant experiences for students which might lead to a legacy of unfair authorship practices. The Republic of Korea is a forerunner in integrating the topic of standardization into engineering education at the academic level. This study investigates developments and evolutions in the planning and operating of the University Education Promotion on Standardization (UEPS) in Korea. This paper examines why the Korean government initiated the UEPS, how the UEPS has operated, and what the educational content of the UEPS program is. This study of the UEPS may serve as a benchmark of how to incorporate technical standards into science and technology education at both the national and individual university levels. Educational research has long been the subject of lively and agitated debate, not least because of its diversity. Ranging in scope from academic development and broad-scale policy research through to student engagement and discipline-specific research, it includes methods of traditional academic inquiry and investigations and also less traditional modes of research. However, the topography of Australian educational research and the characteristics of the people who undertake this complex body of work are currently unclear. This paper explores some of the complexities of the Australian research community, drawing on the findings of a national online survey of academics who identified as researching in the field of education from within and outside education schools and faculties. The survey attracted 504 responses from 38 of Australia's 39 universities, and just over two-thirds of respondents were located in a school or faculty of education. We draw on the results to answer the questions of who is undertaking educational research and who how they might be supported. We utilise a conceptual model that 'segments' the educational research workforce represented by the survey respondents, and we conclude by indicating strategies that might be utilised to address research barriers indicated by educational researchers. With the passage of the 1992 Further and Higher Education Act the British system of higher education formally moved from a binary to a unitary structure. However, ever since successive governments have argued for a diversified model of higher education within which institutions should pursue contrasting goals. This article offers an interpretation of the key ingredients of institutional diversification and constructs alternative structural models of higher education. It proceeds by exploring the changing structure of British higher education since the creation of the unitary model. The argument is that there has been a steady emergence of flexible sectors, which both converge and diversify. However, there is a danger that the 2011 White Paper, rather than sustaining flexible sectors, could intensify the nascent shift in the direction of stratification marked by increasing differentiation between sectors as they converge internally. There has been considerable interest in generic attributes in higher education for over a decade and yet while generic skills or attributes are an important aspect of policy, there is often a lack of consistency between beliefs about the importance of these skills and attributes and the degree to which exist in teaching practice. There has been an assumption that these attributes exist outside of the disciplinary context, yet the findings of this study suggest that they are strongly influenced by the disciplinary culture in which they are taught. The study reported in this paper examines the apparent gap between ideal notions of generic attributes and their enactment in teaching practice. This qualitative study examined the teaching of generic attributes in five disciplines (physics, history, economics, medicine and law) in two Australian universities. It found that the notion of generic attributes is highly complex and while attributes such as critical thinking, problem solving and communication are valued by teaching staff they are often implicit in teaching. This gap between what is valued and what is actually taught is a result of variation in interpretation of generic attributes, the difficulties of reducing complex attributes to definable learning outcomes and practical constraints on teaching caused by factors such as large classes. Furthermore, it can be explained by the finding that generic attributes are part of the epistemic culture of the disciplines and often remain tacit. The paper provides a descriptive account of recent changes in Italian higher education policy, focusing in particular on the impact that recent reforms have had on the internal governance of the nation’s universities. The paper shows how the government’s policy of reform (which is currently moving away from the traditional “command and control” approach to a “steering from a distance” policy) risks being either ineffective or attaining its goals too slowly due to the persistence of deeply rooted, previous institutional governance practices. The greater autonomy currently enjoyed by universities is managed in a corporatistic-oligarchic decision-making style, which leads to sluggish distributive outputs and institutional adaptation to external changes. The paper provides empirical evidence of this institutional inconsistency. In an attempt to deal with this problem, there have been discussions and debate in recent years about re-designing the institutional arrangement of universities, even though it is unlikely that any coherent decisions will be taken on this matter, due to the intractability of the problem resulting from a series of political, cultural and social factors. Reform in higher education financing in Kenya has been occasioned by both endogenous and exogenous variables. Internal pressures of a declining economy, rapid demographic growth and increased inter-and intra-sectoral competition for scare financial resources, couple with external neo-liberal doctrine championed by global donors like the World Bank have resulted in a new market-competitive policy of financing higher education. This paper analyzes the equity and risk effects of the new policy for the main stakeholders, namely students, academics and institutions themselves. The paper contends that the policy shift has had a significant effect on equity just as it has introduced universities to risks through engagement in academic capitalism with its emphasis on marketization of university programs and services. This paper presents an investigation of management accounting in four major Italian universities, which have been struggling to build their strategy in a context of significant change. Following many OECD countries the Italian government has been changing its higher education system by giving more autonomy to universities. These changes pose a number of challenges for management and accounting systems in Italian Universities. Drawing on self-referential theory and its applications to accounting research the paper analyses the construction of Strategic Management Accounting (SMA) in four Italian universities, which are immersed in a similar context of change. The purpose of this paper is to report on who creates branding within institutions of higher learning, and what impact branding has on core institutional activities such as student recruitment and fundraising, as well as on socio-psychological factors such as community respect and national prestige. Eighty-nine tertiary education experts covering three world regions were surveyed in order to gather information to fulfil the paper's objectives. The nature and extent of involvement of enrolled students, alumni, higher management, external consultants, civic leaders and the business community were investigated to identify the part each plays, if any, in the development of an institutional brand. This article questions the assumption that increasing competition among higher education institutions is the best method of achieving a strong higher education sector in developing countries. It notes that there has been increasing emphasis on the importance of higher education institutions for sustainable development, particularly because of their importance to the global knowledge economy. For the same reason, the appropriate management of the relationship between the state and higher education institutions is vital to a strong and dynamic future for these institutions. This paper proposes a menu of options for higher education governance, grouped around ‘state-centric’ and ‘neo-liberal’ models of development. The ‘state-centric’ model proposed is based on a variety of examples of high performing Asian economies, in particular, while the ‘neo-liberal’ model is based on emerging trends in higher education management in countries such as Australia, the United States and the United Kingdom. The paper suggests that despite pressure across the globe to encourage a market among universities, this may not always be the most efficient use of resources, or the best way to integrate universities in a country’s drive for economic growth. The ideal of bildung as a goal for higher education and research (HER) in European Union member states is losing ground to more pragmatic goals such as innovation and growth. This shift in the policy perspective about the role of science in society has given rise to a system of multi layered governance which in turn is progressively giving rise to the emergence of a new normative regime for the HER sector. This normative regime involves the blurring of boundaries between the public and the private and the introduction of social accountability as a criterion for evaluating scientific knowledge. The paper concludes that the elision of the boundary between private and public disguises real problems about defining who owns what particularly in the light of the increasing commercialisation of public funded science. Further, the limitation of social accountability to select groups of actors who can afford to pay for influencing research raises questions about the ability of the new governance regime for HER to achieve the democratic aims that it purports to pursue. This paper aims to re-examine the effects of funding on university autonomy since the relationship between university autonomy and funding is likely to be interpreted as a linear effect; namely, the more funding the greater autonomy. Such a simplistic vision is less than complete since it ignores the complicated nature of university autonomy. The nature of the latter should be defined contextually and politically. Its interpretation should also be placed in the changing government-university relationships. This paper argues that the effect of funding on university autonomy is conditioned by the nature of university autonomy in a given country. While university autonomy involves more than a financial tie, greater efforts on the part of universities to diversify their funding bases may well not enhance, at least directly, their autonomy. In its drive for higher efficiency and effectiveness in higher education, the Australian Commonwealth Government released its policy on higher education, Higher Education: A Policy Statement during the late 1980s which contributed to the introduction of performance indicators to manage and assess the performance of the higher education system. The research component of annual Commonwealth funding to universities, called the Research Quantum, is now distributed by a set of performance indicators: external research income, publications count and higher degree research completions. This paper analysed the impact of these indicators on the research activities of Australian university academics based on Leibenstein's model of X-efficiency. Although the impact of performance indicators on university academics was found to follow the pressure-effort relationship, for some respondents, the increase in effort as a result of heightened pressure had involved strategic behaviour. Two conditions that are identified for the minimisation of an institution's X-inefficiency despite high staff effort are a high ratio of maximising to non-maximising decisions for both the staff and institution, and for all the institution's essential objectives/activities, and not just those which are measured by the performance indicators. Higher education is increasingly acknowledged by national governments and international agencies as a key driver of development, and systems are expanding rapidly in response to rising demand. Moreover, universities have been attributed a central role in the post-2015 development agenda and the achievement of the sustainable development goals. Yet questions of institutional models and their differential impact on society have not received sufficient attention. This paper presents an analysis of the 'anatomy' of the university in order to identify the salient changes in the institution across time and location in relation to knowledge and relationships with society. A framework is proposed structured around three key dimensions: first, 'value'-the extent to which knowledge is treated as intrinsically or instrumentally worthwhile; second, 'function'-the role of the university in terms of storage, transmission, production or application of knowledge; third, 'interaction'-the flow of ideas and actors between the university and society. This analytical framework is then utilised to assess two dominant tendencies in global higher education: commodification and unbundling. Finally, implications are drawn out for universities' potential impact on development in low- and middle-income countries in the context of these contemporary trends. [ABSTRACT FROM AUTHOR]

In 2014, the Australian Federal Government attempted to de-regulate higher education fees so as to allow universities to set their own tuition fees. The associated public debate offer critical insights into how the identity of a student as a 'customer' of higher education is understood and deployed when developing higher education policy. This paper uses the 2014 Australian higher education reforms as a lens through which to further scholarly research into the student-as-customer metaphor and to see how it is influenced by the perceptions and understandings of policy actors external to the higher education sector. These include politicians, special interest groups, the students and their parents and prospective employers. This study reveals that the public/private nexus-both of funding and benefit-problematizes traditional conceptualisations of students and others as higher education customers. In turn, this restricts the ability or desire of policy actors to describe how the student functions as a customer as a consequence of market reform. In order to strengthen their international presence, universities pursuing a world-class status are striving to increase their internationalization. Internationalization implies a transformation of university governance, especially for universities in a non-English-speaking system such as Japan's. This paper examines the challenges of internationalization for Japan's top universities as a transformation process of these universities' governance. First, the historical background of Japanese higher education as an early front-runner in Asia is discussed, along with the dynamics of national identity and global trends. Second, a series of government-funded programs for research and internationalization are examined from the viewpoint of governance reform. The construction of 'world-class' universities not only implies concentrated financial investment but also a comprehensive transformation of university governance in a global context. The major challenges for top Japanese research universities in terms of maintaining and improving their international presence are also highlighted. Decreasing government funding and regulated tuition policies have created a financially constrained environment for Canada’s universities. The conventional response to such conditions is to cut programme offerings and services in an attempt to lower costs throughout the institution. However, we argue that three Canadian universities have reacted with a different response. Instead of cutting costs, the University of Toronto, Queen’s University and the University of Lethbridge have chosen to implement decentralized budgeting and management structures in an attempt to increase efficiency and seek out new revenues. Using interview data and document analysis, this paper discusses the responses of these institutions and what they tell us about the strategies universities employ to cope with financial challenges that are likely to persist. In many quarters, attempts are underway to identify learning outcomes in higher education which are context-neutral or ‘generic’; such measures could provide new ways to assess and compare outputs from higher education. This paper considers potential challenges in using such broad learning outcomes across contrasting disciplinary and national settings. An empirical contribution is provided by an analysis of data from the international REFLEX survey for Norwegian and English bachelor’s degree graduates. This sheds some light on the relationships between graduates’ broad learning outcomes (general competencies), their national contexts and their disciplinary area. It finds variations in competencies across subjects and countries, suggesting that general competencies of the type often suggested as generic learning outcomes may be unstable and problematic to compare across contrasting settings. As universities are increasingly called by their national governments for a more entrepreneurial management of public research results, they started to develop internal structures and policies to take a proactive role in the commercialisation of university research. For the first time, this paper presents a detailed chronicle of how country-level reforms on Intellectual Property Rights (IPRs) were translated into organisation-level mechanisms to regulate university-patenting activity. The analysis is based on the complete list of patent policies issued between 1993 and 2009 by the population of Italian universities. Our evidence suggests that universities first dealt with legislative changes on IPRs by enacting isomorphic behaviours, then by creating a community of practices, and finally by leveraging on such community to influence government reforms on IP-related matters. Processes of national research assessment, such as Excellence in Research for Australia (ERA) are a type of audit technology that confronts and steers established institutional identities and traditions. This nexus between policy and practice drives boundary work that diffracts prevailing policy logics, organisational practices, and habits of mind. We use this notion of 'boundary work' as an analytical lens for understanding the nature and effects of ERA in the Australian educational research space. This paper explains the methodology that informed the AARE-ACDE research reported in Strategic Capacity Building for Australian Educational Research. It documents the policy logic of ERA and the way it cuts across the established ecology of educational research, revealing social and symbolic work that is remaking the boundaries of educational research. We report on the historical trajectory of Australian educational research, the way ERA codes research outputs, and how educational researchers are repositioning in this shifting research space. We argue that there are specific loci of boundary work where capacity building in Australian educational research can make a difference to future educational knowledge building. This paper examines determinants of networking by academics. Using information from a unique large survey of German researchers, the key contribution focuses on the active versus passive networking distinction. Is active networking by researchers a substitute or a complement to passive networking? Other contributions include examining the role of geographic factors in networking and whether research bottlenecks affect a researcher's propensity to network. Are the determinants of European conference participation by German researchers different from conferences in rest of the world? Results show that some types of passive academic networking are complementary to active networking, while others are substitute. Further, we find differences in factors promoting participation in European conferences versus conferences in rest of the world. Finally, publishing bottlenecks as a group generally do not appear to be a hindrance to active networking. Implications for academic policy are discussed. [ABSTRACT FROM AUTHOR]

This paper reports on one important aspect of the preliminary findings from the Australian Learning and Teaching Council (ALTC) project, Academic integrity standards: Aligning policy and practice in Australian universities (Bretag et al., 2010) Our project aims to identify approaches to the complex issues of academic integrity, and then to build on these approaches to develop exemplars for adaptation across the higher education sector. Based on analysis of publicly available online academic integrity policies at each of the 39 Australian universities, we have identified five core elements of exemplary academic integrity policy. These have been grouped under the headings, Access, Approach, Responsibility, Detail and Support, with no element given priority over another. In this paper we compare the five core elements identified in our research with best practice guidelines recommended by the Higher Education Academy (HEA) in the UK. We conclude that an exemplar policy needs to provide an upfront, consistent message, reiterated throughout the entire policy, which indicates a systemic and sustained commitment to the values of academic integrity and the practices that ensure it. Whereas the HEA created two discrete resources, the key aim and challenge of this project will be to develop exemplars that demonstrate a strong alignment between policy and practice. In this paper, we use economic concepts to examine the choice that states make between giving appropriations to public colleges or need-based financial aid to students. We begin by reviewing the economic justification for state support for higher education. Next, we introduce a simple economic model for comparing and contrasting appropriations and need-based aid for supporting higher education. We then provide a graphical depiction of the model and simulate the effects of each policy on access to higher education. We show that it is in the best interest of states to provide need-based aid and not appropriations. Finally, we conclude with a discussion of the factors that complicate the reallocation of state funding away from appropriations and towards need-based aid. [ABSTRACT FROM AUTHOR]

Japanese education has been a focus of comparative studies for the past 20 years. Many scholars have attributed the economic success of this industrialized society to a highly literate and well-educated population. Recent studies, however, have tended to be more critical of, in particular, Japanese higher education (HE). Indeed, most universities in Japan are acutely aware of the need for change and a considerable effort at institutional reform is sweeping the nation. Unfortunately most of the constructive criticism of Japanese HE has not yet been published in English. One of the most vocal of the reformists, Professor Ikuo Amano, has published widely on various aspects of HE in Japan. The following paper is a translation of a chapter in his book Challenges to Japanese Universities. This study reports the results of research with respect to policy and diversity, as part of a larger case study of a Canadian university-college. The study details an examination of policy discourses as a vehicle for institutional change and provides insights into the everyday experiences of educators, their perspectives on policy and change, and the contested territory of diversity (i.e.,race, gender, class, disability,and sexual orientation) in an institution. The paper begins by considering the university-college and the context of the college and institute system in Canada. The paper briefly reviews state policy and the context that state public policy provides in principles of valuing diversity. Policy discourses were generated from the narratives of educators, from an institutional committee and from ‘outsiders’ to committee processes and to the institutional culture. Drawing from narrative auto/biographies (Gluck, S.B. and Patai, D., Women’s Words: the Feminist Practice of Oral History. London: Routledge, 1991; Stanley, L., The Auto/biographical I. Manchester: Manchester University Press, 1992; West, L., Beyond Fragments. London: Taylor and Francis, 1996), policy stories are presented which illuminate the contention surrounding policy, practice and institutional change. A discourse of fairness is discussed in relation to hiring practices and how the perception of fairness actually contributes to the practice of discrimination. Higher education in Croatia is confronted with new trends and quality demands mostly connected with Bologna processes. It is assumed that Croatian universities with their existing governance structures, characterised by strong state regulation and weak institutional administration, cannot respond effectively to new demands. Findings of the survey on conceptions of governance at the Croatian universities are presented in the paper, with its main aim to explore academic staff's perception of university governance. The idea of the university as a ``learning organisation'' with strong leadership and engaged academic staff is taken as the desired model. Mapping the opinions of academic staff on the present governance structures, their role in governance issues, and making an inventory of their perceptions of strengths and weaknesses of governance processes, forms important background for reflections on adequate modifications in academic governance. This study examines the impact of the charging of tuition fees between 2006 and 2014 in several German federal states on the number of first-year student enrollments. Since Germany is known for a tuition-free education policy at public institutions, the fundamental question arises of whether, and if so, to what extent, the temporary tuitions influenced the number of first-year-student enrollments. In this regard, Becker's human capital theory suggests that rising fees should be associated with declining enrollment rates. The analyses to test the hypothesis are based on a longitudinal administrative panel data set for 206 universities and universities of applied sciences from 2003 to 2018; this means there are 3296 observations before, during, and after the tuition treatment. While no previous study has covered the full period of the policy or undertook more aggregate-level analyses, this study applies an analytical research design that uses several panel-data models and robustness checks to examine causal relations based on a quasi-experimental setting. The results of Fixed effects regressions confirm the hypothesized negative impact and even reveal a persistent negative effect of the treatment. The comparison of higher education institutions with and without tuition fees shows that the former institutions lost approximately between 3.8 and 7 percent of their first-year student enrollments on average. The COVID-19 pandemic has been the source of large-scale disruption to the work practices of university staff, across the UK and globally. This article reports the experiences of n = 4731 professional services staff (PSS) working in UK universities and their experiences of pandemic-related work disruption. It specifically focuses on a transition to remote-working as a consequence of social restrictions and campus closures, presenting both quantitative and qualitative findings that speak to the various spatio-relational impacts of PSS working at distance from university campuses. These survey findings contribute to a new narrative of work organisation in higher education which addresses the potential of remote-working as a means for boundary crossing, social connectedness and trust relationships in universities in the immediate context and strongly anticipated post-pandemic future.
