A scrapbook compiled between 1660 and 1687 by Gesina ter Borch (1631–1690), a female artist from the small town of Zwolle in the Netherlands, contains an intriguing painting on paper of a full-length portrait of a young Iranian. Although the figure wears the attributes in vogue at the Safavid court of Isfahan, certain elements seem rather incongruous and peculiar. The general composition appears static and rigid, an impression reinforced by an unusual black painted background. Stylistic differences within the painting were also observed, hinting at alterations to the original painting. To investigate the history of the painting and to reconstruct the original composition and identify the later additions, perhaps made by Gesina herself, the painting was examined with different imaging and analytic techniques available at the Conservation and Science Department of the Rijksmuseum. This allowed the research team to discriminate between pigments used for the original composition and pigments used to conceal damaged areas of the painting and added pictorial elements. After interpreting scientific results, as well as historical findings, it was possible to shed light on the use of specific pigments, namely lead white and smalt, and on the possible misinterpretation of some details, such as the cup held by the young man. The results of macro X-ray fluorescence scanning (MA-XRF) and lead isotope analysis, viewed in the light of information about the economic and cultural exchanges between Iran and the Netherlands in the seventeenth century, fed new theories about the origin and history of this painting. The painting, originally made in Iran in the style of Riza Abbasi, the head of the Emperor Shah Abbas' library, ended up in Gesina ter Borch's workshop and may have been 'restored' by the artist to improve its condition and to match her tastes. Cardiac rehabilitation (CR) has evolved as an important part of the treatment of patients with cardiovascular disease. However, to date, its full potential is fairly underutilised. This review discusses new developments in CR aimed at improving participation rates and long-term effectiveness in the general cardiac population. It consecutively highlights new or challenging target groups, new delivery modes and new care pathways for CR programmes. These new or challenging target groups include patients with atrial fibrillation, obesity and cardiovascular disease, chronic coronary syndromes, (advanced) chronic heart failure with or without intracardiac devices, women and frail elderly patients. Also, the current evidence regarding cardiac telerehabilitation and loyalty programmes is discussed as new delivery modes for CR. Finally, this paper discusses novel care pathways with the integration of CR in residual risk management and transmural care pathways. These new developments can help to make optimal use of the benefits of CR. Therefore we should seize the opportunities to reshape current CR programmes, broaden their applicability and incorporate them into or combine them with other cardiovascular care programmes/pathways. Introduction: This study presents a global research scenario in the broad domain of osteoarthritis (OA) research, using quantitative and qualitative publication and citation indicators. Methods: The study is based on 45,368 global publications, sourced from the Scopus bibliographical database, covering three decades (1994–2023). We studied the performance of the top 12 developed and top 12 developing countries. The key countries, organizations and authors at national and international levels were identified. The broad subject areas and key journals contributing to global OA research were delineated, besides identifying the broad characteristics of highly cited papers in the field. Results: The United States and China were the most productive countries, while the Netherlands and Canada made the largest citation impact. Harvard Medical School and the University of Sydney made the most contribution, while Boston University and Pfizer Inc., USA registered the highest citation impact. Hunter DJ and Guermazi A were the most productive authors, while Lohmander LS, and Hochberg MC registered the highest citation impact. Osteoarthritis and Cartilage (n = 4879) and Annals of the Rheumatic Diseases (n = 786) published the maximum papers, while Arthritis and Rheumatism and Nature Reviews Rheumatology registered the largest citation impact. The highly cited papers with 100 or more citations constituted 6.25% of the total publications. Conclusions: There has been a systematic growth of publications on OA. The research on OA was mainly done in developed countries, with the maximum publications coming from the United States of America, China and Canada. This paper presents an overview of the development of an integrated patient-centred cardiac care registry spanning the initial 5 years (September 2017 to December 2022). The Netherlands Heart Registration facilitates registration committees in which mandated cardiologists and cardiothoracic surgeons structurally evaluate quality of care using real-world data. With consistent attendance rates exceeding 60%, a valuable network is supported. Over time, the completeness level of the registry has increased. Presently, four out of six quality registries show over 95% completeness in variables that are part of the quality policies of cardiology and cardiothoracic surgery societies. Notably, 93% of the centres voluntarily report outcomes related to open heart surgery and (trans)catheter interventions publicly. Moreover, outcomes after implantable cardioverter-defibrillator and pacemaker procedures are transparently reported by 26 centres. Multiple innovation projects have been initiated by the committees, signalling a shift from publishing outcomes transparently to collaborative efforts in sharing healthcare processes and investigating improvement initiatives. The next steps will focus on the entire pathway of cardiac care for a specific medical condition instead of focusing solely on the outcomes of the procedures. The article presents information on the Second Conference of the European Philosophy of Science Association, EPSA09, held in VU University Amsterdam, Netherlands in 2009. This was reportedly in tradition of organizing biennial meetings to discuss philosophy of science. Individuals contributed papers and also symposia were also programmed. Three invited speakers from different countries and different subfields also gave plenary lectures.

With the ever-growing accessibility of case law online, it has become challenging to manually identify case law relevant to one's legal issue. In the Netherlands, the planned increase in the online publication of case law is expected to exacerbate this challenge. In this paper, we tried to predict whether court decisions are cited by other courts or not after being published, thus in a way distinguishing between more and less authoritative cases. This type of system may be used to process the large amounts of available data by filtering out large quantities of non-authoritative decisions, thus helping legal practitioners and scholars to find relevant decisions more easily, and drastically reducing the time spent on preparation and analysis. For the Dutch Supreme Court, the match between our prediction and the actual data was relatively strong (with a Matthews Correlation Coefficient of 0.60). Our results were less successful for the Council of State and the district courts (MCC scores of 0.26 and 0.17, relatively). We also attempted to identify the most informative characteristics of a decision. We found that a completely explainable model, consisting only of handcrafted metadata features, performs almost as well as a less well-explainable system based on all text of the decision. Purpose: To identify the 100 top-cited meta-analyses of diagnostic accuracy studies published in radiology, medical imaging and nuclear medicine journals. Methods: A PubMed search with pre-defined criteria was performed. The 100 top-cited articles meta-analyses were retrieved, using a custom Python script and the Scopus Application Programming Interface (Elsevier). Publication, citation and affiliation details were extracted from each meta-analysis. No formal statistical analysis was performed. Results: The top meta-analysis was cited 394 times, the 100th meta-analysis 38 times. The USA was the top country represented in the papers (33 meta-analyses) followed by The Netherlands, China and Germany. The journal Radiology published 24 studies. The most common modality reported was positron emission tomography (PET) or PET computed tomography (36 instances), followed by magnetic resonance imaging (30 instances) and computed tomography (27 instances). Cardiac (19 meta-analyses), abdominal (18 meta-analyses), followed by neurological (12 meta-analyses) investigations were the most frequently encountered in the top 100 cited meta-analyses. Conclusions: The 100 top-cited meta-analyses encompass a broad range of imaging modalities and body regions. Introduction: Engagement of clinicians in research is important for the integration of science and clinical practice. However, at this moment, there is a shortage of clinician-scientists. Success experiences can stimulate student interest in a research career. Conducting actual research leading to publication is a potential method to gain success experience. This study assessed whether publication as a medical student is associated with publication after graduation. We determined whether medical students in the Netherlands who are involved in research, as measured by publication in international journals before graduation: 1) are more likely to publish, 2) publish a greater number of papers, and 3) have higher citation impact scores after graduation. Methods: We matched 2005–2008 MD graduates (with rare names, n = 4145 in total) from all eight Dutch university medical centres to their publications indexed in the Web of Science and published between 6 years before and 6 years after graduation. For sensitivity analysis we performed both automatic assignment on the whole group and manual assignment on a 10% random sample. Results: Students who had published before graduation: 1) were 1.9 times as likely to publish, 2) published more papers, and 3) had a slightly higher citation impact after graduation. Discussion: Medical students who conducted research leading to a publication before graduation were more likely to be scientifically active after graduation. While this is not a causal relationship per se, these results cautiously suggest that successful early involvement in research could influence the long-term scientific activity of clinicians. Online abuse and threats towards politicians have become a significant concern in the Netherlands, like in many other countries across the world. This paper analyses gender differences in abuse received by Dutch politicians on X (formerly Twitter), while taking into account the possible additional impact of ethnic minority status. All tweets directed at party leaders throughout the entire year of 2022 were collected. The effect of gender and ethnic minority status were estimated for six different linguistic measures of abuse, namely, toxicity, severe toxicity, identity attacks, profanity, insults, and threats. Contrary to expectations, tweets directed at male politicians scored higher on all forms of abuse. Significant interaction effects between gender and ethnic minority status were found for a number of abuse measures. Tweets directed at ethnic minority female politicians scored higher on severe toxicity, identity attacks, and profanity, compared to those directed at ethnic majority female politicians. Importantly, female ethnic minority politicians received the highest levels of threats compared to all groups. Given that online abuse and threats are reported to have a negative effect on political participation and retention, these results are particularly worrying. [ABSTRACT FROM AUTHOR]

Background: At the COP21, cities were recognised as key actors in combatting climate change. In supporting cities, climate city networks such as transnational climate networks (TCNs) and national climate networks (NCNs) have emerged to enable cities in building capacities and formulating climate policy whilst also encouraging citizen engagement and participation in public decision-making. This paper addresses the question whether and how TCN or NCN membership enables municipalities to implement citizen participation in public decision-making. Six propositions are presented addressing: presumed influence of TCN membership on citizen participation, organization of citizen participation, initiator capacity, goal setting, involvement of stakeholders, participatory methods used, and planning processes. A multi-case study research design is used to verify these propositions, comprising of four medium-sized cities in the Netherlands and three in Belgium. Results: Results of the analysis of four cities in The Netherlands show that municipalities having membership to climate city networks only to a low extent empower citizen participation via local climate agendas. Citizen participation emerges rather bottom-up via local initiatives or capacity building via EU framework programs—outside TCNs or NCNs—that better suit financial needs and provide more immediate benefits to municipalities. None of the six propositions were confirmed. A more positive image resulted from the Belgian cases that moderately confirmed four out of six propositions (i.e., organizing citizen participation, goal setting, selection of methods, and planning), and featured indirect empowerment via externally funded implementation projects following firm integration of participation in local climate policy through TCN influence. Conclusions: In terms of citizen participation selected municipalities in the Netherlands having TCN and/or NCN membership only to a small extent differ from those not having membership. This is partly due to poor implementation of TCNs and NCNs—with Covenant of Mayors and 'Klimaatverbond' lacking support structure and capacity—having lost importance during the past years. In the summer of 2020 the Dutch government and social partners have agreed on a pension reform involving the transformation of occupational pensions from the current defined-benefit (DB) based contract into a new defined contribution (DC) contract with some additional collective features. This involves a unique operation as all current DB entitlements—also those already built up—are expected be converted into DC type capital accounts. With the transition to DC accounts the redistribution due to 'uniformity pricing' that was implicit in the DB contract will be abolished and solvency requirements adjusted. This paper analyses how the transformation affects different generations. Special attention will be given to the modelling of the collective add-on to the contract (in the form of a solidarity reserve) that aims to strengthen risk sharing among generations. The effects of the reform will be analyzed for three outcome measures: pension results (in terms of replacement rates), market valuation of pensions net of contributions ('net benefit'), and welfare measured in certainty equivalent consumption (measured through equivalent replacement rates). How the reform impacts different generations proves to be very sensitive to the measure used. There is little consensus neither in economic theory—nor in politics—on what is the best measure. It is sensitive to perspectives, and different traditions in economics focus on different measures. This paper will discuss how economic analysis can still be useful for actual policy making in such a sensitive domain as a pension reform. Finally, by investigating alternative parametrizations of the contract the paper aims to provide insight into the robustness of the results under alternative measures, and on how the new contract could be further improved. The article describes the conduct of a study by researcher Rasmus Voss at Radboud University in Nijmegen, the Netherlands on the formation of one type of supernova. Voss and a colleague and theoretical astronomer Gijs Nelemans sought to develop a model which suggested that the presence of X-ray signals could precede a type Ia supernova, which is an exploding star astronomers use to measure the expansion of the universe. Their work may help supernova specialists to use X-ray data in the conduct of their research.

This contribution discusses the development of the Data Ethics Decision Aid (DEDA), a framework for reviewing government data projects that considers their social impact, the embedded values and the government's responsibilities in times of data-driven public management. Drawing from distinct qualitative research approaches, the DEDA framework was developed in an iterative process (2016–2018) and has since then been applied by various Dutch municipalities, the Association of Dutch Municipalities, and the Ministry of General Affairs (NL). We present the DEDA framework as an effective process to moderate case-deliberation and advance the development of responsible data practices. In addition, by thoroughly documenting the deliberation process, the DEDA framework establishes accountability. First, this paper sheds light on the necessity for data ethical case deliberation. Second, it describes the prototypes, the final design of the framework, and its evaluation. After a comparison with other frameworks, and a discussion of the findings, the paper concludes by arguing that the DEDA framework is a useful process for ethical evaluation of data projects for public management and an effective tool for creating awareness of ethical issues in data practices. Countries have pledged to different national and international environmental agreements, most prominently the climate change mitigation targets of the Paris Agreement. Accounting for carbon stocks and flows (fluxes) is essential for countries that have recently adopted the United Nations System of Environmental-Economic Accounting - ecosystem accounting framework (UNSEEA) as a global statistical standard. In this paper, we analyze how spatial carbon fluxes can be used in support of the UNSEEA carbon accounts in five case countries with available in-situ data. Using global multi-date biomass map products and other remotely sensed data, we mapped the 2010–2018 carbon fluxes in Brazil, the Netherlands, the Philippines, Sweden and the USA using National Forest Inventory (NFI) and local biomass maps from airborne LiDAR as reference data. We identified areas that are unsupported by the reference data within environmental feature space (6–47% of vegetated country area); cross-validated an ensemble machine learning (RMSE=9–39 Mg C ha - 1 and R 2 =0.16–0.71) used to map carbon fluxes with prediction intervals; and assessed spatially correlated residuals (<5 km) before aggregating carbon fluxes from 1-ha pixels to UNSEEA forest classes. The resulting carbon accounting tables revealed the net carbon sequestration in natural broadleaved forests. Both in plantations and in other woody vegetation ecosystems, emissions exceeded sequestration. Overall, our estimates align with FAO-Forest Resource Assessment and national studies with the largest deviations in Brazil and USA. These two countries used highly clustered reference data, where clustering caused uncertainty given the need to extrapolate to under-sampled areas. We finally provide recommendations to mitigate the effect of under-sampling and to better account for the uncertainties once carbon stocks and flows need to be aggregated in relatively smaller countries. Background: The transition to carbon neutral mobility will require a lot of carbon neutral energy, but a lot of space as well. In many countries, it will be a challenge to find this space or to import enough energy. Land use indicators related to sustainable mobility usually focus on space for transport infrastructure and parking, i.e. direct land use, and do not include energy supply. Existing literature on the emerging research field of 'energy landscapes' has not covered the transport sector. Objective: The aim of this paper is to estimate the order of magnitude of land or sea area required for carbon neutral mobility. Method: In a well-to-wheel analysis, we investigate the land use for the production, transport, storage, distribution, and charging/refuelling of carbon neutral energy carriers for various modes of transport. The analysis focuses on the Netherlands, but part of the results are expected to be broadly applicable to other countries as well. Findings: The results show that electricity from wind or solar energy supplied to electric vehicles is the most space efficient. Use of hydrogen and synthetic fuels in vehicles takes 2–5 times more land, while use of biofuels from energy crops takes 100 times more land compared to the electricity route. We also conclude that the indirect land use for energy supply for carbon neutral road transport in the Netherlands is in the same order of magnitude as the current direct land use of road mobility. Introduction: Appropriate use criteria (AUC) for echocardiography based on clinical scenarios were previously published by an American Task Force. We determined whether members of the Dutch Working Group on Echocardiography (WGE) would rate these scenarios in a similar way. Methods: All 32 members of the WGE were invited to judge clinical scenarios independently using a blanked version of the previously published American version of AUC for echocardiography. During a face-to-face meeting, consensus about the final rating was reached by open discussion for each indication. For reasons of simplicity, the scores were reduced from a 9-point scale to a 3-point scale (indicating an appropriate, uncertain or inappropriate echo indication, respectively). Results: Nine cardiologist members of the WGE reported their judgment on the echo cases ( n = 153). Seventy-one indications were rated as appropriate, 35 were rated as uncertain, and 47 were rated as inappropriate. In 5% of the cases the rating was opposite to that in the original (appropriate compared with inappropriate and vice versa), whereas in 20% judgements differed by 1 level of appropriateness. After the consensus meeting, the appropriateness of 7 (5%) cases was judged differently compared with the original paper. Conclusions: Echocardiography was rated appropriate when it is applied for an initial diagnosis, a change in clinical status or a change in patient management. However, in about 5% of the listed clinical scenarios, members of the Dutch WGE rated the AUC for echocardiography differently as compared with their American counterparts. Background: An individual's inability to fully participate in social life due to limited means of transport options, in short, transport poverty, is a common theme in contemporary transport planning. However, due to the lack of a universal definition, identification and measurement of transport poverty can be challenging. Purpose: This paper aims to assess the implications of three widely used definitions and a newly developed measurement scale by comparing them in terms of scale levels, measurement dimensions and research contexts Methodology: This study first systematically reviews the literature on transport poverty and summarizes aspects of the transport poverty concept emphasized in previous studies. Using survey data from two Dutch cities, the study then measures transport poverty by means of a scoring system and an indicator derived from a new measurement scale by factor analysis. Finally, by performing a series of linear regression models on the generated scores, the predictors of each definition (measurement scale) are compared to identify which aspects of transport poverty are prioritized by each definition. Findings: Each transport poverty definition correlates with a different set of predictors, indicating that the used definition of transport poverty has an impact on how the concept is identified and implying in which contexts the definition (measurement scale) can be applied. The findings could help policymakers evaluate the applicability of different transport poverty definitions in specific contexts and help them select the optimal measurement tool for assessing the problem they are aiming to solve. Economic crimes such as money laundering, terrorism financing, tax evasion or corruption almost invariably involve the use of a corporate entity. Such entities are regularly incorporated and managed by corporate services providers (CSPs). Given this potential for enabling economic crime, the CSP industry in the Netherlands is heavily regulated and CSPs require a license to operate. Operating without a licence is illegal. In this paper, we estimate the size of the illegal CSP sector in the Netherlands. For this, we develop a classification method to detect potentially illegal CSPs based on their similarity with licensed CSPs. Similarity is computed based on their position within the network of directors, companies and addresses, and the characteristics of such entities. We manually annotate a sample of the potential illegal CSPs and estimate that illegal CSPs constitute 31–51% of the total number of CSPs and manage 19–27% of all companies managed by CSPs. Our analysis provides a tool to regulators to improve detection and prevention of economic crime, and can be extended to the estimation of other illegal activities. [ABSTRACT FROM AUTHOR]

The growing economic importance of urban networks transforms the political relations in metropolitan regions. New forms of regional cooperation emerge, but many municipalities outside the cities which have become a vital part of metropolitan networks resist this urban led development. This paper analyses why while the importance of areas outside the cities for metropolitan regions has increased, many oppose this and regard this as an unwanted urban incursion threatening the interests and identities of their communities in well-established territories. This paper analyses the backgrounds of these political conflicts by looking at the different perspectives on identity and legitimacy. It develops a typology of the different legitimising identity discourses used by urban and non-urban administrations to promote or resist cooperation in metropolitan regions. There is a clear and coherent contrast between backward and inward looking 'thicker', and forward and outward looking 'thinner' legitimising identity discourses. These are based on opposing views on nine related aspects which help to better understand the deep roots of the opposition between urban competitiveness and territorial protection. The typology of different legitimising identity discourses is a useful tool to analyse the growing resistance in more peripheral regions to the further strengthen the global competitiveness of metropolitan regions. The examples in this paper of how legitimising identity discourses are used in the Netherlands—where economic policies like in many other countries focus on the strengthen of metropolitan regions—showed not only how these divisions fuel conflicts, but also how these are sometimes bridged through cooperation legitimised by a partially shared identity discourse. Law enforcement agencies struggle with criminals using end-to-end encryption (E2EE). A recent policy paper states: "while encryption is vital and privacy and cyber security must be protected, that should not come at the expense of wholly precluding law enforcement". The main argument is that E2EE hampers attribution and prosecution of criminals who rely on encrypted communication - ranging from drug syndicates to child sexual abuse material (CSAM) platforms. This statement - in policy circles dubbed 'going dark' - is not yet supported by empirical evidence. That is why, in our work, we analyse public court data from the Netherlands to show to what extent law enforcement agencies and the public prosecution service are impacted by the use of E2EE in bringing cases to court and their outcome. Our results show that in cases brought to court, the Dutch courts appear to be as successful in convicting offenders who rely on E2EE as those who do not. There is an emergence of circular economy concepts and growth and multiplicity of urban labels adopted by cities. Therefore, this paper aims to analyze the correlation between the use of urban branding strategies and the circular economy. A review was carried out on the concepts of the different urban labels and then a bibliometric survey was carried out relating these brandings with the circular economy. The initial analysis relied on the use of 14 urban brandings, six of which did not show bibliometric results and, for this reason, were excluded from further analysis. As a result, the correlation between the circular economy and these 8 urban brandings—sustainable cities, smart cities, resilient cities, green cities, low-carbon cities, ecocities, inclusive cities, and knowledge cities—has been assessed in more depth. Among all combinations with "circular economy", the terms "smart cities" and "sustainable cities" these were the ones that presented the greatest recurrence in the literature, with 45.4% and 38% of the total of articles (108). Environmental science appears as the knowledge area with the highest quantity of publications. Italy, the Netherlands, and China stood out as the countries with a greater number of articles related to the subject. In general, the results point to a trend of plurality of urban brandings, which are adopted according to the characteristics and strategy of each city. It is also worth mentioning that, in many cases, these brandings are not competitors, because in many opportunities they can and must be worked on a complimentary basis by cities. We apply the synthetic control method to a case study of the Dutch State Treasury Agency's funding policy. We study empirically what effect a change in funding strategy by the Dutch treasury had on market conditions. First, our results suggest that introducing more uncertainty to the funding policy, by means of a target range for capital market issuances, does not lead to a higher risk premium on Dutch government debt. Second, our paper shows that the synthetic control method, or the related constrained regression, is more suitable than a difference-in-differences method for this particular case study. The synthetic control method and constrained regression only include control units that are similar to the Netherlands. The difference-in-differences estimator includes all control countries, even ones that are not similar to the Netherlands. The difference-in-differences estimates incorrectly suggest that introducing more uncertainty in the funding policy leads to a higher risk premium. This shows that synthetic control and constrained regression are in some cases more suitable than a standard difference-in-differences. Furthermore, the synthetic control and constrained regression results hold when time and unit placebo tests are applied, whereas difference-in-differences results are not robust for this case study. Railway systems provide pivotal support to modern societies, making their efficiency and robustness important to ensure. However, these systems are susceptible to disruptions and delays, leading to accumulating economic damage. The large spatial scale of delay spreading typically make it difficult to distinguish which regions will ultimately affected from an initial disruption, creating uncertainty for risk assessment. In this paper, we identify geographical structures that reflect how delay spreads through railway networks. We do so by proposing a graph-based, hybrid schedule and empirical-based model for delay propagation and apply spectral clustering. We apply the model to four European railway systems: the Netherlands, Germany, Switzerland and Italy. We characterize these geographical delay structures in the railway systems of these countries and interpret these regions in terms of delay severity and how dynamically disconnected they are from the rest. The method also allows us to point out important differences between these countries' railway systems. Research interest: This paper aims at a better understanding of the governance of the abandonment of socio-technical regimes through the example of the incandescent light bulb phase-out in the European Union and in the Netherlands as one specific case where the EU discontinuation policy has been implemented. In particular, with this paper we focus on the active and intended discontinuation of a socio-technical regime through dedicated governance. Methods: We approached the phase-out of the incandescent light bulb from a qualitative perspective and analysed about 230 documents from the EU and Dutch level. The study has an explorative character, for we cannot claim to describe the entire policy process, but bring to surface some key issues in order to outline both governance foci and technicalities of governing the phase-out. We looked into how governance makers were actually structuring the ILB phase-out as a governance task. The specific framings we found were grouped into the (a) spectrum of governance dimensions, (b) the more detailed problem-types raised, and (c) the array of discontinuation issues addressed in policy discourse dedicated to negotiating, drafting and implementing the phase-out measures. Results: A set of frames apparent in the discontinuation discourses in the EU and the Netherlands has been reconstructed, which entails the five governance dimensions 'policy instruments', 'implementation', 'strictness', 'monitoring', and 'policy level'. Technical details of both the socio-technical products to be banned and the replacing products have been the subject of meticulous negotiations in order to be able to implement the big picture, the lightbulb ban, appropriately and appropriately for both industry and environmental associations. The design of discontinuation governance at national and EU level are closely intertwined, but not identical in all aspects. The complexity of the governance task is therefore high. Conclusions: Discontinuation has to cope with some resistance to dedicated, forced change that takes place in a technically as well as socially highly complex context. Governing the phase-out of a technical device, a production infrastructure, and industry support policy once supposed to support the EU and Dutch ILB industry was a major techno-political challenge, where policymakers needed to grasp key technical and technological problems. These were related to ILBs as objects, to subjects such as engineers and scientists, lobbyists and disinterested experts, to civil society organisations and mass media, along with all sorts of political and administrative issues and discourses. The challenges are threefold: first, translating for each other what cannot be known from one's own background, second, shutting down governance which so far fostered lighting industry and, third, helping to change parts of this industry from an old, incumbent one to a new, emerging socio-technical regime with a regime providing a political and regulatory framework for it. Aim: Cardiac diseases remain a leading cause of cardiovascular disease (CVD) related hospitalisation and mortality. That is why research to improve our understanding of pathophysiological processes underlying cardiac diseases is of great importance. There is a strong need for healthy and diseased human cardiac tissue and related clinical data to accomplish this, since currently used animal and in vitro disease models do not fully grasp the pathophysiological processes observed in humans. This design paper describes the initiative of the Netherlands Heart Tissue Bank (NHTB) that aims to boost CVD-related research by providing an open-access biobank. Methods: The NHTB, founded in June 2020, is a non-profit biobank that collects and stores biomaterial (including but not limited to myocardial tissue and blood samples) and clinical data of individuals with and without previously known cardiac diseases. All individuals aged ≥ 18 years living in the Netherlands are eligible for inclusion as a potential future donor. The stored samples and clinical data will be available upon request for cardiovascular researchers. Conclusion: To improve the availability of cardiac tissue for cardiovascular research, the NHTB will include extensive (cardiac) biosamples, medical images, and clinical data of donors with and without a previously known cardiac disease. Aiming to illuminate the effects of enforced confinements on people's lives, this paper presents a novel dataset that measures human behaviour holistically and longitudinally during the COVID-19 outbreak. In particular, we conducted a study during the first wave of the lockdown, where 21 healthy subjects from the Netherlands and Greece participated, collecting multimodal raw and processed data from smartphone sensors, activity trackers, and users' responses to digital questionnaires. The study lasted more than two months, although the duration of the data collection varies per participant. The data are publicly available and can be used to model human behaviour in a broad sense as the dataset explores physical, social, emotional, and cognitive domains. The dataset offers an exemplary perspective on a given group of people that could be considered to build new models for investigating behaviour changes as a consequence of the lockdown. Importantly, to our knowledge, this is the first dataset combining passive sensing, experience sampling, and virtual assistants to study human behaviour dynamics in a prolonged lockdown situation. The Family Perceptions of Physician-Family Caregiver Communication scale (FPPFC) was developed to assess quality of physician-family end-of-life communication in nursing homes. However, its validity has been tested only in the USA and the Netherlands. The aim of this paper is to evaluate the FPPFC construct validity and its reliability, as well as the psychometric characteristics of the items comprising the scale. Data were collected in cross-sectional study in Belgium, Finland, Italy, the Netherlands and Poland. The factorial structure was tested in confirmatory factor analysis. Item parameters were obtained using an item response theory model. Participants were 737 relatives of nursing home residents who died up to 3 months prior to the study. In general, the FPPFC scale proved to be a unidimensional and reliable measure of the perceived quality of physician-family communication in nursing home settings in all five countries. Nevertheless, we found unsatisfactory fit to the data with a confirmatory model. An item that referred to advance care planning performed less well in Poland and Italy than in the Northern European countries. In the item analysis, we found that with no loss of reliability and with increased coherency of the item content across countries, the full 7-item version can be shortened to a 4-item version, which may be more appropriate for international studies. Therefore, we recommend use of the brief 4-item FPPFC version by nursing home managers and professionals as an evaluation tool, and by researchers for their studies as these four items confer the same meaning across countries. In the Netherlands, the poet Herman Gorter (1864–1927) is mostly known as the author of the neo-romantic poem May and the "sensitivistic" Poems, but internationally he became famous as a propagandist of radical Marxism: the author of influential brochures and of an "open letter" to comrade W.I. Lenin in 1920. During the 1890s, Gorter became increasingly dissatisfied with his poetry, considering it as ego-centric, disinterested and "bourgeois", unconnected with what was happening in the real (material-political) world. He wanted to put his poetry on a scientific footing, notably by endorsing a dialectical materialist worldview. In the communist society he envisioned, science would become poetry and poetry would become science. In his opus magnum Pan (11,000 lines of verse, published in 1916), two terms are rather prominent, namely heelal ("universe") and kristal ("crystal"). These signifiers not only reflect important themes, but also two friendships which began around 1900, namely with prominent astronomer and marxist Anton Pannekoek (who studied the universe) and with Ada Prins, the first woman in the Netherlands who acquired a PhD in chemistry, specialised in liquid crystal research. Whereas Ada Prins is mostly remembered as one of Gorter's secret lovers, she was first and foremost his educated guide into the complex and enigmatic world of twentieth-century chemistry research. Liquid crystal chemistry became an important source of inspiration for Gorter's work and the main objective of this paper is to demonstrate her influence on Gorter's Pan as a scientific poem After presenting the two heroes of this paper, and their work in poetry and chemistry respectively, I will analyse the role of liquid crystals in Herman Gorter's Pan, highlighting important connections with Ada Prins' research into liquid crystal chemistry. The article discusses research into international businesses centered in Central and Eastern Europe. Much of this has focused on theories such as transaction cost economics, agency theory, and institutional perspectives. Articles in this issue analyze the dynamic processes in transitional economies. Each papers analyze different aspects of transition that businesses must go through to fully internationalize themselves. Several researchers found that positive emotions were the key to increasing a Dutch firm's chances of internationalization. Another showed the rough entry of several Swedish firms into the Russian marketplace.

Water is an abundant resource worldwide, but fresh and clean water is scarce in many areas of the world. Increases in water consumption and climate change will affect global water security even further in the near future. With increasing numbers of people living in metropolitan areas, water, energy, and materials need to be used carefully, reused and renewed. Resource scarcity is the driver behind the circular economy. The recovery of materials and energy can add significant new value streams and improve cost recovery and water quality. In this paper, we present the creation of the Energy & Raw Materials Factory (ERMF) of the Dutch Water Authorities, also known as the Resource Factory, as one of the solutions to this global challenge of water in the circular economy. Resources like cellulose, bioplastics, phosphate, alginate-like exopolymers from aerobic granular sludge (bio-ALE), and biomass can be recovered. Bio-ALE is an alginate-like polymer of sugars and proteins and can be used in agriculture and horticulture, the paper industry, medical, and construction industries. The ERMF demands significant investments but the return on investment is high both from a financial and environmental perspective, provided that markets can be realized. Experiences in the Netherlands show that the concept of the ERMF is viable and adds to the creation of a circular economy. Achieving climate neutrality and production of new and promising resources like bio-ALE are possible. The ERMF can contribute to the sustainable development goals (SDGs) of the United Nations on water and sanitation, once fully operational. [ABSTRACT FROM AUTHOR]

The aim of this paper is to evaluate the effects of an active labor market program (ALMP) for higher educated workers in the Netherlands. The one-year program is characterized by six months of full-time IT retraining followed by a six-month internship. We estimate the effects of participating on earnings per month and working days per month. The results show significant lock-in effects during the program, lasting up to five months after program start. After this lock-in period, we find significant positive effects on earnings and working days. These positive effects remain significant until the end of the 36-month evaluation period. A conservative cost–benefit analysis based on the effects on earnings shows a return of 2.53% (95% CI 2.02–3.04%), which is low compared to the returns to education in the Netherlands of around 8%. We conclude that IT retraining has positive effects on the labor market outcomes of the participants yet relatively low returns. [ABSTRACT FROM AUTHOR]

Research into the benefits of underwritten issues has been conducted primarily in settings that exhibit information asymmetries between issuing firms, financial intermediaries, and investors. This paper examines, during the interwar period, an era characterized by longstanding relationships between issuers, banks, and investors, the pricing and choice of method for offering shares of Dutch IPOs. Offering method in this setting is related mainly to the volume of the issue open for subscription prior to listing. The larger the volume, the more firms tended towards an underwritten offering. The pricing is found to be unrelated to offering method as well as to variables that theoretically proxy information asymmetries. In this paper, we introduce and test a framework to qualitatively assess the environmental impact of climate adaptation innovations with the ambition to facilitate the implementation of these adaptations. The framework was designed to enable continuous environmentally conscious benchmarking based on three environmental performance indicators: sustainable design, environmental impact and ecological impact. It was pilot tested by uninvolved experts and key-persons for two large-scale nature-based flood adaptation innovations in the Netherlands and discussed with environmental assessment professionals. Our findings indicate how the inclusion of our framework helps to identify important knowledge gaps regarding environmental co-benefits and trade-offs, and can be beneficial to both those developing the innovation and the local authorities charged with assessing the suitability of innovations. We conclude by noting how the incorporation of environmental impact assessment from the design stage of adaptations could supplement existing environmental assessment regulations pre-empting concerns rather than reacting to them. Conflicts between human demands for clean water and terrestrial ecosystems' needs for water are increasing. Such conflicts are stronger in the case of groundwater, as one of the cleanest forms of drinking water, and are expected to increase in frequency, in the context of population growth and climatic changes. This paper argues that behavioral approaches are essential not only toward understanding how socio-ecological conflicts emerge, but also how they could be overcome. A theoretical the framework is proposed, which suggests that the behaviors/actions of actors who sustain such conflicts can be understood by examining their 'boundary judgments' regarding natural resources and sustainability, in interaction with their powers/resources to implement the preferred behaviors. The concept of boundary judgements is rarely used in investigating sustainability conflicts. This concept is operationalized in relation to nature-society conflicts and applied empirically to illuminate the conflict in a case study from the Netherlands. Further, the theoretical framework suggests a parsimonious, yet comprehensive, typology of mechanisms that can be used to change/'converge' the behaviors and actions of the actors contributing to the problem, toward conflict closure. These are referred to as convergence mechanisms and can be persuasive, enabling or constraining. The paper concludes with reflections on the practical usefulness of the framework and concretes suggestions for further research, drawing on these convergence mechanisms and their interactions with boundary judgments on natural resources and sustainability. One of the key elements in the planned pension reform in the Netherlands is to abolish the implicit subsidy from younger to older workers inherent in pension schemes with age independent contribution and accrual rates. This paper investigates the impact of changes in contribution rates on wages, labor costs and labor supply using a rich administrative data set covering individual employees in the Netherlands for the period 2006–2012. With a panel-based approach and data on both marginal and average contribution rates we aim to provide insight into the mechanisms underlying the incidence and labor supply (in hours) effects of pension contributions. For a two-year change in pension contributions we find that 70% of this change is passed on to the labor costs of employers, while 30% is passed on to the net wage of the employee. No significant effects are found for labor supply. At least in the short and medium run, our results seem at variance with the standard demand-and-supply model for the labor market, but are consistent with a bargaining model. [ABSTRACT FROM AUTHOR]

This introduction paper to the special issue on multiple land use of Journal of Housing and the Built Environment provides an overview of the differences between the concepts of mixed land use and multiple land use. Multiple land use is a successor of mixed land use concept but is not yet very well well-defined. It covers more dimensions and types of land use than mixed land use, and emphasises the institutional dimension of decision-making. These different dimensions are used to analyse a large multiple land use project in Amsterdam in the Netherlands. This project called the Zuid As (South Axis) is introduced in this paper. This paper investigates the actual size of tax incentives granted to Dutch companies by using financial statement data for 1592 companies for the 1994--1999 period. Empirical results indicate that Dutch effective tax rates do not differ much from statutory tax rates. Although capital intensity is negatively associated with effective tax rates, only a small portion of the variance in effective tax rates can be explained. Background and introduction: Information about optimal use of heparin in flush fluids during endovascular thrombectomy (EVT) for acute ischemic stroke (AIS) is lacking. Variables that determine total heparin dose entering the patient by flush fluids are mostly unknown. We aim to provide insight in these unknown but highly relevant variables. Methods and results: We performed a survey including all Dutch interventionists performing EVT (n = 79) collecting data on used concentration of heparin in infusion bags, number of infusion bags connected, timing of connecting the flush line and the dripping rate (ml/sec). We calculated potential heparin dose entering the patient per hour through flush fluids (IU/h). Twenty-eight interventionists (35%) representing 17 Dutch stroke centers completed the survey. Eight interventionists responded not to add any heparin to flush fluids (18%). The highest amount of heparin entering the patients was 13,500 IU/h, reported by 2 interventionists from the same center (4%). Conclusions: We provide insight in the use of heparinized flush during EVT in the Netherlands. Total amounts of heparin administered via flush fluids may go up to 13,500 IU/h. With this paper we intend to set a starting for future research and development of guidelines on the use of heparinized flush fluids during EVT for AIS. [ABSTRACT FROM AUTHOR]

Background: Increasing numbers of households install renewable energy production systems like photovoltaic panels thereby contributing to a more sustainable energy system. Other developments, like in-home storage or peer-to-peer exchange within a neighbourhood, also contribute to the transition. This paper explores the emerging rise of these prosumers of electricity and its implications, in particular for grid management and electricity supply in the Netherlands. Methods: With the help of an agent-based model, we illustrate the evolution of prosumption in a small Dutch-oriented residential community in five scenarios. The second part of the paper discusses the implications of the modelled rise in prosumption. Results: Depending on the number of prosumers, combined with storage and peer-to-peer supply, we found a share of prosumption in this local community of about 28-30 %. The community will require less electricity from the central power plants. These model results also indicate that the management of the local network will become more important if more households become prosumers in combination with storage and peer-to-peer supply. Conclusions: These trends affect current business models of DSOs and electricity production and supply companies. The latter are facing a loss of turnover which needs to be compensated by developing alternative business models. And, DSOs have to deal with the new needs on the local grid which also require an adaptation of their business models. In the current daily practice of acute coronary syndromes, patients experiencing non-ST-elevation acute coronary syndrome (NSTE-ACS) represent the majority of this population. In these patients it is of utmost importance to estimate both ischaemic and bleeding risk, with subsequent, and preferably tailored pharmacological and, if indicated, invasive treatment. In this paper we describe the several risk scores and evaluate which are most applicable to the Dutch health-care system. Furthermore, we provide an overview of the recommended pharmacological treatment in keeping with the European Society of Cardiology guidelines. An important topic of this paper is how to decide between early or delayed invasive strategies. We describe the recommendations of the European Society of Cardiology and evaluate to which level these should be applied to the Dutch health-care system. [ABSTRACT FROM AUTHOR]

The classical twin model can be reparametrized as an equivalent multilevel model. The multilevel parameterization has underexplored advantages, such as the possibility to include higher-level clustering variables in which lower levels are nested. When this higher-level clustering is not modeled, its variance is captured by the common environmental variance component. In this paper we illustrate the application of a 3-level multilevel model to twin data by analyzing the regional clustering of 7-year-old children's height in the Netherlands. Our findings show that 1.8%, of the phenotypic variance in children's height is attributable to regional clustering, which is 7% of the variance explained by between-family or common environmental components. Since regional clustering may represent ancestry, we also investigate the effect of region after correcting for genetic principal components, in a subsample of participants with genome-wide SNP data. After correction, region no longer explained variation in height. Our results suggest that the phenotypic variance explained by region might represent ancestry effects on height. An unsolved problem in modern labor economics is the positive relation between the size of the firm in which a worker is employed and his wage. One line of research that has been developed quite recently in this field is the application of endogenous switching regression models. In this paper we utilize such a model to investigate firm-size wage differentials in the Netherlands. The principal findings are that larger firms pay higher returns on schooling whereas smaller firms tend to reward IQ. Combined with the finding that high IQ-workers are sorted into the largest firms, the results are consistent with a model of job screening. Furthermore, we find that employed sons of self-employed fathers are more likely to work in small firms and that wage prospects for all types of workers are indeed most favorable in larger firms. In the market for corporate control, the ownership and control of firms is traded. Mergers and acquisitions are major events for firms affecting the continuity and performance of firms and industries. This paper studies the determinants of takeovers in the Netherlands over a long period, 1961–2008. We conclude that until the mid-1980s targets had low leverage and high cash holdings. After this period, shareholder wealth maximization became a dominant goal, and we find that smaller and more profitable firms become targets for takeovers. In the most recent period takeover defences shield firms from takeover, while this effect is not found in the early period until the mid-1980s. We demonstrate shareholder rights have become important in determining takeover probabilities. The results illustrate the efficacy of rules and regulations and how they can effect the market for corporate control in the Netherlands. [ABSTRACT FROM AUTHOR]

This paper sheds light on the incidence of social security contributions (SSC) in the Netherlands. Our unique dataset on earnings inclusive and exclusive of these SSC enables us to apply the methodology by Alvaredo et al. (De Econ. doi:, 2017) and draw clear conclusions on local incidence. First, our finding of a smooth distribution of gross earnings indicates that both employer and employee do not shift their contributions. This contradicts the standard incidence prediction of full shifting of SSC to employees but corroborates recent findings. Moreover, it is hard to reconcile with the standard static model of labour supply and demand where gross earnings are irrelevant. Second, our finding of a discontinuity in labour costs supports our conclusion of non-shifting and renders out measurement error as an alternative explanation. Overall, these findings suggest that the statutory split matters and that the burden of SSC close to thresholds is borne by employers. [ABSTRACT FROM AUTHOR]

We extract estimation results on the Mincer earnings function from four earlier studies and add new results from a recent dataset. We check for differences related to differences in earnings concepts and in sampling frame, to reduce bias in intertemporal comparison. Jointly, the studies show a clear U-shaped development in the rate of return to education from 1962 to 2012, with a bottom in the 1980s. We explain this from Tinbergens's race between suppy and demand (schooling and technology) and suggest this may be a widespread international pattern. Long term projections for the Netherlands indicate that demand for nontradables-e.g. health care services-will increase relative to supply due to population ageing. If this leads to higher future real exchanges rates this will erode the return of the savings currently made to prepare for ageing. This paper explores the magnitude of potential price effects using a modified version of the two country, four commodity framework developed by Obstfeld and Rogoff (Brookings Papers Econ Activity 1:67-146, 2005) to explore the exchange rate effects of the balance of payments reversal in the US.
