• We scrutinize a global database of estimated returns to agricultural R&D investments. • Reported R&D returns differ substantially between developed and developing countries. There is widespread professional consensus that agricultural research and development (R&D) realizes high economic returns, though there are concerns as to whether the returns have been declining over the past few decades and are unevenly distributed among different regions in the world. This study examines both the time trend (i.e., increasing or decreasing) and regional developmental differences in the reported returns to agricultural R&D. Using a newly updated and expanded global database of estimated returns to agricultural R&D and a robust statistical methodology, we find that after accounting for methodological changes and other study attributes that have varied over time, the contemporary returns to agricultural R&D investments are as high as ever. We also conduct a Oaxaca decomposition to assess the relative importance of differences among countries in study attributes (e.g., what research was evaluated, by whom, and how) versus differences in how these attributes relate to the IRR (e.g., model parameter estimates). We find that the regional differences in study attributes tend to result in higher IRR estimates in developed countries, whereas developing versus developed country differences in the marginal effects of the attributes on the estimated IRRs tend to result in higher estimates in developing countries. Abstract Within a developing country context, little is known about gender differences in risk preferences as reflected in asset allocation decisions. Much of the empirical literature within development studies on risk and investment in assets centers on risk coping and risk management strategies of households. With some exceptions, this literature primarily focuses on household and household-level outcomes. Previous experimental studies have explored gender differences in risk preferences in developing countries with inconclusive results. Using unique national-representative sex-disaggregated data with self-reported asset ownership and wealth information of individuals within households in Ghana from a multi-country project, The Gender Asset Gap Project , this paper explores men and women's risk preferences as reflected in asset allocation decisions through a decomposition method typically used to explore gender differences in wage employment. The study finds that although women hold significantly fewer risky assets than men in absolute terms and as a proportion of their wealth in the sample, men and women do not have systematically different risk preferences. The results in this paper differ from the results in many empirical studies in developed countries, where women are often found to be more risk averse than men. As the first study to look at gender differences in risk aversion in terms of asset allocation with in the developing country context, the results from this study provide evidence that gender differences in risk attitudes may vary by cultural context as the growing experimental literature in developing countries suggests. Highlights • We estimate the long-run relationship between national income and material use for 144 countries between 1990 and 2008. • We differentiate between Domestic Material Consumption (DMC) and the Material Footprint (MF). • We find no evidence of (absolute) decoupling of material use from economic activity. • We find the long-run income elasticity to be greater for MF (0.75) than for DMC (0.56). • We find the income elasticity of DMC but not MF to differ across world regions. Abstract Between 1990 and 2008, many industrializing countries have experienced tremendous economic growth, which coincided with a substantial increase in the use of materials. That poses the question how a continued economic convergence of developing nations will affect the use of biomass, fossil fuels, and minerals. Building on the Environmental Kuznets Curve hypothesis, this study investigates whether material use reaches a maximum at a certain level of economic development and declines in income thereafter. Two indicators operationalize material use. Domestic Material Consumption (DMC) measures the apparent use of materials in a country. The Material Footprint (MF) quantifies all materials extracted to produce a country's final demand, including materials embodied in imports. Employing a panel consisting of 144 countries, initial estimations results suggest an S-shaped (cubic) relationship between GDP per capita and material use, but the relationship is monotonically positive over most of the income range. The coefficients of the cubic model tend to become nonsignificant once endogeneity and non-stationarity are accounted for. A linear specification yields a significant (positive) coefficient irrespective of the estimation method and can thus be considered a satisfactory approximation to the income-material use relationship. The linear models that account for endogeneity and non-stationarity suggest a greater income-materials elasticity for MF than for DMC. The long-run income elasticity is estimated to be 0.562 for DMC and 0.752 for MF. The income elasticity of MF is rather uniform across country groups. In recent years, interest has emerged in policy circles and among academics about the use of foreign aid to reduce international migration. Scholars have investigated this aid-migration nexus, but results have been mixed and questions remain. This paper contributes to the literature by comparing the effects of rural and urban development aid on international migration. Specifically, we hypothesize that while increases in rural development aid to developing countries reduce emigration from those countries, greater urban aid produces the opposite effect – higher rates of emigration. These hypotheses are informed by two theoretical mechanisms. The first mechanism focuses on the divergent preferences of rural and urban populations regarding emigration. Aid targeting these respective populations provides each with resources to follow through on their migratory ambitions, or lack thereof. The second mechanism focuses on contrasting impacts of rural and urban aid on agricultural sector development and the effects of this sort of development on emigration. We analyze cross-national time series data to test our hypotheses regarding rural and urban development aid, finding that countries that receive larger amounts of rural development aid have lower emigration rates. Then we turn to survey data from the Arab Barometer to assess whether the attitudes of survey respondents match our theorized mechanisms. Results from survey data suggest that investments in agricultural sector capacity building will lead to reductions in emigration from developing countries; however, these findings do not indicate that rural and urban populations differ in terms of their desire to emigrate. Public Works (PW) programs are popular development interventions due to their potential ‘double dividend’ of transferring income to the poor while at the same time creating public infrastructure. However, PW programs are costly and demanding from an administrative perspective and it is not clear whether they are the most cost-effective intervention to reduce poverty. Therefore, an assessment of PW programs needs to understand which benefits and costs these programs entail relative to other interventions, and whether or not the extra cost can be outweighed by generating benefits over and above those of alternative interventions, such as Cash Transfer programs. This paper seeks to identify these benefits, and develops a conceptual framework that highlights four mechanisms through which PW programs could strengthen the productive capacity of poor households beyond the effects of Cash Transfers: productive investments, labor market effects, skills development, and increases in trade and production. It then reviews available empirical evidence from PW programs in developing countries. The results suggest that PW programs can induce productive investments via income and insurance effects when the program is sufficiently reliable and long-term. PW programs can also have positive welfare effects by raising wages, but potential adverse effects on labor markets have to be taken into account. Implicit or explicit training components of PW programs do not seem to increase the employability or business earnings of participants. Finally, there is only scant empirical evidence on the productive effects of the public infrastructure generated by PW programs, and further research is crucial to understand and quantify those effects. This paper concludes that PW programs are only preferable over alternative interventions if they generate substantial investments among the target group, if there is clear evidence that private-sector wages are below equilibrium wages, or if the public infrastructure generated in PW programs has substantial growth effects. This paper analyzes the impact of information and communication technologies (ICT) on economic growth in developing, emerging and developed countries. The main question is whether the gains from investments in ICT differ between developing, emerging and developed countries. The analysis is based on a high-quality sample of 59 countries for the period 1995–2010. Various panel data regressions confirm the previously reported positive relationship between ICT capital and GDP growth. For the combined sample of all 59 countries, the estimated output elasticity of ICT is larger than the ICT factor compensation share suggesting excess returns to ICT capital. The regressions for the subsamples of developing, emerging and developed countries do not reveal statistically significant differences in the output elasticity of ICT between these three groups of countries. Thus, the results indicate that developing and emerging countries are not gaining more from investments in ICT than developed economies, calling into question the argument that these countries are ‘leapfrogging’ through ICT. Summary Exogenous negative shocks and intrinsic risk attitudes are two important elements characterizing the vicious cycle of poverty associated with rural households in developing countries. Recent empirical studies suggest that adverse shocks—a key driver of poverty—can trigger substantial changes in the risk attitudes of poor people, leading to decisions that perpetuate their lives in poverty. Although the temporal variability of risk attitudes is a controversial topic, the literature advocating the temporal variability of risk attitudes suggests that covariate shocks, such as natural disasters, alter risk attitudes over time, whereas idiosyncratic shocks show no such significant impact. This paper aims to test the temporal stability of risk attitudes in rural households in Thailand and Vietnam to determine whether this pattern—covariate shocks that affect risk attitudes and idiosyncratic shocks that do not—can be confirmed for these households. I use an exogenous measure of shocks to explain temporal variation in risk attitudes. Thus, I estimate variation in consumption using a multilevel model in which variation in consumption at the individual level serves as a proxy for idiosyncratic shocks, while variation in consumption at the aggregate level is used to measure covariate shocks. My study finds temporal variability in risk attitudes that is driven by covariate shocks in Vietnam and—in contrast to past research—by idiosyncratic shocks in Thailand. The results suggest that Vietnamese respondents may be better in insuring idiosyncratic risks for example through safety nets, while mutual insurance across individuals does not seem to work well in Thailand. In addition, results indicate that the mutual insurance problem in Thailand seems to increase in wealth. The differences that I find between Thailand and Vietnam and across poverty types correspond to the difference in political systems and consequently the focus of socio-political measures. Developing countries play a dominant role in global carbon emissions. This study, for the first time, uses a panel of 25 major developing countries during the years 1996–2012 to explore the role of renewable energy consumption and commercial services trade in generating carbon emissions. The share and size of renewables consumption are both analysed for comparison purpose. Granger causality tests show that long-run bidirectional Granger causalities exist between economic growth, renewable energy consumption, international commercial services trade, and carbon emissions. Panel co-integration tests identify that long-run equilibrium exist between analysis variables. We also apply fully modified ordinary least squares (FMOLS) and dynamic ordinary least squares (DOLS) for panel estimates. The Empirical results indicate that economic growth has significant effects on carbon emissions; the Environmental Kuznets Curve hypothesis is verified; increasing the share of renewable energy consumption contributes to carbon reduction; increasing the size of renewable energy consumption contrarily raised emissions; expanding commercial services trade could reduce carbon emissions. Our findings suggest that developing countries should promote commercial services trade and the share of renewable energy consumption for low-carbon economic growth. [ABSTRACT FROM AUTHOR]

While technology and internet has a riveting presence for most in the urban settings and developed areas, it remains at a distant periphery for many in the under-served pockets of the world. To link the appropriation of ICT for development (ICT4D) in least developed countries (LDCs) and its achievement of the development goals, we propose a citizen-centric capacity development (CCD) framework. We use the framework to guide the design, implementation, and evaluation of ICT for education (ICTE) artifacts in Haiti. To understand the contextual factors influencing participant’s intentions to use ITCE, we develop an integrated theoretical model that draws upon a popular information systems (IS) theory (UTAUT) and a behavior change model (HBM) from the public health domain. Data from 222 users is used to assess individual perceptions of ICTE benefits and barriers, and personal motivations to use ICTE. Compared to UTAUT, the results of our model better explain variations in behavior intentions of ICTE use. For practitioners, the study offers insights on what drives ICT use in LDCs. For researchers, the study generates discussion on the importance of understanding interdependencies between technology and development context. This paper aims to examine the potential of waste biorefineries in developing countries as a solution to current waste disposal problems and as facilities to produce fuels, power, heat, and value-added products. The waste in developing countries represents a significant source of biomass, recycled materials, chemicals, energy, and revenue if wisely managed and used as a potential feedstock in various biorefinery technologies such as fermentation, anaerobic digestion (AD), pyrolysis, incineration, and gasification. However, the selection or integration of biorefinery technologies in any developing country should be based on its waste characterization. Waste biorefineries if developed in developing countries could provide energy generation, land savings, new businesses and consequent job creation, savings of landfills costs, GHG emissions reduction, and savings of natural resources of land, soil, and groundwater. This study uses a new dataset to provide comparative gaps, benchmarking with best performers and policy syndromes of growth quality in 93 developing countries with data for the period 1990–2011. Sigma and Beta estimation strategies are used to provide between and within cross-country dispersions. The empirical evidence is based on: time, regions, income levels, resource-wealth, state fragility and time-consistent growth quality (GQ) performance. First , for ‘within dispersions’ the following outcomes are established: (1) GQ dispersions within fundamental characteristics have been decreasing over time, (2) From a time-dynamic view, countries within Asia and the Pacific have experienced the highest reduction in GQ differences while nations in the Middle East and North Africa (Central and Eastern European) region have witnessed the highest (lowest) differences, (3) From an income perspective, upper-middle-income (Low-income) countries have the lowest (highest) differences in GQ. (4) Resource-rich and Non-fragile countries have higher differences relative to their Resource-poor and Fragile counterparts respectively. Second, for ‘between dispersions’ and policy syndromes, we found two time-consistent extremities. (1) In decreasing need of policy intervention, the following are apparent for the Policy syndrome extreme: Hopeful, Fragile, Sub-Saharan African, Low-income and Resource-rich countries. (2) In the same line of policy inference, the following are apparent for the Syndrome-free extreme: Central and Eastern European, Asia and the Pacific, Latin American, Best Performing and Upper-middle-income countries. Urbanization sustainability is intrinsically against incoordination in two distinct forms: incoordination across sustainability dimensions and geographical spaces in sustainability performance. However, the rapid urbanization, particularly in those developing countries such as China, has been bringing along the problems of dimensional incoordination and spatial incoordination. To date, existing studies do not address these two forms of incoordination while assessing the sustainable urbanization. This paper therefore introduces a measurement model to evaluate the incoordination-adjusted sustainability performance during the urbanization process. The proposed model is established based on the examinations of the weak-strong sustainability perspective and the principle of spatial justice theory. The Atkinson Measure is employed to develop the model. A case study of the Chongqing city is conducted to illustrate the process of applying the proposed model. The outcomes from the case study reveal that the model proposed is effective in gauging and monitoring the status and trajectories of sustainability incoordination during the urbanization process. Summary In this paper, we provide further evidence on the relationship between decentralization and foreign aid effectiveness. Our previous work has shown that decentralization decreases aid effectiveness, i.e., the impact of aid on economic growth is negative in decentralized countries. However, our previous work has not taken different types of aid and different types of decentralization into account, which is at the heart of our current analysis. We consider different measures of decentralization, in particular measures of fiscal decentralization derived from government finance statistics and measures of political decentralization that are constructed based on countries’ constitutional rules. In addition, we take different types of aid into account: grants, loans, technical assistance, total net ODA; and we distinguish between multi-lateral and bi-lateral aid in order to consider differences in the donor structure. Our empirical analysis is based on panel data of up to 53 developing countries. In our growth regressions, we combine all types of decentralization with the different types of aid. We find important differences between different types of decentralization: (i) fiscal decentralization negatively affects aid effectiveness (in line with our previous work), (ii) employment decentralization may increase aid effectiveness, and (iii) political decentralization does not hamper aid effectiveness or may even have positive effects. Economic momentum of underdeveloped countries derived from the generation and application of their endogenous knowledge is an essential factor toward achieving social welfare. Thus, it is important to understand the development of science and technology within these underdeveloped countries, how the application of that development can address problems in agriculture and food needs, and how that development can offer sustainable options for growth and optimization. In addition, many small farmers in underdeveloped countries are already planting crops based on biotechnological products, which is significant in terms of how these activities influence the development of their lives, particularly with respect to the generation of policies aimed at farming areas. This paper is an exploratory study on the perceptions of peasant producers of the effects of biofertilizers on their environment and their lives. This research is based on a study of peasant producers of the State of Morelos, Mexico, who use biofertilizers produced from endogenous technological assets, i.e., that involve private actors and public research centers. The results facilitate understanding the perceptions of these peasants in addition to the challenges and opportunities that rural areas face and the connections between the involvement of business, academia and government in planning and administration with respect to the management of these innovations. Summary Using data from the Global Entrepreneurship Monitor (GEM), we examine data from developed and developing countries to estimate the “growth penalty” over 2003–11 when a country’s entrepreneurship deviates from its optimal level. We account for heterogeneity among countries in the optimal entrepreneurship rate, in the growth penalty from deviating from that optimum, and in other factors affecting growth. Notwithstanding that developing countries have more of their population running nascent small firms than in developed countries, a marginal increase in the entrepreneurship rate in developing countries has a positive effect on growth. On the contrary, in developed countries, there is no evident growth penalty. Supplemental results suggest that is because in developed countries as a whole, entrepreneurship is now close to its optimal level, whereas in developing countries the optimal rates of entrepreneurship are much higher. We also explore how the growth penalty varies with characteristics of the country, allowing us to test theories regarding the relationship between entrepreneurship and growth. We show that higher levels of R&D capability decrease the growth penalty of having too few entrepreneurs, suggesting that entrepreneurship and R&D are substitutes. Availability of venture capital also increases the growth penalty, but only in developing countries, where our data on venture capital best proxy its availability to start-ups. Summary There is growing concern with the weaknesses of economic statistics relating to developing countries, and the risks that poor data have generated misleading research findings and poor policy advice. Cross-country tax data offer a striking example, with existing datasets frequently highly incomplete, analytically imprecise, plagued by errors, and sharply lacking in transparency. This paper introduces the new Government Revenue Dataset from the International Centre for Tax and Development, which provides a more reliable, transparent, and comprehensive basis for cross-national research. This new dataset has initially been used to re-examine major questions about the relationships between tax and aid, elections, economic growth, and democratization. The results deepen some previous conclusions and call others seriously into question—notably the assertion that aid dependence consistently undermines domestic revenue efforts. Above all, the research demonstrates the value of the new dataset, the broader sensitivity of many results to changes in data quality and coverage, and the consequent importance of expanded attention to, and investments in, data quality. Summary Although Budget Support (BS) was not designed to push political reform in recipient countries, donors have nonetheless used it to sanction democratic regress. An econometric analysis of all BS suspensions by bilateral donors in the period 2000–11 finds that suspensions effectively do reflect downward tendencies in voice and accountability, and in level of democratic functioning. The larger the in-country BS donor group, the more suspensions. Interestingly, ideological alignment between donor and recipient and aid dependence decrease the likelihood for suspensions, while domestic donor economic growth increases it; and multilateral suspensions have the largest positive effect of all. Using dynamic panel models with data for 62 developing countries, this paper examines whether growth in agriculture elicits growth in manufacturing. For identification, I use population-weighted, average temperature as an instrument for growth in agriculture, exploring exogenous variation in land yields. I find large short-run effects: a one-percentage point increase in growth in agriculture is estimated to raise growth in manufacturing by 0.47–0.56 percentage point (baseline), and 0.28–0.47 percentage point (conservative). Extensions of the empirical model suggest that growth in agriculture benefits the manufacturing sector by improving its domestic terms of trade, by increasing the share of investment and saving in GDP, and by increasing the capacity to import industrial inputs. Together, these findings lend support to the notion that agriculture plays key macroeconomic roles in the industrialization of developing countries by relieving saving, aggregate demand, fiscal, and foreign exchange constraints on the industrial sector. Historically, manufacturing has functioned as the main engine of economic growth and development. However, recent research raises questions concerning the continued importance of the manufacturing sector for economic development. We re-examine the role of manufacturing as a driver of growth in developed and developing countries in the period 1950–2005. We find a moderate positive impact of manufacturing on growth. We also find interesting interaction effects of manufacturing with education and income gaps. Economic performance in many emerging market and developing economies (EMDEs) improved substantially over the past 20 years. In the past decade EMDEs spent more time in expansion and had smaller downturns than advanced economies for the first time. We document the history of EMDEs’ resilience over the past 60 years, and investigate what factors have been associated with it. We find that their improved performance since the 2000s is accounted for by both good policies and a lower incidence of external and domestic shocks—better policies account for about three-fifths of their improved resilience, while less frequent shocks account for the remainder. This paper discusses the interplay between international trade, regional adaptation to climate change and financial transfers for funding adaptation. It combines insights from a theoretical model of North-to-South transfers with the findings of a calibrated dynamic multi-region multi-sector computable general equilibrium model that takes into account the impacts of climate change and the adaptation to it. Assessing the effects of adaptation funding indicates that funding of adaptation in developing regions can be Pareto-improving. Not only will developing regions, which do not own sufficient resources for adapting optimally, profit from receiving adaptation funding. Terms-of-trade improvements in the high and middle income donor countries can dominate transfer costs and hence lead to a net-welfare gain in almost any developed region except North America. As such our consideration adds a new argument for financially supporting adaptation in the developing world besides the well-known ones such as fairness and incentives for participation in a global climate treaty. Summary: Decentralization of public services to local governments and community participation in the monitoring of the delivery is now regarded as the key to improved public service delivery in developing countries. This paper examines bureaucratic delay within the allocation of small infrastructure projects in Bolivia, and it presents a randomized field experiment designed to improve public service delivery by promoting voice, transparency, and accountability among grassroots organizations. The findings of this paper suggest that monitoring tools designed to promote transparency and access to information by grassroots organizations might play an important role in improving public service delivery outcomes. Summary: The linkage between the formal and informal credit markets in developing countries has largely been unexplored. This paper addresses one important aspect of the linkage by empirically investigating the impact of the intervention of microfinance programs on the moneylender interest rates in northern Bangladesh, and finds that moneylender interest rates increase with microfinance program coverage. Higher microfinance program coverage increases moneylender interest rates in the villages in which more loans are invested in productive economic activities than consumption. Borrowers resort to moneylenders for additional funds probably because of inadequate supply, unavailability of seasonal working capital from MFIs, and tight repayment schedules, which in turn increase demand for moneylender loans. The present paper examines the causal linkage between foreign direct investment(FDI) and economic growth - in Cote' d'Ivoire, Gambia, Ghana, Nigeria and Sierra Leone - with financial development accounted for over the period 1970-2005 within a trivariate framework which applies Granger causality tests in a vector error correction(VEC) setting. Three alternative measures of financial sector development - total liquid liabilities, total banking sector credit and credit to the private sector - were employed to capture different ramifications of financial intermediation. Our results support the view that the extent of financial sophistication matters for the benefits of foreign direct investment to register on economic growth in Ghana, Gambia and Sierra Leone depending on the financial indicator used. Nigeria, on the other hand, displays no evidence of any short- or long-run causal flow from FDI to growth with financial deepening accompanying. In sum, therefore, what should be of utmost urgency is concerted efforts in most of these countries, which have typically been in the throes of economic reforms, to upgrade their financial structure to better position them to reap the desirable growth promoting effects of FDI flows. This paper investigates the economic efficiency–oil consumption relationship in 42 countries during the period 1986–2006. In a first stage by using DEA window analysis countries' economic efficiencies are obtained. In a second stage an econometric analysis based on robust GMM estimators reveals an inverted ‘U’-shape relationship between oil consumption and economic efficiency. In order to capture heterogeneities among countries' development stages the analysis has been separated into two groups (advanced economies and developing/emerging economies). The results show that advanced economies have much higher turning points compared to emerging and developing economies. It appears that oil consumption increases countries' economic efficiency. In addition the consumption patterns of oil products and its derivatives have changed through years and among countries. The different turning points from the econometric analysis indicate the dependence of oil consumption in advanced economies (higher turning points) is driven mainly by household purchasing activities and their standards of living (transport, housing and water, food, etc.). Finally, it appears that oil consumption is the main driver behind the progress of industrialization and urbanization regardless of the country's development stage. [Copyright &y& Elsevier]

A service transition is supposed to lead to the decline of energy intensity (energy/GDP). We argue that this interpretation is overly optimistic because the shift to a service economy is somewhat of an illusion in terms of real production. Several recent studies of structural effects on energy intensity have made the error of using sector shares in current prices, combined with GDP in constant prices, which is inconsistent and ignores the different behaviour of prices across sectors. We use the more correct method of sector shares in constant prices, and make an attempt to single out the effect from the real service transition by using two complementary methods: shift share analyses in current and constant prices, and Logarithmic Mean Divisia Index (LMDI) for 10 developed and 3 emerging economies. A service transition is rather modest in real terms. The major driver of the decline in energy intensity rests within the manufacturing sector. Meanwhile, the transition to a service sector had a small downward impact on energy intensity in 7 of the developed countries (and no impact in the others). For emerging economies like Brazil, Mexico and India, it is the residential sector that drives energy intensity down because of the declining share of this sector as the formal economy grows, and as a consequence of switching to more efficient fuels. Abstract: A stylized fact of the labour market in developing countries is that it is highly segmented in informality. One of the main factors that induce workers and firms into informality is an excessive regulatory system that makes formal economy little attractive. This study aims to analyze the dynamics of workers and firms’ entrance and withdrawal of the formal and informal economy, assessing the impact of taxes by using an evolutionary game theory approach in which economic agents decide for one these markets according to the expected pay-off. Abstract: The cement industry is considered as one of the basic industries that plays an important role in the national economy of developing countries. Activity concentrations of 226Ra, 232Th and 40K in Assiut cement and other local cement types from different Egyptian factories has been measured by using γ-ray spectrometry. From the measured γ-ray spectra, specific activities were determined. The measured activity concentrations for these natural radionuclides were compared with the reported data for other countries. The average values obtained for 226Ra, 232Th and 40K activity concentration in different types of cement are lower than the corresponding global values reported in UNSCEAR publications. The obtained results show that the averages of radiation hazard parameters for Assiut cement factory are lower than the acceptable level of 370Bqkg−1 for radium equivalent Raeq, 1 for level index Iγr, the external hazard index Hex ≤1 and 59 (nGyh−1) for absorbed dose rate. The manufacturing operation reduces the radiation hazard parameters. Cement does not pose a significant radiological hazard when used for construction of buildings. [Copyright &y& Elsevier]

Rising food prices, resulting from the ongoing global economic crisis, fuel price volatility, and climate change, have an adverse impact upon the poor, especially those in food-importing, resource-limited countries. The conventional approach by large organizations has been to advocate for increased staple crop yields of mainly cereals. High food prices are predicted to continue to at least 2015. Past shocks and their known impacts upon nutrition were reviewed. Price instability and increases have long been an existing global problem, which has been exacerbated by recent macroeconomic shocks such as acute emergencies due to war and civil strife, acute climatic events, increase in food prices, fuel price volatility, dysfunction of the global financial systems, long-term climate change, and the emergence of failed states. The FAQ estimated that there were 815 million "hungry" people in 2006, with a now additional 75-135 million with increased vulnerability, and currently it is estimated that there are one billion people at risk of food insecurity. The shocks initially compromise maternal and child nutrition, mainly through a reduction in dietary quality and an increase in micronutrient deficiencies and concomitant increases in infectious disease morbidity and mortality. A further reduction in the quantity of diet may follow with greater underweight and wasting. Recent macroeconomic shocks have greatly increased the number of people who are vulnerable to hunger in developing countries. Several methods were applied, including risk analysis using the cost of the food basket, assessment surveys, simulations, regression analysis using a food consumption score )FCS), reflecting diet frequency and diversity, and a review of the impact of such dietary changes on nutritional status and health. The cost of the food basket increased in several countries, forcing households to reduce quality and quantity of food consumed. The FCS, which is a measure of diet diversity, is negatively correlated with food prices. Simulations show that energy consumption declined during 2006-2010 in nearly all developing regions, resulting potentially in an additional 457 million people (of 4.5 billion) at risk of being hungry and many more unable to afford the dietary quality required to perform, develop, and grow well. As a result of the crises, large numbers of vulnerable households have reduced the quality and quantity of foods they consume and are at risk of increased malnutrition. Population groups most affected are those with the highest requirements, including young children, pregnant and lactating women, and the chronically ill (particularly people with HIV/AIDS and tuberculosis). Summary: This paper explores how the choice of a country’s exchange rate regime may affect exchange rate misalignment for developing and developed countries. A measure of misalignment is obtained by using a panel cointegration vector estimator. This paper finds that for developing countries, an intermediate exchange rate regime (a regime falling somewhere between a pure float and a hard peg) is most effective in preventing exchange rate misalignment. Additionally, the choice of an exchange rate regime as a means to limit misalignment matters for developing countries, but does not seem to matter for developed countries. [Copyright &y& Elsevier]

Summary: Global Value Chain (GVC) analysis uses the concept of upgrading to highlight paths for developing country firms to “move up the value chain,” usually through the lenses of four categories—product, process, functional, and inter-sectoral upgrading. The implicit normative expectation is that these firms move toward producing higher value-added products and/or take on more sophisticated functions along a value chain. In this article, upgrading is approached more broadly as “reaching a better deal,” including a balance between rewards and risk. The case study of South African wine shows that better product quality, improved processes, and some functional upgrading have co-existed with processes of “downgrading,” higher risks, and limited rewards, especially in traditional export markets. Arguments about the “positive” influence of growing transnational linkages have typically focused on their role in diffusing environmentally superior innovations which help to raise countries’ environment-efficiency. The present article empirically tests these claims by examining whether developing countries’ linkages with more CO2- and SO2-efficient economies contribute to domestic improvements in CO2- and SO2-efficiency. Our large-N, statistical findings caution against some of the efficiency-oriented optimism voiced by supporters of globalization. Although imports ties with more pollution-efficient countries are found to spill over into improved domestic CO2- and SO2-efficiency, neither transnational linkages via exports, inward foreign direct investment (FDI) nor telephone calls appear to have any influence on domestic pollution efficiency. Phosphorus (P) is an essential input into agriculture with no substitute. Thus international and intertemporal P allocations greatly impact food security which requires increased food production for a growing world population. As high quality phosphorus mines are being depleted, recycling gains importance and developed countries explore new technologies for P recycling. We analyse the effects of P recycling in developed countries on global extraction of rock phosphates and the imports of developing countries. We build a resource extraction model for a competitive fertilizer market that reflects the fact that most developed countries have P-saturated soils while soils in many developing countries are P-deficient. Our model extends a simple cake eating problem. We consider two types of countries that differ in demand and recycling options. We find that P recycling in developed countries does not only prolong the resource life-time, but it also increases the developing counties'' share of the resource. [Copyright &y& Elsevier]

Abstract: Using indices and indicators in assessment of progress of a developing country has two sides. Such indicators offer an easy-to-understand shorthand/synopsis of issues vital for a country’s development. The other side of the coin, however, is that this synopsis may be distorted due to incorrect data or inapplicability of an index or an indicator to a specific case. This paper assesses the applicability of Water Poverty Index for the countries riparian to the Sava sub-basin, a tributary to the Danube river basin and presents the results of its application. At the same time, the paper discusses the concept of water poverty and the appropriateness of its use in the case of Sava River Basin countries by differentiating the economic poverty in some of those countries from sufficient access to and use of water resources in all of them. Abstract: It is an undeniable fact that isolated areas lack sufficient energy resources and that energy supply is central in order to achieve sustainable development goals. On the other hand, agricultural materials, whose trade profit fluctuates in low levels, are produced locally in wide range. As a result, the implementation of an alternative, more effective approach, which ensures the sustainability in social, economical and environmental dimension, is a crucial issue for developing countries. In this particular study, in order to cover the local energy needs, the possibility of installing a small biodiesel plant in a rural area of Cameroon, has been analyzed. The final biodiesel product can also be disposed directly to the market leading to an additional local income. In this paper, both the monthly potential of palm oil in Mango’o region and the recommended biodiesel production process are presented. Some significant benefits that can be achieved are independence from fossil fuels, mechanization of palm oil production process and additional prevention of local depopulation. It is now well understood that air pollution produces significant adverse health effects in the general public and over the past 60 years, there have been on-going efforts to reduce the emitted pollutants and their resulting health effects. There are now shifting patterns of industrialization with many heavily polluting industries moving from developed countries with increasingly stringent air quality standards to the developing world. However, even in decreasing concentrations of pollutants, health effects remain important possibly as a result of changes in the nature of the pollutants as new chemicals are produced and as other causes of mortality and morbidity are reduced. In addition, there is now the potential for deliberate introduction of toxic air pollutants by local armed conflicts and terrorists. Thus, there are new challenges to understand the role of the atmospheric environment on public health in this time of changing economic and demographic conditions overlaid with the willingness to indirectly attack governments and other established entities through direct attacks on the general public. Although the subject of health services exports by developing countries has been much discussed, the phenomenon is still in its early stage, and its real implications are not yet clear. Given the rapid development in this area, little empirical data are available. This paper aims to fill this gap by providing reliable data on consumption of health services abroad (GATS mode 2 of international service supply). It starts by assessing the magnitude of the volume of international trade in health services. This is followed by an in-depth analysis of the case of Tunisia based on an original field research. Because of the high quality of its health sector and its proximity with Europe, Tunisia has the highest export potential for health services in the Middle-East and North Africa (MENA) Region. Health services exports may represent a quarter of Tunisia''s private health sector output and generate jobs for 5000 employees. If one takes into account tourism expenses by the incoming patient (and their relatives), these exports contribute to nearly 1% of the country''s total exports. Abstract: Energy arguably plays a vital role in economic development. Hence many studies have attempted to test for causality between energy and economic growth; however, no consensus has emerged. This paper, therefore, tests for causality between energy and GDP using a consistent data set and methodology for over 100 countries. Causality from energy to GDP is found to be more prevalent in the developed OECD countries compared to the developing non-OECD countries; implying that a policy to reduce energy consumption aimed at reducing emissions is likely to have greater impact on the GDP of the developed rather than the developing world. Abstract: The population of Lagos, the largest city in Nigeria, increased seven times from 1950 to 1980 with a current population of over 10 million inhabitants. The majority of the city’s residents are poor. The residents make a heavy demand on resources and, at the same time, generate large quantities of solid waste. Approximately 4 million tonnes of municipal solid waste (MSW) is generated annually in the city, including approximately 0.5 million of untreated industrial waste. This is approximately 1.1kg/cap/day. Efforts by the various waste management agencies set up by the state government to keep its streets and neighborhoods clean have achieved only minimal success. This is because more than half of these wastes are left uncollected from the streets and the various locations due to the inadequacy and inefficiency of the waste management system. Whilst the benefits of proper solid waste management (SWM), such as increased revenues for municipal bodies, higher productivity rate, improved sanitation standards and better health conditions, cannot be overemphasized, it is important that there is a reduction in the quantity of recoverable materials in residential and commercial waste streams to minimize the problem of MSW disposal. This paper examines the status of recovery and recycling in current waste management practice in Lagos, Nigeria. Existing recovery and recycling patterns, recovery and recycling technologies, approaches to materials recycling, and the types of materials recovered from MSW are reviewed. Based on these, strategies for improving recovery and recycling practices in the management of MSW in Lagos, Nigeria are suggested. [Copyright &y& Elsevier]

Summary: “Populism” and expanded democratic participation often have been painted as the enemy of sane macroeconomics. Yet Brazil’s experience suggests possibly benign implications of stable mass democracy for national economic management in developing countries. Prior to 1930, agrarian elites ruled Brazil. As political participation gradually expanded, policymakers elaborated the regulatory framework of import-substituting industrialization (ISI). ISI not only generated strong growth but also chronically high and volatile inflation, with costs falling most heavily on the disenfranchised a poor majority. The advent of mass democracy in the mid-1980s gave the poor a political voice for the first time, and plausibly was the crucial cause for the demise of hyperinflation a decade later.
