Turkey’s rapid economic growth followed by increasing gap between domestic energy production and consumption signifies the large-scale integration of low-carbon and renewable resources into energy system. Turkey’s energy demand is increasing and supplying fossil energies such as oil and gas is becoming more challenging due to the lack of domestic hydrocarbon resources. The country is facing two main issues; first, maintaining energy balance and second, handling environmental issues. Nevertheless, Turkey has substantial renewable and low-carbon energy resources with co-benefits for the country’s fast growing economy and environmental sustainability. This paper aims to present a comprehensive update on Turkey’s renewable and low-carbon energy sector. It reviews not only the current status of the technology, policy and economy, but also provides an insight into the social aspects as well. From a policy point of view, the paper critically discusses Turkey’s energy strategy and perspectives and from the social point of view, the paper argues that there is a research gap in recent literature regarding public awareness and social acceptance of low-carbon energy technologies. Renewable energy has become the world's strategic choice to solve environmental pollution, address the energy crisis and achieve social sustainable development. The establishment of a regulatory system coincides with the development stage of renewable energy and electricity market operation is significant in standardizing the market competition and guaranteeing healthy development of renewable energy in China. This paper analyses the current situation of renewable energy development and the existing renewable energy regulation system in China, pointing out that the main problems restricting renewable energy development are institutional mechanisms and market factors. The existing regulatory mechanisms also have deficiencies, such as the inclination towards economic regulation and the lack of a market adjustment mechanism. This paper proposes that China should comprehensively consider the renewable energy development stage, electricity market trading mechanisms and other factors in electricity regulatory requirements when policy making, actively exploring a new renewable energy regulation model adapted to different development phases. As energy plays a vital role in the modern lifestyle of any country, understanding how sustainable the energy system of a country remains an important policy issue. This paper reviews the comprehensiveness of existing metrics in tracking and tracing energy sustainability and finds that the existing multi-dimensional indicators do not capture the sustainability dimension adequately. This paper proposes a composite index, SEDI (Sustainable Energy Development Index), to fill the gap. SEDI focuses on establishing the sustainability level of both intra- and inter-generational needs. The paper discusses the methodology, data availability and initial country comparisons. It is found that SEDI has a positive correlation with both the Human Development Index (HDI) and the Energy Development Index (EDI) but provides a better understanding of the different dimensions of energy sustainability. In order to promote the growth of renewable energy sector in Malaysia, feed-in tariff (FiT) mechanism has been introduced by Malaysian government in 2011, in accordance with Renewable Energy Act 2011 and Sustainable Energy Development Authority Act 2011. The tariff was enacted to overcome the shortcomings identified in the small renewable energy power (SREP) Program from 2001 to 2010. This paper highlighted some measures adopted to rectify the shortcomings identified during SREP, and the role of Sustainable Energy Development Authority (SEDA) in achieving the above mentioned task. The paper also includes the latest progress on renewable energy projects, especially those related to solar photovoltaic system. China is vast, abundant and particularly plentiful in energy sources, due to which it has obtained remarkable achievements on economy. However, its energy structure is too simple to support the sustainable development of economy as coal still contributes to the majority of energy consumption in China. As a consequence, Renewable Energy Law was enacted in 2005, and Chinese government announced a series of policies to boom renewable energy industry. Subsidy policy is one of the major forms of these policies. This paper aims to present these subsidy policies and to analyze their effects according to relative data in energy industry 2005–2013, to find out the deficiencies and enlighten possible policy improvements. The original intentions and abstracts of 5 different levels of subsidy related policies are summarized, and the effects in reality are attentively analyzed. It can be concluded that subsidy policies have different short-term effect on different renewable energies, and they all show some negative effect to a certain extent. 6 core problems are summarized in this paper, and remedy strategies are suggested. Abstract: This review paper sets the stage for a look at the Lithuanian (hereinafter LT) transport sector and its transition towards sustainable mobility through the use of biofuels and implementation of the necessary policies to deliver the renewable energy targets. The assessment begins with a brief and reasonably balanced situational analysis of the transport subsectors—road (including ex-fleet vehicle market), off-road, railway, marine, and air—in Lithuania, and their direct relations to the biofuel sector. The paper also aims to examine the dynamics of GHG emissions (N2O, CH4, CO2), air and soil pollution (NO2, SO2, NMWOC, NH3, PM, CO, heavy metals), and related indicators in the whole LT transport sector during the economic transition period (1990–1995), economy growth period (1996–2007) and the first-world debt crisis period (2007–2010). The national biofuels industry has seen plenty of ups and downs over the past decade but have generally good growth prospects. The study found that the CO2 emission is growing recently in Lithuania and this growth could be attributed to almost all transport subsectors. One of the main problems responsible for this situation is the patchy nature of the regulation (there is no governmental decision indicated on setting of national fuel economy/GHG standard), from which most other problems arise. Transport activity has been a key facilitator and driver of economic prosperity in Lithuania and it is likely to continue to grow. Following the 2015 Paris Agreement and other agreements which have been signed after, sustainable energy development is becoming the major goal in many countries. EU have set the targets to reduce the annual greenhouse gas emission by 40% in 2030 and 80% for 2050 compared with 1990 levels. For achieving this ambitious energy policy, three major technological changes are available: energy savings on the demand side, efficiency improvements in the energy production, and replacement of fossil fuels by various sources of renewable energy. Also, for realization cited three major technological changes the support of the multi-disciplinary scientific knowledge is needed. Therefore, from the beginning of the 21st century, since 2002, a series of Sustainable Development of Energy, Water and Environment Systems (SDEWES) Conferences were founded. This paper presents an overview of published researches in special issues of leading journals dedicated to the series SDEWES Conferences, including also the papers in current special issue. The focus is on five main fields: (1) energy policy and analysis of smart energy systems; (2) energy savings in the building sector; (3) co/polygeneration - integrated heating, cooling and electricity systems and district heating; (4) biomass for energy; and (5) measurement of energo-environmental sustainability of processes and systems. Researchers are focused on the development of methods, policies and technologies for both efficient production of energy, mainly from renewable sources, and consumption in industry, buildings and transport. Undoubtedly, the researches presented in the papers in this special issue as well as in previous ones, dedicated to SDEWES conferences, will contribute to the promotion of sustainable development and thus to the achievement of the goals of the Paris Agreement. Abstract: Feed-in tariffs are the world’s most prevalent renewable energy policy and have driven approximately 75% of the world’s installed PV capacity and 45% of the world’s wind energy capacity. Although approximately 28 developing countries have enacted national feed-in tariffs, market growth in developing countries has been slow because of a range of technical, regulatory, and financial barriers. This paper uses the Global Energy Transfer Feed-in Tariff (GET FiT) concept to explore potential international support for renewable energy in developing countries. This paper reviews the GET FiT concept and discusses the key mitigation strategies that it proposes to employ. The paper also provides a short case study of how GET FiT might be targeted to support a feed-in tariff policy in a specific developing country, Tanzania. [Copyright &y& Elsevier]

Abstract: This paper overviews previous research addressing the inclusion of the, social dimension of sustainable development on power systems planning. Consequences of the recent energy policies and strategies are already being felt in, developed countries’ power systems, with the integration of rising quotas in renewable, energy technologies. However, while the tools that aid decision making on power, planning show that economic and environmental issues are easily quantifiable and thus, modeled, social concerns have been addressed in a less extensive and more, subjective way, implying in most cases expert participation on multi-criteria decision aid, techniques. A survey of recent papers providing public perceptions on electricity, generation technologies and projects is presented. These papers were chosen and, reviewed in order to present a representative array of methodologies that are used to, assess social acceptance of technologies. According to some of the reviewed papers, this issue is suggested to be fundamental to increase project success. As a conclusion, stands the fact that further discussion is still needed in order to achieve solid, agreement, among experts, over what are the positive and the negative drivers to, social sustainability; otherwise models will not be able to translate reality and improve it, under this point of view. Abstract: This paper analyses the reality of total renewable electricity scenario (TRES) from renewable energy sources (RES) as a totally green strategy of electric energy production. The paper is based on the EREC''s Agency forecast until the year 2040, which foresees the share of 82% of RES, extended to 100% of RES. The key element that creates conditions for achieving this ambitious scenario is an innovative combination of RES and pump storage hydroelectric (PSH) power plants, the so-called Concept-H, which can simultaneously use the energy of local RES (sun and wind) and local precipitation (natural waterflows) and in this way can provide continuous supply of electric power and energy to consumers. The methodology is based on the model of equivalent RES and equivalent reservoir that allows a comprehensive view of available RES and hydro system. The total required land use of RES system would be 29,517km2 of RES (which would amount to about 0.5% of the total technical potential of using RES), total reservoir volumes would be 880km3 (which is only 8% of all artificial reservoirs built in the world to the date) and the orientation estimate of investment in TRES would then be approximately 1% of world GDP in 2009, which clearly shows that the TRES is realistically feasible. It has been shown that implementation of the green strategy of energy balance fulfilling can be realized with present day technology. Precisely this fact shows that further increase of efficiency of RES and their combining into RES–PSH power plants, along with increase in the cost of classic power fuels and the growing needs for environment protection, the proposed solution of TRES realization could be widely important and thus become a serious alternative to the existing energy strategies and a guideline to decision makers throughout the world. Abstract: This paper deals with fundamental policy mistakes in Pakistan for the cause of sustainable development through renewable energy. It then identifies that the low level of awareness regarding the potentials of renewable energy is the key hurdle in achieving the said cause. The paper further traces the root cause of this low awareness in educational and S&T policies of Pakistan and finally provides some recommendations to avoid dilemmas related to such policies. Abstract: Energy demand continues to increase in turn raising concerns about energy supply. In this paper, the author has tried to systematize the role of the energy sector in South Eastern (SE) Europe in the context of the European energy policy process. This should make the energy sector in SE Europe more visible and open to substantial activities and appropriate funding. This is important to assure its full alignment with the European energy policy process, and in so doing, make it less fragile. According to the SE European Energy Community Treaty, parties to the Treaty are obliged to implement reforms in the energy and environmental sector in accordance with the European Union''s respective policy. This paper raises awareness of the environmental requirements that have been set, of renewable energy and its implementation, at the same time pointing out that the response in SE Europe has been at a low level. It is believed that this paper could draw attention to the existing problems and could contribute to the establishment of a common integrated energy market in SE Europe and the EU. The aim of this paper is to analyze the factors determining the choice of energy policy setting in favor of renewable energy sources. We investigate if such determinants are different between countries at different stage of development. Finally, we study if the adoption of green energy policies is characterized by complementary or substitution effects. Our analysis aims at responding at two research questions: what are the factors influencing a country's choice for a specific type of energy policy? Is it possible to identify either complementary or substitute policy interventions based on a country's level of economic development? Moreover, are developing systematically different from developed countries in manage public and private resources for renewable energies? The empirical analysis employs a panel probit model estimated over a sample of 56 countries observed between 2004 and 2011. The results show that while context variables have the same impact in developed and developing countries, public operational variables play a different role. Governments in richer countries are bound to play only a role of an arbiter. On the contrary, governments of developing countries are more directly involved in the management of energy policies. Energy is important for sustainable development, yet multidimensional challenges exist for policy makers in transformations to sustainable energy systems. Sustainable development is generally recognised as having a three-lens approach: development must balance impacts in the economic, environmental and cultural dimensions. While cultural themes such as governance, motivation, and social values are widely acknowledged in the literature as critical for transformations to sustainability, however, research on these themes has been scant. Culture influences many aspects of society; hence it is important to consider culture when developing policies for sustainable development. Understanding national cultures can lead to greater understanding of what shapes national policy and strategies for transformations to sustainable energy systems. Understanding cultural influences on policy can help other countries to overcome similar challenges in policy making, planning or local resource management. Comparisons between countries serve to further advance the understanding of approaches to such challenges. This paper examines transformations towards sustainable energy through the lens of culture, through a case study of geothermal development in Iceland and Japan. Using Hoftsede's cultural theory framework, we highlight cultural variables relevant to sustainability transformations, with particular emphasis on the challenges of the management of geothermal energy resources, and the management of related conflicts and public participation. We present our findings garnered from interviews with key players in the energy industry in both countries reinforced by an extensive literature review. We find that culture clearly influences the approach to geothermal energy development in both countries and we identify benefits and disadvantages to approaches on overlapping issues and challenges in both countries. Central Africa possesses important renewable energy potential that continues to suffer from poor development. The primary cause of the poor use of renewable energy is the poor commitment and dedication among the region's governments who have not taken the necessary measures to support the sector. The primary purpose of this paper is to emphasize the renewable energy resources of Central Africa that they may be used optimally. The report also describes the availability of renewable energy resources and suggests actions to promote and sustain their development by improving access to sustainable, environmentally friendly, and affordable energy services, making significant improvements to energy infrastructure in Central Africa, and promoting renewable energy and energy efficiency. The work presents the potential for solar, biomass and hydropower, indicating where development is available. Next, the identified obstacles of clean energy promotion are targeted. Finally, suggestions are offered to help countries develop a vision aimed at developing good clean energy policy that increases the status of environmentally friendly energy. At present, there is no specific legal basis for the development and utilisation of marine renewable energy, nor legal protection for the developers in China. The consequence is that the Chinese Government is unable to provide institutional support for the substantive development of marine renewable energy, resulting in slow development of China's marine energy industry. This paper provides an institutional framework for the establishment of relevant laws in China and legislative proposals in legal perspective, for the better development of marine renewable energy. Sustainable development and environmental protection are key concepts in the European energy policy. The Europe 2020 Strategy establishes the necessity of reducing environmental pressure and resource consumption to increase sustainable development in the EU. In this context, the aim of this paper is to develop an Environmental and Resource Pressure Aggregated Index that considers these two dimensions. This index provides information about the achievement of the targets in the member states as well as the achieved effects of the environmental policies on energy policy and sustainable development. Therefore, it would help policy-makers to plan future policy actions. The results show that, among EU countries, Portugal, Latvia, Italy, Austria and France have low environmental and resource pressure. Recommendations are made for member states with the worst results (Estonia, Poland, Cyprus, Czech Republic and Luxembourg) in order to improve their actions in climate change and energy policy. One of the main issues of the coming decades is to improve resource efficiencies by integrating various life supporting systems, using waste from one, as resource in other, and in exact moment when it is beneficial to all. The challenge is on the electricity, heating, cooling, transport, water, buildings, industry, forestry and agriculture systems to integrate and become more sustainable. Since the sustainable development depends more and more on the holistic approach on the integration of energy, water and environment systems, from the beginning of the 21st century, a series of Sustainable Development of Energy, Water and Environment Systems (SDEWES) Conferences has been founded to cover these issues. The background of this Special Section of the Journal of Cleaner Production is therefore the Sustainable Development of Energy, Water and Environment Systems dedicated to both SDEWES 2014 Conferences – 1st South East European SDEWES Conference and 9th SDEWES Conference. The Special Section focuses on scientists, researchers, policy makers, educators, general public and practitioners in various branches of industry including the energy and water & wastewater sectors and environmental services. The purpose of this Special Section is to increase public awareness of key issues of sustainable development and to stimulate exchange of research results, practical experience and novel ideas among actors involved in investigating, planning and implementing sustainable development. The Special Section is focused upon four main fields that are of strategic importance to the sustainable development: Energy issues; Water issues; Environmental engineering and management; Sustainability approaches and promotion of sustainability concepts. The division of selected papers according to the named research fields has been established by the previous Journal of Cleaner Production Special Sections and Volumes dedicated to the SDEWES 2013 Conference. Hence, this Special Section is an extension of the previously generated SDEWES knowledge base in these four main research areas. As sustainable development is improving piecewise, so although it is necessary to see the big picture, actual technological improvement is one aspect of the technology systems. The mitigation of global energy demands and climate change are the most important factors in the modern days. Development and application of solar energy have been regarded by the government of India and common people, and they thought that solar photo voltaic energy can provide more energy in future compare to other renewable energies. Iran is rich in energy resources and oil has dominated the politico-socio-economic life of this country, but nevertheless Iran has no documented policy and vision for its massive resources. This poses a major challenge to policy makers and the society. It is necessary to have a clear picture of Iran׳s energy status in recent years showing the flow of energy supply, demand, consumption, import and export to know how the energy situation in Iran is and identify its weaknesses and strengths. This paper is the first step in that direction and presents an overview of Iran energy situation and the potential and current state of renewable energy application. The status of energy in Iran is compared to world’s energy status via five key factors, and finally this comparison shows hints for designing roadmap of energy for Iran to attain sustainable and secure energy in long term. Achieving sustainable energy development in a region requires rational use of energy resources and technologies, and the development of appropriate policies. Three concerns are therefore required to achieve these issues: (i) to acquire a picture of the local current energy situation, (ii) to measure the state of development and the progress towards a sustainable energy system, and (iii) to have energy decision- and policy-makers fully aware of the implications on sustainable development of selected policies. It is in this perspective and in the frame of activities on sustainable energy for all and access to energy in developing countries carried out by the UNESCO Chair in Energy for Sustainable Development, that we developed this review. The objective of this paper is to depict the current energy situation of Africa by using the most up to date data, describing it as far as the concept of sustainable development is concerned, and to see if and how energy policies promoted by local players fit with this asset. We assess the energy situation of Africa by combining (i) data, mainly by the International Energy Agency, about national energy balances for primary and electric energy, the Energy Development Index and energy resources, with (ii) a more comprehensive analysis of the African energy system, accomplished by the Energy Indicators for Sustainable Development. An overview of the energy-related policies and action plans developed by different local players in the African continent is also carried out with the goal of providing remarks by coupling such plans with the above mentioned energy analysis. Abstract: Renewable energy is considered as a solution for mitigating climate change and environmental pollution; however, an important problem of the application of renewable energy systems (RESs) is that the evaluation of the sustainability of these systems is extremely complex. In order to assess the sustainability of renewable energy systems comprehensively, the use of sustainability indicators (SIs) is often necessary. Since sustainability indicators are necessary to reflect various aspects of sustainability, the development of a general sustainability indicator (GSI) including many basic sustainability indicators (BSIs) becomes critical. In this paper, the methods of selection, quantification, evaluation and weighting of the basic indicators as well as the methods of GSI aggregation are reviewed. The advantages and disadvantages of each method are discussed. Based on these discussion and the analysis of the uncertainties of sustainability assessment, an effective framework and its procedures of the development of GSI for renewable energy systems is presented. This GSI is not only able to evaluate all the sustainability criteria of RESs, but also can provide numerical results of sustainability assessment for different objective systems. Abstract: Regional energy plans play a significant role in promoting the sustainable development of different regions in China. Most regions of China have formulated their energy plans. Selecting a reasonable sustainable energy plan is complex and involves a number of interactive criteria (e.g. technology, environment, economy and society). The traditional decision analysis methods, such as analytical hierarchy process and cost-benefit analysis, are not sufficient to integrate all the criteria with mutual interaction. On the contrary, the fuzzy integral methods provide a tool to resolve this problem and offer valid decision support since it is more appropriate to assemble and handle decision problems with interaction. This paper presents λ fuzzy measure and fuzzy integral method for selecting the sustainable energy plan of Nanjing city in China. A set of energy planning alternatives are determined upon the implementation of installations of sustainable energy sources in Nanjing and assessed against economic, technological, social and environmental criteria. Abstract: The aim of the study was to present the current status of the electrical energy market, energy legislation, green house gas emissions, energy consumption trends and future prospects of sustainable development in Greece. The study described current issues relevant to the renewable energy sources (RES) such as the climatic factors that affect the penetration of RES into the Greek energy mix, the current regulation status, the barriers and evaluation of their contribution in the energy balance. The study also investigated the increasing power demand, emissions and energy trends in the residential sector in Greece. The paper evaluated the current status of the building stock, RES and the future energy related prospects of the Aegean Sea islands. The islands were categorized based on energy production cost, heating degree days, building characteristics and natural resources to identify islands with higher and lower renewable energy potentials. The study revealed that the islands with the higher potential energy savings in the residential sector are Lesbos, Lemnos, Samothrace, Chios, Andros, Patmos, Kea and Kimolos while at the same time, Rhodes, Naxos, Amorgos, Syros, Ios and Kythnos are those islands that present the lower potential. The study will help to propose action plans and implementation strategies in terms of residential renewable energy applications in non-grid interconnected islands in Greece. [Copyright &y& Elsevier]

Abstract: Wind energy development is booming worldwide with Germany and the United States being forerunners in installed capacity. Based on a review of relevant laws and regulations, policy, siting, and permitting documents, academic literature, and expert interviews, the paper compares the permit and environmental impact assessment (IA) policies and regulations pertaining to wind energy projects in both countries. The focus is on the potential of IAs in supporting an environmentally conscious development of wind power generation. This includes the analysis of IA regulations on the project level, strategic level impact assessment and planning processes, opportunities for public involvement and transparency of processes, and the clarity and predictability of the IA provisions. The findings suggest certain variations between both countries'' permit and IA processes for wind energy projects and further research needs, inter alia on the actual effects of strategic assessment of wind development on subsequent permitting. Abstract: Generating electricity, from renewable energy sources has become a high priority in the energy policy strategies at a national level as well as on a global scale. Although Turkey has many energy resources only coal and hydropower are significant at present, and as demand had risen, it has been necessary to import fuels to meet the total energy demand. The fossil resources, both indigenous and imported, have become expensive and also have undesirably high emissions. Turkey has an extensive shoreline and mountains and is rich in renewable energy potential. The share of renewables on total electricity generation is 35% while that of thermal power is 65% for the year 2010. Turkey is one of those countries that are considered rich and abundant in renewable energy resources. Turkey is facing serious challenges in satisfying its growing energy demand. To fuel a rapidly growing economy, the country’s electricity consumption is increasing by an average of 8–9% every year, and significant investments are needed in generation, transmission and distribution facilities to balance the power system’s supply and demand. With very limited oil and gas reserves, Turkey is increasingly turning to renewable energy sources as a means to improve its energy security and curb dependence on imported gas from Russia and Iran. This paper investigates the potential of renewable energy resources in Turkey at present and the magnitude of their present and future contributions to the national energy consumption. Abstract: In order to realize the sustainable development of country and society, many countries have established their renewable energy law and development strategy no matter developed countries or developing countries. It is well known that China is the largest developing country in the world, and the per capita GDP ranks more than 100, however, the total GDP ranks the second due to the huge population amount, and just behind USA. Certainly, the total energy consumption amount is huge, and the big energy demand has brought a serious of environmental problems such as acid rain, water and soil pollution, and resource exhaustion, etc. Fortunately, China central government has regarded the serious question to realize the sustainable development in future. The renewable energy law has been established in 2005. Firstly, China''s energy situation and existing environmental questions in past years is introduced in this paper. Secondly, the distribution and the application practice of different renewable energy were introduced. Then, China''s renewable energy policy is detailed introduced in the following section. Abstract: Increasing the share of renewable energy in the national energy mix remains one of the major energy policy goals across many economies. This paper assesses the roles and potentials of renewable energy sources in less-developed economies while citing Nepal as an example. Renewable energy has a significant role to play in the electrification of rural areas in developing economies and contribute towards sustainable development. Realizing full potentials of renewable, however, requires addressing both the associated demand-side and supply-side constraints. Innovative subsidies and tax incentives, adequate entrepreneurial support, strengthening institutional arrangement and promoting local community-based organizations such as the cooperatives are the necessary factors in promoting the green technologies in countries like Nepal. International factors such as large scale investment and adequate technology transfer are equally crucial to create a rapid spread and increase affordability of decentralized renewable energy technologies in less-developed economies. Abstract: Energy is an essential factor to achieve sustainable development. So, countries striving to this end are seeking to reassess their energy systems with a view towards planning energy programmes and strategies in line with sustainable development goals and objectives. As would be expected, the rapid expansion of energy production and consumption has brought with it a wide range of environmental issues at the local, regional and global levels. States have played a leading role in protecting the environment by reducing emissions of greenhouse gases. Turkey is an energy importing country with more than half of the energy requirement being supplied by imports, and air pollution is becoming a great environmental concern in the country. On the other hand, Turkey''s geographical location has several advantages for extensive use of most of the renewable energy sources. Abstract: This paper evaluates small hydropower (SHP) development and examines the current situation in Nigeria with respect to the established policies and Energy Power Sector Reform (EPSR) Act 2005. Hydropower sector witnessed about 360% growth between 1971 and 2005 and yet only about 5% of the vast small hydropower (SHP) potential is tapped by the few plants built between 1923 and 1964. Operating and maintenance costs are in favor of SHP development in the country, being the lowest when compared with the situation in European countries. The Nigerian Government has taken steps to diversify energy sources in order to promote renewable energy development by encouraging private investments in the energy sector through reforms, but this may not be adequate as there remain barriers against SHP development in the country. It is concluded that government must incorporate subsidies, feed-in-tariffs, and framework for Price Purchase Agreements (PPA) into the policies in order to further promote renewable energy and attract both indigenous and foreign investments for quick adoption and rapid expansion of SHP technologies. Abstract: We propose in this paper an integrated energy strategy based on a systems approach to address the energy challenges and energy dilemma in China. First, we give a review of existing approaches to energy planning and strategic management, followed by a discussion on the major relationships among energy, economical, environmental and societal systems. Next, we present a conceptual system model with alternative solutions and clarify corresponding concepts. Based on the results, we propose, summarize, and present strategic ideas as policy implications for China’s decision makers. In conclusion, we determine that China should enhance strategic planning and regulation from a life cycle viewpoint of the whole society, prioritize energy saving, continuously improve incumbent energy, and rationally develop alternative energy. Abstract: This paper identifies the main features of CO2 emission from fossil energy combustion in China. Then it estimates China''s future energy requirements and projects its CO2 emission from 2010 to 2020 based on the scenario analysis approach. China''s rate of carbon productivity growth is estimated to be 5.4% in the period 2005–2020, while the CO2 intensity of GDP will reduce by about 50% but CO2 emission in 2020 will still be about 40% higher than prevailing in 2005 because of rapid growth of GDP. This estimation is based on the assumption that China will implement a sustainable development strategy in consideration of climate change issues. The main objectives of the strategy are to implement an “energy conservation first” strategy, to develop renewable energy and advanced nuclear technology actively, to readjust the country''s economic structure, and to formulate and legislate laws and regulations, and to build institutions for energy conservation and development of renewable energy. It concludes that international measures to mitigate CO2 emission will limit world fossil fuel consumption. China is not placed to replicate the modernization model adopted by developed countries and has to coordinate economic development and carbon dioxide emission control while still in the process of industrialization and modernization. Abstract: Appraising the Renewable Energy Sources (RES) options’ contribution to Sustainable Development (SD) is a complex task, considering the different aspects of SD the imprecision and uncertainty of the related information as well as the qualitative aspects embodied, that cannot be represented by numerical values. The objective of the paper is to show how energy policy objectives towards SD and RES options are related and assessed using linguistic variables. The presented method extends the numerical multicriteria method TOPSIS for processing linguistic information, eliminating in parallel the loss of information caused by the approximation procedures and the ambiguity of the fuzzy ranking method’s selection. Moreover, the application of the method’s computerized software to the RES interventions proposed in the Hellenic National Action Plan for Greenhouse Gases is presented and discussed. Abstract: Turkey''s demand for energy and electricity is increasing rapidly. Turkey is heavily dependent on expensive imported energy resources that place a big burden on the economy and air pollution is becoming a great environmental concern in the country. Turkey''s energy production meets nearly 28% of its total primary energy consumption. As would be expected, the rapid expansion of energy production and consumption has brought with it a wide range of environmental issues at the local, regional and global levels. With respect to global environmental issues, Turkey''s carbon dioxide (CO2) emissions have grown along with its energy consumption. States have played a leading role in protecting the environment by reducing emissions of greenhouse gases (GHGs). In this regard, renewable energy resources appear to be the one of the most efficient and effective solutions for clean and sustainable energy development in Turkey. Turkey presently has considerable renewable energy sources. The most important renewable sources are hydropower, biomass, geothermal, solar and wind. Turkey''s geographical location has several advantages for extensive use of most of these renewable energy sources. Turkey has a great and ever-intensifying need for power and water supplies and they also have the greatest remaining hydro potential. Hydropower and especially small hydropower are emphasized as Turkey''s renewable energy sources. Turkey''s hydro electric potential can meet 33–46% of its electric energy demand in 2020 and this potential may easily and economically be developed. Abstract: Academics, practitioners, and policy makers continue to debate the benefits and costs of alternative sources of energy. Environmental and economic concerns have yet to be fully reconciled. One view is that decisions that incorporate both society''s concern with the environment and investors’ desire for shareholder value maximization are more likely to be truly sustainable. We coin the term dual sustainability to mean the achievement of environmental and financial sustainability simultaneously. Many experts believe that wind energy can help to meet society''s needs without harming future generations. It is clean and renewable. Because the fuel is free it provides the ultimate in energy independence. Wind energy has emerged as a leading prospect, in part, because it is considered by many to be environmentally sustainable. However, a key question that remains is whether wind energy is financially sustainable without the extensive government support that has helped to create and nurture this growth industry. Using reliable, proprietary data from field research, our analysis employs a capital budgeting framework to evaluate the financial economics of investments in wind energy. We find that because of the convergence of improved technology, greater efficiency, and with the increasing cost of traditional, competing sources such as oil and natural gas, wind energy is close to becoming self-sustaining financially without the extensive federal government support that exists today. Wind energy can provide the best of both worlds. It is sustainable from an environmental perspective and it is becoming sustainable financially. In short, those companies investing in wind energy will be able to do well by doing good. Perhaps the achievement of dual sustainability is true sustainability. Our research findings and dual sustainability have several interesting and important implications for public policy towards wind energy. All imply that public policy can now be executed in a more effective and efficient manner. In the paper we outline and offer these better and cheaper public policy alternatives for consideration. Following a strategic orientation towards sustainable development, the Government of the Republic of Croatia has changed its energy legislation and has put forward a framework for the systematic development and increased use of renewable energy sources and cogeneration. This paper focuses on changes in the regulatory context relevant to the cogeneration sector and also analyses the impact of energy market transition on cogeneration viability in municipal district heating, industry, services and the residential sector. Particular attention has been paid to the expected changes of heat, electricity and gas prices. We present a simple model for quantitative prediction of the cogeneration system profitability at different power levels under given national circumstances. Our findings support a need for a strong institutional support for initial penetration of the micro-cogeneration technologies into the Croatian energy system. [Copyright &y& Elsevier]

One of the main obstacles to the socio-economic development of the Brazilian Amazon is the lack of electric energy in the numerous small isolated communities of the region that hampers value-added agricultural production, revenue growth and creation of jobs. One way to solve this problem is by setting up micro-hydro power (MHP) plants under a sustainable development perspective. This paper presents a decision support system (DSS) that analyzes this solution. The system considers the hydrological, topographical, geotechnical, environmental, energy, economic and social aspects of the target site. A detailed analysis is made of the hydrological model that employs a rainfall run-off model for small catchment analysis; the energy planning favors a two-turbine method to determine the maximum energy production during demand peaks, and the economic aspects show that the costs of energy generated by MHP plants are comparable to those from rural grid systems and lower than those from from diesel generators. Thus, the use of the hydro-power resources of the small catchments of Amazonia combined with the minimization of the environmental impacts caused by MHP not only fulfills the energy demand of the small communities of region, but is also viable economically along with job creation and revenue generation, and it supports the perspective of sustainable development. This paper summarises the results of a study that analysed ways of making South Africa''s future energy development more sustainable. The South African economy is comparatively energy-intensive, with total primary energy supply of 11.7 MJ per US$ of GDP on a purchasing power parity basis, compared to 7.9 MJ/$ for Asia and 6.7 MJ/$ for Latin America. Moreover, the high dependence on coal makes the country also very carbon-intensive, with energy related CO2 emissions of 6.7 tonnes per capita, comparable to the OECD average of about 11 tCO2 /cap., and far higher than the non-OECD average of 1.7 tCO2/cap. Important policy initiatives are already under way to improve energy efficiency as well as the share of renewable energy. The impact of different energy policies, including alternative technologies for both supply and demand up to 2025, were analysed using the Markal model, a least-cost optimising tool. The reference case is close to the government''s Integrated Energy Plan, with CO2 emissions increasing from 337 million tonnes (Mt) in 2001 to 591 Mt in 2025. A cost-effective renewable energy policy scenario would increase the renewable electricity generation from 2,000 GWh in 2001 to almost 18,000 GWh in 2025, with significant contribution from solar thermal and biomass cogeneration technologies. Energy efficiency can make a substantial contribution, especially in industry. The combination of measures would reduce total energy system costs by 16 billion rands ($ 2.2 billion) and CO2 emissions by 770 Mt, each over a 25-year period. The general perception of small run-of-river hydropower plants as renewable energy sources with little or no environmental impacts has led to a global proliferation of this hydropower technology. However, such hydropower schemes may alter the natural flow regime and impair the fluvial ecosystem at different trophic levels. This paper presents a global-scale analysis of the major ecological impacts of three main small run-of-river hydropower types: dam-toe, diversion weir, and pondage schemes. This review's main objective is to provide an extensive overview of how changing the natural flow regime due to hydropower operation may affect various aspects of the fluvial ecosystem. Ultimately, it will inform decision-makers in water resources and ecosystem conservation for better planning and management. This review analyses data on ecological impacts from 33 countries in five regions, considering the last forty years' most relevant publications, a total of 146 peer-reviewed publications. The analysis was focused on impacts in biota, water quality, hydrologic alteration, and geomorphology. The results show, notably, the diversion weir and the pondage hydropower schemes are less eco-friendly; the opposite was concluded for the dam-toe hydropower scheme. Although there was conflicting information from different countries and sources, the most common impacts are: water depletion downstream of the diversion, water quality deterioration, loss of longitudinal connectivity, habitat degradation, and simplification of the biota community composition. A set of potential non-structural and structural mitigation measures was recommended to mitigate several ecological impacts such as connectivity loss, fish injuries, and aquatic habitat degradation. Among mitigation measures, environmental flows are fundamental for fluvial ecosystem conservation. The main research gaps and some of the pressing future research needs were highlighted, as well. Finally, interdisciplinary research progress involving different stakeholders is crucial to harmonize conflicting interests and enable the sustainable development of small run-of-river hydropower plants.
