Turkey’s rapid economic growth followed by increasing gap between domestic energy production and consumption signifies the large-scale integration of low-carbon and renewable resources into energy system. Turkey’s energy demand is increasing and supplying fossil energies such as oil and gas is becoming more challenging due to the lack of domestic hydrocarbon resources. The country is facing two main issues; first, maintaining energy balance and second, handling environmental issues. Nevertheless, Turkey has substantial renewable and low-carbon energy resources with co-benefits for the country’s fast growing economy and environmental sustainability. This paper aims to present a comprehensive update on Turkey’s renewable and low-carbon energy sector. It reviews not only the current status of the technology, policy and economy, but also provides an insight into the social aspects as well. From a policy point of view, the paper critically discusses Turkey’s energy strategy and perspectives and from the social point of view, the paper argues that there is a research gap in recent literature regarding public awareness and social acceptance of low-carbon energy technologies. In order to promote the growth of renewable energy sector in Malaysia, feed-in tariff (FiT) mechanism has been introduced by Malaysian government in 2011, in accordance with Renewable Energy Act 2011 and Sustainable Energy Development Authority Act 2011. The tariff was enacted to overcome the shortcomings identified in the small renewable energy power (SREP) Program from 2001 to 2010. This paper highlighted some measures adopted to rectify the shortcomings identified during SREP, and the role of Sustainable Energy Development Authority (SEDA) in achieving the above mentioned task. The paper also includes the latest progress on renewable energy projects, especially those related to solar photovoltaic system. China is vast, abundant and particularly plentiful in energy sources, due to which it has obtained remarkable achievements on economy. However, its energy structure is too simple to support the sustainable development of economy as coal still contributes to the majority of energy consumption in China. As a consequence, Renewable Energy Law was enacted in 2005, and Chinese government announced a series of policies to boom renewable energy industry. Subsidy policy is one of the major forms of these policies. This paper aims to present these subsidy policies and to analyze their effects according to relative data in energy industry 2005–2013, to find out the deficiencies and enlighten possible policy improvements. The original intentions and abstracts of 5 different levels of subsidy related policies are summarized, and the effects in reality are attentively analyzed. It can be concluded that subsidy policies have different short-term effect on different renewable energies, and they all show some negative effect to a certain extent. 6 core problems are summarized in this paper, and remedy strategies are suggested. Abstract: Feed-in tariffs are the world’s most prevalent renewable energy policy and have driven approximately 75% of the world’s installed PV capacity and 45% of the world’s wind energy capacity. Although approximately 28 developing countries have enacted national feed-in tariffs, market growth in developing countries has been slow because of a range of technical, regulatory, and financial barriers. This paper uses the Global Energy Transfer Feed-in Tariff (GET FiT) concept to explore potential international support for renewable energy in developing countries. This paper reviews the GET FiT concept and discusses the key mitigation strategies that it proposes to employ. The paper also provides a short case study of how GET FiT might be targeted to support a feed-in tariff policy in a specific developing country, Tanzania. [Copyright &y& Elsevier]

Abstract: This paper analyses the reality of total renewable electricity scenario (TRES) from renewable energy sources (RES) as a totally green strategy of electric energy production. The paper is based on the EREC''s Agency forecast until the year 2040, which foresees the share of 82% of RES, extended to 100% of RES. The key element that creates conditions for achieving this ambitious scenario is an innovative combination of RES and pump storage hydroelectric (PSH) power plants, the so-called Concept-H, which can simultaneously use the energy of local RES (sun and wind) and local precipitation (natural waterflows) and in this way can provide continuous supply of electric power and energy to consumers. The methodology is based on the model of equivalent RES and equivalent reservoir that allows a comprehensive view of available RES and hydro system. The total required land use of RES system would be 29,517km2 of RES (which would amount to about 0.5% of the total technical potential of using RES), total reservoir volumes would be 880km3 (which is only 8% of all artificial reservoirs built in the world to the date) and the orientation estimate of investment in TRES would then be approximately 1% of world GDP in 2009, which clearly shows that the TRES is realistically feasible. It has been shown that implementation of the green strategy of energy balance fulfilling can be realized with present day technology. Precisely this fact shows that further increase of efficiency of RES and their combining into RES–PSH power plants, along with increase in the cost of classic power fuels and the growing needs for environment protection, the proposed solution of TRES realization could be widely important and thus become a serious alternative to the existing energy strategies and a guideline to decision makers throughout the world. Abstract: Energy demand continues to increase in turn raising concerns about energy supply. In this paper, the author has tried to systematize the role of the energy sector in South Eastern (SE) Europe in the context of the European energy policy process. This should make the energy sector in SE Europe more visible and open to substantial activities and appropriate funding. This is important to assure its full alignment with the European energy policy process, and in so doing, make it less fragile. According to the SE European Energy Community Treaty, parties to the Treaty are obliged to implement reforms in the energy and environmental sector in accordance with the European Union''s respective policy. This paper raises awareness of the environmental requirements that have been set, of renewable energy and its implementation, at the same time pointing out that the response in SE Europe has been at a low level. It is believed that this paper could draw attention to the existing problems and could contribute to the establishment of a common integrated energy market in SE Europe and the EU. Iran is rich in energy resources and oil has dominated the politico-socio-economic life of this country, but nevertheless Iran has no documented policy and vision for its massive resources. This poses a major challenge to policy makers and the society. It is necessary to have a clear picture of Iran׳s energy status in recent years showing the flow of energy supply, demand, consumption, import and export to know how the energy situation in Iran is and identify its weaknesses and strengths. This paper is the first step in that direction and presents an overview of Iran energy situation and the potential and current state of renewable energy application. The status of energy in Iran is compared to world’s energy status via five key factors, and finally this comparison shows hints for designing roadmap of energy for Iran to attain sustainable and secure energy in long term. Abstract: Generating electricity, from renewable energy sources has become a high priority in the energy policy strategies at a national level as well as on a global scale. Although Turkey has many energy resources only coal and hydropower are significant at present, and as demand had risen, it has been necessary to import fuels to meet the total energy demand. The fossil resources, both indigenous and imported, have become expensive and also have undesirably high emissions. Turkey has an extensive shoreline and mountains and is rich in renewable energy potential. The share of renewables on total electricity generation is 35% while that of thermal power is 65% for the year 2010. Turkey is one of those countries that are considered rich and abundant in renewable energy resources. Turkey is facing serious challenges in satisfying its growing energy demand. To fuel a rapidly growing economy, the country’s electricity consumption is increasing by an average of 8–9% every year, and significant investments are needed in generation, transmission and distribution facilities to balance the power system’s supply and demand. With very limited oil and gas reserves, Turkey is increasingly turning to renewable energy sources as a means to improve its energy security and curb dependence on imported gas from Russia and Iran. This paper investigates the potential of renewable energy resources in Turkey at present and the magnitude of their present and future contributions to the national energy consumption. Abstract: In order to realize the sustainable development of country and society, many countries have established their renewable energy law and development strategy no matter developed countries or developing countries. It is well known that China is the largest developing country in the world, and the per capita GDP ranks more than 100, however, the total GDP ranks the second due to the huge population amount, and just behind USA. Certainly, the total energy consumption amount is huge, and the big energy demand has brought a serious of environmental problems such as acid rain, water and soil pollution, and resource exhaustion, etc. Fortunately, China central government has regarded the serious question to realize the sustainable development in future. The renewable energy law has been established in 2005. Firstly, China''s energy situation and existing environmental questions in past years is introduced in this paper. Secondly, the distribution and the application practice of different renewable energy were introduced. Then, China''s renewable energy policy is detailed introduced in the following section. Abstract: This paper evaluates small hydropower (SHP) development and examines the current situation in Nigeria with respect to the established policies and Energy Power Sector Reform (EPSR) Act 2005. Hydropower sector witnessed about 360% growth between 1971 and 2005 and yet only about 5% of the vast small hydropower (SHP) potential is tapped by the few plants built between 1923 and 1964. Operating and maintenance costs are in favor of SHP development in the country, being the lowest when compared with the situation in European countries. The Nigerian Government has taken steps to diversify energy sources in order to promote renewable energy development by encouraging private investments in the energy sector through reforms, but this may not be adequate as there remain barriers against SHP development in the country. It is concluded that government must incorporate subsidies, feed-in-tariffs, and framework for Price Purchase Agreements (PPA) into the policies in order to further promote renewable energy and attract both indigenous and foreign investments for quick adoption and rapid expansion of SHP technologies. Abstract: Appraising the Renewable Energy Sources (RES) options’ contribution to Sustainable Development (SD) is a complex task, considering the different aspects of SD the imprecision and uncertainty of the related information as well as the qualitative aspects embodied, that cannot be represented by numerical values. The objective of the paper is to show how energy policy objectives towards SD and RES options are related and assessed using linguistic variables. The presented method extends the numerical multicriteria method TOPSIS for processing linguistic information, eliminating in parallel the loss of information caused by the approximation procedures and the ambiguity of the fuzzy ranking method’s selection. Moreover, the application of the method’s computerized software to the RES interventions proposed in the Hellenic National Action Plan for Greenhouse Gases is presented and discussed. Abstract: Turkey''s demand for energy and electricity is increasing rapidly. Turkey is heavily dependent on expensive imported energy resources that place a big burden on the economy and air pollution is becoming a great environmental concern in the country. Turkey''s energy production meets nearly 28% of its total primary energy consumption. As would be expected, the rapid expansion of energy production and consumption has brought with it a wide range of environmental issues at the local, regional and global levels. With respect to global environmental issues, Turkey''s carbon dioxide (CO2) emissions have grown along with its energy consumption. States have played a leading role in protecting the environment by reducing emissions of greenhouse gases (GHGs). In this regard, renewable energy resources appear to be the one of the most efficient and effective solutions for clean and sustainable energy development in Turkey. Turkey presently has considerable renewable energy sources. The most important renewable sources are hydropower, biomass, geothermal, solar and wind. Turkey''s geographical location has several advantages for extensive use of most of these renewable energy sources. Turkey has a great and ever-intensifying need for power and water supplies and they also have the greatest remaining hydro potential. Hydropower and especially small hydropower are emphasized as Turkey''s renewable energy sources. Turkey''s hydro electric potential can meet 33–46% of its electric energy demand in 2020 and this potential may easily and economically be developed. The general perception of small run-of-river hydropower plants as renewable energy sources with little or no environmental impacts has led to a global proliferation of this hydropower technology. However, such hydropower schemes may alter the natural flow regime and impair the fluvial ecosystem at different trophic levels. This paper presents a global-scale analysis of the major ecological impacts of three main small run-of-river hydropower types: dam-toe, diversion weir, and pondage schemes. This review's main objective is to provide an extensive overview of how changing the natural flow regime due to hydropower operation may affect various aspects of the fluvial ecosystem. Ultimately, it will inform decision-makers in water resources and ecosystem conservation for better planning and management. This review analyses data on ecological impacts from 33 countries in five regions, considering the last forty years' most relevant publications, a total of 146 peer-reviewed publications. The analysis was focused on impacts in biota, water quality, hydrologic alteration, and geomorphology. The results show, notably, the diversion weir and the pondage hydropower schemes are less eco-friendly; the opposite was concluded for the dam-toe hydropower scheme. Although there was conflicting information from different countries and sources, the most common impacts are: water depletion downstream of the diversion, water quality deterioration, loss of longitudinal connectivity, habitat degradation, and simplification of the biota community composition. A set of potential non-structural and structural mitigation measures was recommended to mitigate several ecological impacts such as connectivity loss, fish injuries, and aquatic habitat degradation. Among mitigation measures, environmental flows are fundamental for fluvial ecosystem conservation. The main research gaps and some of the pressing future research needs were highlighted, as well. Finally, interdisciplinary research progress involving different stakeholders is crucial to harmonize conflicting interests and enable the sustainable development of small run-of-river hydropower plants.
