Hydrogen fuel cell vehicle (HFCV) as an emerging industry with great potential have received great attention in the Yangtze River Delta, China. Under government's promotion of hydrogen energy, whether HFCV can be accepted by consumers is an important topic for future policymaking. Therefore, this study takes consumers' willingness to consume HFCV as the dependent variable and collects questionnaires from 21 cities in the Yangtze River Delta from 2020 to 2021. Based on Ordinary Least Squares (OLS) and Logit Regression, the evaluation was conducted from four perspectives: personal and family situation, environmental awareness, energy attitude and local product confidence. The results show that gender, age and income differences are not necessarily determinants of HFCV purchase, but educational level is a significant factor. Consistent with social-psychological studies, personal awareness of environmental protection and energy attitudes are the key factors that are significant affect HFCV purchase. Lastly, it is found that in the Yangtze River Delta, consumers' confidence in Chinese local hydrogen products is also a significant factor. This paper confirms that HFCV consumers have commonalities with other new energy consumers. • Experiences from SWH systems mandatory installation in China were summarized. • The interaction of seven stakeholders in SWH building application was analyzed. • Three key factors for the successful mandatory installation of SWH were summarized. • Recommendations were given for using the mandatory installation policy effectively. • The government should regularly evaluate the effectiveness of policy implementation. In-depth interviews, questionnaire surveys and field investigation were conducted to understand the prevailing attitudes of the stakeholders associated with the application of SWH in buildings. Scenario analysis was used to analyze the effect of expanding the coverage of mandatory installation policies. The results show that due to the strong market externalities of SWH building applications, the government must provide inducements to stakeholders through mandatory policies or fiscal incentives to create an impetus for them to use SWH extensively. For China, it is necessary to strengthen and support the utilization of renewable energy policies and extend the mandatory installation policy of SWH systems to taller buildings to fulfill the national renewable energy application goals. The most reasonable technical route, full process control, and attention to system operation and maintenance are the three key factors for the successful implementation of a mandatory installation policy for SWH systems. The time-varying dynamics of the transition to renewable energy reflect the effectiveness and efficiency of energy policy. This paper investigates renewable energy transition behavior in China using Markov regime-switching models. Two distinct phases, expansion and contraction, are identified based on the growth rates of renewable energy consumption share. We find that since China started its new-energy national strategy in 2005, there has been an extended period in which it has been in the expansion state, although it occasionally reverts to a contraction state. Intriguingly, we uncover that the timing of transition state changes can be explained by the changes in policy-related, market-based instruments and risk-related indexes. These findings present implications for policymakers in developing more precise and effective policies, that drives investment choices to align with the goal of a sustainable energy system. Pipeline transportation is a low-cost option for delivering large volumes of hydrogen (H 2), however, the high initial capital cost remains a major impediment to expanding pipeline delivery infrastructure. To quantitatively evaluate the impact of the H 2 pipeline on the hydrogen supply chain (HSC), this paper develops an evaluation system for the development potential of the H 2 pipeline and simulation models for H 2 resource allocation. Furthermore, the HSC system in the southwest of China is used to validate the proposed method. The results demonstrate that the levelized cost range of a given 150–550 km H 2 pipeline is 2.76–10.12 CNY/kg, which has price advantages over other transportation modes. Compared with the hydrogen supply chain resource allocation (HSCR) model, putting the H 2 pipeline into use can optimize the layout and utilization of different transportation modes. It shows that the proportion of H 2 transportation volume distribution in H 2 pipelines has increased from 0 % to 73.44 %, while the proportion of HLT has first increased from 18.86 % to 54.27 %, and then decreased to 17.95 %. And then under different policy scenarios, the consideration of pipeline reduces the sensitivity of the H 2 blending ratio of natural gas (NG) and NG demand to HSC. The impacts of policies on regional H 2 development and regional policy implications are revealed. The significance of renewable energy as a pivotal green industry in decarbonizing the global economy and addressing the climate change is profound. The rise of China's regional renewable energy serves as a testament to its transition from an industrial powerhouse to a leader of sustainable growth, offering valuable insights for a sustainable future worldwide. This study analyzes renewable energy efficiency, alongside the factors that influence it, in Qinghai Province over 2000–2021. It uses a combination of the Logarithmic Mean Divisia Index factor decomposition, Data Envelopment Analysis of Super-SBM models, and field research with a rounded approach. The study finds a robust increase in renewable energy capacity, particularly after 2016. Efficiency in renewable energy generally has risen, although periods of inefficiency were noted from 2014 to 2019. Despite fluctuations, the overall impact of factors such as renewable energy structure, electricity intensity, energy security, energy intensity, carbon productivity, and carbon emissions, all contribute positively to the development of renewable energy, notably in recent years. Energy poverty refers to a situation that people cannot access and use energy safely. It is a major challenge for the global energy system because of its negative impacts on household income, health, education, gender equality and environmental conditions. To solve this problem, many countries advocate the development and promotion of passive solar technology, but the effectiveness of them for energy poverty mitigation has not been evidenced. Therefore, based on empirical studies in the rural areas of Qinghai-Tibet Plateau, this paper aims at investigating the effectiveness of passive solar heating renovation to alleviate energy poverty in rural plateau areas. Specifically, this paper compared and analyzed the coal consumption and indoor air quality during the heating period before and after the renovation of a single-storey building. Further, based on the IES-VE numerical simulation, this paper analyzed the impact of building envelope structure performance on indoor air temperature. The results show that after building renovation, the coal consumption during the heating period could be reduced by 97 kg/week, while the indoor average temperature of two bedrooms were increased by 4.8 °C and 1.7 °C respectively. Setting up the coal stove as an auxiliary heating device, can alleviate the defects of insufficient heating of passive solar energy technology, and indoor temperature could be further improved. However, indoor air quality was lowered because of the high PM 2.5 concentration. In contrast, improving envelope performance could further improve the average temperature of two bedrooms and the sunspace to 16.7 °C, 15.9 °C and 15.6 °C, meeting the requirements of indoor space heating. In general, passive solar heating could achieve satisfactory results, but to alleviate energy poverty effectively in rural plateau areas, further attention should be paid to other technical, economic, social and policy issues. Photovoltaic Poverty Alleviation (PVPA) projects, which utilize the subsidies and income from PV power to alleviate poverty in rural areas, are part of a comprehensive energy policy innovation in China. It is expected that the projects will deploy at least 10 GW PV and benefit more than two million poor households in total by 2020. To achieve this goal, specific supporting policies and novel business models are necessary. In the present paper, the current status and existing supporting policies are introduced to give an overview of PVPA projects. Then representative business models in PV projects are summarized and compared to provide a reference for PVPA projects. Obstacles, such as subsidy delays, insufficient infrastructure, low quality of PV equipment, and inflexible profit allocation mechanism may reduce the revenue from PV operation and increase the costs of PV deployment. In January 2017, the Chinese government released the first special plan for the development of geothermal energy, named “ The 13th five-year plan for geothermal energy development and utilization (2016–2020) ”, which promotes the development of geothermal energy to the national energy strategic level. As a stable and low-carbon renewable energy, it is significant to develop geothermal energy to relieve air pollution and supply continuous base load power. This paper first introduces the resource endowments of geothermal energy in China, the current status and development targets of geothermal energy use, as well as series of related policies on China's geothermal energy. Then the economic, environmental and social benefits of geothermal energy development are analyzed respectively. Next, based on the PESTEL framework, this paper analyzes the unfavorable factors in the development of geothermal energy in China. Fourth, based on the PESTEL analysis results, we give some countermeasures and solutions for the future development of China's geothermal energy from two aspects of technology and policy. This paper measures and compares the economic benefits of different stakeholders under different operational modes in photovoltaic poverty alleviation power stations (PPAPSs) with the actual data in China. After establishing a PPAPSs entire lifetime cost-benefit model, sensitivity analysis is done to determine how much uncertainty variables influence risk. The results show that:1) PPAPSs have positive economic benefits; 2) outsourced operation and maintenance (O&M) is an optimal method; and 3) initial investment and power generation factors are likely to have a volatile impact on financial returns. Recently China's wind power industry is challenged by many problems such as wind power integration and wind curtailment, which seriously hinders the development of onshore wind power. Since China's policy has a direct and significant influence on wind power industry, it is vital to analyze and evaluate published policies. This paper explores in detail 134 China's onshore wind power policies from 2005 to 2015 so as to provide analytical support for future formulation and implementation of wind power policy. Based on policy summary from equipment manufacturing industry, wind farms and power grid industry, this paper evaluates the policies from the perspective of overall plan, support policy and policy implementation using fitting method, game theory and empirical analysis. The results indicate that China's wind policy is gradually becoming perfected, for example, there are more reasonable objectives and improved support policies. However, many problems remain to be solved, like unreasonable planning, imperfect support policies, immature trading systems and uncoordinated actions among interest related parties. As a key energy-intensive sector, the iron and steel sector play an important role of achieving China's national energy efficiency target. This paper reviewed China's energy management system and industrial energy saving policies. Since the 11th Five Year Plan (FYP), China have set explicit energy saving targets for major industrial enterprises by target responsibility system (TRS), while “the Top-1000 program” during the 11th FYP and “the Top-10,000 enterprises project” during the 12th FYP are the most important actions saving energy in industry sectors. Industrial enterprises mainly implement energy saving policies by closing outdated facilities, applying advanced energy efficiency technologies and improving product structure. This paper also evaluates the energy saving performance of the iron and steel sector from 2006 to 2011 with 2005 as reference year. During this period, the iron and steel sector saved energy of 195.1 million tce based on the “value-added method”, and 167.1 million tce based on the “production output method”. The gap between the two methods comes from the contributor of production structure improvement, which resulted in the change of value-added per unit production output. Closing outdated facilities and applying advanced technology contribute 33% and 67% of the energy saving based on production output, which reflects the change of energy efficiency technologies. China has approved the new target of “achieving the peak of CO 2 emissions around 2030”, as a response, future energy policy should be transformed from “energy saving amount” into “total amount control”. Increasingly economic-market policy tools should be encouraged, and energy efficiency and produce quality should be continually improved. In addition, in the 11th and 12th FYP, energy policies are mainly implemented in large-scaled enterprises, however, in the future they should be given sufficient attention to middle and small sized enterprises (SMEs). Demand Response (DR) has been extensively developed and implemented in the US and Europe. However, DR hardly exists in many developing countries for similar problems such as rigid power market and state monopoly. With the increasing imbalance between supply and demand in China's power industry, the government has issued new policies on DR and approved the first batch of pilot cities. China is setting a good example of how to encourage DR under monopolistic electric market and open up the market to aggregators and DR suppliers. This paper summarizes the current DR status, feasible DR market schemes and DR pilot projects in China. First, electric power system reform, renewable energy policies and power industry development are reviewed, highlighting the problems associated with the current dispatch mechanisms of DR policies and markets. New DR programs and DR-related policies are also introduced. On this basis, the driving forces and challenges associated with DR in China are analyzed. The major challenge is the lack of a suitable market mechanism for the current Chinese power industry. Hence, this paper presents six feasible strategies that fully utilize the existing policies. With important implications for global climate change mitigation, the development of a cap-and-trade emission trading scheme (ETS) in China is embedded in distinctive political, economic, and institutional contexts and has been attracting increasing attention in recent years. To offer a clear perspective on current research progress, this paper systematically reviews the recent literature on China’s ETS from three main aspects: mechanism design, policy and regional linkages, as well as impact assessment. The current research consensuses are summarized based upon detailed literature analyses and commentaries, and together with observations of international experience and China’s actual condition, the paper provides policy proposals for the development of China’s national ETS during 2016–2020. Finally, several important controversies in the current literature are discussed with regard to the practical demands of China’s ETS development. Five pressing topics that need to be further studied in the coming years are highlighted, including cap setting, allowance allocation among sectors and enterprises, carbon pricing, policy package and unified carbon market construction, as well as ex-ante and ex-post impact assessments. Identifying the research topics of China's energy transition policy and predicting future research trends are crucial for policymakers to make informed decisions and advance the energy transition. This study applied the Latent Dirichlet Allocation (LDA) to extract 26 major research topics from the 13,976 abstracts of Chinese policy research papers in web of science (WOS), conceptualized the five most popular topics and used the ARIMA model to predict trends over the next 36 months. The results show that except for Economic and Environmental Impact of Renewable Energy Consumption (Topic13), which will first experience unanticipated fluctuations and then show strong growth capacity, all other topics will continue to remain positive growth trend. Research and Development (Topic3) is driven by the urgency of China's energy transformation. Economic and Environmental Impact of Renewable Energy Consumption (Topic13) is driven by the potential for the development of renewable energy. Economic Impact of Climate Change (Topic26) is driven by the climate change debate. Economic Growth, Urbanization, and Energy Consumption (Topic7) is driven by a discussion of their relationship and the mechanisms influencing them. China is often referred to as a global benchmark for the energy transition. Regarding energy sustainability, China's strategies and policies might be viewed as either highly innovative or detrimental. Considering the Chinese economy, population, consumption, and pollution rates, the country's energy transition decisions are deemed major determinants for the present and future global energy sustainability, resilience and related conditions. This paper aims to provide a measure and definition of these phenomena to characterize selected aspects, highlighting China's global and regional status. To this end, an interval-based composite indicator assessment is reviewed, indicating that China holds a mid-tier status in terms of energy sustainability relative to global standards. Summary This paper examines how the efficacy of energy-saving policies can be improved through learning. Effective allocation of energy-saving targets is key to achieving China’s reduction targets for energy intensity. Despite growing research interest in the energy-saving target allocation system, details regarding the logic and rationale behind the modifications to the system since the 11th FYP period remain unclear. This paper contributes to the previous literature by applying the concept of policy learning to an analysis of how and from what sources the Chinese government has learned to improve its energy-saving target allocation system over the 2006–13 period. Our study finds that the Chinese government has developed a distinct policy style of “learning from multiple sources” that involves three primary sources: previous experience, local practice, and expert knowledge. Although the extant literature has previously identified these three sources of learning, most of this literature has focused on only one—or at most two—sources of learning at any given time. The uniqueness of policy learning in the energy-saving target allocation system consists of the co-existence of these three sources of learning in one case. This learning-oriented policy style is characterized by reflexivity, which allows current policies to be adjusted in a timely manner in order to alleviate prospective risks. [ABSTRACT FROM AUTHOR]

This paper investigates how future-orientation generates action in China's offshore wind industry. We might expect that, with an authoritarian government, China would be able to push through policies with ease. Using the sociology of expectations and sociotechnical imaginaries, this paper shows how the future is an important resource for not only coordinating government and industry actors but also calibrating and negotiating expectations of what can be achieved. On the one hand, sociotechnical imaginaries – as exemplified by government development targets – appear to spur action; on the other hand, local expectations modify the intended development targets. The paper describes a strategic waiting game in which the government is obscure about intentions and in which the industry, wanting a piece of a promising cake, is eager to get a head start. This paper finds that ambitiousness about the future, but ambiguity in implementation, is a strategy successfully employed by the government to ensure change. The rapid growth of China׳s installed wind power capacity in recent years is closely related to the wind energy policies issued by the Chinese government. Using content analysis and quantitative analysis methods, this paper studies the historical evolution of Chinese wind energy policies. Based on 72 wind energy policies issued in the past two decades (1995–2014), this paper analyzes the issuing organization, form, number and stringency of wind energy policies and compares different policy instruments in two periods. The results show that the number and stringency of wind energy policies fluctuated greatly from 1995 to 2014 and that more than twenty organizations had independently or jointly issued the policies. The main organization issuing wind energy policies, however, is the department that controls key economic and administrative resources and not the one that is in charge of wind energy. Of the 72 policies issued, twenty-three took the form of notices, and eleven were measures. As to the policy instrument, environmental policies are most widely applied by the Chinese government, and “regulation control” and “goal-planning” instruments are the ones most frequently adopted. Due to its promising benefits in energy and environment, distributed energy system (DES) has increasingly attracted extensive attention worldwide. The application of DES has been increased rapidly in recent years with the supportive government policies and financial incentives. Therefore, it is necessary to systematically summarize and analyze the development status of DES in China. This paper not only presents researches, applications and policies, but provides some relevant suggestion and prospects on DES of China. DES especially the hybrid energy system that gas-fired combined cooling, heating and power (CCHP) with renewable energy (solar and wind) will become the mainstream of future energy supply technologies in China. The paper will be helpful for international stakeholders in energy field to have better understanding on the progress of DES in China, which will benefit them in two aspects: one is that the Chinese situation will be a reference for their own countries or regions to develop energy policy and technology regarding DES, another is that they may be helped to find opportunities in Chinese market, while to contribute to Chinese DES development. DSPV (Distributed solar PV) power, either located on rooftops or ground-mounted, is by far one of the most important and fast-growing renewable energy technologies. Since the second half of 2012, China has shifted from LSPV (large-scale solar PV) to DSPV and a series of policy to promote DSPV power deployment have been put in place. Unfortunately these policies were not well performed due to myriad constraints on DSPV power deployment across the country. Building mainly on non-academic sources including government documents and presentations, industry reports and presentations, media reports, and interviews, this paper firstly provides a comprehensive review of China's policy on DSPV passed between the second half of 2012 and the first half of 2014, then barriers associated with DSPV deployment are identified. This is followed by an account and discussions of recent policy changes since Sep 2014, and major local incentives. In addition, policy performance is briefly reviewed. At the end of the paper, conclusions and policy implications are provided. In order to assess the viability of wind energy projects in China, this paper takes a real options approach by accounting for flexibility over deployment of the technology in response to a stochastic non-renewable energy cost. The difference between the latter and the R&D-enhanced cost of renewable energy operation may be thought of as a benefit from using wind. On the other hand, the Chinese government provides feed-in tariffs to encourage further adoption of wind, which should be included as a cost. This work, thus, shows that there is substantial options value to China's wind energy program, which is bolstered if the cost of carbon dioxide emissions is internalized. Moreover, by varying the rate of feed-in tariffs, the model may be used to show plausible ranges for the feed-in tariffs, which could be a useful policy insight. Furthermore, the study hypothesizes that with the likelihood of renewable energy to replace non-renewable energy, wind power in China can potentially reduce CO 2 emissions by approximately 6.4% by 2020 comparing to the 2005 level and highlights the significant role of wind power in China's emission targets and energy security. This is a relevant paper, especially given the importance of a sustainable energy transition for China. More generally, using the real options approach from a policy perspective could provide insights about the viability of renewable energy programs and robustness of feed-in tariffs rates. Both developed and developing countries have committed to reduce their emissions through the increased use of renewable energy. This paper aims to compare renewable energy deployment in developed and developing countries represented by Australia and China. The paper firstly argues the validity of comparison of renewable energy deployment in Australia and China. Then, the governance structures in both countries are compared; the paper also compares management mechanisms in terms of funding and incentive support, renewable energy grid-connection and coordination between different levels of governments in both countries. Moreover, the current status of renewable energy development in two countries is summarized. From the study, it can be concluded both countries have set a Renewable Energy Target and promulgated legislation and regulations to enlarge the scale of renewable energy; China shows a stronger commitment to renewable energy than Australia. However, Renewable Energy Certificate mechanism is implemented more effectively in Australia than in China. The paper suggests: augmenting and rebuilding the electricity network and strengthening coordination between different levels of governments for both countries; enhancing manufacturing facilities and incentives for the solar and wind industry for Australia, while developing more-detailed implementation legislation and renewable power quota system for China. As the conventional energy resources are limited and environmental problems are becoming increasingly prominent, new energy resources, being environmental friendly and renewable, are paid more and more attention by all the countries. At present, the development and utilization of new energy resources in China has made progress. However, due to the factors such as the international energy competition situation, China׳s productivity level and its development phase, and the lagging of related system and mechanism reforms, China׳s new energy has been faced with constraints in the aspects of the system, efficiency, supply, region and technology. If related reforms were not implemented, the development of new energy in China would be severely hindered for a long period of time in the future. In view of this, this paper reviewed the development status of China׳s new energy industry, and analyzed five aspects of constraints. Moreover, a discussion was carried out from four aspects of the system, consumption, production, technology reforms in order to break the corresponding constraints. Finally the future development planning of new energy was presented. All in all, the deep investigation into China׳s new energy development status, constraints, reforms and planning in this paper is aimed at promoting the reform of new energy resources production and utilization modes, improving the policy system continuously, addressing the deep-rooted institutional contradictions of the new energy industry, and providing the reference and advice for the transformation of China׳s energy structure. Contagion tests through mean and volatility channels are developed based on an exponential generalized autoregressive conditional heteroskedastic model to investigate the effects of China's 2009–2020 solar power policies on the economic performance of different sectors. By examining the fluctuations in the daily stock prices of nine major economic sectors in China, we show the transmission mechanisms of policy shocks and find evidence that China's major solar energy policies, including feed-in tariffs, solar subsidies, and market-based instruments, have significant effects on most of the studied sectors in China through both mean and volatility contagion channels. Among the three types of policies, feed-in tariffs and solar subsidies are found to be the most effective instruments in improving sector performance, while market-based instruments have the least effect. The recent rapid development of distributed PV (photovoltaic) industry in China closely ties to the relevant policies support. This paper reviews some main points of relevant policies including financial support, technology innovation and management improvement. Scenario analysis both in residential sectors and industrial and commercial sectors are taken into account. We calculate IRR (internal rate of return) and static payback period of a specific distributed PV system in China's five cities located in different resource areas. In order to provide a realistic reference for investors, the historical data from real projects are used to calculate the generating capacity. The impacts of relevant policy variables such as subsidies, benchmark price, electricity price and tax on economic performance of distributed PV system are discussed. The results show that distributed PV system with high generation efficiency has produced good economic benefit in both two scenarios under China's current policies. The civil nuclear energy deployment in China is important for future “Nuclear Renaissance” of China and worldwide. Compared to the other nations that developed their nuclear power energy system in last century, China can take advantage of the research and mistakes made by those states with regards to the back-end of the nuclear fuel cycle (NFC). The spent fuel accumulated by decades of operations of civil nuclear power is today a big burden for the nuclear industry. China must carefully plan the NFC for a sustainable development of the nuclear energy with special consideration to closing the fuel cycle. The present paper addresses the NFC option and implication of a LWR reactors scenario development and of a fast reactor park developed after 2035 and 2050, and covers the historical development of nuclear energy in China (i.e. from the first criticality of the first reactor) to the year 2100. The paper studies the partition and transmutation strategy with the use of accelerator driven system (ADS) to burn the MA to understand the ADS impact on the NFC and to estimate the number and the necessary deploying schedule of the ADS reactors to limit the minor actinides stock build up. Emerging industries are attracting increasing attention as they engage in innovation activities that transgress the boundaries of science and technology. Policy makers and industrial communities use roadmapping methods to predict future industrial growth, but the existing bibliometric/workshop methods have limitations when analyzing the full-lifecycle industrial emergence, including the transitions between science, technology, application, and the mass market. This paper, therefore, proposes a framework that integrates bibliometrics and a technology roadmapping (TRM) workshop approach to strategize and plan the future development of the new, technology-based industry. The dye-sensitized solar cell technology-based industry in China is selected as a case study. In this case, the bibliometrics method is applied to analyze the existing position of science and technology, and TRM workshops are used to strategize the future development from technology to application and marketing. Key events and impact on the development of the new, technology-based industry have been identified. Demand-side management (DSM) is an effective means to construct low-carbon electricity system, improve energy efficiency and fastly enhance the sustainable development of economy. DSM in China has entered a period of rapid development. A series of policies and regulations related to DSM have been issued by some national ministries in China. However, some problems exist in the implementation of DSM. In view of that, the current situation of DSM development in China is analyzed in this paper from the three aspects of policies and regulations related to DSM, DSM organizational management and DSM development of representative regions. Following that, the challenges faced in DSM implementation are discussed and feasible measures are proposed based on the challenges. China has surpassed the United States to be the world's largest energy consumer, but a lot of energy was used to produce products for exporting to other countries. Presently, China faces a great challenge in energy security and environmental protection. This paper focuses on the energy embodied in China's foreign trade with a multi-regional input–output approach. Three versions of the GTAP (Global Trade Analysis Project) database were used to capture the trend and distribution of the embodied energy flows for China during 2001–2007. The results indicate that the energy embodied in the global trade is increasing rapidly, growing faster than the total direct energy exported in the same period. China is shown as an energy exporter in terms of embodied energy, and the embodied energy trade surplus increased from 156 million tons of oil equivalents (Mtoe) in 2001 to 514 Mtoe in 2007, with a proportion of domestic energy consumption increased from 14% to 23%. This paper also studies the effects of the energy-intensive industry restrictive export policy of China, and we find that this policy could reduce the national energy consumption and promote industrial structure upgrades effectively. However, the expansion of energy-intensive industries in other countries may reduce China's efforts for global energy saving and global warming alleviation. In China, the population is expected to continue to grow together with construction of new buildings. Consequently, the energy demand required by the building sector will inevitably rise. This paper focuses on the Chinese residential sector and describes the structure by using the EfB—energy for buildings model. Using this tool it is possible to simulate the trend of the energy demand until 2030. A range of different scenarios – at national and regional level – is presented and discussed, including government plans and the application of some proposed recommendations. The analysis suggests that the energy consumption in this sector will not stop its growth and in 2030 it will comprise between 9500 and 14,000 PJ. Meaningful energy savings can be achieved with the introduction of more aggressive policies and behavioural change. Many difficulties have been faced in this work because of the complexity and rapid evolution of the Country; anyway, it can be considered as a starting point for future research. Among further improvements, the paper suggests the introduction of a more complete description of the building types, the association of the floor area evolution to the construction sector activity and the inclusion of economic and environmental evaluations. China is vast, abundant and particularly plentiful in energy sources, due to which it has obtained remarkable achievements on economy. However, its energy structure is too simple to support the sustainable development of economy as coal still contributes to the majority of energy consumption in China. As a consequence, Renewable Energy Law was enacted in 2005, and Chinese government announced a series of policies to boom renewable energy industry. Subsidy policy is one of the major forms of these policies. This paper aims to present these subsidy policies and to analyze their effects according to relative data in energy industry 2005–2013, to find out the deficiencies and enlighten possible policy improvements. The original intentions and abstracts of 5 different levels of subsidy related policies are summarized, and the effects in reality are attentively analyzed. Green roof is an effective energy efficiency measure to reduce the building cooling load in summer and heating load in winter, in addition, it can add ecological benefit and landscape value to the community. Therefore, it has attracted extensive attention worldwide. This paper studies the selection of planting materials, plant configuration patterns and plant growth medium of the green roofs in China, and presents the researches on ecological benefits, thermal performance, and applications of the green roofs in China. China faced the greatest challenge in balancing its economic growth, energy and resource security as well as environmental pollution. The energy-intensive industries, which used to be the major force driving China׳s economic growth, had seriously exhausted the countries׳ natural resources and energy, and at the same time polluted the environment because of the severe surplus of low-efficiency production capacities. As a result, the Chinese government had initiated multiple economic and administrative policies to eliminate these low-efficiency production capacities intended to improve the energy efficiency of energy-intensive industries. These policies are summarized in this paper, along with export tax rebating rate, resource tax, administrative audit and approvals, differential electric power pricing and shutting down the low-efficiency production capacities. The paper also evaluates the effects of these policies by analyzing several key indicators about the energy-intensive industries, including fixed asset investment growth rate, energy-intensity of industrial added-value, waste gas emission-intensity of industrial added-value. The VALDEX methodology is selected to examine the improving trends of energy-efficiency for energy-intensive industries. The analyzing results show that firstly the development of low-efficiency capacities tends to be more sensitive to the policies, so the policies that China had enacted really exert very important effects on improving the energy-efficiency of energy-intensive industries. However, the effects of economic policies seem more faster and obvious than the fiscal policies. Besides, the results also show that polices which are designed to reserve energy may not necessarily exert the same effects on reducing emissions. There is still large room for improving the energy efficiency of energy-intensive industries, substantial improvement still needs to be done for current policies’ system. The ongoing transformation of the world's energy system requires detailed power-system models that help plan a cost-effective and reliable integration of variable renewables and demand-side resources. The quality and depth of the results of these models depend on the existence of trustworthy, complete, and high-resolution data on extant electric power assets and the demand they serve, wind and solar resources, and projections on costs and performance of technologies that could be developed during the next three decades. Abstract: This paper reviewed the history of the evolution of low-carbon development strategies and the establishment of low-carbon targets in China, over the past 30 years. The climate policy development in China has been classified into four stages and the key strategies of the Chinese government adopted towards low-carbon development were analysed. The results showed the changing view of the government regarding the climate issue, was the underlying reason for the establishment of low-carbon development targets, whilst a low-carbon economy is now receiving increasing attention in the governance of China. Abstract: China''s PV industry has developed rapidly in recent years due to the dramatic demand from the world market. In contrast, until 2010 China''s domestic PV market has been very small due to lack of sufficient incentives in the country to promote domestic PV deployment. However, since early 2009 many incentives have been implemented in China. The paper makes an analysis on China''s solar PV incentive policies, particularly the national FIT scheme. Policy recommendations are made with regard to the promotion of the domestic solar PV market, including the construction of an effective national FIT scheme, the imposition of renewable portfolio system as well as the establishment of sound technical and administration standards for the grid-connection of PV systems. Abstract: Recently, energy production in China fell behind energy consumption. This poses important challenges for the rapidly growing Chinese economy. As a consequence, the causal relationship between energy consumption and GDP is an important empirical issue. This paper examines Granger causality between energy consumption and GDP in China using province-level data. The current paper extends the Granger causality analysis employed in previous studies by taking into account panel heterogeneity. Specifically, four different causal relationships are examined: homogeneous non-causality (HNC), homogeneous causality (HC), heterogeneous non-causality (HENC), and heterogeneous causality (HEC). HC and HNC hypotheses are rejected for causality in either direction, from GDP to energy or from energy to GDP, which implies that the panel made up of Chinese provinces is not homogeneous. Then, heterogeneous causality tests (HEC ad HENC) are conducted for each province. For the causality running from GDP to energy, 19 provinces exhibit HEC and 11 provinces exhibit HENC. For the causality running from energy to GDP, 14 provinces exhibit HEC and 16 provinces exhibit HENC. Abstract: This research studies the low carbon transition of the electric power sector in China using a multi-level perspective (MLP) of niches, socio-technical regime, and landscape, as well as literature on innovation systems. Three lines of thought on transition process are integrated in the paper to probe the possible transition pathways in China. A MLP analysis is presented to understand the current niches, regime, and landscape of China’s power sector. A brief analysis on the future macroscopic socio-economic transition in the process of industrialization, urbanization, and modernization of Chinese society and its implication on power landscape are depicted to prove the urgency and magnitude of transition in China and why systematic transition management is needed. Five transition pathways, namely reproduction, transformation, substitution, reconfiguration, de-alignment/re-alignment, and reconfiguration, with their possible technology options are presented. The paper goes further to propose an interactive framework for managing the transition to a low carbon energy system in China. Representative technology options are appraised by employing innovation theory to indicate the logic of policymaking within the framework. Institutional gaps in realizing the transition are also addressed. The work presented in the paper will be useful in informing policy-makers and other stakeholders and may provide references for power sector transition management in other countries. Abstract: Since 2005, there has been dramatic progress in China''s wind power industry. The annual growth rate of newly constructed capacity reached a miracle of 105% and the total installed capacity has increased from 1.27GW in 2005 to 44.73GW in 2010, which has exceeded the target of China''s energy long-term planning for 2020. During the 11th Five-Year-Plan (FYP), the Chinese government has issued a series of polices to promote and regulate the development of wind power industry, which is the underlying force driving its rapid development. This paper is a systematical review on the current status and policies of wind power industry in China. Firstly the current status including achievements and shortcomings is presented, and then the relevant polices and regulations released during the period of 11th FYP are reviewed. Meanwhile, the main approaches of the policies and regulations in promoting the development of wind power industry are discussed and the issues of the current policies are analyzed. Abstract: This paper analyzes the electricity saving potential of China’s power generation industry using the macroeconomic approach. In order to forecast future electricity saving potential, we apply cointegration techniques combined with risk analysis model to estimate future (APRauxiliary power ratio) of the national power plant. It is found that power structure, technology and AUH (annual utilization hours) of power equipment are all important macro-factors that affect APR. The high proportion of thermal power is the main reason for the high APR. However, the improvements in technology and AUH help to reduce the APR. Therefore, implementation of the “Replacing Small Units with Large ones” policy and promotion of large-capacity high-parameter units have contributed to electricity conservation in China’s power generation industry. With constraints of relevant energy policies, the scenario analysis concludes that electricity saving potential at the power generation side appears more significant and could reach over 40 TWh (terawatt hour) in 2020. Abstract: This paper empirically analyzes the effect of the indigenous R&D, introduction of technology on the energy consumption intensity in China, based on a panel of 31 industrial sectors for 1998–2006.The results show that indigenous R&D contributes to a significant decline of energy intensity in high energy-consuming intensity group and 31 industrial sectors,and has no significant effects on energy consumption intensity in low energy-consuming intensity group. Foreign technology purchased has a significant negative influence on energy consumption intensity only in 31 industrial sectors. Domestic technology transfer has no significant impact on energy consumption intensity in all samples. This paper investigates the effect of the implementation of smart city policy (SCP) on energy efficiency (EE) in China. For this purpose, we have developed a non-convex metafrontier data envelopment analysis (DEA) approach to measure EE, and empirically examine the impacts of SCP on China's EE using Difference-in-Differences (DID) analysis, using a dataset of 251 cities between 2003 and 2016. Results show that there exists significant regional heterogeneity across cities, with the SCP exerting a significant positive effect on EE, indicating that the SCP can effectively improve EE during the study period. These findings are robust to different sub-sample, energy efficiency alternative measures, estimation strategies, and Baidu Search Index. Abstract The carbonisation of energy structures is a principal reason for the high carbon levels of carbon dioxide (CO 2) emissions in the steel industry. The implementation of an energy substitution policy in the Chinese steel industry has important practical significance for this industry in terms of reducing CO 2 emissions. Based on this, this paper divides 20 types of energy-saving and emission-reduction (ESER) technologies into 4 categories: coal-saving technology, electricity-saving technology, comprehensive energy-saving technology, and linkage technology according to the energy-saving effect of different technology on energy varieties. Considering the energy substitution constraints on energy structures within the steel industry, we construct a bottom-up optimisation model based on a scenario analysis to analyse the emission reductions under 3 different scenarios: the baseline scenario (BAU), policy scenario (PS), and strengthened policy scenario (SPS). Results show that the emission reduction of coal-saving technology and comprehensive energy-saving technology in 2030 is 102 million tons CO 2 (MtCO 2) and 129 MtCO 2 , respectively, in the PS, and 116 MtCO 2 and 130 MtCO 2 , respectively, in the SPS. Compared with these types of technology, electricity-saving technology is maintained at the level of the BAU. Linkage technology is developed in the latter period of the SPS. The emission reduction of linkage technology in the SPS in 2030 will be 4.1 MtCO 2. During the period of 2015–2020, priority should be given to the development of thin slab continuous casting technology in comprehensive energy-saving technology and the development of blast furnace thick phase high efficiency coal injection technology in coal-saving technology. During the period 2020–2030, priority should be given to the development of thick layer sintering technology, hot delivery & hot charging technology of continuous casting slab, online treatment technology in comprehensive energy-saving technology and low temperature rolling technology, converter 'negative energy steelmaking' technology, and double preheating technology for hot stove of blast furnace in coal-saving technology. Abstract With the increase in energy consumption in China, the influential factors and contributions to such increase have received more attention. In this paper, the decomposition of energy consumption and energy intensity in China from 1995 to 2015 was conducted by using a complete decomposition model. This study focuses on regional difference, which is not in line with the existing studies. The decomposition results indicate that the economic growth has a significant driving effect on the energy consumption, while the energy intensity effect reduces the growth of the total energy consumption. The structural effect plays a negative role but has less effect on the growth of the energy consumption. The contribution rate on the growth of the energy consumption in the eastern region gradually decreases. However, in the western region it grows fast and even exceeds that of the eastern region to become the highest energy consumption area in China in 2010–2015. The energy intensity declines substantially in China. It is mainly due to the improvement of regional energy efficiency and negligible contribution from the structural effect. In conclusion, the energy consumption and energy intensity in China follow different forms in different regions. Therefore, the application of differentiated regional energy policies is preferable over a single national energy policy. Abstract A full understand of the influential mechanism concerning electricity consumption has a crucial political reference significance for the implementation of energy conservation and consumption reduction policies. To solve the lack of correlation between the empirical results of the research regions in present researches, this paper takes China's electricity consumption from 1995 to 2016 as the research subject, uses Multi-period ST-LMDI model by setting a unified reference province as a benchmark for different regions in China to completely decompose the changes in China's electricity consumption, and further analyzes the influence mechanism of China's electricity consumption changes by combining the characteristics of the departments and regions. As the result, it's found that the economic growth has a strong impetus for power consumption while the technological progress can effectively curb it. Meanwhile, results of studying electricity consumption from the perspective of industry and region show that the economic structure and consumption intensity have obviously different influences in the eastern, central and western regions. So when it comes to formulate the policy for electricity development and reform, the characteristics of industrial structure as well as the regional differences must be taken into consideration. Abstract: This paper investigates the relationship between the green economy and green jobs in China through the following question: Can the current GHG mitigation policies in China’s power generation sector bring more jobs to China? Using both analytical and input–output models this paper analyzes the direct and indirect employment impacts of two main mitigation policies in the power generation sector. This paper proves that the above-mentioned question is not simple. Mitigation policies in China’s power generation sector from 2006 to 2009 caused a total of 44 thousand net jobs losses. However, as the share of renewable energy that has an indirect employment impacts increased in 2010, the policies from 2006 to 2010 actually resulted in 472 thousand net job gains. This paper asserts that to ensure the co-existence of green economy and green jobs in China’s power generation sector, policy makers should further promote solar PV, biomass and wind technologies. In 2010, for every one percent increase in the share of solar PV generation there could be a 0.68% increase in total employment in China, larger than any other power generation technology. Abstract: Low carbon electricity is essential for China''s low carbon development. In the paper low carbon electricity is defined as an economy body manages to realize its potential economic growth fueled by less electricity consumption, which can be characterized by indexes of GDP electricity intensity and CO2 emissions per unit electricity generation. IRSP is proposed by Hu to implement power planning on state level in deregulated power sector and is used in the paper to study China''s power planning into 2030. A business-as-usual scenario is projected as baseline for comparison while low carbon electricity development based on IRSP is studied. Results show that, with IRSP, China could save energy by 1.5 billion toes and reduce CO2 emission by 5.7 billion tons, during 2010–2030. Abstract: Renewable energy technologies offer an economically viable and environmentally suitable scenario towards addressing energy requirements for rural livelihoods. China''s Renewable Energy Rural Electrification Program, initiated in 2001, is an effort to employ renewable energy technologies on a large-scale for rural electrification. The Program has been designed with several stages. This paper firstly offers an analysis of the problems encountered during the progress of this rural electrification program, using data obtained from field survey of representative areas in western China where the first stage of the program was implemented. The paper then explores feasible solutions in order to address existing rural energy issues and provide long-term reliable energy service for remote communities. Abstract: Charging heating fees based on floor space in China leaves building developers no economic returns on the investment to weatherize the buildings and install regulation devices with terminal equipment. Therefore, they lack incentives to improve the thermal insulation properties of the buildings. Tenants also lack incentives to efficiently use heat, opening windows to cool down rooms when they are overheated, without concern for the amount of heat wasted. In response, over the past decade, the Chinese government has invested large amounts of resources in an effort to promote energy conservation with heating systems by trying to change the fee method based on floor space to amount of heat used, but with little effect. The major issues related to reform with the heat-metering system are elaborated in this paper by comparing the pros and cons of several metering methods. Firstly, room temperatures are unable to be effectively adjusted using the current methods, meaning that the original intention to save energy cannot be achieved. Secondly, current heat-metering methods are not acceptable to users, which creates its own problems. Heat metering based on households in apartment buildings, the primary living space for Chinese people, causes two problems: the energy consumed by households located at the top or at the corner of buildings is two to three times higher than households located elsewhere within the building; heating fees may increase by 20–30% if surrounding households are not heated. Current metering methods are unable to effectively resolve these two problems, therefore, they are not accepted. To overcome these difficulties, a proper metering and charging method must be developed which is both acceptable to users and able to guarantee good room temperature control at the same time. To achieve this goal, this paper presents a new method: the total heating fee of a building is allocated according to the accumulated on-time as well as the floor space of each household. Not only can this new method control the user behavior of opening windows or setting the starting point too high, but also resolve problems caused by location and heat transfer between households. It is also effective in promoting energy saving by users and appears to be acceptable to users. Survey results show that it is acceptable to a large number of users. Abstract At present, the energy structure of China is shifting towards cleaner and lower amounts of carbon fuel, driven by environmental needs and technological advances. Nuclear energy, which is one of the major low-carbon resources, plays a key role in China's clean energy development. To formulate appropriate energy policies, it is necessary to conduct reliable forecasts. This paper discusses the nuclear energy consumption of China by means of a novel fractional grey model FAGMO(1,1, k). The fractional accumulated generating matrix is introduced to analyse the fractional grey model properties. Thereafter, the modelling procedures of the FAGMO(1,1, k) are presented in detail, along with the transforms of its optimal parameters. A stochastic testing scheme is provided to validate the accuracy and properties of the optimal parameters of the FAGMO(1,1, k). Finally, this model is used to forecast China's nuclear energy consumption and the results demonstrate that the FAGMO(1,1, k) model provides accurate prediction, outperforming other grey models. Highlights • A novel model FAGMO(1,1,k) is proposed to forecast nuclear energy consumption. • The fractional grey model can enhance the forecasting accuracy significantly. • Comparison results are presented to show the accuracy of the FAGMO(1,1,k) model. • The FAGMO(1,1,k) is more flexible and efficient than the existing grey models.
