This document is a summary of selected papers from the 5th International Joint Conference on Rules and Reasoning (RuleML+RR 2021). The conference brought together researchers and practitioners in the field of rule technologies and reasoning. The papers included in this issue cover a range of topics, including high-utility pattern mining, rehabilitation scheduling problems, meta-reasoning over ontology, and distributed subweb specifications for traversing the web. These papers demonstrate the diversity and quality of the contributions to the conference. Objective: The ENT Scotland society (formerly known as the Scottish Otolaryngological Society) has two meetings a year and accepts oral presentations from trainees. This study aimed to identify publication rates from these meetings. Methods: Abstracts of the presentations are published in The Journal of Laryngology and Otology. A structured search on PubMed and Google Scholar was undertaken to identify which presentations from the 2005 to 2014 meetings have been published. Results: Of the 145 abstracts found, 60.7 per cent were presenting clinical research and 44.1 per cent were related to the head and neck subspecialty. Seventy-three abstracts (50.3 per cent) were associated with publication as a peer-reviewed article; otology papers were more likely to be published than those focusing on other subspecialties (64.3 per cent, p = 0.036). No correlation was found between publication and other factors. Conclusion: Presentations at the ENT Scotland meetings undergo unbiased peer review and are as likely to be published as those of other conferences. [ABSTRACT FROM AUTHOR]

Interdisciplinary research is becoming more frequent because many contemporary issues can only be successfully addressed by integrating different perspectives. One general feature of the various scientific fields is peer review, i.e. the assessment and improvement of submissions to journals, conferences and workshops. Whilst there exist guidelines for the peer review of monodisciplinary articles and empirical studies of how interdisciplinary research proposals are assessed, there is still a need for a summary of issues specific to the peer review of interdisciplinary research papers. This article provides an overview of relevant questions such as whether reviewers are competent to assess interdisciplinary papers even if unfamiliar with all the involved fields. We discuss the assessment of the interdisciplinarity, soundness, novelty, influence and general interest of interdisciplinary manuscripts. Further issues include the appropriateness of interdisciplinary submissions for journals, keeping the vocabulary of new interdisciplinary fields understandable to the reader and balancing the references across various fields. Constructive interdisciplinary reviewers are likely to be just as open-minded as interdisciplinary scientists and should be rewarded more than they currently are. [ABSTRACT FROM AUTHOR]

One of the most contested issues in UK public law is how to calibrate the appropriate intensity of proportionality review in human rights adjudication. Here, the challenge lies in formulating a theory of intensity of review that can both comply with the constitutional framework introduced by the Human Rights Act 1998 (' HRA') and accommodate courts' varying levels of competence in different areas of litigation. This paper attempts to sketch such a theory in two steps. First, it argues that to fulfil the constitutional expectations brought about by the HRA, a minimum rigour of proportionality review should be observed. This baseline consists of requiring the government to demonstrate to the courts by means of cogent and sufficient evidence that a rights-limiting measure satisfies the distinct stages of the proportionality test. Secondly, this paper highlights the ways in which compliance with this baseline can nonetheless accommodate the courts' varying levels of competence in different adjudicative contexts. In particular, courts can vary the intensity of review once the baseline level of review is reached and adjust the nature of the evidence required from the government. [ABSTRACT FROM AUTHOR]

This paper examines the contest between Canadian American industrialist Cyrus Eaton and the Pugwash scientists' leadership for influence over the early Pugwash scientists' conferences. Eaton's activism has generally been dismissed in the historical literature as ineffective, naive and too uncritical of the Soviet Union. This paper argues that he was genuinely committed to international peace and security, that Eaton shared with Pugwash scientists a belief in the importance of intellectuals to global unity, and that he worked to bring about greater international peace and understanding through both his personal activism and his own conferences held in the town of Pugwash. Eaton, however, favoured a broader push for peace, which included participation by a wider range of intellectuals and a call for rapprochement with the Soviet Union. These differences between Eaton and the Pugwash scientists, I argue, were more than simply about approach: they represented different internationalist visions and manifested in different conceptualizations for the Pugwash scientists' conferences. Eaton hoped to incorporate non-scientists and humanism into the conferences, and integrate them into his own broader conference programme at his Thinkers' Lodge at Pugwash. The author reflects on the 50th anniversary of the periodical "Nationalities Papers" in 2022. The anniversary will be celebrated by the Association for the Study of Nationalities at the Annual World Convention. He cites the commitment of the periodical to publish research related to contemporary debates and social scientific fields. He expresses his gratitude to Katrina Swartz for her contribution to the periodical as content manager and welcomes Kayla Riddleberger as her successor.

Information about the topics discussed at the annual conference of Catholic Theological Association (CTA) of Great Britain in September 2007 is presented. The conference talked about the association between Christianity and the other two major monotheistic religions. It also traced back the history of Christianity. This article interrogates the scientific conference as a means by which the organizers of the World League for Sexual Reform's 1929 conference attempted to marshal the 'scientific spirit' in order to present progressive sexual reform as a rational and scientifically informed undertaking. The conference was carefully curated to make the sex reform movement (and the assorted characters that gathered under its banner) look serious, legitimate and, most importantly, scientific. The conference was also an attempt by organizer Norman Haire to exert control over the strategy of sexology, an enterprise that put him at odds with other prominent sexologists of the time. Crucially, Haire understood sexology as inherently intellectually interdisciplinary, but was strategically convinced that the only sound rubric through which to promote and gain acceptance for the movement was through medical science. This central debate, about how best to define the contested concept of sexology, continues among historians today. By examining how the 1929 conference organizers wrestled to define their sex-reforming remit and how they curated the conference to that end, this paper will offer a window onto the mechanisms via which adherents of intellectual communities contend with heterogeneity, how we judge forms of knowledge and, ultimately, what constitutes science. The emergence of conferences in the late nineteenth century significantly changed the ways in which the international scientific community functioned and experienced itself. In the early modern Republic of Letters, savants mainly related through print and correspondence, and apart from at local and later national levels, scholars rarely met. International conferences, by contrast, brought scientists together regularly, in the flesh and in great numbers. Their previously imagined community now became tangible. This paper examines how conferencing reshaped the collective of international scientists by zooming in on the massive meetings of the International Congress of Applied Chemistry, 1893–1914. Drawing on Emile Durkheim's studies of religious gatherings it analyses the ritualization of routine conference practices, such as plenary ceremonies, toasts, ladies' programmes and committee meetings. It looks at how roles were distributed as participants performed as hosts and guests, and in masculine and feminine and national and international identities. Importantly, it shows both how the sacralization of chemistry as a higher aim served to instil senses of dedication in order to organize labour and mitigate conflict, and how the self-perception of the international chemical community was based on contemporary understandings of parliament, democracy and representation. This paper looks at a genre of meetings that, while neither purely 'scientific' nor 'diplomatic', drew on elements from both professional spheres and gained prominence in the interwar decades and during the Second World War. It proposes to make sense of 'technical conferences' as a phenomenon that was made by and through scientific experts and politicians championing the organizing power of rationality, science and liberal internationalism. Against the background of swelling ranks of state-employed scientists, this paper documents the emergence of technical conferences as the forums where they got down to work. To make this case the paper traces the influence of a new way of thinking about the function and organization of conferences, originating in the time around the First World War, on one international organization in particular: the United Nations Relief and Rehabilitation Administration (UNRRA), as a new hub of scientists and technicians. The article presents a call by the Association for the Study of Modern Italy (ASMI) for research papers on all aspects of consumption in the nineteenth and twentieth centuries including those employing economic, social, cultural, theoretical, and political approaches. These papers will be used for the 2006 ASMI Conference. Selected revised conference papers will be published in a collected volume of essays or as a journal theme issue.

The proceedings of the International Conference on Logic Programming (ICLP) have had several publishers, including MIT Press and Springer's Lecture Notes in Computer Science. Beginning in 2010, the proceedings have been published in a dual format: with regular papers contained in a special issue of Theory and Practice of Logic Programming (TPLP), and technical communications as a Dagstuhl LIPics series publication. The reason for the change was that compared to researchers in other fields, computer scientists publish more in conferences or symposia and less in journals. The 15th ACM SIGPLAN International Conference on Functional Programming (ICFP) took place on September 27–29, 2010 in Baltimore, Maryland. After the conference, the programme committee, chaired by Stephanie Weirich, selected several outstanding papers and invited their authors to submit to this special issue of Journal of Functional Programming. Umut A. Acar and James Cheney acted as editors for these submissions. This issue includes the seven accepted papers, each of which provides substantial new material beyond the original conference version. The selected papers reflect a consensus by the program committee that ICFP 2010 had a number of strong papers that link core functional programming ideas with other areas, such as multicore, embedded systems, and data compression. Previous research focuses on the question of whether international standards have prompted any improvement of labor and social standards by law or in practice. This paper complements the literature by showing that the way that international standards are translated and implemented at the national level matters as well. Using a novel historical database on paid maternity leave policies in 160 countries with a time series from 1883 to 2018, I document how informal sector workers in low- and middle-income countries (LMICs) fell by the wayside in the widespread adoption of the International Labour Organization (ILO) maternity protection standards. First, the analysis shows that while the adoption of the ILO Maternity Protection Conventions triggered the introduction and extension of maternity leave policies throughout the world, LMICs ignored the provision of social assistance benefits. Second, even when LMICs extended the coverage of maternity leave policies to the informal sector, the implementation constraints further hindered the access of women workers in the informal sector to maternity benefits. The main track of the Thirty Second International Conference on Logic Programming (ICLP) took place in New York City, USA, from the 18th to the 21st October 2016. It seems fitting to hold a significant, power of two, ICLP in New York because the city has a long and distinguished association with logic programming: XSB was developed at Stony Brook, as was HiLog before that, and SB-Prolog before that. Moreover, Picat was developed at the City University of New York, as was B-Prolog, and other logic programming-based systems, such as Ergo. Information about the topics discussed at the fifteenth biennial International Conference on Baroque Music held at the University of Southampton in England on July 11-15, 2012 is presented. The event featured several papers including "Sources and Performance," "Bach and the Magnificat" and "Approaches to Bach." The Music Department of the University of Southampton hosted the said event.

The multi-dimensional topic of improvisation in the eighteenth and nineteenth centuries has been explored in various recent publications and international conferences. For example, the proceedings of the conference L’improvvisazione nella musica occidentale del Settecento all’Ottocento, held at La Spezia in 2010, were published as Beyond Notes: Improvisation in Western Music of the Eighteenth and Nineteenth Centuries (Turnhout: Brepols, 2011), edited by Rudolf Rasch. Rasch (Universiteit Utrecht) was one of several participants at La Spezia who reappeared in Venice for the third in a series of conferences on improvisation, organized like the previous two by the Fondazione Giorgio Cini. The first two (November 2012, 2013) dealt with different eras. ‘Musical Improvisation in the Age of Beethoven’, held over two days, brought together scholars of varying provenance, from Belgium, Canada, Germany, Holland, Italy, Switzerland, the United Kingdom and the United States of America. The first day of papers was followed by an evening recital from Mozart scholar and fortepianist John Irving (Trinity Laban Conservatoire of Music and Dance) and violinist Davide Amodio. Scott Burnham (Princeton University), scheduled to speak on the second day, was absent, but a ‘draft outline’ of his paper was read by William Caplin (McGill University) and distributed as a handout. The article presents various editorial notes from the June 2012 issue. A correction is offered for the March 2012 book review erroneously entitled "Reconceptualizing the Industrial Revolution." A list of people thanked for contributing to the 2011 Economic History Association's meetings is given, including Martha Bailey, Joseph Mason, and Douglas Puffert. A list is also provided of paper titles for the 72nd annual meetings to be held between September 21-23, 2012 in Vancouver, British Columbia.

The article highlights the 14th Biennial Conference of the International Association for the Study of Popular Music that was held on June 25 to 29 2007 in Mexico City. The participants were very cooperative, which made for a convivial, friendly and egalitarian atmosphere, with plenty of chances to discuss a paper. An excellent series of evening events included a private viewing in the city's main gallery of an exhibition was included.

Elite conferences, such as the Nobel Symposia organized by the Nobel Foundation since 1965, have often put a premium on the uninhibited exchange of ideas rather than the broad exchange of information. Nobel Symposium 14, The Place of Value in a World of Fact (1969), combined this ethos with the ambition to engage with 'world problems' that were thought by many at the time to constitute a global crisis. This paper examines the relationship between the Nobel Foundation's ideal of scientific neutrality/objectivity and the 'neutral activism' in Swedish 1960s foreign policy. Furthermore, it investigates the social networking that preceded and followed the symposium, arguing that these processes were more important for the symposium's impact than the actual meeting. They formed channels through which it was able to influence other larger meetings, like the 1972 UN conference on the human environment, and contributed to the creation of international organizations, most importantly the International Federation of Institutes for Advanced Study. This suggests that the common historiographic focus on science meetings as events should be complemented by analytical perspectives that also view them as processes. [ABSTRACT FROM AUTHOR]
