The article reports on the list of the top greenest states in 2007 in the U.S. It states that Vermont ranks first from among other states brought by its reduced carbon dioxide emission, and the effective implementation of energy policies, followed by Oregon and Washington. It shows that the infrastructure in the states have been awarded by the U.S. Green Building Council's Leadership in Energy and Environmental Design certificate. Meanwhile, California was not included in the top ten caused by its noncompliance to the standards implemented under the Clean Water Act (CWA).
