As the governments of the United States, Russia, and China signal a renewed emphasis on great power competition, tensions among three leading military and nuclear powers are rising. Mounting tensions portend an increase in proxy conflicts, raising concerns about support for possible atrocity crimes of proxies. As states formulate their approaches to great power proxy conflict, they would do well to consider the possibility of their officials facing liability for aiding and abetting atrocity crimes. This paper focuses on aiding and abetting liability under international criminal law through the lens of great power proxy conflict. It argues that proxy conflict among great powers is likely, that it will probably contribute to atrocity crimes, and that states have not taken sufficient measures to ensure they do not contribute to the commission of atrocities. While this paper deals with the United States, Russia, and China, it especially focuses on recommendations and implications for the U.S. government. Section I discusses the rise of great power competition as the driving force in international politics, argues that great power competition will likely manifest as proxy conflict between great powers, and discusses the relationship between proxy conflict and liability for atrocity crimes. Section H analyzes the elements of aiding and abetting liability through the lens of three debates among legal scholars and judges that bear particular relevance for individual liability in the context of proxy conflict among great powers. Section III examines the relationships between the governments of the United States, Russia, and China and the International Criminal Court. The Section then outlines the ongoing legal debate regarding whether the ICC can properly assert jurisdiction over the nationals of those and other non-party states as a matter of customary international law. In this paper, we present findings from four separate studies using different data sources and methods to examine Chinese attitudes toward the United States amid the COVID-19 pandemic. The empirical results consistently indicate a marked and significant decline in Chinese attitudes toward the US between late 2019 and the end of 2022. Using a quasi-experimental design and granular survey data that exploit daily variations in public opinion, we offer additional evidence that the decline in Chinese attitudes toward the United States followed a distinct pattern not true for Chinese attitudes toward other countries. Specifically, the rise in Chinese unfavorability toward the United States closely corresponded to the heightened Chinese attention to the pandemic's progression in the United States. These results collectively suggest a causal effect of COVID-19, shedding light on how public health crises, international relations, and media jointly shape the increasing enmity between the two great powers. Background: The U.S. Boards of Nursing (BONs) collect annual report data from their nursing programs as part of their approval process. This paper highlights the 2020 and 2021 annual report data on the effect of coronavirus disease 2019 (COVID-19) on all nursing programs in 17 BONs in 2020 and 19 in 2021. Method: Nursing programs answered 16 questions on the effect of COVID-19 on their programs. Because BONs require annual report data, all programs in the participating states answered the questions, which included 798 programs in 2020 and 929 in 2021. Results: Major disruptions in nursing education occurred during the pandemic. Clinical experiences and didactic classes were greatly affected, though alternative strategies were used. Student and faculty attrition rates were particularly high in 2021. Conclusion: The authors call for a national forum where nurse leaders analyze what happened and make recommendations for future crisis events. Growing polarization among the US electorate has in recent years attracted considerable attention from academic and non-academic observers. This paper examines some of the ways in which polarization affects US foreign and security policy in the post-Trump era. In particular, the paper offers an account of why bipartisan agreement over the so-called "rise of China" has prevailed in the face of powerful trends towards increased polarization, while domestic opinions over US aid to Ukraine have become much more contested. Drawing on a constructivist understanding of foreign policy as performative of a certain vision of the domestic self, this paper shows how US aid to Ukraine has become entangled with competing visions of the US, while domestic opinions of China have remained stable. While such a constructivist understanding does not necessarily challenge rationalist accounts, it is helpful in unravelling the link between national identity, domestic polarization, and foreign policy. The COVID-19 pandemic has accelerated acceptance of learning from other countries, especially for high-income countries to learn from low- and middle-income countries, a practice known as global learning. COVID-19’s rapid disease transmission underscored how connected the globe is as well as revealed stark health inequities which facilitated looking outside of one’s borders for solutions. The Global Learning for Health Equity (GL4HE) Network, supported by Robert Wood Johnson Foundation, held a 3-part webinar series in December 2021 to understand the current state of global learning and explore how global learning can advance health equity in the post-COVID-19 era. This paper reflects on these cutting-edge discussions about the current state of global learning, drawing upon the highlights, perspectives, and conclusions that emerged from these webinars. The paper also comments on best practices for global learning, including adapting for context, addressing biases, funding considerations, ensuring bidirectional partnerships, community engagement, and adopting a multidisciplinary approach. Objectives Aging populations and an increasing number of immigrants in recent years have led to numerous changes in intergenerational relationships. Although many studies have investigated the impact of providing care to a parent with dementia, little is known about the impact of caregiving activities provided from a distance, such as in the case of immigration, and over a long period of time to a person with dementia. Our understanding of how transnational caregiving for a person with dementia affects relationships is also limited. Using the Intergenerational Solidarity Theory as a theoretical framework, this paper examines the experiences of adult children and immigrant caregivers of a parent with dementia living in Poland. Methods A qualitative, semistructured interview was conducted with 37 caregivers living in the United States while providing transnational care to a parent with Alzheimer's disease or other forms of dementia. The data analysis was based on the thematic analysis strategy. Results Four themes were identified: (1) filial obligations and solidarity, (2) caregivers' contradictory emotions regarding transnational care, (3) financial and emotional exhaustion, and (4) challenges of nursing home dilemmas. Discussion Transnational caregivers represent a unique group who face distinctive challenges related to competing demands and limited resources. This study contributes to a better understanding of their experiences whereas the findings highlight the importance of addressing the mental and physical well-being of immigrant caregivers of individuals with dementia and have important implications for health care professionals and immigration policies. Aim: Human immunodeficiency virus (HIV) nursing has become more prominent with the increase in chronic HIV infections. This study examined articles related to HIV nursing to determine how the profession has developed and its future direction. Design: A bibliometric analysis was conducted. Methods: HIV nursing‐related articles published in the Web of Science core collection between 1999 and 2022 were searched. VOSviewer was used to identify the contributions of countries, institutions and authors in HIV‐related care. Collaborative maps, hot topics and keywords trends were analysed using VOSviewer and CiteSpace. Results: A total of 1513 publications were extracted. An increase in articles published between 1999 and 2012 was observed. After 2012, the increase in the number of publications was relatively stable. Since 2016, a downward trend in the number of publications has occurred. The USA, South Africa and the UK were the leading contributors to publications related to HIV nursing. The focus of the HIV nursing research has gradually shifted from "HIV infection", "risk factors", and "transmission routes" to "social support", "depression", and "public health". The result shows that increased collaboration among countries/regions can improve the development of HIV nursing and effectively reduce the global HIV infection rate. The mental health of patients has become a research centre in the field of HIV nursing. This study provides direction in clinical practice and future research areas in this field. Puerto Rico is a lush archipelago located between the Caribbean Sea and the North Atlantic Ocean. More than three million U.S. citizens with diverse racial and ethnic histories and cultures live on the islands. But life for Puerto Ricans has been challenging with high rates of impoverishment, disability, unemployment, and devastating natural disasters. In addition to these challenges, Puerto Rico has a complicated relationship with the United States. Indeed, residents, 99 percent of whom identify as Hispanic, are treated "separately and unequally" in many aspects by the federal government compared to their state counterparts. One significant difference is the federal tax treatment of Puerto Rican residents. This article details the past and present federal taxation of Puerto Rico residents. The article also presents and exposes detailed economic data to demonstrate explicitly that Puerto Ricans are not reaping federal benefits (including tax benefits) as a "welfare island." In fact, Puerto Rico suffers federal fiscal shortfalls that have been justified by misguided and racist U.S. Supreme Court Insular Cases and their progeny. This analysis establishes that the failure to include most Puerto Rico residents in the federal income tax system has burdened rather than benefited them and their local economy. The benefit versus burden tax analysis is framed using the U.S. Supreme Court's and lower court's opinions in the matter of United States v. Mr. Jose Luis Vaello Madero. Mr. Vaello Madero is a disabled, elderly Puerto Rican, who is representative of many residents. In its 8-1 majority opinion, the U.S. Supreme Court reaffirms the disparate treatment of Puerto Rican residents by arguing, among other claims, that "not taxing" Puerto Ricans is a benefit. This article demonstrates that this argument is not only incorrect, but it whitewashes the racist history upon which it is justified. [ABSTRACT FROM AUTHOR]
