Over the last decades, scholars have increasingly called for the 'deterritorialization' of the notion of citizenship. The realities concerning citizenship have changed with new expressions of transnationalism. However, whereas the main body of research has focused on the transnational aspects of citizenship among migrants in the form of their transnational political practices and dual nationalities, their descendants have received far less attention. This paper examines the political practices of Kurdish migrants' descendants in France and Germany and their narratives of identity and citizenship. We employ migrant descendants' political activism as an empirical entry point to gain insight into the meanings they attach to citizenship. The paper draws from two qualitative datasets collected in France (2015–2017) and Germany (2015–2023) with individuals of Kurdish background, who were born to migrant families arriving from Turkey in the 1980s and 1990s. The findings show that national contexts – both in grandparents'/parents' country of departure and the country of arrival – and the transnational, diasporic and even supranational space (EU) shape migrant descendants' political activism, identity construction and consequently resonate in the meanings they attach to citizenship. The debate on nuclear energy in France offers insights into how energy, the environment, the economy, and society intersect. These insights are crucial to understand the future of sustainable energy. In this paper, the French nuclear debate as it emerged on Twitter during the Presidential campaign of 2021–2022 is analysed through a two-step discursive approach. Discourse Network Analysis is used to create a snapshot of the debate in terms of coalitions of actors and discourses; then, an interpretive approach is employed to analyse the meanings attached to the sets of policy positions obtained through DNA. The article shows who are the main actors and the most common arguments. Furthermore, it shows that, in France, pursuing the use of civil nuclear is framed as a pragmatic choice in the face of climate change and insecure energy supplies; in populist terms as a form of energy that could turn back the clock of globalisation; and as an impasse that prevents France from embracing a truly sustainable energy agenda. By unveiling this set of discourses, the article challenges the idea of 'French nuclear exceptionalism' often found in the literature and the media and contributes to the larger literature on nuclear discourses. This paper considers the urban consequences of failing to host Olympic Games. Using the example of Paris and its unsuccessful bids to hosts the Olympic Games of 1992, 2008 and 2012, the paper analyses the pre- and post-bid status of key projected 'Olympic' sites within the context of urban plans and aspirations of the city of Paris. The French capital attracts special attention because of the rapid succession of submissions that proved to be outbid by those presented to the IOC by the cities of Barcelona (1992), Beijing (2008) and London (2012). The paper will briefly outline the reasons for failing to attract the Games but will devote most of its space for an analysis of the siting of the planned Olympic Villages, which often form the most lasting of legacies of Olympic Games in host cities. AbstractThe conceptualization of the neoliberalization of social housing has been largely dominated by Harloe’s models, which define it as the transition from a ‘mass’ to a ‘residual’ model. However, this definition fails to capture the emergence of ‘affordable’ housing policies. Blessing suggests instead conceptualizing neoliberalization through privatization and marketization. This definition helps analyze the focus on the diversification of the supply into mid-market rents. Drawing on mixed-method research, this paper demonstrates the relevance of Blessing’s analysis. To illustrate this, I will take the example of a large French intercommunality, which appears as non-neoliberal due to the absence of residualization. Our findings demonstrate that marketization and privatization have, however, influenced the nature of social housing provision by leading to an absolute decrease in low-rent units through demolitions and sales, and an increase in mid-market rent housing units. This paper assesses the environmental ambition of 2023-2027 Common Agricultural Policy in France. Since conditionality and agri-environment-climate measures are only marginally improved relative to the previous period, attention is focused on the new environmental instrument of the eco-scheme that in France targets the whole farm. Results suggest low environmental progress since almost all French farms would reach the standard level of the eco-scheme by one of the three access paths with unchanged farming practices, and 85% of them would reach the superior level. The percentage of farms at the superior level would be lower for farms specialized in annual crops than for cattle farms. We then show that the payment difference of €20 per hectare between the standard and superior level is probably insufficient for farms specialized in cereals, oilseeds and protein crops to offset the additional cost of the change in farm practices required to move from the standard to the superior level. This article explores the distinctiveness of French and francophone approaches to environmental justice. While off to a slow start, environmental justice research has received increased attention in France in the last 15 years. But there has been little to no attention to the French debates and movements in the English-language academic literature, with both bodies of knowledge largely evolving in parallel, conceptually and politically. This article attends to this gap by first taking stock of the empirical evidence of environmental injustices and inequalities in France. We then introduce some of the theoretical origins and discuss some of the main insights from the French literature in light of contemporary environmental justice scholarship. In so doing, our aim with this paper is to contribute to current scholarly efforts on diversifying the meanings and understandings of environmental justice in different academic and political contexts. AbstractInternational students’ contact and engagement with various cultures has received increased scholarly attention. This scholarship tends to either celebrate students’ cosmopolitanism or highlight their difficulties ‘adapting’ in their receiving countries. In this paper, we examine students’ own perceptions of and engagement with their sending and receiving countries’ cultures through the dialectic of distance and proximity, gleaned from mobilities studies. Based on 20 in-depth online interviews with Vietnamese nationals studying in Vancouver and Paris, our analysis highlights how these students construct or deconstruct notions of distance and proximity between Vietnam and their receiving countries (i.e. France and Canada), as well as between themselves and each of these countries. First, we examine how, before their departure, students cultivate a sense of cultural proximity to their geographically distant countries of destination, through studying and consuming media in French or English. Second, we address students’ rapport with French and Canadian societies as well as their sense of proximity to or distance from Vietnamese culture while studying in France and Canada. We examine how these (de-)constructions of distance can be related to students’ cosmopolitanism. We argue that notions of distance and proximity help foster a nuanced understanding of international students’ mobilities and cosmopolitanism. [ABSTRACT FROM AUTHOR]

This paper aims to analyse how State policies, on the book and in practice, shape family reunification. It focuses on child migration under constraint in France, by analysing the timing and factors of (non-)reunification among foreign immigrants, whose legal conditions for family reunification are much more restrictive than for those who obtained the French citizenship. Using a quantitative approach with a nationally representative survey, the article analyses to what extent and in what circumstances migrants took one or the other of three paths during the 1973–2009 period: bringing their children in France through the administrative channel of family reunification (de jure reunification), turning to an alternative channel of child migration (de facto reunification), or leaving their child behind in their birth country. Results show that de jure reunification is not the predominant option and strongly suggest that this pathway is impaired both by an official state selection based on socioeconomic criteria enshrined in law, and by an unofficial state selection in policy implementation due to discriminatory treatments and regional inequalities in administration resources. In response to these restrictions, families adapt either by turning to de facto reunification or by maintaining transnational ways of life. [ABSTRACT FROM AUTHOR]

This paper assesses the extent to which German import competition has contributed to the observed differential decline in manufacturing employment across French regions. The study employs an exposure research design that exploits differences in regional manufacturing specialisation across French départements combined with an instrumental variable strategy. The analysis does not establish a connection between German import competition and differential changes in regional French manufacturing employment. This result suggests that German import competition has neither driven nor halted the overall decline of French manufacturing employment. It also indicates that the sizeable and long-lasting negative regional employment effects of trade between China and developed countries do not necessarily generalise. [ABSTRACT FROM AUTHOR]

Tartiflette has become an emblematic dish of the French Alps and the atmosphere of winter sports. Few realize that this hearty concoction of melted Reblochon cheese, potatoes and bacon is an invention of the 1980s, with dubious creation stories still contested in recipe books and magazines, and behind the scenes on its Wikipedia page. In this paper it is argued that the precise origin of tartiflette is less important than the aptness of its invention, the connections with tradition that are made for it, and the place it enjoys within the widely-held atmospheric imaginary of winter sports tourism. A runaway success story which has changed the face of the Reblochon cheese on which it is built, tartiflette appears today every bit as authentic an Alpine experience as downhill skiing itself. But by analyzing English and French language archival materials, and drawing upon ideas in cultural geography, anthropology and history, it is demonstrated that behind its authenticity lies a compelling story of re-invention that is inescapably part of the cultural expression of modernity. This paper will evaluate two acts of terrorism: the Toulouse and Montauban Terror Attack of 2012 and the 2013 Boston Marathon Bombing. While a great deal of discussion has centered on these isolated attacks, limited research has bridged a comparison of these events and the pathways of radicalization. This study will integrate three criminological theories to explain why these atrocities were committed. First, using Social Learning Theory, the study will show that Tamerlan and Dzhokhar Tsarnaev, known as the Boston Marathon Bombers, as well as Mohamed Merah, the individual responsible for the Toulouse and Montauban Terror Attacks, learned terror-related techniques from social and non-social sources. Second, Strain Theory will be incorporated into the discussion. Here, the blockage of goals, the removal of positive stimuli, the presentation of negative stimuli, and the inability to cope to these changes played an important role in the radicalization process of these individuals as well. Finally, Social Bond Theory will be utilized to illustrate that Mohamed Merah and the Tsarnaev Brothers had weak social bonds to their family, self, and community. Maritime museums occupy a challenging position when it comes to confronting environmental and social justice issues linked to colonial modernity, understood as five hundred years marked by European colonial expansion and exploitation. As institutions that emerged to celebrate national maritime exploits and dominion over the seas, they embody many of the features of colonial modernity itself. In light of the climate emergency, this article examines two recently opened or renovated French maritime museums to analyse the extent to which they are reorienting their focus and embracing more critical, oceanic ways of thinking about human relationships with the sea. An oceanic perspective recognises the fluid, interconnected nature of the oceans and the need for more holistic approaches to environmental sustainability and climate justice. The analysis reveals tensions between nationalist perspectives and emerging efforts to tell more environmentally attuned stories. Significant scope remains for maritime museums to shift their interpretive frameworks towards the seas as entities worthy of preservation in their own right, rather than as resources to be managed for human use and profit. Recent Sustainable Development Goals (SDG) reports have highlighted the inadequacy of environmental sustainability efforts. Thus, it is clear that current efforts towards environmental sustainability (SDG 13) and affordable and clean energy (SDG 7) policies are insufficient and a comprehensive policy agenda is needed. Existing literature limitedly addresses the determinants of environmental sustainability but relatively ignores the impact of nuclear energy research and development investments (NCI) and green environment on environmental quality. The motivation of this study is to fill this research gap and propose an overarching policy structure to achieve SDGs. In this context, this study investigates the effects of green environment, economic growth, human capital, and NCI on environmental sustainability comparatively for the United States and France through the Asymmetric Autoregressive Distributed Lag, which considers structural break. Based on the empirical analysis results, economic growth and trade openness harm environmental sustainability, while positive shocks in NCI improve environmental quality in both countries. Negative NCI shocks deteriorate environmental quality in the United States but not France. Employing the concept of 'utility of force' and advancing a new counterpart – the 'disutility of force' – this article explores why France's military intervention in Mali failed despite a major French material power advantage over the armed groups it was combatting. We explore how France's military approach, unable to adapt appropriately to a changing context, not only failed to generate political utility in the form of a resolution to the conflict, but actually created disutilities of force that deepened it. In the early months of the COVID-19 pandemic, European countries implemented several non-pharmaceutical interventions with country-specific policies and reduced coordination. Digital Contact Tracing (DCT) was one of the few interventions on which European countries had a common approach oriented toward DCT apps' interoperability. As most EU countries implemented interoperable apps relying on an Apple and Google's framework, France developed the app autonomously. Recent literature argues that France's choice was mainly due to its strong stance in defense of national digital sovereignty. However, current contributions do not largely cover the issue empirically. Therefore, we aim to better explore the role played by digital sovereignty in the political debate related the development of DCT apps. To do so, we conducted a thematic analysis of 16 documents from France's political bodies, selected from a larger corpus of 438 documents dealing with DCT. Three main relevant dimensions related to digital sovereignty emerge. First, the initially sponsored EU interoperability progressively faded in the French political debate. Then, Apple and Google's involvement in the healthcare domain was perceived as highly problematic. Finally, having national players developing the DCT app was largely preferred. Based on our empirical findings, we further engaged with the concept of digital sovereignty, pointing out its difference from digital sovereignism by highlighting the ontological distinction between practices and ideas. Since the 1990s, many countries have implemented healthcare reforms underlined by New Public Management principles and technological transformations. Although studies have examined these reforms from different viewpoints, the spatial implications of healthcare reforms have received limited attention. Scholarship focused predominantly on regional variations of healthcare provision overlooking the sharp contrasts between cities where most healthcare facilities are de facto located. Addressing this research gap, we investigate the long-term dynamics of healthcare provision on the urban level, tracing the differences (if any) between cities of different sizes and administrative statuses. The study adopts a comparative approach. We draw our data from two countries: France and Russia (mainland France and European Russia). Findings indicate that, despite some variations, healthcare reforms in both countries follow similar paths, resulting in fewer hospital beds that have been partially replaced by places in day hospitals. At the same time, we also observe diverging country-specific trends in terms of redistribution of healthcare provision. In France, some cities completely lost their hospital equipment but those cities that remained equipped tend to a uniform distribution. In European Russia, on the contrary, all cities remain equipped but there is a drastic polarization depending on size and administrative status. [ABSTRACT FROM AUTHOR]

Leslie Kaplan's Excess – The Factory (1982, translated in 2018 by Julie Carr and Jennifer Pap) and Joseph Ponthus's On the Line: Notes from a Factory (2019, translated in 2021 by Stephanie Smee) are rare poetic depictions of industrial environments. Kaplan dwells on the manufacturing setting as exemplifying overproduction, whereas Ponthus attends to how precarious work in globalized supply chains gives rise to localized pressures. The two from-within stagings of labor offer testimony of dehumanizing infrastructure by pointing up intensities and ruptures in the margins of everyday capitalist cycles. They thereby demonstrate how poetry can perform a "critical unsiting" of the factory-site. In the light of this out-of-the-ordinary concept, our article identifies key aspects of (a) absence, (b) dispersal, and (c) density so as to show how poetic language can spark collective awakening and resistance to dehumanizing conditions. How are ethics articulated in the organization of migrants' detention in France? While state agents enjoy discretionary power, it is the third sector that claims legal knowledge and good practice, exposing an unresisting and reverent attitude towards the 'rule of law'. This legalistic gaze on the state attests to the impasse in questioning (the moral grounds of) laws and flaunting intense emotions on a daily basis, an expression of their moral dilemma. In doing so, police officers, legal practitioners and other service providers display contrasting ideological disapproval but practical compliance, creating an environment infused with melancholy. Melancholy enables them to be humble operators of state rules and regulations and, at the same time, to suffer endless (moral and emotional) pain. This article analyses inter-organizational and inter-personal affective experiences in order to demonstrate how melancholy reflects the morale that is manifest in the organization of migrants' detention.
