Introduction: We report an investigation on collaboration practices in research papers published in the most prestigious English-medium astrophysics journals. Method: We propose an evaluation method based on three numerical indicators to study and compare, in absolute terms, three different types of collaboration (international, national and local) and authors' mobility on the basis of co-authorship. Analysis: We analysed 300 randomly selected research papers in three different time periods and used the student's t-test to determine whether the paired two-sample differences observed were statistically significant or not. Results: International collaboration is more common than national and local collaboration. International, national and local authors' mobility and intra-national collaboration do not seriously affect the indicators of the principal levels of collaboration. International collaboration and authors' mobility are more relevant for authors publishing in European journals, whereas national and intra-national collaboration and national mobility are more important for authors publishing in US journals. Conclusions: We explain the observed differences and patterns in terms of the specific scope of each journal and the socio-economic and political situation in both geographic contexts (Europe and the USA). Our study provides a global picture of collaboration practices in astrophysics and its possible application to many other sciences and fields would undoubtedly help bring into focus the really big issues for overall research management and policy.

This paper reports the findings of a bibliometric analysis using VOSviewer on 392 Scopus database documents published from 2003 to 2022, aiming to understand the global landscape of the e-learning field and to identify the most prominent authors, institutions, countries and reference publications, as well as the research topics that have recently received the most attention in students' readiness for e-learning in Higher Education Institutions (HEIs). The findings indicate that there has been an upward trend in e-learning readiness among students in HEIs over time. Among the countries studied, the United States, Taiwan, Australia, and Malaysia were found to have the most effective approaches to addressing students' readiness for e-learning. The most highly cited author in this field is M-L. Hung. Based on the citations, the most recognised journal in this field was "Computers and Education" and the universities that were most persuasive were two Taiwan universities in the first position. The data also revealed relatively low levels of collaboration among authors, institutions and nations regarding students' readiness for e-learning.

This paper provides an account of the topological and its description of contemporary culture and use as a research methodology, a topological lens, generally, and in education research specifically. Some commentary is proffered on the relationships between the topological and the topographical, between relations and locations. A critical account is then provided on each of the papers in the special issue on the topological in education research and the specific contributions of each. The editors of the special issue make the important point that the topological is a spatio-temporal phenomenon, not just a spatial one. The topological does not exist in time and space, but rather constructs both and they change in a conjoint manner. As such, a topological lens rejects a construction of space as static and of time (and the temporal) as simply linear and chronological. The topological has been facilitated and articulated by and through practices of commensuration, datafication and digitalisation, flows and scapes, global connectivities and new relations, mobilities of various kinds and multiple networks. The paper argues that much greater emphasis has been given to the spatial in topological research; that is, there has been some neglect of the temporal in the spatio-temporal character of topologies.

Seamless learning has a significance that has been increasing in recent years, and an increasing number of studies on the subject in the literature draws attention. This study aimed to examine the research on seamless learning between 1996 and 2020 with the bibliometric analysis method. The Scopus database was used in the collection of the data. After various screening processes, a total of 389 publications were included in the analysis. Descriptive analysis and bibliometric analysis were used in the analysis of the data. The distribution of publications by years, types of publications, sources, and languages were analyzed in the research. Additionally, visual maps were created with analyses of co-author, cocitation, and co-word. At the end of the study, it was seen that there has been an increase in the number of publications from the past to the present, articles and papers were predominant, and that most of the studies were carried out in English. As a result of bibliometric analysis, it was concluded that the most efficient countries in seamless learning were the United Kingdom, the United States, and Singapore. Also, it has been determined that the National Institute of Education, Center for International Education and Exchange, and Kyushu University institutions are dominant. The most frequently mentioned authors cited in studies in many different fields are M. Sharples, L.-H. Wong, and H. Ogata. According to the co-word analysis, the keywords seamless learning, mobile learning, ubiquitous learning, and mobile-assisted language learning stand out in the field of seamless learning.

A collaborative study abroad program (between one New Zealand and one U.S. university) on the theme of global health has been offered three times in Australia with 59 students registered to date. The course was developed because it is believed that higher education can play a role in improving global health through the fostering of global citizenship. A global citizen is one who is aware of global issues, socially responsible, and civically engaged. From this perspective, personal health is not solely an individual, self-serving act; rather, the consequences of an individual's lifestyle behaviors have deep and wide consequences extending to the community, national, and global contexts. Our paper provides a narrative on the framework used to develop the aforementioned global health study abroad course, including (1) an initial discussion on the intricate relationship between global citizenship and global health; (2) previous evidence demonstrating that short-term study abroad has the potential to foster global citizenship; and (3) the specific process used to develop the current short-term, faculty-led, interdisciplinary, experiential study abroad course.

China opened its market to the world after it entered The World Trade Organisation (WTO) at the turn of the last century. The Chinese Ministry of Education recently reviewed a series of policies about international cooperation in higher education with foreign countries in an effort to standardise their practice through centralised control. The purpose of this paper is to analyse current features and trends in international cooperation in Chinese higher education. This paper also develops a benefit-driven model of the internationalisation of Chinese higher education, and attempts to address the reasons for the marketability of cooperative programs in China. Finally, this paper discusses the issues related to the internationalisation of Chinese higher education, and makes recommendations for Australian universities intending to enter the Chinese higher educational market successfully. In recent years, the idea that the future is inherently unpredictable has gained considerable currency in educational policymaking. In this paper, we seek to critically examine and analyze the implications that stem from embracing this concept of the future. To do so, we focus on current discussions of 21-century skills, and more specifically on the work of the OECD. First, we offer a brief introduction to the prevailing conceptualization of the future as uncertain and risky, and the ensuing emphasis on the development of skills needed to adapt to this increasingly volatile future. We then explain why the emphasis on future uncertainty leads to conceptualizing education as adaptation, while disregarding the importance of the past. We argue that this results in an impoverished conception of education and the skills it should develop. Next, we focus on how the idea of an unpredictable future marginalizes the role of values in education. We maintain that this not only leads to a narrow vision of education, but also undermines the cultivation of skills heralded by 21st-century skills frameworks. We conclude by offering some remarks on the importance of attention to the past and values as the basis for a meaningful vision of education.

The paper examines the transfer of the Bologna Process (BP) outside Europe, focusing on its "external dimension" and dynamics in global settings. It argues that the BP impacts on the internationalisation activities of universities, especially with regard to cross-border transparency of qualifications, transnational improvement of quality assurance and interregional mobility of students or scholars. However, the outcomes following the international transfer of the BP-model are unclear. As the BP-model makes its way to regional, national and local contexts, it meets existing policy discourses and practices, whose priorities may in fact differ from its postulates. The paper asserts that the non-linear conceptualisation of this model outside Europe is significantly affected by the socio-economic, political, historical and cultural context of each region. National visions, economic demands, political will, social objectives, administrative regulations, cultural traditions, ideological norms and philosophical ideals transform the BP-model as it is incorporated into each system of higher education.

Cross-border higher education institutions are considered a main way to fulfill the educational internalization in Mainland China; to some extent they represent the attitude of entering the international market. In this paper, the history, status quo, and future of Chinese-foreign cooperatively-run schools are analyzed and discussed. Cross-border higher education institutions in Mainland China have experienced the process from accidental and disorder to a systematic and quality orientation.

Rural education thrives on building teaching capacity and mentoring from within communities. Whilst isolated and remote areas have the potential to participate in online teacher education, strategic and effective delivery requires a targeted analysis of the characteristics of the learners, the motivations that drive them, and day-to-day environmental and community factors influencing the students' studies. This paper reports on an innovative model of teacher education recently implemented in the Republic of Nauru. In this model, the Nauruan Government has partnered with an Australian regional university to develop quality Pacific-focused teacher education programs that are delivered through a hybrid of online and classroom instruction. The Nauru Teacher Education Project (NTEP), conceptualised and administered by the University of New England, provides culturally responsive online and on-island teacher development for the community of Nauru. It is here that the lecturers come to 'know the students'.

The triad of cooperation, international exchange, and integration among institutions of higher education has become the new norm in the global experience of learning and academic training. The goal of improving and standardising the academic experience across countries is now typically also associated with fostering cultural and political ties and complementing processes of cultural integration and economic growth. Behind the rhetoric of many new initiatives, however, is a competition of geopolitical proportions, in which various national or regional systems of higher education try to shore up their positions or conquer new territory. In this paper we assess these discursive and material battles over institutional hegemony in Southeast Asian higher education by drawing on the sociology of knowledge approach to discourse. We critically address the competitive negotiation over higher education taking place between international and Southeast Asian educational players, asking whether these contribute more to integration than reinforcing dominant higher education domains.

In this paper, I argue for more and better learning metrics in higher education, eventually through an international, comparative assessment of students' learning outcomes. Better learning measures may help to improve transparency in the system by addressing the information asymmetry problem. If not addressed adequately, the lack of transparency could lead to "bubbles" comparable to those in financial markets. On a systemic level, the higher education community has a definite interest in filling the information gaps by making decisive steps forward in the development of valid and reliable learning metrics.

In this paper, we examined the collaborative mentoring processes of a transnational network. A narrative approach was employed to explore the mentoring practices and experiences of 19 women involved in the CURVE-Y-FRiENDs (C-Y-F) network. Their mentoring practices go beyond transnational, ethnic, discipline, and university borders. The processes employed in the network can be conceptualized as pathways to professional relationships. The narratives of C-Y-F members illustrated collaborative mentoring as an expression of the personal and professional dimensions of support, which must be part of academic life. Collaborative mentoring relationships and discourse provided a response to the current inconsistencies in faculty mentoring practices and have implications for the ways in which administrations and faculty in general initiate more empathetic structures and procedures that better meet the mentoring needs of women and minority faculty in academia.

Presents a case example of the "Millennium Intent," an effort to create an agreement between non-governmental national certification agencies in Australia, Canada, the United Kingdom, and the United States for the mutual recognition of the professional education and credentials of speech/language pathologists. How does America's greater focus on Asia impact the security policies of Japan and Australia? How does it change the nature of the Japan-US-Australia security partnership? This paper attempts to answer these questions by looking at Japanese and Australian responses to the Obama Administration's new security policy toward Asia called “rebalancing.” After examining them, it argues that the regional allied response to America's new security posture has generated greater momentum for both allies to collaborate in wider areas in a more timely and effective way than before. It concludes asserting that, in the era of rebalance, Japan, the United States, and Australia have not only deepened their existing cooperation, but also have expanded potential areas of cooperation toward a more “dynamic” partnership. Introduction: International collaboration is recognised for enhancing the ability to approach complex problems from a variety of perspectives, increasing development of a wider range of research skills and techniques and improving publication and acceptance rates. The aim of this paper is to describe the current status of international collaboration in medical radiation science and compare this to other allied health occupations., Methods: This study utilised a content analysis approach where co-authorship of a journal article was used as a proxy for research collaboration and the papers were assigned to countries based on the corporate address given in the by-line of the publication. A convenience sample method was employed and articles published in the professional medical radiation science journals in the countries represented within our research team - Australia, the United Kingdom (UK) and the United States of America (USA) were sampled. Physiotherapy, speech pathology, occupational therapy and nursing were chosen for comparison., Results: Rates of international collaboration in medical radiation science journals from Australia, the UK and the USA have steadily increased over the 3-year period sampled. Medical radiation science demonstrated lower average rates of international collaboration than the other allied health occupations sampled. The average rate of international collaboration in nursing was far below that of the allied health occupations sampled. Overall, the UK had the highest average rate of international collaboration, followed by Australia and the USA, the lowest., Conclusion: Overall, medical radiation science is lagging in international collaboration in comparison to other allied health fields.

Purpose: International collaboration in research is essential in order to improve worldwide health. The purpose of this paper is to describe strategies used to administer an international multicenter trial to assess the effectiveness of a nursing educational intervention., Design: The study design was a two-group randomized multicenter international clinical trial conducted to determine whether a brief education and counselling intervention delivered by a nurse could reduce prehospital delay in the event of symptoms suggestive of acute coronary syndrome (ACS) in patients previously diagnosed with cardiovascular disease., Method: A flexible but well-defined project structure showed intervention consistency in five sites among three countries and included experienced project coordinators, multidimensional communication methods, strategies to optimize intervention fidelity, site-specific recruitment and retention techniques, centralized data management, and consideration of ethical and budgetary requirements., Findings: Staff at five sites enrolled 3,522 participants from three countries and achieved 80% follow-up obtained at both 12 and 24 months., Conclusion: Multidimensional approaches to maintain consistency across study sites, while allowing flexibility to meet local expectations and needs, contributed to the success of this trial., Clinical Relevance: In order to support appropriate development of an evidence base for practice, nursing interventions should be tested in multiple settings. A range of strategies is described in this paper that proved effective in conducting a multicenter international trial.

The aim of this paper is to compare the Emergency Nurse Practitioner (ENP) role in the UK, Australia and New Zealand. Whilst geographically distant, the role of the ENP within these three countries shares fundamental similarities, causing us to question, is this a time to implement international standards for the role? The ENP role in all three countries is gradually establishing itself, yet there are shared concerns over how the role is regulated and deficits in standardisation of scope of practice and educational level. Together these issues generate confusion over what the ENP role embodies. One method of demystifying the ENP role would be to progress towards international standards for regulation, education and core components of practice.

The construction of public problems has a lasting influence on implementation in a given policy subsystem. National and sociopolitical contexts influence issue definition differently across nations. However, the degree to which nation-specific issue definition takes place has been insufficiently explored. In recent years, the growing incidence of autism has led to a quest for causal factors. One hypothesis posits that the use of mercury in vaccines may be a culprit. This paper examines the definition of the mercury and autism issue in Australia, Canada, the United Kingdom, and the United States. Insights into the comparative elements of issue definition are suggested by the case. These insights are of particular importance to administrators, as agencies are deeply involved as objects and actors in the process of issue definition and are often responsible for implementing new and redefined policies. Social workers in large bureaucratic settings face the pressure to define their service in relation to other professional disciplines and to maintain a quality service despite conflicting mandates and economic restraints. Few strategies exist for providing training and education to senior social workers in order to help them develop leadership roles in multidisciplinary environments. This paper examines the characteristics and qualities necessary to provide social work leadership in a complex hospital environment. The ideas emerged from an international leadership exchange program with The Mount Sinai Medical Center in New York City. Aspects of this experience are used to illustrate leadership roles.

How much ownership is enough to exert strategic control over partners in the global marketplace? Top management frequently will attempt to have strategic influence over partners when it comes to the strategic direction of the organization. The question becomes, 'what gives one partner control over another, and where does that power come from in the relationship?' This research examines the issue of strategic control in organizations in Australia and the United States to determine how to control global relationships. The research found that: (1) ownership is positively related to the degree of strategic control; (2) directness of ownership is positively related to the degree of strategic control; (3) dispersion is negatively related to the degree of strategic control; (4) board membership is positively related to the degree of strategic control; and (5) strategic control between U.S. and Australian organizations/relationships is different. © 2010 Wiley Periodicals, Inc. Australia occupies a uniquely strong position in Japan's evolving security partnerships. The two countries' bilateral alliances with the United States, their common desire for U.S. commitment to and presence in the Asia-Pacific region, their common desire to foster regional multilateral security institutions for the purpose of disciplining China through inclusion, and their limited but significant capabilities to respond to security problems beyond the region have caused the two countries to nurture enhanced ties. Although this bilateral partnership has been more closely associated with trilateral cooperation including the United States between 2005 and 2008 (rather than with regional multilateralism), the expanding scope of Australia-Japan cooperation mostly encompasses nontraditional security areas, such as law enforcement, counterterrorism, and humanitarian relief operations. This approach seeks a middle ground between exclusive U.S.-Japan-Australia trilateralism and all-inclusive regional multilateralism. [ABSTRACT FROM AUTHOR]

The policies of Australia's current government have been so close to the United States as to invite comparisons to an Australian `deputy sheriff' executing the interests and policies of a US global marshal. Advocates of the ANZUS alliance disagree, citing the immense politico-strategic benefits Australia extracts from that relationship and insisting that ANZUS objectives are commensurate with a stable and just world order. Recent developments in international security politics such as the Iraq conflict and the persistence of global terrorism may now challenge that proposition and test the Australian electorate's future support for the American alliance. A greater determination by Australia to cultivate a more balanced approach to alliance politics will underwrite its national security interests more effectively than a sustained and rigid adherence to alliance loyalty under any circumstances.
