There is a growing interest in English-speaking jurisdictions, including Australia, North America, Canada, the United Kingdom and New Zealand, about the prevention of sexual abuse perpetrated by children against other children. The aim of this review was to identify opportunities for research, policy and practice which could enhance the prevention agenda relating to the perpetration of sexual abuse by children through conducting a Critical Interpretive Synthesis. Eleven electronic databases were searched in the period from 22 April to 23 May 2013 and included: SocINDEX, Social Services Abstracts, Applied Social Sciences Index and Abstracts, Family and Society Studies Worldwide, Project Muse, PsychINFO, Family and Society Plus, Jstor, Expanded Academic ASAP, Web of Science and Google Scholar. Key individual journals were also searched, including Child Abuse and Neglect and the Journal of Interpersonal Violence, as well as the grey literature. The search was guided by the research question: How could the prevention agenda relating to sexual abuse perpetrated by children be enhanced? The systematic literature search yielded 3323 titles, and 34 of these papers were included in the final synthesis. The authors identified five domains operating in the evidence base: characteristics, causes, communications, interventions and treatments. A synthesising construct emerged from the review: prevention-enhancing interactions. This construct referred to the potential for enhancing the prevention agenda which exists as the evidence domains interact with one another, and with the public health model of prevention. The authors consider this review to be a timely contribution to the current agenda pertaining to sexual abuse perpetrated by children. Social work aspires to empowerment ideals, including taking a 'non-expert' position of professional curiosity, and validating the perspectives of people in contact with services. Yet in child protection, social workers are involved in practice that refutes the views and opinions of people and are positioned by their role as an identifier of abuse and risk manager. Social workers and people who are subject to child protection services can be locked into meaning battles regarding the effect of parental behaviour and the representation of risks to children. These negotiations over meanings are especially difficult in the pre and perinatal period, where who controls the representation of the baby's voice or best interests is fundamental to decision outcomes. Using Fricker's concept of 'testimonial injustice' as an analytical lens, this article draws on studies in two different contexts: Aotearoa New Zealand and Scotland, to examine the implications of the intense mediation of meanings that affect child protection practice. We find that concepts relating to the importance of mothering, love for children, and extended family relationships were sources of mother's disagreements with professional views of risk, but that through qualified agreement or advocacy from community workers, a shared risk narrative could be constructed. Introduction: Violence within families is a complex problem which significantly impacts health and wellbeing. Despite the ubiquitous call for integrated family violence service delivery, integrated approaches vary significantly and challenges to implementation remain. This scoping review explored how integrated approaches to family violence service delivery are conceptualised within international and Aotearoa New Zealand literature. Methods: Following a documented scoping review process identified from literature, dynamic interplay between system agents within integrated family violence service delivery were mapped with the assistance of a complexity theory lens. We analysed characteristics of included studies, agents involved, how they interacted and the methods and mechanisms of integration among them. Results: Seventy-two published reports were included. The most common interactions occurred between statutory agencies such as police and child protection. While health care service providers were included within 55 studies, their engagement was often peripheral. Qualitative analysis elucidated three broad pathways to service delivery impact underpinned by systems-centred, person-centred, or Indigenous-centred worldviews. Discussion and Conclusion: Integrated approaches to family violence service delivery are highly variable. Despite a strong assumption that integration leads to improved safety, health, and wellbeing for care-seekers, most studies did not include evidence of such impact. Examining the concepts underpinning the reasoning processes of social worker's decision‐making provides important insights into how social work practice is undertaken. This paper examines one of the major discourses used by social workers in decision reasoning in a non‐governmental organization child protection context in Aotearoa/New Zealand: family maintenance. This study found that family maintenance as a concept was strongly privileged by social workers. This resulted in attempts to preserve families and created a hierarchy of preferred decision outcomes. A preference for family maintenance was supported by legal, moral, psychological and Māori cultural concepts. This pattern of constructs underpinned the ‘weighing up of harms’ when considering removal, and generally reflected a child welfare orientation. In addition to this, it was found that ‘family’ was broadly defined, and could include people who had a relationship with the children, or Māori definitions of extended family, in addition to legal ones. Little is known about how mental health services consider the parenting role and the well‐being of children when assessing parents with acute mental illness. This paper investigated how crisis mental health services addressed child well‐being in the Wellington region, New Zealand. This mixed‐method case study included: (i) an audit of the electronic clinical records of all adults presenting to the crisis assessment team; (ii) interviews with 22 key informants; and (iii) a documentary review. We found that data about children were not systematically collected. Less than half of (49 of the 104) the records of patients who were parents included information on their child's well‐being; only six (6%) contained a specified plan for action. The focus for services was the adult patient. Key informants were unclear about their role. They identified inadequate training and institutional support, inflexible funding models and limited availability or inappropriateness of referral services as problems. They saw a need for children to become more visible, for collaborative working to improve the use of existing services and for new funding models, resources and roles. Existing national policy documents contained little guidance and no practice guidelines were in use. This paper reports on the qualitative phase of a New Zealand study of young people who had been exposed to "risky" environments from a young age. These young people had experienced traumatic events such as abuse, violence, addictions, mental health issues, and many had been excluded from school. The young people (aged between 13 and 17) were users of multiple services (statutory and nongovernmental services including: child welfare, juvenile justice, remedial education, and mental health services). Qualitative interviews (n = 109) explored young people's experiences in their families, communities, education, and their perspectives on support provided by services and their own support networks. Three thematic clusters emerged as central motifs in young people's experiences and are the focus of this article: navigating "risky" environments; services and support; and, working to find different pathways. This article draws on the findings of the qualitative phase of a New Zealand longitudinal study on vulnerable young people’s transitions to adulthood. The young people were aged between 12 and 17 years at the time of the first interview. The paper focuses on one key finding, how youth enact agency through their relationships with significant others: families, social workers, teachers and care workers. These youth had experienced sustained exposure to harm including abuse, violence, addictions, disengagement from school and mental health issues. The qualitative interviews focused on young people’s experiences with services (child welfare, juvenile justice, mental health and education support services) their key transitions, and the strategies they used to locate support and resources. The thematic analysis of the interviews indicated that a search for agency was a central motif in young people’s experiences. This paper investigates the reasoning processes of social workers in child protection social work as they make decisions. Within this interpretive process, they assign meaning to clients' behaviours in a context containing a multitude of competing discourses relating to the nature and cause of clients' problems. The study used a qualitative approach, specifically a critical incident framework. It asked workers to describe cases they felt ‘pleased with’ and explain the reasoning processes they used in those cases. It also asked clients their views of decisions made about them. This article draws on social constructionist theorising to describe and analyse the discourses used to frame the aims of practice and the causes of clients' problems. It found that workers valued family maintenance and sought to bolster this while managing potential risk. In the cases selected by workers, they constructed the causes of clients' problems in non-blaming but individualised ways, viewed clients as being capable of change and honest in their dealings with workers. It is proposed that these ways of viewing contributed to maintaining relationships with clients despite the challenges of balancing risk, care, control and power. [ABSTRACT FROM PUBLISHER]

Indigenous children have a long history of overrepresentation in child protection systems. This exploratory, mixed methods study examined practitioner perceptions of risk in response to client ethnic group (n = 67). A staged online survey elicited responses to a blinded vignette. Half the sample received the vignette as a Pākehā (White) family and the other half as Māori (Indigenous). Apart from this, family descriptions were identical. Respondents rated their perceptions of the children's risk and related constructs and stated what decisions they would make. Qualitative perceptions of risk, safety, problem causes, and plan goals were elicited. The quantitative findings showed family ethnicity had a moderate effect on perceptions of risk, safety, and decisions. The Māori family was perceived as higher risk than the Pākehā family and had more decisions made about them. Stage 2 of the survey showed the most marked effects (d = 0.484 risk, 0.487 safety; p = 0.06). Qualitative responses showed similar constructions of risk, safety, problems, and plan goals regardless of ethnicity. Structural factors associated with ethnicity were not considered to contribute to the family's social problems. Results suggest a combination of unconscious bias and a "colour blind" approach to practice may contribute to ethnic inequalities. Implications for education, research, and practice are discussed. Variable decisions are a persistent problem in child welfare decision-making. This article reports on the findings of a study of variability drivers in Aotearoa New Zealand. Using a mixed methods ecological approach, it compares ‘risk-averse’ and ‘risk friendly’ practitioners (n = 67 child welfare social workers). The study found the risk-averse group contained more non-governmental child welfare workers, but there were no other demographic differences. Risk-averse respondents were more certain of their conclusions even when little information was provided, and rated the children’s safety lower. The risk-averse group estimated more harm to children over time, if there was no intervention. Both groups described risk and safety factors similarly, but despite this shared knowledge base, risk and safety level perceptions still differed. When explaining problem causes the risk-averse group focused on the past trauma histories of parents, whereas the risk-friendly group focused more on issues in the present. This pattern suggests practitioners conceptualise the meaning and weighting of risk factors differently, with some having a ‘developmental lifespan- futurist’ orientation as opposed to a ‘welfare/needs-presentist’ orientation. Purpose: This article reports on an examination of the psychometric properties of the 28-item Child and Youth Resilience Measure (CYRM-28). Methods: Exploratory factor analysis, confirmatory factor analysis, Cronbach's a, t-tests, correlations, and multivariate analysis of variance were applied to data collected via interviews from 593 at-risk adolescents (12-17 years) to identify the factor structure, internal consistency, test-retest reliability, construct validity, and floor and ceiling effects of the CYRM-28. Results: A four-factor structure was identified comprising two contextual factors, individual and family factors. The CYRM-28 and its factors show good internal reliability, stable test-retest properties, and no floor or ceiling effects. The measure also showed good construct validity. Discussion: The CYRM-28 shows good overall validity on this group of New Zealand youth, and researchers and social workers can have some confidence in its usefulness as a measure that can be used to assess resilience in youth from a range of ethnic backgrounds. Understanding how social workers and parental service users construct the meanings of parental problems in the child protection context is important, as ultimately this affects decision making. Using qualitative methods, this study elicited social workers' and parental service users' perceptions of decision reasoning and analysed them from a discursive constructionist perspective. By completing secondary analysis of social worker-parental service user pairs, this article describes patterns in how the causes of family problems were constructed by social workers and parental service users. It was found that explanations of poor mental health and lack of supports for initial family problems were used to emphasise a lack of parental culpability by both parties, particularly through a narrative of separating one's 'authentic self' from the impacts of mental illness on parenting. This convergence of explanations helped to maintain fragile parental identities, assisted with relationship maintenance, and allowed both social workers and parents to acknowledge harm to children. However, an individualised view of problems promoted by mental illness discourses was unable to account for the impact of domestic violence and poverty on parental life experiences, and thus sometimes over-emphasised parental responsibility. This article reports on findings from a mixed-methods New Zealand study of young people’s experience of service use. It focuses on young people’s experiences with mental health services. The youth (aged 13 to 17) were multiple users of statutory and nongovernmental services: mental health, child welfare, juvenile justice, and remedial education. The research explored their life experiences including exposure to harmful events and environments (such as abuse and neglect, violence, and substance abuse) and of particular interest was how services contributed to better outcomes for this vulnerable group of young people. This article explores the components of mental health services that contribute to effective practice. Child welfare data collected for administrative purposes are often used as a source of information for understanding the population impact of child abuse and neglect (CA/N). This study used administrative data linked at the individual level for a cohort of Aotearoa New Zealand (NZ) children to follow and extend a model developed by Drake et al. In this investigation, we aimed to build an understanding of the high representation of indigenous NZ children in administratively sourced measures of CA/N. Variation in rate ratios (RRs) within infant mortality and birth outcomes considered as possible proxies for actual CA/N RRs leaves open a range of interpretations. Our findings indicate that a more nuanced interpretation of the overrepresentation of indigenous children in administratively recorded maltreatment statistics is required. Rather than considering risk and bias as competing explanations, we suggest an acknowledgment of the impact of colonization and the existence of systemic bias generating increased risk as key drivers. As linked administrative data are increasingly used for research and evaluation, and considered for use in supporting decision making, there is a need for a deeper understanding of the drivers of administratively recorded CA/N in order to effectively address the needs of indigenous populations. Background: Internationally there is an increasing commitment and investment to support the provision of youth work services and ongoing debate on youth worker effectiveness. However, the evidence of the impact of youth work is currently limited and disjointed. Objective: This article reports on and critically considers the results of a systematic review on the evidence of the impact of youth work for young people. Methods: The systematic review upon which this article is based reported on interventions defined by the authors of existing publications as youth work and which had young people as participants or the focus of the intervention. Results: The systematic review exposed the international absence of rigourously conducted evaluative research into the impact of youth work for young people. Conclusions: The article offers possible explanations for, and suggests implications of the results, through examining the context affecting practice and research where the definitional issues of youth work are concerned, suggesting that more rigour in design and consistency in the terminology of youth work be universally adopted by the youth work sector. This reclaiming of terminology is highly relevant to the case of youth work in Aotearoa/New Zealand ( Aotearoa is the indigenous Maori term: one of the three officially recognised linguistic terms for referring to the country commonly known as New Zealand, the third being in New Zealand Sign Language. Hereafter, the country will be referred to as New Zealand.), considered as a particular example of how imprecise terminology is both relevant to one jurisdiction and reflects the case internationally, as identified in the systematic review findings. The adoption of clear terminology, when combined with practice-based researched evaluations incorporating rigourous methodologies, will enhance the development of service and practice in (and support for), quality effectiveness research on youth work.
