Children living in poverty face numerous challenges that negatively affect their wellbeing and thus their ability to learn. The consequences of poverty that interfere with students' learning include inattentiveness, demotivation, and feelings of powerlessness, shame, and anger. To reach these children, with the goal of helping them become healthy, effective learners, Labhya partners with governments to co-create scalable and localized wellbeing and social-emotional learning programs for children across public education systems. They provide end-to-end support through cocreation of curriculum, teacher capacity building, monitoring and evaluation, and support in effective implementation. Labhya is an education nonprofit that has pioneered the wellbeing movement in India. In partnership with Indian governments, Labhya integrates wellbeing programs into the school day. Social-emotional learning is an internationally acknowledged best education practice, which has proven to be one of the most powerful tools for social change and poverty reduction. It plays a critical role in education, enabling children to develop the skills and abilities they need to succeed in school and beyond. Research demonstrates that the integration of social-emotional learning in schools leads to better education and employment outcomes and improves children's mental wellbeing in the long run. The four key pedagogies -- mindfulness, self-reflection, stories, and reinforcing activities -- are carefully integrated into the curriculum to ensure holistic development and wellbeing among students. According to the author, the programs are localized and trauma-informed, delivered in local languages, and adapted to suit the diverse settings of their children.

The paper argues that the mother's association with the child's schooling and educational needs is not just limited and peculiar to the middle-class families, as the literature suggests, but it is increasingly true of poor and working-class families too. This paper discusses how mothers from a poor neighbourhood in India straddle between household work, paid employment and children's education and how they envisage and support their children's schooling, at times going against the general tide to ensure a better life for their children. Other than highlighting the gendered nature of support for children's education, this paper, also outlines the nature of the differences and distinctions among mothers from a poor neighbourhood in terms of the family social status and educational levels.

In 2018, Nuh, barely 75 km from India's parliament, was ranked by the Government as the country's most 'backward' district. It is a region fraught with many challenges including endemic poverty and simmering communal tensions, which among other factors have contributed to historically limiting women from pursuing higher education or building career aspirations. While the state has attempted to correct this by building new colleges, this paper explores how women experience and navigate these college spaces. Using a critical feminist lens, it seeks to understand the social and cultural possibilities that college life and higher education have in their lives. Findings suggest that while there are major restrictions on social agency within their everyday life, college emerges as a liminal space that provides an 'escape'. The college space for these women offers possible pathways of imagination, dialogue, solidarity and support, all forming the complex matrix of their future possibilities.

Well-being is realised through the interaction of the individual's desires and capacities, and external contexts. Contexts in postcolonial societies diverge from the assumptions of functioning liberal democratic states and capitalist economies often assumed in theories of schooling. Instead, these contexts are characterised by poverty and inequality, cultural diversity, and ongoing projects of state and nation-building. Through case studies of two rural communities in India and South Africa, this paper analyses the role of postcolonial contexts in shaping well-being opportunities through schooling in these contexts. It highlights the contested nature of this relationship in cultural, economic, and political spheres.

Thomas Munro, a Scottish highlander, came to the Madras Presidency in South India as a soldier in the army of the East India Company in 1780. He rose to the position of its governor 40 years later in 1820 and died in India in 1827. His rise was not through military campaigns but peaceful administrative policies. During his stay in India, he defended Indian interests and took on powerful governors-general and other higher officials. He resisted their elitist policies, talked of lack of political freedom in India and wanted to give representation to Indians in administration. He conducted the first educational survey and established 101 schools. In the history of modern India, particularly in the history of education, there is a tendency to view British colonialism as a monolithic category. This paper looks at this extraordinary journey of a Scottish soldier, his impoverished status, family constraints, struggle with British elitism, and above all, his contributions to education in South India. No theory of imperialism and colonialism is available to analyse the Scottish interventions in the field of education. Such existing theories rely on the European and non-European dichotomies. They cannot be used to explain why the Scots chose to support Indians instead of their own fellow British officers in the colonial administration.

There appears to be a globally unifying discourse that suggests Muslim communities are not supportive of girls' education. This paper aims to destabilize such a discourse by inserting the narratives of Muslim parents pursuing girls' education in Assam's Nagaon district. By paying attention to the concepts of "bhal suwali" (good girlhood) and "bhal ghor" (good family) articulated by parents in my study, this paper connects the performances of certain types of gender practices with the pursuit of class aspirations. It shows that good girlhood works as symbolic capital that helps Muslim parents to culturally authorize their daughters as legitimate actors in the field of education, while legitimizing themselves as good family. This paper draws attention to three practices of respectable femininity through which good girlhoods are enacted in the field of education, namely: negotiating poverty respectably, prioritizing gendered discipline, and merging career aspirations with marital prospects.

Microfinance has been recognized globally as a poverty alleviating strategy and particularly as a gender equality enhancing approach. There have been immense, intense and nuanced debates in the field of international development, feminist studies and comparative social policy regarding the role of microfinance in addressing gendered poverty. This paper provides an account of these debates and the conceptual and theoretical perspectives underpinning them. These debates are used as a way to frame the dominant understandings of the relationship between gendered poverty and education in the context of microfinance policies and practices. These global discourses are interrogated against particular representations of the same by consumers of microfinance. In other words, employing narratives of 27 in-depth interviews with consumers of microfinance and their kin from India and Australia, the paper highlights how global discourses are contested in the local everyday lives of poor women and men. By doing so, the paper calls for re-casting educational goals, in poverty alleviation and gender equality strategies, as moving beyond access for women to expanding freedoms of women and men.

The 12th Plan highlighted Equity, Access & Excellence as the tripod of India's education policy. The RTE Act 2009 has ensured a high level of Gross Enrolment Ratio (GER). However, the Annual Status of Education Report (ASER) present a dismal picture of the outcome dimensions of our schooling system. The Sustainable Development Goal (SDG) therefore, highlights the importance of quality as an important conjoint of universal access, as skill based education will ensure proper employment opportunity. Education is a major enabler for empowerment for all; and in particular for extremely vulnerable sections of the society like STs. The tribal students are handicapped multi-dimensionally, with education as a critical fault line. This paper analyses the policy initiatives to educate and empower them and brings out the bleak picture that bedevil this neglected segment. It contrasts the experience of Kalinga Institute of Social Sciences (KISS) in terms of promoting gender parity, vocational training, health alleviation, dignity of the girl child and educational outcomes as compared to their counterparts in government and SC/ST schools. The paper also highlights the unique funding model of KISS and its potential for replication. Inclusive growth and quality can work how in hand. The paper strongly argues for government's handholding through "Skill India" initiative and funding unique initiatives as KISS.

Global education agendas frequently draw on the construct of 'school readiness', indexing the developmental trajectories of children to the expectations of school systems. Through in-depth ethnographic research in a village in Bihar, India, this paper examines how normative discourses of 'school readiness' govern family strategies for early childhood care and education (ECCE). To navigate the demands of a competitive and socially stratified school system, marginalised families saw it as crucial for their young children to access multiple forms of educational capital: written literacy, discipline, and dominant caste-class codes. In the absence of functioning provision of ECCE by the state, the low-fee and low-quality private market of early childhood education was seen as a key site through which 'school readiness' could be secured. The paper illustrates how normative developmentalism in education, and the 'hegemonic aspirations' it enshrines, has entrenched the marketisation of ECCE and reinscribed forms of caste-class domination.

Purpose: The purpose of this paper is to explore an employability enhancement initiative, the Additional Skills Acquisition Programme (ASAP) project in the state of Kerala, India, as a case for the inclusive development of employability in college and university students. Design/methodology/approach: ASAP is applied as a case study to examine the employability enhancement initiative in India. Findings: Participation in the ASAP project led to increased measures of employability. These increases were most pronounced in women and individuals living below the poverty line. Partnerships between educational institutions and organisations focusing on students' technical and skill development can help overcome local and national talent shortages. Originality/value: The theoretical implications come from addressing the lack of representation of skills based employability initiatives among students from India in the vocational behaviour literature. Practical implications come from knowledge sharing of innovative strategies to enhance the employability outcomes of individuals entering the labour market. New ways to overcome the reported mismatch in business education between curriculum content and the development of employability skills in graduates are presented. Benefits for diversity and inclusion are also provided.

Teachers' work in India is impacted by the ongoing restructuring of school education that incorporates simultaneous attempts at reform and regulation. Child-friendly assessment policy instituted by the local bureaucracy leads to intensification of teachers' administrative roles, drawing their attention away from critical pedagogic ones. Limitations in policy interpretation are found to be in response to the official discourse of efficiency that manifests in performative measures of accountability inconsistent with the intended reforms. In this ethnographic case study in an urban middle school for poor, teachers' attempts to comply with instruments of accountability while adapting to changing pedagogic relations with their students and achieve coherence in their identities are examined. The paper draws attention to the contrasts between models of good teaching held by teachers, vis-à-vis the official discourse. It argues for a reworking of the existing model of accountability towards incorporating a cultural-political conception of pedagogy.

Field of education is associated with herculean task and innate responsibility of escorting societies forward. Across space and time, it has been an unambiguous synthesis that education should precede any progress or change. It helps humans to understand themselves and better their interaction with rest of the society. Hence the field of education and dissemination of knowledge is very much a pivotal entity in the evolution of human civilisation. No country in the globe over centuries could afford to flourish on the paths of growth and development while ignoring the crucial role of education. Country like India where in there has been a perpetual struggle over the decades to overcome perils of colonisation and social stigmatisation reflective in terms of poverty, unemployment and illiteracy. In order to overcome these bottlenecks 'knowledge dissemination' must spearhead the change. Apart from other funding inadequacies, infrastructural lacunae, education sector in India has also been grappling with certain innate contradicting and counterproductive structures. Hence in this paper we have made an effort to address and assess the nature and impact of these dichotomies over the field of Education in India.

This paper challenges (inter)national development narratives that propose schooling as a way out of poverty in the global South by interrogating poor children's experience of pedagogic and disciplinary processes in an Indian classroom. It also develops a theoretical framework to interrogate the relationship between urban poverty and classroom processes which attends to wider class and caste relations in the contemporary context of economic liberalism and 'political and social illiberalism'. Drawing upon parent interviews and ethnographic fieldnotes from a classroom in a state school it unpacks the term, 'labour class', used by teachers to refer to pupils' social background. Further, deploying the notion of 'deficit view' it shows how pedagogic practice, physical and verbal aggression experienced by pupils and pupils' struggles to engage with classroom teaching are shaped by realities of deeply stratified schooling, inadequate infrastructure in state schools and the relationship between 'labour class' communities and middle-class teachers.

Although education is a right, it still remains a distant dream for many of India's children (Where knowledge is poor). It is clear that it is not enough to make laws; they need to be augmented by more efforts. Education should be accessible to all if democracy is to succeed. Many communities and groups like disadvantaged castes and women have been historically excluded from education. Devolution of powers is extremely important to make education accessible to children. The article rightly draws attention to the effects of poverty on children's education. As a teacher, one is continuously made aware of the educational disadvantages and disruptions poor students suffer due to lack of economic stability and social security. Unless we have a strong and universally available state welfare apparatus, the education of the working class children will continue to be sacrificed. In all this, cultural values and pressures also take a particularly severe toll. The wilful complicity of the ruling castes and classes is amply evident as their domination is derived from maintaining economic and cultural status quo. So the implications of all these studies for formulation of effective anti-poverty policies and proper education system in India are also emphasised in this paper.

The papers making up this Special Section reveal important findings and begin to fill gaps in existing literature about children's and young people's understanding and developing beliefs about socio-economic inequality and poverty. We draw on our research experience with children growing up in poverty in Ethiopia, India, Peru, and Vietnam (Young Lives) from the perspective of sociology of childhood and social anthropology. The commentary discusses the papers in the Special Section and calls for policies and practices that argue for social justice for children and young people in political and economic terms and emphasizes the importance of including children's views and descriptions of their experiences in research about poverty and inequality.

The primary purpose of this paper is to review and evaluate the causes of educational poverty in less developed countries. The basic intent in carrying out such a study is to define and derive the role of governing agencies in deliberately creating educational poverty in the country, so that the private interest of the rich and powerful ruling class can be fully safeguarded. This study is of crucial interest to the common man because majority of the people living in less developed countries are poor in spite of the fact, that almost all these countries own ample human and material resources. However, the common man in these countries is continuously suffering, generation after generation, and has been denied access to basic amenities of life. The rich and powerful ruling class, in majority of the less developed countries, has intentionally denied basic education facilities to its people for keeping them ignorant and unaware of their fundamental rights to share national resources and to gain competence for comfortable living in the society. The paper advocates a complete reversal in economic growth policies of the less developed countries so that top priority is given to those projects and programs that directly benefit the common man in the society. In this respect, the author calls for awareness among the people to exercise their economic and social rights so that people of all the strata can share equally the fruits of growth and prosperity.

British colonization initiated colonial capitalist dispossession of Adivasi-Dalit-Nontribal Forest Dwellers (ADNTFD) in India. Post-independence development continued this trend, accentuated by the neoliberal turn in the early 1990s orchestrated by the then Congress government and intensified by saffron (Hindu nationalist) authoritarian neoliberalism under the recently re-elected Bharatiya Janata Party in 2014 and 2019, leading the National Democratic Alliance regime. Neocolonial continuities and current neoliberal colonial capitalist dispossession and resistance in the forest belt, or India's contemporary 'land wars', are dialectically linked to potential spaces for Participatory Action Research (PAR) with/in ADNTFD struggles. This paper explores the imbrications of the neoliberal agenda, land wars and PAR in India, and by extension, for similar contexts addressing the vicissitudes of neoliberal authoritarian capitalism in the neo-colonies.

The Central and State governments in India have formulated programs and policies over the years for children with disabilities in order to help them to enter mainstream society. However, despite these policies, children with disabilities are amongst the most disadvantaged in terms of access to schooling and completion of elementary education, as their needs are not met effectively. Based on my personal experiences, research, and communication with different stakeholders involved in the field of education for children with disabilities over the last 30 years, this paper explores the broader challenges in the current education system with respect to issues of quality of education and drop-out rates of primary students with disabilities. A number of factors that influence the accessibility of education for children with disabilities are presented including: perceptions of parents of children with disabilities and their difficulties in helping their children with disabilities, the general attitude of society, government officials, school staff and infrastructure, inadequate levels of training of key stakeholders, invisibility of disability in community, poverty, lack of acceptance, lack of interest, gender discrimination, lack of awareness, poor physical access, availability of various support systems, and government policies focusing on the education of children with disabilities in specific.

The growth of private schools in India has contributed significantly to increased student enrollment but also raises certain questions, such as how parents living in informal settlements can support their children's school attendance and seek alternative options, such as private schools, for their children. This paper addresses these under-researched aspects by focusing on the concerns of Muslim parents (who have a minority status in India) living in unauthorized colonies in relation to selecting a school. The data were generated through questionnaires and semi-structured interviews. Drawing upon data from 13 principals and 35 households in unauthorized colonies in Delhi, India, the key findings suggest that parents face difficult conundrums due to geographic and social background constraints. Issues regarding the selection of private schools and the challenges of finding schools are discussed. This study provides a different context that should be used to inform policymakers and educators examining schooling options for marginalized communities/parents in illegal settlements.

This paper focuses on an Australian university short-term study abroad programme in India part-funded by the Australian Government New Colombo Plan -- an initiative that facilitates transformative people-to-people encounters. Our chief interest is extending our reach, through photo diaries and interviews, to understand how participants' experiences are transformative, how their knowledge production practices contribute towards constructions of global citizenship, and where opportunities to shape future participants' learning may exist. We explore decolonial possibilities for short-term study abroad under New Colombo, contextualising our inquiries historically while exploring the concepts of global citizenship and decoloniality -- ideas that provide a framework for analysis. Although short-term ventures are problematic for enabling two-way benefits, we contemplate how such programmes may still offer space for moving toward decoloniality.

Issues surrounding migration are receiving unprecedented attention at the global, regional, as well as national levels. However, a review of the literature shows that there is more focus on international migration compared to internal migration. Further, there is more emphasis on issues related to the migration destination rather than those at the source of migration. Using the cultural preparation process model as a framework, this paper aims to understand the career and livelihood planning needs of those who are left behind. The left-behind families of pine resin tappers in the Changar region of the Indian Himalayas are presented as a case study to draw the attention of career guidance and counselling professionals to this unattended population.

The history of education in India has been looked into with a view which has been narrow in its expanse, often missing out on many social categories which had a relatively limited, yet important, presence in colonial India. Sufficient attention has been paid to the official policies of the British Indian government (starting from Macaulay's Minute). However, a critical analysis of it is assumed to be provided by the nationalist discourse, which is popularly perceived as almost an antithesis of colonial education. In the entire process, the discussion on education broadly gets limited to two sections--the ruler and the ruled, thereby eschewing the diversity within the realm of those seeking and providing education. In this paper, an attempt will be made to understand the emerging importance of "Europeans and Eurasians" as a social category with a peculiar position in colonial India. Though technically part of the ruling "race", their economic standing was not always congruent with their assumed racial superiority. Termed as "poor whites" their presence in India posed challenges to the British government especially after the 1857 mutiny. Employed in the "communication network" of the British Raj, their presence in postal, railways and telegraph departments was imperative for its successful working. The first part of the paper seeks to explore the making of these European and Eurasian communities in India. An official stand regarding schooling of European and Eurasian children was formulated for the first time through Canning's Minute of 29 October 1860. Analysis of this Minute is vital to understand the very "nature of education" extended along with religious overtones providing these schools with a distinct identity and status. Using archival sources, this paper seeks to explore the "making of distinct schools" for them at hill stations and in the plains. Many of these hill schools still exist and have become a symbol of "modernity". Quite ironically their association with the colonial past provides them with a certain elite reputation in independent India (where nationalism is closely tied to education). Analysis of this opens up scope to investigate the ways in which "modernity" is not only understood but professed and adapted through such an educational setup.

A large proportion of disability around the world is preventable. Levels of disability in many poor countries can be reduced by achieving the international development targets for economic, social and human development. In this paper, the author studied the different contributory and causative factors of locomotor disability, disease states and the significance of poverty in relation to disability in Eastern part of India. Final data were collected from 200 people with locomotor disability by personally visiting each individual and their family at their home or institutes on the basis of personal interviews, discussions with them, their parents and teachers. Data were collected by situational sampling technique and tools used for the study were General information schedule (GIS) and Semi-structured interview schedule. The study revealed that various diseases which resulted in locomotor disability in some way were related to poverty. The nature and causative factors for various diseases which resulted in locomotor disability are malnutrition, unhygienic condition in the pre-natal and postnatal period of the mother as well as carelessness of the medical practitioners. Among the other associated significant indirect causes has been found to be illiteracy, ignorance of the parents, and various socio-cultural issues. However, general improvements in living conditions will not be enough but an integrated and specific steps are required for prevention of disability, ensuring that people with disabilities are able to fully participate in the developmental process and claim their rights as well as obtain a fair share of the benefits as full and equal members of society.

Debate remains about how to effectively obtain information from adolescents with disabilities in marginalized areas and how to apply this knowledge to shape rehabilitation activities. This study explored how to empower adolescents in the urban slums of North India to assume greater control over their rehabilitation within the context of a local community-based rehabilitation program. Participants included 21 adolescents with and 11 adolescents without disability (aged 12 to 18 years), and 10 community-based rehabilitation workers. A critical ethnographic approach was adopted. Fieldwork was conducted from January to May 2005 and October 2006 to March 2007. This paper focuses on the methodological aspects of this study, and how critical ethnography was used to inform positive changes for adolescents with disabilities using their perspectives. Criticality is the ability to question current theories and practices in any sector to make them more receptive to social realities. Empathy is the ability to identify with what someone else is thinking or feeling. Empathy forms the foundation for welfare state and its liberal social welfare programmes. The state-led development strategies during the post-war period stemmed from a belief in the idea of welfare state and in the redistribution of resources and opportunities in favour of the deprived groups. The market-led globalisation process has put brakes on the scope of welfare provisions even in democratic societies. The public-funded stimulus packages during the recent economic crisis helped save economies from market failure and reinforced the need for state intervention even for an efficient functioning of markets. Based on an analysis of global trends and Indian context, this paper argues for the need of the educational processes to develop criticality in thinking and empathy in action to help develop a support base for public policies benefiting the poor and the disadvantaged.

Policymakers have invested significant resources in financial education to improve financial literacy of the poor, reduce bad financial decision-making, and increase take-up of financial services and products. Yet, there is limited evidence on the effectiveness of such interventions, especially in developing countries. This paper provides evidence from a clustered randomized controlled trial (RCT) where a relatively light financial education program (one day of training) was offered to a large sample of women (n = 1,281) from poor households in informal community settings. The educational intervention was a significant departure from the more costly traditional classroom-style adult education interventions. It was based on simple "rules of thumb" and used a goal-oriented and action-focused approach, targeted at changing behaviors. We find evidence of modest, positive treatment effects for some outcomes including an increase in personal savings, achieved at a relatively low cost of training per participant.

Purpose: People living on poverty-level incomes in developing nations face unique health challenges as compared to those in developed nations. New insights emerge from a bottom of the pyramid context (India) where culture-based health notions, preventive orientation and health resources differ from developed western health orientations and resources. The purpose of this paper is to explore how structural and cognitive social capital indirectly influence preventive health behavior (PHB) through perceived health value. Design/methodology/approach: The participants for this study include rural people from Tamil Nadu, a state of India who are classified as those living below poverty level based on a per capita/per day consumption expenditure of Rupees 22.50 (an equivalent of US$0.40 a per capita/per day) (Planning Commission, Government of India, 2012). The study included a total number of 635 participants (312 males and 323 females). Relatively a high response rate (79 percent) was achieved through personal contacts and telephone solicitation, cash incentive and multiple follow-ups. Participants completed a questionnaire assessing structural and cognitive social capital, preventative health behavior, perceived health value, and health locus of control (HLC). Findings: The results show that perceived health value mediates the relationship between cognitive social capital and PHB. Specifically, cognitive social capital influences BoP people's assessment of benefits of engaging in PHB, that, in turn, influences PHB. In addition, the findings showed that HLC moderates the effect of social capital on PHB. Social capital positively related to enhanced PHB only among those who believe that health outcomes are controllable. Originality/value: The authors findings indicate that cognitive social capital has enormous potential in promoting health intervention and the health of poor communities, a sentiment shared by prior researchers (Glenane-Antoniadis et al., 2003; Fisher et al., 2004; Martin et al., 2004; Weitzman and Kawachi, 2000). Overall, from a theoretical, empirical and methodological perspective, the current study offers a unique contribution to the social capital and PHB literature. First, drawing from the HBM and HLC, the findings provide a more nuanced explanation of how distinct aspects of social capital predict PHB. Specifically, the relationship between social capital and PHB is qualified by the extent one perceives personal control over her health. In addition, the cognitive component of social capital influences PHB through perceptions of health value.

Slavery flourishes in the modern world. In nations plagued by debilitating poverty, individuals unable to afford food, clothing, and shelter may be compelled to make a devastating decision: to sell themselves or their children into slavery. Nowhere in the world is this more common than India. Conservative estimates suggest that there are 10 million bonded child slaves in India alone. Bonded slavery refers to the situation in which a debtor is forced to work exclusively for a creditor in order to repay an advance. There are additional characteristics that are commonly associated with bonded labor but are not essential to its definition. For example, bonded slaves are generally forced to work long hours for six or seven days per week. They frequently receive wages well below those of workers in the same industry who have not taken an advance. This paper discusses India's domestic laws criminalizing bonded labor, its entry into some numerous international agreements regarding bonded slavery, and the four elements of effective bonded labor intervention. Increasing rates of school enrolment have changed childhoods in the global South, so that it is now the norm for children to attend at least some years of primary school. This paper explores the extent to which valuing of children as educational projects and outcomes may be displacing previous valuations of children as contributors to the domestic economy. The paper draws on qualitative interview data from Young Lives, a longitudinal study of children growing up in four developing countries, using a case study approach to explore the experiences of four children in rural Andhra Pradesh, India. The paper suggests that children are balancing expectations for the future with responsibilities to their families in the present, and concludes that the over-valuing of formal qualifications and the under-valuing of forms of work such as agriculture risk being internalised by children, leaving those who do not succeed feeling they are "a waste". This paper proposes how to select a methodology to target multidimensionally poor households, and how to update that targeting exercise periodically. We present this methodology in the context of discussions regarding the selection of a targeting methodology in India. In 1992, 1997, and 2002 the Indian government identified households that are below the poverty line (BPL) and in updating the 2002 methodology, alternative methods have been proposed and vigorously debated. A fourth BPL method was published and a corresponding Socio Economic Caste Census (SECC), implemented. Using the third National Family Health Survey (NFHS-3), this paper illustrates how a BPL targeting method using SECC variables might be calibrated to a multidimensional poverty measure. This paper compares the fit between a benchmark measure of multidimensional poverty and several plausible targeting methods to determine which method(s) approximate it--as well as related measures--most closely. We find a ten-item binary scoring method, which uses variables already available in the SECC questionnaire, provides a strong proxy. The emphasis of this paper is to illustrate how a particular targeting method can be justified, rather than to advocate any particular solution.

Human capital and functionalist paradigms underpin the stance taken by most governments to education policy. These models have also had a profound effect upon the determination of education priorities in the poorest states and, indeed, upon aid policy. This paper argues, on the basis of evidence from the papers in this volume and from the wider research literature, that the outcomes of education for individuals and for society depend more upon national and local contexts, on history and on culture, than such models typically allow. Debates on the global economic recession have failed to draw adequate attention to the meaning of the crisis for the poor and their education, especially in later developing societies. In this paper, I focus on the education of children of the poor in India--a country that has experienced economic slowdown rather than recession. Available research suggests that the economic slowdown is likely to have resulted in large numbers of informal sector workers slipping into poverty, adversely affecting the education of their children. However, I argue that poverty and the education of the poor has to be looked at in a context much broader than the global recession or the national economic slowdown. I refer in particular to the neoliberal discourse advocating low-cost private schools as solutions to the education of poor children, a discourse that preceded the meltdown. I argue that while publicly funded schooling in India is certainly in need of an overhaul, the private school agenda is driven by markets and profits and a reduced role of the state in education. "Wellbeing" is a key concept in the study of children's lives over time, given its potential to link the objective, subjective, and inter-subjective dimensions of their experiences in ways that are holistic, contextualized and longitudinal. For this reason wellbeing is one of the core concepts used by Young Lives, a 15-year project (2000-2015) that follows the lives of 12,000 children growing up in the context of poverty in Ethiopia, Peru, Vietnam and Andhra Pradesh (India) (see http://www.younglives.org.uk). This paper examines a selection of methods being used by Young Lives to capture aspects of child wellbeing in the context of a range of children's life experiences related to poverty, specific risks and protective processes. It draws on a review of the literature on child-focused methods and on recent experiences piloting three core qualitative methods in the four study countries. The paper reports the development of a methodology that is child-centred, but also acknowledges that every child is embedded within a network of social and economic relationships.

This paper discusses the grassroots level understanding of poverty and wellbeing. There is rich debate and ever expanding literature on the meaning of wellbeing and poverty and their relationship in developing countries. In recent times wellbeing and poverty have been scrutinised within the discourse on multidimensionality of poverty. Most research outputs though are grounded in quantitative data. Investigations that focus on the perceptions and understandings of poor people about their situations remain sparse in the literature. The current study is an attempt to address this gap. The paper explores the common grounds and the points of departure between the researchers' views of poverty and wellbeing and the perception at the grassroots. The paper presents findings of primary research conducted by the author in Dhar district of Madhya Pradesh and Madhubani district of Bihar in India. Semi-structured survey instruments were deployed to interview a selection of poor, marginal and non-poor households. In addition to identifying the commonalities in grassroots and researchers' understandings of poverty, the paper draws attention to factors that may be outside the radar of the researchers. It is envisaged that mapping a more holistic understanding of poverty and wellbeing will have important long-term policy implications for poverty reduction.

This paper draws on data from Young Lives, a longitudinal study of childhood poverty, to explore how international development research might be strengthened by including qualitative longitudinal research (QLR). We review three problems in development studies: (a) the relatively low status of qualitative research within the hierarchy of development knowledge, (b) the predominance of cross-sectional research, and, (c) marginality of research with children and young people. We offer examples from Young Lives research on early marriage in Ethiopia, household poverty dynamics in India and Ethiopia, and aspirations and migration in Peru, to highlight the potential of QLR to address these drawbacks. We suggest that QLR illuminates the dynamic complexities of the processes and practices of everyday life, how they are experienced by children and young people, the responses they make, and the shifting trajectories of their lives.

United Nations Children's Fund (UNICEF) recently reported that the world's population is shifting to its cities. India is no exception. Throughout the country, an increasing number of migrants are leaving agricultural lifestyles in search of economic and educational opportunities, often relocating to non-notified slums. Despite the fact that many families move in search of better schools, in reality, children living in non-notified slums lack access to high-quality early childhood educational opportunities, a situation that can disadvantage them throughout their lives. This paper describes an intervention implemented in an Indian non-notified slum in which local residents were recruited to run preschools. The authors reflect upon initial data that both elucidate the challenges associated with serving transitory early childhood populations and suggest that the programme shows promise as a scalable model appropriate for addressing them.

Educational access in developing countries has improved significantly in recent years, but less evidence is available on learning and learning progress in comparative perspective. This paper employs data from Young Lives to examine levels and trends in cognitive skill development and the links to enrolment in school across the four study countries for pupils aged five to 15. Non-continuous patterns of enrolment are linked to lower learning levels in all countries, as are key indicators of home background disadvantage. Large differences in learning and learning progress are also found between the four countries' education sytems, with "learning gains" being typically highest in Vietnam and much lower in India (Andhra Pradesh) and Ethiopia. Inequalities linked to prior learning and home backgrounds are wide in Peru, while in Ethiopia and India relatively low levels of learning progress are a more general concern. In Ethiopia, both enrolment and quality improvements remain priorities for policy, while in India high levels of primary school enrolment, at younger ages than in the other study countries, suggest that comprehensive quality improvements may be required, nonetheless with a focus on disadvantaged pupils and those with low attainment in the early years.

In a recent keynote speech Paul Standish noted "there is agreement in judgments. But how the response to those judgments is realised is always cultural" (paper presented to PESA Conference, Taiwan, 2012, p. 2). Making judgments about what constitutes "crisis" for children is not necessarily agreed universally, though clearly there are some commonalities across many countries, as evident in United Nations on the Convention of the Rights of the Child (UNCROC) agreements. This article examines the local rhetoric and reality of "crisis" for children in countries across the world. What constitutes a crisis for children, and how this plays out in the contexts of nine countries is explored by the authors based on the insights of each countries' (OMEP) (www.omep.org.gu.se) Chapter representatives. Policies will be juxtaposed with provision based on the experiences of OMEP members reporting from their various contexts. Taken together they provide a contextualised perspective on "crisis" and its relationship to a non-absolutist foundation to children's rights. The article concludes that what constitutes crisis from a global perspective warrants consideration in the context of local reality--in this locale the concept of every child as having access to "rights" is far from realisation.

This paper examines the factors that prevent slum children aged 5-14 from gaining access to schooling in light of the worsening urban poverty and sizable increase in rural-to-urban migration. Bias against social disadvantage in terms of gender and caste is not clearly manifested in schooling, while migrated children are less likely to attend school. I argue that the lack of preparation for schooling in the pre-schooling ages and school admission procedures are the main obstacles for migrated children. The most important implication for universal elementary education in urban India is raising parental awareness and simplifying the admission procedures. (Contains 6 tables and 2 figures.)

This paper examines the effect of prior participation in early childhood developmental programs, considered endogenous, upon 7-18 years olds' school enrollment in rural North India. Analyses by age group of data from the World Bank's 1997-98 Survey of Living Conditions in Uttar Pradesh and Bihar reveal that 7-10 year olds, 11-14 year olds, and even 15-18 year olds are more likely to be enrolled in school as a result of having attended an early childhood developmental program when they were 0-6 years old. It is also found that this favorable effect is particularly pronounced among children from households below the poverty line. (Contains 7 tables.)

Using consumption expenditure data of the National Sample Survey 2004-2005, this paper estimates the size of elderly poor and tests the hypotheses that elderly households are not economically better-off compared to non-elderly households in India. Poverty estimates are derived under three scenarios--by applying the official cut-off point of the poverty line to household consumption expenditure (unadjusted), consumption expenditure adjusted to household size and consumption expenditure adjusted to household composition. Results show that an estimated 18 million elderly in India are living below the poverty line. On adjusting the consumption expenditure to household size and composition, there are no significant differences in the incidence of poverty among elderly and non-elderly households in India. This is in contrast to the notion that elderly households are better off than non-elderly households in India. Based on the findings, we suggest that the age dimension should be integrated into social policies for evidence based planning. (Contains 3 figures and 6 tables.)

Transitions to adulthood are usually defined by markers such as leaving school, starting a first job, leaving the parental home, forming a first union, marrying and having a first child. Youth policy remains strongly influenced by these linear transitions, and by the metaphor of a "pathway" from school to work and adulthood, taking little account of poverty, and the significance of micro-social changes within personal relations, which in many rural cultures have considerable importance in transitions to adulthood. This paper utilises data on social and human outcomes of schooling, collected under the RECOUP programme of research in the north of Ghana and India. Micro-reconstructions of gender roles/relations associated with communication, autonomy and decision-making are shown to have subtle implications for the transformation of young people's lives. The findings suggest that education may have unexpected and often complicating effects on "domestic transitions", particularly on the private/intimate spheres of gender relations. Transition studies need to reconsider how independent action is framed within strong patriarchal cultures. (Contains 2 notes.)

This paper uses ethnographic and qualitative interview data with Muslim child domestic workers, their families and employers to investigate the social ties between young workers and their employers. Our analysis shows that working-class families use children's domestic work with middle-class families as part of a web of resources to protect them from economic shocks and to enable them to afford to meet the cost of social obligations. We show that in this particular context, a town in Uttar Pradesh in north India, hiring domestic workers locks employers into relations of social obligation with their employees and their families. We conclude that these webs of support are enabled precisely because the domestic workers are children and not adults; their status as children makes it possible for the labour contract to be mystified and reconfigured as a social relationship.

Schooling is not a benign process, rather the choice of schooling is often an opportunity for marginalised groups to creatively express particular sets of values in an attempt to gain distinction. Educational attainments carry the potential to open up a range of employment opportunities, but even if these options fail due to structural constraints, particular types of schooling are socially valued for the lifestyles, culture and values they inculcate. This paper, based on field research in Jharkhand, India, explores how people of different social categories make educational choices, focusing particularly on the gendered nature of both their aspirations and strategies for gaining distinction. The experience of state-run schooling is compared to private (including mission) education, both in the locality and at a distance, the latter often perceived to provide higher-quality English education by both parents and children. This paper analyses the effectiveness of non-formal schools for working children in Jalandhar, Punjab, India, in mainstreaming child labourers into the formal education system through incentivised, informal schooling. Using a family fixed effects model and sibling data as an equivalent population comparison group, I find that the non-formal schools effectively provide an alternative to formal primary education and also show high success rates of mainstreaming and maintaining children into post-primary education relative to the control group. I find that the children within the non-formal schools are 40.47-50.07% more likely to still be studying relative to the sibling-inclusive control group, and have 1.976 to 3.389 years less of a gap in educational attainment. I conclude that the child labour schools are serving a useful function in helping poor children attend school, regardless of their labour status. The policy implications explored suggest that aspects of the techniques used in the non-formal schools should be applied more broadly to the formal schooling system. (Contains 8 tables and 14 notes.)
