Objective: The objective of this study is to investigate changes in willingness for total knee replacement (TKR) surgery following a randomised control trial (RCT) of an osteoarthritis management program, and to extrapolate orthopaedic cost consequences for private health insurers (PHI). Methods: Willingness for surgery data from the RCT is analysed using a multinomial logistic regression model. A decision analytic model is used to conduct a break-even cost benefit analysis of the intervention from a PHI payer perspective. The analysis estimates the minimum probability of progression to surgery required for the intervention to be cost-neutral when considering savings limited to reduced orthopaedic costs. Cost data and orthopaedic pathway probabilities are sourced from payer data. Results: At baseline, 39% of participants in the treatment and control group were willing for surgery. At 12 months, 16% of participants in the treatment group remained willing for surgery, versus 36% in the control group. Participants in the treatment group are 2.96 (95% CI: 1.01–8.66) times more likely than those in the control group to move from initially willing for surgery, to unsure or unwilling at 12 months. The analysis indicates that the intervention is likely to be cost saving when at least 60% of initially willing participants progress to surgery over a 5-year time horizon. Conclusion: Our study estimates that an education, exercise and weight loss intervention can deliver both improved participant outcomes and a return on investment to Australian PHIs through a reduction in TKR surgery incidence. Ethiopia's government proposes paving existing roads or building modern intersections in cities to reduce maintenance costs. An unimproved signalized intersection at 6° 51′ 47.9″ N and 37° 45′ 50.1″ E is selected for this research. Cost-benefit analysis is used to evaluate the proposed innovative approach to designing and implementing an intersection and to compare whether the new road projects will have an adequate return. This research suggests converting the current intersection into a signalized roundabout to calm traffic. Signalized roundabouts have a higher net present value and a modified internal rate of return than improved signalized crossing intersections. The use of advanced security technologies, such as modeling and simulation in support of vulnerability assessment, has continued to find acceptance in both the operator and the regulatory realms. A critical component to gaining acceptance for modeling and simulation is employing a proven analysis process using best practices and proven tools. These processes and tools allow security managers to be responsive to changing threats and management/financial constraints by quantifying a site's level of security under different attack scenarios and defensive configurations. Based on best practices and performance data from government agencies, modeling and simulation experts have proposed a process to compute security system effectiveness for commercial nuclear sites. This process will allow decision makers to use a risk-informed approach to quantify security risk at their sites. This also includes a formal accreditation and review process that will provide decision makers and regulators confidence into the development of the defense strategy. Providing a consistent means to assess security, using government-provided or other agreed-upon performance data, will allow sites to compare new and more cost-effective strategies directly with existing/approved strategies to perform a cost-benefit analysis and return on investment estimate. Background: Primary healthcare (PHC) systems attain improved health outcomes and fairness and are affordable. However, the proportion of PHC spending to Total Current Health Expenditure in Kenya reduced from 63.4% in 2016/17 to 53.9% in 2020/21 while external funding reduced from 28.3% (Ksh 69.4 billion) to 23.9% (Ksh 68.2 billion) over the same period. This reduction in PHC spending negatively affects PHC performance and the overall health system goals. Methods: We conducted a cost-benefit analysis and computed costs against the economic benefits of a PHC scale-up. Activity-Based Costing (ABC) on the provider perspective was employed to estimate the incremental costs. The OneHealth Tool was used to estimate the health impact of operationalizing PHC over five years. Finally, we quantified Return on Investment (ROI) by estimating monetized DALYs based on a constant value per statistical life year (VSLY) derived from a VSL estimate. Results: The total projected cost of PHC interventions in the Kenya was Ksh 1.65 trillion (USD 15,581.91 billion). Human resource was the main cost driver accounting for 75% of the total cost. PHC investments avert 64,430,316 Disability Adjusted Life-Years (DALYs) and generate cost savings of Ksh. 21.5 trillion (USD 204.4 Billion) over five years. Shifting services from high-level facilities to PHC facilities generates Ksh 198.2 billion (USD 1.9 billion) and yields a benefit-cost ratio of 16:1 in 5 years. Thus, every $1 invested in PHC interventions saves up to $16 in spending on conditions like stunting, NCDs, anaemia, TB, Malaria, and maternal and child health morbidity. Conclusions: Evidence of the economic benefits of continued prioritization of funding for PHC can strengthen the advocacy argument for increased domestic and external financing of PHC in Kenya. A well-resourced and functional PHC system translates to substantial health benefits with positive economic benefits. This study examined the economic benefits of higher education in Ethiopia. It utilized a quantitative research approach. The study revealed that the benefit-cost ratio (BCR) for secondary and higher education is 1.97 and 1.84 respectively. This implies that both levels of education provide benefits outweighing their costs. Regarding the private and social rate of return, they were 68% and 23% respectively. These figures reveal that both the private and social benefits are higher than the those found in any previous studies. Lastly, higher education has the highest rate of return for employees of three key sectors－that is, teacher education, agriculture, and health sciences－with an estimated value of 23, 15.3, 16.3 per cent increases to earnings compared to 3.8 for secondary education. In conclusion, the increasing pattern of high private rates of return to higher education shows that a shift of the education cost burden from the social to the private might be accomplished through loan schemes in higher education. Thus, various methods are being employed to manage the incessant municipal solid waste generation for a sustainable solid waste management and one of the viable approaches is the recycling option. The main objective of this paper is to determine the cost benefit analysis of setting up a recycling facility for the processing of various wastes for use as raw materials by industries. The cost benefit analysis was carried out based on historic data obtained from the municipality and some recent waste composition data. The overall analysis was done using Excel software. From the Excel software analysis, Internal Rate of Return on investment was 42%, Internal Rate of Return on equity was 98% and Net Present Value was R 63, 420,000 (USD$ 4646225.33). In ascertaining the result obtained from the Microsoft Excel, three data analysis and technical computing software (MATLAB, Python, and R-Studio) were employed. This was necessary to compare and validate the cost-benefit indicators (Net Present Value and Internal Rate of Return). Besides, evaluating the performance of each software with regards to the cost-benefit evaluation is ideal for a recycling plant like this to establish the feasibility of the project. Moreover, sensitivity analysis was conducted, and a breakeven point of 211 tons of waste was obtained. In addition, the total benefit of recycling was valued and was given as R 486,008,582.85 (USD$ 35605572.16). From the overall analysis, it was observed that the IRR and Net Present Value were alike, about 677 potential jobs could be created on the project and the Net Present Value > 0. The performance of floating photovoltaics (FPV) was assessed by this study, a technology with rising popularity in the sustainable energy sector, by comparing its economic and environmental benefits to various types of photovoltaic technologies by utilizing Life Cycle Assessment (LCA) and Cost-Benefit Analysis. The largest impacts were shown from this LCA of a 150 MW FPV plant with a 30-year lifespan, which resulted from the roughly 73 kg of greenhouse gases and 110 m3s of water per MWh generated. Additionally, 21 reservoirs were considered in Thailand to house new FPV plants. Projected power generation scenarios varied between 0.64 GW and 13.28 GW when reservoir coverage percentages ranging from 1% to 20% were used. The Levelized Cost of Energy for several different photovoltaic systems yielded 0.24 USD per kWh for the FPV system, while the ground based polycrystalline and thin film systems were 0.43 USD and 0.54 USD per kWh, respectively. The payback period for FPV was 7.5 years, while for the polycrystalline and thin film it was 7.8 and 16.3 years. This combined with other factors made for a high return on investment for the FPV system. This study recommends a 10% coverage of 21 reservoirs throughout Thailand, allowing for potentially 6.52 GW of installed capacity, which would substantially help the country to reach their 2036 goal of having 30% of the energy mix from renewable sources. • Life Cycle Assessment was conducted of a floating solar plant in Thailand. • A 150 MW plant was found to emit 73 kg of greenhouse gases per megawatt. • The Payback Period for the floating solar plant was 7.5 years. • Thailand could install between 0.64 and 13.28 GW at 21 reservoirs. In 2010–2011, University of Colorado (CU) librarians implemented a multi-campus pilot study to measure the institutional value of library resources used by faculty in their research. The study incorporated quantitative methods including return on investment (ROI), cost benefit analysis (CBA), and citation analysis of journal articles published by faculty; and qualitative methodologies such as in-person interviews with faculty. The study resulted in a CU ROI model that can be used to measure faculty perceptions of value and the economic benefits of electronic journal collections for faculty research in terms of ROI. The CU ROI methodology provides outcomes beyond a single ROI number and led to unexpected benefits for informing collection development decisions and strategies. [Copyright &y& Elsevier]

State, public, academic, and special libraries are conducting and publishing the results of studies aimed at showing the value of their services and resources. Librarians must be prepared and proactive so when asked to justify budget allocations they have the tools to show their library's value and understand the importance of expressing value in terms familiar to the administrators. By identifying stakeholders and obtaining their buy in, librarians can turn data into evidence of the organization's return on investment (ROI) in the library. A more traditional method of estimating the ratio of net benefits and costs or a return on investment (ROI) is one way for agencies to indicate the financial benefits that these programs realize. In contrast, social return on investment (SROI) is a relatively new approach that can be used to help determine the value of social benefits gained by individuals with disabilities who obtain competitive integrated employment (CIE). This paper will discuss and give examples of the benefits of specific SROI methods in assessing employment outcomes for individuals with disabilities, which may be particularly important in estimating the overall value of the public vocational rehabilitation (VR) program. The return to R&D investment and activities has been the object of a vast literature, both from a theoretical and empirical perspective. The aim of this overview is to present a selection of contributions to underscore the main shared findings and highlight open issues, while also providing a preliminary analysis of the returns to R&D investment in large research infrastructures (RIs) in Europe. First, a common methodological framework is distilled from the macro-literature, examining the return to R&D in aggregate terms. Then, the evaluation in the context of specific projects, mainly in large RIs, is examined, followed by the explicit consideration of externalities and spillover effects of research activities. A novel empirical analysis of European RIs is also presented, based on a novel data set, to highlight trends and suggest new avenues for the evaluation of the rate of return to investments in research infrastructures, using both a cost effectiveness ratio and a bibliometric citation count as metrics to evaluate the return to R&D investment in these facilities. Objective. To determine the relationship between return on investment (ROI) and quality of study methodology in workplace health promotion programs. Data Source. Data were obtained through a systematic literature search of National Health Service Economic Evaluation Database (NHS EED), Database o f Abstracts of Reviews of Effects (DARE), Health Technology Database (HTA), Cost Effectiveness Analysis (CEA) Registry, EconLit, PubMed, Embase, Wiley, and Scopus. Study Inclusion and Exclusion Criteria. Included were articles written in English or German reporting cost(s) and benefit(s) and single or multicomponent health promotion programs on working adults. Retum-to-work and workplace injury prevention studies were excluded. Data Extraction. Methodological quality was graded using British Medical Journal Economic Evaluation Working Party checklist. Economic outcomes were presented as ROI. Data Synthesis. ROI was calculated as ROI= (benefits - costs of program)/costs o f program. Results were weighted by study size and combined using meta-analysis techniques. Sensitivity analysis was performed using two additional methodological quality checklists. The influences o f quality score and important study characteristics on ROI were explored. Results. Fifty-one studies (61 intervention arms) published between, 1984 and 2012 included 261,901 participants and 122,242 controls from nine industry types across 12 countries. Methodological quality scores were highly correlated between checklists (r= .84-.93). Methodological quality improved over time. Overall weighted ROI [mean ± standard deviation (confidence interval)] was 1.38 ± 1.97 (1.38-1.39), which indicated a 138% return on investment. When accounting for methodological quality, an inverse relationship to ROI teas found. High-quality studies (n = 18) had a smaller mean ROI, 0.26 ± 1.74 (.2 3 -.3 0 ), compared to moderate (n = 16) 0.90 ± 1.25 (.90-.91) and low-quality (n = 27) 2.32 ± 2.14 (2.30-2.33) studies. Randomized control trials (RCTs) (n = 12) exhibited negative ROI, -0.22 ± 2.41(-.2 7 to -.16). Financial returns become increasingly positive across quasi-experimental, nonexperimental, and modeled studies: 1.12 ± 2.16 (1.11-1.14), 1.61 ± 0.91 (1.56-1.65), and 2.05 ± 0.88 (2.04-2.06), respectively. Conclusion. Overall, mean weighted ROI in workplace health promotion demonstrated a positive ROI. Higher methodological quality studies provided evidence of smaller financial returns. Purpose - The purpose of this paper is to examine the provision of audiovisual materials in UK public libraries and their economic value. Design/methodology/approach - A questionnaire survey of all the public library authorities in the UK was used to investigate current provision of audiovisual material, expected future provision, and the amounts spent on and generated by audiovisual collections. Data collected, together with those available from other reputable sources, were then used to estimate the cost benefit or value of audiovisual provision. Findings - The provision of audiovisual material in UK public libraries is widespread and varied. While audiovisual collections provide economic value and generate income from charging for loans, there are significant costs inherent in providing such services. Concerns are raised about the constant developments in media formats and the ability to make adequate provision. A cost benefit of 1:1.34 using the PVB (present value benefits) based on maximum loan charges was found, meaning that the UK gets £1.34 direct benefit from every £1.00 spent on the audiovisual service. Research limitations/implications - There are different methods used by economists to estimate value of public services, all having limitations. The method used in this research is no exception. The cost-benefit ratio found is based on maximum loan charges. However, this figure would be higher if the PYB had been based on purchase costs or lower if the PVB had been based on mean loan charges. Further, the figures do not include indirect benefits or option benefits, so are likely to be underestimates of the true cost benefit of the audiovisual service. Practical implications - This research is likely to be of interest to public library managers and funding bodies needing evidence for the value of audiovisual provision. Originality/value - This is the first attempt to put a monetary value on audiovisual provision in the UK. It also provides insights into current and future audiovisual provision. Two important unresolved issues in the evaluation of health care programs are the treatment of indirect costs and the selection of the appropriate discount rate. This paper emphasizes the role of distortionary taxation in addressing these issues. It establishes that: (i) indirect government-paid costs should be treated differently from indirect privately-paid costs; (ii) direct and indirect government costs of a health program should be discounted by the gross rate of return, while consumers' monetary valuations of the program's effects, less direct private costs, should be discounted at the net rate of return; and (iii) the present value of total government costs should be multiplied by a marginal cost of funds before it is comparable to the present value of net private benefits. Lind (1990) argues that capital mobility should be incorporated into the discussions of the social discount rate. He finds that when labor market distortion is ignored in that context, the appropriate discount rate for both project benefits and costs is the net rate of return, and the gross rate of return does not enter into the rule. Taking into account the labor market distortion, we find that a project’s impacts on government receipts should be incorporated into its evaluation and that costs should be multiplied by a marginal cost of funds (MCF) before being compared with benefits. Traditional procedures alone are not appropriate for justifying advanced manufacturing systems. It is necessary to consider the benefits of new technology in manufacturing systems since financial return is dependent on many factors outside manufacturing. An in-depth examination is the foundation of the comprehensive comparative analysis presented here. The mechanism used to combine and synthesise tangible and intangible benefits of advanced technology is the analytic hierarchy process. A cost/benefit analysis incorporates cashflows and benefits to determine the best manufacturing system choice.
