The paper presents key results regarding a possible reform of the Common Agricultural Policy direct payments, based on a scenario analysis by the CAPRI (Common Agricultural Policy Regionalized Impact) modelling system. Combining aggregate programming models at the NUTS 2 level with a global spatial multi-commodity model, it enables depicting the impacts of different policy and economic scenarios from regional to the global scale. The paper discusses simulated impacts on farm income and agricultural markets from implementing the European flat rate hectare payment corrected for the purchasing power disparities across the Member States while reducing the overall budget outlays for direct payments by 50% and dismantling the remaining coupled support to ruminants. The results are an outcome of a comparative static analysis against a reference scenario which assumes the Health Check policy in 2020. The model results suggest a drop of the agricultural gross value added by 9% at the aggregate EU27 level compared to the reference scenario. Impacts differ between the Member States groups, Member States and regions, depending on the share of premiums in the income from agriculture, specialization and competitiveness of production. The largest reduction is projected for the suckler cow herd, dropping by 6% compared to the reference scenario. This paper studies the evolution and determinants of spatial inequalities in France. To this end, we use a unique database providing data on value-added, employment, and population over the entire set of French "Départements" in 1860, 1896, 1930, 1982, and 2000. These data cover three sectors: Agriculture, Manufacturing, and Services. Firstly, we confirm the existence of a bell-shaped process of spatial concentration in Manufacturing and Services over time. In contrast, labor productivity has been converging across departments. Secondly, we find considerable agglomeration economies over the whole period. The spatial distribution of these gains is determined mainly by market potential in the first sub-period, 1860-1930, and higher education in the second, 1930-2000. [ABSTRACT FROM AUTHOR]

Selective fishing pressure on more highly valued marine living resources is one of the key factors proposed to explain changes occurring in fish communities and associated landings of commercial fisheries. The aim of this paper is to establish the nature of changes in the landings of French fishing fleets operating in the Bay of Biscay in the period 1973-2002, and whether these changes could be related to the relative economic attractiveness of different fish species. The analysis focuses on trends observed in the landings of all commercial fish species over the last three decades. It is based on data of annual quantities landed and ex-vessel prices compiled from official French landings records, and on bio-geographical descriptors of these species derived from published data. Using simple index numbers and multivariate analysis, we examined changes in total landings in terms of their volume and value, as well as changes in their composition. We show that the composition of landings significantly changed over the study period, with an increase in the proportion of pelagic species, of lower economic value. The average ex-vessel price of production by the fleets tended to decrease from the late 1980s; partly due to a cross-species drop in prices, occurring mainly after 1993, but also to the increased proportion of low-priced species in the landings. Physiocracy is still sometimes seen as an oddly archaic programme of agricultural development. The aim of this paper is to show that one of the Physiocrats’ prime concerns was to take the subject of agriculture out of international relations. The fiscal regime that was central to Physiocracy was designed to make every large territorial state self-sufficient and, by doing so, to break the connection between modern great power politics, the international division of labour, and the politics of necessity. From this perspective, the memorandum that Victor Riqueti, marquis de Mirabeau, sent to the Berne Economic Society in 1759, contains an early indication of what, had the Physiocratic programme ever been implemented in full, a world reformed on Physiocratic lines might have looked like. Economic valuation provides information for the relative values of environmental and recreational spatial services and other goods such as healthy and safe food, whose promotion is now envisaged by EU in the context of a multifunctional agriculture (MFA) model. Therefore, economic valuation is a valuable tool for MFA assessment. However, the promotion of MFA at EU level necessitates the scaling up of assessment methods, particularly if the corresponding policies are to receive a sympathetic hearing by the WTO. Thus, the usefulness of economic valuation in the MFA context depends on its ability to obtain scaled-up estimates. This paper is a review of the current state of the art for the agricultural non-commodity outputs valuation methods, their application and respective value estimates. A special focus has been given to the European countries of France, Germany and Portugal, because these were the object of a relatively detailed and extensive survey of case-studies addressing valuation of agriculture-related NCOs (non-commodity outputs), undertaken in the MULTAGRI project. The main conclusions of the review were: (1) the prevalence of stated preference valuation methods; (2) the resort to crudely defined “landscapes” to index spatial-based environmental and recreational services; (3) the regional scope of valuation studies; (4) that most of the case-studies offered ex ante value estimates for actual or simulated changes in the provision level of agriculture-related NCOs, linked to conservation or restoration policies, projects or programmes. Furthermore, the review highlights some promising practices to improve the selection and specification of attributes, such as the option for a multi-attribute valuation approach and the resort to multidisciplinary data and modelling. These practices have been incorporated into a proposal for an integrative valuation framework to improve NCO specification at the broader scale and to respond to the end-users information demands. Objective: In the present study, we used a structured approach based on publicly available information to identify the corporate political activity (CPA) strategies of three major actors in the dairy industry in France.Design: We collected publicly available information from the industry, government and other sources over a 6-month period, from March to August 2015. Data collection and analysis were informed by an existing framework for classifying the CPA of the food industry. Setting/Subjects Our study included three major actors in the dairy industry in France: Danone, Lactalis and the Centre National Interprofessionnel de l'Economie Laitière (CNIEL), a trade association.Results: During the period of data collection, the dairy industry employed CPA practices on numerous occasions by using three strategies: the 'information and messaging', the 'constituency building' and the 'policy substitution' strategies. The most common practice was the shaping of evidence in ways that suited the industry. The industry also sought involvement in the community, establishing relationships with public health professionals, academics and the government.Conclusions: Our study shows that the dairy industry used several CPA practices, even during periods when there was no specific policy debate on the role of dairy products in dietary guidelines. The information provided here could inform public health advocates and policy makers and help them ensure that commercial interests of industry do not impede public health policies and programmes. Work is a central concern for sustainable farming systems and rural communities, especially regarding specific issues of the agricultural sector, as the strong decrease in rural employment and the less attractive working conditions. Many articles covering diverse related topics have been published. However, the few studies analyzing the state of worldwide scientific research on work in agriculture give only a fragmented view, since they focus on specialized topics and disciplines. To fill this knowledge gap, the aim of this study was to review the state of research on work in agriculture addressed by the scientific literature, through a bibliometric analysis by country, institution, journal, author, and keywords. Our main finds are that (1) work in agriculture issues is divided into six main research domains: occupational health and safety, labor market and rural employment, labor and farm sustainability, work organization, agricultural policy and agrarian changes, and labor and family farms; (2) these research domains are analyzed by five scientific communities: ergonomics, agricultural economics, livestock farming systems, rural sociology, and agricultural policy; (3) the reference authors, most-cited articles, and main journals were identified for each scientific community; (4) USA, France, and China arise as leaders in the scientific landscape. We show for the first time the characteristics of the main scientific communities worldwide that have performed the most relevant research related to work in agriculture over the past 10 years. This review provides a benchmark for future research on agricultural work-related topics and encourages collaborations between researchers from different scientific communities for interdisciplinary innovation, which support sustainable working conditions in agriculture.
