Eliminating poverty by 2030 is the main target of Sustainable Development Goal 1(SDG1). India had an ambitious target of cutting down its poverty rate to 10.95% from 21.92%, by 2030. This review has the objective to consolidate the literature related to SDG1 in India, since 2015 and to identify futuristic research niches. This research focuses on the research questions of identifying the public policy initiatives in India for achieving SDG1 and the performance of various indicators of SDG1 in India. Forty‐one peer‐reviewed articles related to SDG1 in India are selected from the sources of Web of Science and consolidated the findings of these works of literature by using the indicators of NITI Aayog as the themes; described the empirical papers by highlighting the key variables and findings. This research had identified the health insurance penetration; slum rehabilitation and rejuvenation of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) are the futuristic areas for research. This paper contributes to the existing body of knowledge and recommends the key areas to be focused on achieving SDG1 in India. This review can help readers in understanding better methods of poverty eradication. High spirits are recommended from the implementing authorities to meet the objectives of indicators of poverty, better housing, health insurance penetration to households, and for the generation of employment and consumption by the scheme of MGNREGA. This paper studies the pro‐poor bias of trade policy in India by estimating the household welfare effects of removing the current protection structure. The elimination of a pro‐poor trade policy is expected to have a negative differential welfare effect at the low end of the distribution. The paper first constructs trade restrictiveness indexes for household consumption items and industries using both tariffs and non‐tariff barriers. The results indicate that Indian trade policy is regressive through the expenditure channel as it disproportionately raises the cost of consumption for poorer households, while it is progressive through the earnings channel. Based on the net welfare effects, the elimination of the current trade protection structure is estimated to reduce inequality. Prosocial P2P lending platforms are a novel and powerful example of a digital social innovation (DSI) in which the operating model relies primarily on digital technologies and the overarching focus is on the "social" aspect of the innovation. These platforms establish a virtual connection between low‐income individuals and lenders, helping the former access loans at low rates of interest. In realising their mission of fighting poverty, prosocial P2P lending platforms maintain a challenging hybrid – online and offline – focus. This paper explores how prosocial P2P lending platforms enact their hybrid orientation. It draws on an inductive qualitative study of Rang De, India's first prosocial P2P lending platform. The analysis highlights five clusters of actions: digital attention‐building, digital credibility‐building, digital empathy‐building, intermediary relationship‐building, and borrower relationship‐building. The paper argues that significant strengths on the online side help establish a sustainable business model. A willingness and commitment to maintain a high degree of engagement with the complex offline world of low‐income borrowers helps develop the model as an impactful social innovation. Are elections immediately preceded by periods of increased violent crimes? In this paper, we test the link between criminal activity and electoral cycles. We use annual data from 1981 to 2007 on crimes and data from the parliamentary elections in India for the same period. Using a difference‐in‐difference design, we find that election years have significantly higher incidence of violent crimes even after accounting for poverty and inequality. This effect is statistically significant and consistent across specifications. The effect is magnified in districts that are more competitive. Similar regressions using economic crimes and elections show either a decline or no effect. Our results are strongly indicative of a close link between violent crimes and elections, and are critical for the growing debate on the criminalization of politics in developing countries. India has been hard‐hit by the Covid‐19 pandemic. The virus has exacted a heavy toll in terms of lives lost and deteriorating health outcomes. The economic consequences of the pandemic have been similarly grim. In this paper we attempt an initial, interim, assessment of the impacts of the crisis on poverty. We review the growing literature that considers emerging poverty impacts, noting that there remain significant knowledge gaps due to limited evidence on current welfare outcomes. We analyze pre‐Covid survey data to examine the incidence of chronic poverty and downward mobility during a period of rapid economic growth and declining poverty. A profile of poverty during such a period might offer a plausible, partial, window on population groups currently at risk. We suggest that, notwithstanding the severe initial impacts of the crisis on poverty, there are grounds for expecting further consequences going forward. As the virus has spread out of the relatively affluent cities, and as economic stagnation persists, rural areas, with historically higher rates of chronic poverty and vulnerability, may see particularly sharp increases in poverty. While recent vaccination developments offer some grounds for optimism, there remains an urgent need to identify, implement and amplify effective policy alleviation measures. [ABSTRACT FROM AUTHOR]

This paper set out to reassess the effects of economic and social determinants of the probability of formal vocational training in India. Applying the four‐level cross‐classified logistic model to the 2011–2012 National Sample Survey data, the paper identified the association between formal training and 'good jobs' in large urban electrified firms that offer permanent employment and regular monthly salary to their skilled occupation workers. Nevertheless, India remains a country of severe training poverty. This study confirms that the traditional mindset of the society does contribute to the training poverty; however, this impact is much limited to the household level and religious groups, such as Christians, which are systematically excluded from formal training as compared to Hindus, Sikhs and Buddhists. In contrast, the lower castes and deprived social backgrounds do not affect, as predicted by previous studies. Moreover, it is shown that unskilled males from the rural area of India were less likely to receive formal training as compared to educated single women. [ABSTRACT FROM AUTHOR]

This paper examines some of the determinants of rural-to-rural migration in India. For female migration for marriage, which accounted for nearly a half of the total rural-to-rural migration flow during the 1970s, the results of the paper are not in discordance with the view of patrilocal exogamy as an insurance mechanism. However, we also find indirect support for the view that where women's economic contributions are seen to be valuable in the context of the family and the village economy, the outmigration of women for the purpose of marriage would ceteris paribus be lower. For migration for purposes other than marriage, the scheduled caste status is seen to have an effect independent of its indirect effect on poverty. However, with the exception of migration for the purpose of marriage, we do not find the influences of our explanatory variables to differ greatly across gender. The economic impacts of COVID‐19 lockdowns on poor and vulnerable households living in rural areas of developing countries are not well understood due to a lack of detailed micro‐survey data at the household level. Utilizing weekly financial transaction data collected from households residing in a rural region of India, we estimate the impacts of India's COVID‐19 lockdown on household income, food security, welfare, and access to local loan markets. A large portion of households living in our study region is reliant on remittances from migrants to sustain their livelihoods. Our analysis reveals that in the month immediately after India's lockdown announcement, weekly household local income fell by INR 1,022 (US$ 13.5), an 88% drop compared to the long‐term average with another 63% reduction in remittance. In response to the massive loss in earnings, households substantially reduced meal portions and consumed fewer food items. Impacts were heterogeneous; households in lower income quantiles lost a higher percentage of their income and expenditures, but government food aid slightly mitigated the negative impacts. We also find an increase in the effective interest rate of local borrowing in cash and a higher demand for in‐kind loans, which are likely to have an adverse effect on households who rely on such services. The results from this paper have immediate relevance to policymakers considering additional lockdowns as the COVID‐19 pandemic resurges around the globe and to governments thinking about responses to future pandemics that may occur. Increasing rates of school enrolment have changed childhoods in the global South, so that it is now the norm for children to attend at least some years of primary school. This paper explores the extent to which valuing of children as educational projects and outcomes may be displacing previous valuations of children as contributors to the domestic economy. The paper draws on qualitative interview data from Young Lives, a longitudinal study of children growing up in four developing countries, using a case study approach to explore the experiences of four children in rural Andhra Pradesh, India. The paper suggests that children are balancing expectations for the future with responsibilities to their families in the present, and concludes that the over-valuing of formal qualifications and the under-valuing of forms of work such as agriculture risk being internalised by children, leaving those who do not succeed feeling they are 'a waste'. For developing countries, the proportion of households covered by improved water resources is conventionally used to assess the water stress situation. However, in a developing country like India with a high population growth rate, water demand and supply are considerably mismatched. An agro‐based economy with large variations in socio‐economic conditions and changing rainfall patterns across the states imposes greater challenge on water resources. Therefore, there is a need to assess the water situation across the country in a holistic manner. This paper proposes application of the Water Poverty Index as a comprehensive policy tool to assess actual water‐stress situation across 20 major states in India. This index covers important socio‐economic parameters such as access, capacity, use and environment in addition to water resources of each state. The results and findings are expected to be of use to policymakers and implementing agencies. This paper sketches the contours of progress in India across a broad range of human development indicators, especially those related to the Millennium Development Goals. This paper also considers the slackening of the drop in poverty reduction since the 1990s (as compared to the 1980s) and the theme of increasing personal and regional inequality in India in the post-reforms period. It also considers the even more persistent incidence of hunger in India and concludes by assessing the potential role of public policy in addressing the twin problems of slowdown in poverty alleviation and reduction of hunger. Whether India's economic reforms have led to increased income growth and poverty reduction or if rising income inequalities have prevented the poor from benefiting from growth has been a long running and contentious debate among the intellectual and political classes in the country. The growth elasticities of poverty reduction calculated in the paper could presumably be used to estimate the economic growth rates needed to reach specific poverty reduction targets. Using data on economic growth rates over the past ten years and the poverty estimates in the paper, it could be possible to assess the direction and pace of poverty reduction since the last NSS round. This paper attempts to disentangle the poverty effects of key policy variables that directly affect the poor (namely the government-led channel of development spending and financing) in both agricultural and non-agricultural sectors after accounting for the effect of respective sectoral per capita income and prices, using data from India over five decades. The paper emphasizes the sectoral composition of income and prices as mechanisms influencing the level of poverty and establishes empirically that it is the rise in non-agricultural per capita income that reduces rural poverty via the channel of internal migration, after having controlled for the variation in key components of fiscal spending and monetary/financial policy via the availability of credit. Uneven sectoral growth pattern explains why urban poverty becomes a spill-over of persistent rural poverty when the agricultural sector shrinks. While checking for robustness, there is evidence that the rise in non-agricultural income alone may not reduce rural poverty, when measured in terms of rural infant mortality rate as a non-income indicator of well-being. The Revised National Tuberculosis Control Programme (RNTCP), based on the World Health Organization's DOTS strategy,* was introduced in India in the mid-1990s. This paper reports the findings from operational research studies in two pilot sites in New Delhi from 1996 to 1998. A variety of operational research methods were used, including semi-structured interviews, focus group discussions, non-participant observations and collection of data from the tuberculosis registers. The cure rates for the clinics were 71 and 75% with a default rate of 6 and 11%, respectively. An important finding was that health workers screened patients to determine their ability to conform to the direct observation of treatment element of the RNTCP. If the health worker was confident that the patient would comply and/or be easy to trace in the community in the event of 'default', they were provided with short-course treatment under the RNTCP. Other patients, largely those who were in absolute poverty, socially marginalized, itinerant labourers, poorly integrated in the city, were put on standard tuberculosis (TB) treatment as for the previous National TB Programme. The programme was evidently excluding the most vulnerable from the best available care. These findings demonstrate the potential dangers of target-driven programmes where there is an absence of support to both frontline health workers and patients. This paper, based upon a case-study of three Indian villages, studies whether households within the same market pay different prices for identical goods. It is found that not only are unit prices for food heterogeneous, but that the poor pay more for the same goods than the rich. This is because liquidity constraints force poorer households to purchase goods in small quantities and consequently subject them to quantity premiums. Household specific index numbers are used to adjust nominal incomes to real values and it is found that Gini coefficients of real incomes are between 12 percent to 23 percent greater than the Gini for nominal incomes. An econometric analysis of the determinants of prices shows that incomes arc negatively correlated with prices, as is family size, but that the amount of land owned shows a positive relationship. This paper examines the data base available in four South Asian countries, India, Pakistan, Bangladesh, and Sri Lanka, for the examination of trends in real inequality and poverty. Taking the position that sample surveys of household income and consumption are the only really adequate bases on which size distributions of income for a less developed country can be constructed, the paper examines in Section I the reliability of the surveys available in the four countries. Section II evaluates available price data. Section III looks at directions for future development of data collection. The conclusion is reached that sample surveys regularly conducted in these countries do not provide a particularly good basis for this type of analysis. Needed alterations include permitting access to the primary data (or redesign of published tabulations to meet the needs of this type of analysis), use of per capita rather than total household income and consumption, better coverage of regions and occupations, and exploitation of the price data implicit in the survey data collected. Further, the surveys themselves need to be overhauled, especially with regard to timing of interviews. The paper concludes with a short discussion of alternatives to estimates of inequality that can be used to measure absolute deprivation, such as the QUAC stick for identifying nutritional insufficiency. India's forest biodiversity management regime is analysed at the policy, legal and institutional levels, from the perspective of the triple objectives of the Convention on Biological Diversity and the principles of the Indian constitution. The forest biodiversity management regime has both structural and functional flaws that render it largely incapable of facing the challenge of increasing biodiversity degradation and deepening poverty among the Adivasis and other forest-dependent communities. The paper argues for the reform of the forest biodiversity management regime and offers recommendations in regard to most aspects of the regime, with a view of putting the country's conservation enterprise on a course that is effective, sustainable and inclusive, rejecting the report of the High Power Committee ( HPC) (also known as the Subramanian Committee), which is premised on easing corporate access to forests. Assessing the poverty reduction in terms of food subsidies through Public Distribution System (PDS) is an important means by which the income transfer between poor and rich expenditure classes can be analyzed. The study intends to analyze the impact of PDS on poverty on rural and urban regions. It also makes a comparative assessment between the subsidy transfers among the poor and rich expenditure classes of households. The data for this objective are adopted from 68th round of National Sample Survey Organisation (NSSO) report on PDS and other sources of household consumption (2011–2012). The impact of PDS on poverty is measured monthly per capita consumption expenditure (MPCE) decile wise by using income transfer method for major 17 states in the NSSO report. The impact of PDS on poverty is estimated through subsidy or implicit income transfer. The results of the study for all India across the rural and urban areas showed that the impact in terms of percentage increase in real MPCE is more for the poorest expenditure class in topmost MPCE deciles for all the states. Background: India has 275 million adult tobacco users and tobacco use is estimated to contribute to more than a million deaths in the country each year. There is an urgent need to develop and evaluate affordable, practicable and scalable interventions to promote cessation of tobacco use. Because tobacco use is so harmful, an increase of as little as 1 percentage point in long-term quit success rates can have an important public health impact. This protocol paper describes the rationale and methods of a large randomized controlled trial which aims to evaluate the effectiveness of a brief scalable smoking cessation intervention delivered by trained health professionals as an outreach programme in poor urban communities in India., Methods/design: This is a pragmatic, two-arm, community-based cluster randomized controlled trial focused on tobacco users in low-income communities. The treatment arm is a brief intervention comprising brief advice including training in craving control using simple yogic breathing exercises (BA-YBA) and the control arm is very brief advice (VBA). Of a total of 32 clusters, 16 will be allocated to the intervention arm and 16 to the control arm. Each cluster will have 31 participants, making a total of 992 participants. The primary outcome measure will follow the Russell Standard: self-report of sustained abstinence for at least 6 months following the intervention confirmed at the final follow-up by salivary cotinine., Discussion: This trial will inform national and international policy on delivery of scalable and affordable brief outreach interventions to promote tobacco use cessation in low resource settings where tobacco users have limited access to physicians and medications., (© 2014 Society for the Study of Addiction.)

Within neoliberal development discourse, the poor are represented as entrepreneurial subjects for whom integration into formalized financial systems can facilitate their escape from poverty. This paper examines how the 2010 microfinance crisis in Andhra Pradesh reveals significant fault lines that underlie this narrative. It argues that the crisis of microfinance in Andhra Pradesh needs to be placed within the context of severe agrarian dislocations stemming from the impact of trade liberalization, drought cycles and a transformation of rural social relations. The contradictions are most strikingly represented in increasing rural differentiation and a generalized crisis of social reproduction among land-poor farmers and landless labourers. A massive influx of microfinance - driven by both state-operated programmes and private-sector institutions leveraged with cross-border financial flows - found a ready clientele among various agrarian classes seeking to bolster consumption and roll over debt in conditions of significant uncertainty and distress. Yet in banking on this vulnerability, microfinance institutions socialized the contradictions of rural Andhra Pradesh and have ultimately been thrown into limbo through the unleashing of political and social forces unforeseen in neoliberal narratives of agrarian change. The paper examines livelihood conditions and explores policy options for mitigating poverty among tribal communities in Gujarat state, which is experiencing rapid economic growth and widening disparities where tribals are the most poor and deprived. While labour force diversification and migration are important coping mechanisms, these alone may not help lift a large number of the poor out of the poverty trap, which to a large extent is linked to degradation and lack of proper entitlement for managing and using forest resources among these communities. Forest-based livelihood options assume special significance especially in the wake of the emerging policy framework for adaptation and mitigation of climate change, where the main thrust could be on combining regeneration and conservation of forests with right kind of incentives for ensuring sustainable management and use of forest resources within the region. This paper analyzes the determinants of rural poverty in India, contrasting the situation of scheduled caste (SC) and scheduled tribe (ST) households with the non-scheduled population. The incidence of poverty in SC and ST households is much higher than among non-scheduled households. By combining regression estimates for the ratio of per capita expenditure to the poverty line and an Oaxaca-type decomposition analysis, we study how these differences in the incidence of poverty arise. We find that for SC households, differences in characteristics explain the gaps in poverty incidence more than differences in transformed regression coefficients. This paper investigates the factors influencing the decline in collective management of local commons and the impact of this decline on agricultural production and household consumption. The analysis is based on a village and household data set collected in 1999 in Tamil Nadu, India, where tank irrigation systems are managed collectively for rice cultivation by informal water users' organizations. Our statistical analyses find that one major reason for the decline in collective tank irrigation management is the dissemination of private well irrigation systems. Once the decline has occurred, our analyses predict that the gap in rice yields between farmers who have access to private wells and those who must rely solely on tanks will widen, with only the latter group suffering lower yields. Our analyses also find that the same pattern holds for levels of income and consumption because the affected farmers cannot sufficiently compensate for the loss of their rice income by diversifying their income sources to agricultural labor or nonagricultural work. As Pingali notes, our paper finds that since the early 1990s India is seeing rising consumption inequality (confirming past observations) but more sharply falling consumption poverty, alongside the higher rates of economic growth. The effects of globalisation on income, the income distribution and other social indicators in China and India will be analysed in this paper. A comparison between the two countries is made on a large number of variables to determine how globalisation influences wages and labour conditions. The question asked is what explains the differences in competitiveness of information and communication technology (ICT) clusters in a Chinese and an Indian city. Labour cost and conditions turn out to be one of the factors influencing the competitiveness of the two countries and clusters. It is not so much the price of labour that explains the difference in performance, but rather the productiveness and the labour legislation. A number of other factors underlying the rapid economic growth of China are analysed to conclude that that country, more than India, has benefited from globalisation. The resulting income distribution is more unequal in China, however, there is also more employment created, poverty alleviated and wages are higher and have increased recently in China. Social capital, understood as norms of reciprocity and associational life, is supposed to provide a bottom-up approach to poverty alleviation world-wide. The World Bank says that social capital is a necessary condition for long-term development and that social capital is the capital of the poor. This paper will argue that much of the literature is too sanguine of the benefits of social capital for the poor. It is, of course, important to look at the extent to which social capital can help the poor. But how the conditions of the poor people can also affect their social capital is equally important to examine, and this has often been neglected by many scholars who have been busy to prove that social capital is a new paradigm of development. Based on qualitative interviews in two rural areas in Orissa, eastern India, this paper seeks to examine whether and to what extent poor people of the daily wage labour class benefit from their social capital. It then goes on to unpack the mechanisms in which the economic-political conditions under which poor people live and the spatiality of these conditions affect the production of social capital. By seeking to unpack the dialectical relation between social capital and poverty, the paper aims at problematizing the overly optimistic claims about social capital. It shows that it is untenable to posit social capital as an independent variable and poverty as a dependent variable because the economic-political conditions of poor people have an enormous constraining effect on social capital itself and its supposed material benefits for the poor. In this paper we propose a method of estimating multilateral regional price index numbers from a given household level data set on item-wise unit values/prices. The method is closely related to the Country-Product Dummy variable model of Summers (1973). This method is likely to be particularly useful in studies of regional comparisons of poverty and inequality, optimal commodity taxes and tax reforms. To illustrate the method, we use it to calculate the regional consumer price index numbers for Eastern, Western and Southern India (taking Northern India as the reference region) separately for three categories of rural and urban households, viz., all households and those below and above the poverty line, using household level unit records of the NSS 50th round (1993–94) Consumer Expenditure Survey. The article focuses on poverty and the link between poverty alleviation and reduction of hunger in India. It notes that the decline in the food grain production leads to decrease in the income of the Indians. It states that the people especially poor farmers and landless workers have few means to avoid production changes and price shocks that can put their livelihood at risk. Furthermore, the Indian experience shows that failure in entitlement for food remains a serious problem.

This study examined the determinants of unidimensional and multidimensional poverty among the farm households of rural India, using the data of India Human Development Surveys conducted in 2004–2005 and 2011–2012. We found a significant reduction in poverty among these households over this period. However, this reduction was not uniform across different sub‐groups of the farm households. Our findings confirm that the important factors of poverty dynamics in India are educational attainment, number of household members, and caste. We observed that caste and household size considerably impacted the unidimensional poverty significantly, but not the multidimensional poverty, which was affected more by the education level of the heads of household. The study concludes that unidimensional poverty significantly matters for multidimensional poverty and vice versa in terms of determining poverty dynamics. Hence, target‐based interventions in education, nutrition, and better access to water and sanitation, particularly to lower social groups (schedule classes, scheduled tribes, and other backward classes) help in reducing multidimensional poverty in rural India. We estimate the relationship between parental aspirations and child private‐school enrollment using longitudinal data on children from India aged 8–22 years and instrumental variables that address a number of possible biases in the estimation for a causal interpretation. We find that children whose parents aspire for them to complete university are 21% more likely to attend a private school at age 12 and that this persists through to age 15. Our results also suggest that children living in wealthier households and in communities with higher wages are more likely to be enrolled in private schools at both age 12 and 15 years. We further find that children whose parents aspire for them to complete university are more likely to have done so by age 22 years. Overall, our findings highlight the scope for improving access to private schools among the poor through relaxing associated external and internal constraints. [ABSTRACT FROM AUTHOR]

Tuberculosis (TB) is the deadliest infectious disease across the world, with the greatest burden occurring in India. Pregnant women and children are especially vulnerable to adverse effects from infection, and they tend to have diminished ability to protect themselves. Malnutrition, HIV, and other causes of immune suppression such as exposure to air pollution make one more prone to serious illness or death from TB infection. Risk factors are influenced by maternal education, access to health care, poverty, nutrition, healthcare stigma, and sanitation, among others. Current literature is heavily clinical, lacking focus on upstream factors, with a skew toward secondary and tertiary prevention strategies (i.e., case finding and treatment), and less emphasis on primary prevention (e.g., wealth equity and environmental regulation). Given concerns with extremely drug resistant TB and because infectious diseases can permeate National borders, public health nurses, and other healthcare professionals must educate themselves and advocate on behalf of vulnerable populations such as children in India. Improved sanitation, air quality monitoring, women’s education, and increased access to health care are cost-effective and evidence-based strategies to address pediatric TB in India, a challenge which is grounded in human rights and justice. This study estimates poverty, wealth inequality and financial inclusion, for the first time, at the sub‐caste level in both Hindus and Muslims using a unique survey data collected from 7124 households in Uttar Pradesh, India, during 2014–2015. The results confirm the existing hypothesis that Brahmins, Thakurs and other Hindu general castes have higher wealth accumulation, lower poverty and lesser exclusion from formal financial services than Dalits. Exclusion from formal financial services forces Dalits to depend primarily on informal financial sources for borrowing—which leads to financial misfortune and further dragging them into a vicious cycle of poverty. Migration is an essential livelihood strategy in rapidly developing, low‐income contexts. However, this article seeks to analyze occupation choices and the struggle for livelihood among laborers. This study carried out both secondary and primary data; the primary survey was conducted in the Udupi district of Karnataka. Detailed information was gathered from both individual and household levels. According to National Sample Survey data, construction offers the main occupation for short duration migrants, absorbing 36.2% of total short duration migration. However, the field survey findings indicated that at the destination, the construction sector migrants are more vulnerable and struggle for their lives and livelihood in the urban labor segments—poverty and rural unemployment a significant reasons to push the laborers into the construction segment. As many other countries, India leverages on a pre‐existing workfare programme as a COVID‐19 response. We combine monthly administrative data with migration and poverty statistics and provide four insights on the recent expansion of the programme. First, poorer districts include more households, that is, increasing extensive margin. Second, in districts with a high proportion of return migrants, there is no increase, and third, unmet demand for work is higher than the national average of 22.7%. In this paper, we explore how in India, the world's largest democracy, the presence of different elite groups-the dominant landed and capitalist elite, and the minority elite (who are the elected representatives of the marginalized women and low caste population)-could affect the nature and extent of public spending on various accounts, especially education. We argue that the productive cooperation between the capitalist elite and workers may induce capitalists to favor spending on education, while the landed elite tend to oppose investment in basic education because they are fearful of dilution of their political dominance by the educated poor. While the minority elite may tend to favor redistributive spending, including that on education, their effectiveness could be limited by their under-representation in the government. This paper uses a methodology for evaluating the distributional implications of price movement for inequality and poverty measurement. The methodology is based on a distinction between inequalities in nominal and real expenditure. The conversion of nominal to real expenditure takes into account the varying household preferences. The empirical application to the Indian budget datasets from NSS rounds 50, 55, and 61 shows the usefulness of the proposed procedures. The relative price changes in India have tended to be inequality and poverty reducing as confirmed by formal statistical tests. The result is robust to expenditure dependent equivalence scales. The progressivity of the relative price changes weakened in the second half of our time period as Fuel and Light overtook the composite group called 'Miscellaneous' in recording the largest price increase. The distribution dynamics of incomes across Indian states are examined using the entire income distribution. Unlike standard regression approaches this approach allows us to identify specific distributional characteristics such as polarisation and stratification. The period between 1965 and 1997 exhibits the formation of two convergence clubs: one at 50% and another at 125% of the national average income. Income disparities across the states declined over the 1960s and then increased from the 1970s to the nineties. Conditioning exercises reveal that the observed polarisation is associated with the disparate distribution of infrastructure. In particular, education, the extent of irrigation and literacy are found to be associated with the formation of the lower convergence club. [ABSTRACT FROM AUTHOR]

This paper analyses inequality and poverty in India within the context of caste-based discrimination. It does so by decomposing the difference between (caste) Hindu and Scheduled Caste (SC) and Scheduled Tribe (ST) households in: their average household incomes; their probabilities of being in different income percentiles; their probabilities of being at different levels of poverty into: a “discrimination effect”, which stems from the fact that a household's income level, into which its (income-generating) profile translates, depends on whether it is SC/ST; an “attributes (or residual) effect” which stems from the fact that there are systematic differences between SC/ST and Hindu households in their (income-generating) profiles. The results, based on unit record data for 28,922 households, showed that at least one-third of the average income/probability differences between Hindu and SC/ST households was due to the “unequal treatment” of the latter. This paper is concerned with the various ways in which geographical imaginations are inflected in politics. It draws on examples from a three-way partnership of civil society organisations based in Mumbai, India. This movement seeks to reconfigure the governance of anti-poverty strategies by placing“poor people” at the centre of its activities. The partnership, which refers to itself as theAlliance, is involved in the mobilisation and creation of a range of alternative geographical imaginations that are inflected in the production of new spaces of political engagement. By exploring two of the Alliance's strategies—enumerations and exhibitions—I will illustrate some of the ways in which these alternative geographical imaginations feature in the creation of spaces of political engagement. These strategies involve the practical demonstration of the capacities of the poor to donors and states, and reflect a particular conception of the poor and social change.The spaces of political engagement formed in part through the Alliance's work depend significantly on a commitment to non-party alignment, an approach that has received criticism from NGOs and commentators involved with urban poverty. I will argue that the Alliance represents a broad development alternative—rather than a form of alternative development—which nonetheless is making substantial progress in the politics of citizenship in Mumbai. In the influential 1995 article "Social Conditions as Fundamental Causes of Disease," Bruce Link and Jo Phelan described social and political factors as "fundamental causes" of death and disease. Whitney Pirtle has recently declared racial capitalism another such fundamental cause. Using the case of the water crisis in Flint, Michigan, she has argued that racial capitalism's role in that situation meets each of the criteria Link and Phelan's article outlines: racial capitalism influenced multiple disease outcomes, affected disease outcomes through multiple risk factors, involved access to flexible resources that can be used to minimize both risks and the consequences of disease, and was reproduced over time through the continual replacement of intervening mechanisms. We argue for Pirtle's conclusion using the extensive literature on racial capitalism and case studies concerning housing in the United States and Brazil and what Naomi Klein has termed "corona capitalism" in India. If races correspond to hierarchies of material security, as suggested by Ruth Wilson Gilmore, then these hierarchies and their causal effects are fundamental determinants of public health. Non-government organizations working in development form a transnational community which has a new role in imperialism today. We explored the knowledge economy of this community with NGDOs in Ghana, India, Mexico and Europe and found it to be largely donor-controlled and generally top-down, often against the will of committed individual actors. Governability is arguably a greater priority to donors than the most effective poverty reduction. The new managerialism and its audit culture impose demands on NGDOs that tend to work against any ‘listening’ to southern NGDOs or their clients, so that the sharing of local knowledge and ideas is very restricted. We approach the problem of deprivation and incidence of urban public services by quantifying the extent of deprivation of different income groups in relation to both desired and minimum levels. Three types of deprivation are clearly established. First, deprivation in both Bombay and Calcutta is higher than that of Delhi. Second, there is a serious concern for primary health and education because it is established that the lack of these local services is the major source of deprivation among urban settlers. Finally, we report how well different income classes are served in these cities: the rich are worst-off in Calcutta and best-off in Bombay. Monetary poverty measures as well as most existing multidimensional poverty indices (MPI) assume equal distribution within the household and thus are likely to yield a biased assessment of individual poverty, and poverty by age or gender. We show that the direction of the bias of such household‐based assessments in measuring poverty or inequality among individuals depends on how these measures use individual data to determine the poverty status of households. We use data from the 2012 Indian Human Development Survey and compare a standard household‐based MPI to an individual‐level MPI. The poverty rate among women is 14 percent points higher than that of men in our individual MPI measure but almost the same when using the household‐based measure. 22 percent of males and 27 percent of females are misclassified as poor or non‐poor using the household‐based measure. Despite a large literature, empirical evidence on multiple‐equilibria poverty traps remains elusive. Current empirical methods estimate average welfare‐dynamics, which masks inherent heterogeneity across households. We develop an alternative approach that allows welfare‐dynamics to differ across the household wealth distribution. Drawing on the literature on regression discontinuity designs, we propose a new statistical test for detecting multiple‐equilibria and poverty traps. We demonstrate the approach using panel data on over 6000 rural households in India. Objective: To determine the performance of a glycosylated fibronectin (GlyFn) point-of-care (POC) test for pre-eclampsia (PE) in a large Southeast Asian cohort (India) in comparison to previously described biomarkers.Design: A total of 798 pregnant women at ≥20 weeks of gestation were enrolled in a prospective case-control study. Study participants included 469 normotensive women with urinary mg protein/mmol creatinine ratio <0.3, 135 with PE (hypertension with urinary mg protein/mmol creatinine ratio ≥0.3) and 194 with gestational hypertension (hypertension with urinary mg protein/mmol creatinine ratio <0.3).Methods: GlyFn levels were determined using a POC device and PIGF, sFlt-1 and PAPPA2 levels were determined by immunoassay. Performance was assessed using logistic regression modelling and receiver-operating characteristic (ROC) curves. Classification performance and positive and negative predictive values are reported at specific thresholds.Results: Increased levels of GlyFn, soluble fms-like tyrosine kinase-1 (sFlt-1) and pregnancy-associated placental protein A2 (PAPPA2), and decreased levels of placental growth factor (PlGF) were significantly associated (P < 0.01) with clinically defined PE. Area under the ROC (AUROC) values with 95% confidence intervals were: GlyFn, 0.99 (0.98-0.99); PlGF, 0.96 (0.94-0.98); sFlt-1, 0.86 (0.83-0.89); and PAPPA2, 0.96 (0.94-0.97). Of subjects with GH, 48% were positive for more than two PE biomarkers, and 70% of these delivered preterm.Conclusions: The Lumella™ GlyFn POC test has been validated in a low/middle-income country setting for PE diagnosis and may be a useful adjunctive tool for early identification, appropriate triage, and improved outcomes.Tweetable Abstract: The Lumella™ point-of-care test had excellent performance in diagnosing PE in a large Southeast Asian cohort. Introduction and Aims: Of the Indian population, 2.7% have alcohol dependence, the most severe of alcohol use disorders. Alcohol use disorders have previously been found to be correlated with a range of negative economic outcomes, but dependent drinking has yet to be causally identified as a poverty trap. We use qualitative data as the first step towards identifying the mechanisms that may underlie a dependent drinking driven poverty trap in India.Design and Methods: Thirty-six in-depth interviews were conducted and analysed using inductive thematic analysis. Participants were men having probable alcohol dependence (n = 11), doctors (n = 13) who come into contact with patients presenting with alcohol dependence at government hospitals and clinics, and family members of men with probable alcohol dependence (n = 12) in Goa, India.Results: Our key findings showed that families of those who have alcohol dependence have less opportunity for saving, more job instability and poor treatment opportunity to aid recovery and allow escaping from the trap.Discussion and Conclusions: Households in Goa, India with a member with alcohol dependence display patterns consistent with a poverty trap, though the mechanisms derived from these qualitative data need to be further demonstrated by longitudinal quantitative data to corroborate a causal relationship between alcohol use disorders and poverty.
