The paper examines the notion of a 'developmental state' and shows that China possesses the relevant characteristics. It explains the political economy which generated such a state in China. It analyses the institutions and methods that were introduced to create a developmental state, in particular the incentive structures that the leadership used to solve the principal-agent problem implicit in having centralised political control but decentralised economic management. These include personnel policies, fiscal decentralisation and patronage relationships. That leads to a review of its successes, limitations and adverse consequences and to the question: can China's developmental state be sustained? Among these issues are the great socioeconomic changes that rapid economic growth has entailed - which have strengthened the case for broadening government policy objectives beyond the previous narrow focus on growth. Does foreign direct investment (FDI) into developing countries affect the growth of local firms in host countries? Using a dataset of 38 sectors in China's electrical and electronics industry, in this paper, we analyze whether FDI has a positive effect on local firms, with technology spillovers, added value and increasing total factor productivity, or a negative, market stealing, effect. Estimating the relationship between growth of local firms and investment of foreign firms, our results show that FDI is likely to have a negative impact on the growth of local firms in sectors with large disparities in technology and less experience in business. Therefore, local firms lacking in technology need to find markets with no competition from foreign firms or determine strategies to compensate technology disparities. [ABSTRACT FROM AUTHOR]

Today rapidly growing economies depend more on the creation, acquisition, distribution, and use of knowledge. As such, strategies for enhancing research and innovation capabilities have come to occupy a more important position in many developing nations, including China. Already the leading production center, and often seen as China's economic locomotive, Shanghai is striving aggressively to retain its national preeminence and has launched concerted efforts to increase local innovative output. The primary purpose of this paper is to understand how state-led efforts have fared in promoting technology innovation. By situating the city in the national and global context, the paper shows that Shanghai has gained a substantial lead in developing an innovation environment with extensive global linkages and leading research institutions. Recent efforts in building up the research and innovation capacity of the enterprise sector have begun to show progress. Although firms are enthusiastic about its future as an innovation center, Shanghai continues to face challenges of inadequate protection of intellectual property, lack of venture capital investment, and the tightening supply of highly qualified knowledge workers. Despite the global financial and economic crisis, China has continued to experience strong export-driven growth and, indeed, became the world's largest exporting country in 2009. This rise of China in international markets presents African countries with growing competition in their home and export markets, but also with new opportunities. This paper focuses on the impacts of these developments on countries in North Africa, which are directly affected by the prominence of Chinese manufacturing. In particular, the analysis addresses two policy questions: First, is competition from China leading to substantial displacement of resources that incur significant adjustment costs while moving to new activities, or are there opportunities to exploit finer patterns of specialization that entail less disruption? And second, will policies that mitigate the impact of competition from China limit the longer-term capacity to exploit new opportunities in the global market? The findings from the empirical analysis suggest that policy makers can support North African producers in the increasingly fierce competition with China by reviewing the regulatory and incentives environment, reducing trade logistics costs, and broadening trade promotion efforts to non-traditional markets. After over a quarter of a century of high economic growth, there is no sign that China will slow its pace of economic development. In the meantime, domestic energy security and international climate security have become of increasing concern given China's growth patterns. In this paper, the authors look at the future prospects of growth of the economy, energy demand and greenhouse gas emissions. For China as a developing country, energy security constitutes a more immediate and challenging constraint for China in meeting its development target than the problem of emission reduction. Energy efficiency and diversification have been actively pursued for addressing energy security issue but with positive co-benefit of climate security. Despite its role as a driver of global economic growth through the 1970s, in recent decades the rise of China has seen the international importance of Japan's economic performance recede from the public discourse. This is notwithstanding its continuing key role as economic partner to both industrial and developing countries and changes in its economic performance that would otherwise be a matter for global concern. In particular, the tendency for the Japanese economy and its external trade to stagnate not only has immediate consequences for global performance but also foreshadows a path to industrial transition for other key Asian economies. The international role of China has risen steadily for two decades – and has become even more important in the current global recession. The growing supply of labour-intensive manufactured exports from China has been accompanied by a huge expansion in its imports both of raw materials and of skill-intensive manufactured parts and components. This ‘offshoring’ of intermediates production by a large, labour-abundant economy has economic and environmental implications for other developing economies. More recently, the rapid expansion of the Indian economy and trade indicates that it too will soon exert similar effects on global markets. We sketch a model showing how the growth of these developing-country ‘giants’ generates adjustment pressures on other developing economies. We discuss in particular how differences in relative factor endowments of resource-rich economies can produce quite different outcomes in the context of product fragmentation and expanding commodity trade. We also explore the effects on production, trade, environment and prospects for future growth in resource-rich economies, particularly in the context of weak institutions and other market failures. We illustrate these different impacts by considering the cases of Indonesia, Malaysia and Thailand and highlight implications for growth, development and policy. [ABSTRACT FROM AUTHOR]

A growing body of evidence suggests that China's emergence is having differential effects on Asia's advanced and developing countries. The region's advanced countries are benefiting from the existence of a large and rapidly growing Chinese market for their capital goods, components and technology, whereas its developing countries compete head to head with China in third markets. These facts create additional challenges for late-industrializing Asian countries seeking to catch up with the region's industrial leaders. In turn, the emergence of an Asian core and periphery will not encourage the development of a cohesive Asian economic and political bloc. Asian regionalism will be open regionalism in order to prevent regional initiatives from giving rise to costly trade diversion. Efforts to promote Asian financial development and integration are unlikely to come at the expense of the region's financial links with the rest of the world. An early move toward a common exchange rate regime with the associated common monetary stance will be problematic. And, in the absence of these common policies, pressure for the development of powerful regional institutions to formulate the common monetary stance will be at best modest. [ABSTRACT FROM AUTHOR]

The resource-development trajectory of developed countries after the Industrial Revolution of the eighteenth and nineteenth centuries can be portrayed as an ' environmental mountain' (EM). It is important for developing countries to decouple their resource use from economic growth and tunnel through the EM. In this study, we embedded the decoupling indicators for resource use and waste emissions into EM curves to quantify China's progress in tunneling through the EM over a specific time period. Five case studies regarding the conditions required for decoupling energy consumption, crude steel production, cement production, CO2 emissions, and SO2 emissions from economic growth in China were conducted. The results indicated that during 1985-2010 the trajectories of energy consumption, and CO2 and SO2 emissions in China met the requirements for tunneling through the EM, but the trajectories of cement and steel production did not. Scholars debate whether states or markets drive economic policy in the context of internationalization. Unpacking the market-state dichotomy, liberal pluralists and institutionalists alike conduct sectoral analysis to examine economic policies and outcomes. They debate the relative importance of sectors versus factors and the impact of sectoral coalitions, structural characteristics, and institutional trajectories. Building on previous scholarship, this article argues that state imperatives, such as national security and technological advancement, are an important guide to understanding dominant patterns of economic policy, defined as state goals, government-business relations, and state methods. Beyond that, the organization of institutions and structural sectoral attributes influence the ways in which actual policy outcomes vary across sectors and time. Case studies of the liberalization and subsequent reregulation of foreign direct investment across subsectors of telecommunications in China substantiate this argument. In recent years, China has emerged as a major source of investment and development assistance across the 'developing world', triggering the rise of global networks that in some ways stand apart from the existing order of globalization. This article, based on ethnographic fieldwork and interviews in Cambodia from 2009 to 2011, begins to explore the significance of Chinese investors and managers, a new globe-trotting elite involved in projects around the world. Understanding how this new Chinese mobile class sees its mission is crucial for making sense of how China's 'rise' may be re-scripting globalization and, specifically, how it may be offering new visions of modernity. The author's research suggests that Chinese investors and managers engage in a developmental discourse which is reminiscent partly of colonial days and partly of the heyday of post-war developmentalism. This discourse articulates the possibility and necessity of progress imposed by outside actors, and is accompanied by measures that inculcate a strict Fordist labour discipline. SUMMARY While many developing countries experience a short period of economic boom and then spiral quickly into periods of deficit, currency fluctuation, and indebtedness, China has been able to sustain rapid economic growth and maintain solid fiscal capacity for the past 30 years, even during the Asian financial crisis in the late 1990s and the global recession in the beginning of the 21st century. This article examines three key strategies behind China's fiscal success - its flexibility in adapting tax policies to the changing economic and social conditions, its success in realigning the intergovernmental fiscal relationship in 1994 and forcing subnational governments to become more entrepreneurial in revenue generation, and its pursuit of institutional reforms since the mid-1990s to improve the government's capacity in budgeting and financial management. The article evaluates the implications of the Chinese experience for other developing countries and discusses the future challenges of fiscal reforms in China. Nanoscience and nanotechnology--involving the engineering of materials, devices, and systems at very small scales--have emerged as important priorities not only for science but also for economic development. In this article, we propose an analytical framework that considers the socioeconomic effects of nanotechnology in six key areas: institutional development, knowledge flows, and network efficiency; research and education capabilities; industrial and enterprise development; regional spread; cluster and network development; and product innovation. We apply this framework to assess the early impacts of the evolving domain of nanotechnology for development, with a focus on China and its transitioning economy, where nanotechnology is assuming an important role in breaking existing innovation system lock-ins and historical path dependencies. We suggest that the analytical framework adds value in assessing the developmental impacts of new technologies and could be used to probe such impacts in other countries and locations. This article explores the impacts of China's growth in the international markets of agricultural products along two dimensions: food price inflation and export growth in other developing countries. China's food imports of vegetable oils have grown dramatically over the last decade, linking China's economic growth to the recent increases in global food prices. If China is a source of global food price inflation, exporting countries will benefit whether they sell directly to China or not. These direct and indirect linkages are explored using a short-run, partial-equilibrium model of international trade in agricultural products in which consumer prices and trade costs are derived from bilateral trade flows. China's effects on food prices and exports are estimated by reducing Chinese food expenditures in 2007 by half, roughly China's level of expenditures in 1995. Results indicate that food prices as measured by CES price indexes in developing Asia, Africa, and Latin America would have been reduced by 1.27%, 0.32%, and 0.22%, respectively. China has been an important source of growth for exporters selling directly to China. There is no evidence of export growth due to an overall increase in food prices caused by China's growth. Despite its rapid economic growth, China remains a developing country facing serious challenges of poverty and inequality. This article examines the development and effectiveness of China's primary anti-poverty family policy, the Minimum Living Standard Assurance ( MLSA, or Dibao). Using rich administrative data and building on the existing literature, this article provides a critical evaluation of MLSA's benefit generosity, coverage, targeting, and anti-poverty effectiveness. To help reinforce MLSA's anti-poverty impacts, local governments in recent years have implemented a series of supplementary policies and programs, including health, education, housing, and work support programs. This article also provides an assessment of these supplementary policies and programs and draws policy implications for the ongoing expansion of the Chinese government's anti-poverty efforts. Commodity prices are formed by the interaction of global economic growth and costs of expanding supply of commodities. They tend to be high for long periods when global average growth rates are high, and low for long periods when growth rates are low, and to fluctuate around these averages as short term demand departs from expectations. The growth of advanced developing countries is especially influential in determining global demand for resources. Exceptional growth and resource intensity of China have been the main determinants of high energy and metals prices since about 2003. Short term cyclical factors have pushed energy and metal prices higher still, because markets did not anticipate the strength of Chinese demand and supply takes time to catch up. The high resource intensity of Chinese growth has been the result of high investment rates and rapid increases in urban population and the export share of production. Strong growth is likely to continue although at slowly receding rates, but growth will become less resource intensive, leading to moderation of global commodity prices. Strong growth in China and the world are at risk if effective policies are not adopted to break the nexus between economic growth and pressure on the environment. [ABSTRACT FROM AUTHOR]

Financial development might lead to productivity improvement in developing countries. In the present study, based on the Data Envelopment Analysis approach, we use the Malmquist index to measure China's total factor productivity change and its two components (i.e., efficiency change and technical progress). We find that China has recorded an increase in total factor productivity from 1993 to 2001, and that productivity growth was mostly attributed to technical progress, rather than to improvement in efficiency. Moreover, using panel dataset covering 29 Chinese provinces over the period from 1993 to 2001 and applying the Generalized Method of Moment system estimation, we investigate the impact of financial development on productivity growth in China. Empirical results show that, during this period, financial development has significantly contributed to China's productivity growth, mainly through its favorable effect on efficiency. A composite Quality of Life (QOL) indicator model of five major components-Social, Economic, Energy and Environmental, Health and Education, and National Vitality and Security-was developed. Based on cross-national data of 1975, 32 developed countries and China (Taiwan) were ranked according to their component and overall QOL measures. The influence of income and other variables on QOL was analyzed; it was found that the income variable is not as significantly related to the composite QOL indexes as are other variables and China (Taiwan's) QOL rankings far exceed its per capita income ranking in the international comparison. The U.S. sur- passed all the countries studied in providing its citizens with basic human needs and the highest material standard of living. The national vitality and security component indicated, however, that the U.S. may have lost, militarily and strategically, some of its influence and perceived power to the U.S.S.R. The article reports that Malawi cut its diplomatic ties with Taiwan and established ties with China. According to Malawi's Foreign Affairs Minister Joyce Banda, the decision was made after considering the benefits that it would bring to their country. Moreover, Lilongwe and Beijing had formalized its diplomatic ties last December 27, 2007. China's government and its companies have invested in Africa in a bid to build political influence in the developing country, and others. Meanwhile, Banda claimed that projects funded by Taiwan won't be affected by the change in their diplomatic relations.
