This article investigates the impacts of the 2015 New Zealand (NZ) All Black rugby test match with Manu Samoa in Samoa: the 'Game that stopped two nations' (henceforth referred to as 'the Game'). Outlining key concepts as well as events and experiences surrounding the Game, this paper reflects on how the Game aligns with the Sustainable Development Goals as well as NZ's current Pacific Reset Agenda, an agenda which aims to increase understanding, friendship, mutual benefit, collective ambition and sustainability (Ministry of Foreign Affairs and Trade, 2017). A Likert‐styled questionnaire, a 15‐category ranking exercise, semi‐structured interviews, analysis of relevant media and other sources, informal discussions and participant observation help to provide insights into how sport for diplomacy and development functions. The Game was viewed as providing an opportunity for income generation, most participants felt excited to have shared in the experience, and many were hopeful as to what this might mean for future NZ/Samoan relations. However, we argue that, overall, this event represented a missed opportunity. If sport diplomacy events are to authentically contribute to diplomatic and development goals, more needs to be done to create meaningful and enduring engagement. [ABSTRACT FROM AUTHOR]

The link between trade and the environment has aroused considerable interest both in terms of the impact of trade liberalisation on the environment, and also the impact of environmental policy on production and trade. Of key environmental concern at present is global warming and its association with greenhouse gas emissions. Agriculture is a sector of the economy that both contributes to, and will be affected by, climate change. This paper models the impact of agricultural trade liberalisation on greenhouse gas emissions from agriculture around the world, focusing particularly on the effects on New Zealand, a small economy highly dependent on agricultural trade. A partial equilibrium agricultural multicountry, multicommodity trade model is used for the analysis, extended to include physical production systems and their greenhouse gas emissions. Two simulations are performed: removal of agricultural policies in the EU and in all OECD countries. The results indicate that although producer returns in New Zealand increase, greenhouse gas emissions also increase significantly. The paper examines the value-generating strategies used in some of New Zealand's primary activities in a rapidly changing trading context in which the countries of East Asia increasingly figure. These strategies range from scaling up volume, with a consequent conspicuous impact on rural landscapes, to innovative value-enhancing relationships linking producers, processors and consumers in processes which value landscapes for the contribution they make to provenance stories. Our argument is that higher-value strategies are necessarily more intensely collaborative and involve a pursuit of engaged relationships, especially between onshore producers and manufacturers and consumers at a distance. We term this collaborative form of strategising as 'the relationships economy'. We illustrate our argument using two case studies, dairying and merino. While there are great differences in scale between them, and dairying focuses significantly on volume-generating capacity, there are players in dairying who are adopting higher-value relationships-based approaches similar to those developed in the merino industry. The common thread connecting the case studies is that of intentional enactment, which echoes earlier periods in New Zealand's trading history when considerable work was undertaken by industry participants to create new markets for primary products. This paper analyses the Waipara wine cluster, located in the South Island of New Zealand, in relation to formation, operation, evolution and impact. The unique methodological approach of this research is that it analyses the current and desired future state of the cluster and secondly examines the cluster in relation to both the domestic and international markets. Key findings from the research include a greater understanding of the relationships between cluster members, the operation of cluster, problems within the cluster and how the cluster operates for both domestic and international markets. The research lends itself to a new definition of internationalisation –‘direct and indirect methods of increasing the likelihood of international sales’– and also provides new insights for cluster theory, wine clusters and the wine industry in general. This paper explores the theme of governance as it relates to the evolution of global commodity chains in agro-industry and their incorporation of wine firms in two countries of the semi-periphery, New Zealand and Chile. The paper goes on to specifically examine the upstream and downstream relationships of selected New Zealand and Chilean wine firms to the wider commodity chains in which they are involved. Brief case studies will analyse the downstream and upstream links to the commodity chain of key wine firms in both countries. We investigate the effects of the 2008 New Zealand (NZ)–China free trade agreement (FTA) on exports from NZ to China, and real GDP per capita in NZ using the synthetic control method to estimate the counterfactuals. NZ exports to China were more than 200% higher in 2014 than what they would have had the FTA never been signed. NZ's food and live animals exports to China were more than 180% higher in 2014 than the counterfactual. Our counterfactuals indicate a small but negative effect of the FTA on NZ's real GDP per capita between 2009 and 2012. [ABSTRACT FROM AUTHOR]

This paper examines the hypotheses that a greater stock of migrants in New Zealand from a particular country leads to more trade between that country and New Zealand, and a greater stock of New Zealanders living overseas in a particular country leads to more trade between that country and New Zealand. It also examines the relationships between migration, diaspora and tourism exports. The literature suggests that migrants can stimulate trade by lowering transaction costs, and by bringing with them preferences for goods produced in their home country. Our approach is to apply panel data techniques, within the framework of a standard gravity model of trade, to a dataset consisting of information on 233 countries in each of the 26 years between 1981 and 2006. We estimate a random effects panel sample selection model using correlated random effects. Our results indicate that migration does indeed stimulate trade. In our benchmark specification, merchandise exports from and imports to New Zealand both have a statistically significant relationship with numbers of migrants in New Zealand; imports also have a statistically significant relationship with numbers of New Zealanders overseas. • This paper examines the very long-running trade dispute between Australia and New Zealand concerning a ban on the importation of apples on the basis of fire blight disease present in New Zealand. This particular example illustrates the more general case of the frequent conflict between science and politics in regard to technical trade barriers. This same issue of fire blight disease in apples became the subject of a protracted World Trade Organization dispute between the USA and Japan, with New Zealand a third party to the USA, and Australia a third party to Japan. The World Trade Organization Dispute Settlement Body, and subsequently the World Trade Organization Appellate Body, ruled in favour of the USA (and thus New Zealand) on this issue. Despite this ruling, Australia has continued its ban on New Zealand apples and the issue has become highly politicized in Australia. • This case highlights the need for World Trade Organization rules to be changed to ensure that its rulings become binding on third parties and other World Trade Organization members. This would ensure that once an issue is decided through the full World Trade Organization conflict resolution process, the principles established should become generally applicable to other instances of the same scientific issue. The global pet trade provides a pathway for introduced species to invade new environments. Most studies use trade data as an indirect proxy for propagule pressure exerted by the pet trade. Instead, we quantify the reported rate of loss of captive birds, assess factors that might influence this rate, simulate the survival and retrieval of birds and the overall cumulative propagule pressure exerted by pet birds on the environment.We used online listings of lost birds to estimate the propagule pressure that the pet trade exerts on the establishment of introduced bird species in Aotearoa–New Zealand. Listings from two popular websites were monitored daily for over 3.5 years, and information was recorded on the frequency, location, species composition and characteristics of the loss events. We investigated a range of factors that may influence the rate of loss events, such as season and human population size. We also developed a simulation approach to investigate the cumulative propagule pressure in Auckland, New Zealand's largest city.A total of 1205 birds and at least 33 species were reported lost nationwide during our monitoring period, 92% of which were parrots. We found that the reported loss rate was higher in areas of higher human population size and median income, and lower in the winter months.Simulation results predict that in any given month in Auckland there is an average of at least 491 escaped birds, including 136 potential breeding pairs, and for seven species the chance that at least one locality has a male/female pair at large exceeds 80%.Synthesis and applications. Online listings of lost pets provide an excellent source of data from which to identify species with high propagule pressure in specific localities. We identified escaped parrot species as a high‐risk invasion pathway, as they contribute to a high and consistent propagule pressure. A preventative approach, by banning the sale of these species, is the most appropriate pest management strategy for reducing the probability of establishment and potential impact. Despite large potential economic gains, bilateral and multilateral negotiations focusing on liberalisation of migration have not shared the high profile of international trade negotiations and agreements. Migration and trade have been traditionally viewed rather separately and the relevance of the many, and complex, interdependencies has been given remarkably little attention in the literature to date. In this article, we focus on the two-way interaction between international migration and agreements designed to enhance cross-border trade and investment. Liberalisation of international trade in services and in the movement of people potentially offers much greater economic gains than liberalisation of remaining barriers to goods trade. However, progress within multilateral frameworks is fraught with difficulty. The World Trade Organization's General Agreement on Trade in Services (GATS) has yielded little real progress so far and negotiations within more flexible unilateral and bilateral frameworks are likely to be more successful in liberalising the movement of labour. We discuss a range of specific examples, focusing particularly on the interesting case of New Zealand. We find that trade agreements are increasingly including agreements on migration, though typically favouring temporary migration and involving numerically modest quotas. We conclude that migration regulatory frameworks are likely to be further and more strongly linked to trade and investment agreements in the future, particularly given changing economic and demographic forces. The primary focus of migration policies may nonetheless remain different from that of trade policies. While further migration liberalisation is likely to be through bilateral and regional agreements, it will be important to try to lock in the gains of such agreements, while simultaneously working to consolidating these in a way that will help to facilitate future multilateral agreement. We conduct an economy-wide analysis of the association between trade and wages in New Zealand and decompose the influence of imports on relative wages by sector and region. We find that increased imports resulted in a small increase in wage inequality but this rise was offset by downward pressure on the skill premium due to increased exports. In aggregate, we observe that increased openness (rising imports and exports) decreased New Zealand wage inequality. We also find that imports from developed nations resulted in a greater increase in the New Zealand skill premium than imports from developing nations. [ABSTRACT FROM AUTHOR]

Our analysis suggests; they do not! We arrive at this conclusion by showing that revisions to the published interest rate path projections from the central banks in New Zealand, Norway and Sweden can be predicted by timely and forward‐looking international indicators. Furthermore, using individual country and Panel VARs, identified with an external instrument method, we show that the policy surprises induced by the predictable revisions likely contain information about how the central banks assess past, current and future economic conditions and thereby leads to a positive co‐movement between the interest rate and both financial markets and the macroeconomy. International migration governance can be represented as a system set up to manage cross‐border mobility of people in the interest of participating states; mostly by means of bilateral agreements between countries and top‐down, UN‐mediated multilateral and EU‐directed plurilateral arrangements. The latter have often failed to work effectively, so we ask if there is another way. We argue that Australia and New Zealand, together with several Pacific nations, form the ANZ Pacific Migration Governance System (ANZPAC), which provides an alternative way of regional migration governance. We call it an idiorhythmic system of governance: a bottom‐up arrangement between states using devolved and/or self‐regulating coordinating mechanisms to allow participating states sufficient freedom to pursue their own agendas at a pace determined mostly uni‐nationally. ANZPAC facilitates enhanced mobility of migrants to and within the region while also helping to reticulate inflows of unauthorized immigrants. It offers interesting, albeit at times controversial, lessons for other countries. This study examines the effects of international trade and investment on output and tests the Granger-causal nexus among trade, investment and economic growth in New Zealand for the period 1954-2007. The results provide consistent support for the long-run effects of trade and investment on output. The optimal single-equation and the vector autoregression-based system estimates of the model consistently suggest positive and significant long-run effects of exports and investment on output. The effects of imports on output are positive across all and statistically significant across most estimators. The Johansen test for cointegration suggests the presence of one equilibrium relationship among the model variables. The JMN test for cointegration with structural breaks provides mixed support, while the end-of-sample cointegration breakdown tests lend dominant support for cointegration among the model variables. The positive and significant long-run effects of exports and investment on output underline the need for the promotion of exports and increase in investment to foster higher levels of output and economic growth. We derive a method to econometrically estimate the tariff equivalent and forgone trade effects of a prohibitive technical barrier to trade (TBT) based on Wales and Woodland's Kuhn–Tucker approach to corner solutions in consumer choice. The method overcomes the lack of observed data on bilateral trade flows and accounts for differentiated goods by place of origin. We apply the derived random utility model to international trade in apples to identify the tariff equivalent of prohibitive phytosanitary barriers imposed by Australia on potential imports of New Zealand apples. We estimate the forgone apple trade between the two countries, the implied trade injury imposed by Australia on New Zealand, and the welfare loss to Australia. This article analyses the dynamic effects of unexpected domestic and foreign monetary policy shocks on industrial output in New Zealand based on a new open economy macroeconomic model. Empirical analyses are performed using unrestricted recursive open economy vector autoregressive models involving policy and non-policy variables for New Zealand and four of its most important trading partners (that is, Australia, Japan, the United Kingdom and the United States). The empirical findings are in accord with the qualitative predictions of the conventional monetary transmission mechanism applicable to a small open economy. Consequently, no empirical anomalies are observed in the dynamic behaviour of New Zealand industrial output in response to restrictive monetary innovations of domestic and foreign origin. We quantify how output risks are smoothed within Australia, and between Australia and New Zealand. About 90 per cent of shocks were smoothed within Australia through credit and capital markets, with fiscal policy a source of dis-smoothing after 1992. Risk-sharing between Australia and New Zealand was greater than within Europe, occurring mostly through credit markets. Fully integrated financial markets between Australia and New Zealand before 1983 would have yielded a welfare gain of 8.9 per cent of certainty-equivalent consumption for New Zealand, but a loss of 1.7 per cent for Australia. Chile and New Zealand both depend on their natural resource bases for their exports. This situation characterises the historical condition of the resource periphery. Despite similar processes of globalisation in their fisheries sectors since the 1970s, the ways in which public and private policies and management strategies have been brought to bear on sustaining the resource base differ considerably. In light of the strategic economic agreement between the two countries (and Singapore and Brunei) signed in 2005, these contrasts reveal that multiple options exist for countries in the resource periphery to enhance their national development by working with comparative advantages alongside competitive advantages introduced into the sector. Chile’s explosive growth in aquaculture and its low levels of public and private concern for more sustainable fisheries is contrasted with New Zealand’s more sustainable approach to natural resource management through a range of instruments and commitments. The principal conclusion is that resource periphery producers should capitalise on their natural assets, but only within the context of a sustainable strategy that promotes and enforces responsibility.
