Inuit face worse cancer survival rates and outcomes than the general Canadian population. Persistent health disparities cannot be understood without examining the structural factors that create inequities and continue to impact the health and well-being of Inuit. This scoping review aims to synthesise the available published and grey literature on the structural factors that influence cancer care experienced by Inuit in Canada. Guided by Inuit input from Pauktuutit Inuit Women of Canada as well as the Joanna Briggs Institute scoping review methodology, a comprehensive electronic search along with hand-searching of grey literature and relevant journals was conducted. A total of 30 papers were included for analysis and assessment of relevance. Findings were organised into five categories as defined in the a priori framework related to colonisation, as well as health systems, social, economic, and political structures. The study results highlight interconnections between racism and colonialism, the lack of health service information on urban Inuit, as well as the need for system-wide efforts to address the structural barriers in cancer care. Equity, Diversity, and Inclusion (EDI) through strategic policy development has been at the forefront of institutional change, especially within the higher education sector. Canadian colleges have a large equity-seeking student population due to their open admission structure, but despite this, there are implicit biases and actions that impede students' learning experience. Limited literature exists around how Canadian colleges have approached EDI policy development; thus, this paper initiates the unpacking of the evident policy – practice disconnect by asking: 'How do colleges understand equity, diversity, and inclusion as articulated in policy documents?' To address this, the study employs Critical Policy Analysis (CPA) as its main research method to deconstruct the narratives found within purposefully sampled documents including: 1) EDI policies and procedure; 2) institutional multi-year strategic plans; and 3) EDI-based plans and performance reports. Results indicate that colleges tend to be selective in their usage of EDI definitions. There is also a tendency to use ambiguous language around EDI, which makes it difficult to mobilise knowledge effectively and approach equity directly. Policies often fail to address the privileges held by certain positionalities, reinforcing existing power structures rather than challenging them. The significance of this research is in its contribution to enhancing a theoretical understanding of how knowledge supports policy, as well as informing the future development of constructive EDI policies in higher educational institutions. This paper explores the relationship between federalism and the policy design of labour market policies in two liberal welfare state regimes – Canada and the United States – addressing the following research question: How do variations in policy design intersect with federalism in both countries and how can these variations provide powerful, self-reinforcing or self-undermining feedback effects over time? Combining the literatures on the varieties of federalism, the liberal welfare regime, and policy design and feedback, the paper shows that paying close attention to federalism is necessary to understand diverse national policy designs that produce self-reinforcing feedback effects over time. The first people to suspect or know about someone involved in acts of violent extremism will often be those closest to them: their friends, family and community insiders. They are ideally placed to play particular roles: (a) to notice any changes or early warning signs that someone is considering violent action to harm others, and (b) to influence and facilitate vulnerable individuals to move away from violent extremist involvements. The willingness of those close to potential or suspected violent actors to come forward and share their knowledge and concerns with authorities is thus a critical element in efforts to prevent violent extremist action. This Canadian study replicates the focus and methodology of three previous Community Reporting Thresholds studies with an increased scope and sample size. Our findings highlight the ways in which Canadian community respondents framed their understanding of and engagement with reporting as intimate bystanders on someone close radicalising to violence in relation to three main domains: needs-based, rights-based and systems-based. This paper will explore what we have learned from data across three Canadian cities with a particular emphasis on how the domains of needs, rights and systems are conceptualized and enacted by Canadian respondents. Addressing sexting in sexual health education classrooms is one way of supporting young people to become good sexual citizens and to emphasise respect and consent in their sexual practices and in their lives. While a fair amount of research has worked with youth to understand their motivations for sexting, less research has been conducted with in-service teachers to understand their perspectives, pedagogical approaches, and beliefs regarding young people and sexting. Set in this context, this paper discusses findings from interviews with Canadian teachers who were teaching a new Ontario Health and Physical Education curriculum that included discussions of sexting. Our findings suggest that many teachers are still engaging discourses of risk, shame and blame when they talk to their students about sexting. Likewise, longstanding gender norms and stereotypical sexual scripts are evident in the ways in which many teachers both understand and teach sexting. Some teachers, however, are engaging in more promising pedagogical practices that frame sexting as having a range of uses, outcomes, and purposes, painting a more holistic picture of young people's sexting landscapes. Several histories by prominent researchers in the field locate Canada among the early adopters and entrepreneurs of post-occupancy evaluation ('POE'). Despite its reputation for being in use in Canada, POE has lived comfortably on the margins of the Canadian building industry for decades, taking a backseat to more prescriptive and prognostic approaches to building performance and design quality. This paper provides a semi-systematic review and content analysis of POE as it appears today in Canadian research, policy, practice and education. Results are presented in two parts. The first part details the untold history of POE in Canada, its origins and milestone contributions, and current directions. The second part summarizes results from the literature search and discusses relevant findings. Findings show siloed efforts in POE continue to be the primary barrier to the mainstreaming of POE in Canada. Canada is, however, making headway in post-occupancy verification programmes and these programmes have the potential to pave the way for POE as an industry best-practice. The paper concludes with several recommendations to advance POE efforts, including establishing pan-Canadian performance indicators, building bridges between sectors and continuing to normalize data collection and sharing. Building upon two previously published research papers exploring Canadian media reporting of childhood in the first wave of the pandemic, this paper investigates how constructions of childhood evolved from the first wave to the fourth wave of the pandemic. This qualitative research is guided by the central research question: Over the span of 2 years, from 2020 to 2022, what changes are evident in discourses reported within media focused on the impact of the COVID-19 global pandemic on Canadians under the age of 18 years? Findings from this study suggest that in the fourth wave young people were constructed as innocent victims of pandemic restrictions framed through an adult-centric lens; noticeably absent were representations of young people under the age of 18 in their voices. A key recommendation emerged from this study: any future research investigating the impact of the pandemic on young people under aged 18 years must include their full participation. Objectives. To examine if Aboriginal health research conducted within the field of social sciences reflects the population and geographic diversity of the Aboriginal population. Study Design. Review. Methods. We searched the Web of Science Social Science Citation Index, the Arts and Humanities Citation Index and Scholars Portal for the time period 1995-2005 using search terms to reflect different names used to refer to Canada's Aboriginal peoples. Citations that did not focus on health or Canada were eliminated. Each paper was coded according to 7 broad categories: Aboriginal identity group; geography; age; health status; health determinants; health services; and methods. Results. Based on the 96 papers reviewed, the results show an under-representation of Métis and urban Aboriginal peoples. Most of the papers are on health status and non-medical determinants of health, with a particular focus on chronic conditions and life-style behaviours. Only 6 papers examined traditional approaches to healing and/or access to traditional healers/medicines. A small number involved the use of community-based research methods. Conclusions. Further research is required to address gaps in the current body of literature. Community-based research studies are necessary to address gaps that are most relevant to Aboriginal peoples. This paper contributes to migration studies, settler colonial studies and critical internationalization studies by mapping as connected two concurrent settler colonial preoccupations, reconciliation and internationalization. In Canada, as in other Western countries, international students are a crucial resource as they increasingly sustain post-secondary funding. At the same time, the Truth and Reconciliation Commission (2015) has charged the educational sector to put reconciliation and decolonization at the heart of their mandate. Drawing on interviews with racialized international students in Ontario, Canada, this paper examines how racialized international students may have complex relationships to coloniality and be complicit in legitimating settler colonialism. We argue that the processes of reconciliation and internationalization must be understood as deeply interconnected especially because the obfuscation of coloniality is a key technology of settler rule. Canada is often viewed as an oasis of multicultural inclusion where racially diverse groups could freely enjoy life in all its forms. Focusing on a group of twenty-five racialized participants working for the public sector in British Columbia (BC), this qualitative study illustrates that workplace racism is alive and prevalent in Canada. Moreover, it aims to demonstrate that this form of racism impacts not only racialized individuals who are targeted, physically and emotionally, but also their families. After presenting an outline of what constitutes racism and racialization, the article will detail and discuss findings with respect to physical, psycho-emotional and familial tolls that experiencing racial discrimination at work had exacted on racialized participants. The paper will then conclude that considering the higher expectations from public servants for not only modeling equity behavior but also upholding the rule of law, opportunities exist to more seriously address systemic racist violence against racialized workers in public sector employment contexts. The 'recycling' of people, capital, and ideas within an entrepreneurial ecosystem is a key process driving high-growth entrepreneurship. Skilled workers who leave firms after successful exits or firm collapse bring knowledge and insights that they can use to start new ventures or work at existing scale-up firms. This makes large anchor firms important actors in attracting workers who may subsequently recycle into the local ecosystem. However, there is limited empirical research on recycling into an ecosystem after the loss of an anchor firm. This paper develops a novel methodology using career history data to track recycling into ecosystems. The paper develops a study of Waterloo, Ontario, home to the smartphone manufacturer Blackberry, whose decline in 2008 represented a significant shock to the local entrepreneurial ecosystem. We find that alumni of this firm engaged in very little high-growth entrepreneurship, instead entering the ecosystem as technology employees at high-growth scale-up firms. This was aided by the region's increased institutional capacity to match skilled workers with new ventures, ensuring the continued success of the ecosystem over time. These findings provide a more nuanced understanding of the role of anchor firms in entrepreneurial ecosystems and how recycling affects the dynamics of entrepreneurial ecosystems. Decolonization has multiple meanings and interpretations which reflect not necessarily the arbitrariness of the concept but the complex history of colonialism and the struggles that colonized people have endeavoured to carry on. The level of oppression and subjugation may vary, but there is hardly any one living in the global South (i.e., marginalized communities of both developed and developing countries around the world) who are not affected by colonialism. In the last few years, coloniality and its effects on education are critiqued by scholarly community. In this paper, with an in-depth exploration of the colonial history of Canada, I explore how the epistemologies of the global South were colonized, what decolonization efforts are made by indigenous scholars, and what challenges remain ahead. The proposition that international students are not only sojourners but future immigrants has become well established in public policy. While education and immigration policy have become more intertwined, they continue to be analysed as separate spheres of influence. This paper compares Australia, Canada, and Germany, which between them host nearly 20% of all globally mobile students and where a nexus between international student and immigration policy has emerged. Using critical discourse analysis, a comparative case study design and based on a systematic literature review of over 300 studies published from 1990 to 2018, the findings revealed three ostensibly paradoxical discourses, which are discussed using the new term 'discursive pairings'. First, international students are selected for success but remain vulnerable to policy shifts that may exclude them and cause them to 'fail'. Second, international students are retained to fill economic shortages, but face difficulties being accepted on the labour market. Third, international students help build national reputation yet have been known to be exploited and subject to discrimination. The contradictions that emerge in the discourses bring into question the 'ideal immigrant' framing of international students, demonstrating that their role, acceptance, and ability to integrate into host countries is far from assured. The contemporary fashion industry is based on a set of 'gendered skills and attributes.' Women numerically dominate fashion schools and the labour force of fashion firms, and also start and run the majority of independent fashion brands. Angela McRobbie and others have highlighted the importance of considering the gendered dynamics of fashion-related work. Yet, as the industry continues to evolve in the wake of global integration, the digital transition and intensifying competition, there is an ongoing need for research. Using an intersectional approach, this paper provides a novel case study of young 'Millennial' female independent fashion designers who operate within the emerging and under-explored Canadian fashion industry. Drawing on 87 interviews and participant observation, the paper demonstrates how entrepreneurial motivations, pathways, practices and experiences are shaped by individual characteristics, such as gender, age, lifecycle and class. Particular attention is paid to the challenges and tensions associated with the D.I.Y. (do it yourself) model and how forms of work, including aesthetic labour, are performed and experienced in virtual spaces such as social media platforms. In so doing, the paper contributes to nascent research on Millennials and nuances our understanding of the gendered nature of creative labour. Crucially, the paper also moves beyond typical masculinist conceptualisations of entrepreneurship, which focus on high-growth and high-technology businesses, to highlight the legitimacy, prevalence and importance of alternative motivations, networks, identities and business practices within contemporary markets and creative industries. The Global Compact on Migration and International Organizations pay increasing focus to fair migrant labor recruitment. By looking at the temporary migration of Guatemalans to Canada, this paper demonstrates that migrants play a crucial role in managing labor migration. Based on interviews with Guatemalan migrants, recruiters, and Canadian employers, I analyze the dual role of migrants, as both producers and subjects of recruitment practices. I build upon the concept of the migration industry to show how this phenomenon creates a grey zone of migration brokerage at the crossroads of business and social networks, problematizing the global discourse on fair recruitment. The current heightened sensitivity around history, colonisation and the aftermath of the socio-political and cultural ethos of the world can create in many people the fear of cultural appropriation and misrepresentation. This fear can affect the ability to imagine and play in certain learning settings, especially in devising performances, socially engaged theatre, and other arts-based explorations. However, what happens when participants choose not to engage due to the abovementioned fears? In this paper, we use intersectionality-based policy analysis (IBPA) to examine how COVID-19 income support policies enacted in Ontario, Canada, affected people living with poverty. We find that the privileging of formal labor market attachment in eligibility requirements systemically excluded constituencies most likely to be living with poverty. More broadly, these exclusions represent a retrenchment of neoliberal logics in social policy, and the rejection of universal social welfare programs. In conclusion, we suggest that the experiences of people living with poverty during the COVID-19 pandemic further highlight the need for comprehensive social welfare programs, including a universal basic income. While it is reported that a large part of the mining activity abroad comes from Canada, a robust regulatory framework for addressing human rights violations committed by Canadian mining companies is lacking in Canada. From Canadian and international law perspectives, this paper addresses the issue of accountability of Canadian companies who commit human rights violations while operating in foreign countries. The paper discusses reports of human rights abuses by Canadian corporations and the jurisdiction of Canadian courts in cases of alleged violations committed abroad. It analyses selected recent decisions from Canadian courts as case-studies and argues that legal reform is needed to ensure accountability of Canadian corporations operating abroad and access to civil law remedies. Building on the recent studies revealing that official bilingualism policies in Canada are often used to reinforce a specific racial and linguistic order, this paper addresses the impact of these federal-level policies on education policies at the provincial level. From the policy genealogy perspective, we examine Ontario's Heritage Languages Program (HLP), a highly contentious provincial policy that is still in place today. By analysing the discourses circulating in public and within the Ontario Ministry of Education around a proposed bill in the legislature to bolster heritage-language instruction and a subsequent Ministry initiative, we argue that official bilingualism and policies of multiculturalism functioned as discursive vehicles for resisting an enhanced HLP and to heritage-language education per se in politically more tolerable ways. The first part of the paper describes the research design, and introduces the historical context which produced the HLP and the early conflicts over it. The second part discusses three specific findings: (1) a discussion of the Proposal and its relationship to Bill 80; and (2) the discourses present in the general public; and (3) the discourses present in Ministry-internal deliberations of the HLP in Ontario. This paper unpacks 20 Vietnamese-Canadians' sentiments of indifference toward or opposition to Canada's resettlement of Syrian refugees. I argue that participants center their understanding of 'refugee' around their diasporic journeys on boats to memorialize their visceral suffering and to position themselves as deserving of entry into Canada atop a hierarchy of legitimacy. In doing so, participants police 'refugee' as an identity category to reassert themselves as refugees and Syrians as migrants, thus constructing Vietnamese refugees' pathways to citizenship as more legitimate. The transformative justice agenda within the field of transitional justice has yet to take up settler colonialism and Indigenous peoples. This paper develops the idea of an indigenised, decolonial transformative justice that encompasses relational change at the grassroots level through acts of Indigenous resurgence, settler decolonisation and allyship, as well as structural transformations at the state and global levels through the UN Declaration on the Rights of Indigenous Peoples. Canada currently is in a transitional moment and there has been a perceptible shift in its position toward the Declaration. It originally voted against the Declaration but is now committed to implementation as per the Truth and Reconciliation Commission's recommendation. A key issue is the extent to which the Declaration will be subsumed under Section 35 of the Constitution, which recognises existing Aboriginal Rights. The paper argues that Section 35 can only become a 'full box of rights' if the lid is fully opened to embrace the transformative, decolonising provisions of the Declaration, particularly those around free, prior and informed consent. Given the apparent reluctance of the state to disrupt the colonial status quo, grassroots and transnational mobilizations and strategies that enact the performative element of Indigenous rights will remain key. In recognition of the 75th anniversary of the Canadian Water Resources Association (CWRA) in 2022, a Special Issue was proposed to summarize achievements, challenges and future opportunities in themes directly related to Canadian water resources and their management. The solicited papers align with the aim of the CWRA to stimulate public awareness and understanding of Canada's water resources and provide new or increased knowledge on Canada's water. With growing concerns over impacts on water resources from a wide range of stressors, the support of a national conversation, as well as sharing knowledge and perspectives on water resources across Canada, has become increasingly important and urgent. This Special Issue presents seven papers that review and/or provide historical sketches from '75 years' of work conducted in Canada across select sub-disciplines of hydrology and water resources. In this paper, I analyse Shaheer Tarar's artwork Jack Pine (2019) to question how settler colonialism is produced and reproduced through surveillant visualisations of the land. Specifically, I explore how Tarar's representations of surveillant images of the land critically engages with historical and ongoing narratives of white settlement in the Canadian territory. As such, I ask: what knowledges are produced through looking at the land with a surveillant lens? And how does art reveal, trouble, challenge, and resist these knowledges? The underlying premise of my discussion is that surveillance and colonialism are twin logics, that they work in reciprocity to define ownership, extraction, and histories of the land that naturalise white settlement. In centralising Tarar's art installation as producing new ways of understanding this context, I explore how surveillance art here can reveal the relationship between settler colonial histories and surveillant viewing through how they imagine and represent the land. Inuit Canadians are on average about 20 years younger and have a 10-year lower life expectancy than other Canadians. While there have been improvements in Inuit health status over time, significant health disparities still remain. This paper will review the peer-reviewed literature related to Inuit child, youth, and maternal health between 2000 and 2010, investigate which thematic areas were examined, and determine what proportion of the research is related to each group. Establishing areas of research concentrations and scarcities may help direct future research where it is needed. We followed a systematic literature review and employed peer-reviewed research literature on child, youth, and maternal health which were selected from 3 sources, MEDLINE, CINAHL, and the Circumpolar Health Bibliographic Database. The resulting references were read, and summarized according to population group and thematic area. The thematic areas that emerged by frequency were: infectious disease; environment/environmental exposures; nutrition; birth outcomes; tobacco; chronic disease; health care; policy, human resources; interventions/ programming; social determinants of health; mental health and wellbeing; genetics; injury; and dental health. The 72 papers that met the inclusion criteria were not mutually exclusive with respect to group studied. Fiftynine papers (82%) concerned child health, 24 papers (33%) youth health, and 58 papers (81%) maternal health. The review documented high incidences of illness and significant public health problems; however, in the context of these issues, opportunities to develop research that could directly enhance health outcomes are explored. This paper explores the past, present, and future directions of tourism education in Canada, from its origins in the late 1960s until today. The study reviews the development of tourism education over four decades, with a particular focus on developments in Ontario. The influence of tourism organizations, and the impact of legislation on tourism and hospitality education in developing future industry leaders capable of sustaining and growing Canada's tourism industry are discussed. The paper also reflects on the current status of tourism education in Canada, the lack of government support for tourism research initiatives, and the loss of research talent to overseas universities. The research discovered a paucity of past historical documentation of tourism education in Canada and this paper is perhaps the first concerted effort to chronicle the 40-year cumulative history of formal tourism education in Canada. Despite increasing calls for systemic change in the Canadian higher education sector, Indigenous leaders continue to be under-represented, under-funded, and overworked. This qualitative study investigates the purview of senior Indigenous leaders within Canadian higher education, drawing on interviews conducted with four senior Indigenous leaders at Canadian universities. The study, underpinned by emancipatory Indigenist research, draws on the literature predominantly written by Canadian Indigenous scholars. Reporting on Stage Five of a qualitative Australian project – Walan Mayiny: Indigenous Leadership in Higher Education, this paper is the first of four international aspects of the larger project. Findings suggest these Indigenous senior leaders overcome significant barriers to gain senior roles, while the weight of systemic change is carried by individual Indigenous leaders. The question addressed is how senior Indigenous leaders can unsettle systemic barriers so that universities are facing in the direction of where they need to be going, and not where they've been. This paper argues that Canadian climate policy under the Trudeau government is both self-defeating and immoral. Focusing on the central facet of the government's strategy – which trades a small carbon price for significant expansions of oil pipelines – the paper develops this argument in three principal ways. First, it situates the strategy in relation to the global warming potential of new extracted/exported emissions facilitated by new pipelines, which would overwhelm the savings created by the carbon price. Second, the paper focuses on the policy's potential to exacerbate a perilous national accumulation strategy that leaves workers and communities highly vulnerable to unstable global commodity markets. Finally, it situates the policy in relation to a centuries-old process of colonial theft of Indigenous lands to facilitate extractive development. Faith communities are increasingly recognised as an important piece of civil society that can contribute to addressing difficult sustainability and environmental problems. This research investigates the environmental activities and engagement of faith leadership organisations in Canada, a region in which faith-based environmentalism has not been studied extensively. The paper traces the evolution of environmental engagement among a diverse, multi-faith group of communities, beginning with the entry into environmental work by some groups in the 1960s and 1970s. Over the years, some programmes have matured, others have faltered, programmes have adapted to address new environmental challenges, and new communities have entered into environmental discourse. The paper also analyses contemporary activities, which can be divided into formation activities, advocacy and activism, and practical actions. Formation activities, such as education and worship programmes, are the most common, and advocacy and activism are often the most contested form of engagement. These activities demonstrate a commitment to a holistic approach, to addressing underlying causes of environmental harm by transforming worldviews, and contributing to societal change through both practical actions and advocacy and activism. This paper examines how policymakers interpret and deploy cultural economy approaches within municipal economic development strategies and cultural plans. Focusing on the 33 largest municipalities in Ontario, Canada, we conduct a keyword analysis of 63 municipal planning documents, supplemented with key informant interviews with economic development and cultural planning staff. Our analysis reveals that the use of cultural economy approaches in economic development and cultural plans varies depending upon city size, municipal governance structure and municipal organizational structure. However, despite the widespread use of cultural economy ideas in planning documents, we conclude that its uptake in municipal policymaking fails to reflect its professional and scholarly popularity. What is known about homelessness in Canada? In this article, we present the results of a systematic literature review of peer-reviewed research produced on homelessness in Canada, in English and French, since 2000. We seek to map this literature in an effort at understanding how homelessness has been studied by researchers and to identify potential gaps in this impressive body of literature. The literature review included a two-stage process. First, we analyzed almost 1000 articles specifically regarding homelessness according to title, journal, and case. Then, we conducted a qualitative abstract analysis of 251 papers written by the ten most prolific scholars of homelessness research, analyzing the research question, methods, and recommendations. We find that the majority of research on homelessness in Canada has been in large cities (Vancouver, Toronto, and Montreal). Research is often conducted in comparative perspective, though there have been fewer international comparisons, and often from a public health or medical science perspective. We argue that social scientists have a lot to contribute to this field of study by analyzing the structural and political causes of homelessness, and that researchers should study small, mid-sized, northern, and rural communities in their studies as well as big cities. Artificial Intelligence (AI) offers the promise of improving natural resource governance, including addressing bribery and corruption risks. The mobilisation of computing power requires access to large amounts of data, a task facilitated by disclosure instruments. This paper examines the rationale and potential of artificial intelligence and the Extractive Industries Transparency Initiative (EITI) as anti-corruption tools, with a focus on extractive companies based in Canada. The paper concludes that the integration of AI and the EITI Standard holds some promise to curtail corruption in extractive sectors, despite some ethical, legal and practical challenges. Global activism led to the emergence of new international standards concerning state obligations to consult Indigenous peoples and, under certain circumstances, obtain their free, prior and informed consent (FPIC) when extractive projects impact their rights and traditional territories. However, a growing literature shows that the implementation of Indigenous peoples' participatory rights remains uneven and inconsistent at best. This paper focuses on Indigenous peoples' agency in operationalising their rights. We do so by focusing on an increasingly common yet overlooked Indigenous strategy: the development of community-based consultation and consent protocols. What role do unilateral Indigenous protocols play in shaping how participatory norms are implemented? How can protocols contribute to shaping Indigenous peoples' relations with state and industry actors? We present the result of a systematic comparative analysis of thirty-five consultation and consent protocols adopted by Indigenous nations and communities in Canada and Brazil between 2005 and 2020. While they vary in their structure and content, protocols in both countries converge in their use of both programmatic and performative languages to recast participatory processes as spaces to assert Indigenous peoples' status and legitimacy as self-determining polities. In doing so, protocols re-politicise and re-appropriate participatory processes and put forward an alternative interpretation of their participatory rights that challenges how state authorities and industry actors tend to operationalise consultation and FPIC standards. Whereas some federations reacted to the expanding international trade agenda by 'federalizing' trade policy-making and allowing sub-federal governments a substantial involvement, others did not. Comparing Canada and the United States, this paper investigates the conditions and potentials of federalization on the case of public procurement liberalization. The first section argues that the institutionalization of intergovernmental relations depends on the incontestability of sub-federal claims to authority and the absence of cheaper alternatives. In the US, the availability of federal pre-emption and the possibility to exclude sub-federal competencies from international agreements acted as a brake on state involvement. In Canada, 'watertight' provincial competencies and a non-representative second chamber enabled a gradual federalization. The second section argues that federalization holds the potential to increase constituent units' openness to procurement liberalization. While their deficient involvement has constrained US states' openness, federalization was instrumental in Canadian provinces' recently growing openness for international suppliers. In an era of rural service decline and population aging, some rural libraries rely on volunteers to keep them open within the community. This paper outlines the challenges of sustaining such volunteer-based rural libraries, drawing on a case study of a volunteer-based library in rural Ontario, Canada. Findings suggest that age of volunteers, volunteer participation, territoriality, branch polarization and the burden of volunteering present challenges in sustaining the volunteer program at the library, yet the library contributes to the community through community engagement, enabling aging in place and through economic development. The paper contributes to the present reflection on the transformation of the suburb by investigating the capacity of large multifunctional suburban centres (LMSCs) to provide public transit- and walking-conducive environments within the suburban realm. To this end, it investigates land-use and commuter journey patterns of the 13 largest suburban multifunctional centres in Canada. The study exposes difficulties in using LMSCs as recentralization instruments meant to "urbanize" the suburb by making it more public transit- and walking-oriented. It points to tensions within LMSCs between playing the role of activity centre and adopting land-use configurations conducive to public-transit use and walking. The stronger is the centrality role of an LMSC, the more it is overtaken by automobiles from its dispersed suburban surroundings. Alternatively, LMSCs can generate weak centrality effects while performing as effective transit-oriented developments. This paper studies the forecasting ability of various Phillips curve specifications for 1 year ahead headline and underlying core inflation measures for three open currently inflation targeting (IT) countries: Sweden, Canada and New Zealand. The changes of the monetary policy regime in these countries are discussed for periods of fixed exchange rate regime, early years of IT and later periods in the light of inflation forecasting accuracy. The paper finds evidence that Phillips curve models can improve inflation forecasts against the random walk benchmark in the periods when the central bank is explicitly targeting the inflation. Yet, the results from earlier periods indicate heterogeneity in individual model performance across various econometric specifications and different sample periods. [ABSTRACT FROM AUTHOR]

This paper examines masculinity, migration and the changing occupational status of nursing through the lens of therapeutic mobilities; health related mobilities of people (nurses) and products (credentials). Indian men have become increasingly interested in nursing as a career, and this interest is strongly associated with the profession's international motility-its mobility potential. The research reported in this paper traces the migration trajectory across time (2008-2016) and over space (India to Canada) and reveals an overrepresentation of male nurses in international migration contexts (Canada), compared to the Indian context. Male nurses also disproportionally benefit from these mobilities in terms of their occupational success post-migration. Mobilities can be therapeutic for the status of nursing in India, which rises in line with the degree of international motility the profession offers, but gendered distinctions in the outcomes of the migration process illustrate the importance of highlighting uneven mobilities. International mobilities are also deeply implicated in ongoing transformations occurring in the 'moorings' of nursing educational, employment and regulatory structures in India. The dominance of fossil fuels in electricity generation fuel mix continues to undermine the importance of electricity as a critical factor for sustainable economic development. As with most economies of the world, the Canadian fuel mix for electricity generation is dominated by fossil fuels. This scenario creates both environmental and resource sustainability challenges. There are questions marks over the potentials of nonfossil energy sources to address these challenges and ensure a more sustainable electricity generation. This study aims to examine the potentials of nuclear energy and hydropower to substitute the fossil fuels of coal and natural gas in electricity generation for Canada. A trans-log production function was estimated with the ridge regression method to obtain the parameter estimates. The empirical findings show that, with the exception of coal input, all energy inputs have positive output elasticities, which indicate that an increase in the energy inputs will increase output in Canada. The results further provide evidence of positive elasticity of substitution between the non-fossil energy sources and the fossil fuels which give credence to the hypothesis that clean energy sources such as nuclear energy and hydropower have the potential to substitute for the fossil fuels of coal and natural gas the electricity generation process for Canada. The estimates show that the smallest substitution occurs between coal and gas, which is an additional evidence that clean energy has higher chances of substituting fossil fuels. Recreation practitioners in the public and non-profit sectors are key in supporting community residents' well-being through the facilitation of recreation programs and services; however, practitioners are working under the influence of neoliberalism governance, which challenges practitioners' ability to support low-income citizens' participation in recreation. Through the lens of neoliberalism, this paper aims to explore practitioners' challenges and strategies towards implementing recreation programs and services targeted at low-income citizens and discusses the implications it has on recreation programs and services for low-income citizens. Semi-structured phone interviews were conducted with 18 practitioners who design and implement recreation programs and access provisions for low-income citizens. Practitioners faced multiple constraints while employing a variety of solutions to deliver provisions to low-income citizens, including (1) Limited resources: doing more with less, (2) Spreading the word, and (3) Enhancing program access through program relocation, and (4) Reducing program costs. Facilitating access to and participation in recreation for low-income citizens is complex and requires multiple practitioner-led solutions that consider the broader structural factors of living in poverty. This study provides insight into the challenges practitioners experienced as they employed different strategies to support low-income citizens' participation in recreation, and more particularly, provides an understanding of how such strategies and challenges impact recreation programs and services for low-income citizens. Flood behaviour is likely to alter as a result of the impacts of climate change. This paper investigates the non-stationarity in the flood regime of several Canadian rivers through an analysis of peaks over threshold (POT) data. Identification of thresholds and ensuring the independence of POT events are the two major challenges in the implementation of a POT approach. In the present research, a semi-automatic approach based on the POT package in R – an open-source software environment for statistical computing has been used. A total of 127 hydrometric reference streamflow gauging stations that are reasonably free from human intervention have been considered in the present analysis. This ensured the reliability of the trends identified in the flow and timing measures considered herein. The POT data have been extracted from daily streamflow data for each hydrometric station. Four flow and timing measures, such as (1) duration of POT events, (2) volume of POT events, (3) annual sum of durations in POT events, and (4) annual sum of volumes of POT events, were extracted using the daily flow data. The trends in the flow and timing measures were investigated using the Mann–Kendall nonparametric test, and the significance of trends was evaluated using the bootstrap resampling approach. The results of the analysis clearly indicated a predominance of decreasing trends at a greater number of stations in all the four measures of flow and timings considered. It can be concluded that the present analysis indicates a remarkable change in the flood regime of the Canadian watersheds considered herein. [ABSTRACT FROM AUTHOR]

This paper examines how stock returns and volatility in the Canadian stock market have been affected by both the COVID-19 pandemic and the associated vaccination program. The empirical analysis is based on the generalized autoregressive conditionally heteroskedastic model which explicitly allows the inclusion of information on the COVID-19 pandemic and the vaccination program. The analysis uses daily Canadian equity returns and volatility, spanning the period 27 January 2020, to 31 August 2021. The findings provide evidence that the COVID-19 pandemic exerts a significant negative impact on the mean of Canadian stock returns and a positive impact on their volatility. In contrast, the findings provide novel evidence that the vaccination program in Canada has reversed these detrimental effects. [ABSTRACT FROM AUTHOR]

In the 1970s, three Canadian jurisdictions (federal, Quebec, Nova Scotia) introduced statutory unjust dismissal legislation. The objective was to extend 'just cause' protections long enjoyed by unionized workers to eligible non-union employees by permitting employees to file a complaint with a labour tribunal. The presumptive remedy for unjustly terminated employees was to be reinstatement. However, in practice the majority of successful complainants are not reinstated. This paper examines the history and rationale for the introduction of unjust dismissal legislation in Canada, the meaning and scope of 'unjust' as developed by adjudicators, and the approach of tribunals in the three jurisdictions to crafting remedies to compensate unjustly dismissed employees who are not reinstated. This study builds on research that found a significant lack of racial diversity in Canadian university kinesiology programs. We extend previous findings by including the experiences of students who reveal how whiteness structures every aspect of their kinesiology education. We employ Critical Race Theory and theories of whiteness within a case study of eight kinesiology faculties in Canada. The mixed methods data collection included: (a) analysis of website photos and anti-racism documents to determine the perceived racial diversity and anti-racism priority; and (b) semi-structured interviews with five undergraduate students from one kinesiology program to analyze their experiences with whiteness. We found (1) white privilege was evident through an overrepresentation of white bodies among the professoriate, overlooking whiteness in research and teaching, and a dearth of policies targeting anti-racism; and (2) that white social dominance was prevalent but made invisible in student culture, which allowed the needs and experiences of racialized and international students to be ignored. Eurocentric ideologies of meritocracy, individualism, and scientific objectivity that reflect the values of the dominant group create a white racial frame that remains unnamed but centered. The aim of this research paper is to further inform how whiteness operates in kinesiology programs. We connect student experiences to whiteness theories and propose recommendations to guide the dismantling of whiteness in kinesiology. [ABSTRACT FROM AUTHOR]

Changing trends in environmental governance over recent decades have brought more civil society involvement into decision-making processes. The participation of faith communities in these processes is under-researched and poorly understood. This paper applies a governance lens to features of faith organizations to explore their roles, strengths, and shortcomings in contributing to environmental governance. Data were collected through literature review, interviews, focus groups, and participant observation. The data reveal that governance strengths of faith organizations coalesce around providing space for dialogue, helping shape the values and direction of governance, and the existence of strong organizational infrastructure and networks to implement action. Capacity challenges are posed by declining membership in some communities and a large proportion of new immigrants in others. Our research findings also provide a foundation for future studies (as some of the first studies of this kind in Canada) by offering preliminary conclusions and questions for further investigation. The Canadian urban agriculture movement marks a change in urban landuse policies that includes a greater diversity of gardeners as views on sustainable agriculture promotes local food movements. Benefits of urban agriculture are well documented in the social science, environmental and health literature. Much of the literature on urban food-gardens in Canada focuses on community gardens and school gardens and gardening programmes, while there has been little attempt to gather and synthesise this research with a focus on the governance and management of grassroots urban agri-food organisations. We have undertaken through a systematic scoping review to reveal the extent of the current body of knowledge surrounding urban grassroots agri-food organisations in Canada, as well as governance and management paradigms and challenges. Of the Canadian studies, 15 were qualitative case studies (surveys, observations, etc.), 11 were exploration/analysis papers (analysis of primary research collected elsewhere), one was a literature review and 1 was a quantitative analysis. Significant challenges in grassroots foodgardening are explored. We found that for greater success of urban agriculture, municipal policymakers need to intentionally and radically shift policy to plan for and integrate urban agriculture networks into the urban environment without taking over the networks themselves. We also find that there is a lack of broad research into the influence of gender dynamics on the organisation and management of urban agriculture or community gardens. [ABSTRACT FROM AUTHOR]

This paper analyses two dimensions of 'waiting' in the realm of family reunification: the policy perspective and the immigrants' experience. First, in line with the migration management paradigm, the Canadian government has introduced various measures to reduce 'waiting times'. We discuss changes in the family reunification programme of parents and grandparents implemented since 2011 as emblematic of these measures. Such changes are also situated within global trends that make family reunification policies more restrictive. Second, based on 19 interviews with already established immigrants who are sponsors of a parent, we analyse the experience of 'waiting for care'. For families attempting to reunite to fill care needs, new measures may speed up reunification, but they may also mean that being together is, for many, more difficult to achieve, temporary, and precarious. We argue that the politics of 'waiting times' management has depoliticised the right to family reunification and institutionalised temporariness in this component of immigration policy. These repercussions of state policies significantly alter how immigrant families can provide care to their members and sustain social reproduction. [ABSTRACT FROM AUTHOR]
