Over the last decades, scholars have increasingly called for the 'deterritorialization' of the notion of citizenship. The realities concerning citizenship have changed with new expressions of transnationalism. However, whereas the main body of research has focused on the transnational aspects of citizenship among migrants in the form of their transnational political practices and dual nationalities, their descendants have received far less attention. This paper examines the political practices of Kurdish migrants' descendants in France and Germany and their narratives of identity and citizenship. We employ migrant descendants' political activism as an empirical entry point to gain insight into the meanings they attach to citizenship. The paper draws from two qualitative datasets collected in France (2015–2017) and Germany (2015–2023) with individuals of Kurdish background, who were born to migrant families arriving from Turkey in the 1980s and 1990s. The findings show that national contexts – both in grandparents'/parents' country of departure and the country of arrival – and the transnational, diasporic and even supranational space (EU) shape migrant descendants' political activism, identity construction and consequently resonate in the meanings they attach to citizenship. Twenty years ago, in December 2000, the SRU Law (Loi Solidarité et Renouvellement Urbain) was passed in France, requiring selected municipalities to devote 25% of their local stock to social housing, in order to curb growing trends of segregation. Almost twenty years later, the balance is striking: still 1,222 municipalities targeted by the program do not comply with the set quota of 25% social housing units per municipality. Out of these non-complying municipalities, 269 had to pay an increased fee in 2017, based on the Article 55 clause included in the SRU Law. The total fee that these 'outlaw municipalities' had to pay for not providing enough social housing represented a total of € 77 million in 2017, and helped finance the national rental social housing fund for housing. In this paper, I ask what impact the Article 55 fee clause designed to enforce SRU Law objectives has had on the rebalancing of social housing stocks for municipalities not complying with set quotas. To answer such a question, I conduct a Difference-in-Differences study that measures changes in social housing stocks before and after the passage of the law. The treatment group comprises municipalities not complying with quota requirements and subject to the Article 55 fee, while the control group consists of municipalities not complying with quota requirements, but exempt from the fee. Findings underscore how after the passage of the Article 55 fee, municipalities that were subject to the fee have built less social housing than municipalities that are exempt, relative to before the enactment of the law. They corroborate my conceptual framework, which states that beyond the adoption of a national fee for noncompliant municipalities, social housing production trends are impacted by the types of land use ideologies in place in municipalities, be they pro-social housing or exclusionary. Twenty years later, these findings bring a new perspective to current debates taking place in policy circles around the effectiveness of one of France's most important social housing policy programs. The debate on nuclear energy in France offers insights into how energy, the environment, the economy, and society intersect. These insights are crucial to understand the future of sustainable energy. In this paper, the French nuclear debate as it emerged on Twitter during the Presidential campaign of 2021–2022 is analysed through a two-step discursive approach. Discourse Network Analysis is used to create a snapshot of the debate in terms of coalitions of actors and discourses; then, an interpretive approach is employed to analyse the meanings attached to the sets of policy positions obtained through DNA. The article shows who are the main actors and the most common arguments. Furthermore, it shows that, in France, pursuing the use of civil nuclear is framed as a pragmatic choice in the face of climate change and insecure energy supplies; in populist terms as a form of energy that could turn back the clock of globalisation; and as an impasse that prevents France from embracing a truly sustainable energy agenda. By unveiling this set of discourses, the article challenges the idea of 'French nuclear exceptionalism' often found in the literature and the media and contributes to the larger literature on nuclear discourses. This paper considers the urban consequences of failing to host Olympic Games. Using the example of Paris and its unsuccessful bids to hosts the Olympic Games of 1992, 2008 and 2012, the paper analyses the pre- and post-bid status of key projected 'Olympic' sites within the context of urban plans and aspirations of the city of Paris. The French capital attracts special attention because of the rapid succession of submissions that proved to be outbid by those presented to the IOC by the cities of Barcelona (1992), Beijing (2008) and London (2012). The paper will briefly outline the reasons for failing to attract the Games but will devote most of its space for an analysis of the siting of the planned Olympic Villages, which often form the most lasting of legacies of Olympic Games in host cities. This paper attempts to estimate energy crop supply using a linear programming (LP) model comprising hundreds of representative farms of the arable cropping sector in France. In order to enhance the predictive ability of such a model and to provide an analytical tool useful to policy makers, interval linear programming is used to formalize bounded rationality conditions. In the presence of uncertainty related to yields and prices, it is assumed that the farmer may adopt a mm-max regret (MMR) criterion as an alternative to the classic profit maximization criterion. Recent advances in operational research are exploited, permitting an efficient implementation of the mm-max criterion within an LP model. Model validation based on observed activity levels suggests that about 40% of the farms adopt the MMR criterion. Energy crop supply curves generated by the MMR model prove to be upward-sloped, like classic LP supply curves. [ABSTRACT FROM AUTHOR]

Over the past twenty years, prominent theorists of citizenship envisaged cosmopolitan openings, the re-making of national identity, and progressive multicultural change. The paper explores perspectives on civic inclusion in Kymlicka's Multicultural Odysseys, Soysal's Limits of Citizenship, and Benhabib's Another Cosmopolitanism. It explores this work in light of two recent political episodes, the formulation of an "anti-separatism" law in France and "anti-ghetto" policies in Denmark. The paper contrast tendencies that theorists of inclusive citizenship envisage with the denial of associational rights in France and the assertion of racial logics in Denmark. It illustrates blinds spots in prominent accounts of civic inclusion, in particular the reliance on a prescriptive account of minority and post-migrant agency, a disembodied logic of human rights, and limited regard for status differentials on the inside of citizenship. Drawing on a longitudinal qualitative approach to corporate diversity policies in France, based on more than 80 in-depth interviews (N = 86), this paper examines the paradox conveyed within these policies by the rise of 'raceless' diversity concepts. This is what I term White diversity, exploring its construction and appropriation in the light of technologies of normalisation, referred to in English as standards. Building on a Foucauldian approach to normalisation, the paper engages with the case study of the French Diversity Label. It explores the ways in which market-based mechanisms of regulation have shaped the management of race difference. It demonstrates in particular how normalising antidiscrimination through voluntary social certification has contributed to upholding whiteness in organisations. [ABSTRACT FROM AUTHOR]

Do political parties keep their promises? The coherence between parties' ideology and policy output have always attracted scholarly interest. Moreover, the importance of political parties' accountability has dramatically increased also because of the rise of populist parties. This paper aims at contributing to the current debate by investigating different phases: the electoral manifestoes, the framing on issues in parliament, the votes, and the ways through which the manifestoes for the following elections change. What are the patterns parties can adopt to address a possible dissonance between electoral platforms, votes, and frames? Are there recurrent patterns of party behaviour between manifestoes, rhetoric, and policy outputs? To answer these research questions, the manuscript builds on a cross-country and cross-time (2007–2017) empirical analysis of three West European social democratic parties and their attitudes towards transnational issues, such as migration, terrorism, military operations and the financial crisis. The paper, which is based on content analysis of debates and manifestoes, identifies several patterns parties can follow for managing these crises. In this case study, we examine the conservation strategies created for the 19th-Century French Sheet Music Collection at the Marvin Duchow Music Library, McGill University. Many pieces in the collection were glued to acidic cardboard backings by the original collector, which both harmed the sheet music and obscured important information. Thus, prior to digitizing the collection, these backings needed to be removed without harming the fragile items themselves. Drawing on relevant conservation literature, we present the conservation work procedure (in particular, two aqueous cleaning methods) developed in consultation with an outside expert in the field of conservation. While much scholarship takes austerity-driven spending cuts as evidence of policy change, this paper shifts the focus to interrogate whether these budgetary cuts lead to actual policy change and if so how. Scholarships on institutional change and public policy illuminate how state actors mediate policy change through coping strategies, i.e. strategies by which state actors try to minimize budget decreases' negative impacts on policy. Taking French Defense Policy as an unlikely case of policy change, we show that state actors have adopted three types of coping strategies to minimize the spending cuts' impact: compensation, delaying, and re-categorizing acquisition procedures. These coping strategies have however contributed to a process of incremental change, which most of time is non-cumulative and creates additional policy problems. Chinua Achebe's influence on the development and institution of African literature has proved to be pertinent, critical, and indelible. This paper reflects on the history of translating and publishing this renowned Nigerian writer's major novels and essays in France. It identifies two French publishers, Présence Africaine and Actes Sud, as the most important agents in the translation and publication of Achebe's works. By conducting interviews with Achebe's French editor and translator as well as reviewing published work by scholars and one of Achebe's translators, this study examines the trajectory of Achebe's works in France and how the ideologies of the agents may have affected which/when works were chosen for translation and publication. This study demonstrates that Achebe's trajectory in French has been eclectic and largely controlled by both publishers' worldviews and politics as well as broader discourses in African literature, such as literary legitimisation and colonialism. This paper investigates how the use of horse and bull iconography in Occitan and Provençal Catholic cemeteries facilitates the expression of a more-than-human regional identity and, thereby, challenges the boundaries that separate humans from the nonhuman world. The presence of nonhumans in the way humans process and understand death across faiths and cultures is often explained by the fact that humans, as they deal with death, need to make sense of it by reaffirming the singularity of human life, in opposition to that of other beings. Relegating the use of animals in death rituals as a pagan practice associated with idolatry and metempsychosis, Western Christianism has largely banished animals and animal iconography from human deathscapes. However, research in 22 Catholic village cemeteries around the Camargue region indicates that, in this part of France today, animals – especially bulls and horses – are included in the religious and social practice of death. At first glance, the use of this symbolism in the Camargue region and its vicinity seems to subvert the Christian condemnation of animal imagery. Upon closer examination, however, rather than challenging Christian norms, the use of animal imagery merges with Christian signs, indicating that local cemeteries are spaces where humans can express both religious affiliation and regional spiritualism simultaneously. Moreover, by evoking narratives of more-than-human osmosis promoted by the Félibrige literature, this imagery also effaces the boundaries that separate humans from animals and the environment. Therefore, the use of horse and bull iconography in those cemeteries not only blurs the conceptual boundaries between Catholic faith and fé biou (the "religion of the bull" to which the horse also participates) but also between humans and the nonhuman world. Through the analysis of French parties campaigning abroad during the 2017 French parliamentary elections, the paper offers a better understanding of the conduct of electoral campaigns abroad, with an emphasis on their local dimension. With its comparative focus on three very different constituencies abroad – Northern America, North-West Africa and Switzerland –, it shows how differentiated campaign strategies, rather than mere duplication of national or centralised strategies, attuned to local political dynamics and the diverse sociology of French electorates abroad are critical for electoral success. This paper revisits the notion of 'legitimate language' [e.g. Bourdieu 1977. "The Economics of Linguistic Exchange." Social Science Information 16 (6): 645–668] as it relates to multilingualism in educational contexts. Since Heller [1996. "Legitimate Language in a Multilingual School." Linguistics and Education 8: 139–157] developed the notion of 'legitimate language' to encompass issues of language choice, there has been a consensus that a legitimate language is a language that is appropriate in a given situation. However, a crucial issue remains to be addressed, namely that of knowing what benchmark do classroom participants use to know when a language is appropriate, that is, legitimate or not. To address this issue, this paper takes as an example the case of an induction classroom for newly-arrived immigrant children in France where multiple languages have been observed. A Conversation Analysis of a set of audio-recorded interactions reveals that whilst languages other than French are not legitimised by top-down language policies and ideologies held at the societal and institutional levels, they are nevertheless seen as legitimate according to the local 'practiced language policy' [Bonacina-Pugh 2012. Between 1765 and 1767 Quesnay published Droit naturel and Despotisme de la Chine. I show that these texts are strongly related. I study their various versions and editions, some of which were previously poorly known, and attempt to evaluate their readership. I uncover a lost manuscript and neglected sources of Despotisme de la Chine which help to clarify various points about the text. It is shown that it was finished most probably well before the end of 1766. Its economic contents are briefly described, whether they are similar to other writings of Quesnay or seem to alter his doctrine. It is suggested that Despotisme de la Chine was read by Adam Smith and that he took from it many lines on China found in Wealth of Nations. This paper analyses the negotiations for the 'Convention for the Suppression of the Traffic in Persons and of the Exploitation of the Prostitution of Others' adopted by the General Assembly (GA) of the United Nations (UN) in 1949. This convention significantly shifted the international approach towards 'traffic in persons' by adopting a so-called 'regulation-abolitionist' approach and mandating the abolition of the then dominant national approach to prostitution: 'state-regulated prostitution'. International anti-trafficking law, for the first time, explicitly addressed national prostitution laws and, therefore, prostitution itself. Regulation-abolitionism called for the abolition of 'state-regulated prostitution' as a way of both freeing prostitutes from the discriminatory treatment of the police and other state actors, but also as a strategy to combat human trafficking. Through careful analysis of the documentary record concerning some of the core articles of the Convention, the paper identifies multiple contradictions and 'tensions of abolitionism' during the negotiations for the Convention, as well as competing ideas about the social and legal status of prostitution and people selling sex after the abolition of state-regulated prostitution. Most importantly, the moral condemnation of prostitution persisted across the political spectrum and the nascent ideological fault lines of the Cold War. In terms of actors, the paper focuses on the contribution of civil society actors, UN administrative personnel and two states (France and the United Kingdom). This paper proposes the concept of tensions of abolitionism to capture the ways in which the regulation-abolitionist approach was caught between competing goals: the law-enforcement-centred repression (of exploitation), the deregulation of prostitution via the abolition of state regulation and the guarantee of the human rights of prostitutes vis-à-vis the state. The paper stresses the legacy of the 1949 Convention in re-structuring the practice of commercial sex to the detriment of sex workers and its failure in eliminating human trafficking. This paper focuses on the particular situation of an advanced cancer patient whose condition has taken a chronic turn. We argue that chronicity of this kind sometimes falls at the frontier of Evidence Based Medicine because the uncertainty about the patient's condition can lead physicians to resort to clinical trials or non-licensed drugs to prevent the disease from progressing. This situation leaves plenty of scope for individual adjustments between patients and their doctors. Advanced cancer is regarded here not just as a biological event but as a chronic illness and a 'negotiated reality'. We argue that the chronicity of advanced cancer patients' situation broadens the patients' scope for 'work', and we have called this specific type of patient's work 'decision-making work'. This paper is based on a case study focusing on Patrick, a middle-aged Frenchman with metastatic lung cancer who underwent oncological treatment for seven years and was strongly determined to find new therapeutic options even if this meant having to go abroad. He actively orchestrated his therapeutic itinerary by reorganising his relationships with the medical world and coordinating the physicians' work. His particular social position enabled Patrick to bypass some of the current medical rules and to reorganise the usual pattern of distribution of medical responsibilities. AbstractThe conceptualization of the neoliberalization of social housing has been largely dominated by Harloe’s models, which define it as the transition from a ‘mass’ to a ‘residual’ model. However, this definition fails to capture the emergence of ‘affordable’ housing policies. Blessing suggests instead conceptualizing neoliberalization through privatization and marketization. This definition helps analyze the focus on the diversification of the supply into mid-market rents. Drawing on mixed-method research, this paper demonstrates the relevance of Blessing’s analysis. To illustrate this, I will take the example of a large French intercommunality, which appears as non-neoliberal due to the absence of residualization. Our findings demonstrate that marketization and privatization have, however, influenced the nature of social housing provision by leading to an absolute decrease in low-rent units through demolitions and sales, and an increase in mid-market rent housing units. In conclusion, the findings emphasize the need for researchers to delve into the issue of social housing exclusion and its underlying mechanisms. [ABSTRACT FROM AUTHOR]

This paper assesses the environmental ambition of 2023-2027 Common Agricultural Policy in France. Since conditionality and agri-environment-climate measures are only marginally improved relative to the previous period, attention is focused on the new environmental instrument of the eco-scheme that in France targets the whole farm. Results suggest low environmental progress since almost all French farms would reach the standard level of the eco-scheme by one of the three access paths with unchanged farming practices, and 85% of them would reach the superior level. The percentage of farms at the superior level would be lower for farms specialized in annual crops than for cattle farms. We then show that the payment difference of €20 per hectare between the standard and superior level is probably insufficient for farms specialized in cereals, oilseeds and protein crops to offset the additional cost of the change in farm practices required to move from the standard to the superior level. This article explores the distinctiveness of French and francophone approaches to environmental justice. While off to a slow start, environmental justice research has received increased attention in France in the last 15 years. But there has been little to no attention to the French debates and movements in the English-language academic literature, with both bodies of knowledge largely evolving in parallel, conceptually and politically. This article attends to this gap by first taking stock of the empirical evidence of environmental injustices and inequalities in France. We then introduce some of the theoretical origins and discuss some of the main insights from the French literature in light of contemporary environmental justice scholarship. In so doing, our aim with this paper is to contribute to current scholarly efforts on diversifying the meanings and understandings of environmental justice in different academic and political contexts. AbstractInternational students’ contact and engagement with various cultures has received increased scholarly attention. This scholarship tends to either celebrate students’ cosmopolitanism or highlight their difficulties ‘adapting’ in their receiving countries. In this paper, we examine students’ own perceptions of and engagement with their sending and receiving countries’ cultures through the dialectic of distance and proximity, gleaned from mobilities studies. Based on 20 in-depth online interviews with Vietnamese nationals studying in Vancouver and Paris, our analysis highlights how these students construct or deconstruct notions of distance and proximity between Vietnam and their receiving countries (i.e. France and Canada), as well as between themselves and each of these countries. First, we examine how, before their departure, students cultivate a sense of cultural proximity to their geographically distant countries of destination, through studying and consuming media in French or English. Second, we address students’ rapport with French and Canadian societies as well as their sense of proximity to or distance from Vietnamese culture while studying in France and Canada. We examine how these (de-)constructions of distance can be related to students’ cosmopolitanism. We argue that notions of distance and proximity help foster a nuanced understanding of international students’ mobilities and cosmopolitanism. [ABSTRACT FROM AUTHOR]

Death of a parent during childhood has become rare in developed countries but remains an important life course event that may have consequences for family formation. This paper describes the link between parental death before age 18 and fertility outcomes in adulthood. Using the large national 2011 French Family Survey (INSEE–INED), we focus on the 1946–66 birth cohorts, for whom we observe entire fertility histories. The sample includes 11,854 respondents who have lost at least one parent before age 18. We find a strong polarization of fertility behaviours among orphaned males, more pronounced for those coming from a disadvantaged background. More often childless, particularly when parental death occurred in adolescence, some seem to retreat from parenthood. But orphaned men and women who do become parents seem to embrace family life, by beginning childbearing earlier and having more children, especially when the deceased parent is of the same sex. Many scholars argue that the practice of educational tracking exerts a distinct effect on young people's political engagement. They point out that students in academic tracks are becoming more politically engaged than those than those in vocational ones, and suggest that this may be due to differences across tracks in the curriculum, pedagogy, peer environment or student self-confidence. The current paper aims to investigate whether tracking is related to political engagement through any of these four mechanisms. It uses survey data collected among students in the final year of upper secondary education in France and employs a stepwise multilevel analysis to explore this question. It finds little differences between tracks in the curriculum and in pedagogy relevant for political engagement. Students in academic tracks nonetheless express a stronger commitment to vote than those in vocational ones. This difference between tracks disappears when the social composition of the school population is taken into account, suggesting that the peer environment is the primary mechanism driving the effect of tracking in France. However, in contexts with greater variation between the tracks in curriculum and pedagogy, the latter may well be equally or more important mechanisms. [ABSTRACT FROM AUTHOR]

Independent regulatory agency has become the standard institutional choice in Western Europe. Little is known, however, about the involvement of legislators in their design and in their monitoring. In this paper, we analyse ex-ante and ex-post legislative involvement for 48 regulatory agencies enacted in France. We show that legislators debate and design more substantially agencies for which the government bill has already granted them more powers to appoint members to their board, or to be appointed as board members themselves. Once enacted, agencies that allow greater participation by legislators in their decision-making are subject to greater scrutiny, and this even after controlling for routine oversight activities. Regulatory domains matter, though only for ex-post legislative oversight. These results suggest that legislative involvement is selective and driven by strategic considerations. More fundamentally, they imply that legislative involvement could be more important in regulatory agency activities than usually assumed. [ABSTRACT FROM AUTHOR]

Early access programs (EAPs) generally refer to patient access to medicines/indications before marketing authorization, possibly extended to price and reimbursement approval. These programs include compassionate use, which is usually covered by pharmaceutical companies, and EAPs reimbursed by third-party payers. This paper aims at comparing EAPs in four European countries (France, Italy, Spain, UK) and providing empirical evidence on EAPs in Italy. The comparative analysis was conducted through a literature review (including scientific and grey literature), complemented by 30-min semi-structured interviews with local experts. The Italian empirical analysis employed data available on the National Medicines Agency website. Although EAPs are very different across countries, they exhibit some common features: (i) eligibility criteria refer to the absence of valid therapeutic alternatives and a presumed favourable risk–benefit profile; (ii) payers do not allocate a pre-determined budget to these programs; (iii) total spending on EAPs is unknown. The French EAPs seem to be the most structured, financed through social insurance, covering pre-marketing, post-marketing and pre-reimbursement phases and providing for data collection. Italy's approach to EAPs has been varied, with several programs covered by different payers, including the cohort-based 648 List (for both early access and off-label use), the nominal-based 5% Fund, and Compassionate Use. Most applications to EAPs are from the Antineoplastic and immunomodulating drug class (ATC L). Some 62% of indications in the 648 List are either not under clinical development or have never been approved (pure off-label use). For those subsequently approved, most approved indications coincide with those covered through EAPs. Only the 5% Fund provides data on economic impact (€ 81.2 million in 2021; average cost per patient € 61.5K). Diverse EAPs are a possible source of inequalities in access to medicines across Europe. A harmonization of these programs, though difficult to achieve, could be modelled on the French EAPs and provide key advantages, not least of which a common effort to collect real-world data in parallel with clinical trials and clear separation between EAPs and off-label use programs. Migration management policies in many states have marginalized significant numbers of individuals on the basis of their precarious residency status, negatively impacting their health. This article looks at how three European states with high levels of contagion – France, Sweden, and the United Kingdom – adapted their migration management policies to the changed circumstances during the Covid 19 pandemic in which there was new pressure for prioritizing population health over other concerns. The analysis compares globally-recognized 'best practices' for migrant health during the pandemic with policies adopted by France, Sweden, and the UK – selected as prominent migrant-hosting states and that experienced high rates of Covid-19. The article draws on supplementary evidence through interviews with civil society organizations working directly with migrants living on the margins of society – what are termed here 'marginalized migrants' (MMs). As the article concludes, the national policies often fell below international 'best practices' such that migration management was often prioritized over population health despite the crisis. Physical contact between teachers and students in physical education (PE) has been a troubling, complex and unsolved issue. Research has shown that PE teachers struggle with high levels of fear, insecurity and anxiety when it comes to physical contact with students. However, most of the research conducted so far has focused on a few countries and in regard to the dominant no-touch societal discourse related to sexual connotations. Research from other countries on PE-related touch and other non-sexual physical contact topics is still missing from the literature. This paper aims to explore touch within the PE arena in Argentina and France. Data were generated with a group of eight PE teachers, four from France and four from Argentina. Results suggest that even though teachers were well aware of the widely spread discourse regarding sexual harassment, they discussed the concerns of touch in PE in different ways. Touch was considered necessary for both emotional support and the avoidance and treatment of injuries. In some cases, teachers were concerned about the admissibility of touch involving students with religious beliefs, and some acts of violence. The conclusions of this study reveal a shift in the 'risks' surrounding teacher-student physical contact, and the less-discussed presence of risks other than those related to sexual implications when considering other countries. Hawthorn Crater is a prominent feature of the former Somme battlefield near Beaumont Hamel, Northern France. It resulted from the detonation of arguably the most famous of nine mines that the British had prepared below German lines on 1 July 1916, as part of the opening day of the Battle of the Somme. However, the crater has not been studied scientifically, as was in private land until recently taken over by the Hawthorn Crater Association. This paper documents three field seasons of multi-disciplinary site investigations. Methods included: remote sensing, drones, ground-based-LiDAR and surface surveys, geophysics and archaeological investigations. Magnetic anomalies were identified as: still-intact German fire pits, barbed wire and equipment, as the crater became the frontline after formation, and Allied shell craters. This study provided a rare opportunity to study a First World War mine crater, and highlighting modern science can assist detection and characterisation of significant archaeological sites. This paper examines the complex relationship between the state, civil society and education through comparative research with young people in France and the UK. Survey data derived from two cohorts of school students in South Wales and Lyon reveal strong differences in their levels of civic and political participation. While our Welsh students have higher levels of 'civic participation', as measured in terms of charitable work and volunteering, our French students have far higher levels of what might be considered 'political engagement', defined in terms of campaigning and demonstrating. We argue that these differences can be accounted for by the different cultural repertoires and priorities of citizenship education which themselves reflect the contrasting historical configurations of education, the state and civil society in these two countries. Over the past decade, several European countries have undergone reforms that modified the distribution of allocated powers and/or the geographical area of intervention of local authorities. This paper focuses on the institution of metropolitan governments. National legislative and executive powers usually claim that they want to provide densely urbanized areas with a more integrative level of action. As a result, the public authorities in large cities would get a greater capacity to deal with issues such as economic growth, increased soil sealing, socio-spatial inequalities, etc. This paper explores the motivations and forms of such metropolitan reforms in three European countries within the last decade, with the creation of Combined Authorities in England, of métropoles in France and of citta metropolitane in Italy. We argue that the forms of metropolitan government that have emerged in the three countries are embedded in very different institutional systems (Section 2). Considering the strategies of key protagonists, we show that the new modes of governance differ across and sometimes within countries (Section 3). Drawing on participant observation and interviews in two yoga studios in the highly socially stratified city of Marseille, France, this paper explores the understandings of yoga as a health practice that emerge at the intersections between yoga styles and their social contexts of consumption. Its insights emerge from the comparison of three modern yoga styles that were developed for Western English-speaking cultural contexts – Iyengar, Bikram and Forrest – and which differ in form but also in the chronology of their emergence on the global yoga market and that of their reception in France. These three yoga styles are also branded through contrasting mythologies of transformational healing, and the aim of this paper is to explore how a brand conceptualization of yoga as a health practice relates to or resonates with the embodied experiences of practitioners, and to the socio-cultural contexts in which practitioners and their practices are embedded. The paper contributes a new case study to the global yoga scholarship and to a poorly studied French yoga scene, but more importantly, it cross-examines the discourses through which a yoga style is branded, the way it is transmitted, and the social context and social positioning of the individuals who practice it. Combining perspectives on the body, narrative and rituals, it identifies how yoga healing is construed in relation to gender, ethnicity and class and the points of consensus and dissent that emerge from the encounters between French social bodies and exogenous yoga styles. After the Great War, many European countries embarked upon a voluntarist policy to promote physical education and, more broadly, the bodily strengthening of their population. Nevertheless, this movement was marked as much by singular national variations as by the observation of foreign programmes and practices. The aim of this paper is to study the German perception of French initiatives in the light of the fragile Franco-German relations. It analyses a brochure published in 1921 by the Deutscher Reichsausschuss für Leibesübungen (DRA), the most important sports federation under the Weimar Republic. This exceptional 11-page document has an emblematic title: Frankreich und wir! (France and us!) It presents the 1920 French government's bill in favour of bodily strengthening and compares each point with claims made by the German leaders. In this way, it highlights the tireless voluntarism of German sports leaders and the international competition in the development of sports and physical education movements. Finally, this brochure is an exemplary testimony to the development of physical activities according to national models and the growing influence of foreign exemplars in the diffusion of physical education models in connection with national reconstructions. This paper analyzes the development of the 'military preparation' movement during the Third Republic in France, which, in turn, gives an insight into sports development in France in comparison with its neighbouring countries. On the eve of the First World War, militarized physical activities were widespread in France. Gymnastics (USGF), shooting (USTF), and military preparation (USPMF) federations had more members than sports federations. The spread of training societies was linked to military and political issues, with the support of the republican government being a key explanation for the rise in the number of training societies. The latter aimed to prepare young men for military service and turn them into French citizens. Furthermore, gymnastics and shooting societies fulfilled a social function in providing leisure activities. The distinction between sports activities and militarized activities was not always clear. Recent studies have underlined that the growth of shooting and gymnastics societies has been underestimated, especially for the interwar period. Such associations were still numerous in the 1930s. In 2008, it became clear that the pre-crisis growth model of privatised Keynesianism was at least temporarily undermined by the global financial crisis. Instead, housing scholars started pointing out that the combination of reduced home ownership and the resurgence of private landlordism indicated a shifting approach to housing wealth in capitalist societies. However, this research on the housing market of France demonstrates that the rise of private landlordism does not necessarily undermine home ownership. Unlike in many other European countries, pre-crisis credit expansion in France was not only targeted at homeowners, but also at private landlords and buy-to-let investors that used state-authorised credit loans to fund investments in the private rental sector. Because the rise of private landlordism in France has rather complemented than undermined home ownership, this paper shows that privatised Keynesianism in France has both linked homeowners and private landlords to extensive housing debt. This paper investigates in a time series framework over the period 1995 to 2016, the impact of uncertainty on tourism. The paper explores the causal association of both political uncertainty and economic uncertainty between tourism and other macroeconomic variables for the countries of France, Greece, and the United States. The political uncertainty is proxied through terrorism index and the economic uncertainty is explained through the Economic Policy Index. The unit root test and the ARDL cointegration are applied for unknown structural breaks. In the long run uncertainty adversely affects the tourism industry in all the countries under study. Drawing on Bernstein's concept of recontextualization, this paper explores how mid-level actors interpret and translate curriculum policies in the context of growing concerns about the performance and accountability of education systems. Little is known about the work of recontextualization agents responsible for the professional development, support and control of teachers, uniquely positioned at the interface of policy and practice, and comparative perspectives are even scarcer. Based on empirical research in France and Canada (Quebec), this paper examines the work of pedagogic advisors and inspectors intervening at lower secondary school level. Data are drawn from interviews (n = 24) conducted in three mid-level school authorities. Our comparative analysis brings to the fore specific forms of recontextualization in each education system. In particular it shows important variations in the use of knowledge based on experience and observation and decontextualized knowledge drawing on research and statistical data. Agents also elaborate different discursive strategies projecting contrasting models of teaching. In both contexts, but to varying degrees, the rise of data and 'evidence' is reshaping the missions of mid-level actors, potentially eroding professional discretion and expertise. Since the mid-1990s, the labour force participation of older men and women increased substantially in France. In this paper, we investigate the effect of having a participating wife on the labour market behaviour of her elderly husband. Working with data from the French Labour Force Survey and using the cohort-specific participation rate of women at age 40 as an instrument for their current participation, we find that the magnitude of the causal relationship is strong. The likelihood of husbands' participation increases of about 19 points when their wives are currently active in the labour market. Such findings support the view that some complementarities in leisure exist so that French married men attribute a higher value to leisure when it is shared with their wife. This paper aims to analyse how State policies, on the book and in practice, shape family reunification. It focuses on child migration under constraint in France, by analysing the timing and factors of (non-)reunification among foreign immigrants, whose legal conditions for family reunification are much more restrictive than for those who obtained the French citizenship. Using a quantitative approach with a nationally representative survey, the article analyses to what extent and in what circumstances migrants took one or the other of three paths during the 1973–2009 period: bringing their children in France through the administrative channel of family reunification (de jure reunification), turning to an alternative channel of child migration (de facto reunification), or leaving their child behind in their birth country. Results show that de jure reunification is not the predominant option and strongly suggest that this pathway is impaired both by an official state selection based on socioeconomic criteria enshrined in law, and by an unofficial state selection in policy implementation due to discriminatory treatments and regional inequalities in administration resources. This paper assesses the extent to which German import competition has contributed to the observed differential decline in manufacturing employment across French regions. The study employs an exposure research design that exploits differences in regional manufacturing specialisation across French départements combined with an instrumental variable strategy. The analysis does not establish a connection between German import competition and differential changes in regional French manufacturing employment. This result suggests that German import competition has neither driven nor halted the overall decline of French manufacturing employment. Tartiflette has become an emblematic dish of the French Alps and the atmosphere of winter sports. Few realize that this hearty concoction of melted Reblochon cheese, potatoes and bacon is an invention of the 1980s, with dubious creation stories still contested in recipe books and magazines, and behind the scenes on its Wikipedia page. In this paper it is argued that the precise origin of tartiflette is less important than the aptness of its invention, the connections with tradition that are made for it, and the place it enjoys within the widely-held atmospheric imaginary of winter sports tourism. A runaway success story which has changed the face of the Reblochon cheese on which it is built, tartiflette appears today every bit as authentic an Alpine experience as downhill skiing itself. But by analyzing English and French language archival materials, and drawing upon ideas in cultural geography, anthropology and history, it is demonstrated that behind its authenticity lies a compelling story of re-invention that is inescapably part of the cultural expression of modernity. This paper will evaluate two acts of terrorism: the Toulouse and Montauban Terror Attack of 2012 and the 2013 Boston Marathon Bombing. While a great deal of discussion has centered on these isolated attacks, limited research has bridged a comparison of these events and the pathways of radicalization. This study will integrate three criminological theories to explain why these atrocities were committed. First, using Social Learning Theory, the study will show that Tamerlan and Dzhokhar Tsarnaev, known as the Boston Marathon Bombers, as well as Mohamed Merah, the individual responsible for the Toulouse and Montauban Terror Attacks, learned terror-related techniques from social and non-social sources. Second, Strain Theory will be incorporated into the discussion. Here, the blockage of goals, the removal of positive stimuli, the presentation of negative stimuli, and the inability to cope to these changes played an important role in the radicalization process of these individuals as well. Finally, Social Bond Theory will be utilized to illustrate that Mohamed Merah and the Tsarnaev Brothers had weak social bonds to their family, self, and community. Set in a French higher education context, this paper contributes to the knowledge management literature by arguing that the digital transformation of knowledge transfer via distance learning includes negative outcomes, in addition to many benefits. Based on quantitative and qualitative data, via an online survey from learners and instructors, our findings show that while online modes of delivery are convenient and cost-effective, they overlook many aspects that enable users to engage in knowledge transfer. There is little doubt that supply-side populism associates with radical platforms of the left and the right. However, few empirical analyses have focused on the connection between left-right ideological radicalism and populism at the individual level, even less in countries where populist discourses are not only associated with the radical right. This paper considers the association between populist attitudes and ideological radicalism in two countries where left-wing populist parties exist: France and Spain. For that, it uses an approach to political ideology that distinguishes political-economic issues and political-cultural ones. Main results show that radically minded individuals, located at the left and the right of the ideological axis, display stronger populist attitudes in France and Spain. However, differences between the two countries exist that highlight the relevance of context-dependent associations between populism and other (thick) ideologies in the electoral arena. In France, individuals located at the extreme right of the cultural dimension tend to show stronger populist attitudes than those located at the far left. Even if psychoanalysis no longer prevails with the extraordinary enthusiasm it inspired after World War II, it still retains an important place for many in the mental health field. This paper's objective is to describe the current situation of psychoanalysis and psychoanalytic therapies in the French health system, showing how, in our country, it has developed to this unique position. So far, influenced by the evolution of psychoanalysis in France, historical, cultural, and societal factors added with a strong lobby from psychodynamic scholars and strong support offered by clinical psychology, psychoanalysis and psychoanalytic psychotherapies have maintained a significant practice framework in France. Despite being challenged by the dominant global position of DSM psychiatry and cognitive psychology, psychoanalysis' influence remains strong as it does not affect only psychology and psychiatry but also extends to the humanities and social sciences. This article re-evaluates Jules Quicherat's (1814-1882) contributions to French dress studies. Quicherat was the first French historian to develop a theory on the development of clothing in French history by analyzing material artifacts, pictorial, textual, and philological sources. This paper argues that Quicherat should be recognized as the founder of French dress studies, and that his book, Histoire du costume en France, depuis les temps les plus reculés jusqu'à la fin du XVIIIe siècle (1875), is a key text that established a method, theory, and framework for understanding dress history. This paper examines the main determinants of French defense spending over the period 1958–2017. To estimate the determinants of defense spending, the demand defense literature considers both economic and strategic factors such as conflicts, threats, and alliances. Our approach is original because we focus on strategic factors, including proxies for an alliance's membership and external threats. In addition, we include transnational terrorism as a proxy for internal threats. We find that defense spending is positively related to the gross domestic product, North Atlantic Treaty Organization membership, military operations abroad, and external threats and negatively linked to the population as a proxy to public service needs. These results are robust to changes in specifications and shifts in defense policy observed after 1991. Reforms in higher education have been passed in many European countries in the last decades, mostly trying to adapt national systems to new European and global challenges. This study examines some consequences of such major reforms in France and Spain. Specifically, these reforms introduced new agencies whose remit was inter alia to provide evaluation of research and to make such assessments pivotal for academic career progression. The paper investigates empirically whether, and to what extent, these new forms of authority have been capable of engendering the expected change to the system of academic career evaluation. The respective policy approaches and policy implementation in France and Spain reveal that these reforms triggered a reconfiguration of powers at various levels of academic life – affecting strategies for successful career development. Policy-making implications are relevant when these two countries are compared, suggesting that more radical policy approaches (coercive isomorphism, the French case) do not result in more change to academic evaluation practices than mimetic ones (the Spanish case). This article focuses on the discrimination and racism experienced by Chinese migrants and their descendants during the Covid-19 pandemic. It analyses this group's increasing awareness and activism toward racial discrimination in French society. The paper is based on an empirical investigation using qualitative and quantitative research methods (online surveys and interviews) with people of Chinese origin living in France. In addition, qualitative data from news media and activists is also crucial to this study because of the important role they play in the social construction of the anti-racism movement. This study shows that the Covid-19 pandemic highlights how the discrimination and racism experienced by people of Chinese origin can take various forms. The epidemic has become a catalyst for Chinese immigration to resist racism, especially among descendants, and among more recent and highly-skilled Chinese immigrants, who have broken their silence, united, and participated in a more activist manner. Recent years have witnessed a focus on managing risks in supply chains. On the one hand, there are many cases where events like natural disasters, strikes and terrorism have significantly influenced the performance of organisational supply chains and in turn their competitiveness. And on the other hand, operational activities and strategic decisions of the firms (concerning, for e.g. supply, procurement, production, delivery, commercialisation, demand management, planning, etc.) can be different than expected and so create uncertainties. Uncertainties, whether they are external or internal, impact organisations leading to increased supply chain risk. Realising the potential implications of these situations on supply chain competitiveness, an attempt has been made to define risks and their sources and to identify the management that can help reduce the negative impact of risks on supply chains. In this paper, a framework for supply chain risk management (SCRM) is proposed and is applied using the data collected from 164 French companies, in manufacturing sector. The literature review, theoretical framework and empirical research undertaken in this work have led to identifying critical success management for SCRM. The focus of this paper is the inter-organisational management of supply chain risk: the collaborative relationship (with industrial and supply partners) can be considered as an efficient way to make SCRM.
