This paper aims at critically reviewing the concept of rentierism and the Rentier State coined after the oil shocks of the 1970s. It explains that it is the result of a relationship, which properly institutionalized through the market generates a mineral rent. This allows us to argue that the oil price fulfils a systemic role. Finally, this paper assesses the case of Algeria by examining its positioning in the hydrocarbon global value chains, with the aim to draw the conclusions that the future of Algeria as a gas rentier economy is quite unclear, but in the case of a major restructuring of the international gas trade, it could lead to its petrolization. Cet article vise à examiner de manière critique le concept de rentiérisme et d’État rentier né après les chocs pétroliers des années 1970. Nous expliquons que cette notion résulte d’une relation qui, lorsqu’elle est correctement institutionnalisée par le biais du marché, génère une rente minière. Ainsi, nous soutenons que le prix du pétrole joue un rôle systémique. Enfin, cet article se penche sur le cas de l’Algérie en étudiant son positionnement dans les chaînes de valeur mondiales des hydrocarbures. D’après nos résultats, l’avenir de l’Algérie en tant qu’économie rentière du gaz est assez incertain, mais si une restructuration majeure du commerce international du gaz se met en place, une pétrolisation pourrait s’ensuivre. Este artículo tiene por objetivo examinar, de forma crítica, el concepto de rentismo y de Estado rentista nacido con posterioridad a las crisis petroleras de los años 70. Explicamos que esta noción resulta de una relación que, una vez institucionalizada correctamente por el mercado, genera una renta minera. Sostenemos, por lo tanto, que el precio del petróleo juega un rol sistémico. Finalmente, este artículo analiza el caso de Argelia estudiando su posicionamiento en las cadenas de valor mundiales de hidrocarburos. A tenor de nuestros resultados, el futuro de este país como economía rentista del gas resulta bastante incierto; sin embargo, si se implementa una reestructuración significativa del comercio internacional del gas, podría producirse una petrolización.

10. Scientific Production and Gender Inequalities in Two Academic Elites: Brazil and Argentina

Despite their relatively similar national contexts, geographical proximity, and comparable historical and cultural experiences, Brazil and Argentina show relevant differences in terms of R&D systems, research assessment procedures and the morphology of their academic elites. However, they share similar paths of integration to the international academic arena, along with the prevalence of nationally oriented groups under a primarily public funding system. Diverse combinations of intersectional inequalities can be found when analyzing two concrete populations of researchers from the Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET) and the Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq), given that we are dealing with highly internationalized academic elites. In this paper, we describe the two national fields and the target populations in terms of age, position, and institutional affiliation. Considering the different composition by sex of these two populations we observe meaningful analogies regarding publication and, especially, publication in English. Finally, we discuss author positions, showing how intersectional inequalities affect women, relating this general picture to citation impact in Google Scholar and describing how gender territories are built among the top cited researchers. Malgré leurs contextes nationaux relativement similaires, leur proximité géographique et leurs expériences historiques et culturelles comparables, le Brésil et l'Argentine présentent des différences notables en termes de systèmes de Recherche & Développement, de procédures d'évaluation de la recherche et de morphologie de leurs élites universitaires. Cependant, ils partagent des voies similaires d'intégration dans l'arène universitaire internationale, ainsi que la prédominance de groupes à vocation nationale dans le cadre d'un système de financement essentiellement public. L'analyse de deux populations concrètes de chercheurs du Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET) et du Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq) révèle des combinaisons d'inégalités intersectionnelles distinctes, bien qu'il s'agisse d'élites universitaires fortement internationalisées. Dans cet article, nous décrivons les deux champs nationaux et les populations cibles en termes d'âge, de position et d'affiliation institutionnelle. Compte tenu de la composition différente de ces deux populations en termes de genre, nous observons des analogies significatives en ce qui concerne la publication et, en particulier, la publication en anglais. Enfin, nous discutons des positions des auteurs, en montrant comment les inégalités intersectionnelles affectent les femmes, en reliant cette image générale à l'impact des citations dans Google Scholar et en décrivant comment les territoires de genre sont construits parmi les chercheurs les plus cités.

This paper presents a sociological and legal analysis of a mode of action – municipal regulations promulgation – within a legal repertoire of action employed by opponents to Vaca Muerta’s unconventional hydrocarbon formation exploitation using the technology known as hydraulic fracturing (fracking). The inductive approach favoured here (textual analysis and comparison of the ordinances, information collection through semi-structured interviews) seeks to demonstrate that the choice of such a mode of action responds, on the one hand, to structural constraints of a political-legal nature and, on the other, reflects an attempt to foster a biocentric turn that is rooted in reflexive activist practices. Cet article propose une analyse sociologique et juridique d’un mode d’action – la promulgation d’arrêtés municipaux – dans le cadre d’un arsenal d’actions juridiques déployées par les opposants à l’exploitation de la formation d’hydrocarbures non conventionnels de Vaca Muerta par le biais de la fracturation hydraulique (fracking). L’approche inductive privilégiée ici (analyse textuelle et comparaison des arrêtés, recueil d’informations par des entretiens semi-directifs) cherche à démontrer que le choix d’un tel mode d’action répond, d’une part, à des contraintes structurelles d’ordre politico-juridique et d’autre part, reflète une tentative de virage biocentrique ancré dans des pratiques militantes réflexives. Este artículo propone un análisis sociológico y jurídico de un modo de acción – la promulgación de normas municipales– en el marco de un arsenal de acciones jurídicas llevadas a cabo por los opositores a la explotación de la formación de hidrocarburos no convencionales de Vaca Muerta mediante la fracturación hidraúlica (fracking). El método inductivo privilegiado en el artículo (análisis textual y comparación de las normas, recogida de informaciones a través de entrevistas semidirigidas) busca demostrar que la elección de este tipo de acción responde, de una parte, a limitaciones estructurales de índole político-jurídico y refleja, de otro lado, una tentativa de giro biocéntrico arraigado en prácticas militantes reflexivas.

Universidad de Navarra; España Abstract: Supply Chain Management (scm) is a nearly new discipline of management that can be seen in different ways. However, only a strategic approach of scm that leads to subsequent tactical decisions and operational implementation will provide the benefits that scm promises. A presentation of the evolution of scm from its beginnings as part of Operations Management (om) to an independent field in management has the objective of determining its correct scope. Therefore, this work examined papers where the research agenda of both om and scm —from the beginnings of these disciplines to these days— has been discussed, in order to show the evolution of scm as a field of high relevance in om. The strategic nature of scm and the importance of considering this discipline in such a way is emphasized, arguing that is a narrow view thinking of scm as directly related to logistics as its main focus, since this logistic vision creates a bias that limits the real scope of scm. In order for this strategic vision of scm to be correctly implemented, it is crucial to know both how the role and the profile of sc managers should be. Resumen: el supply chain management (scm) es una disciplina reciente del management que puede ser abordada desde múltiples perspectivas. Sin embargo, solo un enfoque estratégico del scm, resultado de decisiones tácticas y su correcta implementación, permitirá alcanzar los beneficios que este modelo promete. Así, con el objetivo de determinar el alcance del scm, surge el interés de estudiar la evolución de esta disciplina desde sus inicios como parte de la gestión de operaciones (go) hasta su consolidación como campo independiente. Para ello, analizamos documentos en los que se ha discutido la agenda de investigación de la go y el scm desde sus orígenes hasta nuestros días, con lo cual se espera mostrar su evolución como disciplina de gran relevancia dentro del campo de la go. Este trabajo enfatiza la naturaleza estratégica del scm y la importancia de considerarlo de esta manera. Además, se argumenta que resulta limitado pensar directamente en la logística como el foco principal del scm, puesto que esta visión crea un sesgo que restringe su verdadero alcance. Para que una visión estratégica de este enfoque sea implementada correctamente, resulta fundamental definir el rol y el perfil del gerente de scm. Resumo: o supply chain management (scm, gestão da cadeia de suprimentos) é uma disciplina recente da gestão, que pode ser abordada sob várias perspectivas. Contudo, somente uma abordagem estratégica dele, resultado de decisões táticas e implementação adequada, permite atingir os benefícios que esse modelo promete. Assim, com o objetivo de determinar o escopo do scm, surge o interesse de estudar a evolução dessa disciplina desde seu início como parte da gestão de operações (om, em inglês) até sua consolidação como campo independente. Para isso, analisamos documentos nos quais a agenda de pesquisa de om e scm é discutida como uma disciplina de alta relevância na área da om. Neste trabalho, enfatiza-se a natureza estratégica do scm e a importância de considerá-lo dessa maneira. Além disso, argumenta-se que é limitado pensar diretamente na logística como o foco principal do scm, visto que essa visão cria um viés que restringe seu verdadeiro alcance. Assim, para que uma visão estratégica dessa abordagem seja implementada de forma adequada, é fundamental definir o papel e o perfil do gerente de scm. Résumé: La gestion de la chaîne d'approvisionnement (scm) est une discipline de gestion récente qui peut être abordée sous plusieurs angles. Cependant, seule une approche stratégique du scm, résultat de décisions tactiques et de sa mise en oeuvre correcte, nous permettra d'obtenir les avantages que ce modèle promet. Ainsi, afin de déterminer la portée de la scm, l'intérêt se pose d'étudier l'évolution de cette discipline depuis ses débuts dans le cadre de la gestion des opérations (om) jusqu'à sa consolidation en tant que domaine indépendant. Pour ce faire, nous analysons des documents dans lesquels le programme de recherche d'om et de scm a été discuté depuis sa création jusqu'à nos jours, moyennant quoi on espère montrer l'évolution de la scm en tant que discipline très pertinente dans le domaine de l'om. Cet article met l'accent sur la nature stratégique de la scm et sur l'importance de la considérer de cette manière. En outre, on affirme que penser directement à la logistique comme l'objectif principal de la scm est limité, car ce point de vue crée un biais qui restreint sa véritable portée. Ainsi, pour qu'une vision stratégique de cette approche soit correctement mise en oeuvre, il est essentiel de définir le rôle et le profil du manager scm.
