Computer-based test has been administered in e-learning environments as part of ICT integration in education. Recently, online test is gaining attention in both regular and distance education institutions, and students' preference or perception of an online test versus paper-based test is crucial in successful adoption or implementation of either of the test modes by any educational institution. For this reason, this study examined undergraduate students' computer usage experience as a prerequisite for online test completion, and their perception and preference toward online test as opposed to paper-based test. It also examined how students' perception of online test differed across sex, program major, and computer usage experiences. The findings would contribute to knowledge on factors for consideration, especially by faculty and instructional designers, in successful adoption of online test in undergraduate programmes. An online questionnaire was used to collect data from 213 undergraduate students at a university in Ghana, and the data were analyzed using median, standard deviation, Mann-Whitney U Test, Kruskal--Wallis Test, and Spearman correlation. The results indicated that students had high level of experience in computer usage, they had positive perception and preference for online test, there was no significant differences in perception of online test between female and male students, and among students of different majors. However, there was a positive correlation between computer use experience of the students and their perception of online test. It was recommended that universities seeking to implement online assessment ensure their students are equipped with adequate skills and experiences in computer usage.

Research by the paper industry into new materials to expand the raw material base for pulp is on the ascendancy due to growing demand for pulp and paper products. This study assessed the anatomical, chemical, and pulping characteristics of four varieties of Cocos nucifera husk to ascertain their suitability as raw material for pulp and paper production. The measured and calculated chemical (Klason Lignin, 1% NaOH solubility and Holocellulose contents) and anatomical (Fiber dimensions, Runkel Ratio, Slenderness Ratio, Flexibility Coefficient, Coefficient of Rigidity, Luce's Shape Factor and Solids Factor) properties of the Cocos nucifera husks mostly did not meet the standard requirements for a good pulp and paper material. However, the Local Tall Yellow variety of the Cocos nucifera husk was favorable in terms of Runkel Ratio, Slenderness Ratio, Flexibility Coefficient, and Coefficient of Rigidity and can be considered for the production of pulp for writing and printing papers. Background: Application of numerous malaria control interventions has led to reduction in clinical malaria cases and deaths but also the realisation that asymptomatic parasite carriers play a key role in sustaining transmission. This study assessed the effectiveness of using the Ultra-sensitive NxTek eliminate RDT (uRDT) and conventional SD Bioline HRP2 RDT (cRDT) in diagnosing asymptomatic parasitaemia while measuring the impact of mass testing, treatment and tracking (MTTT) on the prevalence of asymptomatic malaria over a 1-year period in Ghana. Methods: A total of 4000 targeted participants from two towns, Obom and Kofi Kwei, with their surrounding villages, were tested for asymptomatic malaria four times over the study period using uRDT (intervention) and the cRDT (control) respectively. Participants carrying malaria parasites were followed by home visit and phone calls for compliance to treatment, and filter paper blood blots collected from participants were used to determine true parasite carriage by PET-PCR. A mathematical model of the study site was developed and used to test the impact of test sensitivity and mass migration on the effect of MTTT. Results: The start and end point sensitivities of the cRDT were 48.8% and 41.7% and those for the uRDT were 52.9% and 59.9% respectively. After a year of MTTTs, asymptomatic parasite prevalence, as determined by PCR, did not differ statistically in the control site (40.6% to 40.1%, P = 0.730) but decreased at the intervention site (55.9% to 46.4%, P < 0.0001). Parasite prevalence by RDT, however, indicated statistical reduction in the control site (25.3% to 22.3%, P = 0.017) and no change in the intervention site (35.1% to 36.0%, P = 0.614). The model predicted a mild effect of both diagnostic sensitivity and human movement in diminishing the impact of MTTT in the study sites. Conclusions: Asymptomatic parasite prevalence at the molecular level reduced significantly in the site where the uRDT was used but not where the cRDT was used. Overall, the uRDT exhibited higher sensitivity relative to the cRDT. Highly sensitive molecular techniques such as PET-PCR should be included in parasite prevalence estimation during MTTT exercises. Finding sustainable solutions to the increasing waste generation in Ghana has received a lot of attention in recent years. Through several waste-to-energy processes, the energy potential of municipal solid waste has recently witnessed significant technological advancements. The Renewable Energy Master Plan has projected the production of about 122 MWp from waste-to-energy installations by 2030 in Ghana. To help policymakers and engineers achieve national goals, this paper reviews the waste generation in Ghana estimated from 2010 to 2030 and the status of various bioenergy technologies in Ghana. This paper further estimates the energy recovery potential of municipal solid waste in Ghana under incineration, anaerobic digestion, and landfill gas recovery technologies. The review establishes that, by 2030, municipal solid waste generation will increase by 123% of the 2023 quantities and may produce 1484.25 MW of installed electricity capacity and 13,002.03 GWh per year, which would amount to nearly 59% of Ghana's 2030 renewable energy target. Additionally, it was determined that anaerobic digestion, incineration, and landfill gas recovery technologies, when properly developed, will add 105.33 MW, 301.4 MW, and 377.31 MW of installed electrical capacity, respectively, to Ghana's energy mix in 2028. Background: Leishmaniasis is a parasitic disease that mostly affects populations in tropical and subtropical countries. In Ghana, cutaneous leishmaniasis (CL) is the most common form of the disease affecting communities of the Volta Region. Conventional parasitological method (microscopy) is the commonly used test for CL diagnosis in many endemic countries, but has low sensitivity in chronic cases. Therefore, there is a clear need for a sensitive and easy-to-use point-of-care diagnostic method like an isothermal recombinase polymerase amplification-lateral flow (RPA-LF) test, suitable for use in austere and low-resource settings for the identification of CL cases. This study compared the efficacy of RPA-LF test with quantitative PCR (qPCR) in detecting Leishmania in suspected CL cases from the Volta Region. Methods: Twenty-five participants between 5 and 14 years were enrolled in the study from whom a total of 26 samples were obtained. Lesion samples were collected using FTA® filter papers applied to ulcerated lesions for molecular diagnosis. DNA isolated from filter papers was used for both the RPA-LF test and qPCR. Results: Twenty-two participants (88%) presented with one or two ulcerated active lesions per individual, while the rest of them had plaques or dried lesions. Among the 26 samples, 19/26 (73%) had concordant results when comparing the two diagnostic methods. Conclusion: Data from this study suggest that the RPA-LF test can be used in addition to a conventional parasitological diagnostic test (microscopy) to detect CL cases in communities of the Volta Region. Climate change is impacting many aspects of human life in many ways. In Ghana, climate change knowledge remains low and discussions linking climate change and health are scarce. In this paper, authors contribute to the shaping of discussions about climate and health with a focus on how climate change increases certain ailments. First, the paper addresses the need for research in Ghanaian communities to link climate change and health. Second, the paper suggests the development of policies to address the link. This position paper aims to highlight some progressive steps by successive Ghana governments to patch the leaks in Ghana's educational pipeline for training females for careers in the field of Science, Technology, Engineering and Mathematics (STEM). Documentary analysis techniques were employed to review the literature to follow the line of discussions on the topic. After the review, it was found that at the end of British rule in 1957, Ghana adopted various science and technology policies geared towards pushing it into the class of front-runners in modern science and technology. Adopting policies became necessary after Ghana assessed the pivotal roles that science and technology would play in its economic development agenda. The Gender Parity Index in the primary and secondary school enrollments in Ghana between 2011 to 2020 increased from 0.96 to 1.01, indicating that the differences in the rates at which males and females were admitted to reading STEM programmes closed up. Through the government of Ghana's interventions, the gender gap was reduced, a situation that supported the stands of the authors against that of some social critics who were of the view that Ghana is among the countries that are still struggling to patch 'leaks' in its educational pipeline for promoting gender balance in STEM education. Background: Asymptomatic malaria infections can serve as potential reservoirs for malaria transmission. The density of parasites contained in these infections range from microscopic to submicroscopic densities, making the accurate detection of asymptomatic parasite carriage highly dependent on the sensitivity of the tools used for the diagnosis. This study sought to evaluate the sensitivities of a variety of molecular and serological diagnostic tools at determining the prevalence of asymptomatic Plasmodium falciparum parasite infections in two communities with varying malaria parasite prevalence. Methods: Whole blood was collected from 194 afebrile participants aged between 6 and 70 years old living in a high (Obom) and a low (Asutsuare) malaria transmission setting of Ghana. Thick and thin blood smears, HRP2 based malaria rapid diagnostic test (RDT) and filter paper dried blood spots (DBS) were prepared from each blood sample. Genomic DNA was extracted from the remaining blood and used in Plasmodium specific photo-induced electron transfer polymerase chain reaction (PET-PCR) and Nested PCR, whilst the HRP2 antigen content of the DBS was estimated using a bead immunoassay. A comparison of malaria parasite prevalence as determined by each method was performed. Results: Parasite prevalence in the high transmission site of Obom was estimated at 71.4%, 61.9%, 60%, 37.8% and 19.1% by Nested PCR, the HRP2 bead assay, PET-PCR, HRP2-RDT and microscopy respectively. Parasite prevalence in the low transmission site of Asutsuare was estimated at 50.1%, 11.2%, 5.6%, 0% and 2.2% by Nested PCR, the HRP2 bead assay, PET-PCR, RDT and microscopy, respectively. The diagnostic performance of Nested PCR, PET-PCR and the HRP2 bead assay was similar in Obom but in Asutsuare, Nested PCR had a significantly higher sensitivity than PET-PCR and the HRP2 bead assay, which had similar sensitivity. Conclusions: Nested PCR exhibited the highest sensitivity by identifying the highest prevalence of asymptomatic P. falciparum in both the high and low parasite prevalence settings. However, parasite prevalence estimated by the HRP2 bead assay and PET-PCR had the highest level of inter-rater agreement relative to all the other tools tested and have the advantage of requiring fewer processing steps relative to Nested PCR and producing quantitative results. Despite artisanal and small-scale mining (ASM) being recognized in Ghana for decades as a legitimate livelihood source for rural folks, over 85% of ASM operations are carried out informally and outside state regulation due to limited understanding of the sector's complex local dynamics in policy and literature. This therefore presents various environmental challenges. This paper explores local perspectives on why miners continue to operate 'illegally' inspite of existing formalization efforts by the state. The study uses a qualitative exploratory design that includes case studies and semi-structured interviews in selected mining communities and core mining regulatory institutions in Ghana to collect primary and secondary data. The findings reveal a lack of understanding of the multifaceted nature of the sector's activities in policy on two interrelated fronts. First, there is little interconnection between formal policy efforts and pre-existing resource norms particularly regarding customary land systems. Second, findings further reveal a generic ASM formalization framework that fails to bring diverse forms of ASM operations under appropriate forms of control, undermining the capacity of some of the sector's operators to comply with formal regulations. It is recommended that policy makers use a more bottom-up approach to ASM formalization in order to gain adequate and accurate understanding of these local level dynamics in policy. In 2018, the Ghanaian government signed the Sinohydro deal, a resource-backed loan using bauxite as collateral, with Ghana's president highlighting the opportunity to develop an integrated bauxite-aluminium industry and boost industrialisation across the country. The deal has led to a number of protests against bauxite mining in Ghana, particularly at one potential site: The Atewa Forest Reserve. This paper analyses the politicisation of the Atewa Forest Reserve through the lens of political ecology. Political ecology recognises that forests are not neutral entities, but are shaped by political processes and dynamics. The Atewa Forest is seen as a political forest, as a particular constellation of power constituted by ideas, practices and institutions. The paper contends that the narrative constructed around the Sinohydro Deal strategically legitimizes mining in the Atewa Forest, positioning the project as a symbol of progress and national development. It also argues that the Sinohydro deal was designed to circumvent national environmental laws, leading to quick (political) success while being embedded in a powerful narrative. Therefore, the contestation over development is increasingly shaped by a discursive closure that limits dissent, influencing public opinion and decision-making. Despite presenting the developments as visions for the future, the narrative ultimately reinforces old development tropes of resource extraction, convincing even counter-movements to focus on the location rather than opposing bauxite mining as a whole. The findings are based on interviews conducted during fieldwork in 2018, 2019 and 2020, as well as analysis of secondary data such as political documents, press statements and speeches. As technical and vocational education and training (TVET) continue to occupy a prominent position in Africa's development, addressing the growing concerns about young women's under-participation in science, technology, engineering, and mathematics (STEM)-related TVET has become urgent. This paper draws on the critical capability approach of vocational education and training (CCA-VET) to critique the TVET policy discourse on the participation of girls and women in STEM-related TVET. The paper employed the practical argumentation approach, a critical discourse analysis approach to achieve the paper's aims. The paper's central thesis is that for education policies to transform young women's under-participation in STEM-related TVET, it is urgent to move beyond human rights-based, and human capital approaches to adopt a comprehensive theoretical approach, such as the critical capabilities approach. The paper concludes that breaking this hegemony of human rights and human capital approaches to TVET policy can be achieved by re-conceptualising TVET policy discourses. The re-conceptualisation of TVET policy discourses can be achieved by admitting the critiques of these dominant theories that underpin most TVET policies and then adopting the CCA-VET as a better alternative approach to framing TVET policies. The paper examines how the Livelihood Empowerment Against Poverty program in Ghana is politicised and its implications for poverty reduction. Data from 26 in-depth interviews and 12 focus group discussions were analysed. The paper observes that a broad cross-party consensus exists because the Livelihood Empowerment Against Poverty (LEAP) program has been politicised by the two main political parties, namely the National Democratic Congress and the New Patriotic Party, who target the policy to their politically supportive districts and communities. The key pathway for the politicisation and subsequent expansion of the program is partisan manipulation of the District Level Implementation Committees (DLICs), partisan selection of beneficiaries, and party membership card as a requirement for inclusion. These political considerations tend to result in wrong targeting, where undeserving beneficiaries are included, thereby undermining sustained poverty reduction and inclusive development potential of the LEAP program. Background: Half of the world's children experience violence every year, but the meaning of violence is not universally agreed. We may therefore risk failing to measure, and address, the acts that matter most to children and adolescents. In this paper, we describe and synthesise evidence on how children and adolescents in sub-Saharan Africa conceptualise different behavioural acts which are deemed violence in childhood under WHO and UN CRC definitions. Methods and findings: We conducted a systematic review of qualitative studies. We searched PsychINFO, CINAHL, Embase, Global Health, Medline and ERIC for all publications released prior to March 2023. 30 papers met inclusion criteria. We synthesised primary data from children and adolescents and drew upon theoretical and contextual interpretations of authors of included studies. Only 12 of more than 45 sub-Saharan African countries were represented with relevant research. Of the 30 included papers, 25 came from three countries: South Africa, Uganda and Ghana. Only 10 of 30 papers reported data from young children (pre-adolescence), and 18 of 30 papers primarily focused on sexual violence. 14 studies used child friendly and/or participatory methods. From this limited evidence, we identified six overarching themes in how children and adolescents conceptualised their experiences of acts internationally recognised as violence: 1) adults abusing or neglecting responsibility; 2) sexual violence from peers, family and community members; 3) violence in established intimate relationships; 4) emotional violence surrounding sex from peers and community members; 5) fighting and beating between peers; 6) street and community dangers. No studies meeting our inclusion criteria specifically examined children or adolescents' conceptualisations of homophobic or transphobic violence; violence against children with disabilities; boys' experiences of sexual violence from male perpetrators; trafficking, modern slavery or conflict; child labour; or female genital mutilation. We found that three dimensions were important in how children and adolescents constructed conceptualisations of violence: their age, relationship to the perpetrator, and the physical location of acts they had experienced. These dimensions were interrelated and gendered. Conclusion: The current limited evidence base suggests children and adolescents' conceptualisations of violence overlapped with, but were also distinct from, the WHO and UNCRC definitions of violence. Currently international survey tools focus on measuring types and frequencies of particular acts and neglect to focus on children's understandings of those acts. Relationship to perpetrator, age of child, physical location are all important in how children conceptualise their experiences of acts internationally recognised as violence, and therefore might be important for their health and social outcomes. This paper reflects on the process of undertaking qualitative research with incarcerated individuals and prison staff in selected Ghana prisons. The challenges encountered during the planning, approval, and fieldwork stages, as well as measures adopted to address these challenges, have been discussed. The paper aims to serve as a guide to novel prison researchers in the sub-Saharan African context, given that the majority of studies on challenges and approaches to conducting prison research have come from jurisdictions outside the region. To this end, given the unique nature of the prison governance system in Ghana and other sub-Saharan African countries, this paper contributes to filling a knowledge gap in qualitative prison research. Context: Faced with deep challenges with access to formal education, many West African countries are increasingly taking steps to reform their informal apprenticeship systems to make them a quality skills development alternative for their teeming youth. A review of the literature shows that although different countries in the region are deploying different reform strategies, what is emerging as a dominant reform model is the "dual training model" (DTM), a collaborative arrangement in which the task of training apprentices is shared between informal trainers (master craftspersons, under their respective trade associations) and formal vocational training institutions (FVTIs). This paper presents an outcome-process evaluation of a DTM-based apprenticeship reform programme piloted in Ghana. Methods: Designed as a case study, the paper adopts an interpretivist approach, relying on diverse sources of data, both secondary and primary. Secondary data includes journal articles, attendance registers of participants, memorandums of understanding, relevant media reports, websites, and official reports by all relevant actors. The primary data originated from in-depth interviews with fourteen (14) key informants, as well as from overt and covert observations of respondents. Results: At the outcome level, the paper shows that the programme has largely failed in transferring new skills or in changing dominant poor practices among trainees, foundational objectives of the programme. At the process level, the paper revealed deep flaws in implementation; these are discussed in detail in an attempt to clarify the programme outcomes. Conclusion: The paper concludes that although the dual training model remains a potentially viable reform model in informal apprenticeships, its success ultimately depends on the quality of implementation, which in turn depends on the strength and quality of interstakeholder collaboration in programme design and implementation. This paper explores citizens' views regarding the application of participatory communication in the delivery of development services within the decentralised government system of Ghana. The participatory theory informed the core issues of this study. Data were obtained from 309 inhabitants selected from three administrative areas in the Central Region using the quota sampling technique. Questionnaires and researcher-administered survey were used to gather data and analysed using means, standard deviations, Kruskal Wallis test, independent samples t-test, and one-way ANOVA. The study revealed that issues of empowerment were moderately applied in development services. Again, people-centred approaches to the delivery of development services were lowly considered. Overall, participatory communication principles have not received adequate attention during the delivery of development services. The situation was the same across the three-tier decentralised government system. Despite their educational differences, respondents expressed similar opinions on the application of participatory development principles. Participatory communication faced challenges like the absence of well-trained development communicators, inadequate resources, low motivation on the part of local representatives, a low sense of ownership, and an absence of clear institutional policies on communication. The paper outlines key practical implications of the findings, including the need for governments to set up the necessary institutional framework to aid the incorporation of participatory communication techniques into the development strategies of Assemblies. Purpose: The rapid growth of the mobile money industry has been matched by a rise in mobile money fraud. The technology required to apprehend perpetrators of such fraud is nonexistent in most developing countries. Hence, the need for individuals to be willing to pay for insurance against such frauds is crucial. This paper aims to examine individuals' willingness to pay for insurance against mobile money fraud in Ghana. Design/methodology/approach: The paper uses nationally representative data collected from 4,266 adults (persons 18 years and above) in Ghana. Individuals' willingness to pay premiums for protection against mobile money fraud was elicited by a single-bound dichotomous choice and open-ended contingent valuation designs. Findings: On average, 24.34% of Ghanaians are willing to pay premiums for insurance against mobile money frauds, with more men (26.37%) being willing than women (22.56%). Similarly, the average monthly premium that men are willing to pay for protection against mobile money fraud is GH¢32.16 (US$8.16), while that of women is GH¢22.5 (US$5.62). Furthermore, the results show that years of schooling, income, previous fraud experience, and using the accounts for saving are all positively associated with willingness to pay. However, using other networks apart from MTN has a negative association with willingness to pay. Originality/value: To the best of our knowledge, this is the first study that examines willingness to pay for insurance against mobile money fraud. Beliefs form the fabric of every society. Likewise, there are socio-cultural beliefs that people hold as causes of climate risk. This paper sought to identify the socio-cultural beliefs on drought among crop farmers in Talensi, Ghana and how these provide insights for environmental management, social vulnerability, early warning systems and coping and adaptation. The selection of Talensi District was appropriate because it is one of the agrarian districts located in drought prone zone of Ghana. The study was designed following the case study approach. A total of 69 participants were selected through purposive sampling to participate in key informant interviews and focus group discussions conducted across nine (9) communities. The study found that manifestation of bad and/or indecent behavioural practices; performance and/or non-performance of traditional rites; presence and behaviour peculiar animals; and magical conjurations and incantations by spiritualists, diviners and soothsayers were the significant socio-cultural beliefs accounting for drought. The study concludes that the socio-cultural beliefs of the local people are their social-cultural capital and this asset is a useful gamut in explaining the social vulnerability; development of early warning drought systems; and selection of coping and adaptation strategies in Talensi District. A major recommendation is that individuals and institutions with expertise in technical and scientific early warning drought information should be circumspect in not adopting a judgmental approach when they are communicating and disseminating risk information, to the detriment of indigenous knowledge. Research on migrant youth's school transitions has focused on the country of residence, ignoring migrant youth's pre-migration lives in the country of origin. Drawing on 14 months of multi-sited ethnographic fieldwork between Ghana and Germany, this paper instead analyses school transitions through migrant youth's mobility trajectories, encompassing all geographic moves and concurrent family constellations over time and space, both before and after migration. A mobility lens shows how resources gained in the country of origin – including confidence, discipline, respect, and adaptability – help migrant youth navigate their school transitions in the country of residence, thus becoming forms of transnational cultural capital. Purpose: This paper aims to evaluate Ghana's National Health Insurance Scheme (NHIS) on healthcare utilisation by exploring its heterogeneous effects based on residential status and wealth. Design/methodology/approach: The study used the Ghana Socioeconomic Panel Survey (GSPS) datasets. An instrumental variable strategy, specifically the two-stage residual inclusion (2SRI), was employed to control endogenous NHIS membership. Findings: Generally, the results show that NHIS improves healthcare utilisation (i.e. visits to a health facility and formal care). Concerning the heterogeneous effects of health insurance on healthcare utilisation, the results revealed that NHIS members are more likely to seek care, irrespective of their residence status. The results further indicate that the probability of visiting a health facility and utilising formal care increases for the poorest NHIS participants. Based on these, the authors conclude that NHIS provides equitable healthcare access and utilisation for its vulnerable populations, who are beneficiaries. Originality/value: To the best of the authors' knowledge, this paper is the first to explore the heterogeneous effects of NHIS on healthcare utilisation across residential and income subpopulations. Splitting the dataset by residential status to examine healthcare utilisation inequality is worthwhile. In addition, analysing utilisation in terms of health care type would show whether Ghana's NHIS may be viewed as welfare-enhancing through increased formal health care utilisation. Purpose: Performance problems in the public sector (PS) necessitate adaptation due to the sector's uniqueness. Purposeful leadership (PL) may resolve PS adaptive performance (AP) problems. However, there is a paucity of research on the influence of PL on AP. Using data from three large PS organisations in Ghana, this research explores the relationship between PL and AP through job satisfaction (JS) and organisational identification (OI). It also explores the moderating effect of organisational integrity (IN) on the PL–JS and PL–OI relationships. Design/methodology/approach: This paper created and tested a research model using the responses of 875 public servants in Smart PLS 4. Contract fulfilment and perceived organisational support functioned as control factors influencing JS (an intervener). Perceived procedural justice and psychological need satisfaction serve as control factors for OI (another intervener). Age, sex, tenure, education and job position were used as control variables in AP. To assess the role of moderation, we utilised the product indicator approach, and to estimate the role of mediation, we used variance accounted for (VAF). A significance level of 5% was established. Findings: As anticipated, this study found that PL and AP had a significantly positive connection (t = 2.229, p = 0.000, β = 0.138). Both JS (VAF = 27.37%) and OI (VAF = 39.21%) partially mediated this connection. IN positively moderated the PL–JS (t = 4.249, p = 0.000, β = 0.165) and PL–OI (t = 3.704, p = 0.002, β = 0.099) connections. Research limitations/implications: This paper provides a theoretical and empirical understanding of the PL–AP relationship, how this relationship is facilitated and how the PL–JS and PL–OI relationships are strengthened. It provides a roadmap for upcoming scholars to test the hypotheses in diverse PS contexts globally to broaden the field of leadership. It will be insightful to show how JS and OI jointly mediate this relationship and the potential mediating role of job embeddedness in further studies. Practical implications: Human resource (HR) practices in PS organisations, such as selecting, leadership enhancement initiatives, promotions, training and performance evaluations, must be guided by a "values-driven strategy" if leadership is to find, cultivate and keep employees capable of devising innovative strategies to manage unforeseen circumstances at work. The leaders are required to demonstrate the values of their organisations in order to set up a role model. Social implications: This study highlights the obstacles that purposeful leaders have the potential to mitigate, as well as the prospects that they might offer. It shows the essence for PS organisations to uphold and maintain high integrity standards as their hallmark. Purpose: The government of Ghana since independence has undertaken steps to develop educational infrastructure setup. This notwithstanding, the educational sector is beset with challenges such as low-quality education and low enrolment rates in Senior High Schools (SHS) of children from large households, among others. Given the myriad of challenges bedevilling the education sector, there have been calls for collaboration among public leaders to promote education. The paper, therefore, examines traditional leaders' roles in promoting quality education in Ghana. Design/methodology/approach: Through a desk review approach, the study examines the role of traditional leaders in promoting quality education in Ghana. This approach was adopted due to its flexible nature. Findings: The study found that traditional leaders have provided educational materials and resources to deprived schools. They have established scholarship schemes for needy but brilliant students, promoted gender parity in education, constructed educational facilities and promoted a healthy teaching environment. Practical implications: The paper provides stakeholders in Ghana's educational sector with the opportunity to review educational policies and include traditional leaders to influence educational policies. The recommendations call for support from the GETFUND and Scholarship Secretariat of Ghana to assist community-initiated projects and scholarship schemes established by traditional leaders. Government implemented education access policies occupy a prominent place in the discourse on access to education. Education access issues have, thus, been examined almost exclusively from macro-level structural perspective. The micro-politics that take place behind the scenes after structural access issues have been resolved is minimally broached. Drawing on qualitative data from first generation educated women in Ghana and their mothers, this paper addresses the dark underbelly of girls' access to education, and the resistance activities undertaken by women to ensure that girls who become causalities of non-enrolment decisions are enrolled. Thus, the paper is guided by two questions. How do girls who become casualties of non-enrolment decisions go to school? How does the resistance activities women take against such non-enrolment decisions enable access for girls? In presenting the roles played by different actors such as mothers and kins, this paper makes an argument that, through women's resistance activities such as subverting the norms, covert diplomacy, and infractions of gendered rules in decision-making, women resist structural distribution of norms that exclude them from decision-making before girls can go to school unimpeded. In‐field soil testing and soil mapping can contribute to addressing the challenge of poor soil fertility and limited fertilizer application across sub‐Saharan Africa. Semi‐quantitative colorimetric methods, such as paper test strips, are frequently employed in soil nutrient assessment across developing countries, especially in South‐East Asia. This research investigated the accuracy of nutrient‐sensitive paper strips and smartphone, which was re‐purposed to act as a reflectometer, to assess soil nitrate‐N, and different methods for mapping soil fertility to identify areas of land that are suitable for human waste‐derived fertilizers (HWDF) application. The study entailed testing soil samples across 42 different farms in Kenya and Ghana and compared it to laboratory results in‐country. It was found that paper strips were capable of assessing available nitrate‐N concentration present in the soil within ±20 kg ha−1 of the standard method for 86% of the farms. Paper strips were less effective in Ghana as they had been calibrated for a method that was not used by local laboratories. Paper strips were not effective for HWDF samples, where chemical interferences and concentration of different forms of nitrates were too high, resulting in overestimation of readings and thus negatively affecting any associated nutrient management advice. Soil mapping has the potential to use open‐source data to inform farmers through mobile technology. For soil mapping two methods were deployed which includes targeting organic matter deficient areas and stakeholder led mapping, with the latter shown to be more effective in identifying areas for HWDF application. This paper examines the intersection between the modern state, chieftaincy, and international borders in governance in post-independence Ghana. It draws on a chieftaincy conflict in Ghana between Ave-Dzalele and Ave-Atanve, both Ewe-speaking communities in the Volta Region of Ghana and reflects in some detail on the involvement of the paramount chief of Edzi, whose is based in Togo, to show the complexities of governance in post-independence Ghana. The study highlights the tensions between the formal citizenship rules and traditional, informal rules of affiliation and explores the existing mechanisms for the resolution of such cross-border conflicts. It argues that modernist discourses on the sovereignty of the state and territorial integrity that ignore cross-border cultural ties limit effective approaches to the resolutions of these conflicts. This paper contributes to bridging the gap between country-specific chieftaincy research and research on cross-border chiefs in Africa through critical reflection on the limited literature on issues of governance that relate to the co-existence of modern states and international/cross-border chieftaincies. Ultimately, it calls for a decolonisation of African governance that recognises 'international chieftaincies' and formalises their roles in governance in crossborder areas around the continent. Our paper develops and tests a research model that proposes that job satisfaction (JSAT), career satisfaction (CSAT) and work engagement (WENG) mediate the effect of psychological contract breach (PCB) on affective organizational commitment (AOC). Data were collected from small-sized hotel employees who occupy frontline positions in three waves in four cities in Ghana. The hypothesized linkages were assessed via structural equation modelling. The empirical data confirmed all the hypothesized relationships. Specifically, PCB had a negative impact on AOC. Additionally, JSAT, CSAT and WENG mediated the effect of PCB on AOC. Although, the Renewable Energy Act 2011 (Act, 832) was enacted to facilitate development and investment in the Renewable Energy sources in Ghana as part of the efforts to achieve Sustainable Development Goal 7, the actual impacts of the policy are yet to be felt as manifested in the amendment Act 2020 (Act, 1045). There is the need to develop alternative model to enhance investment in the renewable energy sector. Drawing from the Resources Based View (RBV) and Porter's Five Forces this paper is aimed to develop a simplified model to explain Small and Medium Enterprises (SMEs) investment determinants in the renewable energy sources in Ghana. We argued that the simplified integrated model provides robust predictability and wider generalization. Our paper is anchored on the positivists' epistemology and quantitative methodology. Our hypotheses have been tested using a cross sectional data from the Ghanaian SMEs. Variance Based Partial Least Squares (PLS) method has been used to analyze the survey data. Our results indicate that entrepreneurial competency, financial resource, marketing capability and technological usage significantly relate to investment in renewable energy. Moreover, the results have showed that competitive rivalry, threat of entry and bargaining power of customers significantly relate to investment in renewable energy. These results substantiate the well-known argument that industry forces and resource competitive strategies are significant determinants of firm's competitiveness and behavioural intentions. Overall, these results have theoretical and practical implications to facilitate the capacity of SMEs and create enabling renewable energy local content policy to enhance SME's participation in the sector. Although corporations have been propelled to adapt eco-innovation strategies including decent work practices, responsible consumption and production, and transition from linear economy to circular economy model to integrate natural ecosystems, businesses, and waste management, inversely, the actual impact of the circular economy implementation (CEI) in Ghana is yet to be felt. This paper aims to analyse the implications of corporate green culture (CGC) on CEI behaviour, and to design a model that explains the mediating roles of environmental innovativeness (EI) and green intellectual capital (GIC) on the relation between CGC and CEI behaviour from the perspective of a lower resource economy context. Our paper is positioned on positivists' reasoning and quantitative research approach. A survey-based structured questionnaire has been used to collect data from 300 manufacturing firms in Ghana. Our hypotheses have been tested with the aid of SMART-PLS and structural equation modelling. The indicative results have shown that CGC positively affect CEI behaviour. Moreover, EI and GIC have significant and positive effects on CEI behaviour, Besides, GIC serves as a medium through which CGC indirectly impacts on CEI behaviour. The implications of the study include the emergence of baseline model to encourage CEI behaviour in Ghana and other Sub-Saharan African countries. The paper recommends that the newly developed model be used by practitioners to explain coordinated economic, ecological and social development, and restore ecological environment. Purpose: The marginalisation of female entrepreneurs in accessing credit is well documented. Yet, how female entrepreneurs navigate through the marginalisation to gain funding is under-explored. Design/methodology/approach: The authors address this gap using qualitative data from 30 female entrepreneurs in three neighbourhoods with varying socio-economic characteristics in Ghana's capital, Accra. Findings: The authors find a marked aversion to bank loans among respondents. Consequently, they nurtured trust in their social circles in order to facilitate access to informal credit from internal (e.g. family and friends) and external (e.g. trade credit, associations and religious organisations) sources. This aversion to loans from formal financial institutions (FFIs) had a socio-cultural aspect, including cumbersome application procedures, a deep-rooted fear of the social consequences of defaulting and religious prohibition against interest payment for Islamic traders. Social implications: This paper shows that providing formal access to credit is not enough to support women's entrepreneurship if the socio-cultural factors inhibiting women's access to credit from FFIs are not addressed. Background: Ghana was one of the few countries commended to have halved extreme poverty after the MDG era yet the under-five mortality rate (U5MR) was dire. Ghana's U5MR is still above the national and global SDG target. As a result, the government has over the years implemented other complementary social and policy interventions to improve the socioeconomic status of households to ensure better child health outcomes. Yet key gaps exist and threaten child health outcome sustainability, and child health-related SDG targets. In this regard, we hypothesize that household wealth should therefore not influence under-five child deaths significantly. Methods: The paper first reports the under-five mortality trend over the past 30 years in Ghana. It uniquely analyses the levels and trends in wealth as measured by the Gross National Income per capita at purchasing power parity (ln GNI/p, ppp) as a proxy of the mean Comparative Wealth Index (CWI) against under-five child deaths in Ghana. Using data from the 2014 Ghana Demographic and Health Survey and employing the logistic regression estimation technique, the paper further estimates the effect of household wealth and other key covariates on under-five child deaths. Implemented government poverty-alleviating policies and intervention programs to reduce childhood mortality in Ghana were reviewed to identify risk gaps to child deaths. Results: The 30 year trend analysis from 1990 to 2020 shows that the under-five mortality rate in Ghana is still high, falling short of the rate of decline that is expected toward achieving the 2030 SDG target for U5MR of 25 deaths per 1000 live births. Our empirical estimations show that household wealth still has a negative and significant relationship with under-five child deaths despite the government's existing poverty-alleviating and pro-poor health policies. In addition, the results show that regional differences, maternal age, the number of children alive, and attendance to postnatal healthcare services are crucial for child survival. Conclusion: The results imply that the government should consolidate universal programmes with intensified targeted interventions toward improving household wealth, especially in the Northern Savannah regions. A new and dynamic child health policy is imminent to reflect strategies towards achieving the SDG target on U5MR. This paper revisits options for strengthening local governance by increasing own revenues in local government jurisdictions. Using stochastic frontier and recursive structural equation methods, the paper estimates the effects of central government transfers and tax effort on own revenues in the Ghanaian local government system. Results show that contrary to some recent findings that transfers reduce own revenues for local jurisdictions in Ghana, increasing transfers to local jurisdictions increases (rather than reduces) own revenues in Ghana. Further, local government performance in public service provision was found to be critical for increasing own revenues. Making the Ghanaian local government system more sustainable thus requires increasing central government transfers and providing technical support to strengthen the relationship between available public services and own revenues. Purpose: To analyze the challenges and intricacies involved in managing the physical and administrative aspects of central mosques, with a specific focus on the Kumasi Central Mosque in Ghana. Through this case study, the paper aims to provide insights into the unique estate management practices and design a conceptual framework that incorporates efficient estate management practices for Ghana's central mosques. Design/methodology/approach: The study adopted a mixed-methods approach. Structured questionnaires were used to gather the data administered to the head of the development office, maintenance workers and mosque users. The data were analyzed using descriptive methods. Findings: The overall findings of the study indicate that the estate management practices of the mosque are having difficulties financing maintenance. Other difficulties include the type of maintenance regime, the period of planned maintenance, the lack of an asset register, the absence of insurance policies and the causes of emergency maintenance. Practical implications: The research provides valuable insights into the management of central mosques in Ghana and offers scalable practical recommendations such as adopting a planned maintenance regime, insuring mosque facilities and implementing comprehensive recording-keeping guidelines guided by policies. Background: Due to the rising incidence of multidrug-resistant (MDR) pathogens, especially in Low-Middle-Income Countries (LMIC), post-partum infections represent a significant treatment challenge. Methods: We performed a systematic review of the literature from January 2005 to February 2023 to quantify the frequency of maternal post-partum infections due to MDR pathogens in LMICs, focusing on methicillin-resistant Staphylococcus aureus (MRSA) and/or extended-spectrum beta-lactamase (ESBL)-producing Enterobacterales. Secondary objectives: description of antimicrobials' prescriptions. Findings: We included 22 studies with 14,804 total bacterial isolates from 12 countries, mostly from WHO African-Region. Twelve papers described wound- and 10 puerperal-infections. Seven were high-quality articles. Seventeen studies reported data on MRSA, and 18 on ESBL-producing Enterobacterales. Among high-quality studies, MRSA ranged from 9.8% in Ghana to 91.2% in Uganda; ESBL-producing Enterobacterales ranged from 22.8% in Ukraine to 95.2% in Uganda. Nine articles, mostly on C-sections, described different protocols for antibiotic prophylaxis and/or post-partum treatment. Interpretation: We described a high burden of post-partum infections caused by MRSA and/or ESBL-producing Enterobacterales in LMICs, but only a few studies met quality standards. There is an urgent need for high-quality studies to better describe the real burden of antimicrobial resistance in low-resource settings and inform policies to contain the spread of multidrug-resistant organisms. Purpose: This paper aims to reexamine the relationship between financial openness and financial development in Ghana. Design/methodology/approach: The study applied maximum likelihood estimation and autoregressive distributed lag approach and tested Granger causality using quarterly data from 1990:1 to 2020:4. Findings: This study revealed a long-run equilibrium relationship between financial openness and development, indicating that financial openness is a critical factor in Ghana's financial development. Therefore, the study recommends with caution that policies aimed at promoting financial openness could be an effective way to encourage sustainable financial development in Ghana, as financial openness alone may not bring the desired outcome. Research limitations/implications: The study contributes to the existing body of knowledge by providing empirical evidence of the link between financial openness and financial sector development in Ghana. Future research could delve deeper into the mechanisms through which financial openness affects financial development, exploring potential channels and transmission mechanisms. Practical implications: The findings suggest that policymakers, particularly the Ministry of Finance and the Bank of Ghana, should prioritize policies aimed at promoting financial openness. This includes continued efforts toward financial liberalization and creating an environment conducive to domestic and international financial transactions. Moreover, policies aimed at increasing trade openness, boosting real GDP and maintaining moderate real interest rates are essential for fostering financial sector development. Social implications: Enhancing financial sector development can have significant implications for society, including increased access to financial services, improved economic opportunities and enhanced overall economic stability. By promoting financial openness and development, policymakers would contribute to poverty reduction, job creation and overall socio-economic development. The study bridges the gap between theory and practice by providing empirical evidence supporting the theoretical proposition that financial openness stimulates financial sector development. This paper analyses Low-Income Country (LICs) firms' use of open innovation (OI) in overcoming various innovation constraints. We disaggregate local and foreign sources of innovation using a new measure of international openness. A survey of 501 manufacturing firms in Ghana reveals that OI is employed to address cost, knowledge, management, and market barriers. Knowledge and cost constraints lead to a broader and deeper search whereas cost barriers lead to a greater domestic search. Firms that faced market barriers significantly search more internationally while those facing infrastructure barriers tend to search less broadly and deeply for external knowledge. The substantial informal sector in Ghana hampers OI. Results also indicate an inverted-U-shaped relationship between the breadth of openness and innovation performance. This paper contributes to the literature by providing the first large firm-level survey-based evidence of OI in a LICs context, and by introducing a new measure of international innovation openness. Purpose: The World Bank-sponsored public financial management reforms attempt to instil fiscal discipline through techno-managerial packages. Taking Ghana's integrated financial management information system (IFMIS) as a case, this paper explores how and why local actors engaged in counter-conduct against these reforms. Design/methodology/approach: Interviews, observations and documentary analyses on the operationalisation of IFMIS constitute this paper's empirical basis. Theoretically, the paper draws on Foucauldian notions of governmentality and counter-conduct. Findings: Empirics demonstrate how and why politicians and bureaucrats enacted ways of escaping, evading and subverting IFMIS's disciplinary regime. Politicians found the new accounting regime too constraining to their electoral and patronage politics and, therefore, enacted counter-conduct around the notion of political exigencies, creating expansionary fiscal conditions which the World Bank tried to mitigate through IFMIS. Perceiving the new regime as subverting their bureaucratic identity and influence, bureaucrats counter-conducted reforms through questioning, critiquing and rhetorical venting. Notably, the patronage politics of appropriating wealth and power underpins both these political and bureaucratic counter-conducts. Originality/value: This study contributes to the critical accounting understanding of global public financial management reform failures by offering new empirical and theoretical insights as to how and why politicians and bureaucrats who are supposed to own and implement them nullify the global governmentality intentions of fiscal disciplining through subdued forms of resistance. Purpose: This paper aims to propose a conceptual framework for integrating information and communication technologies (ICT) into teaching practices for educators in rural Ghana lacking computer and internet access. Bridging the rural–urban digital divide is critical for equitable quality education. This research identifies distinct infrastructure, financial, human, and socio-cultural challenges of ICT adoption in underserved Ghanaian schools through an exhaustive literature review. The framework provides tailored strategies to empower teachers to leverage ICT for innovative pedagogy despite limitations. Ultimately, the goal is to offer pragmatic, evidence-based solutions to advance ICT-enabled instruction and digital equity in marginalized settings. Design/methodology/approach: This study utilizes a qualitative literature review methodology to develop a conceptual framework for ICT teaching techniques tailored to the rural Ghanaian context. Published empirical studies, theoretical papers, and reports focused on ICT education in developing countries, particularly sub-Saharan Africa, were systematically reviewed across multidisciplinary databases. Relevant theories and models, like TPACK and SAMR, were analyzed to determine appropriate modifications for the framework design. The proposed strategies emphasize affordable technologies, teacher training, localized content, and culturally relevant pedagogies selected based on evidence from literature to address the unique barriers and needs of the rural setting. Findings: The literature review revealed profound infrastructure, financial, human, and socio-cultural barriers to ICT adoption in rural Ghanaian schools. These include lack of electricity, internet, hardware, and software alongside inadequate teacher training and support. The proposed conceptual framework offers solutions including leveraging low-cost technologies like mobile devices, prioritizing teacher professional development, developing localized digitally-enabled resources, and fostering community participation. Culturally relevant pedagogies are also emphasized. This tailored, evidence-based approach holds promise for enhancing ICT-enabled instruction and bridging digital divides to promote equitable quality education. Further findings will emerge through framework implementation and evaluation. Research limitations/implications: This conceptual framework requires implementation and evaluation to truly determine its impact and effectiveness in the intended rural Ghanaian context. As a literature review, primary data collection was not undertaken. Practical application of the framework in schools can yield direct insights through surveys, interviews, observations, and analysis of key educational outcomes pre and post-implementation. Comparisons with control groups may further illuminate its efficacy. Monitoring and adaptation over time is also essential. Ultimately, this research sets the foundation for praxis-oriented work transforming ICT integration in marginalized communities to advance digital equity and inclusion. Practical implications: This research provides an evidence-based, context-aware framework with pragmatic solutions to enhance ICT-enabled teaching and learning in underserved rural Ghanaian schools. It offers guidance to teachers, administrators, and policymakers on integrating technology despite infrastructure and resource constraints. The emphasis on cost-effective innovations, educator training, localized content, and community participation can inform planning and investments in ICT education. The paper builds on forty-eight semi-structured interviews, two focus group discussions, and archival materials that were analyzed qualitatively through descriptive, thematic, and content analysis. The paper demonstrates how the conflict escalates through a sequence of actions and reactions by multiple actors with varying interests. The conflict travels from a stage of latency where actors employ nonviolent and low-intensity actions to attain their interest, to a stage with violence and increased stakes vested in the conflict. The treatment of Africans in Guangzhou, China in 2020 during the COVID-19 pandemic - here referred to as the "Guangzhou episode" - generated strong criticisms and made news headlines within and outside Africa. This paper analyzes the reportage of the episode in four online African newspapers: two each from Nigeria and Ghana. Specifically, it sheds light on how the episode was framed, comparing coverage between both countries. Using a discourse analysis that prioritizes language, source, and focus, the paper demonstrates that while Western media were important influences and sources for the newspapers, the African migrants' experiences in the episode were largely framed within (ahistorical) victimhood. The study of yield gaps has become more complex, prompting the use of varied approaches to measure yields and a wider range of factors to explain these gaps. In the Global North, the focus is on precision farming, whereas in sub-Saharan Africa (SSA), a broader perspective is necessary due to pronounced variability in farmland conditions. While biogeophysical and management factors have been traditional focal points in yield gap analyses, socio-economic and institutional factors are increasingly recognized as significant, especially in SSA. This review synthesizes research from the past decade in SSA that integrates biogeophysical, management, farm characteristics, and institutional factors in yield gap discussions. The findings indicate a slow shift in including socio-economic factors, with management, particularly nutrient supply and crop management, remaining predominant. However, there is a growing trend towards methodological diversity, such as the adoption of remote sensing and GIS in recent years. Case studies from Kenya and Ghana, utilizing field surveys, interviews, panel data, and spatial analysis, highlight how a multifaceted approach can enhance our understanding of the various elements influencing maize yield gaps in SSA. Purpose: This paper aims to provide new insights into and offer potential solutions to the challenges encountered by mental health services working with remote, rural or underserved communities in the UK. Design/methodology/approach: In this paper, the authors reflect on the utility of integrating conventional clinical approaches, with preventive care and empowering work within the community, to provide culturally sensitive and accessible mental health services. The authors describe an example of community intervention from a mental health service in Ghana designed to enhance reach within remote and rural communities and identify potential lessons for practice in the UK. Findings: The partnership between community mental health services and the rural communities, including families and existing social frameworks, applies collaborative care to overcome the lack of resources and facilitate the acceptability of mental health services to the local population. There are a series of important lessons from this experience including the importance of understanding the culture of a community to optimise reach and the importance of working IN the community and WITH the community. Originality/value: This paper is novel because it provides learning from a model of care applied in the global south that has potential for implementation with underserved populations in the UK. One of the defining morphological properties of nouns and adjectives of Dagbani (a Gur/Mabia language of northern Ghana) and related languages is the presence of suffixes that mark number (singular or plural) as well as serve as the basis for noun classification. The typical regular noun or adjective (e.g. bi-a 'a child') consists of a bound root (bi-) providing the lexical meaning, and a suffix (-a) which indicates the singular number of the noun. In plural form, the suffix is replaced by a different one that marks plurality: (bi-hi). In this paper, we show that while this broad description is generally accepted, it is much weaker than assumed in previous studies, with many inconsistencies. As our main goal, we offer a much broader analysis of the morphological and syntactic functions of the nominal suffixes. We show that these suffixes are primarily there to project lexical words as nouns and adjectives and should be referred to as nominal suffixes used to inflect inherent nouns and derive nouns and adjectives from verbs. The nominal suffixes are also crucial to distinguishing between different compound nouns and noun phrases. The paper is largely descriptive, with no specific theoretical approach assumed. This paper adopts the multinomial endogenous treatment effect approach to analyze the impact of innovation choices on the income of 230 fish workers in the Greater Accra and Central regions of Ghana, while the Kendall's ranking technique is applied to analyze the constraints to innovation. Findings show that technological and non-technological innovations available to fish workers have positive impacts on their income. Specifically, savings, credit access, and support service are identified to have positive impacts on income while gender and membership of a fish workers' association have negative impacts on income. The most pressing constraints to innovation faced by female fish workers are cultural/ethnic restrictions, social exclusion, and time constraints. On the other hand, a high dependency ratio and discrimination in access to resources are the most pressing constraints faced by male fish workers. The paper recommends that stakeholders should continue to offer support services to fish workers. In addition, lending institutions should make credit accessible at lower interest rates. Interventions by the Ministry of Fisheries and Aquaculture Development and development agencies that aim to solve constraints of fish workers should be approached from a gender dimension. Purpose: This paper aims to examine the effects of extractive activities on the well-being of local communities and assesses stakeholder expectations of resource benefits and the corporate social responsibility (CSR) practices of oil companies in Ghana. Design/methodology/approach: The paper uses a qualitative approach based on an exploratory research design to investigate the opinions and experiences of stakeholders in the growing oil and gas industry in Ghana. Findings: The empirical findings demonstrate that entry negotiated agreements and local content requirements in the offshore oil industry have minimal benefits because of the lack of linkages with the economies of local communities. Additionally, the nature of CSR practices within the extractive industry is directly traceable to the resource governance arrangements and plural logics in Ghana's institutional context. Research limitations/implications: This study only provides insights into natural resource governance and CSR issues in offshore oil and gas projects. Thus, the findings are not generalisable to the entire industry, including onshore drilling, which have other sustainability issues. Practical implications: This research highlights the gap in natural resource management in Ghana and the effects of community expectations on CSR practices in the oil and gas industry. Therefore, this study posits the significance for including compliance requirements for improving the well-being of host communities in entry negotiated agreements and local contents. Purpose: The purpose of this paper is to test if activism by civil society organisations (CSOs hereafter) in successfully mobilising resistance to the Government of Ghana "collateralization" of gold resources and other mineral royalties in 2020 (dubbed the "Agyapa deal") espouse tenets of Foucault's (2009) "governmentality" and "counter conduct" dispositions. Design/methodology/approach: This paper draws on Dean's (1999) discussion of government analytics to highlight how CSO activism can simultaneously challenge government practice and share in it. This paper uses an evidence-based and interpretive qualitative content analysis approach. This paper relied on secondary data sources from 1 January 2020 to 21 August 2021. Data collection involved an extensive review of secondary materials concerning the Agyapa deal, relying on the author's local knowledge to identify the likely sources of information. Findings: This paper exposes how the counteractions of CSOs, underpinned by the desire for so-called "good governance", invariably extend governmentality and other neo-liberal ideals. In this case, CSOs' actions espoused the ideals of marketisation, extended governable spaces, engrained subjectivation and treated citizens as incapable of formulating and advancing their desires without overt help. Secondly, it provides evidence that massive deployment of accountability and other calculable practices, however wilful, complement efforts at shaping public opinion. Practical implications: CSO counter-conduct is merely symbolic rather than substantive. Substantive counter-conduct requires the citizenry to actively lead the problematisation process, holding CSOs accountable for acting on their behalf. The current trajectory where CSO accountability is primarily to their international financiers, predominantly neo-liberal advocates, raises questions about "in whose interest they seek another form of governance?" Practically, the splinter of interests that may emanate from citizenry directly led counter-conduct can affect garnering the critical mass needed to force a policy change. That said, however, there is a case for citizenry "making themselves" rather than "being made" within the governmentality process. Purpose: The purpose of the paper is to explore gender variations in entrepreneurship and internationalisation from the perspective of the resource-based view (RBV) of the firm; in particular, the paper explores how differences in the personal idiosyncrasies of both males and females in part account for the variations in export internationalisation. Design/methodology/approach: The study draws on extant literature on the critical success factors in entrepreneurship and internationalisation research (e.g. foreign market knowledge, firm-level technology and firm age) as the conceptual framework to explore the issue. The study is based on 21 male and 17 female export entrepreneurs from Ghana and uses a descriptive research design (i.e. frequencies and chi-square test) to analyse the results. Findings: The results show that the perceptions of male and female exporters differ on key internationalisation success factors based on extant literature. Implicitly, whilst both groups shared a similar degree of basic knowledge on a few export success factors, across most of the other key export success factors, the male counterparts demonstrated a more expanded view compared to the females. The results support the assumption of the RBV theory applied in this study to argue that to account properly for the internationalisation outcomes of small and medium-sized enterprises (SMEs), the personality characteristics of the owner entrepreneurs are critical resources which cannot be ignored. Research limitations/implications: In terms of limitation, the study is exploratory study based on non-probability sampling methods using descriptive frequencies tables and analysis of chi-square test and so readers must bear this limitation in mind in interpreting the results to improve on future studies. Originality/value: The paper contributes to the empirical literature by offering a unique perspective regarding how women and men perceive and interpret export success factors and how that impacts on the internationalisation outcomes of women and men. The paper responds to calls by researchers (e.g. Terjesen et al., 2011; Ratten and Tajeddini, 2018; Kuschel and Labra, 2018; Javadian and Richards, 2020) to populate studies on the topic to deepen the present understanding. The African continent has witnessed most health crises including yellow fever, meningitis, cholera, and Ebola. Two recent health crises faced by Ghana have been the Ebola virus and the Covid-19 virus diseases. This paper attempts to compare these two crises to understand what preparedness approaches were used by the government of Ghana during these two crises. Also, the paper attempts to identify what the similarities and differences have been and why these similarities and differences existed in the preparedness towards these crises that happened over different periods and whether Ghana's Covid-19 preparedness was based on lessons from Ebola. Through the policy legacies analytical framework and a review of the literature, the paper argues that Ghana's preparedness shows a lot of similarities from the training of healthcare workers, the health infrastructure introduced, approaches to public engagement, and political decisions made to fight both crises. Anti-corruption agencies in Ghana have failed over the years to deal with corruption and also take decisive steps in tackling the menace. For this reason inter alia, the New Patriotic Party (NPP) government in 2018 established the Office of the Special Prosecutor as an institutional response to deal assertively with the issue of corruption. This action expanded the scope and discourse on the fight against corruption in Ghana. Following from this, the paper conceptualised the new institutional endeavour to control corruption in Ghana, simply as the 'judicialization of corruption'. By judicialization of corruption, the paper meant to portray a phenomenon where there is the use of judiciary and judicial processes in fighting corruption. Coming on the back of a political campaign promise, the paper seemly tested Ghanaian voters' view on this new anti-corruption arrangement by the government and puts forward a broad-spectrum of views by voters regarding the creation of the OSP. The paper used mixed method to triangulate both qualitative and quantitative data. The result showed majority of voters backing government's idea to create the OSP albeit a sizeable number perceiving the OSP as a mere conduit to 'witch-hunt' erstwhile government officials.
