The South China Sea Operational Oceanography Forecasting System (SCSOFS), constructed and operated by the National Marine Environmental Forecasting Center of China, has been providing daily updated hydrodynamic forecasting in the South China Sea (SCS) for the next 5 d since 2013. This paper presents recent comprehensive updates to the configurations of the physical model and data assimilation scheme in order to improve the forecasting skill of the SCSOFS. This paper highlights three of the most sensitive updates: the sea surface atmospheric forcing method, the discrete tracer advection scheme, and a modification of the data assimilation scheme. Intercomparison and accuracy assessment among the five sub-versions were performed during the entire upgrading process using the OceanPredict Intercomparison and Validation Task Team Class 4 metrics. The results indicate that remarkable improvements have been made to the SCSOFSv2 with respect to the original version (known as SCSOFSv1). The domain-averaged monthly mean root-mean-square errors of the sea surface temperature and sea level anomaly have decreased from 1.21 to 0.52 ∘ C and from 21.6 to 8.5 cm, respectively. Emission inventories are essential for modelling studies and pollution control, but traditional emission inventories are usually updated after a few years based on the statistics of "bottom-up" approach from the energy consumption in provinces, cities, and counties. The latest emission inventories of multi-resolution emission inventory in China (MEIC) was compiled from the statistics for the year 2016 (MEIC_2016). However, the real emissions have varied yearly, due to national pollution control policies and accidental special events, such as the coronavirus disease (COVID-19) pandemic. In this study, a four-dimensional variational assimilation (4DVAR) system based on the "top-down" approach was developed to optimise sulfur dioxide (SO 2) emissions by assimilating the data of SO 2 concentrations from surface observational stations. The 4DVAR system was then applied to obtain the SO 2 emissions during the early period of COVID-19 pandemic (from 17 January to 7 February 2020), and the same period in 2019 over China. The results showed that the average MEIC_2016, 2019, and 2020 emissions were 42.2×106 , 40.1×106 , and 36.4×106 kg d -1. The emissions in 2020 decreased by 9.2 % in relation to the COVID-19 lockdown compared with those in 2019. For central China, where the lockdown measures were quite strict, the mean 2020 emission decreased by 21.0 % compared with 2019 emissions. Three forecast experiments were conducted using the emissions of MEIC_2016, 2019, and 2020 to demonstrate the effects of optimised emissions. The root mean square error (RMSE) in the experiments using 2019 and 2020 emissions decreased by 28.1 % and 50.7 %, and the correlation coefficient increased by 89.5 % and 205.9 % compared with the experiment using MEIC_2016. For central China, the average RMSE in the experiments with 2019 and 2020 emissions decreased by 48.8 % and 77.0 %, and the average correlation coefficient increased by 44.3 % and 238.7 %, compared with the experiment using MEIC_2016 emissions. The results demonstrated that the 4DVAR system effectively optimised emissions to describe the actual changes in SO 2 emissions related to the COVID lockdown, and it can thus be used to improve the accuracy of forecasts. An advanced approach of conditional non-linear optimal perturbation (CNOP) was adopted to identify the sensitive area for targeted observations of meteorological fields associated with PM 2.5 concentration forecasts of a heavy haze event that occurred in the Beijing–Tianjin–Hebei (BTH) region, China, from 30 November to 4 December 2017. The results show that a few specific regions in the southern and northwestern directions close to the BTH region represent the sensitive areas. Numerically, when predetermined artificial observing arrays (i.e. possible "targeted observations") in the sensitive areas were assimilated, the forecast errors of PM 2.5 during the accumulation and dissipation processes were aggressively reduced; specifically, these assimilations, compared with those in other areas that have been thought of as being important for the PM 2.5 forecasts in the BTH region in previous studies, exhibited a more obvious decrease in the forecast errors of PM 2.5. Physically, the reason why these possible targeted observations can significantly improve the forecasting skill of PM 2.5 was interpreted by comparing relevant meteorological fields before and after assimilation. Therefore, we conclude that preferentially deploying additional observations in the sensitive areas identified by the CNOP approach can greatly improve the forecasting skill of PM 2.5 , which provides, beyond all doubt, theoretical guidance for practical field observations of meteorological fields associated with PM 2.5 forecasts. Streamflow forecasts are traditionally effective in mitigating water scarcity and flood defense. This study developed an artificial intelligence (AI)-based management methodology that integrated multi-step streamflow forecasts and multi-objective reservoir operation optimization for water resource allocation. Following the methodology, we aimed to assess forecast quality and forecast-informed reservoir operation performance together due to the influence of inflow forecast uncertainty. Varying combinations of climate and hydrological variables were input into three AI-based models, namely a long short-term memory (LSTM), a gated recurrent unit (GRU), and a least-squares support vector machine (LSSVM), to forecast short-term streamflow. Based on three deterministic forecasts, the stochastic inflow scenarios were further developed using Bayesian model averaging (BMA) for quantifying uncertainty. The forecasting scheme was further coupled with a multi-reservoir optimization model, and the multi-objective programming was solved using the parameterized multi-objective robust decision-making (MORDM) approach. The AI-based management framework was applied and demonstrated over a multi-reservoir system (25 reservoirs) in the Zhoushan Islands, China. Three main conclusions were drawn from this study: (1) GRU and LSTM performed equally well on streamflow forecasts, and GRU might be the preferred method over LSTM, given that it had simpler structures and less modeling time; (2) higher forecast performance could lead to improved reservoir operation, while uncertain forecasts were more valuable than deterministic forecasts, regarding two performance metrics, i.e., water supply reliability and operating costs; (3) the relationship between the forecast horizon and reservoir operation was complex and depended on the operating configurations (forecast quality and uncertainty) and performance measures.
