The agricultural sector in India has come to prominence as a source of employment and livelihood. It is one of the most significant informal sectors in the country, and one in which informal learning plays a major role. This article analyses the informal learning of farmers in Coimbatore, Tamil Nadu, India. In the course of this research, qualitative interviews with 34 farmers in Coimbatore were conducted and analysed with regard to informal learning. The findings show that informal learning is lifelong and chiefly takes place at home in a family and peer group context. Informal learning is facilitated by training courses specifically adapted to farmers' needs, which can help them improve their situation on their respective farms. However, not every farmer attends these courses, indicating a need to strengthen the programmes, conduct information campaigns to raise awareness, and improve accessibility, especially for farmers and agricultural labourers. This paper examines the challenges posed by the COVID-19 pandemic on the existing health inequalities disproportionately affecting vulnerable populations. It explores the impact of COVID-19 pandemic response measures to "curb the spread" on informal sector workers in Ghana. In Ghana, like many other developing countries, the informal sector was impacted by a higher risk of exposure to the COVID-19 infection and the slew of pandemic response measures, for example, lockdowns and stay-at-home orders, as well as guidelines around social distancing implemented by their governments. Given the high level of precarity that undergirds work in the informal sector and the intersectional forces that contribute to and maintain their marginality—class, race, ethnicity, gender, religion, and geographic location—this paper creates a space for dialogue about the unintended consequences of pandemic response measures on the livelihood security of informal sector workers. This study examines the socioeconomic impact of the COVID-19 pandemic and the sufficiency of government support. Based on an online survey with 920 respondents, the cross-tabulation and binary logistic regression results show: firstly, in terms of loss of income, male respondents are more likely to have a loss of income as compared to female counterparts, and secondly, among different categories of employment status, the self-employed respondents are the most vulnerable group, given that more than 20 percent of them experienced loss of income due to the COVID-19 pandemic. Moreover, respondents working in small-and-medium enterprises (SMEs) and the informal sector are more likely to face loss of income as compared to respondents working in other sectors of employment. Likewise, respondents without tertiary education level are more likely to have a loss of income as compared to respondents with university certification. The baseline results highlight the insufficiency of government financial support programs based on the perspective of Malaysians from different demographic backgrounds. This study examines the COVID-19 pandemic's immediate and long-term impact on Argentina's labor market with a focus on gender disparities and the mediating role of the public vs. private sectors. Using household survey data, we assess men and women's employment trends before, during, and after the pandemic. Our findings reveal gender-specific recovery patterns that interact with the employment sector. The most prominent short-term effect of the pandemic was a dramatic increase in inactivity for both men and women. However, men recovered their level of labor force participation sooner than women, and one of the mechanisms behind this disparity was sector employment. While men predominantly benefitted from quicker reintegration in both the formal and informal private sectors, women leaned toward the public sector for stability during and after the pandemic. The heightened feminization of public sector employment is a further indication that the sector is critical for sustaining women's employment and promoting gender equity in the labor market. The COVID-19 crisis has been one of the most significant events in recent history. Informal traders who depend on a thriving tourist market have been especially vulnerable to COVID-19. The resultant travel bans affected South Africa's tourism-related informal economic activities. The aim of this study was to determine the effects of the pandemic on informal traders' livelihoods and resilience in Cape Town, South Africa. Tourists have always constituted a large proportion of informal traders' customer base. They are often willing and able to spend more than locals. The impact of travel bans on traders' income, profit margins, and livelihoods has been disastrous. However, many traders have shown commendable resilience. There were obviously limits to the effectiveness of their mitigating strategies. There is an urgent need (from a social justice and a pure economic perspective) for further relief and assistance to supplement street traders' efforts to survive as international tourism recovers. Purpose: Following the COVID-19 outbreak, there are concerns whether economies are becoming farther from equality and competency. While this matters to every economy, it is more crucial for developing ones who already suffer from income inequalities and lack of competency. The purpose of this paper is to address this issue. Design/methodology/approach: This study uses an administrative data from the Iran's Social Security Organization (ISSO) that provides insurance to workers entitled to the Labor Law of Iran. The data contain more than 7,000,000 workers. The authors assess heterogeneous impact of the first wave of the pandemic by firms' size and average payment. Findings: The authors' estimation results indicate that, following the initiation of the pandemic, the workers whose corresponding firms are smaller, overall, are more prone to the pandemic and are more likely to submit a request for unemployment benefits. However, the relation is neither homogeneous across sectors nor linear among micro-sized firms. Few sectors indicate a positive relationship between size and likelihood of request submission, including cultural activity, shoemaking and clothing sectors. Besides the size, the authors investigate whether pay grades could explain the probability of becoming unemployed after the pandemic. Results show that workers whose corresponding firms pay less are more likely to submit a request. This is robust within different sectors. Research limitations/implications: The ISSO dataset is not a panel, so the authors cannot employ methods of causal inferences. The authors' results should be seen as correlation; however, due to exogeneity and sharpness of the pandemic the result infers to some degree of causality. The data does not cover the informal sector, so the estimates are at lower boundary. Originality/value: Administrative data on unemployment benefits during COVID-19 show that the pandemic interferes with competition by forcing low-paid workers and small firms to exit the market. During the Covid-19 pandemic, research organisations have strived to be resilient. This means navigating through the technical, operational, and political challenges to achieving successful research implementation. Particularly for local policy research thinktanks, the pandemic has made these challenges even more difcult to address. From the experience of the Cambodia Development Resource Institute (CDRI) in implementing large-sample research in the formal and informal sectors during the pandemic, these challenges are countered through: (1) the incorporation of a technical advisory team; (2) the adoption of a fexible resource allocation strategy; and (3) the implementation of a quality assurance system. Policy research is only impactful when the knowledge produced serves its purpose as evidence to inform policymaking and guide programme intervention. To realise this objective, CDRI implements three types of engagement activities (consultation, coordination, and validation) that provide opportunities for interaction between researchers and relevant stakeholders. Motivation: The development of human capital is a priority for most nation states, accelerated by the COVID‐19 global pandemic. In the context of reimagining a "new normal" post‐COVID, we reconsider the concept of human capital, and focus on knowledge, skills, and training of individuals in order to capture aspects of inclusive development. Purpose: This paper shows how the perspective of women, informal sector workers, representing some of the most marginalized workers in society, informs and improves our understanding of human capital and its development and utilization. Methods and approach: Our findings are derived from field‐based research conducted over the summer of 2021 in which multiple (virtual) focus group discussions (FGDs) were held with selected members of the Self‐Employed Women's Association (SEWA) in India. Findings: Through our FGDs, the participants provided new perspectives and insights into our knowledge of human capital, emphasizing the importance of social protection programmes, gender equity, ongoing training opportunities, decentralized supply chains, and income security. Perhaps most significantly, the benefits accrued to women through being organized have been key to unlocking their human capital potential. Policy implications: Our research highlights themes that are often overlooked in the literature or are beyond the scope of more narrow conceptualizations of human capital. We show that human capital is tightly interwoven with other forms of capital (community assets), and hence efforts to build the former cannot be achieved in isolation from attending to the latter. This paper investigates the everyday lived realities of Southeast Asian migrant workers who left the formal sector of the labour market and entered the informal agricultural sector before and during the COVID‐19 pandemic in Taiwan. Drawing on observations of migrants' daily lives and farm work and 19 in‐depth interviews, it delves into migrants' subjective experiences of vulnerability, paternalism, exploitation, and control at work due to a lack of legal protection and the illegality of their employment. Although the literature has identified a link between 'running away' from formal employment and seeking freedom, this research suggests a continuum between experiences of work in the formal and informal economic sectors. The paper sheds new light on mobility, work, illegality, and informality and how these have constantly shaped 'runaway' workers' subjective experiences of freedom and unfreedom during the pandemic. Background: Food insecurity indicates the difficulty of constantly obtaining adequate food because of limited economic resources. Food insecurity challenges the desired health outcomes. Although extensive literature has examined the associations between food security and health, low-wage informal sector workers have been less frequently addressed in this topic. The present study has focused on food insecurity among the workers working in the informal sector enterprises who experienced entrenched disadvantage during COVID-19 and examines the relationship between food insecurity and health status as measured by self-reported physical and mental health conditions. Methods: This study has utilized cross-sectional data collected from workers working in informal manufacturing and business enterprises in Dhaka city of Bangladesh. The Food Insecurity Experience Scale (FIES) with eight items is used to screen for food insecurity, and the Short Form 12v2 (SF12v2) scale with 12 questions, and validated for use with Bengali respondents, is used to measure the health status of the informal workers. A health production function has been constructed where the health status (both physical and mental) of workers is associated with food insecurity and other socio-economic and health care factors. Empirical analyses of the study have included descriptive statistics, mean score comparisons, and multivariate regression analyses to identify the predictive factors of the physical and mental health status of the workers. Results: A moderate to severe food insecurity is found to be responsible for the poor health status (both physical and mental) of the selected working group population. Moreover, age over 40 years, having a large family, dissatisfaction with the work place, and the prevalence of occupational health risks are linked to lower physical health, while dissatisfaction with the work place and the incidence of severe diseases contribute to poor mental health status along with food insecurity. Conclusions: Extending social and economic protection towards health coverage and basic consumption is suggested as an immediate action to save lives and ensure productivity of the informal workers. Besides, an increase in income and ensuring decent working conditions are also recommended for the health, safety and satisfaction of workers working in informal sector enterprises. This essay explores the relationship between scientific knowledge and democracy in India, using COVID-19 as a case study. It shows how the state consolidates itself through technological fixes, ignoring deeper issues in civil society. The essay covers the impact of COVID-19 on migrants and the informal economy and suggests that civil society needs a biopolitics from below. It discusses the need to rework concepts like citizenship and vulnerability and cautions that the epidemic has to be seen as a prelude to the deeper demands of the Anthropocene. This study examines the impact of the COVID-19 pandemic on women entrepreneurs in Pakistan's informal sector based on perceived sales increase/decrease and satisfaction with sales. The coronavirus (COVID-19) pandemic has had profound economic effects, putting women entrepreneurs at considerable risk of losing income and sales growth as a result. Women reporting sales increases and sales satisfaction tended to be older, have lower education levels, have larger households, be married, own a home, have a supportive family and report an average family financial position. The impact of family support on sales variables depended on the size of the household. The type of business was also affected during the pandemic. This study is unique because it focuses on the impact of the pandemic at the household level where women have taken on increased responsibilities for work and family beyond those in 'normal' times. The household level of analysis is critical for understanding the dynamics of women's informal, home-based businesses in the family context. Findings suggest the resilience, agility and multiplier effects of women entrepreneurs in the face of cultural, economic, social and institutional constraints encountered during the pandemic. This paper investigates the impact of the COVID-19 pandemic and related policy measures on livelihoods in urban South Africa. Using qualitative research methods, we analyse two rounds of semi-structured phone interviews, conducted between June and September 2020 in the township of Khayelitsha, Cape Town. We contextualise these by presenting a snapshot of the nationwide dynamics using quantitative panel data. Our findings describe how the shock of the COVID-19 pandemic has deepened the economic vulnerability which preceded the crisis. Survivalist livelihood strategies were undermined by the economic disruption to the informal sector, while the co-variate nature of the shock rendered social networks and informal insurance mechanisms ineffective, causing households to liquidate savings, default on insurance payments, and deepen their reliance on government grants. The declaration of the coronavirus disease 2019 (COVID-19) pandemic led to the enforcement of national lockdowns in several countries. While lockdowns are generally effective in containing the spread of infectious diseases, they are associated with negative impacts on livelihoods. Although evidence suggests that urban informal sector populations in low-resource settings bore the brunt of the adverse economic effects of COVID-19 lockdowns, there is little on how they survived. The article provides insights into the survival mechanisms of urban informal sector populations during a COVID-19 lockdown. Data are from narrative interviews with 30 residents of Kampala City and surrounding areas. We found that the COVID-19 lockdown chiefly jeopardized the livelihoods of urban residents through job loss and reduced incomes. Affected individuals and households primarily survived by making improvisations such as adjusting expenditures and reconfiguring their livelihoods. The cardinal elements of the informal sector, such as limited regulation, served as both a facilitator and constraint to survival. Therefore, the informal sector is an important buffer against livelihood shocks in situations of crisis. However, its inherent limitations imply that promoting livelihood resilience among urban residents during lockdowns and similar shocks may necessitate harnessing both formal and informal safety nets. This study examines how neoliberalism affected the management of Covid-19 in Nigeria. As a result of its emphasis on privatisation and austerity, neoliberalism discouraged social investment programmes and provisioning. The privatisation of Nigeria's health sector severely stifled health financing, which led to the collapse of public health institutions and the proliferation of private and informal health delivery systems. It limited universal access to quality healthcare, worsened the health conditions of poor Nigerians and rendered the health sector incapable of managing emergency health situations, such as Covid-19. The absence of well-coordinated social investment programmes to cushion the effects of lockdown widened social inequality and misery, making it impossible for citizens in the informal economy to adhere to the Covid-19 guidelines. The state responded with repression to enforce the rules. This article challenges the role of COVID‐19 crisis narratives in shaping social policy choices in Africa. The COVID‐19 pandemic has focused attention on Africa's vast informal economies, both as a symbol of the continent's intense vulnerability to the ravages of the pandemic, and as a puzzle in the face of the uneven and limited effects of COVID‐19 across the continent. Indeed, an examination of statistical and documentary evidence reveals an inverse relationship between COVID‐19 fatalities and the size of African informal economies, and a perverse relationship between best‐practice COVID social protection responses and levels of COVID‐19 mortality. Scrutinizing the evidence behind African COVID‐19 crisis narratives raises questions about the ability of donor‐led digitized social protection paradigms to address social needs in highly informalized, low‐resource environments. This article highlights the role of crisis narratives as an exercise of power geared to remastering, homogenizing and reimagining African informal economies in ways that facilitate particular types of development intervention, sidelining alternative, more socially grounded policy perspectives. Through a closer examination of historical and contemporary realities in Africa's vast and varied informal economies, the article highlights the need to decolonize social policy by privileging local needs and policy perspectives over global policy agendas in the interest of transformative rather than palliative policy responses. Recent research on the informal sector has devoted considerable attention in examining how informal traders have been affected by the coronavirus in different temporal and spatial settings. However, less well understood is the extent to which central and local governments can cunningly use the veil of COVID-19 pandemic to regulate and re-shape the informal sector. Seeking to remedy this shortcoming in the prevailing accounts and utilising a qualitative research methodology including observations, discourse analysis, critical review of policy pronouncements, by-laws, legislation, video evidence from city officials, government, health authorities, vendors associations, newspapers articles and through a case study analysis of Harare City in Zimbabwe. Globally, women have been disproportionally affected by the COVID-19 pandemic. While the impact has varied between groups of women, women in the informal sector, mainly those managing micro- and small-scale businesses, have been severely affected. Drawing on the case of urban Sri Lanka, this paper explores the challenges that women owners of micro- and small-scale businesses faced during the pandemic and how they leveraged digital technologies to overcome these challenges. The paper adopts a feminist intersectional lens, which examines the everyday experiences of women in gendered economies through semi-structured interviews conducted in three phases during the pandemic. The first section of the paper details the challenges that women faced during the pandemic, including issues of mobility, competing care responsibilities, lack of institutional support, financial security, and health. The second section discusses how women used digital tools such as social media to overcome these challenges. The paper argues that although digital tools were initially used in response to the challenges posed by the pandemic, they have been permanently incorporated into everyday entrepreneurial practices of women. Globally, more than 60% of all workers work in the informal economy (ILO 2020). One sector, waste pickers, comprise 1–2% of workers in low- and middle-income countries, yet their vulnerabilities and contributions to the circular economy are poorly understood. The COVID-19 pandemic presents a valuable opportunity to evaluate the socio-economic precarity of waste pickers, the essentiality of their contributions to sustainability efforts, and the fragility of circular economy infrastructures. This study, designed by WIEGO (Women in the Informal Economy: Globalizing and Organizing), aimed to assess the socio-economic impacts of the COVID-19 pandemic and associated lockdowns on waste pickers globally. Additionally, the study surveyed occupational health challenges faced by waste pickers and responses by local governments and non-governmental organizations. Between June and July 2020, local research teams surveyed 499 waste pickers in 9 cities in 8 countries. The study findings highlight 1) that the pandemic exacerbated the already precarious economic condition of waste pickers; 2) high worker risk to occupational exposures and lack of personal protective equipment (PPE), which resulted in varied PPE usage, and 3) the uneven and limited distribution of economic assistance and aid by non-governmental organizations (NGOs) and local governments in support of waste pickers as essential workers. We propose several recommendations to address persistent inequities in the informal recycling sector to create a more inclusive and just circular economy. [ABSTRACT FROM AUTHOR]

COVID-19 has disturbed people's patterns of life and sources of income, particularly the income of informal sector business operators and households worldwide. As extraordinary policy initiatives are calibrated, the requirement for timely statistics on health and economic development rises. Thus, the purpose of this research is to analyze the Internally Generated Revenue (IGR) available to Nigerian states in 2020 and 2019 by examining the disparities caused by the COVID-19 pandemic and its impact on the country's approximately 200 million people. The exploratory research approach was used, with a particular emphasis on descriptive and trend analysis of the data acquired during the study periods. According to the findings, 46% of Nigerian states, including the Federal Capital Territory, suffered reductions in IGR generation as the pandemic surged, whereas 35 per cent of the states experienced a corresponding increase in IGR and confirmed COVID-19 infections. However, 16% of the states reported an inverse growth in their IGR as the number of verified COVID-19 cases decreased. To deal with the unprecedented shocks caused by the ongoing existence of COVID-19, which necessitate the tapping of new information and revenue streams, a continual review of countries' revenue sources is required. The COVID‐19 pandemic has brought overwhelming challenges to developing countries which are already resource‐constrained and lack adequate social safety nets. Specifically, lockdown has adversely impacted marginalized communities (e.g., labourer, fish wholesaler and small business owner) and informal sector employees who rely on meager daily wages for their survival. Set in the contested climate of the emergency response to the COVID‐19 outbreak in Phulbari, Dinajpur, Bangladesh, we examine the early response of the community to the pandemic. Drawing on 24 in‐depth interviews with members of this community, we find that the existing central and regional government structure has failed to deal with the crisis. What does research on informal sector workers and the state entail in the time of Covid-19? The pandemic has limited possibilities for in-person interactions and required adaptations in research approaches. These challenges are exacerbated when the subjects of the research are informal sector workers with limited access to technology and undefined spaces of work. In this article, we argue that the Covid-19 pandemic has magnified distances: between researchers located globally; between researchers and respondents; and between the state and people within informal employment. However, these distances also create new ways of working and opportunities for doing research. We discuss the challenges faced in the field, document the adaptations introduced to ensure robust research in difficult settings, and set out the limitations that remain. We also examine the ethical dimension of confronting dangerous misinformation related to the pandemic while conducting interviews, and the questions it raises about the distance between research and prescriptive advocacy in academia. The COVID-19 pandemic compelled many African countries to make decisions that limited livelihood choices. This article examines how informal traders (IT) in Kumasi, Ghana responded to the COVID-19. It explores the livelihood capacities, socioeconomic, sociocultural, and sociopolitical values of informal economics. Using data from multiple sources, the purchase and sale of personal protective equipment (PPE) emerged as the dominant livelihood activity. The results show that IT innovated their way of trading, realigned livelihood activities, and created cross-sectoral networks that enhanced social cohesion. The emerging informal market catalyzed spin-off activities that linked values of the informal sector to the public, distributing agencies, producing companies, and the government. We argue that IT constitute a "natural" and "indispensable" share of Ghana's urban economic, cultural, and governance space. The values of IT expressed within and between these distinct societal spheres should be amplified in the development discourses of countries like Ghana. [ABSTRACT FROM AUTHOR]

The current pandemic has substantially affected workers in the informal economy in Bangladesh. Most of the underprivileged groups of people engaged in the informal economy have been going through tremendous economic vulnerabilities during this pandemic. Among them, domestic workers are one of the most vulnerable groups of people who live on the margins. Hence, this study examines the degree of vulnerability domestic workers have experienced amid this challenging time. To assess the key vulnerabilities, seven live-out and two live-in workers from the capital city's Mohammadpur, Mirpur, Malibagh, and the Korail areas were interviewed. We conducted individual semi-structured interviews using multiple open-ended questions. The respondents reported loss of employment, loss of income, food shortages, inability to pay rent, and inadequate social security coverage as the critical vulnerabilities. The findings of our paper can be used by policymakers and employers to address the serious problems the Bangladeshi domestic workers have been facing. Since no prior study has been undertaken to analyze the vulnerability during a pandemic in the Bangladeshi context, this research will have significant theoretical and policy implications. The COVID-19 pandemic put dents on every sector of the affected countries, and the informal sector was no exception. This study is based on the quantitative analyses of the primary data of 1,867 informal workers of Bangladesh to shed light on the impact of the pandemic-induced economic crisis on this working class. The survey was conducted between 8 July and 13 August 2020 across the eight administrative divisions of the country. Analysis points out that about ninety percent of these workers faced an income and food expenditure drop during the lockdown. The effect was higher in males, particularly among the urban-centric and educated males engaged in services and sales. The COVID‐19 crisis has translated into an unprecedented humanitarian crisis for the poor and marginalized groups in society. The countrywide lockdowns, quarantine measures, and mobility restrictions across 200 countries of the world have resulted in a host of negative manifestations for women. There have been unprecedented losses in the informal economy, which is dominated by women. Some scholars also contend that the pandemic will translate into heightened burden of unpaid domestic work, loss of economic autonomy and disruption to maternal health services. Despite these factors a gendered perspective is absent in the policy response to this crisis. It is against this background that the present paper employed a feminist intersectionality lens to conduct participatory field based research on the lived experiences of women in informal employment in Indian Punjab during the COVID‐19 crisis. The research unearthed the specific pathways through which existing socio‐economic inequities rooted in caste, class and occupational entities magnify the vulnerabilities experienced by women during such a health crisis. The research offers a contextualized framework for understanding the gendered impacts of the crisis. It also highlights the urgency of taking account of gender specific constraints during the health crisis so as to institute robust, effective and equitable policy interventions. Whilst men and boys account for more COVID-19 cases and deaths, the secondary impacts of the outbreak on women and girls in the Democratic Republic of the Congo are cross-cutting and far-reaching. School closures put girls at increased risk of adolescent pregnancy, sexual violence and early marriage; more women working in the informal sector have lost jobs and been affected by closures of markets and borders; and frequent restrictions on sexual and reproductive healthcare have impacted access to services for women. Lessons learnt from previous health crises can help to highlight the extent of these issues. However, a lack of sex disaggregated data around COVID-19 morbidity and mortality in the DRC means that it is impossible to fully measure and understand the impact of the outbreak on women and girls or develop and implement appropriate interventions. Studies show that the COVID-19 pandemic and associated restrictions had disproportionately negative impacts on the majority of the world's workers who work informally, and on women informal workers in particular. This reflects the interplay between the pandemic, existing decent work deficits in informal employment, and discriminatory gendered norms within and outside the workplace. Based on a sample of 1,935 informal workers from a mixed-method longitudinal study across 12 cities in 2020 and 2021 conducted by Women in Informal Employment: Globalizing and Organizing (WIEGO), this article finds that the gendered impacts on informal workers within and between occupational sectors observed in the initial three months have persisted over a year and half into the pandemic, and explores the reasons for the gender-differentiated impacts. It then considers the specific demands made by informal workers to the state, highlighting the ways in which sector and gender mediate workers' policy needs. Finally, it provides evidence of the role of member-based organisations of informal workers in responding directly to the needs of women workers, and on making claims on the state to fulfil these needs. Due to the COVID-19 pandemic, tens of thousands of migrant workers returned from their countries of employment to their families in Lao People's Democratic Republic. This article focuses on a specific population of migrant workers – Lao women returnee migrant workers in informal employment in Thailand – to explore how COVID-19 impacted their well-being and to what extent their home country's social protection system supported them. It is based on more than 400 structured interviews with women migrant workers across nine provinces of Laos, who were working abroad in the informal economy and returned to Laos at the beginning of the pandemic. The research documented a rise in unemployment and income loss while aggravating gender inequalities in terms of the division of unpaid care work, discriminatory behaviours, and potential risks of gender-based violence. It identified several policy areas where systemic support for Lao women returnee migrant workers in informal employment should be prioritised: (1) extension of social protection, (2) national labour market strategy plan, (3) migration-sensitive national action plan, and (4) co-ordination between government and civil society organisations. The health crisis caused by the covid-19 pandemic has affected the entire world population globally and the consequences have been different in each country. Predictably, the most vulnerable populations have suffered the most devastating consequences in terms of health, unemployment and increased inequality. In some countries the informal economy has become larger than the formal economy. The Social and Solidarity Economy (hereafter SSE) has also suffered the consequences caused by covid-19, but it has also been a response to the multiple situations that have occurred in all countries. The aim of this paper is to examine the role of the SSE at the international level by looking at two issues: one, to examine the responses of the SSE to the crisis caused by the covid-19 pandemic and two, to analyse the role of the SSE in future social and economic recovery. Africa was once expected to be the heartland of COVID-19 cases and deaths—a monumental disaster waiting to happen. Yet, while Africa accounts for 17.2 percent of the world population, it thus far accounts for only 4 percent of COVID-19 deaths and 2.7 percent of cases globally. What does this appreciable disparity reveal or occlude about the management of public health emergencies in African cities? This essay explores lessons learned from addressing the COVID-19 pandemic in urban Africa, ranging from early and aggressive responses to community-led initiatives and sound public health policies derived from longstanding experience with infectious disease such as the Ebola epidemic. COVID-19, I argue, opens a critical space for defamiliarizing commonsense representations of African cities. We must move beyond the default assumption that “cities in Africa just don’t work” and instead pay critical attention to hybrid and adaptive governance systems emerging across urban Africa. The COVID-19 pandemic has led to a weakening of the formal economy and a crisis of the informal economy in Laos. The population has responded with a partial return to subsistence farming, which almost the entire rural population had been engaged in anyway. The return to subsistence farming was accompanied by a revival of the subsistence ethic, which is compatible neither with Stalinist socialism nor with capitalism. In the current configuration, the Lao People’s Revolutionary Party is in a position to take advantage of this revival, since it seems to support a communitarian morality, anti-capitalism, and self-sufficiency, which the socialist rhetoric of recent years has been propagating. The socialist rhetoric as well as the leadership of the LPRP were reconfirmed by its national congress in January. The informal sector in Zimbabwe employs more than 80 per cent of the population, whose livelihood strategies are under severe threat because of the COVID‐19 lockdown. This paper examines the effects of the lockdown on the informal sector in Gweru. Anchored within the legalist theory of informality, the paper analyses the response of government to the plight of the informal sector in Zimbabwe. A qualitative research design was applied and convenience sampling implemented to select 30 individuals whose livelihood depended on informal cross‐border trade, informal transport, forex trading, hairdressing, and street vending. Results reveal that despite many involved in the informal sector having lost their means of survival during the COVID‐19 lockdown, the government introduced additional restrictions on this sector, thus almost destroying it. In the absence of government assistance, many have adapted their operations, albeit through illegal activities. The study offers recommendations that may ensure the survival of the informal sector beyond the COVID‐19 pandemic. As the nation-wide covid-19 lockdown was implemented, a large number of workers who were engaged in beedi work (tobacco manufacturing industry) lost their daily wage work. These people had migrated to metro cities almost ten years ago for their livelihood, working in this perilous industry. Soon thereafter, though, they felt that they had no choice but return to the hazardous beedi work. COVID-19 has severely impacted the society not only in terms of health but also in terms of economic survival of individuals. Unless adequate support is provided, the pandemic will have long-lasting effects, especially on the lives of the most vulnerable, often working in the informal sector. In this article, we present a case study drawing on systems thinking and complexity theory, outlining how the city of Mumbai has responded to COVID-19. We find a multifaceted scenario where non-profit organizations, businesses and citizen volunteers operate alongside government bodies to support Mumbai's population to overcome this pandemic. We provide broader policy lessons, as well as more specific lessons in relation to particular actors, from the first wave of the pandemic stressing the importance of becoming 'systems thinkers' and highlighting the importance of forming new partnerships and exploring new modes of knowledge sharing to effectively respond to crises. The worrying welfare and political risks of expanding informal economies have put concerns about economic inclusion at the heart of contemporary development thinking — concerns further intensified in the wake of the COVID‐19 pandemic. Amid a collective 'will to include', this Debate adopts an infrastructural lens to decipher the distributive and governance implications of the complex institutional, financial and digital linkages through which informal workers and consumers are being included in the circuits of contemporary market economies. Looking beyond imaginaries of seamless linkages, the articles in this Debate examine the specific processes through which these inclusive connections engage with informal actors, focusing on how they work and for whom. Articles focus on various types of inclusive infrastructures that connect deprived communities to jobs, resources and social citizenship, ranging from social protection systems to employment linkages and services for hard‐to‐reach populations. With a view to cutting through the ideological blurring of inclusive discourses, this Introduction will examine the strategies of legibility and regulatory restructuring effected through inclusive infrastructures. It reveals the hidden politics of inclusive linkages, reflects on the techniques of governance operating through socio‐technical connections, and examines processes of resistance and failed connections reworking inclusive infrastructures from below. The global economy faces a loss of production capacity among the most severe in at least the past half-century as a result of the recession caused by the COVID-19 pandemic. It will take several years of persistent investment efforts to restore the pre-pandemic level of capacity and put global output back to potential. By using a production function based on the incremental capital-output ratio, we estimate the loss of production capacity for the global economy and for the two main world locomotives, the U.S. and China. To do this, we estimate the production capacity implied in our current recession baseline and the capacity that would have existed in the absence of the pandemic (precrisis scenario). The difference between the two estimates is defined as the loss of capacity generated by the pandemic. Using the survey data collected on informal sector MSMEs in Senegal, this study performs logit and propensity score matching (PSM) both to examine the determinants of access to credit, the decline in sales, and the business growth prospect in the 12 months following the COVID‐19 pandemic and to assess the impact of credit on the MSMEs sales decline. We find that being a male manager and aged 46–55 years old reduces the likelihood of a decline in sales, whereas those who are 25–35 years present a high probability of experiencing a decrease in sales due to COVID‐19. Being between 25 and 35 and 36–45 years old with a formalized MSME increases the probability of having access to loans. MSMEs that undertake manufacturing businesses appear more pessimistic about the future. More importantly, PSM findings show that MSMEs with loans have a higher average treatment effect of sales decline than their counterparts. This suggests that the greater the access to credit, the greater the difference in sales decline between MSMEs with credit and their counterpart without. The policy implications underline the importance of extended maturities and direct government financial support—not debt—to help the most affected informal sector MSMEs recover from the COVID‐19 pandemic adverse effects. This paper presents a computable general equilibrium (CGE) model that assesses the impacts of the Covid‐19 pandemic on different economic sectors in Cameroon. A special feature of the CGE model used in this study is that it accounts for the importance of the informal sector in Cameroon. Indeed, more than 80% of the employed work in the informal sector, which is characterized by the precariousness and instability of income and employment over time and space. Simulation results suggest that economic sectors such as construction, education, hotels and restaurants and commerce should receive special attention, as they have experienced the most severe employments losses. When the COVID-19 pandemic unfolded, public health measures were implemented globally. Early on, concerns grew that lockdowns and travel restrictions could have severe consequences, especially for marginalized communities in the Global South. In Sub-Saharan Africa, wood charcoal is not only an important cooking fuel, but provides income for many rural households. Despite its economic value, the charcoal sector is, however, largely unregulated and viewed exclusively as an environmentally damaging industry by policy makers and the public who make it responsible for large-scale deforestation. The present study employs a sustainable livelihood framework to assess the ability of charcoal producers in northwestern Kenya, to cope with a short-term shock such as the COVID-19 pandemic and preventive measures. It furthermore compares their access to health information to that of non-producers. A street survey of 139 respondents allowed to gain rapid insights into the realities of a group not accessible via online or telephone surveys. The results show that 87 % of charcoal producers face severe decline of this economic practice because of limited market access. These losses cause them food insecurities, while non-charcoal producers are more worried about social consequences of the restrictions. Though charcoal producers and non-producers feel equally well informed about the pandemic, producers are less likely to access reliable information channels than non-producers, resulting in an uneven distribution of health information across the community. By investigating the response of producers to an external shock and limited market access this study adds to the understanding of local vulnerabilities and the sustainability of rural livelihood strategies. This research argues for inclusive policy response to ensure consideration of the informal sector in crisis response as well as to provide adequate and low-threshold access to health information. The Covid-19 pandemic struck Ethiopia at an important juncture in its development and political path. Following impressive progress in poverty reduction and human development in recent decades, driven by a state-led model, it is transitioning towards a more democratic governance structure and a more liberal economic model. This article examines the country's response to the pandemic, focusing on social protection and health systems. Ethiopia's experience demonstrates the importance of building shock-responsive systems for social protection, including pre-identification of vulnerable groups and a financing strategy to trigger an immediate response. It also highlights how the health sector capacity can be further strengthened in anticipation of future health emergencies. For example, the government could identify and build the health sector industry capacity before future shocks occur in order to quickly scale up the response. Covid-19 had a disproportionate impact on women and girls due to the closure of schools; limited access to gender-based violence and health services; and the economic impact on informal sectors. The article concludes by sharing key lessons for developing countries on how prioritisation of vulnerable groups and ensuring strong political commitment can support a more effective pandemic response. The Covid-19 pandemic and subsequent lockdown in India resulted in women informal economy workers being out of jobs and with no social security blanket to rely on. Women community leaders therefore worked with the state to reach out to the most vulnerable and marginalised populations. This resulted in decentralised units where decisions are made at the community level in a collective fashion including critical and diverse stakeholders, in collaboration with state authorities. This model works best where locally developed networks with high levels of community trust exist that enable community leaders to reach communities in distress quickly and effectively, ensuring that relief and aid is delivered to those who need it the most. Additionally, women coming together to advocate for themselves as women workers allows for us to build back better with a key focus on marginal populations such as women at the bottom of the pyramid. Nearly 60% of them are migrant workers with hardly any support system in the neo-liberal cities governed by the gated communities and decision makers. It is demand of the day to establish market linkages for production units and social enterprises to stitch and distribute masks to the informal sector workers, to produce cost sanitisers and hand wash, launch awareness campaigns-videos, voice messages, WhatsApp forwards that provide social solidarity in the midst of physical distancing. Why does the migrated worker face with the crisis of livelihoods in general and informal sectors in India, particularly during the age of corona? Migrant workers in informal sectors constitute a major percentage of total workforces in India, who have contributed for the economic development. Due to the overlapping nature of migration, it would not be possible to estimate the exact numbers of migrated people in India. This article is an attempt to discuss about how workers are deprived in informal sectors. The COVID-19 pandemic has cast a shadow on the global economy. Since the beginning of 2020, the pandemic has contributed significantly to the global recession. In addition to the health damages of the pandemic, the economic impacts are also severe. The consequences of such effects have pushed global supply chains toward their breaking point. Industries have faced multiple obstacles, threatening the fragile flow of raw materials, spare parts, and consumer goods. Previous studies showed that supply chain barriers have multi-faceted impacts on industries and supply chains, which demand appropriate measures. In this regard, seven major barriers that directly impact industries have been identified to determine which industry is most affected by the COVID-19 pandemic. This paper utilized a hybrid multi-criteria decision-making (MCDM) approach under a neutrosophic environment using trapezoidal neutrosophic numbers to rank those barriers. The Analytical Network Process (ANP) quantifies the effects and considers the interrelationships between the determined barriers (criteria) involved in decision-making. Subsequently, the Measurement Alternatives and Ranking according to the COmpromise Solution (MARCOS) method was adopted to rank six industries according to the impact of those barriers. Results show that the lack of inventory is the largest barrier to influencing industries, followed by the lack of manpower. India responded to the COVID-19 measures abruptly and in a tough manner during the early stages of the pandemic. Its response did not take into consideration the socio-economic life of the majority of people in India who work in the informal sector and the sheer diversity of the country. The imposition of a nationwide lockdown using the Disaster Management Act 2005 enabled the Union Government to impose its will on the whole country. India has a federal system, and health is a state subject. Such an overbearing role on the part of the Central Government did not, however, lead to coordinated action. Some states expressed their differences, but eventually all complied with the central guidelines. The COVID-19 pandemic struck at a time when an agitation was going on in the country, especially in New Delhi, against the Citizen Amendment Act. The lockdown was imposed all of a sudden and was extended until 31 May. This led to a humanitarian crisis involving a large number of domestic migrant workers, who were left stranded with no income for survival and no means of transport to go home. Indians abroad who were intending to return also found themselves trapped. Dissenting voices were silenced through arrests and detentions during this period, and the victims included rights activists, students, lawyers, and even some academics. Power tussles and elections continued as usual and the social distancing norms were often compromised. Since COVID-19 containment measures were carried out primarily at the state level, this paper will also selectively draw on their experiences. India also used the opportunity to burnish its credentials as the 'pharmacy of the world' by sending medical supplies to over a hundred countries. In the second wave, there were many deaths, but the government was accused of undercounting them and of not doing enough to deliver vaccines to Indians. This paper will deal with the conflicts, contestations and the foreign policy fallout following the onset of the pandemic and the measures adopted by the union government to cope with them, with less focus on the economic and epidemiological aspects of pandemic management. This paper looks at previous studies, press reports, and press releases by government agencies to collect the needed data. A descriptive and analytical approach is followed in the paper.
