Collection development is a most important process of a library. This process increases the reading materials of the library for the satisfaction of the reader approach. Collection development policy acts as a guide for selecting library materials. It helps to maintain library cooperation and communication between library staff. Collection development policies are written statements of goals and evaluative parameters to guide decision-making when adding material to a library collection. A large number of e-resources collection has become a challenge to libraries as a lot of information is now available to the public without having to visit and use the traditional library. American Library Association states that the collection development policies document which defines the scope of a library's existing collections, plan for the continuing development of resources, identify collection strength and outline the relationship between selection philosophy and institutions goals, general selection criteria, and intellectual freedom. In electronic environment collection development policy select tools and processes, set the principles for the management of electronic resources, allocating the budget for buying of e-resources. Due to information technology, most of the libraries are involved in the sharing of the e-resources in many ways. The Collection development policy must indeed be clear whether the collection is in print or electronic form and also it should full fill the user's demand. The Eastern Academic Scholars' Trust (EAST) is a shared print initiative involving 48 libraries across the Northeast. Initiated in 2012 with a planning grant from the Andrew W. Mellon Foundation, EAST addresses directly the growing need for academic libraries to ensure that monographs and journals of scholarly value are not inadvertently discarded as they undertake weeding and deselection programs to free up space for other library services. EAST is currently completing a large-scale analysis of collections across 40 of the participating libraries. This analysis will provide insight into both uniqueness and overlap across the libraries' holdings and will result in agreements by the libraries to retain circulating monographs in their local collections for an agreed upon time period and to make those materials available to researchers and scholars from other EAST libraries. In parallel to this collection analysis, EAST is implementing validation sampling across the libraries to better understand volume availability and condition and the role they may plan in retention decisions. The project team has developed an innovative sampling methodology and tools to support the study. As the largest shared print initiative to date, this project will secure a substantial portion of the scholarly record that is held in the Northeast and positions EAST as an important component of the growing network of shared print initiatives nationally. The authors investigated quantitative methods of collection use analysis employing library data that are available in ILS and ILL systems to better understand library collection use and user needs. For the purpose of the study, the authors extracted circulation and ILL records from the library's systems using data-mining techniques. By comparing these data to records of books acquired in a four-year period, the study reveals generally good collection use as well as some unmet collection needs. The study also offers a method of compiling and sharing these multiple types of usage data among work groups to create feedback mechanisms to inform the work of selectors and suggest modifications to collection development practices. Nowadays, the majority of online book retailers utilize their own recommendation engines to suggest books to their customers. Nonetheless, the majority of the times, the books that are suggested to users are irrelevant. This system aims to create a new strategy by utilizing the content-based filtering capability. This technique will result in a more refined and useful recommendation for the user. For testing reasons, a webbased prototype will be developed, and the system will be taught by feeding it data. The study aimed to understand the present scenario of the Islamic University of Technology (IUT) Library, including service strength, resources, user expectations, etc. The researcher also tried to identify its use of it. User's expectations and identifies the loopholes. A formal questionnaire was formed and distributed to the final-year students who completed graduation last academic year (May. 2022). Recent, relevant articles are also reviewed to strengthen the research. SWOT analysis is also done., IUT Library has been using around twenty-five different country uses, and their needs and expectations vary. Based on the output using the Excel diagram, the researcher found 40.76% of the user comes to the library for reading room use and are more interested in other things. Less priority, highest priority, drawbacks, etc., identified. University library professionals will be encouraged to evaluate their resources and user needs. Resource sharing is nothing but sharing of library resources by certain participating libraries among themselves on the basis of the principle of co-operation for library management. This is applicable in sharing of documents, manpower, services, space and equipments. Increasing cost of books and subscribing periodicals, high cost of new technology for information processing and dissemination are some of the fundamentals factors which require information resource sharing among the libraries and information centres through the use of Information and Communication Technologies. Resource Sharing aids to overcome the limitations like enormous cost of purchase, bibliography handling and storage of material as a result of the exponential growth in the information produced. Compared to the core digital reading room, they can make wise judgments on the retrieval and use of information assets. The implementation of succeeding value management based on the latest technological tools is required for learning to provide knowledge services and fulfil its role as convergence is capable of reacting to varied data needs. The major obstacles to digital libraries are lack of planning and software, import restrictions on equipment, inadequately skilled staff, lack of standards, and a refusal to cooperate. This paper introduces the Eye Movement Technology (EMT) for the intelligent information service system of a smart library (SL) based on virtual reality (VR) strengths as an automated library management system for cost savings and increased output. EMT technology that can identify a person's appearance and monitor something to look at in real-time is recognized as wearable technology. Visual field position and the gaze vectors for each eye are converted into a data stream that includes the focus origin. Most of the library's operations can be managed by librarians; in a word, this system allows them to keep track of all of their books' transactions. The research in EMT-SL technology in the intelligent library system has developed to the point that a wider audience can use it. As a result, eye-tracking in reading rooms and information science research are expected to rise in the future; with the advancement of VR, the computer-generated modelling of images is experienced through special electrical devices, and people can be visible in different climates using traditional VR and augmented reality. Resource sharing is an important and widely well-known concept in the field of library science. The concept is recognized by the term library networking which deals with the interconnection of libraries so that the participating libraries can share information and resources effectively. It aids to overcome the limitations like enormous cost of purchase, bibliography handling, storage of material etc. as a result of the exponential growth in the information produced. Resource sharing is a solution to optimize library resources. Thus, resource sharing in libraries has become essential in current scenario, and it commands world-wide acceptance. Based on the literature review it can be said that academic libraries, especially in developing countries should continue subscribing to information resources through the Consortium Building (CB) and explore their usage by ensuring total addressing of patrons information needs. A previous research conducted by White and Choemprayong in 2019 indicates that libraries in Thailand have encountered multidimensional challenges in contributing to global bibliographic and resource sharing networks. As libraries outside Thailand may have a strong influence on representation in the global bibliographic universe, this paper investigates how libraries outside of Thailand manage Thai collections, particularly acquisitions and cataloging. The main objective of this paper is to justify the need for Nigerian libraries which have not automated their functions to adopt of Koha ILMS as their automation software. The paper therefore examined the need for automation, the reasons for the choice of Koha ILMS and potential benefits accruable to the libraries, and functions that Koha can facilitate their perform in their libraries. The paper identified the need for automation to include need to handle information explosion, for effective management of library operations, to improve operation speed, resource sharing etc; the choice of Koha was informed by its features and benefits which include Koha in Nigeria libraries could be linked to its powerful features which include MARC 21 compatibility, Z39.50 search, Customizability to suit individual library needs and taste, sustainability etc; the paper identified the library operations facilitated by Koha to include acquisition, cataloguing, circulation, patron management, OPAC etc. the paper however highlighted data migration and lack of skilled manpower as limitations to Koha adoption. The paper therefore recommends that a committee should be constituted to oversee the automation project. As part of feasibility study, the committee should visit libraries where Koha is in use for on the spot assessment. Management should make the requirements for installation available, while staff training should be conducted in-house. in addition, libraries in Nigeria utilizing Koha should come together to form a network of libraries to facilitate resource sharing. It is nearly a given that most academic library directors feel the need to collaborate with other libraries to contain costs, develop new programs, and accomplish their missions; and historically, many have done so by participating in a library consortium, and sometimes in multiple consortia. In this article, the executive directors of The Pennsylvania Academic Library Consortium, Inc. (PALCI) and the Private Academic Library Network of Indiana (PALNI), two long-standing academic library consortia, share their insights and experiences as they have observed the necessity for broadening consortial collaboration through cross-consortial partnerships, moving from coordinated efforts toward deeper collaboration across consortium boundaries. The authors describe and reflect on several recent examples of cross-consortial initiatives in which their respective consortia are involved, examining why consortia are beginning to collaborate more deeply across boundaries and the challenges and opportunities associated with those collaborations. This paper discussed the factors that necessitated information networking, types of networks, benefits of information networking, library information networking and the University of Port 0Harcourt library network initiatives. Information networking is a process of communication, exchange of ideas, resource sharing and collaboration between individuals, organizations, institutions and libraries and it is facilitated by ICTs and the internet for improved accessibility. It has been brought about by information explosion, rapid advancement in information communication technologies, inadequate funding and increased demand for quality information. Networks can be classified into local, national, regional, and international networks and are formed to serve different categories of user communities. Benefits of information networking include resource sharing, on-line conferences and participation in programmes at distant centers, collaboration among scholars in different countries. Library information networking started with the interlibrary loan which has metamorphosed into library consortia in which groups of libraries partner to coordinate activities, share resources and combine expertise. The University of Port Harcourt Library network initiatives started with an e-granary (a CD ROM) and the establishment of a local area network. The library subscribes to more than 10 electronic databases. Purpose: This study examined users' perception of the facilities, resources and services of the MTN digital library at the University of Nigeria, Nsukka with regards to the effectiveness and efficiency of the library system. Design/Method/Approach: The descriptive survey research design was adopted for this study. It was appropriate for this study as a useful method for assessing attitudes or opinions towards programmes, individuals, organizations and events. Four objectives and four research questions were formulated to guide this study. A convenience sampling technique was used and a sample size of 196 registered users of the MTN Digital Library, UNN was evaluated for this study. Instruments for data collection include a well structured questionnaire designed to elicit information from the library's users and an observation checklist designed to support the results of the questionnaire. 213 questionnaires were distributed to the users of the library with a return rate of 92%. The study employed the use of frequency table, percentages, mean scores and ranking as statistical measures for data analysis. Findings: From the findings of the study, it was concluded that the general perception of users towards the facilities, resources and services of the MTN digital library, UNN is highly satisfactory. Respondents were very highly aware of and satisfied with the availability of e- resources such as the World Wide Web, WIFI and search engines as opposed to online indexes and abstracts, video CDs, CD-ROMs, online databases and portals. Results also showed that services such as online internet search services, e-mail services and online reference services were provided at the MTN library at higher extents compared to other services. It was therefore recommended that the library offer different information access and delivery mechanisms to users to widen the limited scope of the resources and services currently employed to serve them. Other recommendations include the employment of dedicated and willing staff, use of newsgroups and online forums to discuss and consult users, continuous review of the digital library system, training and support of software developers and technicians to enhance digital library services, provision forums where users can lodge their complaints concerning the inefficiency or effectiveness of the library system, provision of a communication and feedback mechanism should between the library and the MTNF to see to the effective maintenance and sustainability of the digital library project etc. Implication: This study has serious implications for libraries in Nigerian higher education institutions as the line between the use of academic libraries and the use of the internet for research is still very obvious. In more developed countries these lines are virtually non-existent, because most academic libraries enjoy full Internet connectivity. Manpower training in the use of technology is another issue that is being raised here. Librarians must be trained in the use of current technologies to aid them in the discharge of their duties. The results of this study have implications for the university management and staff, students, the MTNF and NetLibrary, the university and library administrations, researchers and lecturers. Originality/Value: The originality of this study lies in its examination of the facilities, resources and services of the MTN digital library at the University of Nigeria, Nsukka from the users' perspective. This study identifies critical issues related to the effective operation of the digital library system and the utilization of its facilities, resources and services by clients. Its values relates to its immense contributions to MTNF, NetLibrary and Nigerian universities and students especially in this information age where Nigerian educational institutions face the challenges of globalization and information explosion. This paper examines the pop-up concept, a world-wide trend which has been employed in various commercial and community settings, with a particular interest in how it has been applied to literary environments, using both physical and digital resources. The report examines six Australian public libraries, investigating why and how they established a pop-up library, and reflecting on their successes, challenges and what they have learnt from the process. Slovakia is a young and progressive country that has undergone great changes since its establishment as a sovereign state. This paper describes the transformation of the Slovak library system after 1989 in the context of the political, societal, and legislative developments in the new democratic state. It highlights the historical milestones of the development of Slovak librarianship between 1989 and 2014, outlines the historical context of Slovak library legislation, explains the preparation and implementation of the new Library Act passed by the National Council of the Slovak Republic in May 2000, and provides an overview of statistical data for Slovak libraries during the last decade. This paper provides an overview of the Albanian library network within the changing context of the past twenty-two years. The first part traces the development of the library system in Albania by giving a brief review of library legislation and library science education and professional training. The second part provides background information about the implementation of new technologies that facilitated free access to information throughout the country. The paper highlights the leadership role of the National Library of Albania (NLA), which functions as the professional body that oversees all libraries in the country, and its leading role nationwide. The NLA's engagement in various digitization projects that ensure access to the Albanian national cultural heritage and treasures makes it an important contributor to international projects as well. This paper provides a brief introduction to the Republic of Slovenia and presents a history of its library system. Although the first "public" library opened in 1569 and the first "public" research library in 1701, the current library system originated in the twentieth century, after World War I. The library system of Slovenia today is an organized network consisting of publicly funded libraries of all types, which have been in continuous development since the end of World War II. Several academic and research libraries started using information-retrieval systems in the early 1970s, while other Slovenian libraries started using automated services during the late 1980s. Slovenian libraries have recently reached a relatively high level of development and are now focused on providing digital resources and other new services to their users. While digital libraries are active these days and several acquisition consortia are currently providing user access to numerous resources after a long period of stable and significant growth, the recent global financial crisis provoked austerity measures that are threatening the continued development of the country's library system. The OhioLINK consortium and OCLC Research collected and analyzed circulation data for libraries within the consortium. The study, which examines the circulation of 28,475,701 items from more than 100 academic libraries, is the largest and most diverse compilation of academic usage data for books ever collected. The authors outline the study methodology, analyze the data, and offer insights into the consortium wide collection usage. Circulation patterns analyzed include subject and language usage, as well as scattering, obsolescence, and duplication.
