Introduction: Drug checking services for harm reduction and overdose prevention have been implemented in many jurisdictions as a public health intervention in response to the opioid overdose crisis. This study demonstrates the first on-site use of paper spray mass spectrometry for quantitative drug checking to address the limitations of current on-site drug testing technologies., Methods: Paper spray mass spectrometry was used to provide on-site drug checking services at a supervised consumption site in the Downtown Eastside of Vancouver, British Columbia, Canada during a 2-day pilot test in August 2019. The method included the targeted quantitative measurement of 49 drugs and an untargeted full scan to assist in identifying unknown/unexpected components., Results: During the pilot, 113 samples were submitted for analysis, with 88 (78%) containing the client expected substance. Fentanyl was detected in 45 of 59 expected fentanyl samples, and in 50 (44%) samples overall at a median concentration of 3.6% (w/w%). The synthetic precursor of fentanyl, 4-anilino-N-phenethyl-piperidine (4-ANPP), was found in 74.0% of all fentanyl samples at a median concentration of 2.2%, suggesting widespread poor manufacturing practices. Etizolam was detected in 10 submitted samples anticipated to be fentanyl at a median concentration of 2.5%. No clients submitting these samples expected etizolam or a benzodiazepine in their sample. In three instances, it was co-measured with fentanyl, and in seven cases it was detected alone., Discussion and Conclusions: The quantitative capabilities and low detection limits demonstrated by paper spray mass spectrometry offer distinct benefits over existing on-site drug checking methods and harm reduction services., (© 2021 The Authors. Purpose: Due to ongoing inequities in the social determinants of health and systemic barriers, homelessness continues to be a significant concern that disproportionately impacts racialized communities. Despite constituting a small proportion of the population, Black individuals are over-represented among people experiencing homelessness in many Canadian cities. However, although Black homelessness in Canada is a pressing issue, it has received limited attention in the academic literature. The purpose of this paper is to examine the reported prevalence of Black homelessness across Canada. Design/methodology/approach: By consulting enumerations from 61 designated communities that participated in the 2018 Nationally Coordinated Point-in-Time Count and two regional repositories – one for homeless counts supported by the government of British Columbia and another from the Rural Development Network – this paper reports on the scale and scope of Black homelessness across Canada. Findings: Significantly, these reports demonstrate that Black people are over-represented among those experiencing homelessness compared to local and national populations. These enumerations also demonstrate significant gaps in the reporting of Black homelessness and inadequate nuance in data collection methods, which limit the ability of respondents to describe their identity beyond "Black." Originality/value: This research provides an unprecedented examination of Black homelessness across Canada and concludes with recommendations to expand knowledge on this important and under-researched issue, provide suggestions for future iterations of homeless enumerations and facilitate the development of inclusive housing policy. Plastic contamination is commonly reported in urban and rural soils, as well as in fresh and ocean waters. Canada's government has attempted to limit the contamination of single-use plastic by banning the manufacturing and selling of specific types of plastic. In British Columbia, current regulations governing commercial composting state that when compost has less than 1% of its dry weight representing foreign materials (including plastic), it can be sold and used in soils. However, due to the low density of plastic and its potential to break down into microparticles, this amount may be enough to become toxic when used in agricultural soils. This paper studies contamination of plastic in garden soils and summarizes how this can affect the environment with a preliminary examination of a garden soil sample. The examination showed that the garden soil sample contained mainly low-density polyethylene, polyethylene and polypropylene plastics (identified through ATR-FTIR) in oxidized and unoxidized forms that can come from commercial composting and hypothesizes that this plastic could break down into microplastic particles. In order to limit the amount of plastic contamination in agricultural soils, it is necessary to modify current compost regulations in order to treat plastic differently than other foreign materials (glass, metal, wood). An unprecedented heat wave occurred over the Pacific Northwest and southwest Canada on 25–30 June 2021, resulting in all-time temperature records that greatly exceeded previous record maximum temperatures. The impacts were substantial, including several hundred deaths, thousands of hospitalizations, a major wildfire in Lytton, British Columbia, Canada, and severe damage to regional vegetation. Several factors came together to produce this extreme event: a record-breaking midtropospheric ridge over British Columbia in the optimal location, record-breaking midtropospheric temperatures, strong subsidence in the lower atmosphere, low-level easterly flow that produced downslope warming on regional terrain and the removal of cooler marine air, an approaching low-level trough that enhanced downslope flow, the occurrence at a time of maximum insolation, and drier-than-normal soil moisture. It is shown that all-time-record temperatures have not become more frequent and that annual high temperatures only increased at the rate of baseline global warming. Although anthropogenic warming may have contributed as much as 1°C to the event, there is little evidence of further amplification from increasing greenhouse gases. Weather forecasts were excellent for this event, with highly accurate predictions of the extreme temperatures. Significance Statement: This paper describes the atmospheric evolution that produced an extreme heat wave over the Pacific Northwest during June 2021 and puts this event into historical perspective. Canada's Trans Mountain Expansion Pipeline project is one of the country's most controversial in recent history. At the heart of the controversy lie questions about how to conduct impact assessments (IAs) of oil spills in marine and coastal ecosystems. This paper offers an analysis of two such IAs: one carried out by Canada through its National Energy Board and the other by Tsleil-Waututh Nation, whose unceded ancestral territory encompasses the last twenty-eight kilometers of the project's terminus in the Burrard Inlet, British Columbia. The comparison is informed by a science and technology studies approach to coproduction, displaying the close relationship between IA law and applied scientific practice on both sides of the dispute. By attending to differing perspectives on concepts central to IA such as significance and mitigation, this case study illustrates how coproduction supports legal pluralism's attention to diverse forms of world making inherent in IA. We close by reflecting on how such attention is relevant to Canada's ongoing commitments, including those under the UN Declaration on the Rights of Indigenous Peoples. [ABSTRACT FROM AUTHOR]

Objectives. To study the effects of several survey features on response rates in a general population health survey. Methods. In 2012 and 2013, 8000 households in British Columbia, Canada, were randomly allocated to 1 of 7 survey variants, each containing a different combination of survey features. Features compared included administration modes (paper vs online), prepaid incentive ($2 coin vs none), lottery incentive (instant vs end-of-study), questionnaire length (10minutes vs 30minutes), and sampling frame (InfoCanada vs Canada Post). Results. The overall response rate across the 7 groups was 27.9% (range = 17.1-43.4). All survey features except the sampling frame were associated with statistically significant differences in response rates. The survey mode elicited the largest effect on the odds of response (odds ratio [OR] = 2.04; 95% confidence interval [CI] = 1.61, 2.59), whereas the sampling frame showed the least effect (OR = 1.14; 95% CI = 0.98, 1.34).The highest response was achieved by mailing a short paper survey with a prepaid incentive. Conclusions. In a mailed general population health survey in Canada, a 40% to 50% response rate can be expected. Modular construction has become exceedingly relevant against the current scenario of increasing housing demand and can respond to this need in Canada due to its advantages of rapid construction. However, a holistic environmental sustainability framework for this construction method is still lacking. This paper proposes a hierarchical-based framework to benchmark the environmental performance of modular buildings versus conventional buildings. The framework identifies criteria and indicators affecting environmental sustainability, makes composite indicators, and establishes performance benchmarks. Based on expert survey, six criteria (construction waste management, energy performance and efficiency strategies, site disruption and appropriate strategies, renewable and environmentally preferable products, regional materials, and renewable energy use) are first identified. The related indicators and sub-indicators are combined to develop indices using Technique for Order of Preference by Similarity to Ideal Solution. Robust benchmark scales were established through application of Monte Carlo analysis on data collected through experts. Finally, the developed indices were compared against the benchmark scales at different assessment levels. The proposed framework was examined for two single-family modular buildings in British Columbia, Canada. The overall environmental performance benchmarking informs the policy makers on the usefulness of modular buildings, while the criteria-level indices direct the construction industry practitioners to improve the low performing indicators. Background: Providing access to pediatric healthcare services in British Columbia, Canada, presents unique challenges given low population densities spread across large geographic distances combined with a lack of availability of specialist providers in remote areas, leading to quality of care shortcomings and inequalities in care delivery. The study objective was to develop a framework that provides a common language and methodology for defining and planning child and youth healthcare services across the province.Methods: The framework was developed in two phases. In Phase 1, a literature and jurisdictional review was completed using the following inclusion criteria: (i) description of a framework focusing on organizing service delivery systems (ii) that supports health service planning, (iii) includes specialty or subspecialty services and (iv) has been published since 2008. In Phase 2, a series of meetings with key provincial stakeholders were held to receive feedback on the developed Tiers of Service framework versions that were based on the literature and jurisdictional review and adjusted to the British Columbian health care context. The final version was endorsed by the Child Health BC Steering Committee.Results: Ten medical articles and thirteen jurisdictional papers met the established selection criteria and were included in this study. Most frameworks were developed by the Australian national or state jurisdictions and published in jurisdictional papers (n = 8). Frameworks identified in the medical literature were mainly developed in Canada (n = 3) and the US (n = 3) and focused on maternity, neonatal, critical care and oncology services. Based on feedback received from the expert group, the framework was expanded to include community-based services, prevention and health determinants. The final version of the Tiers of Service framework describes the specific services to be delivered at each tier, which are categorized as Tier 1 (community services) through Tier 6 (sub-specialized services). Two consecutive steps were identified to effectively use the framework for operational and system planning: (i) development of a 'module' outlining the responsibilities and requirements to be delivered at each tier; and (ii) assessment of services provided at the health care facility against those described in the module, alignment to a specific tier, identification of gaps at the local, regional and provincial level, and implementation of quality improvement initiatives to effectively address the gaps.Conclusions: The benefits of the Tiers of Service framework and accompanying modules for health service planning are being increasingly recognized. Planning and coordinating pediatric health services across the province will help to optimize flow and improve access to high-quality services for children living in British Columbia. This paper qualitatively examines "privation of inclusion" at work in the lived experiences of racialized participants hired in publicly funded places of employment. Taking the position that the dualistic inclusion-exclusion paradigm fails to capture their lived realities with inclusive exclusions and exclusive inclusions, it presents privative inclusion as a third space, between inclusion and exclusion, for a more robust framework in understanding how racialized bodies were marked and targeted for differential treatment. The paper then outlines and discusses findings as key indicators of privative mechanisms that had undermined life chances by limiting career mobility of racialized participants of this study. It concludes by emphasizing the need for additional research in this area given the salience of racism at work as well as the demographic changes that Canada is currently experiencing. This paper contributes to the growing body of work on precarious labor, immigration, and social gerontology by examining the racialization of precarious employment across the life course. In particular, the authors examine the impact of precarious employment and discrimination among racialized older immigrants in Canada. Racialized older immigrants are more likely to be disadvantaged by the effects of lifelong intersections of economic and social discrimination rooted in racialization, gender, ageism, and socio-economic status. Drawing from a narrative-photovoice project that focused on the life stories of older immigrants living in Quebec and British Columbia, this paper presents the in-depth stories and photographs of four participants to highlight how intersections of race, gender, age, immigration status, and ability shape and structure experiences of aging, labor market participation and caregiving relationships. How fires burn across British Columbia (BC), Canada is shaped by settler coloniality, timber capitalism, state forestry regimes, criminalization of burning, and Indigenous resistance. Despite the urgency of confronting the fire suppression paradox embedded in settler colonial fire management laws and practices, approaches to studying fire in Canada that foreground Indigenous law and de-center settler colonial governance is scarce. As political ecologists and geographers working and living in the context of unceded and ancestral lək̓ʷəŋən, W̱SÁNEĆ, xʷməθkʷəy̓əm, Sḵwx̱wú7mesh, səlilwətaɬ, and syilx territories, we engage with Indigenous feminist scholarship to expose how coloniality and gender intersect in attempts to erase Indigenous sovereignty to structure and naturalize provincial fire policy and its emplaced impacts on Indigenous legal orders. Our analysis contextualizes settler-colonial provincial fire management policy in the purview of Indigenous legal orders to foreground how racial-colonial and gendered politics are obscured when colonial fire and wildfire practices are naturalized. Revisiting key moments in the political development of fire suppression across so-called BC, we contend that the suppression paradox is embedded in and reproduces a colonial logic that widens existing social and economic gaps. These gaps are uniquely gendered, as settler coloniality operates upon patriarchal lines that have actively attempted to erase Indigenous women and Two-Spirit peoples, including the laws and legal authorities that they possess and practice. Considering the 1910 Fulton Commission, we highlight an example of how women and Indigenous people were excluded from the political decision-making structures that shaped colonial fire management practices in BC. These gendered and racialized exclusions bear directly on the exclusion of Indigenous women and gender-diverse folx, and Indigenous legal orders guided by matriarchal lines of fire knowledge. This paper explores how climate change communication is understood and enacted in Canada's Provincial North (CPN), with a focus on the role that local climate champions play in regions characterized by rurality, remoteness, and a high degree of reliance on natural resource industries. Drawing from 24 in-depth interviews with individuals increasing local attention to climate in Northern British Columbia and Ontario, this research identifies communication challenges and opportunities arising in these contexts. Existing literature inadequately addresses the challenges of advancing climate change initiatives in rural and remote communities. Confirming and extending existing research on place-based communication, CPN climate champions underscored that messages must be place-based, community-informed, reflect local realities, and address the role of industry in regional economies. Background: The Rural Surgical Obstetrical Networks (RSON) project was developed in response to the persistent attrition of rural maternity services across Canada over the past two decades. While other research has demonstrated the adverse health and psychosocial consequences of losing local maternity services, this paper explores the impact of a program designed to increase the sustainability of rural services themselves, through the funding of four "pillars": increased scope and volume, clinical coaching, continuous quality improvement (CQI) and remote presence technology. Methods: We conducted in-depth, qualitative research interviews with rural health care providers and administrators in eight rural communities across British Columbia to understand the impact of the RSON program on maternity services. Researchers used thematic analysis to generate common themes across the dataset and interpret findings. Findings: Participants articulated six themes regarding the sustainability of maternity care as actualized through the RSON project: safety and quality through quality improvement opportunities, improved access to care through increased surgical volume and OR backup, optimized team function through innovative models of care, improved infrastructure, local innovation surrounding workforce shortages, and locally tailored funding models. Conclusion: Rural maternity sites benefited from the funding offered through the RSON pillars, as demonstrated by larger volumes of local deliveries, nearly unanimous positive accounts of the interventions by health care providers, and evidence of staffing stability during the study time frame. As such, the interventions provided through the Rural Surgical Obstetrical Networks project as well as study findings on the common themes of sustainable maternity care should be considered when planning core rural health services funding schemes. Purpose: The purpose of this study is to present evidence for a new model of change management designed to create a continuous integrated alignment between ongoing external organizational change and the proven internal environmental factors related to employee emotional wellness and workplace engagement that in turn directly impact organizational performance relationships within society and the human condition. Design/methodology/approach: This research uses a quantitative approach based on both primary and secondary data. The secondary data includes an analysis of the 2018 Public Service Employee Survey of Canada (N = 163,121) conducted by the Government of Canada while the primary data involves a 2018 employee survey conducted by the author of both civilian and sworn police officer employees with the British Columbia division of the Royal Canadian Mounted Police (N = 2,129) as well as a 2019 survey by the author of Corrections Officers at the Kent Maximum Security Institution in Agassiz, British Columbia (N = 174). Findings: The key findings presented in this paper provide new evidence that correlations between key organizational workplace factors and employee wellness and performance are directly linked to the ability to address rapidly evolving external environmental factors; that traditional change management approaches are often insufficient to create a positive nexus between the results of environmental scanning and internal workplace environments; and that a new holistic model described in this paper can serve as a powerful diagnostic tool for change managers to identify how internal organizational structures, systems and climates can harmonize with external climates including societal expectations, economic and technological change and public policy. Research limitations/implications: The research findings pertain to about 100,000 employees of the Canadian public service and their readiness to manage well-established external environmental factors based on their rating of key internal environmental factors rated to workplace wellness and employee emotional health. Further research on the topic of external/internal organizational change adaptability is required specific to private sector organizations. Practical implications: The practical implications of the change management matrix diagnostic model have been proven in earlier beta testing with a group of organizational executives. The presentation of the data in the matrix format resulted in quick and clear identification of major areas of required change. Those changes resulted in improved service delivery, public safety and public trust. A second test was conducted by MBA students successfully applying the matrix model to identify key areas requiring change in various case studies. Social implications: Society at present has many new expectations of organizational behavior and citizenship as rapid changes in external environments occur including changes to technology, corporate governance, communications, economic conditions, social values, demographics and public policy. A failure by organizations to ensure that their internal environments of corporate culture, structure, systems and the workplace climate are in sync with external change presents major threats to employee and social well-being and organizational success. Originality/value: A unique model of organizational change management is presented that allows for successfully adapting internal organizational environments to the challenges of meeting rapidly advancing integrated external environmental forces. The result becomes an integrated ecosystem of external and internal environmental forces that offer adaptability to complex and evolving challenges ranging from social, economic, technological and climate change. Longwave radiation (LR) is one of the energy balance components responsible for warming and cooling water during hot summers. Both downward incoming LR, emitted by the atmosphere, and outgoing LR emitted by the land surface are not widely measured. The influence of clouds on the LR heat budget makes it even harder to establish reliable formulations for all-sky conditions. This paper uses air temperature and cloud cover from the ERA5 reanalysis database to compare 20 models for the downward longwave irradiance (DLI) at Earth's surface and compare them with ERA5's DLI product. Our work uses long-time continuous DLI measured data at three stations over Canada, and ERA5 reanalysis, a reliable source for data-scarce regions, such as central British Columbia (Canada). The results show the feasibility of the local calibration of different formulations using ERA5 reanalysis data for all-sky conditions with RMSE metrics ranging from 37.1 to 267.3 W m−2, which is comparable with ERA5 reanalysis data and can easily be applied at broader scales by implementing it into hydrological models. Moreover, it is shown that ERA5 gridded data for DLI shows the best results with RMSE = 31.7 W m−2. This higher performance suggests using ERA5 data directly as input data for hydrological and ecological models. [ABSTRACT FROM AUTHOR]

Defining the spatial distribution of geological structures and rock properties is important for understanding how fluid flow is controlled in a geothermal reservoir. Here, we present a procedure to examine the potential fluid pathways. By combining 3‐D resistivity models derived from audio‐magnetotelluric (AMT) data with available rock properties (porosity and permeability) and fluid sample data (fluid resistivity, salinity, and temperature), we investigated the relationship between electrical resistivity and fluid flow in an active volcanic system. Different petrophysical models and empirical relations are evaluated to determine the relationship between the fluid flow system at Mount Meager, British Columbia, and the resistivity model. In addition, we utilized porosity and permeability measured in the laboratory to define the porosity‐permeability relationship. The porosity of the volcanic core samples showed a range of 2.6%–23.2% and the permeability was in a range of 0.001–5,186.57 mD. The results showed the potential of 3‐D inversion of AMT data to map the fluid pathways at Mount Meager. These pathways are correlated with loss circulation zones in boreholes and can account for porosity up to 8.5%, which using the porosity‐permeability relationship translates to permeability of the order 0.249 mD. Not only are the fault and fracture zones important for reservoir exploitation, but they also provide permeability for the circulation of meteoric water. Our studies suggest that a set of fractures with 0.1 m spacing and 20 mm aperture can keep 40% fluid in pores and transmit fluid with possible permeability of 666 mD. Plain Language Summary: Geothermal is the natural heat within the Earth. Heat passes to the near‐surface by the magma intrusion into the crust and circulation of groundwater through fluid flow pathways. This paper evaluates the fluid flow pathways, structure, and physical properties beneath the Mount Meager Volcanic Complex (MMVC; Canada). The audio‐magnetotelluric (AMT) method (natural‐source electromagnetic geophysical technique) was used to produce the 3‐D resistivity model. Moreover, utilizing laboratory experiments, we modified rock‐physical and fluid chemistry relationships to focus on the MMVC rather than using relations adapted to other volcanic settings. The AMT model shows correlations between the locations of conductors and faults and suggests that faults act as flow pathways. A porosity of up to 8.5% is expected in the potential reservoir zone. By combining the resistivity model with rock and fluid properties, we mapped potential flow pathways and rock properties. Results showed that in rocks with low porosity and permeability, fractures provide the primary way of flow with porosity and permeability up to 40% and 666 mD, respectively. This project contributes to the development of conceptual models of the hydrothermal flow, which could be used to reduce the risk of future exploitation of geothermal resources. Food insecurity is widely documented among people living with HIV (PLWH) worldwide, and it presents significant challenges across the spectrum of HIV care and support. In North America, the prevalence of food insecurity among PLWH exceeds 50%. In the province of British Columbia (BC), it exceeds 65%. It comes as no surprise that food has become an essential tool in supporting and engaging with PLWH. Over the past decade, however, a shift has taken place, and food has become an incentive to boost uptake and outcomes of prevention, testing, treatment, and support. To explore this practice, we drew on a qualitative case study of incentives in the care and support of PLWH. This paper presents the findings of a targeted analysis of interviews (N = 25) that discuss food incentives and explores two main themes that shed light on this practice: (1) Using food to engage versus to incentivize and (2) Food is more beneficial and more ethical. Providers perceived food more positively than other incentives, despite the goal remaining somewhat the same. Incentives, such as cash or gift cards, were considered ethically problematic and less helpful (and potentially harmful), whereas food addressed a basic need and felt more ethical. Little research has been carried out on young people transitioning out of care in Canada. The objective of this paper was to describe and comment on the services provided to youth leaving care systems in Canada, with a focus on the four provinces with the largest populations (Ontario, Quebec, British Columbia, and Alberta). The Quebec government offers only one limited-access transition program, which has just been extended to age 25. Ontario, British Columbia, and Alberta offer several transition programs, which include financial, education, and life skills components. In British Columbia, these offer support up to age 29. The 6 remaining provinces and the 3 territories offer support to a maximum age that ranges from 21 to 26. Most offer a general financial allowance, and some offer additional supports that can include a housing allowance, tuition waivers, and job training. British Columbia and Ontario offer the most supports, including medical assistance, tuition waivers, and mental health supports. Requisition storage and retrieval are an integral part of the outpatient laboratory testing process. It is frequently necessary to review an original requisition to confirm the ordering physician, patient demographics, diagnostic information, and requested tests. Manual retrieval of a paper requisition is time-consuming and tedious. Although commercial solutions exist for the scanning and archiving of barcoded paper requisitions, the tools to accomplish this are freely available from the open source software community. We present a simple dedicated piece of software, Reqscan, for scanning patient laboratory requisitions, finding all barcode information, and saving the requisition as a portable document format named according the barcode(s) found. This Python application offers a simple solution to patient requisition digitization. Reqscan has been successfully tested and implemented into routine practice for storage and retrieval of outpatient requisitions at St. Paul's Hospital, Department of Pathology and Laboratory Medicine in Vancouver, British Columbia, Canada. This article describes how human rights uprisings in Canada often occur because of Canada's lack of recognition and respect for Indigenous laws. The most recent example noted involves pipe line construction on traditional Wet'suwet'en territory in British Columbia, the building of which proceeded without considering Indigenous laws and customs. The result was country-wide blockades and protests by First Nations that brought the nation's economy to a halt. The paper argues that these uprisings happen because Canada's justice system and the lawyers, judges, policy makers, and politicians that operate within it are generally ill prepared to comprehend or reconcile the relationship between colonial legal systems and Indigenous systems of law. The article goes on to illustrate how the historic Indian Residential School Settlement--the largest and most comprehensive in Canadian history--was achieved by following Indigenous law and processes, harmonized in part with principles of the common law of tort. The article then ends with a discussion about how Indigenous laws could be made more accessible and intelligible and how they could be applied territorially and generally. The paper makes the ultimate point that different perspectives and legal theories are necessary to craft appropriate reparations and the processes used to achieve them. Unless Indigenous laws, traditions, and practices are central to the design and implementation of reparations for colonial misdeeds, state responses to the cultural genocide perpetrated against Indigenous peoples in Canada will not open pathways to either healing or reconciliation. This paper responds to the call to explore pedagogical relations and dialogues in considering how to create climate pedagogies that are responsive, dynamic, and transformative in thinking about human and nonhuman relations. Using the lens of entanglement, the paper attempts to bring into dialogue children's rights and more-than-human ways of thinking to understand what, if any, commonalities lie in these two projects and whether and how a rights-respecting approach can be productively reconfigured in envisaging a dynamic climate pedagogy. It considers several tensions that arise from this entangled dialogue to probe both the overlaps and points of incommensurability in the two approaches. This includes viewing asymmetrical power and logics of coloniality that assert themselves through rights discourses and rights-based techniques based in an Anglo-Eurocentric worldview that narrowly defines who is included in the "human" of human rights. To illustrate these entanglements, the paper draws on a child/youth-led and child/youth-driven participatory model called Shaking the Movers (STM) created in 2007 by the Landon Pearson Centre and used with youth as well as with children in early childhood and other settings across Canada each year. The model aims to enable children's civil and political rights. Shaking the Movers was used as the framework for a workshop held in Williams Lake, British Columbia in 2017. The workshop serves as a case study in this paper to illustrate some of the entanglements that arise in practice when considering rights-respecting and more-than-human approaches. The analysis draws on scholarship from several disciplinary locations, including Stuart Aitken's critical childhood concept of the post-child, Veronica Pacini-Ketchabaw and Affrica Taylors notion of agency as not exclusively human and conceived as collective rather than an outcome of individual intent, and Shenila Khoja-Mooljis analysis of an ethic of interdependency and alliance when understanding human rights in context. Each of these perspectives informs a contemplation of how to reconfigure the Shaking the Movers model amplify its strengths. The paper concludes with thoughts on the ways entanglements create a productive space both for bringing together a more-than-human and rights-respecting approach to attend to actions emanating from the margins and for invigorating and understanding how to meaningfully engage children located in interconnected and interdependent worlds. Assessing the energy performance of existing residential buildings (ERB) has been identified as key to improving building energy efficiency and reducing associated greenhouse gas emissions in Canada. However, identifying optimal retrofit packages requires a significant amount of knowledge of building energy modelling, and it is a time-consuming and laborious process. This paper proposed a data-driven framework that combines machine learning, multi-objective optimization, and multi-criteria decision-making techniques to evaluate the energy performance of ERB and thereby formulate optimal retrofit plans. First, an artificial neural network (ANN) was developed to predict the energy performance of a wide range of retrofit packages. A genetic algorithm was employed to determine the best structure and hyperparameters of the ANN model. Then, the energy consumption results were integrated with environmental and economic impact data to evaluate the environmental and economic performance of retrofit packages and thereby identify Pareto optimal solutions. Finally, a multi-criteria decision-making method was used to select the best retrofit packages among the optimal solutions. The proposed framework was validated using data on a typical residential building in British Columbia, Canada. The results indicated that this framework could effectively predict building energy performance and help decision-makers to make an optimal decision when choosing retrofit packages. In this paper, we report on research findings from a cross-sectional survey with 143 primarily Mexican migrant agricultural worker respondents in British Columbia (BC), Canada. Participants reported high rates of experiences of threats and violence by employers, limited faith in the follow-through of both Canadian and country-of-origin authorities when reporting concerns, and a unanimous lack of knowledge in how to file a claim of a legal matter (e.g., housing, human rights violation). Most participants also reported that they believed they would receive poorer health care in relation to their Canadian counterparts and that their privacy would not be protected. While certain indicators, such as knowledge of resources for transportation, translation, and legal advocacy were higher than previous research would suggest, most participants did not feel confident that more serious issues would be addressed if they sought help. Our results suggest migrant workers in BC report similar, or even higher, rates of experiences and expectations of poor social support, legal protection, and health care in comparison to prior research in this region and elsewhere. While further research would be required to confirm this hypothesis, the impact of COVID-19 on this population is undeniable. Our findings highlight the need for greater regional and provincial commitments to fund targeted services for migrant agricultural workers that address the unique barriers they face. Additionally, greater attention and funding must be dedicated to supporting this population to navigate and access services that already exist. Together, dedicated initiatives could make a major difference for this workforce. Federal investments in support services of this nature would ensure the sustainability of such efforts. In addition, reforms to temporary migrant agricultural programs, such as open work permits and immediate access to permanent residence, would better afford workers opportunities to access the rights and protections that are currently out of reach for many. The COVID‐19 pandemic has highlighted the importance of childcare to national economies in general and women's economic participation in particular, spurring renewed interest in childcare policy in many countries that have implemented lockdowns. This paper adopts a circle of care framework to analyzes how COVID‐19 has affected paid childcare, unpaid childcare and other paid work, and the relationship between these sectors. Analysis is grounded in the lived experiences of parents and childcare educators, documented through 16 semi‐structured interviews during the initial lockdown (March–June 2020) in British Columbia, Canada. Experiences from educators suggest their safety was not prioritized, and that their contributions were undervalued and went unrecognized. Mothers, who provided the majority of unpaid care, not only lost income due to care demands, but struggled to access necessities, with some reporting increased personal insecurity. Those attempting to work from home also experienced feelings of guilt and distress as they tried to manage the triple burden. Similarities of experiences across the circle of care suggest the COVID‐19 childcare policy response in BC Canada downloaded care responsibilities on to women without corresponding recognition or support, causing women to absorb the costs of care work, with potential long‐term negative effects on women's careers and well‐being, as well as on the resilience of the circle of care. In 1999, BC Hydro installed optical fibers in the fluid channel of 525 kV self-contained fluid-filled submarine cables originally installed in the 1980s that connect substations in the Vancouver area of British Columbia, Canada, for the purposes of monitoring temperatures. In combination with this work, a real-time monitoring was used to collect load data and measured temperatures in an effort to optimize the ratings of the cables. The dynamic thermal circuit rating system developed by the Electric Power Research Institute was applied to the 525 kV cables as part of a project to modify the system for support of the unique characteristics of the cable system installation. Specifically, the submarine cables utilize a parallel pipe water cooling system for the shore zones. This paper describes the software modifications that were implemented to enhance the dynamic rating system to model the unique characteristics of the 525 kV cable system and discusses how recorded data collected over several seasons were used to verify and refine the cable rating model. The resulting evaluation showed good agreement of the dynamic rating system calculations with measured results and helped the utility better understand the ratings on these circuits and permitted the utility to perform simulations to evaluate various loading conditions. The Canadian government recently sanctioned a supervised consumption site (SCS) that is currently in Vancouver, British Columbia. The government is open to sanctioning more sites across the country; however, by law the federal health minister must consider whether such facilities are supported by local governments representing the cities where the sites are proposed to be located. Until 2016, the government of Canada's largest city, Toronto, did not support SCSs. Drawing on Lenton cannabis policy research, this study analyses government documents, policy papers, scientific reports, and newspaper articles and secondary literature to identify some of the significant barriers that minimised the likelihood that Toronto's council would support SCSs between 2003 and 2016. The report compares conditions in Toronto to those of Vancouver where SCSs have enjoyed council support since 2001. This study find that three conditions play an important role in explaining why SCSs were supported in Vancouver 14 years before they were endorsed in Toronto: (1) Strong public support; (2) Favourable electoral conditions; and (3) Law enforcement support. Changes in Toronto surrounding these conditions help explain why its council endorsed SCSs in 2016. As the present Covid – 19 pandemic moves through Indigenous communities in Canada, it has been argued that continued mineral extraction or pipeline construction will potentially exacerbate the virus' spread among Indigenous people residing near work camps or construction areas. Listing these operations as essential puts an onus on local Indigenous people to take part in consultation with extractive industries. British Columbia is one province that listed extractive operations as essential during the pandemic. It also recently enacted consultation protocols meant to guide concerned Indigenous communities and extractive industries on proper consultation procedure to limit Covid - 19's spread while ensuring these projects continue. Nonetheless, the paper argues that British Columbia's consultative guidelines adhere to a necropolitical dynamic through which Indigenous people are required to take part in government policy meant to limit their own independence. The Crown holds license to decide when Indigenous communities are given a reprieve from taking part in consultation and when they are obligated to participate once again. This is done without "consulting" with Indigenous peoples themselves and how they view a process that limits their logistical and regulatory strength. Introduction: In light of North America's persisting drug toxicity crisis, alternative drug policy approaches such as decriminalization, legalization, regulation, and safer supply have increasingly come to the forefront of drug policy discourse. The views of people who use drugs toward drug policy and drug law reform in the Canadian context are essential, yet largely missing from the conversation. The aim of this study was to capture the opinions, ideas, and attitudes of people who use drugs toward Canadian drug laws and potential future alternatives. Methods: This paper was developed as part of the Canadian Drug Laws Project, a cross-jurisdictional qualitative study conducted in British Columbia, Canada between July and September 2020. The qualitative data are from 24 semi-structured interviews with a diverse sample of people who use illegal drugs. Interviews were recorded, transcribed, coded, and analyzed thematically by the research team. Results: Two main themes and corresponding sub-themes are presented: (1) The experience of stigma as a consequence of criminalization; (2) The perceived benefits of drug law reform. Participants spoke in-depth about their experiences living within a criminalized drug policy context and offered suggestions for new pathways forward. Their perspectives illuminate how Canada's drug laws may shape public attitudes toward people who use drugs and the consequent manifestations of structural, social, and self-stigma experienced by people who use drugs. Conclusion: Participants openly and profoundly believed that current drug laws produced and propagated the public attitudes and structural inequities experienced by people who use drugs in Canada. This matters, not only because our findings highlight the fact that people who use drugs experience stigma in tangible and clearly impactful ways, but it also suggests that the criminlilization of drugs shapes the experience of structural, social, and self stigma. Finally, participants believed that efforts to destigmatize people who use drugs would be ineffectual without the enactment of more robust forms of drug law reform such as the decriminalization of illegal drugs. This paper presents the preliminary results of a one and a half-year ethnographic study conducted in Victoria, British Columbia, Canada. The research focused on participants' experiences of their bodies in the context of yoga as a health practice—specifically how they conceptualised their musculoskeletal bodies in this practice through ideas of systems, fragments, and materiality. It argues that participants' larger narratives about health and healthy bodies inform how yoga as a health practice is embedded in discourses of body work where yoga, health, and particular notions of bodily-ness become a project for the transformation of the self into a particular idea of what a body is or should be. In 2004 , the provincial government of British Columbia in Canada initiated a seismic retrofit program to quantify the seismic risk and to implement a seismic mitigation plan over 750 school buildings located in high seismic hazard regions of the province. The current phase of the program focuses on conducting a series of full‐scale shake‐table tests of a retrofitted two‐story wood‐frame school building prototype as part of the performance‐based Seismic Retrofit Guidelines (SRG). This paper presents the numerical modeling and seismic assessment of the tested building. A detailed two‐dimensional model and a computationally efficient three‐dimensional model were developed. By performing nonlinear dynamic analyses, both models predicted the building responses accurately when compared with the experimental tests in terms of roof drift, energy dissipation, and global hysteresis behavior. The retrofitted school building showed a large overstrength that mainly came from the unblocked walls. Empirical equations based on the FEMA P‐807 guidelines and a simplified method developed in the SRG, called Toolbox Approach were investigated for estimating its overstrength and ultimate capacity. Finally, following a performance‐based tri‐hazard probabilistic methodology proposed in the SRG, the seismic risk of the building was assessed by performing incremental dynamic analysis using 30 ground motion records that were selected based on a multiple event‐based conditional mean spectrum (CMS) approach. The results indicated that the subduction motions posed higher probability of drift exceedance and collapse risk of the retrofitted school building than crustal and subcrustal motions. This paper critically explores the potential of restorative justice processes to address corporate wrongdoing, including criminal and regulatory offences by corporations, in Canada. Criminal liability on the part of corporations has a long history of being provided for under Canadian criminal law. The Criminal Code of Canada, in section 2, defines "every one", "person" and "owner" to include "public bodies, bodies corporate, societies, companies". However, reaching a verdict that a corporation has committed a crime is a more complicated process than making the same findings about a natural person, and meting out meaningful consequences in sentencing a corporation is still more difficult. Obtaining meaningful redress for regulatory violations is also difficult. This paper specifically considers the potential criminal and regulatory liability of oil and gas companies for environmental harms. Working from the example of Environmental Justice Forums now being used as a restorative measure in the Canadian province of British Columbia, this paper critically assesses problems with, and considers the potential of, using restorative justice principles as frameworks around which to design mechanisms to govern the conduct of large corporations in the Canadian context. This paper presents a novel approach to continuously monitor very slow-moving translational landslides in mountainous terrain using conventional and experimental differential global navigation satellite system (d-GNSS) technologies. A key research question addressed is whether displacement trends captured by a radio-frequency "mobile" d-GNSS network compare with the spatial and temporal patterns in activity indicated by satellite interferometric synthetic aperture radar (InSAR) and unmanned aerial vehicle (UAV) photogrammetry. Field testing undertaken at Ripley Landslide, near Ashcroft in south-central British Columbia, Canada, demonstrates the applicability of new geospatial technologies to monitoring ground control points (GCPs) and railway infrastructure on a landslide with small and slow annual displacements (<10 cm/yr). Each technique records increased landslide activity and ground displacement in late winter and early spring. During this interval, river and groundwater levels are at their lowest levels, while ground saturation rapidly increases in response to the thawing of surficial earth materials, and the infiltration of snowmelt and runoff occurs by way of deep-penetrating tension cracks at the head scarp and across the main slide body. Research over the last decade provides vital information for government agencies, national railway companies, and other stakeholders to understand geohazard risk, predict landslide movement, improve the safety, security, and resilience of Canada's transportation infrastructure; and reduce risks to the economy, environment, natural resources, and public safety. With an increasingly political environment developing in western, industrialized resource sectors, the purpose of this paper is to explore Indigenous governments' ability to assert sovereignty over their territory as it pertains to resource development. Utilizing a relational self-determination framework, we present a case study of the Stk'emlupsemc te Secwépemc Nation and their role in governance over mineral development in their unceded traditional territory located in the interior of British Columbia, Canada. This article adds to the growing case examples that suggest that First Nations governments in Canada are exerting their selfdetermination strategically, transitioning the role of negotiated agreements from an Impact-Benefit transaction to gain greater participation in resource extraction decision-making. Utilizing tools such as cultural heritage studies, legal action, and developing community-based processes of consent, First Nations governments are gaining more negotiating leverage and influence over decision-making processes for resource development projects. These insights are particularly relevant for Indigenous communities that are considering their options regarding resource development as a path to autonomy and self-governance over their territory, resources, and economies. Purpose The purpose of this paper is to present a study of the transformation of First Nations’ health governance, describing the development of partnerships between First Nations and provincial and federal governments for co-creating solutions to address First Nations’ health inequities in British Columbia (BC). The paper frames this transformation in the context of a Canada-wide reconciliation initiative stimulated by the Truth and Reconciliation Commission.Design/methodology/approach This qualitative case study was a joint initiative between Simon Fraser University and the BC First Nations Health Authority (FNHA), involving interviews with senior leaders within the BC health system, FNHA and First Nations communities. In addition, a policy roundtable was held in February 2015 which gathered 60 participants for further dialogue on the process.Findings Key themes included: partnership and relationships, governance and reciprocal accountability, First Nations perspectives on health and wellness, and quality and cultural safety. Findings indicate that significant transformational changes have happened in the relationship between First Nations and the mainstream health system. The creation of the FNHA has led to more representation for First Nations people at all levels of governance and health service planning, which will ultimately lead to more culturally safe health services that incorporate a First Nations perspective of wellness.Social implications The transformation of First Nations health governance in BC can serve as an example in other indigenous health settings both within Canada and internationally.Originality/value This paper describes a transformative health governance process in First Nations communities that is an historical first in Canada. Background: A surgical readiness assessment is a major step in the medical journey of trans people seeking gender-affirming surgery. Much of the peer-reviewed literature surrounding surgical readiness assessments emphasizes the perspectives of academics and clinicians, leaving the voices of trans and gender diverse patients largely unheard. Aims: This paper foregrounds patient experiences with surgery readiness assessments to discuss the tensions, challenges and opportunities they generate. Methods: We conducted a thematic analysis of 35 in-depth interviews with trans people who accessed or were seeking to access gender-affirming surgery in British Columbia. Results: We developed three main themes to capture participants' narratives of their surgical assessment experiences. The first, assessments as gatekeeping, explores the stories of people who described their assessments as outdated and even discriminatory processes. The second, assessments as a barrier to care, discusses the informational missteps, bureaucratic regulations, economic issues, and geographic concerns that made assessments difficult to access. The third, assessments as useful, includes positive stories about assessments that often involved feeling supported by an assessor and feeling prepared for the next steps. Discussion: These narratives demonstrate how much variation exists among people's experiences of readiness assessments for gender-affirming surgery. No matter how their actual assessment turned out, many participants approached their appointments with a great deal of anxiety and trepidation. We attributed this stress was to challenges ranging from lengthy wait times, arbitrary medical gatekeeping, a lack of access to knowledgeable and supportive providers, unclear or changing administrative processes, and insufficient communication. To address these challenges, it is crucial for the medical system to create more accessible pathways with centralized, up-to-date information for people trying to access assessments. The passage of time influences the content of the law and therefore also the validity of legal arguments. This is true even for charter-arguments, despite the widely held view that constitutional law is made to last. In this paper, I investigate the reason why the sanctity-of life argument against physician assisted suicide lost its validity between the Supreme Court decision in Rodriguez v. The method of hydraulic fracturing used to exploit unconventional shale gas has raised public concerns over the volumes of freshwater that are extracted for injection operations as well as the volumes of wastewater generated as a by-product of gas production. Using data from the British Columbia Oil and Gas Commission, this paper examines the volumes of produced and injected water from hydraulically fractured gas wells in Northeastern British Columbia. The two major producing shale gas basins in the province are the Montney and the Horn River. In this study, these are divided into several sub-basins based on existing geological and reservoir engineering applications. For each sub-basin the average volumes of wastewater- and injected water per well are calculated and then normalized to cumulative gas production. Ratios of injected water: gas production and wastewater: gas production are then applied to estimated volumes of remaining gas reserves in each sub-basin in order to calculate a total water footprint of future exploitation. These extrapolated water footprints were further elaborated into three scenarios of wastewater recycling rates: 0, 40, and 100% re-use. This study also compares the quality and quantity of wastewater produced from hydraulically fractured wells to their conventional counterparts in the province. Based on these calculations, the total future freshwater withdrawal and wastewater production volumes for all basins range from 1.65 to 3 billion, and 0 to 1.35 billion cubic metres, respectively. Volumes of freshwater withdrawal are relatively modest compared to other industries when considering the size of Northeastern British Columbia and the time-scale of extraction. In general, hydraulically fractured wells in Northeastern British Columbia produce volumes of wastewater that are equal to or lower than those required for injection. Analysing sexual harassment law in British Columbia, this paper argues that in highly sexualised work environments, in which practices including sexual 'jokes' or innuendo may be common, law embodies and (re)creates the gendered subtext of the workplace. When a complaint of sexual harassment from a sexualised workplace is raised in a legal forum, a complainant has an obligation to clearly object to the sexual remarks, 'jokes,' banter, etc.-which may be the 'norm'-to show the conduct in question was unwelcome. At the same time, however, a workplace may be structured, in part by law, in a way that restricts employee resistance to uncomfortable sexual experiences. This is the case, I argue, for women working in full-service restaurants when it comes to sexual interactions with customers. This paper explores how restaurant work, in the Canadian context with a focus on the province of British Columbia, is organised in a manner that makes women vulnerable to enduring sexually harassing practices as a routine part of their jobs. This paper examines the consideration of climate change in environmental assessment (EA) in the liquefied natural gas (LNG) sector, British Columbia, Canada. Based on an analysis of recent EA applications, results show that climate change is considered, to some extent, in all phases of EA for most LNG projects. However, stakeholders indicate a dissatisfaction with practice – often based on expectations about EA that exceed what it can deliver as a project-based tool, and sometimes based on an incomplete understanding of existing climate change legislation and targets. Results also indicate inconsistent application of existing climate change requirements across project EAs. Notwithstanding proponents often addressing climate change in their EA applications, climate change tends to receive little attention in project decision and approval conditions. The paper concludes with recommendations for better practice climate change consideration in EA that is commensurate with the scope and scale of project-level issues, complemented by more strategic EA and economic instruments. Power engineering certification in Canada comprises a hierarchical, graduated system available to both young and adult learners. This paper offers insight into the knowledge gap regarding factors influencing Canadian power engineers' decision to pursue advanced certification in the Provinces of British Columbia and Alberta, with implications for adult learning in the power engineering sector of Canada. Comprehension of factors that influence intentions for power engineering certification may illuminate barriers and enablers to adult learning and provide evidentiary knowledge to support a format that facilitates advancement of certification. The research methodology was quantitative correlational design in which linear and logistic regressions employing a modified Bonferroni equivalent alpha were utilised. An original survey was developed for the study and pilot tested for validity and reliability. The sample comprised 1st, 2nd, and 3rd Class power engineers in British Columbia and Alberta. The dependent variable (DV) was the power engineers' advancement intention. In the context of this paper, advancement intention is an influence leading to the inclination or reluctance to pursue promotion, succession, or advancement in employment. The independent variables (IVs) were time commitment, educational support, locus of control, time elapsed since previous certification, responsibility, and peer appraisal. Revealed in the results were positive, statistically significant relationships between the DV of advancement intention and three of the six IVs. Time commitment, responsibility, and elapsed time exert statistically significant effects on advancement intention (DV). The three remaining IVs that did not exhibit significant relationships with the DV were educational support, locus of control, and peer appraisal. This indicated that the IVs of educational support, locus of control, and peer appraisal did not significantly influence the DV when compared to the significant influences of time commitment, responsibility, and elapsed time on the DV. Comprehension of the influential factors regarding the intention of Canadian power engineers to pursue advanced certification may assist industry and academia with insight into the barriers and enablers to higher certification, and the correlation of decision factors with advancement intention. Abstract The concept of biographical disruption has now enjoyed nearly 40 years of use in medical sociology. This paper argues that taking an embodied approach to biographical disruption helps to explain the concept's enduring efficacy. Drawing on the work of Maurice Merleau-Ponty and contemporary theories of embodiment inspired by his phenomenology, this paper advances that biographical disruption involves, in the first instance, a disruption to the ability to enact an embodied orientation towards the world. Biographical disruption does not, from this perspective, result from illness as such, but from the ways that illness impinges on one's physical ability to engage with daily life. This paper examines the experiences of solid organ transplant recipients for the purpose of shedding light on the conditions under which biographical disruption arises in experience. The analysis includes interviews with 36 post-operative solid organ transplant recipients (heart, liver, lung, and kidney) living in British Columbia or Ontario, Canada. These participants exhibit a wide range of illness experiences, some of which manifest as biographical disruption and others that do not. Tracing the contours of these experiences, this paper argues that the efficacy of biographical disruption for describing the illness experience depends not only on the illness experience but also, fundamentally, on the content of embodiment prior to the onset of that experience. Purpose: To understand how the Take Home Naloxone (THN) program is implemented in two pilot correctional facilities in British Columbia (BC), Canada, in order to identify areas for program improvement and inform the expansion of the program to other Canadian correctional facilities The paper aims to discuss these issues.Design/methodology/approach: Two focus groups and one interview were conducted with healthcare staff at two pilot correctional facilities. Sessions were audio recorded, transcribed verbatim and divergent and convergent experiences within and between the facilities were explored in an iterative process. Key themes and lessons learned were identified and later validated by focus group participants.Findings: Key themes that emerged included: challenges and importance of the train-the-trainer program for healthcare staff conducting participant training sessions; potential for improved prison population engagement and awareness of the program; tailoring program resources to the unique needs of an incarcerated population; challenges connecting participants to community harm reduction resources following release; and clarifying and enhancing the role of correctional officers to support the program.Research Limitations/implications: The correctional setting presents unique challenges and opportunities for the THN program that must be considered for program effectiveness.Originality/value: This evaluation was conducted to inform program expansion amidst a historic opioid overdose epidemic in BC, and adds to the limited yet growing body of literature on the implementation and evaluation of this program in correctional settings globally. This paper explores the biography of a wagon road located in the First Nations (indigenous) territory of the Stl'atl'imx of the lower Lillooet River Valley in southern British Columbia, Canada. While the road is best known as a route to the Fraser Canyon during the Fraser River Gold Rush of 1858, here I investigate its multiple lives. Adopting themes from symmetrical archaeology, I show that the wagon road was not a passive outcome of colonial action but instead shifted in form and meaning as it interacted with the human and non-human world. I draw on archival documents from the Royal Engineers and oral accounts from the Stl'atl'imx of the lower Lillooet River Valley to illustrate how people, places and things were woven into the landscape through bodily engagement with the road. This paper thus highlights the complexity of the colonial encounter and the importance of movement and the materiality of movement (roads) in understanding the diversity of interaction in tensioned landscapes. Purpose In 1950, the Aluminum Company of Canada (Alcan) was given a perpetual water license for a large section of Northern British Columbia, Canada. The benefit to the original owner of the water rights, the Province of British Columbia, was economic and population growth. The purpose of this paper is to follow the contestation over these rights from 1948 to 2016.Design/methodology/approach An institutional logics perspective was taken to analyze the main actors and how their relative power (dominant versus fringe) changed in the institutional field. Archival data and selected interviews were mapped to institutional logics across three time periods.Findings In the inter-temporal setting, many of the actors that were fringe in 1950 became more dominant by 2016. For example, the local indigenous peoples, the Cheslatta Carrier First Nation, were flooded off their land to make way for Alcan’s dam. They ended up as very powerful players in the institutional field. The perpetual rights given to Alcan made it a dominant actor across all time periods, despite changes in the logics of the institutional field.Research limitations/implications A single case was studied; other comparative settings should be explored to contrast and compare. The data were primarily archival, supplemented by only three interviews of those related to the case study. This case study is also one where water rights were privatized in perpetuity, which may not be the case in other settings.Practical implications Current governments and non-governmental organizations (NGOs) should use this case to understand the long-term effects of resource policy decisions.Social implications The building of large dams has been, and continues to be, used worldwide to provide power to create economic growth. Our setting provides insight into the long-term societal outcomes of using water rights in this way.Originality/value This is an original use of institutional logics around a natural resource-based institutional field. Using institutional logics in a multi-period setting, focusing on the power relations of the key actors, and how they can be constrained by historical forces, provides a contribution to the literature. Substantial historical research indicates that during World War II Canadian schools were considered optimal sites for fostering nationalistic sentiments in teachers and learners. Policymakers directed educators and students to collect scrap metals, purchase war savings certificates, salute the flag, and undertake marching drills. These wide-reaching directives give the impression that schools were considerably reshaped during the war. Nevertheless, since much of the literature has used official information sources, such as curriculum documents and government missives, it is unclear to what extent teachers implemented such directives. No Canadian scholarship has tapped the memories of former teachers to determine their compliance in promoting nationalistic sentiments and activities. Nor have existing histories categorised activities by geographic area (such as rural versus urban; coastal versus inland) or school level (elementary versus secondary). Thus, the “unity of purpose and experience” implied by some of the literature may be overemphasised. This paper challenges the suggestion that throughout Canada all children and teachers in schools fervently engaged in nationalistic behaviour during World War II. To supplement government perspectives found in newspapers, magazines, curricular documents, and other Department of Education sources, I interviewed two dozen teachers who taught in 40 schools throughout British Columbia between 1939 and 1945. Despite policymakers’ intentions, there were many factors influencing schools’ abilities to support the war effort. These included a community’s geographic proximity or access to centres of larger war-related activity, such as munitions factories or collection stations; the values and social circumstances of families and communities; and teachers’ individual preferences, often reflecting their career stage. Purpose The purpose of this paper is to examine the experiences of belonging and wellbeing among temporary migrant agricultural workers (TMAWs) in a rural setting in the interior of British Columbia, Canada.Design/methodology/approach A qualitative narrative approach informed by participatory action research principles was employed. In total, 12 migrant workers participated in two to four one-on-one interviews and/or focus group conversations.Findings The analysis revealed an over-arching theme of Marginal Living encompassing stories of always on the outside, mechanisms of isolation and exclusion; struggling for the basics, realities of worrying about daily bare necessities; and “nothing but a worker’s,” experiences of being reduced only to one’s labor. These storied experiences each impacted workers’ wellbeing and typically limited their ability to feel a sense of belonging. Yet, workers exerted agency and resilience through storied experiences of “one family and for those who come next.” Their efforts contributed to building a sense of community through mutual support and advocacy.Originality/value Very few studies have focused on the day-to-day experiences of this population and its influence on their sense of belonging and wellbeing. This study is also the first to examine this topic within this particular region (the rural BC interior). These findings can provide a starting point for improved program planning to address challenges faced by TMAWs in rural Western Canada. Further, they expand the understanding of concepts such as partial citizenship and structural exclusion as they apply in the day-to-day realities of migrant workers in rural BC. Proactively managing disaster risk in the absence of an event is the result of the responsible organization or institution's political will. This paper is a comparative policy and practice study on factors affecting municipal institutional behaviour on flood management in the City of Vancouver and District of Maple Ridge, British Columbia. Using Q methodology, we identify three behavioural groups through a by-person factor analysis on local practitioners ( n = 12) in the study area. We compare these findings with data gathered from semi-structure in-depth interviews ( n = 7), literature on development pathway theory and a review of local responses in the two cities. We suggest the mechanisms in place for external funding is inherently different for smaller municipalities who lack administrative capacities. In the absence of cross-boundary risk, it becomes more difficult to access the resources necessary to adopt disaster risk reduction strategies requiring large inputs of hard infrastructure. These smaller municipalities are more reliant on the expressed interests of the public than that of larger municipalities who can more freely distribute resources based on risk. Not only does institutional behaviour influence the disaster risk management system in place, but also the external mechanisms in place to provide support for such proactive management forces institutional behaviour of smaller municipalities to be oriented towards more social inclusion as opposed to the risk-sensitive approach that larger municipalities are more easily able to align themselves. This hinders the adoption of disaster risk reduction in local emergency management policy and practice and reinforces a reactive disaster risk management. [ABSTRACT FROM AUTHOR]
