Many regions around the world are transitioning out of open access to groundwater resources in order to tackle over extraction by irrigated agriculture. However, the state has limited capacities to regulate effectively agricultural groundwater use. This paper evaluates how users and public authorities can co‐manage groundwater extraction by agriculture. Based on Schlager and Ostrom's "bundle of rights" framework, the paper examines how decisions over access and use of groundwater resources are made in France, Spain and California. The three cases share a common strive to involve groundwater users in decisions over how to reduce over extraction of groundwater resources. However, different choices were made regarding the institutional set‐up for user involvement in allocation decisions. The paper presents the diversity of institutional arrangements influencing groundwater allocations in the three cases, and the relative involvement and power of users and public authorities over these institutions. The papers show the different ways in which "comanagement" may be made operational for managing agricultural groundwater use. Childcare is a need that inevitably emerges once migrants establish themselves and their families in their destination country. However, migrants' use of informal childcare still constitutes an under‐researched phenomenon. Using data from the 'Social Condition and Integration of Foreign Citizens' survey (2011–2012) for Italy and the 'Trajectoires et Origines' survey (2008–2009) for France, this paper examines differences between migrants living in the two countries in terms of their use of informal childcare and, more specifically, their informal childcare arrangements. We employ a comparative analysis because we hypothesised that parental choices would depend on the migrants' region of origin, the institutional context of their destination country and the interplay between these two elements. The results suggest that migrants' choices stem from a complex relationship between the norms and beliefs of the country of origin and those in the destination country, which are generally characterised by different family policies and levels of childcare availability. We show that the use of informal childcare is higher among migrants in Italy than it is among those in France, even among migrants from the same region of origin. The results also suggest that the use of particular informal childcare arrangements varies by region of origin regardless of destination country, supporting the hypothesis that migrants' cultural values and beliefs play a critical role in determining childcare arrangements. Bituminized waste products (BWPs) were produced by conditioning in bitumen the co‐precipitation sludge resulting from industrial reprocessing of spent nuclear fuel. Underground geological disposal is a solution for the long‐term disposal of some intermediate level long‐lived (ILW‐LL) categorized BWPs in France. After one or several hundred thousand years, the water from the host rock will fully saturate the disposal cells. By an osmotic phenomenon enabled by the semi‐permeable capacity of the bituminous matrix, water in direct contact with BWPs could cause them to swell, which would lead to pressure on the host rock and may damage the disposal facility. Therefore, the BWPs' swelling behavior has to be taken into account in safety studies for disposal facilities. This paper presents an experimental and numerical investigation of BWPs' swelling behavior due to water uptake. Experimentally, water uptake, swelling and released salts were monitored for about 4 years during free leaching tests of simplified BWPs. The numerical model presented is extended from an existing one that incorporates transport mechanisms (diffusion, permeation, osmosis) with mechanics via Maxwell's viscoelastic model. An original coupled homogenization of transport terms is proposed to better capture the role of the semi‐permeable membrane played by the bitumen and the porosity dependency of coupled transport coefficients during water uptake. The presented numerical model is able to reproduce the experimental results of free leaching tests and shows its validity for the entire leaching process. [ABSTRACT FROM AUTHOR]

This paper aims to propose a new dashboard in which we consider all indicators related to the sustainable supply chain (SSC) under circular economy (CE) constraints. As small and medium‐sized enterprises (SMEs) represent 99% of all businesses in the European Union (EU), this study mainly focuses on surveys of French textile and clothing SMEs. It aims to propose a practical and agile tool to help SC managers cope with sustainability challenges and assess the performance of CE implementation in the SC of the textile and clothing industries. To achieve this objective and to develop a relevant questionnaire enabling us to prepare and conduct surveys, we first identified 63 relevant indicators through an extensive exploratory study based on a leading group in luxury and fashion and a pioneer in corporate social responsibility (CSR). Second, we conducted a survey of 46 textile and clothing companies based in France. Finally, we proposed a new comprehensive SC manager dashboard under CE constraints. From the results, we found that there are several barriers to implementing the CE concept in the textile and clothing industry, such as a lack of sustainability performance, a lack of regulation, and a lack of mandatory responsibilities of SC actors. Hence, to cope with these barriers, the SC must be circular and sustainable by highlighting more circular practices such as recycling, eco‐design, compliance with regulations, reducing waste, minimizing greenhouse gas (GHG) emissions, energy, and water consumption. The results revealed that our new proposed dashboard highlights all these concepts that enable us to support textile and clothing SMEs to achieve high sustainable development goals. The closing of the aging nuclear power plant of Fessenheim was eventually concretized in June 2020 after many years of controversy, reflecting the sensibility of closing nuclear power plants in France, the world's second largest producer of nuclear power. This paper provides insight into how this highly policy vexed issue was discussed on the local level during 2017, a period when the decision regarding the shutdown was still at stake. Here, I examine the discursive strategies mobilized by key actors lobbying for the shutdown or maintenance of the nuclear power plant to enhance their argumentations. Using political discourse analyses combined with the logics approach, the article shows that the argumentation of proponents and advocates of a shutdown is structured around the same concept of sustainability. However, economic growth, social prosperity, and environmental "cautiousness" are not articulated with the same chain of equivalence and do not activate the same fantasmatic logics. France has experienced significant social policy changes in the last 20 years, which are perceived to be paradigm shifts. The paper informs the reader about the implementation of New Public Management (NPM) principles in the French health care system and its limitations. NPM developments change the healthcare environment, but its outcomes were below expectations. Reforms led to a recentralization of health policy decisions, eased the implementation of austerity measures, but adversely affected key stakeholders such as the medical profession and the public. This paper provides new stylized facts about labor earnings inequality and dynamics in France for the period 1991-2016. Using linked employer-employee data, we show that (i) labor inequality in France is low compared to other developed countries and has been decreasing until the financial crisis of 2009 and increasing since then, (ii) women experienced high earnings growth, in particular at the bottom of the distribution, in contrast to the stability observed for men. Both result from a decrease in labor costs at the minimum wage and an increase in the hourly minimum in the aftermath of the 35h workweek policy, (iii) top earnings (top 5 and 1%) grew moderately while very top earnings (top 0.1 and 0.01%) experienced a much higher growth, (iv) inequality between and within cohorts follow the same U-shaped pattern as global inequality: it decreased before 2009 and then increased until 2016, (v) Individual earnings mobility is stable between 1991 and 2016, and very low at the top of the distribution, (vi) the distribution of earnings growth is negatively skewed, leptokurtic, and varies with age. Then, studying earnings dispersion both within and between territories, we document strong differences across cities aswell as between urban and rural areas, even after controlling for observable characteristics. We also observe a continuous decrease in earnings inequality between territories. However, a larger inflation in rural territories mitigates this convergence. Finally, we document a strong reduction in inequality within rural and remote territories, again driven by changes at the bottom of the wage distribution. [ABSTRACT FROM AUTHOR]

This paper examines empirically the economic relationship between local labour market size and firm returns to training. Anchoring in the literature of micro‐foundation of agglomeration economies, we suspect that this relation is driven by two mechanisms: (i) labour pooling which should positively influence the returns to training through matching and learning effects and (ii) the risk of labour poaching, which tends to reduce the returns to training in larger labour markets. Our estimates, based on a large sample of French industrial firms, reveal that returns to training are increasing with the labour market size, suggesting that labour pooling dominates labour poaching effects. On average, returns to training lie between 6.7 and 7.7%, more in line with the microeconomic literature on education than previous studies focusing on training. [ABSTRACT FROM AUTHOR]

The layer of protection analysis (LOPA) is a well‐established and valuable tool to assess process risk in a plant. Due to the complexity of the method, the composition of the team evaluating a safety scenario bears the inherent risk of subjective judgment and may influence the outcome significantly. Factors influencing the results of the analysis are the experience and knowledge of team members, but also national regulations and standards. Thus, LOPA gives a good basis for process safety risks but needs to be accompanied by additional considerations. The aim of this paper is to share experiences of the practical application of LOPA in existing plants and review scenarios of Process Safety Incidents. This paper analyzes assortative mating and its contribution to inequality in France. We first provide descriptive evidence on the statistical association in several socio‐economic attributes of partners. Second, we assess the contribution of assortative mating to earnings inequality between couples. We provide a new method for assessing the contribution of assortative mating to inequality in couple's potential earnings, that accounts for selection bias arising from labor force participation. Our results indicate a strong degree of assortative mating in France. The correlation in earnings is around 0.17 for annual earnings, around 0.35 for full‐time equivalent earnings and up to 0.49 when using multi‐year average earnings. Assortative mating tends to increase inequality among couples. For annual earnings, the effect accounts for 3 to 9 percent of measured inequality. The effect of assortative mating on household potential earnings is much larger and amounts to 10 to 20 percent for observed inequality. [ABSTRACT FROM AUTHOR]

This paper uses the universe of convictions in France between 2000 and 2003 to document the gender gap in sentencing. It reveals three main findings. First, during this period, and after controlling for very precise descriptions of the offences as well as other observable characteristics, women received prison sentences that were 15 days shorter, on average, than those of men who committed comparable offences. This represents a 33% decrease relative to the average sentence length in the sample (45 days in the entire sample). Second, this gender gap is also observed for mixed‐gender pairs of criminals (one man and one woman) who are convicted together, on the same day, by the same person and for the same crime. Finally, this paper presents robust evidence that the gender gap is affected by the gender of the judge, but not that of the prosecutor. Using the evolution of the courts' composition between 2000 and 2003, the results show that a one‐standard‐deviation increase in the number of women in the court decreases the gender gap by 10%. This paper discusses the scope of the employee's voice in lifelong education decisions, with a focus on qualified assembly‐line workers and professional development schemes allowing their upward mobility out of the assembly line. Using a capability approach, it investigates voice as part of people's agency. Beyond examining the channels that allow employees to have a say in training matters – weak definition of voice – it addresses voice as a process that participates in the conversion of the available training resources and opportunities into lifelong education achievements – strong definition of voice. Comparing two subsidiaries of a multinational firm, one located in Germany and the other in France, we ask under what institutional and organizational conditions employees are able to express and then achieve what they value. In adopting a multi‐level perspective which integrates qualitative data of an institutional, organizational and individual nature, we show how in France and Germany the worker's voice in training matters pertains to two different models of responsibility sharing. In Germany the worker's voice is associated with self‐determination and self‐care as a consequence of the externalization of lifelong education outside the confines of the firm; this results in a weak voice that requires personal or family resources in order to get converted into a strong voice. In France, where national legislation obliges firms to devote a percentage of the gross wage bill to training, companies have historically played an important role in the lifelong education of workers, so that until the country's last training reforms introducing a personal training account in 2014, the worker's voice was strongly shaped by organizational factors. Through the diversity of criteria and stakes, the uncertain nature of the entailed phenomena and the multi‐scale aspects to be taken into account, a river restoration project can be considered as a complex problem. Integrative approaches and modelling tools are thus needed to help river managers make predictions on the evolution of hydromorphological, socio‐economic, safety and ecological issues. Such approach can provide valuable information for handling long‐term management plans that consider the interaction and the balance of stakeholders interests and river system functioning. In this paper, we present a probabilistic participatory modelling (PM) method that assesses the effects of given restoration actions, knowing the hydromorphological modifications that they may induce on the safety, ecological and socio‐economic aspects with the help of local stakeholders through several workshops. To support this strategy, we used Bayesian networks (BNs) as modelling tools as their causal graphs can combine multidimensional knowledge and data from diverse natures. We introduce the causal graphs elaborated with the help of the stakeholders and convert it into BNs that can assist restoration decisions by considering the available decision and utility functions to provide guidance to decision‐makers. This was applied to the "Lac des Gaves" reach in the Hautes‐Pyrénées, France, a reach that has gone through severe sediment extractions for over 50 years. Each network represents possible restoration decisions linked to one of the observed issues. The paper demonstrates how BNs used as a decision support system (DSS) can help to assess the influence of given management strategies on the river system with the consideration of stakeholders' knowledge and integration in all the modelling process. Aims: The aim of this paper is to assess recent developments in non‐medical tramadol use, tramadol use disorder, illegal procurement and deaths. Methods: This study used repeated cross‐sectional analysis of data collected nationwide from 2013 to 2018. Analysis was conducted through multisource monitoring of the French Addictovigilance Network of: (1) validated reports of high‐risk tramadol use, (2) record systems collecting information from toxicology experts investigating analgesic‐related deaths (DTA) and deaths related to substance abuse (DRAMES), and pharmacists for forged prescriptions (OSIAP), and (3) survey of drug users, with investigation of patterns of use while visiting addiction‐specialised institutions (OPPIDUM). Results: Despite a plateauing level of tramadol exposure in the French population, the proportion of tramadol reports increased 1.7‐fold (187 cases in 2018, 3.2% (95% confidence interval [CI]: 2.74–3.63%), versus 1.9% (95% CI: 1.49–2.42% in 2013). Trends were similar in OSIAP: 11.9% of forged prescriptions in 2018 (95% CI: 10.56–13.45%); 1.7‐fold increase; in OPPIDUM: 0.76% (95% CI: 0.55–1.02); 2.2‐fold increase; and DRAMES: 3.2% of drug abuse‐related deaths in 2018 (95% CI: 1.89–5.16) versus 1.7% in 2013 (95% CI: 0.65–3.84). Tramadol was the primary opioid in analgesic‐related deaths in DTA (45% in 2018). Two profiles of high‐risk tramadol users were identified: (1) patients treated for pain or with tramadol persistence when pain disappeared (mainly women; mean age 44 years), and (2) individuals with non‐medical use for psychoactive effects (mainly men; mean age 36 years). Conclusion: The triangulation of the data obtained through addictovigilance monitoring evidenced a recent increase in high‐risk tramadol use. In general, it is not feasible to collect enough empirical data to capture the entire range of processes that define a complex system, either intrinsically or when viewing the system from a different geographical or temporal perspective. In this context, an alternative approach is to consider model transferability, which is the act of translating a model built for one environment to another less well‐known situation. Model transferability and adaptability may be extremely beneficial—approaches that aid in the reuse and adaption of models, particularly for sites with limited data, would benefit from widespread model uptake. Besides the reduced effort required to develop a model, data collection can be simplified when transferring a model to a different application context. The research presented in this paper focused on a case study to identify and implement guidelines for model adaptation. Our study adapted a general Dynamic Bayesian Networks (DBN) of a seagrass ecosystem to a new location where nodes were similar, but the conditional probability tables varied. We focused on two species of seagrass (Zostera noltei and Zostera marina) located in Arcachon Bay, France. Expert knowledge was used to complement peer‐reviewed literature to identify which components needed adjustment including parameterization and quantification of the model and desired outcomes. We adopted both linguistic labels and scenario‐based elicitation to elicit from experts the conditional probabilities used to quantify the DBN. Following the proposed guidelines, the model structure of the general DBN was retained, but the conditional probability tables were adapted for nodes that characterized the growth dynamics in Zostera spp. population located in Arcachon Bay, as well as the seasonal variation on their reproduction. Particular attention was paid to the light variable as it is a crucial driver of growth and physiology for seagrasses. Our guidelines provide a way to adapt a general DBN to specific ecosystems to maximize model reuse and minimize re‐development effort. Especially important from a transferability perspective are guidelines for ecosystems with limited data, and how simulation and prior predictive approaches can be used in these contexts. The literature has often used the term "populism" as a sensitizing concept to inquire the increasing relevance of right‐wing political organizations in Western countries, specifically in rural areas and marginalized territories (e.g., deindustrialized districts). The spread of populism appears as a consequence of the multidimensional failure of globalized neoliberal capitalist promises of prosperity. In this frame, the current climate agenda is challenged because it is perceived as a source of socio‐territorial marginalization and depletion. Local oppositions against green facilities in rural areas and right‐populist political forces seem to converge in a common discursive frame. The paper proposes some considerations on the "energy populism" by exploring the phenomenon in France (in Occitanie) and Italy (in Basilicata). The comparison allows us to discuss and problematize the possible links between the reception of renewable policies in rural areas and the attempt of populist movements to become spokesmen for local resistance. The main hypothesis is that the sense of dispossession and non‐involvement perceived by the rural population on renewables finds in the populist rhetoric a coherent and effective discursive framework to represent their issues. To problematize the idea of peasant autonomy in old capitalist societies, this paper will explore the evolution of two phenomena in present‐day France: peasantry, commonly understood as relatively autonomous small family farms that rely on subsistence farming, and the neorural movement, that is, urban‐to‐rural migration that has a counter‐cultural connotation. While peasantry is believed to be disappearing, the neorural movement is charged with "deradicalization" because it distances itself from subsistence farming. The juxtaposition of both phenomena shows that capitalism has transformed the countryside, making it difficult to live from agriculture. In old capitalist countries, peasant autonomy is no longer about subsistence farming but about achieving an economic equilibrium that increases autonomy from market pressures created by high input prices and low output values. Background: Articulatory excursion and vocal intensity are reduced in many children with dysarthria due to cerebral palsy (CP), contributing to the children's intelligibility deficits and negatively affecting their social participation. However, the effects of speech‐treatment strategies for improving intelligibility in this population are understudied, especially for children who speak languages other than English. In a cueing study on English‐speaking children with dysarthria, acoustic variables and intelligibility improved when the children were provided with cues aimed to increase articulatory excursion and vocal intensity. While French is among the top 20 most spoken languages in the world, dysarthria and its management in French‐speaking children are virtually unexplored areas of research. Information gleaned from such research is critical for providing an evidence base on which to provide treatment. Aims: To examine acoustic and perceptual changes in the speech of French‐speaking children with dysarthria, who are provided with speech cues targeting greater articulatory excursion (French translation of 'speak with your big mouth') and vocal intensity (French translation of 'speak with your strong voice'). This study investigated whether, in response to the cues, the children would make acoustic changes and listeners would perceive the children's speech as more intelligible. Methods & Procedures: Eleven children with dysarthria due to CP (six girls, five boys; ages 4;11–17;0 years; eight with spastic CP, three with dyskinetic CP) repeated pre‐recorded speech stimuli across three speaking conditions (habitual, 'big mouth' and 'strong voice'). Stimuli were sentences and contrastive words in phrases. Acoustic analyses were conducted. A total of 66 Belgian‐French listeners transcribed the children's utterances orthographically and rated their ease of understanding on a visual analogue scale at sentence and word levels. Outcomes & Results: Acoustic analyses revealed significantly longer duration in response to the big mouth cue at sentence level and in response to both the big mouth and strong voice cues at word level. Significantly higher vocal sound‐pressure levels were found following both cues at sentence and word levels. Both cues elicited significantly higher first‐formant vowel frequencies and listeners' greater ease‐of‐understanding ratings at word level. Increases in the percentage of words transcribed correctly and in sentence ease‐of‐understanding ratings, however, did not reach statistical significance. Considerable variability between children was observed. Conclusions & Implications: Speech cues targeting greater articulatory excursion and vocal intensity yield significant acoustic changes in French‐speaking children with dysarthria. However, the changes may only aid listeners' ease of understanding at word level. The significant findings and great inter‐speaker variability are generally consistent with studies on English‐speaking children with dysarthria, although changes appear more constrained in these French‐speaking children. The objective of this paper is to assess the French‐speaking countries contributions to regional science since its creation in the 1950s. France, and other French‐speaking countries, very quickly adhered to the approach of the founding fathers of regional science. French‐language research developed for several years without maintaining major relations with the main streams that flow through regional science. However, the years 2000 and 2010 saw the emergence of streams of thought that strongly irrigate at the international level. The authors of this paper are part of this movement. Here we trace the origins and development of the French‐speaking contribution to regional sciences, while highlighting the originality of the French‐language approach. First, the question of academic and institutional contexts is discussed, with the role of the founders and the peculiar place of Journals and public institutions. Further sections analyse the main contributions coming from economics (local systems of production and innovation, innovative milieus and proximity analysis) and geography (regional development at a global scale, and urban systems and complexity). We conclude with cross‐disciplinary contributions including intra‐urban organization and mobility, territorial governance and territorial development, as well as other approaches to the social sciences, in the contemporary issues of city and territorial governance. Grammatical Swarm is a search and optimization algorithm that belongs to the more general Grammatical Evolution family, which works with a set of solutions called individuals or particles. It uses the Particle Swarm Optimization algorithm as the search engine in the evolution of solutions. In this paper, we present a Grammatical Swarm algorithm for total energy demand estimation in a country from macroeconomic variables. Each particle in the Grammatical Swarm encodes a different model for energy demand estimation, which will be decoded by a predefined grammar. The parameters of the model are also optimized by the proposed algorithm, in such a way that the model is adjusted to a training set of real energy demand data, selecting the more appropriate variables to appear in the model. We analyze the performance of the Grammatical Swarm evolution in two real problems of one‐year ahead energy demand estimation in Spain and France. Local analysis can provide specific information about individual observations that is often useful in understanding nonstationary interactions among variables. This paper extends the application of Wartenberg's Multivariate Spatial Correlation (MSC) method to a local setting. The original MSC can be considered as an adaptation of Principal Component Analysis for spatial effects with respect to spatial autocorrelation. The extended MSC method described in this paper, however, further incorporates another spatial effect, spatial heterogeneity, by the addition of geographic weights in standardizing the data and in calculating the spatial association weight matrix. The extension allows more local analysis and facilitates additional visualization of the results. The geographically weighted MSC is illustrated and justified using the classic dataset collected by André‐Michel Guerry on moral statistics in 1830s France. [ABSTRACT FROM AUTHOR]

Policy PointsPrivate health insurance (PHI) in France has been facing critical changes over the past 30 years. A complementary and voluntary scheme, it has been historically dominated by nonprofit entities. However, the share of for‐profit insurance companies in the sector has significantly increased. Nonprofit firms also changed their strategies and mimicked some for‐profit behaviors.The present paper argues that this process is a result of the conflict‐provoking coevolution of the insurance and health care sectors. Trying to improve the regulation of the insurance industry as whole, two European directives first jeopardized the business model of nonprofit entities. Then, two national reforms designed to improve health coverage significantly increased competition among insurers, notably in the area of corporate‐level contracts.Decoupling the insurance and health care sectors has become a major source of policy feedback and unexpected outcomes of reforms affecting the very organization of PHI. Context: In France, private health insurance (PHI) has an exceptionally high level of coverage and accounts for 13.7% of health expenditures. A complementary and voluntary scheme, it has been historically dominated by nonprofit, mutual benefit societies. Over the past 20 years, however, the market share of for‐profit insurance companies has increased by 47%. Financialization of the field developed, and competition based on new risk management strategies also increased. The broad aim of this paper is to characterize and to elucidate the causes of this trend. More specifically, we are interested in how and to what extent a series of supranational and national policies contributed to this situation. Method: Our data come from three sources. We first reviewed documents published by health insurers, government reports, and newspaper articles. We then conducted two semistructured interview campaigns between September 2017 and May 2018. The first mostly covered private and public actors and their involvement in European Union (EU) policymaking (n = 21). The second series of interviews was conducted with another group of actors directly involved at the French level (n = 16). Findings: Our findings support preliminary observations. PHI in France, we argue, is indeed facing a development of competition and marketlike instruments. Four major policies (two EU directives and two national reforms) played a significant role in this outcome. Surprisingly, however, it has never been the purpose of legislators and policymakers: while EU directives created a regulatory framework for insurance activities within the Single Market, policies adopted at the national level initially aimed at improving health coverage. We show that it is the interactions and the noncoordination among all of these policies that explain their unexpected outcome. Conclusions: The trend described in this paper is twofold. The first is Europeanization, as PHI in France is increasingly affected by EU legislation. Since this framework tends to favor larger firms and for‐profit companies, a reduction in statutory coverage can no longer be considered a quasi‐neutral transfer from (publicly owned) social security to nonprofit providers. At the same time, PHI is shifting toward collectivization: as competition increases, complementary health coverage is becoming gradually standardized and based at the corporate level. The recent development of cancer precision medicine is associated with the emergence of 'molecular tumour boards' (MTBs). Attended by a heterogenous set of practitioners, MTBs link genomic platforms to clinical practices by establishing 'actionable' connections between drugs and molecular alterations. Their activities rely on a number of evidential resources – for example databases, clinical trial results, basic knowledge about mutations and pathways – that need to be associated with the clinical trajectory of individual patients. Experts from various domains are required to master and align diverse kinds of information. However, rather than examining MTBs as an institution interfacing different kinds of expertise embedded in individual experts, we argue that expertise is the emergent outcome of MTBs, which can be conceptualised as networks or 'agencements' of humans and devices. Based on the ethnographic analysis of the activities of four clinical trial MTBs (three in France and an international one) and of two French routine‐care MTBs, the paper analyses how MTBs produce therapeutic decisions, centring on the new kind of expertise they engender. The development and activities of MTBs signal a profound transformation of the evidentiary basis and processes upon which biomedical expertise and decision‐making in oncology are predicated and, in particular, the emergence of a clinic of variants. In semidistributed hydrological modeling, sequential calibration usually refers to the calibration of a model by considering not only the flows observed at the outlet of a catchment but also the different gauging points inside the catchment from upstream to downstream. While sequential calibration aims to optimize the performance at these interior gauged points, we show that it generally fails to improve performance at ungauged points. In this paper, we propose a regularization approach for the sequential calibration of semidistributed hydrological models. It consists in adding a priori information on optimal parameter sets for each modeling unit of the semidistributed model. Calibration iterations are then performed by jointly maximizing simulation performance and minimizing drifts from the a priori parameter sets. The combination of these two sources of information is handled by a parameter k to which the method is quite sensitive. The method is applied to 1,305 catchments in France over 30 years. The leave‐one‐out validation shows that, at locations considered as ungauged, model simulations are significantly improved (over all the catchments, the median KGE criterion is increased from 0.75 to 0.83 and the first quartile from 0.35 to 0.66), while model performance at gauged points is not significantly impacted by the use of the regularization approach. Small catchments benefit most from this calibration strategy. These performances are, however, very similar to the performances obtained with a lumped model based on similar conceptualization. This paper stresses the importance of psychoanalysis for all people who suffer from psychosis and trauma. It follows the author's journey, beginning in London in the 1970s in order to learn from the teachings of the anti‐psychiatrists, to public psychiatric hospitals in France, where she became a psychoanalyst. Through clinical examples, the paper describes transference in cases of psychosis and trauma as a process of co‐research into catastrophic zones of society, a process that unveils what cannot be said, at the crossroads of the patient's and the analyst's stories and history. This article presents an interdisciplinary study of two Late/Final Neolithic gallery graves (Kernic and Lerret) located on the orthwestern coast of Brittany (Western France). These monuments show striking similarities in terms of architectural style and geographical position. This paper aims to provide a better understanding of the construction strategy of these monuments by (i) determining the origin of the megalithic blocks using comparative petro‐structural analyses of blocks and surrounding rocks, (ii) reconstructing the coastal environment from sediment core analyses and (iii) defining the significance of these monuments in the territories from an intervisibility analysis. The study reveals marked differences between the two monuments studied. The Lerret gallery grave was erected close to a unique source of stone material on the margins of a marshland zone. In contrast, the Kernic monument, erected on the edge of an estuary, seems to have been built using a deliberate diversification of stone extraction sites. An intervisibility analysis shows a dense network of visual interconnections between a number of megalithic tombs present in the study area, where the two monuments occupy very distinct sites. The social implications of stone selection and the geographical location of Late/Final Neolithic funerary monuments are also discussed in an enlarged regional context. [ABSTRACT FROM AUTHOR]

Various types of anti‐immigrant sentiments have been taken as the characteristic independent variable to explain specific support for radical right parties. However, some survey respondents tend to conceal their attitudes towards socially sensitive issues. To overcome this challenge, the present study used a list experiment method (item count technique) to reveal respondents' covert attitudes towards immigrants (and compared these with overt expressions) based on party support in France. Results indicated similar levels of anti‐immigrant sentiments among radical right National Front supporters and other centre‐rightist parties. In addition, comparison with the direct question method revealed that while supporters of centre‐right parties were reluctant to express their anti‐immigrant sentiment in overt expressions, National Front supporters willingly expressed it overtly more than in covert expressions. In this paper, I investigate what common discourses National AI Strategies (NAISs) share and how they have unfolded differently in diverging national contexts. For this purpose, I compare the South Korean and French cases by relying on the notions of sociotechnical imaginary and future essentialism. I analyze (1) the emergence of the common discourses, which I call AI‐essentialism, over the past decade; (2) the development of imaginaries around IT in Korea and France in the twentieth century, namely technological developmentalism and the American challenge, respectively; and (3) the integration of the traveling AI‐essentialism and nationally embedded imaginaries of IT into each country's NAISs. The analysis indicates that: (1) AI‐essentialism incorporated discursive strategies, enabling political and industrial leaders to naturalize AI development, hence justifying increased investments in the field; (2) two countries' imaginaries of IT diverged due to the successes and failures throughout the second half of the twentieth century; and (3) while two countries' NAISs share AI‐essentialism's discursive instruments, their specific measures and unfolding have varied in relation to each case's existing imaginaries of IT. Background: As educational digital technologies are increasingly being used in schools, past research left unanswered the question of these technologies' impact on the socioeconomic achievement gap even when equal access is guaranteed. Objectives: The objectives of the present study are to examine whether and how the socioeconomic achievement gap can be reduced through the use of computer‐assisted instruction (CAI). Methods: We addressed this issue experimentally by comparing CAI to conventional teacher‐led classroom instruction with more than 800 middle and high school students from disadvantaged and highly privileged socioeconomic backgrounds in a range of topics. Results and Conclusions: Both disadvantaged and highly privileged students taught with CAI outperformed those taught with conventional instruction, thus maintaining the socioeconomic achievement gap constant. However, we also found that disadvantaged students receiving CAI performed as well as highly privileged students receiving conventional teacher‐led instruction. Takeaways: The positive effects associated with CAI may therefore help compensate the difficulties of students with a disadvantaged background, a still neglected possibility. This paper examines the intersectional origins of the Mouvement de libération des femmes (MLF) in France through analysis of one of its founding groups: Féminin, Masculin, Avenir (FMA). Complicating historiographical perceptions that the feminist revival of 1970 largely resulted from the revolutionary activity of May 1968 in France, this article argues that Women's Liberation also sprung from a transnational, multi‐issue activist network that predated the events of that year. FMA, though statistically insignificant in the vast arena of late‐1960s activism, boasted a disproportionately influential share of MLF activists who would go on to shape the principle theories of Women's Liberation in France. Their engagement with anti‐colonialism, Black liberation and Marxism facilitated their feminist activism, sharpened their theories of oppression and provided them with models of successful identity‐based social movements. FMA explored the intersections of race, class and gender before eventually abandoning these intersections in the name of 'women' as a class. This turn away from solidarity with anti‐racist and anti‐colonial movements in the name of feminism shaped the priorities of Women's Liberation for years to come. [ABSTRACT FROM AUTHOR]

Summary: Accurate modeling of photovoltaic (PV) module allows proper load scheduling and avoids the uncertainties in grid. This paper uses forward‐backward linear least square error (FB‐LLSE) curve fitting method to estimate the parameters of PV module. The proposed method does not require any data sheet information and initial values of parameters. The proposed method utilizes the experimental data on I–V curve to extract the parameters of PV module. To validate the proposed method, three different PV modules, namely, Mono‐crystalline STM6‐40/36, Poly‐crystalline SMP6‐120/36, PWP‐201, and one Real Time Clock (R.T.C.) France solar cell has been considered. The obtained results are compared with three existing methods in the literature. The performance of the proposed FB‐LLSE method is studied with root mean square error (RMSE), mean absolute error (MAE), normalized root mean square error (NRMSE), and normalized mean absolute error (NMAE). The calculated with proposed FB‐LLSEM is reduced by 10%, 7%, 2.26%, and 1.89%, respectively, for PWP‐201, STMP‐120/36, SMP6‐40/36, and R.T.C France solar cell when compared to the LLSEM method available in the literature. The proposed FB‐LLSE method is found to exhibit low value of RMSE for all three PV modules and one PV cell. [ABSTRACT FROM AUTHOR]

Gravel augmentation has become common practice to mitigate the effects of decline in upstream sediment supply in gravel‐bed rivers. However, the functional aspects of river systems are often left out of rehabilitation monitoring programmes. Despite temperature being a fundamental parameter determining the general health of rivers, a limited number of studies have tested whether gravel augmentation can aid restoring thermal functions. Using airborne thermal infrared (TIR) imagery, this paper explores potential positive outcomes through the monitoring of gravel augmentation actions on three rivers in France using hydro‐morphological indicators within a trajectory‐based before–after control–impact (BACI) framework. This design, combining long‐term geomorphic evolution with TIR‐based CI strategy, indicated that restoring forms was not sufficient to restore thermal functions in their spatial dimension. Despite forms showing various degrees of recovery, the thermal regime of rehabilitated reaches (i.e. temperature gradient, cold‐water patches density, etc.) failed to recover. Nonetheless, hydro‐morphological indices can be used to estimate long‐term evolution of groundwater‐surface water interactions. We emphasise the benefits of trajectory‐based BACI assessment to identify current conditions, understand the past evolution (trajectory) of the system to define the framework within which rehabilitation can be objectively assessed, especially when assessing hydrological (here thermal) processes. From a hydrological perspective, the gap between restored forms and restored thermal processes stems from the alteration of connectivity pathways, which potentially require more time (or efforts) to be recovered than forms do. With an increasing number of rehabilitation schemes and increasing pressure of global changes on rivers, we suggest that monitoring of water temperature becomes a routine part of rehabilitation projects. Bourgeois women in nineteenth-century France were timekeepers for their families. They marked time off in their diaries and spent time with family and friends; working; directing servants and running the home. In each of these activities they showed awareness of time as a precious commodity, in keeping with the values of efficiency and economy of their social class. Yet most research on time and timekeeping assumes that time in the nineteenth century was uniform and mechanical and does so by largely ignoring women and the domestic environment. This paper looks at women’s diaries, clock and watch ownership and cookery and domestic advice manuals to argue that women operated on a range of timescales, both linear and cyclical. In arguing that women moved between public and private roles and thought about the seasons while also watching the clock, this paper seeks to widen the definition of modern temporality by arguing that women’s experience needs to be taken into account in order to understand how complex people’s experience of time continued to be in nineteenth-century France. Many studies have demonstrated the crucial role of vocabulary in predicting reading performance in general. More recent work has indicated that one particular facet of vocabulary (its depth) is more closely related to language comprehension, especially inferential comprehension. On this basis, we developed a training application to specifically improve vocabulary depth. The objective of this study was to test the effectiveness of a mobile application designed to improve vocabulary depth. The effectiveness of this training was examined on 3rd and 4th grade children's vocabulary (breadth and depth), decoding and comprehension performances. A randomized waiting‐list control paradigm was used in which an experimental group first received the intervention during the first 4 weeks (between pretest and post‐test1), thereafter, a waiting control group received the training for the next 4 weeks (between postest1 and posttest2). Results showed that the developed application led to significant improvements in terms of vocabulary depth performance, as well as a significant transfer effect to reading comprehension. However, we did not observe such a beneficial effect on either vocabulary breadth or written word identification. These results are discussed in terms of the links between vocabulary depth and comprehension, and the opportunities the app presents for remedying language comprehension deficits in children. This paper aims to apprehend evolution of ceramic manufacture strategy in the Johnston‐Vieillard manufactory (Bordeaux, France), which produced white earthenwares between 1835 and 1895. Glazes of fragments of 76 sherds, dated from different periods of the 19th century and found in excavations were characterised thanks to combined chemical and mechanical analysis. A comparative study was carried out for the determination of boron content in glazes by LA‐ICP‐MS and ion‐beam analyses (PIGE). In addition, an innovative study of the mechanical characteristics of the glazes by nanoindentation experiments was carried out in order to see whether or not the evolution of the glaze recipes was accompanied by an evolution of their mechanical properties. Gender equality at work has become in recent years a priority for governments. In France, collective bargaining is the main lever to achieve progress on gender equality issues. In a two‐tier bargaining framework, industries and firms are required by law to negotiate on the reduction of gender inequalities. Using firm‐level survey data on labor relations issues combined with administrative data, this paper seeks to better understand the dynamics of collective bargaining on gender equality at the firm level by questioning the role played by the gender mix. We find that gender diversity favors gender equality bargaining at the firm level. Underrepresentation and overrepresentation of women reduce the probability of firms negotiating an agreement on gender equality. The introduction of sanctions in the recent period has prompted low‐feminized firms to negotiate more on gender equality but had little impact on highly feminized firms. [ABSTRACT FROM AUTHOR]

Aim: This paper describes the characteristics of the new advanced practice nursing roles in France, as well as their challenges and perspectives, and compares the French model with the recommendations of the International Council of Nurses. Background: Advanced practice nursing is particularly well established in English‐speaking countries. Since 2018, France has become the second French‐speaking region to legalize and regulate advanced practice nurses. Source of evidence: The International Council of Nurses and French government websites, and scientific databases (PubMed, CINALH, Cochrane Library) were explored. Feedback from French nursing academics was also requested. Discussion: The advanced practice nursing model in France is described according to the scope and conditions of professional practice. The educational program leads to a State diploma with master's degree, which it is mandatory to be a registered nurse. Remuneration depends on the sector of practice in the public hospital, primary care or private sector. Although there is no national strategy for the implementation of advanced practice nursing roles, research projects are being initiated to guide and evaluate the practice. Based on concordance analysis with the recommendations of the International Council of Nurses, the French advanced practice nursing model appears to be similar to the nurse practitioner model. Conclusion: Adjustments in the scope of practice and education can be expected as the implementation of these roles is evaluated. Implications for nursing practice: This is a historical evolution of the nursing profession in France, for which communication with patients and healthcare professionals is essential. Implications for nursing policy: The implementation of advanced practice nursing roles in clinical settings requires the development of national strategies to support initiatives and ensure the sustainability of these roles. The panel approach with fixed effects and nonlinear weather effects has become a popular method to uncover weather impacts on economic outcomes, but its ability to capture long‐run climatic adaptation remains unclear. Building upon a framework proposed by McIntosh and Schlenker (2006), this paper identifies empirical conditions under which the nonlinear panel approach can approximate a long‐run response to climate. When these conditions fail, the obtained relationship may still be interpretable as a weighted average of underlying short‐run and long‐run responses. We use this decomposition to revisit recently published climate impact estimates. For spatially large panels, the estimated temperature–outcome relationship mostly reflects the long‐run climatic response; this is not so for precipitation. We find some evidence of long‐run climatic adaptation for crop yield outcomes in the United States and France. [ABSTRACT FROM AUTHOR]

Evidence is accumulating of the negative impact of the COVID‐19 pandemic and related public health measures on mental health. In this emergent field, there has been little research into the role of risk perception on depressive symptoms and the contribution of health‐care resources to model risk perception and mental health. The aim of this paper is to describe the relationship between individual‐level perception of risk and depression, controlling for a set of confounders and for country‐level heterogeneity. A cross‐sectional and observational online survey was conducted using a non‐probability snowball sampling technique. We use data on 11,340 respondents, living in six European countries (Italy, Sweden, United Kingdom, France, Poland, Czech Republic) who completed survey questionnaires during the first months of the pandemic. We used a fixed‐effect approach, which included individual and macro‐level variables. The findings suggest that a high proportion of people suffering from depression and heightened risk perception is positively associated with reporting depressive symptoms, even if this relationship varies significantly between countries. Moreover, the association is moderated by contextual factors including health‐care expenditure as a percentage of Gross Domestic Product, hospital beds for acute care, and number of medical specialists per head of population. This paper develops a structural factor vector autoregressive (SFVAR) model to study the effect of oil price shock on economic activity. The model allows both types of uncertainty (real economic activity and oil price) to directly affect oil prices and economic activity. More importantly, the factor variable, which is akin to the macroeconomic uncertainty measure of Henzel and Rengel (2017), captures the significant indirect spillover effects of both supply‐related (oil prices) and demand‐related (business cycle) shocks on oil prices and economic activity. By incorporating the indirect effect of this macroeconomic uncertainty, the response of economic activity to oil price shocks is amplified. In some countries the real effect is prolonged. Results for net oil exporting (importing) countries show that an oil price hike has an appreciably positive (negative) effect on economic activity. The factor dynamics of all countries, except for France, are highly correlated with each other, while they are all moderately correlated with some commonly used measures of macroeconomic uncertainty. There is an ongoing debate within political economy on how finance affects capital–labour relations. Industrial relation scholars have demonstrated that financialization empowers capital and induces the liberalization of industrial relations. Additionally, meso and macro level studies show that finance reduced the labour share during neoliberalism. However, the literature is relatively limited and does not extend to the pre‐WWII period. Considering finance as historically integral to capitalism, this paper estimates the impact of finance on the labour shares of France (1911–2010) and Sweden (1891–2000). The results show that mortgage debt decreases the labour shares of both countries, thus, the financialization of households induces industrial discipline historically. However, the negative effect is substantially smaller in Sweden where housing finance is state‐led and bargaining coordination is centralized over the last century. [ABSTRACT FROM AUTHOR]

In the crisis management literature information shared on social media during a crisis is relevant both to emergency agencies, when it establishes a more accurate situational awareness, and to citizens, when it enables a collective and coherent approach to the event (e.g. Stieglitz, Bunker, Mirbabaie & Ehnis, 2018, Journal of Contingencies and Crisis Management, 26(1), 4). Social media is, however, also considered as a place where "noise" and fake news can be dispensed (e.g., Alexander, 2014, Science and Engineering Ethics, 20(3), 717; Starbird, 2017, https://www.aaai.org/ocs/index.php/ICWSM/ICWSM17/paper/view/15603). In this paper, we analyse contributions on Wikipedia and Twitter during major crises in France through online ethnographies and semi‐structured interviews to investigate their roles in building and sharing information. Wikipedia has often been analysed as a collaborative tool but this approach has underestimated its use in reducing uncertainty in times of crisis. We demonstrate that despite their distinct pace and designs, Twitter and Wikipedia are used with seriousness by citizens in their dissemination of information. We also explain how social media change the landscape of means of communication for official institutions and citizens, and that they can be used in the same way. According to the European Commission, aquaculture is among those maritime sectors contributing to the blue economy due to its potential for generating jobs, business opportunities and, most importantly, for ensuring food security in Europe. In 2014, EU member states set new strategies to support sustainable aquaculture and ambitious targets of productions to be met by 2020 in the three segments, marine fish, freshwater fish and shellfish. A recent assessment made by the European Commission concludes that some countries might not be able to attain the established goals and this paper presents an in‐depth analysis of such strategies to identify the social constraints hampering aquaculture growth in France, Italy and Spain as well as the measures established to overcome them. Most of the identified issues are related to the social acceptability of local communities, local stakeholders and consumers, suggesting that this still represents an unsolved issue hampering aquaculture development in Europe. In fact, our results show that (a) the sector suffers from a bad image related to its environmental impacts; (b) a lack of integrated spatial planning is leading to increasing conflicts with other activities; and (c) there is predominance of top‐down consultation mechanisms. It is concluded that there is not a single solution to enhance social acceptability of aquaculture since this depends on a number of social, economic and environmental factors that may differ from site to site, and countries need to adopt a more integrated approach where concerns of local communities and stakeholders are understood and taken into account. The advent of mass, male suffrage in France in 1848 is usually regarded as a great success. There was a huge turnout in elections for a Constituent Assembly, but the outcome disappointed republicans, who failed to win a majority and blamed a backward peasantry. This paper suggests that the electoral system was at fault rather than the electorate. A hastily devised procedure, based on collective voting and the absence of declared candidatures, enabled notables to dominate the new regime. Radicals revised their tactics with some success in 1849, but soon succumbed to the plebiscitary democracy of Louis- Napoleon. Universal suffrage might well mean counter-revolution. We present a data set resulting from the first round of a national monitoring program of forest reserves. It contains 9538 permanent plots, distributed across 111 study sites in mainland France (including Corsica). Notably focusing on dead wood measurement, this protocol has primarily been applied in strict forest reserves and special nature reserves (sensu Bollmann & Braunisch 2013), with 68% (6494) of the plots being currently located in strict forest reserves (unmanaged) and 24.7% (2363 plots) in forests unmanaged for at least 50 years. Sites cover a large variety of ecological conditions, from lowland to subalpine forests, but with an underrepresentation of Mediterranean forests (Table 1). The protocol assesses all the stages of a tree's life cycle, from seedling to decomposed lying dead wood. On each plot, a combination of three sampling techniques was used: (1) fixed‐area inventory for regeneration, standing dead trees, living trees, and coarse woody debris (CWD) with diameter over 30 cm; (2) transect lines for CWD with diameter <30 cm; and (3) fixed‐angle plot method for living trees with diameter at breast height (DBH) >30 cm (using a relascopic angle of 3%). Measurements include exact tree location (azimuth, distance), species, diameter(s), tree‐related microhabitats, decay stage and bark cover, and seedling cover. With ongoing climate change, the program network can also provide important information to monitor changes in forest ecosystems. It can also be used as forest management monitoring or conservation status assessment. Video‐based hydrometry continues to develop for contactless discharge measurements, automated flood gauging stations and the use of crowd‐sourced flood videos for discharge reconstruction. Irrespective of the velocimetry algorithm used (LSPIV, STIV, PTV...), orthorectification of the images is necessary beforehand, so that each pixel has the same known physical size. Most times, the orthorectification transformation is a plane‐to‐plane projection from the water surface to the camera sensor. Two approaches are typically used to compute the coefficients of this transformation: their calibration from ground reference points (GRPs) with known image and real‐world coordinates ("implicit calibration") or their calculation from the values of the intrinsic (focal length, sensor size) and extrinsic (position, angles) parameters of the camera ("explicit calibration"). In this paper, we develop a Bayesian method which makes it possible to combine the implicit and explicit approaches in a probabilistic framework. The Bayesian approach can be used from situations suitable for the implicit approach (plenty of GRPs) to situations propitious to the explicit approach (well‐known camera parameters). The method is illustrated using synthetic views of a typical streamgauging scene with known true values of the parameters and GRP coordinates. We show that combining observational and prior information is generally beneficial to get precise estimates. Further tests carried out with a real scene of the Arc River at Randens, France, in flood conditions illustrate the impact of the number, uncertainty and spatial distribution of GRPs on the final uncertainty of flow velocity and discharge.
