This paper contributes to the literature on the determinants of the expansion of mass schooling and the long-term legacy of educational institutions. Based on a new provincial-level dataset for Italy in the period 1861–1911, we argue that different models of schooling provision adopted by the different pre-unification polities influenced primary-education organizations across macro-regions up to WWI. As a result, school access and the capability to generate literacy given current rates of enrollment differed substantially, with the Northern regions aiming to increase schooling for all, while the Center and the South implemented a more elitist model. In an international social rights debate disproportionately focused on English-speaking countries, redundant emphasis has been placed on justiciability. While constitutionalization does challenge stable relations between powers, especially in the post-colonial and developing world, solid insights for a workable interpretative method can be derived from continental Europe, where the difficulties typically associated with justiciability have long been settled. The constitutions of Italy, Germany, and Portugal take socioeconomic democracy seriously, tempering socialist claims and refuting libertarian stances, and have managed to spur a legitimate judicial increment of substantive equality. Through a threefold comparison, this paper describes the peculiarities of these fundamental texts across the spectrum of possible constitutional design choices, and draws from comparative constitutional caselaw to highlight a cross-national convergence on a set of interpretative standards. These blend together a strong safeguard of legislative discretion with justiciable minimal guarantees, and a value-assertive orientation of balancing coextensive with the integrationist function of constitutionalized social and economic rights. Most studies on the acquisition of postverbal subjects (VS) in L2 Italian focus on a limited number of linguistic factors that tend to be associated with the production of VS in L1 (e.g., verb class and subject discourse status). Moreover, they analyze homogeneous groups of learners in terms of proficiency, mostly through controlled experiments. In this paper, we present a cross-sectional corpus study based on a multifactorial analysis of the L2 use of VS structures in semi-spontaneous speech. We analyze the production of VSs by learners of different levels of proficiency (A1-C2), considering linguistic factors that trigger the production of VS in L1, but have been unaccounted for in L2 studies (e.g., agentivity of the subject, syntactic configuration of the sentence, contrastive focus). We use a cumulative link mixed model to show how the features of verbs and subjects in VS structures change across proficiency levels. The results indicate learners' progressive mastery of the mechanisms of assignment of the subject function to the postverbal constituent and increasing sensitivity to contrastive focus as a feature relevant for the use of VS. The spread of the coronavirus disease-2019 (COVID-19) pandemic in 2020 was the impetus for an exogenous shock. In addition to the disruption brought on by the spread of COVID-19, conspiracy theories flourished on many aspects of the disease. However, the association between belief in conspiracy theories and voting behaviour has not been studied sufficiently, especially in the context of the COVID-19 pandemic. This paper investigates the association between a belief in conspiracy theories and an intention to vote for populist parties (PPs). This association is analysed in a case study of Italian voters, where PPs can be found in the government and in the opposition. By conducting a cross-sectional analysis during the third wave of panel data fielded in December 2020, this article shows that individuals who have anti-vax attitudes and who also have a higher propensity to believe in conspiracy theories are more likely to vote for PPs, although it is worth considering the roles PPs play in either the government or in the opposition. Trust in national and local institutions is an essential component of democracy. The literature has dealt mainly with the former, while less attention has been given to the latter. This paper advances a novel theoretical approach to inquire about trust in local institutions, which is also used to test national ones. We posit that trust is affected by the perceptions individuals have of the physical space where they live. Both a) the perceived quality of life in the neighbourhood where individuals live and b) the neighbourhood (perceived) peripherality are hypothesized to affect trust in local (and to a lesser extent) national institutions. We test our hypotheses in Italy, over a large representative sample of more than 40.000 respondents. We show that both variables are crucial predictors of local trust, but only the perceived quality of life predicts national trust. A steadily increasing number of European countries recently adopted their own 'Africa policies'. The temporal and geographical clustering of such plans suggests that a policy diffusion process might have been at play, with the introduction and the shape of a policy in a given country being influenced by those of other countries. This paper tests the policy diffusion hypothesis through an in-depth analysis of the case of Italy, a country that in recent times stepped up substantially its engagement with sub-Saharan Africa. Tracing the origins and features of Rome's policy towards the region, however, shows that external influences were much more limited than expected. It was primarily two country-specific drivers – namely, the enduring effects of the European debt crisis on the Italian economy and a sudden and massive, if temporary, increase in irregular migration – which pushed Italy towards Africa and shaped its approach. The paper thus sheds light on how the marked resemblance of policies almost contemporaneously adopted by distinct EU member states – that is, a tight succession and a highly interconnected environment strongly pointing at cross-country influences – can hide motives and processes that are actually highly specific to each of them and essentially by-pass policy diffusion dynamics. Within the general framework of 'lifestyle migration', the paper explores three materialities associated with the arrival and settlement of British, German and Dutch later-life migrants in the Italian region of Marche, a relatively new 'frontier' region for international retirement migration. The first is about the aesthetics of landscape and the scenic and emotional qualities of the physical and social environment. The second concerns 'home', where we examine house types, property location and home-making practices in terms of 'authenticity', material objects and the cultivation of land for productive purposes. The paper's third thematic focus is on consumption patterns. Most of the 69 participants interviewed for this study hanker after what they perceive as a simpler, more genuine way of life, in tune with the surrounding mixed-farming agricultural environment and distinct from other regions where tourism has taken hold. Many grow their own produce, including some who have small vineyards and olive groves. They enjoy shopping in local markets, eating out in inexpensive local hostelries, visiting museums and cultural festivals, and exploring the many pretty villages and historic towns of the region. The participants embody later-life migration as 'active ageing', but those who are older and/or frailer must consider, often reluctantly, the reality of a less-active and more isolated life in the Italian countryside. In 2014, the European Union adopted the Seasonal Workers Directive to achieve a twofold aim: meeting employers' demand for flexible and cheap labour and enhancing protection for third-country national (TCN) workers. Especially Article 23, the equal treatment provision, triggered a cautious optimism among scholars and trade unions, which looked at the Directive as a source of increased protection for seasonal workers. However, trade unions also pointed out the limited reach of the Directive, criticising its lack of commitment and ambition. Over the years, and especially during the Covid pandemic, it became clear that the Seasonal Workers Directive did not represent a game-changer for TCN seasonal workers, whose increased protections remained true only on paper. This contribution draws on the case of Italy during the pandemic to understand the reasons for the Directive's limited impact. The article critically examines the different political tensions underpinning the adoption of the Directive, to better understand why the Directive is not applied in practice and how it impacts the labour market and migrants' social conditions. In this paper, we examine financial literacy and financial resilience in Italy. We show that financial literacy is particularly low among the young, women, and the less educated. We also highlight regional differences in financial knowledge, with individuals in Southern Italy performing worse. We find that the lack of financial literacy increases the probability of being unable to face financial shocks and leads to an overaccumulation of debt. Hence, our results support the hypothesis that financial literacy can be considered an enabling factor for financial resilience. [ABSTRACT FROM AUTHOR]

The economic decline of Italy between the mid-1990s and the outset of the financial crisis is a critical case in European political economy because its model of capitalism was deeply reformed at the time when its decline commenced. This paper argues that the Italian economic stagnation cannot be attributed to the lack of market-friendly reforms in a globalized economic context, as argued by previous literature. Instead, Italian economic decline is a consequence of institutional change which on the one hand has destroyed previous institutional complementarities, and on the other hand has led to an incoherent, or 'hybrid,' capitalist setting. Under the lenses of the Varieties of Capitalism approach, this paper reviews the main reforms in the fields of corporate governance and finance as well as in the labor market. It shows that such reforms established new institutions alternatively apt to support both strategic coordination and market coordination, resulting in institutional incoherence, and mixed incentives. In the short-run, incoherent reforms have reduced the availability of capital to SMEs; in the longer-run, they failed to give actors incentives to pursue innovation. This paper contributes theories of economic growth/decline focused on the supply-side of the economy and it is compatible with other – non-rival – explanations focused on the demand-side. The Marshall Plan (1948–1952) was the largest aid transfer in history. This paper estimates its effects on Italy's postwar economic development. It exploits differences between Italian provinces in the value of reconstruction grants they received. Provinces that could modernize their infrastructure more quickly experienced higher increases in agricultural production, especially for perishable crops. In the same provinces, we observe larger investments in labor-saving machines, the entry of more firms into the industrial sector, and a larger expansion of the industrial and service workforces. This paper argues that a certain level of indeterminacy in policy design may be a factor facilitating rather than hindering system-level change in welfare governance arrangements, provided it is combined with the triggering of specific concatenations of social mechanisms shaping the dynamics of the change process. The argument is illustrated by an analysis of a case of systemic change in chronic disease management occurred in the Italian region of Lombardy over 2016-2017, when a radically novel governance of chronic disease for the 10 million population was put in place (a health care system that was later tested to its limits by the COVID-19 pandemic outburst which reached dramatic intensity in this region). This represented a major change in a key area of social and health policy. We claim that such change processes may be studied by means of the conceptual tools of social mechanisms. Incomplete original descriptions, the unavailability or poor conditions of specimens and the lack of detailed redescriptions have caused the validity of several species of the genus Encotyllabe Diesing, 1850 to be questioned. To date, seven of the recognized species were described upon one or two specimens, hindering study of intraspecific variations. This was made worse by considering few morphoanatomical differences sufficient to erect new species. Among Encotyllabe spp. occurring in Mediterranean waters, E. vallei was first described from the gilt-head bream Sparus aurata (Sparidae) off Italy. Although beautifully illustrated for a paper from that century, morphometric data for E. vallei from the type-host S. aurata remain unavailable. Previous records of E. vallei provided either morphometrical or molecular data, and its validity was questioned. We provide a redescription of E. vallei based on newly collected specimens from the S. aurata from the southwestern Mediterranean (off Algeria) using integrative taxonomy. Analysis of cox 1 sequences of E. vallei from S. aurata , compared to sequences from other sparid hosts, mainly Pagellus bogaraveo , revealed a divergence not exceeding 2%, suggesting a stenoxenic specificity for this monogenean. Given that P. bogaraveo is the type-host for Encotyllabe pagelli , we were tempted to suggest a synonymy between E. vallei and E. pagelli. We refrained from doing so because E. pagelli was first described from the Atlantic coast off Brest, France. Morphological data for Encotyllabe from P. bogaraveo are warranted assessing the host specificity of E. vallei and whether there might be a species complex within individual sparid fish species. Since European Union (EU) enlargement in 2003, labour migration from East to West and South to North has increased. It is to be expected that a share of these workers will want to retire in their host countries. According to the academic literature, EU legislation protects such mobility well by allowing the transfer of rights accrued in any EU country to another. However, such research has focused on legislation, not outcomes. We know little about how migration will affect the financial status of retired migrants in their host country and their ability to sustain a life there, should they stay after retirement. Using migration, wage and pension policy data (Eurostat, Organisation for Economic Co-operation and Development), this paper projects the post-retirement incomes of a range of hypothetical EU migrants, selected in relation to the most common migratory flows since 2003. After having worked in their home countries (Romania, Poland, Bulgaria, Italy) for at least ten years, these people move to richer countries (Italy, Spain, Germany, United Kingdom) and work there for at least 30 years. To determine whether they can remain settled after decades of labour force participation in the host country, the paper adds their pension entitlements from home and host countries and compares this income with the relative poverty line of the host countries. This shows that good portability of entitlements matters little when these are very low because of a large wage gap between home and host country. Thus, after at least 30 years of enjoying all citizenship rights as workers, most of these individuals are projected to receive incomes below the relative poverty line of their host countries and thus experience a sharp drop in this status. Technocracy is becoming increasingly relevant in Western democracies and particularly in Italy, a country characterised by four technocratic governments in three decades. Despite the growing number of dedicated studies, there is a persistent gap in the existing literature concerning the discursive dimension of technocracy – namely, how technocrats frame the historical context, legitimise their policy agendas and, more broadly, the establishment of their governments. This study aims to fill this gap by analysing the speeches given by four Italian technocratic Prime Ministers to the parliament when asking for the vote of confidence. Methodologically, we perform first the content analysis to map the themes addressed in the speeches, their quantitative relevance and variation over time. Then, we turn to critical discourse analysis to understand the specific argumentative strategies that legitimise policy action in five key and interrelated dimensions: context, legitimation, the state, European Union and political economy. The analysis seeks to answer three research questions: What are the main discursive strategies of legitimation used by technocrats? Do they change significantly between governments and over time? Do partisan policy options and worldviews emerge clearly, or do they remain under the surface? The paper aims to contribute to the theoretical conceptualisation and empirical analysis of technocracy by highlighting the subjective, performative and overall political dimensions of the phenomenon. Geothermal systems in terrains affected by polyphase deformation have reservoirs with a 3D geometry that is always difficult to predict. In this paper we describe a fossil exhumed geothermal system exposed in eastern Elba Island that developed in a polyphase folded and faulted setting, which can help us to understand how geothermal fluids circulate in geological bodies with inherited structures. Geothermal circulation at Elba allowed the deposition of Fe-ore deposits (haematite/magnetite and pyrite) and altered rock volumes, which represent tracers of the palaeo-fluid flow. Normal and oblique-slip faults dissected a polyphase folded metasiliciclastic succession and produced a secondary permeability in the range of 5 × 10−13 to 5 × 10−16 m2. From the permeable fault zones acting as feeder conduits, geothermal fluids permeated the hydraulically connected metasiliciclastic rock bodies previously deformed by two generations of folds. Geothermal fluids followed the already defined geometry, thus giving rise to apparent folded mineralized levels. Fluid migration into the metasiliciclastic rocks was possible due to their chemical aggression, which favoured the dissolution and reprecipitation of quartz, and Fe-oxide and sulphide deposition. Renewed fluids maintained their chemical properties (pH value and temperature, mostly). This conclusion provides inputs for reconstructing geothermal conceptual models and evaluating the geothermal potentiality of exploitable areas developing in similar geological settings. The effects of news coverage on political attitudes in election campaigns have been widely studied in academic research. In particular, a fertile branch of the literature investigated the impact of news media negativity on turnout. To date, however, findings are mixed, precluding to state a clear relationship. This paper aims to shed a light on this topic by testing whether negative coverage may affect voters' turnout and to what extent. It approaches this research question by accounting for two different dimensions, controlling whether the interplay of media negativity (press and TV coverage) with the type of election (first- vs. second-order elections) has an impact on citizens' propensity to turnout. We test our hypotheses by taking Italy as a case study because it offers a combination of systemic and media characteristics that allows addressing properly the topic. We rely on four datasets covering the 2018 Italian general elections and the 2019 European Parliament Elections in Italy, respectively, with opinion data (2018 ITANES survey and 2019 ITANES-University of Milan survey) and two datasets measuring media negativity by means of a human content analysis carried out on media coverage during the 7 weeks before the election days (2018 and 2019 ITEM data). Our findings show that individual exposure to negative coverage leads to an increase in turnout mainly to the detriment of indecision. This pattern holds both in first- and second-order elections. This article addresses the question of whether populist parties behave differently from other political parties in parliament. Building on the attention-based perspective of the study of policy agendas, we map issue emphasis in parliamentary questions in Italy over more than two decades (1996–2019). The paper is innovative as it compares populist and non-populist parties in government and in opposition. Using data from the Italian Policy Agendas Project and The PopuList , we find mixed evidence. Specifically, we show that populist parties behave differently from other parties only when they are in opposition (signalling that they are different from 'elite' ones) but not when in government (signalling that they are 'competent' policymakers). While the results are exploratory and drawn from the Italian context, this study contributes to deflate the myth of populists' exceptionalism, at least in terms of their behaviour in parliament. As such, it holds broader implications for the scholarly understanding of party government and the so-called 'normalization' of populism in contemporary democracies. [ABSTRACT FROM AUTHOR]

This paper aims to understand the contribution of geographical information in the perception of linguistic variation. A total of 813 mental maps collected among young speakers from different cities in Tuscany have been analyzed via an open-access web dialectometric tool (Gabmap). In particular, the study seeks to verify the role of geographic distance and the place of residence of the respondents in modeling perceived variation. The relationship between dialect grouping as made by linguists and perceived taxonomies of sublinguistic areas is also investigated. Results show that geographical proximity between mapped areas significantly predicts the perception of dialect similarity. Our participants made their decisions looking at (1) a keen sense of spatial contiguity, and (2) the synchronic presence of linguistic differences between the Tuscan subregions. Moreover, classification uncertainty grows when the mapped areas are very close to, or very distant from, the participants' places of residence. Political parties share a very bad reputation in most European countries. This paper provides an interpretation of this sentiment, reconstructing the downfall of the esteem in which parties were held and their fall since the post-war years up to present. In particular, the paper focuses on the abandonment of the parties' founding 'logic of appropriateness' based, on the one hand, on the ethics for collective engagement in collective environments for collective aims and, on the other hand, on the full commitment of party officials. The abandonment of these two aspects has led to a crisis of legitimacy that mainstream parties have tried to counteract in ways that have proven ineffective, as membership still declines and confidence still languishes. Finally, the paper investigates whether the new challenger parties in France, Italy and Spain have introduced organizational and behavioural changes that could eventually reverse disaffection with the political party per se. This paper draws on the literature on party competition and issue ownership to assess whether political membership on the right-left dimension explains party stances on migration. While some scholars argue that on this issue a clear distinction between left and right exists, some more recent quantitative and fine-grained analyses show a more nuanced picture. According to them, a clear difference in narratives exists only when the salience of the issue is high, under pressure of the electoral success of a far-right party or about specific policy issues. This paper further investigates this aspect in the context of the 2015 refugee crisis. It looks at the positions held by the main centre-left, centre-right, Radical Right, and Populist Parties in the Italian, British, and European Parliaments. The content analysis shows that centre-left parties frame the refugee crisis mainly as a humanitarian emergency and held pro-European Union (EU) positions, while centre-right parties differ substantially between Italy and the United Kingdom. Both radical right and Populist Parties exploit the political-opportunity offered by the refugee crisis to foster their anti-establishment claims. Moreover, Radical Right Populist Parties stress the need to secure external borders and restore national sovereignty, against further integration. At the EU level, left- and right-wing groups (Socialist and Democrats Party, European Conservatives and Reformists Party, and European People's Party) are cohesive, while the populist group (European Freedom and Direct Democracy Party) is not. This paper adds on the academic debate on the refugee crisis, showing how the immigration issue can impact on domestic and European party politics, challenging party identities and alliances. This paper presents an analysis of the personalization of the vote in Italian municipal elections in the period 1993–2017. Considering the ability of mayoral candidates to attract more votes than those of the lists that support them, the paper outlines the socio-demographic and political characteristics of the candidates who receive the most personalized votes. Contrary to what one might expect, the most personalized candidates are the losing candidates, not the winning ones. At the same time, the candidates who present themselves as outsiders are more personalized: women; candidates at the head of civic lists; those who lead coalitions positioned at the extremes of the left/right axis; candidates supported by one or two lists. Thus, the paper shows the propensity of the Italian electorate to use the split vote to reward those candidates who present themselves as challengers, rather than the established ones, also in the more pragmatic context of local government elections. Moreover, while it is true that personalization is increasingly more important in the political and electoral context, the ability to create lists of candidates for municipal elections capable of obtaining the broad support of voters seems to count as much, if not more. Luigi Einaudi was an authoritative Italian economist and a leading representative of economic and political liberalism in Europe. After the Second World War, he became governor of the Bank of Italy and president of the Italian Republic. This paper analyzes his role as opinion maker from the end of the nineteenth century until the 1920s, when he was a leading columnist at La Stampa and the Corriere della Sera , the most influential newspapers in Italy at that time. It focuses on the scope and limits of Einaudi's efforts to broaden consensus in Italian public opinion on the principles of economic liberalism and free competition. To this end, it investigates Einaudi's journalistic style, his views on the role of the newspapers, and his large following among the public. Further sections analyze the main issues tackled by Einaudi in his articles in the Corriere and the systematic work of propaganda he enacted during World War I to convince the Italian households to reduce consumption and to finance the military expenditure. A final section deals with the "reconstruction program" devised by Einaudi in the early 1920s with the aim of restoring price stability and fiscal restraint, his efforts in the Corriere to propagate this program, and his forced retreat from journalism after the beginning of the fascist regime in 1924–25. Although the active ageing concept generally has positive connotations, with expected benefits at the micro, meso and macro levels, the application of this concept in terms of policy making presents challenges and risks to be avoided (for instance, a predominantly productivist interpretation and a top-down imposition with limited possibilities for bottom-up exchanges; or a disregard for the risk of excluding older people with more disadvantaged backgrounds). Two crucial strategies to minimise risks are the implementation of policies by considering and respecting territorial diversity, and the involvement of all the relevant stakeholders in a participatory consultative and co-decisional approach. This paper entwines both strategies together by focusing on Italian in-country differences in terms of active ageing, and employing the Active Ageing Index for policy-making purposes. This activity is part of a governmental national pilot project aimed at promoting multilevel co-managed co-ordination of active ageing policies across Italy. The analysis identified five groups of regions that differ from the classical, geographic and socio-economic division between the North, Centre and South. Additional in-group analyses were conducted to investigate within-cluster differences. This study will inform a large multilevel stakeholder network for evidence-based policies and their monitoring at both the national and regional levels, in line with the perspective of mainstreaming ageing. This article examines young people's experiences of open access youth work in settings in the UK, Finland, Estonia, Italy and France. It analyses 844 individual narratives from young people, which communicate the impact of youthwork on their lives. These accounts are then analysed in the light of the European youth work policy goals. It concludes that it is encouraging that what young people identify as the positive impact of youth work are broadly consistent with many of these goals. There are however some disparities which require attention. These include the importance young people place on the social context of youth work, such as friendship, which is largely absent in EU youth work policy; as well as the importance placed on experiential learning. The paper also highlights a tension between 'top down' policy formulation and the 'youth centric' practices of youth work. It concludes with a reminder to policy makers that for youth work to remain successful the spaces and places for young people must remain meaningful to them 'on their terms'. [ABSTRACT FROM AUTHOR]

This paper analyzes the performance of the Italian defined contribution guaranteed pension funds during the period 2008–2012 through a panel analysis. This paper is organized around three main research questions. The first one is focused on the probability of a guarantee payment in a given year. The second one deals with the determinants of the gap between actual return and minimum guaranteed yield on a yearly basis. On 31st January 2020, the Italian cabinet declared a 6-month national emergency after the detection of the first two COVID-19 positive cases in Rome, two Chinese tourists travelling from Wuhan. Between then and the total lockdown introduced on 22nd March 2020 Italy was hit by an unprecedented crisis. In addition to being the first European country to be heavily swept by the COVID-19 pandemic, Italy was the first to introduce stringent lockdown measures. The SARS-CoV-2 outbreak and related COVID-19 pandemic have been the worst public health challenge endured in recent history by Italy. Two months since the beginning of the first wave, the estimated excess deaths in Lombardy, the hardest hit region in the country, reached a peak of more than 23,000 deaths. The extraordinary pressures exerted on the Italian Servizio Sanitario Nazionale (SSN) inevitably leads to questions about its preparedness and the appropriateness and effectiveness of responses implemented at both national and regional levels. The aim of the paper is to critically review the Italian response to the COVID-19 crisis spanning from the first early acute phases of the emergency (March-May 2020) to the relative stability of the epidemiological situation just before the second outbreak in October 2020. This paper examines the ways in which "ordinariness" can come to be exemplified as a virtue. It does so by comparing the status of ordinariness in historical and present-day Predappio, the town in which Mussolini was born and is buried. It describes the ways in which Predappio was mobilized by the Fascist regime as an exemplar of an ordinary Italian town, rendered extraordinary by its wholesale reconstruction as a jewel in the crown of Fascist urban planning. In similar fashion, Mussolini's ordinary rural upbringing was mobilized in the service of propagandizing his extraordinary and exemplary leadership. In contemporary Predappio, by contrast, ordinariness is what locals reach for to contest understandings of their home as irrevocably associated with the extraordinary Fascist heritage they have inherited. One of the ways in which they do so is to celebrate a local exemplar of this ordinariness, Giuseppe Ferlini, the town's first postwar mayor. In contrast to Mussolini, Ferlini's ordinariness is not a backdrop to future greatness, but exactly the quality for which he is celebrated. I assert that these cases demonstrate the need for vigilance in analytic usage of the category of "the ordinary," which sometimes tacitly assumes the existence of "the ordinary" as a scale in itself, independent of human action. I argue instead that "the ordinary" may be the object of ethical labor, rather than its site, and that exemplification may be a form of such labor, in both our accounts and the lives of those we study. This article aims to dissect the nature of exemplarity in Italian Fascism. The social and political structures that emerged in Fascist Italy were highly reliant on a sense of morality, largely because of the degree of violence inherent in those structures. Under Fascism, morality was founded on concrete examples rather than on abstract principles. Exemplars were idealized sources of moral strength, and figures with the capacity to inspire or persuade. In particular, the fallen soldier and those who died for the nation constituted a major category of Fascist exemplars. Thus, soldiers who fell in the First World War were awarded exemplary status in order to encourage behaviors favorable to the regime. With the goal to demonstrate the importance awarded to exemplars, this paper focuses on a group of ossuaries, or bone depositaries, that were built under Mussolini's dictatorship, and within which the regime reburied the remains of soldiers who fell in the First World War. The main purpose of the ossuaries was to present the dead as role models that might boost support for a program of nationalism, militarism, and imperialism. Thus, while their creation drew on factors such as Romantic literature and Italy's religious and political traditions, the ossuaries represent an ideal case study of how Fascist morality was aided by and expressed through the use of exemplars. This paper investigates whether financial incentives may be used as an effective device to induce workers to postpone retirement by evaluating the Italian so-called 'super-bonus' reform. The bonus consisted of economic incentives given for a limited period to private sector workers who had reached the requirements for seniority pension but who chose to postpone retirement. Using data from the Bank of Italy Survey on Household Income and Wealth, this paper assesses the effect of the bonus on the decision to postpone retirement, by comparing private and public workers before and after the reform. Results suggest a 30% reduction in seniority retirement probability, despite the fact that, when changes in social security wealth are taken into account, the bonus actually provided a negative incentive for most workers. Results also suggest that the effect of the reform was driven by low-income workers. In the public debate played out in the media, the financial crisis in Italy is often depicted through a culturalist frame; the country's difficulties are traced deterministically to an ethos, supposedly widespread among Italians, of amoral familism and a limited sense of civic engagement. This paper illustrates three issues that exemplify the country's financial problems, and which are often seen through this type of culturalist lens: i) a lack of discipline in managing public finances; ii) a lack of interest in co-operation caused by the excessive importance given to family ties; iii) a lack of agency from the people involved, symbolised by a reluctance to leave home and to adopt an intense pace of work. Considering the relevant literature and various statistics, we show that a culturalist approach helps to spread a stereotyped and misleading view of these three issues. Instead, we suggest that a more accurate reading of the situation, and more stimulating when it comes to public debate, can be obtained by observing the way individuals adapt to the limitations and opportunities of the context in which they operate. Clastic successions in rock shelters commonly host important archaeological findings, especially of prehistoric and protostoric times. The understanding of depositional and post-depositional processes in these environments is crucial to understand the lifestyle settings of humans, as well as the reliability of archaeological data obtained during excavations. Rock shelters are genetically related to caves, but while depositional processes in caves are generally well known, less information is available concerning the depositional processes active in rock shelters. This paper tries to contribute to this issue, describing the sedimentary succession exposed at the Oscurusciuto rock shelter (Ginosa, Southern Italy). This is one of the most important Middle Palaeolithic sites of the Italian peninsula, and its sedimentary infill hosts witnesses of very late Neanderthal populations that lived in Italy just before their total decline and complete replacement by Modern Humans (MH). This work presents the results of a sedimentologically based study integrated with an ichnological study of selected beds. The combination of these two methodologies allowed us to: (i) define the main depositional processes active in the rock shelter environment, as well as the relationships between different processes; (ii) discuss the meaning of peculiar ichnofabrics recognized at the site, and (iii) discuss the meaning of structureless strata at an archeological site in the framework of human trampling vs bioturbation as a cause of the obliteration of primary sedimentary structures. In the last 30 years, Local Governments all over Europe experienced an intense season of institutional change of unprecedented width and intensity. This paper focuses on a neglected type of institutional change, a more indirect one – here labeled oblique-change – that however strongly influences the overall LG institutional change and local autonomy. Taking 2012 as the climax of the austerity period in Europe and Italy as a pilot case for future comparisons, this article shows that oblique-change matters to a considerable extent, and that it is much more frequent and highly impacting than expected. Moreover, it argues that bradyseismic adjustments provoked by oblique-change may turn out in an equally profound change of the local government's asset, as that induced by major reforms. How do voters sort within an electoral coalition? Voting literatures on ideology, character valence, and issue ownership provide explanations for inter-coalition or inter-party voting, yet the coalition context remains understudied. Do voters in proportional coalition-based systems use the same ideological and issue-based heuristics ascribed to them in two-party systems that favor single-party government? Voting behavior in Italy in the 2000s is used to explore this question. This paper examines what motivates the voters of the large center-left and center-right coalitions, specifically whether ideology, economic issues, or other considerations lead voters to select their party of choice. Results indicate that, on average, voters select a coalition ideologically-proximal and deemed the more competent on issues, while they select a specific party based upon character and reputation issues. This paper examines how contextual (conversational) aspects and socially shared meanings might affect the participants' performance on a standardised memory test using the theoretical framework of social representations. A total of 97 members of centres for older adults located in Rome, Italy participated in a screening using the Montreal Cognitive Assessment test. Prior to testing, a group of volunteers had organised a performance focused on events from the distant past, stimulating intergenerational reminiscence. The participants were randomly assigned to one of two conditions. In the first case, prior to administering the test, a psychotherapist talked to each participant about the performance, focusing on ageing and stressing the neutral aspects of its social representations, such as change and time. In the second case, performance was used to concentrate on positive aspects of the social representations of ageing, namely wisdom and experience. In line with the hypothesis, focusing on positive aspects of social representations of ageing (wisdom and experience) versus their neutral aspects (change and time) has resulted in improved performance on a standardised memory test. Practitioners (psychotherapists – experts in psycho-diagnostics) who administered the tests have been involved in the co-construction of the meaning of ageing, discussing a real-life situation: the common experience of intergenerational activity that involved the participants' memories of their urban environment. Tony Gentile’s photograph of Giovanni Falcone and Paolo Borsellino is one of the most reprinted Italian photographs of the twentieth century. Deriving a special status from its connection to the lost dead bodies of the judges, Gentile’s photograph is a cultural icon, which makes demands on viewers in the present like an uncanny revenant from 1992. This paper considers examples of ways the photograph has been visually, symbolically and materially manipulated by social agents in the years since the judges’ assassinations, to reflect on the polysemous power of the photograph. Considering visual adaptations of the photograph from anti-mafia demonstrations to monuments, and commemorative stamps; from football stadiums to political cartoons, this paper will show how Gentile’s photograph has become the quintessential visual symbol representing the struggles over the memory and meaning of the war against the mafia in contemporary Italy. Moving from a Defined Benefit (DB) to a Notional Defined Contribution (NDC) pension formula creates significant re-distributive effects. We estimate the amount and the intensity of these effects in the case of the Italian transition to NDC, which began in 1995. Based on administrative data of the main Italian pension scheme (FPLD), we study the evolution of yearly inequality within old-age pension benefits. Furthermore, we study the adequacy and the actuarial fairness of the pension system, by estimating the replacement rates and the Net Present Value Ratio distribution for workers who retired in the period 1996–2019. Our results show that the very generous interpretation of acquired rights determined by the 1995 reform has contributed to maintaining a high level of adequacy and a significant level of intergenerational imbalance. Drawing on the revived literature on the subjective dimension of ageing, this paper investigates whether people aged 65+, usually defined as old, do actually feel old and which events they associate with feeling old. Logistic models are used on unique data from the 2013 survey called 'I Do Not Want to Be Inactive', conducted on individuals aged 65–74 in Italy (N = 828). It is found that a large proportion of respondents do not feel old at all. The analyses show that women are more likely than men to feel old and to think that society considers them old. While men feel old mainly when they retire, women associate this feeling with loneliness, loss of independence and death of loved ones. Higher-educated people are less likely to associate feeling old with loneliness and boredom than their lower-educated counterparts. The findings have important implications for the conceptualisation of ageing. Most people who are old according to the standard threshold of 65 do not consider reaching this age as a distinctive marker of old age in their lifecourse. This suggests that absolute thresholds for setting the start of old age are questionable. Feeling old seems to be mainly influenced by events, such as retirement and death of loved ones, hinting to the importance of the social construction of ageing in addition to its biological dimension. Italy has developed a long-dated partnership with Mozambique, where it has emerged as an actor committed to norm promotion in the fields of conflict management, debt relief, and sustainable energy cooperation. This paper challenges the dominant interpretation of such a cooperative relationship that emphasizes ideational motivations and focuses, instead, on the role of Italian investors in the sectors of infrastructure and energy and of the Italian economic diplomacy. A favorable institutional and political climate in Italy has channeled investors' demands in the policy process since the independence of Mozambique. The late institutionalization of Italian development policy, the long gestation of the reform of development policy, and the lack of clear-cut borders between the competences of foreign and development cooperation institutions have empowered business groups that shape the investment strategy of the Italian foreign ministry as actors in development policy-making. Finally, convergence of interests between Italian investors and the NGO Sant'Egidio, which ultimately led to a partnership between these actors, has increased the legitimacy of Italian foreign and development policy toward Mozambique, contributing to consolidating Italy as a norm promoter in the country. The practice of sharing products, services, and other activities among people living in the same city has emerged as one of the most important waves of social innovation in recent years. However, the public and scientific debate have, to date, been mostly rhetoric and rarely relied on empirical evidence. A study of the role played by local institutions in governing the phenomenon is still lacking. This paper addresses the issue of the relationship between local governments and private actors in the sharing economy sector, exploiting the 'political exchange' approach. Departing from this governance perspective, it appraises the political exchange – and its outputs in terms of co-operation – underlying the governing structures in two Italian cases between 2014 and 2018. We thus bridge the gap between a theoretical understanding of the sharing economy and empirical cases, providing scholars with a framework to study this phenomenon which highlights the crucial impact of the political investment of public institutions. The Ceprano human calvarium, dated around 400,000 yr, is a well-known fossil specimen. It represents significant evidence of hominin presence in the Italian peninsula during the Middle Pleistocene and may be considered representative of an archaic variant of the widespread and polymorphic species Homo heidelbergensis. Since its discovery (March 1994), systematic surveys in the Campogrande area near Ceprano, central Italy, identified 12 localities (CG1-12) with archaeological and/or paleontological assemblages. On this basis, fieldwork was carried out at Campogrande between 2001 and 2006, including drilled cores and excavations, allowing a detailed description of the stratigraphic and paleoenvironmental context associated with the human fossil specimen and the archaeological materials. In the present paper we focus on the stratigraphy and sedimentological features of the uppermost deposits, coupled with a detailed appraisal of the available lithic assemblages that mostly belongs to overlying sediments (CG9 and CG10 localities). We conclude that the Ceprano hominin died in a floodplain environment with a low topographic gradient, where a fluvial meandering channel occurred. The archaeological materials describe a network of sites that document common behavioural features of human groups of the mid-to-late Middle Pleistocene, representing evidence of the regionalization observed across Europe after Marine Oxygen Isotope Stage 12. The public places an important constraint on funding security in Europe, and austerity risks making the constraint tighter. Several recent studies show that curtailing military spending is a popular way to reduce debt in Europe. Yet it remains unclear if military spending aversion persists when threats are salient. We fielded an original survey experiment in Italy weeks before the Russian invasion of Ukraine to examine how information about security threats influences military spending preferences and fiscal trade-offs. We found that information about threats increases support for military spending. To validate the survey experiment, we recontacted and remeasured our respondent's preferences three weeks after Russia's invasion and find evidence consistent with our initial experiment. Our findings suggest that, while public opposition to military spending remains high in Italy, external threats dampen the public's opposition to military spending, even under high debt burdens. One of the first steps to early integrate palliative care into oncology practice is a timely and efficient evaluation of symptoms (Bakitas et al., 2015; Davis et al., 2015; Temel et al., 2010). In a recent position paper, the Italian Association of Medical Oncology tells oncologists that they "must be able to prevent, recognize, measure, and treat all cancer-related symptoms" (Zagonel et al., 2017). Major international scientific societies such as the American Society of Clinical Oncology and the European Society of Medical Oncology have often defined the key role of symptoms evaluation and management to force the integration of palliative care into oncology (Davis et al., 2015; Ferrel et al., 2017). Nevertheless, a recent survey conducted by the Italian Association of Medical Oncology shows that only 20% of oncologists regularly uses valid tools to evaluate symptoms, 45% exclusively use them in the context of clinical trials, 30% use them only occasionally, and 5% never use them (Zagonel et al., 2016). The Southern European countries share a similar welfare system which does not perform well either in terms of equity or efficiency. Using EUROMOD, the EU-wide microsimulation model, this paper evaluates the enhancement of both the redistributive and the incentive effects of the Italian tax-benefit system by introducing either a family-based or an individual in-work benefit, financed through the abolition of the existing tax credit targeted at dependent adults. The results show an increase in the labour supply of women both in couples and lone mothers, in particular among the poorest, with important redistributive effects. The in-work benefits can contribute to the de-familialisation of the Mediterranean welfare states by reducing the reliance on the family and compensating the cost of services. This paper sheds light on the role played by political parties in influencing policy change, by connecting literature on party competition and agenda-setting and focusing on a single-issue domain, namely decentralization in Italy from 1948 to 2013. The article argues that major decentralist reforms usually followed electoral campaigns in which most parties focused attention on the issue. Such shifts in attention are caused by, among other things, the issue entrepreneurship activity undertaken by individual parties that are trying to influence the party system agenda and obtain electoral, office, or policy advantage. Contrary to the expectations of the issue entrepreneurship model, however, the analyses reveal that the entrepreneurship role on decentralization in Italy was not played by those parties that can be classified as 'political losers' in the party system; rather, in the case of the policy of decentralization in Italy, issue entrepreneurship activity is mostly explained by strategic considerations other than purely electoral ones. Forecast errors in budgetary variables are frequent. When systematic, they are a source of concern, as they signal misconduct in fiscal policymaking, undermine the government’s credibility and compromise long-term fiscal sustainability. This paper analyses the characteristics of fiscal forecasting and implementation errors in Italy using real-time data over the period 1998–2009. Several empirical methods are applied in order to identify the features of policymakers’ behaviour in preparing and implementing annual fiscal policy and to discover potential determinants in the formation of the implementation errors. Our results show that implemented budgetary plans systematically fall short one year ahead of ambitious planned adjustments for the main public finance aggregates. Fiscal illusion dominates revenue and GDP forecasting, and preliminary data releases are severely biased estimators of the final data, especially for expenditures.
