For the forty-fourth time, the Association for Educational Communications and Technology (AECT) is sponsoring the publication of these Proceedings. The 23rd EUROCALL conference was held in Cyprus from the 24th to the 27th of August 2016. The theme of the conference this year was "CALL Communities and Culture." It offered a unique opportunity to hear from real-world CALL practitioners on how they practice CALL in their communities, and how the CALL culture has developed in local and global contexts. The 25th European Association of Computer-Assisted Language Learning (EUROCALL) conference was hosted by Modern Languages and Linguistics at the University of Southampton, in the United Kingdom, from the 23rd to the 26th of August 2017. The theme of the conference was "CALL in a climate of change." The theme encompassed the notion of how practice and research in CALL is responding to shifting global circumstances which impact education, including developments arising from economic, political, or environmental change. It cut across areas including considerations for teacher training, competitive educational models, open education, new models for blended learning, collaboration, mobile learning, creative and innovative pedagogy, data analytics, students' needs and sustainability--and crucially, it looked to the future with optimism. The programme was packed with over 200 sessions related to this topic, and it included a large number of workshops, pecha kucha, posters, and symposia. This volume offers a snapshot of this dynamic landscape and contains 60 of the papers presented. This volume reflects the wide variety of topics featured at the conference and the high quality of contributions. (Individual papers contain references.)

This yearbook presents new perspectives and materials on Japan that are engaging, relatively jargon-free, and shaped so that their usefulness in a college classroom is readily apparent. A study on leadership, conflict management, research and development (R&D) worker motivation, commitment, and risk-taking propensity in universities compared with corporations and government is presented. It arose from the recognition that R&D in any developed country is critical to the continued well-being of its economy and people, and that university R&D management must continually be assessed. The three countries used in this study are Japan, the United States, and England, with focus on Japan. The following topics were examined: psychological characteristics of effective academic and industrial research leaders; styles of conflict management predominating in effective and ineffective leaders; impact of leader characteristics defined by the three independent variables on subordinate motivation and creativity; laboratory orientation; the market force effect on variables of interest; and leadership at the end of the project. Unlike the United States and England, education and industry are not closely articulated in Japan, and advanced education and training is largely relegated to on-the-job programs. In the United States individuality is tolerated and encouraged but in education, R&D is disadvantaged by its separation from industry. Four appendices include: demographic differences between corporations, universities, and government laboratories; leader attitudes and values; differences between sections rated high or low quality, and theoretical and policy implications. In September 1984, the Chinese government asked the Economic Development Institute of the World Bank to assist the officials of the Chinese Ministry of Education in thinking through some policy options for examinations and standardized testing. Information on teaching and research in international law for countries of the Asia-Pacific region is presented in proceedings of a 1984 conference sponsored by the United Nations Educational, Scientific, and Cultural Organization. In addition to a regional overview, suggestions are offered for promoting regional cooperation in international law. These proceedings contain the papers of the 14th International Conference on Cognition and Exploratory Learning in the Digital Age (CELDA 2017), 18-20 October 2017, which has been organized by the International Association for Development of the Information Society (IADIS) and endorsed by the Japanese Society for Information and Systems in Education (JSISE). Seven figures supplement the text. In a report on the IFLA Pre-Conference Seminar on Automated Systems for Access to Multi-Lingual and Multi-Script Library Materials, Stephen W. Massil of the United Kingdom summarizes papers concerning the automation of non-Roman scripts. National and international standards, computer developments that fail to take library requirements into proper account, and the need for increased dialog between North America and East Asia are noted as areas of concern. "The Australian Bibliographic Network" by Warren Horton of Australia discusses the establishment of a national online bibliographic facility based on cooperative participation and the facility's impact on shared development of Australia's library services. In "The IFLA Conservation Section and the Core Programme for Preservation (PAC)," David W. G. Clements of the United Kingdom outlines the background of the Core Programme on Preservation and Conservation and summarizes current PAC projects. Appendices include a draft copy of conservation survey methodology, a chart illustrating paper embrittlement from 1850 to 1960 measured by fold test, a model of preservation options, and draft copies of guidelines for the handling of books in general collections and conservation rules for readers. Statistics on university libraries are presented in six tables. "Union List of Periodicals (ULP) Database and Science Information System (SIS) for the Academic Researchers of Japan" (Masamitsu Negishi, Japan) considers the ULP as a function of the SIS, problem areas in library automation, periodicals systems and the ULP, and system use fees.
