The article presents the study, which investigates the potential synergies between private banks and aid donors in developing countries. A survey of private bank lending towards developing countries was undertaken to identify the private banks most active in those economies and provide an analytical tool to help identify the scope for public and private partnerships. Researchers found that an international division of labour in bank lending: within the developing world, banks from OECD (Organisation for Economic Co-operation & Development) countries tend to focus their credit on specific regions and countries.

Although many international relations (IR) theory and international political economy textbooks consistently reference dependency theory, it is commonly considered a passé , outdated, or defunct theoretical approach. This paper challenges conventional wisdom, stressing the continued relevance of dependency as an analytical approach. Overall, it argues that Dependency theory represents a successful effort at decentering IR. To do so, it first discusses decentering as an effort to challenge and engage core concepts in IR to transform the "universal" understandings of global politics. In this sense, Dependency theory decentered IR by introducing an understanding of the world in which Western and non-Western spaces are mutually constitutive, highlighting the role of non-core contexts in creating and maintaining the status quo of the universal. Second, the paper analyzes the influence of Dependency theory in modern discourses of political economy like the resource curse, globalization, Post-Colonialism, and Post-Developmentalism. Academic publishing is one of the most unequal areas of the circulation of ideas. Recent studies have analyzed the dominance of ISI-style standards and its consequences for scientific production in the periphery. This article delves into the Latin American publishing circuit and its performance in the midst of four different types of circuits in the world academic system: (a) mainstream ‘international’ publishing circuits, sustained by major private enterprises and publishing houses (Thomson Reuters, Elsevier, Google); (b) transnational networks and repositories built as open access (DOAJ, Dial-net, INASP) to create an alternative to previous (c) regional Southern circuits (LATINDEX, SCIELO, CLACSO, REDALYC, AJOL); and (d) national circuits based on local publications. Given that these four circuits all come into play in national scientific fields, this article addresses the case of Argentina in order to prove that these circuits are segmented, partly due to the hierarchies of the World Scientific System and partly to structural constraints and the local history of professionalization. Focusing on tenure evaluations for research positions at Argentina’s National Scientific Research Council (CONICET), the article examines the results of a survey among coordinators of the council’s evaluation committees in order to analyze the relationship between international publishing and tenure. Abstract: This article analyzes the evolution, between 2010 and 2020, of the organizations created during the Latin American post–liberal regionalism wave. It describes their rise and decline and includes recent public opinion data to claim that there is no demand or supply for an eventual fifth wave of regionalism that would replicate the previous models. Considering the failure of national governments in fulfilling basic human needs, it nonetheless claims that the deepening of the critical social and economic conditions, especially in the COVID-19 pandemic context, could lead to a fifth wave of regionalism in Latin America. Nevertheless, to succeed, such a wave could be inspired by international and regional technical organizations in a way that would recall the principles of David Mitrany's functionalist theory. Resumen: Este artículo analiza la evolución de las organizaciones creadas durante la ola de regionalismo post-liberal en América Latina entre 2010 y 2020. Describe su auge y caída e incluye datos recientes de opinión pública para plantear que no existe una demanda ni una oferta para una quinta ola de regionalismo similar a las olas anteriores. Sin embargo, el fracaso de los Estados en asegurar las necesidades sociales básicas y la degradación de las condiciones socioeconómicas, particularmente en el contexto de la pandemia COVID-19, podrían llevar a una quinta ola de regionalismo latinoamericano. Para que dicha ola pudiese tener éxito, podría inspirarse en las acciones de organizaciones técnicas internacionales y regionales, de una manera que recuerda los principios de la teoría funcionalista de David Mitrany. Résumé: Cet article analyse l'évolution, entre 2010 et 2020, des organisations créées durant la vague de régionalisme postlibéral en Amérique latine. Résumé: L'étude de la rotation de la main‐d'œuvre est particulièrement importante pour l'Amérique latine où les cycles économiques sont accentués et où la protection sociale est limitée. Les auteurs estiment l'intensité de cette rotation dans six pays d'Amérique latine au cours des années 2000, décomposent les différences observées et examinent les trajectoires des travailleurs. Résumé: L'analyse, axée sur les tâches, de la structure de l'emploi urbain du Brésil, de la Colombie et du Mexique montre que celui‐ci a nettement diminué entre 2002 et 2015 dans des professions semi‐qualifiées et augmenté dans les professions faiblement et fortement qualifiées. La décomposition des résultats suggère que le déclin de l'emploi des secrétaires et des sténographes s'explique entièrement par les changements intrabranche (hypothèse de «routinisation»), tandis que dans la conduite des machines et l'artisanat l'explication tient aux changements interbranches. About 30% of households are intimately involved in paid domestic work in Latin America, either as employers or as workers. Paid domestic workers overwhelmingly are female, from racial and ethnic minorities, and earn low wages. Labour codes have historically accorded them fewer rights and protections. Domestic workers have organized to demand equal rights, and recently, this organizing has begun to pay off. This article discusses the dynamics of paid domestic work through the themes of commodification and changes in government policies. Through a comparison of post-millennium Brazil, Uruguay, Mexico and Peru, the article compares the working conditions and struggles of domestic workers and highlights the factors that explain different outcomes in terms of labour rights and protections across these countries. It is argued that stronger rights and protections were made possible by the interactive effects of domestic workers organizing, more sympathetic left-wing governments, and the watershed ILO 2011 Convention on Domestic Workers.
