It is increasingly recognised that the perceptions and lived experiences of climate change are grounded in places. This paper brings together work on place and climate imaginaries to develop a situated and emplaced understanding of climate change futures. Empirically, the paper examines local climate imaginaries on the North Frisian Wadden Sea coast of Germany. The low-lying islands are vulnerable to anthropogenic sea-level rise and face an uncertain future. Based on 21 semi-structured interviews conducted with coastal dwellers, the study examines all interviews from a grounded theory perspective. A refined in-depth analysis of the language helps to reveal climate imaginaries and systematise the ways through which local climate futures are articulated, structured and constructed. The aim of the paper is threefold: to synthesise research undertaken on place and climate imaginaries, to empirically analyse emplaced climate imaginaries and to explore – though tentatively – their role in developing regionally grounded climate change adaptation. Environmental catastrophes, including the increased severity and frequency of climate extremes, can act as "windows of opportunities" that challenge citizens' mental models and motivate them to engage in reflective processes, challenging their pre-conceived ideas. Less well understood is whether experiencing changing weather conditions, common in mid-latitudes, can have a similar effect and increase the citizens' concerns about climate change and their willingness to accept more stringent climate policies. In this paper, we investigate the effects of changing seasonal temperature on the perceived seriousness of climate change and willingness to mitigate climate change. We use data from four yearly waves of a spatially explicit representative population survey in Germany and weather records from the postal code areas in which they live. To our knowledge, this study is the first analysis to link individual perceptions towards climate change and different mitigation options with seasonal temperature changes at specific locations in Europe. The analyzed perceptions were strongly influenced by socio-demographic characteristics and broader societal changes, as well as individual experiences of seasonal temperatures. The results show that experienced seasonal temperature change influences personal climate change concerns as well as the willingness to mitigate climate change, although with a weaker effect. The results indicate that it is the absolute temperature variation experienced that is important, rather than whether it is getting colder or warmer than usual. • German far-right groups are increasingly aligning themselves with ecological ideas. • Völkisch settlers combine care for nature with xenophobic nationalism. • The (racial) future is a key terrain of struggle for this political ideology. • Far-right future-making takes place through an anticipatory and immunological register. • The utopian dimensions of far-right ecological praxis need to be better understood. Focusing on the resurgence of so-called völkisch (ethno-nationalist) settlements in northern Germany over the past three decades, this paper explores the emergent socio-spatial forms through which nativist and xenophobic responses to the ecological crisis are being expressed. It argues that political ecologies of the future cannot be understood, in the present conjuncture, without taking into account those actors which are working to manifest the future in explicitly racialised and immunitary forms. After providing an overview of the development of völkisch movements and ideologies since the 19th century, I introduce contemporary actors and organisations which are attempting to reconfigure the climate crisis as a matter of right-wing concern. These strategies position Nature as a signifier that stitches together far-right concerns about the infiltration of the German Volk and landscape by racialised threats, facilitating a form of ecological praxis through rural settlement projects that is heavily centred around a homogenous and naturalised notion of German identity. Rather than an outright denial of the impending urgency of the climate crisis, I argue that völkisch discourses represent a different, and arguably more dangerous response to the spectre of ecological disorder, and one which works in an immunological and anticipatory register. The affective intensity of these imaginaries and strategies also demonstrate that the terrains of hope, possibility, and even utopia increasingly hold the potential to be claimed by the violent and exclusivist ideologies of the far-right. No mere harbinger of 'things to come', völkisch strategies represent a mode of responding to the climate crisis in the present, and of prefiguring an ethno-nationalist 'solution' which must be taken seriously by activists and scholars. • Coal phase-out is vital to address climate change. • Two discourse coalitions sought to influence coal phase-out policy in Germany. • The anti-coal coalition was very stable, congruent and had a strong actor base. • Both coalitions, and their storylines, left their mark on the phase-out law. • Discourse network analysis allows us to systematically study discourse coalitions. Discourse analysis is gaining attention in transition studies. This paper uses discourse network analysis (DNA) to study how discourse coalitions, and the storylines they mobilize, change over time. Drawing from archival data of two daily newspapers, we analyze the struggle over coal phase-out in Germany (2000–2020). We identify an anti-coal discourse coalition, which was stable and ideationally congruent over time. It used climate change as the dominant storyline to delegitimize coal. The phase-out policy decision in 2020 can be interpreted as the success of this coalition. The pro-coal coalition, in contrast, was more dispersed and less consistent in their arguments. Nonetheless, it was able to institutionalize some of its key storylines in the final policies. Current political discussions and developments indicate the importance and urgency of incorporating climate change considerations into EIA processes. The recent revision of the EU Directive 2014/52/EU on Environmental Impact Assessment (EIA) requires changes in the EIA practice of the EU member states. This paper investigates the extent to which the Environmental Impact Assessment (EIA) can contribute to an early consideration of climate change consequences in planning processes. In particular the roles of different actors in order to incorporate climate change impacts and adaptation into project planning subject to EIA at the appropriate levels are a core topic. Semi-structured expert interviews were carried out with representatives of the main infrastructure companies and institutions responsible in these sectors in Austria, which have to carry out EIA regularly. In a second step expert interviews were conducted with EIA assessors and EIA authorities in Austria and Germany, in order to examine the extent to which climate-based changes are already considered in EIA processes. This paper aims to discuss the different perspectives in the current EIA practice with regard to integrating climate change impacts as well as barriers and solutions identified by the groups of actors involved, namely project developers, environmental competent authorities and consultants (EIA assessors/practitioners). The interviews show that different groups of actors consider the topic to different degrees. Downscaling of climate change scenarios is in this context both, a critical issue with regards to availability of data and costs. Furthermore, assistance for the interpretation of relevant impacts, to be deducted from climate change scenarios, on the specific environmental issues in the area is needed. The main barriers identified by the EIA experts therefore include a lack of data as well as general uncertainty as to how far climate change should be considered in the process without reliable data but in the presence of knowledge about possible consequences at an abstract level. A joint strategy on how to cope with uncertain prognoses about main impacts on environmental issues for areas without reliable data requires a discussion and cooperation between EIA consultants and environmental authorities. In order to reach the goals of the United Nations Framework Convention on Climate Change, a stepwise reduction of energy related greenhouse gas emissions as well as an increase in the share of renewable energies is necessary. For a successful realization of these changes in energy supply, an integrated view of multiple energy sectors is necessary. The coupling of different energy sectors is seen as an option to achieve the climate goals in a cost-effective way. In this paper, a methodical approach for multi-modal energy system planning and technology impact evaluation is presented. A key feature of the model is a coupled consideration of the sectors electricity, heat, fuel and mobility. The modeling framework enables system planners to optimally plan future investments in a detailed transition pathway of the energy system of a country, considering politically defined climate goals. Based on these calculations, in-depth analyses of energy markets as well as electrical transmission and distribution grids can be performed using the presented optimization models. Energy demands, conversion and storage technologies in households, the Commerce, Trade and Services (CTS) area and the industry are modeled employing a bottom-up modeling approach. The results for the optimal planning of the German energy system until 2050 show that the combination of an increased share of renewable energies and the direct electrification of heat and mobility sectors together with the use of synthetic fuels are the main drivers to achieve the climate goals in a cost-efficient way. • Personal and social norms in favor of contribution to the Paris Agreement influence PEB. • These norms partially mediate the influence of personal involvement (Paris Agreement) on PEB. • These norms partially mediate the influence of environmental values on PEB. • These norms are largely better predictors of PEB than more abstract norms. This paper examines the impact of climate targets which have been adapted to individuals' behavior based on global political events. As the global climate targets of the Paris Agreement are largely supported by society, we investigate the potential of these targets to lead to personal and social norms concerning individual contributions to the Paris Agreement´s climate goals. We assume that these norms mediate the influence of personal involvement in the Paris agreement and of environmental values on greenhouse gas avoiding decisions. Also, we expect that these norms predict greenhouse gas avoiding behavior, rather than norms related to climate change. The research is based on a laboratory study with students conducted in December 2017 in Germany (n = 226). The main results show for the students surveyed in the research that norms in favor of contribution to the Paris Agreement substantially influence objective carbon offsetting, as well as consumption of local food and green electricity; and these norms partially mediate the influence of personal involvement in the Paris Agreement and of environmental values on decision-making. In view of the current geopolitical situation, the EU and its Member States are accelerating efforts to reduce their dependency on fossil fuel imports, while simultaneously tackling the climate crisis. With heating in buildings accounting for a large share of the energy consumption in the EU, policies to phase-out fossil fuels for heating and to switch to renewables are key elements. In the context of the proposed actions to phase-out fossil fuels at EU level, this article provides a systematic analysis of current and planned phase-out regulations for fossil fuel boilers in the EU Member States. The paper quantifies the share of energy consumption for heating that is addressed by such regulations and finds that the current regulations only address about 10% of the total fossil energy consumption for heating in the EU. The share increases to almost 30% when considering the planned regulations, reflecting the fact that large energy consumers such as Germany and the Netherlands have announced such regulations. The analysis shows that several Member States with high energy consumption for heating have neither implemented nor announced plans to introduce phase-out regulations for fossil fuel heating. The study concludes that immediate policy action is needed both at EU and at Member State levels. At EU level, the proposed introduction of an end-date for stand-alone fossil fuel boilers needs to be substantiated and implemented into the legislative framework. Abstract: This paper investigates the effect of future sea-level rise (SLR) on the tides of the northwest European Continental Shelf. The European shelf tide is dominated by semidiurnal constituents. This study therefore focuses primarily on the changes in the M2 tidal constituent and the spring and neap tidal conditions. The validated operational Dutch Continental Shelf Model is run for the present day sea-level as well as 2 and 10m SLR scenarios. The M2 tidal amplitude responds to SLR in a spatially non-uniform manner, with substantial amplitude increases and decreases in both scenarios. The M2 tidal response is non-linear between 2 and 10m with respect to SLR, particularly in the North Sea. Under the 2m SLR scenario the M2 constituent is particularly responsive in the resonant areas of the Bristol Channel and Gulf of St. Malo (with large amplitude decreases) and in the southeastern German Bight and Dutch Wadden Sea (with large amplitude increases). Changes in the spring tide are generally greater still than those in the M2 or neap tides. With 2m SLR the spring tidal range increases up to 35cm at Cuxhaven and decreases up to −49cm at St. Malo. Additionally the changes in the shallow water tides are larger than expected. With SLR the depth, wave speed and wave length (tidal resonance characteristics) are increased causing changes in near resonant areas. In expansive shallow areas SLR causes reduced energy dissipation by bottom friction. Combined these mechanisms result in the migration of the amphidromes and complex patterns of non-linear change in the tide with SLR. Despite the significant uncertainty associated with the rate of SLR over the next century, substantial alterations to tidal characteristics can be expected under a high end SLR scenario. Contrary to existing studies this paper highlights the importance of considering the modification of the tides by future SLR. These substantial future changes in the tides could have wide reaching implications; including for example, correctly calculating design level requirements for flood defences, the availability of tidal renewable energy and dredging requirements. Abstract Local public health authorities often lack the capacity to adapt to climate change, despite being on the 'front lines' of climate impacts. Upper-level governments are well positioned to create an enabling environment for adaptation and build local public health authorities' capacity, yet adaptation literature has not specified how upper-level governments can build local-level adaptive capacity. In this paper we examine how federal and regional governments can contribute to enabling and supporting public health adaptation to climate change at the local level in federal systems. We outline the local level's self-assessed adaptive capacity for public health adaptation in Canadian and German comparative case studies, in terms of funding, knowledge and skills, organizations, and prioritization, drawing upon 30 semi-structured interviews. Based on interviewees' recommendations and complemented by scientific literature, we develop a set of practical measures that could enable or support local-level public health adaptation. We find that adaptive capacity varies widely between local public health authorities, but most report having insufficient funding and staff for adaptation activities. We propose 10 specific measures upper-level governments can take to build local public health authorities' capacity for adaptation, under the interrelated target areas of: building financial capital; developing and disseminating usable knowledge; collaborating and coordinating for shared knowledge; and claiming leadership. Federal and regional governments have an important role to play in enabling local-level public health adaptation, and have many instruments available to them to fulfill that role. Selecting and implementing measures to enable local public health authorities' adaptive capacity will require tailoring to, and consideration, of the local context and needs. Abstract: The paper discusses opportunities for integration of the climate protection strategy declared by the German government into spatial and urban land-use plans in Germany. The paper gives a brief overview of German climate protection related legislation, gives some statistics on energy demand in the housing sector in Germany, and identifies opportunities for climate change mitigation in urban areas through enhanced spatial planning and energy-efficient homes. Drawing on statistical analysis the paper identifies discrepancies between trends in population densities and actual housing floor space. The paper further identifies opportunities for increasing heating efficiency of houses by managing the spatial arrangement of apartments and buildings. The overall conclusion of the paper is that adjustments in the spatial planning legal base in Germany are necessary to integrate specific climate protection tools that will allow an increase in energy efficiency in housing. Abstract: In Germany, the first permits have now been issued for the construction of large-scale offshore wind farms in the German Exclusive Economic Zone (EEZ). This paper focuses on perceptions of the local seascape and the role of aesthetic seascape qualities in shaping local attitudes to offshore wind farming. Based on a survey of local residents in the districts of Dithmarschen and North Frisia, it shows that aesthetic seascape perception alone cannot account for local attitudes to offshore wind farming. Three main aspects seem to come together to determine these attitudes: deeply held convictions of the sea as a natural space, deeply held views of the local landscape and linked to this local identity, and also perceptions of renewable energies in combination with attitudes to issues such as climate change and sea level rise. The paper examines a scenario exercise concerning deployment of solar geoengineering by a small group of states that are particularly vulnerable to climate change. Two groups of participants were each asked to provide expert decision-making advice to an alliance comprising great powers, and to propose a political response to the deployment initiative. This paper discusses the initial governance proposals and examines differences and exchanges between the groups throughout the exercise. The two groups delivered distinct governance proposals. The differences, which were driven largely by divergent worldviews and assumptions about the geopolitical context, provide insights into the complexities of responses to "free-driving" the deployment of solar geoengineering, internal functioning and cohesion of coalitions, and interactions among multiple responses to climate change. The deployment of onshore wind power is an important means to mitigate climate change. However, wind turbines also have negative impacts at the local scale, like disamenities to residents living nearby, changes in landscape quality, or conflicts with nature conservation. Our paper quantifies spatial trade-offs arising between these criteria. For this purpose, we propose a novel approach using Pareto frontiers and a Gini-like potential trade-off indicator. Our analysis builds on a spatial optimization model using geographical information system data for Germany. We show that spatial trade-offs between the criteria under consideration are substantial. The size of the trade-off varies substantially with the criteria under consideration, depending on the spatial heterogeneity of each criterion as well as on the spatial correlation between the criteria. There is considerable research on the climate effects of daily travel, including research on the spatio-temporal and socioeconomic impact factors of daily travel and associated climate change effects. However, this is less true with respect to long-distance trips. This paper uses national transport survey data from Germany to point out differences in GHG emissions related to demographic, socioeconomic and spatial characteristics for daily and long-distance travel. Daily travel and long-distance travel are investigated simultaneously and separately using Logit and OLS regressions. The results show that transport-related GHG emissions from long-distance trips and daily trips are affected by sociodemographics in largely the same direction. In contrast, spatial attributes, like municipality size or density grade of the region, show a different picture. Per capita emissions in rural and suburban areas are higher for daily trips, but lower for long-distance trips than emissions caused by urban residents. While we cannot rule out the possibility of residential self-selection, our findings challenge the idea that compact urban development may help reduce CO 2 emissions once long-distance trips are taken into account. Transport is considered to be a major contributor to emissions, resulting in a deterioration of local air quality and contributing to global climate change. The present paper focuses on how passenger flights departing from German airports contribute to global climate change. We describe in detail, how traffic forecasts for three scenarios entitled Reference, Free Play and Regulated Shift have been developed and how the resultant emissions have been quantified. Subsequently, we applied a climate model, providing insights into the very long-term climate effects under different assumptions on emissions up to the year 2100. The modelling framework shows that the development of emissions results from complex interactions of demand development and supply decisions, which highly influence the climate impact. Climate change is supposed to exacerbate conflicts arising from resource scarcity and contrasting objectives. Some European authors highlighted already the need to look at conflicting interests when elaborating and applying adaptation and mitigation strategies. This study analysed the level of consideration of these emerging topics arising through increased competition of resources, contrasting interests, climate change adaptation as well as mitigation measures for Austria and Southern Germany in detail. Furthermore, it surveyed the application of possible approaches for conflict prevention and mitigation in an international perspective and additionally examined the particular role of SEA as one of the instruments to cope with conflicts related to climate change. The results express the strong need to look at emerging conflicts in cross-sectoral and sectoral adaptation early enough and a strategic perspective. Based on the content analysis of the Austrian and German adaptation and mitigation documents, expert interviews as well as the international literature review, a rather low consideration of these emerging topics as well as approaches to cope with them became evident. In response to these deficiencies, the paper introduces a first framework to identify and tackle emerging and exacerbated conflicts related to climate change. This novel framework is internationally applicable. In the final step of the framework approaches to prevent and minimize conflicts are the key topic. Among these approaches, SEA could take a leading role in case mandatory planning instruments cover the topics related to potential or existing exacerbated fields of conflicts. Overall a mix of formal and informal instruments and a more cross-sectoral perspective seems necessary. Many studies have analysed the environmental impact of vegan, vegetarian, or reduced meat diets. To date, literature has not evaluated how diet shifts affect environmental impacts by utilising portfolios which reflect personal nutrition preferences. Further, changing diets could alter the available land for non-food uses. This paper defines novel diet portfolios to outline alternative diet transitions and choices within the population and finds their effect on greenhouse gas (GHG) emissions, primary energy use, and land use in Germany. The aim of this study is to capture how these diet shifts affect land availability and increase the options for land-based climate change mitigation strategies. To do so, a contextualisation is made to compare the use of freed-up land for afforestation or biomethane production (with and without carbon capture and storage). The investigated diet portfolios lead to a reduction of the investigated impacts (GHG emissions: 7–67%; energy use: 5–46%; land use: 6–64%). Additionally, afforestation of freed-up land from each diet portfolio leads to further emission removals of 4–37%. In comparison, using the land to produce energy crops for biomethane production could lead to 2–23% further CO2-eq emission reductions when replacing fossil methane. If biomethane production is paired with carbon capture and storage, emission abatement is increased to 3–34%. This research indicates various short-term pathways to reduce GHG emissions with portfolio diet shifts. Utilising freed-up land for climate change mitigation strategies could prove essential to meet climate targets, but trade-offs with, e.g. biodiversity and ecosystem services exist and should be considered. • Diet portfolios are used to represent realistic population diets. • Diet portfolios include a mixture of 12 different diets. • GHG emissions decrease by 67% if the population adopts a Vegan diet. • Afforestation removes almost double the emissions compared to biomethane. • BECCS has similar GHG abatement to afforestation. The paper addresses the important question of how institutional structures matter to the delivery of climate change policy for urban transport. It examines the strategic goals, policy tools in operation and initial progress towards carbon emission reduction in seven cities across the UK and Germany where different institutional structures exist. The UK has the presence of a strong national carbon target and strong hierarchical national–local government relationships whilst Germany has a more integrated system of local transport provision in a context where local and regional government is stronger. Our findings show that the carbon agenda has made very little difference to what is happening on the ground in the cities. Across all sites, progress is being made but largely through technological improvements which are being almost completely offset by population growth. Even in the more integrated city environments there has not be an additional stimulus to manage the demand for travel. Contrary to previous research therefore, we cannot conclude that institutional structures are paramount in delivering effective carbon reduction policies. The institutional structures in the UK and in Germany are not perfectly aligned to carbon management but, given the cross policy impacts of most transport interventions, this is perhaps inevitable. We can clearly conclude however that “better” structures are not sufficient to achieve the implementation of more effective carbon policies. Whilst institutional structures must matter, it is the broader governance environment and the resources and politics involved in transport policy that currently seem to dominate the importance of the carbon agenda and implementation paths that emerge. Artificial intelligence (AI) is often seen as a key technology for future economic growth. However, the concrete socio-economic effects have not yet been clearly researched. This is especially true for sustainability issues, which have so far been neglected in the discussion about the impact of AI despite its immense importance. Consequently, this paper focuses on the impact of AI on the regional energy system, which is considered to play a crucial role in addressing the societal challenge of climate change. Apart from the direct influence of AI on the regional energy consumption in Germany, regional differences are also investigated. For the corresponding empirical analysis, various datasets are combined and analysed in a panel-regression at the regional NUTS-3 level (Nomenclature des unités territoriales statistiques). Evidence is found that the energy decreasing/increasing effect of AI highly depends on the regional circumstances, the technological as well as industrial portfolio. The adaptation of transport systems to climate change is crucial for maintaining city functions in the future. Due to the complexity of this process, urban transport planners may not always be aware of all challenges they must face, leading to maladaptation or lack of adaptation of the transport systems of their cities. Recognising this complexity, this paper identifies barriers and opportunities for effective adaptation planning via a socio-technical perspective. An existing analytical framework, previously used in some cities of Latin America and Germany, is adopted and applied to a case study of Bogotá, Colombia. Interviews conducted with local professionals and a review of policy documents and technical reports provided insight into city governance processes and the extent to which climate change adaptation shapes transport sector decisions. The study reveals that incomplete or unusable information about climate change and its effects, reduced availability of economic and human resources, and the lack of adequate incentives are limiting adaptation within the transport planning processes of the city. It also demonstrates the critical influence of the institutional structure in determining which infrastructure options are considered feasible and preferable. The study elucidates what levers are available to transport planners and why some solutions are just not considered. Abstract: In this paper, the dependence of ozone-forming potential on temperature was analysed based on data from two stations (with an industrial and rural background, respectively) in North Rhine-Westphalia, Germany, for the period of 1983–2007. After examining the interrelations between ozone, NO x and temperature, a projection of the days with ozone exceedance (over a limit value of a daily maximum 8-h average≥120 μg m−3 for 25 days per year averaged for 3 years) in terms of global climate change was made using probability theory and an autoregression integrated moving average (ARIMA) model. The results show that with a temperature increase of 3 K, the frequency of days when ozone exceeds its limit value will increase by 135% at the industrial station and by 87% at the rural background station. Abstract: New paleoclimatic data for the Lateglacial clarify climatic phases during the Lateglacial. Cold climate played a key role in limiting Magdalenian expansion from southwest and central Europe This paper presents chronological and geographic data for the different climatic phases to map the expansion of the Magdalenian into northwest Europe. Specifically, it can be seen that initial expansion follows a southwest-northeast trajectory into southern Germany, followed by northern expansion into Belgium, central Germany and the Paris Basin at the end of the Oldest Dryas. During the Bølling and Allerød phases, human occupation intensified in the Paris Basin and contacts and/or territorial exploitation between both the Paris Basin and the Rhineland region with Belgian territory is demonstrated. Abstract: This paper uses a planning experiment to empirically investigate possible social learning outcomes of landscape and urban planning with benefits for decision-making. Building on C. Steinitz’ Framework for Alternative Futures Studies, a framework for participatory scenario-based landscape planning (SLP) is developed and used in a three-month climate adaptation planning process involving up to 37 local actors in Gartow, Germany. The evaluation of social learning outcomes follows the premise of action research and employs a mixed-method approach. The research shows that SLP can successfully generate social learning outcomes among participants. Observed social learning outcomes include gains in substantive knowledge (e.g. on climate change impacts), procedural knowledge (e.g. on alternative adaptation strategies), understanding of different perspectives, as well as social and technical skills. Participants named several potential impacts of social learning outcomes on their future decision-making, including enhanced awareness, altered agendas, and better social relations. The SLP process and its results formed the basis and inducement for further collaboration of local actors and external consultants in the development of a coordinated mission statement (Leitbild) for climate change adaptation. Abstract: Several surveys around the world claim that the issue of climate change is of declining interest among the population. Hamburg, regularly experiencing storm surges and suffered a major flood in 1962, shows evidence of this tendency in yearly surveys undertaken from 2008 to 2011. Comparing detected trends in public awareness of climate change around the western world, this paper concludes that there is a decline in public concern about climate change in the last few years. A few surveys in the US reaching back to the 1990s indicate that this decline may be intermittent; data suggest that the long-term increase in scientific confidence and in media coverage is not transferred in a parallel long-term increase in public concern about climate change. Abstract: This paper highlights the distinctive discursive framing of transport policy in Germany and the UK. Using an analysis of the introduction of the ‘scrappage bonus’ in both countries, against the background of the financial crisis, we show how distinct nationally specific discourses and political cultures are expressed within these. The German government was an early adopter of the policy, but the UK government was relatively late in introducing its own scheme. While the German scrappage scheme was introduced officially as an environmental bonus, the UK scheme did not make any reference to environmental concerns. We argue that these differences are important in the context of a wider research aim, to identify nationally specific mobility regimes and to develop an understanding of different possible pathways towards more environmentally friendly transport futures. Abstract: Within modern society, business organizations have a co-evolutionary relationship with society and ecosystems. Business organizations face highly diverse risks which they have to recognize, reflect on and handle. Climate change and its impacts clarify the need for managing overall system risk. Research has shown that climate vulnerability of business organizations in the German food industry is characterized by impacts that, in particular, affect business organizations indirectly. Indirect climate change caused impacts are complex, uncertain and characterized by a high degree of unpredictability. They focus on the derived social, ecological, economic and cultural consequences of the direct physical impacts from a worldwide perspective. This paper shows that introducing resilience thinking helps to identify strategic risks and opportunities coping with climate change caused impacts in sense of corporate climate adaptation strategies. Furthermore, it is shown from a strategic management perspective that mitigation is a profound element of long term adaptation strategies. [Copyright &y& Elsevier]

Abstract: Spatial planning is considered to be one of the main instruments available to govern adaptation to climate change and climate change impacts in spatial contexts. To meet this challenge spatial planning authorities require information concerning climate change impacts on a regional and local scale level. This paper presents an assessment framework for exploring the impacts of climate change in the context of spatial planning. The framework employs indicators for exposure to climate stimuli and sensitivity to climate change induced impacts. A particular focus was put on producing a comparable classification method with regard to the set of indicators. The application of the framework allows a comprehensive evaluation and comparison of the results for the impacts addressed. The framework was applied at a regional level for the whole of Germany. An indicator based model was developed assessing 11 potential impacts with relevance for the German spatial planning system. Relevant indicators of sensitivity and exposure were compared for a common assessment and spatial analysis of climate change induced potential impacts related to NUTS 3 districts. The impact analysis is applied for three different IPCC greenhouse gas emission scenarios (A2, B1, A1B) and three future periods (2011–2040, 2041–2070, 2071–2100). The assessment provides new information on the spatial distribution of different potential impacts of climate changes in Germany. Regions with cumulative impacts of climate change are identified as hot spot areas which need urgent adaptation activities by spatial planning. [ABSTRACT FROM AUTHOR]

Summary: In order to successfully conduct integrated management of land, water and living resources the Convention on Biological Diversity (CBD) has developed a strategy called the Ecosystem Approach (EA). This paper analyses the obstacles preventing the implementation of the EA in two case study countries, Canada and Germany. We briefly describe the EA, followed by the results of literature research of protected area management and the EA, as well as structured telephone interviews conducted with managers of large protected areas in Germany and expert interviews in the Canadian Provinces of Manitoba and Ontario, in addition to the German Federal State of Brandenburg all conducted in 2005-2006. Results reveal that the EA is faced with a wide range of barriers and its implementation seems to be stuck in the political arena, not reaching the practical level. Most notable were issues concerning general knowledge of the EA, top-down information sharing, both administrative and cross-sectoral cooperation and stakeholder involvement. Major outcomes are the need for more cooperation and knowledge sharing, as well as for a correct combination of both top-down and bottom-up approaches to ecosystem management. The results partially reflect eight general obstacles considered in a Strategic Plan of the CBD, with the exception of socio-economic factors and natural phenomena and environmental change. We rather see these as issues demonstrating the urgent need for implementing the EA. In particular, climate change increases the need of the implementation of the EA and actually could lead to a broader acceptance of its principles. [Copyright &y& Elsevier]

Abstract: Today, global climate change is one of the most urgent environmental problems. The atmospheric concentration of carbon dioxide (CO2) has to be stabilised by significant reductions of CO2 emissions in the next decades to keep the expected temperature rise within tolerable borders. Efforts exceeding the implemented measures to reduce CO2 emissions in Germany are desirable. An important pre-condition for such measures is a scientific-based inventory of the sources, sinks, and use of carbon. In this paper, we present CarboMoG, i.e. Carbon Flow Model of Germany. CarboMoG is a carbon flow model covering carbon flows, carbon sources and sinks in Germany and the German anthroposphere, showing concurrent energy and non-energy use of carbon sources. The model consists of seven modules in German anthroposphere following the German classification of economic sectors. Carbon flows to and from atmosphere and lithosphere as well as imports and exports were included into the model. The model comprises roughly 220 material flows determined based on material flow procedures for the base year 2000. Main sources of carbon are fossil energy carriers from lithosphere and uptake of CO2 by crops (52% resp. 48% of all carbon sources). The model calculations show that import of energy carriers dominates total carbon import to Germany (82%). Total non-energy use of carbon in Germany is significantly higher than energy use (386 Mt C and 230 Mt C, resp.). Carbon throughput of Industry is greatest (about 224 Mt C input), followed by Energy (about 129 Mt C input). Agriculture and Forestry & Industry show the highest figure for non-energy use of carbon, energy use of carbon is largest in the Energy sector. Emissions of CO2 to atmosphere account for 94% of all carbon flows to sinks in Germany. Carbon accumulates in German anthroposphere 5 Mt C in 2000. [Copyright &y& Elsevier]

There is an ongoing scientific debate about how environmental concern develops in a population, and under which circumstances it might decline at some point. In this paper, by analysing thirty years of microdata from the German Socio-Economic Panel (SOEP), I investigate the role of socioeconomic factors and political preferences in altering and addressing environmental perceptions in Germany, Europe's green leader. Results from correlated random-effects models reveal, inter alia, that economic insecurity and support for right-wing political parties significantly contribute to lowering environmental concern. Hence, policymakers ought to focus on economic insecurity in order to increase citizens' environmental concern and, eventually, bring an enhancement in pro-environmental behaviour as a result of the voters' political will. • I examine the economic and political factors shaping environmental concern over time. • I analyse 30 years of microdata from the German Socio-Economic Panel (SOEP). • I employ Mundlak-type correlated random-effects models and Difference-in-Differences. • Economic insecurity and political choices are key drivers of environmental concern. • The results may be useful to policymakers, marketers, green businesses, and educators. The present paper focuses on green defaults as demand-side policies supporting the uptake of renewable energy in Germany. It sets out to gain a better understanding of whether and for whom green electricity defaults work. The present study is one of the first to use a large-scale data set to investigate this question. We combine micro-level data from the German Socio-Economic Panel (GSOEP) covering private households (including a wealth of individual information) with macro-level information such as population density of a region and proportion of energy suppliers in a given region that use a green opt-out tariff within their basic supply. We show that in Germany, green defaults, automatically enrolling customers in renewable energy sources, tend to stick, especially but not only among those who are concerned about the problem of climate change. This finding, based on real-world rather than experimental evidence, attests to the power of automatic enrollment in addressing environmental problems in Germany and potentially beyond, including climate change, and also adds to the growing literature on the substantial effects of shifting from opt-in to opt-out strategies. This paper explores the effects of framing a polluting activity in different contexts, i.e. different modes of transportation (bus versus plane) and different travel occasions (holiday versus professional training) on the individual willingness to pay (WTP) for carbon offsetting. For both types of framing, we also study additional contributions from the travel provider (i.e. matching). The empirical analyses with mixed logit and latent class logit models are based on data from discrete choice experiments with a representative sample of about 1000 individuals from Germany. The findings suggest substantial and systematic framing effects resulting from varying the mode of transportation, but not the travel occasion. Furthermore, the individual WTP is significantly higher across all four contexts when offsets are matched by the travel provider at a rate of 100%. In contrast, a lower matching rate of 33% is only relevant for one context, i.e. bus trips to a professional training. In addition, our results indicate that re-/afforestation projects are preferred to renewable energies projects or projects to improve energy efficiency. Likewise, projects carried out in a participant's region are preferred to projects implemented in European countries other than Germany or in developing countries. Finally, the WTP for offsets is found to be significantly higher for individuals with higher income, younger age, and stronger environmental and social preferences, as well as for individuals who believe that offsetting is effective in protecting the climate. Variations of climate are a major cause of uncertainty in crop yields. This paper analyses the impacts of extreme weather events on wheat yields reported in the German Farm Accountancy Data Network (FADN). The FADN-sample has continuously encompassed about 11,500 farms each year since 1995/96. While the average of farm yields within a county correspond to the official average county yield, farm yields show higher annual fluctuations over time. In order to assess the impacts of extreme weather events on wheat yields, the farm data is spatially joined with data on local natural site conditions on the municipality level. Soil data such as the field capacity is taken from soil maps and altitude above sea level from digital terrain maps. The variables are averaged over the arable land in the municipalities using GIS. Meteorological data observed at weather observation stations of the German Weather Service such as temperature (minimum, average, maximum), precipitation, and potential evaporation are interpolated on a 1x1 km grid and aggregated to municipalities. Various indicators reflecting extreme weather events such as the number of days with extreme frost, freeze-thaw cycles, drought and heat during the vegetation period and enduring rain and wet soil at harvest are derived on the basis of the soil and daily weather data. Multivariate regression analyses are applied for clustered homogenous soil-climate-regions to elicit the impacts of defined extreme climate events on wheat yields. First results reflect the regionally different exposure to extreme weather events in Germany. While farmers in the northern regions suffered rather from enduring rain and soil moisture at harvest, drought caused major problems on sandy soils in the eastern regions. Of course, due to the focus on weather extremes, a substantial part of weather-induced yield fluctuation remains unexplained.
