Increased flash drought awareness in recent years has motivated the development of numerous indicators for monitoring, early warning, and assessment. The flash drought indicators can act as a complementary set of tools by which to inform flash drought response and management. However, the limitations of each indicator much be measured and communicated between research and practitioners to ensure effectiveness. The limitations of any flash drought indicator are better understood and overcome through assessment of indicator sensitivity and consistency; however, such assessment cannot assume any single indicator properly represents the flash drought "truth." To better understand the current state of flash drought monitoring, this study presents an intercomparison of nine, widely used flash drought indicators. The indicators represent perspectives and processes that are known to drive flash drought, including evapotranspiration and evaporative demand, precipitation, and soil moisture. We find no single flash drought indicator consistently outperforms all others across the contiguous United States. We do find the evaporative demand- and evapotranspiration-driven indicators tend to lead precipitation- and soil moisture-based indicators in flash drought onset, but also tend to produce more flash drought events collectively. Overall, the regional and definition-specific variability in results supports the argument for a multi-indicator approach for flash drought monitoring, as advocated by recent studies. Furthermore, flash drought research-especially evaluation of historical and potential future changes in flash drought characteristics-should test multiple indicators, datasets, and methods for representing flash drought, and ideally employ a multi-indicator analysis framework over use of a single indicator from which to infer all flash drought information. SIGNIFICANCE STATEMENT: Rapid onset or "flash" drought has been an increasing concern globally, with quickly intensifying impacts to agriculture, ecosystems, and water resources. Many tools and indicators have been developed to monitor and provide early warning for flash drought, ideally resulting in more time for effective mitigation and reduced impacts. However, there remains no widely accepted single method for defining, monitoring, and measuring flash drought, which means most indicators that are developed are compared with other individual indicators or conditions and impacts in one or two flash drought events. In this study, we measure the state of flash drought monitoring through an intercomparison of nine, widely used flash drought indicators that represent different aspects of flash drought. We find that no single flash drought indicator outperformed all others and suggest that a comprehensive flash drought monitor should leverage multiple, complementary indicators, datasets, and methods. Furthermore, we suggest flash drought research-especially that which reflects on historical or projected changes in flash drought characteristics-should seek multiple indicators, datasets, and methods for analyses, thereby reducing the potentially confounding effects of sensitivity to a single indicator. Soil moisture (SM) and evapotranspiration (ET) are key variables of the terrestrial water cycle with a strong relationship. This study examines remotely sensed soil moisture and evapotranspiration data assimilation (DA) with the aim of improving drought monitoring. Although numerous efforts have gone into assimilating satellite soil moisture observations into land surface models to improve their predictive skills, little attention has been given to the combined use of soil moisture and evapotranspiration to better characterize hydrologic fluxes. In this study, we assimilate two remotely sensed datasets, namely, Soil Moisture Operational Product System (SMOPS) and MODIS evapotranspiration (MODIS16 ET), at 1-km spatial resolution, into the VIC land surface model by means of an evolutionary particle filter method. To achieve this, a fully parallelized framework based on model and domain decomposition using a parallel divide-and-conquer algorithm was implemented. The findings show improvement in soil moisture predictions by multivariate assimilation of both ET and SM as compared to univariate scenarios. In addition, monthly and weekly drought maps are produced using the updated root-zone soil moisture percentiles over the Apalachicola-Chattahoochee-Flint basin in the southeastern United States. The model-based estimates are then compared against the corresponding U.S. Drought Monitor (USDM) archive maps. The results are consistent with the USDM maps during the winter and spring season considering the drought extents; however, the drought severity was found to be slightly higher according to DA method. Comparing different assimilation scenarios showed that ET assimilation results in wetter conditions comparing to open-loop and univariate SM DA. Flash droughts—uncharacteristically rapid dryings of the land system—are naturally associated with extreme precipitation deficits. Such precipitation deficits, however, do not tell the whole story, for land surface drying can be exacerbated by anomalously high evapotranspiration (ET) rates driven by anomalously high temperatures (e.g., during heat waves), anomalously high incoming radiation (e.g., from reduced cloudiness), and other meteorological anomalies. In this study, the relative contributions of precipitation and ET anomalies to flash drought generation in the Northern Hemisphere are quantified through the analysis of diagnostic fields contained within the MERRA-2 reanalysis product. Unique to the approach is the explicit treatment of soil moisture impacts on ET through relationships diagnosed from the reanalysis data; under this treatment, an ET anomaly that is negative relative to the local long-term climatological mean is still considered positive in terms of its contribution to a flash drought if it is high for the concurrent value of soil moisture. Maps produced in the analysis show the fraction of flash drought production stemming specifically from ET anomalies and illustrate how ET anomalies for some droughts are related to temperature and radiation anomalies. While ET is found to have an important impact on flash drought production in the central United States and in parts of Russia known from past studies to be prone to heat wave–related drought, and while this impact does appear stronger during the onset (first several days) of flash droughts, overall the contribution of ET to these droughts is small relative to the contribution of precipitation deficit. This study examines the evolution of soil moisture, evapotranspiration, vegetation, and atmospheric conditions during an unusual flash drought–flash recovery sequence that occurred across the south-central United States during 2015. This event was characterized by a period of rapid drought intensification (flash drought) during late summer that was terminated by heavy rainfall at the end of October that eliminated the extreme drought conditions over a 2-week period (flash recovery). A detailed analysis was performed using time series of environmental variables derived from meteorological, remote sensing, and land surface modeling datasets. Though the analysis revealed a similar progression of cascading effects in each region, characteristics of the flash drought such as its onset time, rate of intensification, and vegetation impacts differed between regions due to variations in the antecedent conditions and the atmospheric anomalies during its growth. Overall, flash drought signals initially appeared in the near-surface soil moisture, followed closely by reductions in evapotranspiration. Total column soil moisture deficits took longer to develop, especially in the western part of the region where heavy rainfall during the spring and early summer led to large moisture surpluses. Large differences were noted in how land surface models in the North American Land Data Assimilation System depicted soil moisture evolution during the flash drought; however, the models were more similar in their assessment of conditions during the flash recovery period. Probabilistic forecasts of U.S. Drought Monitor (USDM) intensification over 2-, 4-, and 8-week time periods are developed based on recent anomalies in precipitation, evapotranspiration, and soil moisture. These statistical forecasts are computed using logistic regression with cross validation. While recent precipitation, evapotranspiration, and soil moisture do provide skillful forecasts, it is found that additional information on the current state of the USDM adds significant skill to the forecasts. The USDM state information takes the form of a metric that quantifies the 'distance' from the next-higher drought category using a nondiscrete estimate of the current USDM state. This adds skill because USDM states that are close to the next-higher drought category are more likely to intensify than states that are farther from this threshold. The method shows skill over most of the United States but is most skillful over the north-central United States, where the cross-validated Brier skill score averages 0.20 for both 2- and 4-week forecasts. The 8-week forecasts are less skillful in most locations. The 2- and 4-week probabilities have very good reliability. The 8-week probabilities, on the other hand, are noticeably overconfident. For individual drought events, the method shows the most skill when forecasting high-amplitude flash droughts and when large regions of the United States are experiencing intensifying drought. A new, high-resolution (4 km), gridded land surface dataset produced with the Land Information System (LIS) is introduced, and the first set of synthesis of key hydroclimatic variables is reported. The dataset is produced over a 33-yr time period (1980-2012) for the U.S. Midwest with the intent to aid the agricultural community in understanding hydroclimatic impacts on crop production and decision-making in operational practices. While approximately 20 hydroclimatic variables are available through the LIS dataset, the focus here is on soil water content, soil temperature, and evapotranspiration. To assess the performance of the model, the LIS dataset is compared with in situ hydrometeorological observations across the study domain and with coarse-resolution reanalysis products [NARR, MERRA, and NLDAS-2 (phase 2 of the North American Land Data Assimilation System)]. In agricultural regions such as the U.S. Midwest, finescale hydroclimatic mapping that links the regional scale to the field scale is necessary. The new dataset provides this link as an intermediate-scale product that links point observations and coarse gridded datasets. In general, the LIS dataset compares well with in situ observations and coarser gridded products in terms of both temporal and spatial patterns, but cases of strong disagreement exist particularly in areas with sandy soils. Comparison of multiple hydrologie indicators, derived from independent data sources and modeling ap-proaches, may improve confidence in signals of emerging drought, particularly during periods of rapid onset. This paper compares the evaporative stress index (ESI)--a diagnostic fast-response indicator describing évapotranspiration (ET) deficits derived within a thermal remote sensing energy balance framework--with prognostic estimates of soil moisture (SM). ET, and runoff anomalies generated with the North American Land Data Assimilation System (NLDAS). Widely used empirical indices based on thermal remote sensing [vege-tation health index (VHI)] and precipitation percentiles [standardized precipitation index (SPI)] were also included to assess relative performance. Spatial and temporal correlations computed between indices over the contiguous United States were compared with historical drought classifications recorded in the U.S. Drought Monitor (USDM). Based on correlation results, improved forms for the ESI were identified, incorporating a Penman-Monteith reference ET scaling flux and implementing a temporal smoothing algorithm at the pixel level. Of all indices evaluated, anomalies in the NLDAS ensemble-averaged SM provided the highest corre-lations with USDM drought classes, while the ESI yielded the best performance of the remote sensing indices. The VHI provided reasonable correlations, except under conditions of energy-limited vegetation growth during the cold season and at high latitudes. Change indices computed from ESI and SM time series agree well, and in combination offer a good indicator of change in drought severity class in the USDM, often preceding USDM class deterioration by several weeks. The atmospheric moisture budget and surface interactions for the southern Great Plains are evaluated for contrasting May-June periods (1998, 2002, 2006, and 2007) as background for the Cloud and Land Surface Interaction Campaign (CLASIC) of (wet) 7-30 June 2007. Budget components [flux divergence (MFD), storage change (dPW), and inflow (IF/ A)] are estimated from North American Regional Reanalysis data. Precipitation ( P) is calculated from NCEP daily gridded data, evapotranspiration ( E) is obtained as moisture budget equation residual, and the recycling ratio ( PE/ P) is estimated using a new equation. Regional averages are presented for months and five daily P categories. Monthly budget results show that E and E − P are strongly positively related to P; E − P generally is positive and balanced by positive MFD that results from its horizontal velocity divergence component (HD, positive) exceeding its horizontal advection component (HA, negative). An exception is 2007 (CLASIC), when E − P and MFD are negative and supported primarily by negative HA. These overall monthly results characterize low P days (≤0.6 mm), including for nonanomalous 2007, but weaken as daily P approaches 4 mm. In contrast, for 4 < P ≤ 8 mm day−1 E − P and MFD are moderately negative and balanced largely by negative HD except in 2007 (negative HA). This overall pattern was accentuated (including for nonanomalous 2007) when daily P > 8 mm. Daily P E/ P ratios are small and of limited range, with P category averages 0.15-0.19. Ratios for 2007 are above average only for daily P ≤ 4 mm. CLASIC wetness principally resulted from distinctive MFD characteristics. Hydroclimatic means and variability are determined in large part by the control of soil moisture on surface moisture fluxes, particularly evapotranspiration and runoff. This control is examined here using a simple water balance model and multidecadal observations covering the conterminous United States. Under the assumption that the relevant soil moisture-evapotranspiration and soil moisture-runoff relationships are, to first order, universal, the simple model illustrates the degree to which they interact to determine spatial distributions of hydroclimatic means and variability. In the process, the simple model provides estimates for the underlying relationships that operate in nature. The hydroclimatic sensitivities established with the simple water balance model can be used to evaluate more complex land surface models and to guide their further development, as demonstrated herein with an example. The North American Regional Reanalysis (NARR) is a state-of-the-art land-atmosphere reanalysis product that provides improved representation of the terrestrial hydrologic cycle compared to previous global reanalyses, having the potential to provide an enhanced picture of hydrologic extremes such as floods and droughts and their driving mechanisms. This is partly because of the novel assimilation of observed precipitation, state-of-the-art land surface scheme, and higher spatial resolution. NARR is evaluated in terms of the terrestrial water budget and its depiction of drought at monthly to annual time scales against two offline land surface model [Noah v2.7.1 and Variable Infiltration Capacity (VIC)] simulations and observation-based runoff estimates over the continental United States for 1979-2003. An earlier version of the Noah model forms the land component of NARR and so the offline simulation provides an opportunity to diagnose NARR land surface variables independently of atmospheric feedbacks. The VIC model has been calibrated against measured streamflow and so provides a reasonable estimate of large-scale evapotranspiration. Despite similar precipitation, there are large differences in the partitioning of precipitation into evapotranspiration and runoff. Relative to VIC, NARR and Noah annual evapotranspiration is biased high by 28% and 24%, respectively, and the runoff ratios are 50% and 40% lower. This is confirmed by comparison with observation-based runoff estimates from 1130 small, relatively unmanaged basins across the continental United States. The overestimation of evapotranspiration by NARR is largely attributed to the evapotranspiration component of the Noah model, whereas other factors such as atmospheric forcings or biases induced by precipitation assimilation into NARR play only a minor role. A combination of differences in the parameterization of evapotranspiration and in particular low stomatal resistance values in NARR, the seasonality of vegetation characteristics, the near-surface radiation and meteorology, and the representation of soil moisture dynamics, including high infiltration rates and the relative coupling of soil moisture with baseflow in NARR, are responsible for the differences in the water budgets. Large-scale drought as quantified by soil moisture percentiles covaries closely over the continental United States between the three datasets, despite large differences in the seasonal water budgets. However, there are large regional differences, especially in the eastern United States where the VIC model shows higher variability in drought dynamics. This is mostly due to increased frequency of completely dry conditions in NARR that result from differences in soil depth, higher evapotranspiration, early snowmelt, and early peak runoff. In the western United States, differences in the precipitation forcing contribute to large discrepancies between NARR and Noah/VIC simulations in the representation of the early 2000s drought. A unified land model (ULM) is described that combines the surface flux parameterizations in the Noah land surface model (used in most of NOAA's coupled weather and climate models) with the Sacramento Soil Moisture Accounting model (Sac; used for hydrologic prediction within the National Weather Service). The motivation was to develop a model that has a history of strong hydrologic performance while having the ability to be run in the coupled land-atmosphere environment. ULM takes the vegetation, snow model, frozen soil, and evapotranspiration schemes from Noah and merges them with the soil moisture accounting scheme from Sac. ULM surface fluxes, soil moisture, and streamflow simulations were evaluated through comparisons with observations from the Ameriflux (surface flux), Illinois Climate Network (soil moisture), and Model Parameter Estimation Experiment (MOPEX; streamflow) datasets. Initially, a priori parameters from Sac and Noah were used, which resulted in ULM surface flux simulations that were comparable to those produced by Noah (Sac does not predict surface energy fluxes). ULM with the a priori parameters had streamflow simulation skill that was generally similar to Sac's, although it was slightly better (worse) for wetter (more arid) basins. ULM model performance using a set of parameters identified via a Monte Carlo search procedure lead to substantial improvements relative to the a priori parameters. A scheme for transfer of parameters from streamflow simulations to nearby flux and soil moisture measurement points was also evaluated; this approach did not yield conclusive improvements relative to the a priori parameters. Drought indices derived from the Climate Forecast System Reanalysis (CFSR) are compared with indices derived from the ensemble North American Land Data Assimilation System (NLDAS) and the North American Regional Reanalysis (NARR) over the United States. Uncertainties in soil moisture, runoff, and evapotranspiration ( E) from three systems are assessed by comparing them with limited observations, including E from the AmeriFlux data, soil moisture from the Oklahoma Mesonet and the Illinois State Water Survey, and streamflow data from the U.S. Geological Survey (USGS). The CFSR has positive precipitation ( P) biases over the western mountains, the Pacific Northwest, and the Ohio River valley in winter and spring. In summer, it has positive biases over the Southeast and large negative biases over the Great Plains. These errors limit the ability to use the standardized precipitation indices (SPIs) derived from the CFSR to measure the severity of meteorological droughts. To compare with the P analyses, the Heidke score for the 6-month SPI derived from the CFSR is on average about 0.5 for the three-category classification of drought, floods, and neutral months. The CFSR has positive E biases in spring because of positive biases in downward solar radiation and high potential evaporation. The negative E biases over the Great Plains in summer are due to less P and soil moisture in the root zone. The correlations of soil moisture percentile between the CFSR and the ensemble NLDAS are regionally dependent. The correlations are higher over the area east of 100°°W and the West Coast. A physically based hydrology model is used to produce time series for the period 1916–2003 of evapotranspiration (ET), runoff, and soil moisture (SM) over the western United States from which long-term trends are evaluated. The results show that trends in ET in spring and summer are determined primarily by trends in precipitation and snowmelt that determine water availability. From April to June, ET trends are mostly positive due primarily to earlier snowmelt and earlier emergence of snow-free ground, and secondarily to increasing trends in spring precipitation. From July to September trends in ET are more strongly influenced by precipitation trends, with the exception of areas (most notably California) that receive little summer precipitation and have experienced large changes in snowmelt timing. Trends in the seasonal timing of ET are modest, but during the period 1947–2003 when temperature trends are large, they reflect a shift of ET from midsummer to early summer and late spring. As in other studies, it is found that runoff is occurring earlier in spring, a trend that is related primarily to increasing temperature, and is most apparent during 1947–2003. Trends in the annual runoff ratio, a variable critical to western water management, are determined primarily by trends in cool season precipitation, rather than changes in the timing of runoff or ET. It was found that the signature of temperature-related trends in runoff and SM is strongly keyed to mean midwinter [December–February (DJF)] temperatures. Areas with warmer winter temperatures show increasing trends in the runoff fraction as early as February, and colder areas as late as June. Trends toward earlier spring SM recharge are apparent and increasing trends in SM on 1 April are evident over much of the region. The paper presents an analysis of the dependence of summertime daily maximum temperature on antecedent soil moisture using daily surface observations from a selection of stations in the contiguous United States and daily time series of soil moisture computed with a simple local water balance model. The computed soil moisture time series are offered as an alternative to Palmer's soil moisture anomaly (Z) index, the Palmer Drought Severity Index (PDSI), and other such time series. In contrast to other water balance models that have been designed for the computation of soil moisture time series, the model herein is driven by daily rather than monthly data, uses the Priestley-Taylor method in lieu of Thornthwaite's method to calculate potential evapotranspiration, allows for runoff during dry periods as well as when soil moisture is not at field capacity, includes a crude scheme for taking into account the effects of snowmelt on the water balance, and permits geographical variations in soil water capacity. The Priestley-Taylor method is considered to yield more realistic estimates of evapo-transpiration than Thornthwaite's method since it accounts for net radiation and represents a special case of the widely used Penman-Monteith method. Total runoff is parameterized according to the Variable Infiltration Capacity model. Based on a comparison with soil moisture measurements at Peoria, Illinois, the model appears to simulate the variability of soil moisture anomalies (W[sup']) reasonably well. Analysis of the relationship between W[sup'] and daily maximum temperatures (T[submax]) shows that in the central and eastern United States during the summer, the entire frequency distribution of standardized T[submax] is shifted toward higher values following a 'low-W[sup']' day (i.e., a day on which W[sup'] falls into the bottom quartile of its frequency distribution).
