China and Russia have different interests in the Arctic but are forced to look for possible ways of cooperation in energy projects in the current external conditions. This changes the priorities of both countries and, accordingly, transforms the risks. Objectives of the research: to build an algorithm for identifying anthropogenic environmental risks in the context of two major players economic activities in the Arctic region: the Russian Federation and China. In the paper, we formulated an algorithm of environmental risk identification. We identified environmental hazards from the main parameter—the type of economic activity for the extraction of energy resources, premises, and factors for the occurrence of environmental hazards and compiled criteria for risk selection. Methods used: complex analysis (mixed method research): empirical and comparative methods, methods of expert assessments, the method of inductive statistics (inferential statistics) to compare the perception of risk at the level of different groups. Results: the algorithm has been formed for determining risks in the changed external conditions. Major anthropogenic environmental risks are identified from the perspective of the main players in the Arctic—Russia and China, which can help to make the necessary decisions on time and partially prevent environmental degradation. This makes it possible to identify the risks associated with conducting economic activities for the extraction of energy resources in the Arctic region. As a non-Arctic country and a major energy consumer, China is increasingly interested in participating in Arctic energy development. This study aims to investigate potential strategies to promote China's participation in Arctic energy development. Accordingly, this study analyzes the strengths, weaknesses, opportunities, and threats (SWOT) of China's participation in Arctic energy development based on a discussion of the current status of Arctic energy development and the Arctic policies of major countries. In addition, this work develops strategies in accordance with the above analysis. The results show that China has strengths in terms of capital, energy demand, policy support, and international cooperation when participating in Arctic energy development, while its weaknesses include the lack of core technology and equipment, high carbon intensity of energy development, and geographical disadvantage. China faces opportunities stemming from conflicts among Arctic states, the advancement of global carbon neutrality, and the development of Arctic waterway while facing threats such as increased competition, international public opinion pressure, high development costs, environmental risks, and pandemic instability. Under an integrated framework, this work offers four strategies: Strength-Opportunity (SO), Strength-Threat (ST), Weakness-Opportunity (WO), and Weakness-Threat (WT). Finally, this study proposes specific measures in four areas, including strengthening policy support, promoting technical research and development, enhancing international cooperation, and improving enterprise competitiveness. The Arctic zone of the Russian Federation is of strategic importance for the country. Considering the fragility of Arctic ecosystems, special attention needs to be paid to the sustainable development of transport and related infrastructure within the framework of the "blue economy" concept, which is relevant for Arctic waters. At the same time, it is necessary to identify the main factors and tasks of creating transport and port infrastructure, building a modern fleet, and organizing fisheries and tourism in an environmentally sound manner. The purpose of the study is to consider the problems of anthropogenic influence for seaport facilities and to create a conceptual model of an environmental risk management system. The existing problems of Arctic ports and infrastructure are analyzed and existing business processes are considered, taking into account the peculiarities of their functioning in Arctic conditions. To systematize environmental assessments and establish dependencies between the main indicators describing the impact of port activities on elements of the natural environment, ontological domain engineering is proposed. It systematizes the basic terminology used within different subject areas of ecology and risks and allows one to visualize the relationships between elements of the natural environment, objects, port systems, their parameters and impact factors to assess the impact of the seaport on the natural environment. The results of ontological engineering (design and development of ontologies) in the field of risk management are presented. Future research will be aimed at developing the applied aspect of applying the results of ontological engineering in terms of specific engineering studies related to the assessment of anthropogenic load on the Arctic territory using simulation modeling. According to the forecasts made by IEA, BP, and Total in early 2021, the demand for hydrocarbons will continue for decades, and their share in the global energy balance will remain significant. Russia, as a key player in the energy market, is interested in maintaining and increasing hydrocarbon production, so further exploitation of the Arctic energy resources is an urgent issue. A large number of onshore oil and gas projects have been successfully implemented in the Arctic since the 1930s, while recently, special attention has been paid to the offshore energy resources and implementation of natural gas liquefaction projects. However, the implementation of oil and gas projects in the Arctic is characterized by a negative impact on the environment, which leads to a violation of the ecological balance in the Arctic, and affects the stability of its ecosystem, which is one of the most vulnerable ecosystems on the planet. The main goal of the present study is to understand how the implementation of oil and gas projects in the Arctic affects the ecosystem, to assess the significance of this process, and to find out what the state and business could do to minimize it. In the article, the authors analyze energy trends, provide brief information about important oil and gas projects being implemented in the Arctic region of Russia, and investigate the challenges of the oil and gas projects' development and its negative impacts on the Arctic environment. The main contributions of this paper are the identification of all possible environmental risks and processes accompanying oil and gas production, and its qualitative analysis and recommendations for the state and business to reduce the negative impact of oil and gas projects on the Arctic ecosystem. The research methodology includes desk studies, risk management tools (such as risk analysis, registers, and maps), brainstorming, the expert method, systematization, comparative analysis, generalization, and grouping. Mercury contamination in the Canadian Arctic is a significant concern. Some traditional food sources are contaminated by mercury and pose a health risk to local residents. Media can affect public awareness and opinions of environmental health risks. Therefore, it is important to understand how the risks associated with contaminants are communicated through the media. To better understand how the issue of mercury contamination in the Arctic has been presented in the media, a content analysis was conducted across 14 newspapers in the Canadian North and South. We examined how news sources presented the health risks of mercury in the Arctic, how mercury was defined, if pathways for self-efficacy (i.e., how a person can reduce his or her exposure to a hazard) were provided and who was quoted as an information source. Results demonstrate that few Indigenous people were cited as information sources, articles often failed to describe mercury to the reader and many did not provide direction to support self-efficacy. This study provides insight into how newspapers have communicated about mercury in the Canadian Arctic and suggests specific ways that this communication can be improved. [ABSTRACT FROM AUTHOR]

Marine tourism in Arctic Canada has grown substantially since 2005. Though there are social, economic and cultural opportunities associated with industry growth, climate change and a range of environmental risks and other problems present significant management challenges. This paper describes the growth in cruise tourism and pleasure craft travel in Canada's Nunavut Territory and then outlines issues and concerns related to existing management of both cruise and pleasure craft tourism. Strengths and areas for improvement are identified and recommendations for enhancing the cruise and pleasure craft governance regimes through strategic management are provided. Key strategic approaches discussed are: (1) streamlining the regulatory framework; (2) improving marine tourism data collection and analysis for decision-making; and (3) developing site guidelines and behaviour guidelines. This paper investigates the linkage between the acute impacts on apex marine mammals with polar cod responses to an oil spill. It proposes a Bayesian network-based model to link these direct and indirect effects on the apex marine mammals. The model predicts a recruitment collapse (for the scenarios considered), causing a higher risk of mortality of polar bears, beluga whales, and Narwhals in the Arctic region. Whales (adult and calves) were predicted to be at higher risk when the spill was under thick ice, while adult polar bears were at higher risk when the spill occurred on thin ice. A spill over the thick ice caused the least risk to whale and adult polar bears. The spill's timing and location have a significant impact on the animals in the Arctic region due to its unique sea ice dynamics, simple food web, and short periods of food abundance. • Cascading effects of oil spill on the food web of the Arctic marine apex predators is quantified. • Role of sea ice, weather and physiology of organisms is used to estimate the ecological risk. • Bayesian Network based model is developed to estimate risk to adult and offspring of the apex predators. • Risk to marine organisms is assessed based on various spill scenarios in ice infested waters. • Season of spill and location of spill hold significance in assessing impact to food web. Global shipping pattern is widely used to assess vessel-borne pollution risk and inform environmental policymaking. Due to ice retreat under climate change, new trans-Arctic navigation routes may become feasible and change the shipping and pollution pattern. Motivated by inconsistent conclusions on the economic feasibility of Arctic routes of the literature, this article performs modelling to examine the potential for general diversion pattern to the trans-Arctic routes of the global shipping traffic. While we find some trans-Arctic routes are economically feasible, the diversion potential of trans-Arctic routes may be overestimated. The sample in this work contains 522,691 shipping moves. Results show that a mere 83 moves would reduce distance and 45 would save sailing time through the Arctic; however, 20 moves would reduce shipping cost. Though few diversions may happen, we find that 20 economically feasible trans-Arctic diversions reduce GHG emissions. Their average fuel consumption reduction through the Arctic is 264 metric tons (MT) (reduced by 26%); the range is 125–328 MT. The average CO2e emission is 767 MT (reduced by 24%); the range is 359–954 MT. Most of these voyages are between North America and East Asia. Due to unprecedented fires and rise in temperature climate change is occurring rapidly, melting the Arctic ice and uncovering new areas for expropriation of natural resources. Such expropriation needs to occur in a sustainable way, respecting the environment and the indigenous people. To achieve this, all inherent risks arising from any environmental threat (oil spill/any type of environmental accident, cyber risks of any nature) to oil and gas installations need be identified and environmental liability and cyber-risks insurance coverage need be in place. This article discusses the way for such insurance coverage to be placed and worded. It argues that the traditional (marine and other) property insurance policies coverage and wording is inefficient, as it ends up being fragmented due to the numerous policy exclusions and limitations; it also puts forward an argument for the need to have specific wording and cover for specialized risks, in relation to the operation of oil and gas installations in the Arctic and cyber-risk threats, taking into account potential environmental impacts and hazards. This article also argues that for the time being, as businesses and governments including those of the EU and the Member States become increasingly reliant on technology, it is imperative that additional cyber-related risks are identified and minimized or transferred externally.
