Despite electronic book (e-book) piracy being viewed by many rightsholders as the greatest contemporary challenge to the publishing industry, there is little research evaluating different anti-piracy methods, and explaining how they work. This paper explores the technological methods that United Kingdom and United States publishers, and their representative bodies, are using to tackle the growing challenge of e-book piracy. Through interviews with industry experts (including consultants, publishers and representatives) and publishing case studies, this paper brings together knowledge previously published and considered separately. The systems considered include The Publishers Association Copyright Infringement Portal, and Digital Rights Management in its various forms. Through these systems, we can reveal a lack of nuanced understanding in the motivations and methods of illegal file sharing, which have led to unsuccessful blanket solutions to a complex problem. By teasing out these problems, this paper will act as a point of reference for current anti-piracy measures, and consider the future options for an industry increasingly using the World Wide Web to distribute content. In this paper we present the current state of cultural diversity education for undergraduate medical students in three English-speaking countries: the United Kingdom (U.K.), United States (U.S.) and Canada. We review key documents that have shaped cultural diversity education in each country and compare and contrast current issues. It is beyond the scope of this paper to discuss the varied terminology that is immediately evident. Suffice it to say that there are many terms (e.g. cultural awareness, competence, sensitivity, sensibility, diversity and critical cultural diversity) used in different contexts with different meanings. The major issues that all three countries face include a lack of conceptual clarity, and fragmented and variable programs to teach cultural diversity. Faculty and staff support and development, and ambivalence from both staff and students continue to be a challenge. This article questions the assumption that increasing competition among higher education institutions is the best method of achieving a strong higher education sector in developing countries. It notes that there has been increasing emphasis on the importance of higher education institutions for sustainable development, particularly because of their importance to the global knowledge economy. For the same reason, the appropriate management of the relationship between the state and higher education institutions is vital to a strong and dynamic future for these institutions. This paper proposes a menu of options for higher education governance, grouped around ‘state-centric’ and ‘neo-liberal’ models of development. The ‘state-centric’ model proposed is based on a variety of examples of high performing Asian economies, in particular, while the ‘neo-liberal’ model is based on emerging trends in higher education management in countries such as Australia, the United States and the United Kingdom. The paper suggests that despite pressure across the globe to encourage a market among universities, this may not always be the most efficient use of resources, or the best way to integrate universities in a country’s drive for economic growth. The paper explores the dynamics of competition in higher education. National competition and global competition are distinct, but feed into each other. Higher education produces ‘positional goods’ (Hirsch 1976) that provide access to social prestige and income-earning. Research universities aim to maximise their status as producers of positional goods. This status is a function of student selectivity plus research performance. At system-level competition bifurcates between exclusivist elite institutions that produce highly value positional goods, where demand always exceeds supply and expansion is constrained to maximise status; and mass institutions (profit and non-profit) characterised by place-filling and expansion. Intermediate universities are differentiated between these poles. In global competition, the networked open information environment has facilitated (1) the emergence of a world-wide positional market of elite US/UK universities; and (2) the rapid development of a commercial mass market led by UK and Australian universities. Global competition is vectored by research capacity. This is dominated by English language, especially US universities, contributing to the pattern of asymmetrical resources and one-way global flows. This paper analyses approaches to global education in the United States, the United Kingdom and Japan. The paper begins by looking at movements that preceded global education, such as education for international understanding, development education, multicultural education, and peace education. The rise and fall of these earlier movements is analysed in terms of the interplay between the international and domestic politics of particular countries. To identify the world views which underpinned these pedagogic forms, the author discusses various discontinuities between the period up to the 1990s and thereafter. This paper presents a comparative analysis of giving ethos and behavior in the United States and the United Kingdom, in particular the relationship of giving to civic life. Obvious disparities between the two countries exist when overall levels of giving are considered. In the United States, individual giving as a percentage of gross national or domestic product has consistently hovered around 2% of Gross Domestic Product. By contrast, charitable giving in the United Kingdom has yet to reach 1% of GDP. The paper identifies the differences in giving ethos and behavior in the two countries in relation to the complexity of the differences between the political structures, social attitudes, and the role of charitable giving in the two countries. The use of the phrase 'basic research' as a term used in science policy discussion dates only to about 1920. At the time the phrase referred to what we today commonly refer to as applied research in support of specific missions or goals, especially agriculture. Upon the publication of Vannevar Bush's well-known report, Science - The Endless Frontier, the phrase 'basic research' became a key political symbol, representing various identifications, expectations and demands related to science policy among scientists and politicians. This paper tracks and evaluates the evolution of 'basic research' as a political symbol from early in the 20th century to the present. With considerable attention having been paid to the on-going evolution of post-Cold War science policy, much less attention has focused on the factors which have shaped the dominant narrative of contemporary science policies. This paper surveys the current state of knowledge about the relationship between different national publics and biobanks, how different publics perceive biobanks, and which issues are identified as important by various stakeholders. We discuss existing studies and emerging governance strategies dealing with the biobank-publics interface and argue that the search for phantom (biobank) public(s) is on, but still much needs to be done. We argue that the existing data originate in a relatively few regions, among them Northern Europe, the United Kingdom, and in certain U.S. states and are often based on survey research with small samples and short questionnaires. Combined usage of qualitative and quantitative methodology in studies is still rare though of great importance in order to investigate distributions of public opinion and also to be able to explain these patterns. This paper addresses a key methodological challenge in the modeling of individual poverty dynamics—the influence of measurement error. Taking the US and Britain as case studies and building on recent research that uses latent Markov models to reduce bias, we examine how measurement error can affect a range of important poverty estimates. Our data are taken from the British Household Panel Survey and the US Panel Study of Income Dynamics, for working-aged adults over the period 1993–2003. For both national samples we ask how common vulnerability to poverty was over the period in question, what the entry and exit probabilities were for the group likely to transition into or out of poverty, and how effective redistributive programs were at protecting those most at risk. Crucially, in answering these questions we estimate and remove the effects of error in the measurement of poverty status. Throughout, we compare our results with estimates that do not take this error into account, and assess the implications for understanding poverty dynamics both within and between the two countries. Our modeling strategy extends previous research in several respects, enabling us to make stronger statements about measurement error and individual poverty dynamics. We find that correcting for error affects conclusions in important ways: Poverty is less temporary and risks are less widely dispersed than otherwise assumed, while cross-national differences are more pronounced. This paper empirically analyzes the labor supply effects of two “making work pay” reforms in Germany. We provide evidence in favor of policies that distinguish between low effort and low productivity by targeting individuals with low wages rather than those with low earnings. We discuss our results more generally and with comparisons to the family-based tax credits in force in the US and the UK. This paper builds on earlier work by the author to explore the international dimensions of a study of the changing roles and identities of professional staff in higher education (Whitchurch , ). It further develops the concept of the blended professional, characterising individuals with identities drawn from both professional and academic domains, and examines the institutional spaces, knowledges, relationships and legitimacies that they construct. Comparisons between the United Kingdom, Australia and the United States are used to provide indicators of possible futures for this group of staff, including their positioning in the university community, the challenges they face, and the potentials that they offer to their institutions. It then critically reviews the impact of the Harry Potter phenomenon and the questionable progress of e-books in the trade sector, using the example of Stephen King’s Riding the Bullet. US and British forces used depleted uranium (DU) in armor-piercing rounds to disable enemy tanks during the Gulf and Balkan Wars. Uranium particulate is generated by DU shell impact and particulate entrained in air may be inhaled or ingested by troops and nearby civilian populations. As uranium is slightly radioactive and chemically toxic, a number of critics have asserted that DU exposure has resulted in a variety of adverse health effects for exposed veterans and nearby civilian populations. The study described in this paper used mathematical modeling to estimate health risks from exposure to DU during the 1991 Gulf War for both US troops and nearby Iraqi civilians. The analysis found that the risks of DU-induced leukemia or birth defects are far too small to result in an observable increase in these health effects among exposed veterans or Iraqi civilians. The analysis indicated that only a few (∼5) US veterans in vehicles accidentally targeted by US tanks received significant exposure levels, resulting in about a 1.4% lifetime risk of DU radiation-induced fatal cancer (compared with about a 24% risk of a fatal cancer from all other causes). These veterans may have also experienced temporary kidney damage. Iraqi children playing for 500 h in DU-destroyed vehicles are predicted to incur a cancer risk of about 0.4%. In vitro and animal tests suggest the possibility of chemically induced health effects from DU internalization, such as immune system impairment. Further study is needed to determine the applicability of these findings for Gulf War exposure to DU. The global expansion of access to higher education has increased demand for information on academic quality and has led to the development of university ranking systems or league tables in many countries of the world. A recent UNESCO/CEPES conference on higher education indicators concluded that cross-national research on these ranking systems could make an important contribution to improving the international market for higher education. The comparison and analysis of national university ranking systems can help address a number of important policy questions. First, is there an emerging international consensus on the measurement of academic quality as reflected in these ranking systems? Second, what impact are the different ranking systems having on university and academic behavior in their respective countries? Finally, are there important public interests that are thus far not reflected in these rankings? If so, is there a needed and appropriate role for public policy in the development and distribution of university ranking systems and what might that role be? Official science and technology statistics are fifty years old. Among industrial countries, the forerunners were the United States, Canada and Great Britain. This paper traces the development and the construction of S&T statistics in these three countries, and their subsequent standardization, mainly by the OECD, in the 1960s. It shows how military and science policy needs drove the construction of statistics, until economic considerations came to dominate their development. In this paper we consider the effects of family migration on women's employment status, using census microdata from Great Britain and the United States. We test a simple hypothesis that families tend to move long distances in favor of the male's career and that this can have a detrimental effect on women's employment status. Unlike many previous studies of this question, our work emphasizes the importance of identifying couples that have migrated together, rather than simply comparing long-distance (fe)male migrants with nonmigrant (fe)males individually. We demonstrate that women's employment status is harmed by family migration; the results we present are surprisingly consistent for Great Britain and the United States, despite differing economic situations and cultural norms regarding gender and migration. We also demonstrate that studies that fail to identify linked migrant couples are likely to underestimate the negative effects of family migration on women's employment status. This paper explores how providing the inferential basis to argue for a range of equally plausible interpretations features as a way of managing issues of accountability in talk about armed confrontation. We examine conversation produced in open-ended interviews with diplomatic representatives of the United States and Great Britain in discussion about those countries' involvement in the Persian Gulf conflict of 1990–91. By providing the inferential basis upon which to argue for a range of equally plausible interpretative scenarios, speakers attend to the potential for any one account to be privileged over another. Further, in speculating upon the relationship between interpretative particulars and the inferential outcome to be drawn for some specific version of events in question, speakers work to establish the parameters of an admissible narrative trajectory with which to account for those events. In this paper, queuing theory is tested through an examination of the occupational attainment of six groups of non-whites in London and New York. Workers in the dominant economy are distinguished from those in the niche economy and emphasis is placed on the former. Black male immigrants in New York and black female immigrants in London hold more favorable occupational status. These results reflect differences in (1) the presence of indigenous minorities--African Americans and Puerto Ricans--in New York but not London, and (2) the relatively low position of indigenous minority males compared to the relatively middling position of indigenous minority females in New York's labor queue. We examine empirically whether asset prices and exchange rates may be admitted into a standard interest rate rule, using data for the United States, the United Kingdom, and Japan since 1979. Asset prices and exchange rates can be employed as information variables for a standard "Taylor-type" rule or as arguments in an augmented interest rate rule. Our empirical evidence, based on measures of the output gap proxied by marginal cost calculations, suggests that monetary policy- makers may use asset prices and exchange rates not only as part of their information set for setting interest rates, but also to set interest rates to offset deviations of asset prices or exchange rates from their equilibrium levels. This article presents a commentary on a paper by Robert A. Stebbins in a previous issue of The American Sociologist which provided an account of professional and amateur sociology in the U.S. The British organization, Mass Observation existed in a relatively nonintrusive society with (as compared to the U.S.) greater concern for one's own and other people's privacy. Canada and Great Britain may in this respect have more built-in defenses against the risks of some kinds of amateur sociology that the U.S. would have. However, according to the commenter, Stebbins already anticipates this objection by requiring amateurs to be supervised and to start with a certain amount of instruction and proper cautionary comments. By engaging primarily in the use of unobtrusive measures and observations, the amateur will avoid the risks of harm to which Stebbins is already sensitive. The commenter relates that one of the public areas in which he has encouraged such unobtrusive observations is in churches, where the observer in outward appearance is similar to the congregation and hence not seen as an intruder. According to him, he has had a fair amount of experience with undergraduate amateurs of the sort described.
