Hungary became host to various business services through relocations of these activities from other, higher cost locations, especially from Western Europe and through opening up new capacities. Locational advantages determine which countries are chosen as hosts to new or relocated service centres. For the case of Hungary, the analysis is carried out on the basis of eight detailed company case studies. The majority of these is vertical FDI (close to 100% of exportlsales ratio), and two companies represent a confluential case of vertical and horizontal (domestic market oriented) FDI, where sales to the domestic market are also important, though not dominating. The paper's main aim is to make an attempt at contributing to filling some gaps in the literature, in terms of analysing locational advantages for vertical FDI in services, specifically in business services. It shows that locational advantages, taken into consideration by vertical and horizontal FDI differ from each other to a great extent. It identifies the various elements of locational advantages connected to the different elements of investment motives, in terms of cost reduction, reducing costs of disintegration of production, reducing other costs, and motives arising from the confluence of vertical and horizontal FDI, and the paper relates these elements to the specificities of the business services sector. Contemporary cities in East Central Europe (ECE) represent a hybrid type of urban development which is still generally considered to be a special case and is only exceptionally referred to in the recently intensified debate over the European city. Our paper argues that such exclusion is short-sighted because ECE cities face structural problems similar to those of their Western pendants. Therefore, the contextual frame of urban research needs to be widened and can no longer be restricted to post-socialist transition. In this regard, one of the main challenges for future urban development will be the consequences of demographic change. Ageing, new patterns of fertility behaviour and more diversified household structures in line with the Second Demographic Transition (SDT) will have significant implications for urban structures and housing markets, as already known for Western Europe. The purpose of this paper is to work out new questions and hypotheses for future urban research with special respect to Polish and Czech cities. Besides West European experience, recent developments in eastern Germany are taken as a frame of reference, assuming that this specific transition case may, in many respects, be regarded as a forerunner for similar developments in its neighbouring countries. In 2004, eight formerly communist East Central European states acceded to the European Union, an event which was celebrated as the final overcoming of the post-war division of Europe into East and West and the ‘return to Europe’ of those states which had been ‘kidnapped’ by the Soviet Union. To mark the accession, an Austrian film production company commissioned five East Central European directors to make short documentary films under the collective title Über die Grenze: Fünf Ansichten von Nachbarn (Across the Border: Five Views From Neighbours). Drawing on geopolitical analysis of the dichotomy of Europe and Eastern Europe which underpinned the European Union enlargement discourse, this paper examines the Czech episode České Velenice Evropské as a film which explores the ways in which borders have been conceptualized and identities (re)framed in the context of European Union enlargement. At the moment when the Central European states’ symbolic ‘return to Europe’ is being realized, director Jan Gogola reflects on the meaning of European Union accession for Central Europeans, on shifting borders and their implications for the construction and understanding of identities of self and other, and on the dynamics of openness and closure in Europe. In this research I explore the effect of religious denomination and belonging on political participation in former communist countries of East Central Europe after the fall of communism. In the early 1990s, mostly as a response to forced secularization during communism, authors heralded a massive religious revival in the countries formerly belonging to the Eastern Bloc. In this paper I show that the re-discovery of God and church was not equally popular in all countries. Moreover, I explore the links between religious participation and political participation and I find no uniform transnational effect of denomination. Rather, the Eurobarometer survey data from the early 1990s suggests that the ways in which religious believing and belonging influence political participation at the beginning of democratization is context driven. Indeed, one of the strengths of this paper resides in my attempt to capture the religious context in post-communist Europe shortly after its collapse. I thus contribute to a better understanding of how religious and political involvement are intertwined during early transition in East Central Europe. Processes such as declining and low-level birth rates, ageing, changing household compositions and sizes, as well as growing diversity in households, residents and migration have an increasing imprint on almost every aspect of urban development in Poland and the Czech Republic. This is especially true for the housing market, neighbourhood structures and the demand for technical infrastructure, certain social services and amenities. Inner cities are particularly affected by these changes. Most recently, they have been shifting from areas of long-term decline and ageing to places of repopulation, rejuvenation and increasing housing mobility - processes that only partly find their representation in official statistics and consequently in recent research. The paper analyses processes and patterns of sociodemographic change in East Central European inner cities, using the Polish and Czech second-order cities of Łódź and Brno as examples. It looks at quantitative and qualitative evidence using a mixed-method approach and reflecting empirical findings with the perceptions and priorities of urban practitioners. It argues, among other things, that inner cities in East Central Europe currently face a juxtaposition of persistencies (such as decline and ageing) and changes (such as repopulation and diversification) that lead to a complex pattern of sociodemographic 'de-mixing' and 're-mixing'. This paper presents an analysis of nonprofit organizations—the organizational infrastructure of civil society—in East Central Europe, from one important respect: by placing them in the context of the comparative historical sociology of the region's widespread informality. This involves two steps: (1) summarizing an argument about the role of informality in East Central European capitalism today in order to (2) outline its implications for the study of post-state-socialist nonprofits. Most of the empirical examples come from Hungary. These examples serve illustrative purposes and are intended as devices to provoke new analysis. Abstract: In this paper we study differences between generations in the degree to which long-term and short-term factors affect party preferences in established and consolidating European democracies. Scholarly literature has shown that younger cohorts in Western Europe are less likely to be guided by social class, religion and left/right than older cohorts. Little is known, however, about the extent to which such differences exist for the effects of short-term factors. Similarly, inter-generational differences in the effects of long- and short-term factors in post-communist countries have remained largely unexplored. Based on the European Election Study 2009, we show differences between generations that are compatible with de-alignment of younger generations along traditional cleavages. Yet, we also see an increased importance of attitudes towards immigration among the younger generations, which could signal a form of re-alignment. [Copyright &y& Elsevier]

When detaching oneself from this picture that cities in East Central Europe were “outdated,” one is quick to recognize that cities there were emerging and became at least regional metropolises. Hence, the article assumes that their development and rise took place because of a productive and dynamic reciprocal relationship between knowledge transfer and urban as well as social modernization, which developed in a tight conjunction with rising national movements. Starting from an analysis of recent research on East Central European cities, the article introduces knowledge transfer as an important, broadening perspective on the cities there, because it focuses on main factors establishing a multilayered connection between knowledge transfer and urban development in the modern age. The aim of this article is to analyse terrorism and the phenomena linked to it in East Central Europe. In comparison with a number of other regions of today's world, this area can currently seem to be a relatively 'terrorism-free zone.' Although the number of terrorist attacks committed in this territory is insignificant, this does not mean that the risk of terrorism is entirely negligible in the region. This text explains some historical determinants of the current situation and describes the consequences both of regime change in the countries in question and of their foreign policy decisions after 1989. I also analyse the importance of East Central Europe as a logistical space for international terrorism (weapons procurement, stays of terrorists, etc.). I characterise the threats of Islamic and Middle Eastern terrorism in connection with the pro-American and pro-Israeli policies of East Central European countries, especially after 9/11, assess the risks posed by the domestic extremist scenes in those countries that have a relationship with terrorism, and take notice of the accusations of terrorism that have been voiced in international politics. While there is much research on the developmental trajectories of post-Communist state institutions and the external and domestic influences that have shaped their paths, much less is known about institutional performance, that is, the manner in which institutions operate and the extent to which they produce predictable patterns of effects. Academic analysis has been reluctant to shift attention from institutionalisation to effects, not least because of the fluidity of many formal institutions. The present article documents that over the last decade state institutions in East Central Europe have increasingly stabilized, especially at the macroinstitutional level. This article compares the performance of state institutions and compliance with EU law in the Czech Republic, Hungary, Slovakia and Slovenia. The public institutions highlighted are of crucial relevance when it comes to enforcing EU social standards and include the court and legal systems as well as labour inspectorates and equal treatment authorities. Expert and practitioner assessments point to major shortcomings in their institutional performance. The procedural compliance pattern to which these shortcomings give rise closely resembles that found by previous studies in some Western European countries, notably Ireland and Italy. Thus, the four countries examined here fall within a 'world of dead letters' as far as their compliance with EU law is concerned. In this 'world', EU directives tend to be transposed in a politicised mode (although so far, this happened rather timely and correctly) and there is frequent non-compliance at the later stages of monitoring and enforcement. This article examines the status of historical legacies in debates on the reform of public administration in East Central Europe. It identifies limitations of existing accounts and derives three dimensions for the further development of legacy explanations of administrative reform in East Central Europe. First, legacy arguments tend to zoom in on the negative effects of the communist past. Yet there is not one but many legacies that matter for post-communist reforms and these many legacies have to be carefully distinguished and conceptualized. Second, legacy explanations tend to search for broad similarities between the administrative past and the present set-up of East Central European administrations in order to demonstrate the importance of the legacy. The identification of similarities is, however, not sufficient for the identification of legacy effects. Instead, the article argues in favour of the identification of causal mechanisms of legacification to explain recent administrative developments in East Central Europe. Finally, the article draws attention to the interaction of legacy effects with other determinants of administrative reform such as European integration and political parties. [ABSTRACT FROM AUTHOR]

This article aims to make a three-fold contribution to the study of Euroscepticism in the wider Europe. First, it presents a two-dimensional conceptualization of party positions on European integration in general, and of Euroscepticism in particular, distinguishing between diffuse and specific support for European integration (i.e. 'support for the ideas of European integration' and 'support for the EU'). Second, it analyses the location, type, and electoral strength of party-based Euroscepticism in the four candidate countries of East Central Europe - the Czech Republic, Hungary, Poland, and Slovakia. Third, it contributes to the ideology vs. strategy debate, showing that ideology is the dominant explanation for both types of support, although strategy at times plays a role in explaining specific support.
