- Abstract
During the last 5-10 years, a number of countries have introduced methods and systems for identifying, validating, and recognizing prior and nonformal learning that can be viewed as tools for improving the transparency and transfer of skills. In most cases, they have been operational for a comparatively short time, which makes it difficult to decide whether expectations regarding them are justified. Some of the most important initiatives and innovations connected with the identification and validation of prior and nonformal learning include examples from Australia, Finland, France, Germany, Ireland, Japan, and United Kingdom. The French, Australian, Irish, and British methodologies are based on related principles, introducing different versions of portfolios, dossiers, or passports. Finland, Germany, and Japan have been reluctant to introduce the portfolio method. In spite of similarities in design, countries tend to apply the methodologies in different ways. This difference may be seen as a difference between centralized and decentralized systems. Initiatives and ideas on a European level are the Individual Portfolio Project and the Personal Skills Card and the European Skills Accreditations system. Some basic questions related to the legitimacy of the new methods and systems deal with the institutional basis, flexibility versus fragmentation, transparency and visibility, and transfer. - Abstract
This paper examines the cultural context of day care in Germany and examines the quality of child care within the wider context of child care and education, especially with regard to values defining the roles of families with young children in society. Even parents who use child care question its advantages. Seeking child care is often an exhausting and humiliating experience for parents because of lack of spaces; it is also unpleasant for the day care centers that try to balance the composition of their groups. Parents are considered to be trouble makers if they question day care practices. Problems in day care centers often result from caretaker shortages, training deficits, lack of resources, and administrative inconsiderateness. Insufficient economic means make parents unhappy and force compromises in child care quality. Children's and adults' worlds have become increasingly separate from one another; the cultural underpinnings for a family life connected to day care are missing. Although there have been efforts to form communities within child care settings, day care centers do not conform to hypothesized ideal conditions of home rearing. Those responsible for socialization of offspring are under a great deal of stress. Public subsidies should be offered to parents so they can develop infant care patterns best fitting their personal values and philosophies. (Contains 16 references.) (KDFB)

- Abstract
A text-editing approach to composition in the foreign language classroom is set forth. In a 15-week composition course meeting three times each week, students prepare a weekly composition that they will revise after an in-class text-editing session involving several student papers. The third day is devoted to grammar work. Criteria for evaluating student compositions are set forth. Progress in writing skill is enhanced by careful attention to prose style, and students are encouraged to write pastiches. Finally, students are required to keep a journal. Testing and grading are discussed, and situations commonly encountered by teachers are dealt with. Appendices include suggestions for or samples of personal assessment statement, course introduction for a basic French composition course, grammar mid-term, student evaluation of course, prose style analysis checklist, grammar review sheet, sentence-embedding exercises, and tests. Samples of student work (composition outlines, prose style analyses, and pastiches) are presented, most with the actual text-editing corrections of the teacher. The paper concludes with suggested texts for pastiche exercises. (JB)

At a colloquium held at Gent University in Belgium, educators from various countries presented papers on problems relating to educational research, educational policy, and teacher training. The first paper in this compilation to be presented at the colloquium concerns a clarification of the Unified Socialists Education Act which was the decisive factor for the development of mass education in Germany. The second paper describes the new organization in Finnish teacher education, consisting of Departments of Teacher Education that have been established at every Finnish university as part of the Faculty of Education. The third paper discusses the importance of social sensitivity as a factor in the teaching process. The final paper describes contemporary problems in education using Northern Ireland as an illustrative example. (JN)

Seven papers on experimental research topics in education, written by educators of various nationalities, are compiled in this volume. The first paper, written in French with an English summary, explores the ability of the teacher to exercise an indirect influence over student behavior and the systematic training of certain teacher behaviors to regulate their mode of action in the classroom. The second paper describes an empirical investigation of some of Sir Herbert Read's views relating to art education. The third paper promulgates a hypothesis which indicates a direct relationship between the training provided teachers and administrators and the type of educational preparation received by American public school students. The fourth paper, also in French with an English summary, discusses research which demonstrates by computer techniques that the readability of texts in French is poorer than in English. The fifth paper explores how a group of black South African university students perceive the goals of their education within an ethnically segregated university. The sixth paper evaluates the personality development of secondary school students from the suburbs of northern Paris. The seventh paper uses U.S. census data to correlate the variables of socioeconomic status and academic achievement. A chronicle of information about current international trends in educational research is appended along with information pertaining to the current events in the World Association for Educational Research. This journal of educational research contains five papers written by a group of international authors. The first is a study of change in professional attitudes of student teachers that investigated the nature and extent of the change in their professional attitudes, and compared sex differences. The second paper is a technical examination of the predictive powers of stepwise multiple regression as a tool for estimating the degree of success that can be expected of students in collegiate vocational programs. The third paper is a study in which second grade students were given the reward of time off with games and books for remaining in their seats. The number of teacher reprimands was compared in each case. The fourth paper describes a model of social and individual change which relates to teacher training in the consideration of educational objectives, diagnosis of and alteration of the situation, and resulting feedback. The fifth paper is a study of whether an informal sequential program of experiences in a school setting is more effective than in the home setting in fostering the development of prenumber concepts. A chronicle of current research projects and information concerning the World Association for Educational Research are appended. (JN)

This journal of educational research contains five papers written by international authors. The initial paper presents the evaluation of a French immersion program for students from the second through the fourth grade in Toronto. The aim of the second paper, written in French with an English summary, was to find the attitude dimensions of French Canadian primary school teachers and to discover the contents of those dimensions. The third paper, also in French, describes an experiment of computer assisted instruction for diabetic, insulin dependent patients. The fourth paper identifies problems experienced by first year university students of various ethnic backgrounds at the University of Fort Hare, South Africa. The final paper investigates relationships among locus of control, difficulties with social groups, and psycho-social difficulties in social situations. Current educational research being done by various international educators is chronicled, and information about current events of the World Association for Educational Research is presented. (JN)

This selection of the papers presented at a conference includes 6 introductory papers, 32 papers dealing with innovations and experiences in the authors' own countries, and reports from 6 working groups. These working groups addressed the six key topic areas of the conference: (1) relationships between new technologies and labor relations and their impact on the labor market, education, and schooling; (2) new technologies in the learning process; (3) technology's impact on relationships between general education and education for careers; (4) technological demands upon recurrent education, adult education, and non-formal education; (5) technological developments and their impact on education in the Third World; and (6) the impact of technological developments on both initial and inservice teacher education and training. - Abstract
The first paper focuses on the study of British working class speech, and highlights research on the topic. It is suggested that a culture is identified through its organizing concept, and that it is necessary to determine how far culture is linguistic. The conclusion is drawn that it is not possible to make fundamental correlations between elements of language and society; language must be considered as a system with its own differential rules. Working class speech does not constitute a totality or express the spirit of the working class itself. It is necessary to consider how class identities are constructed, discursively, by the positioning of subjects within discursive practices. The second paper discusses some of the prerequisites for the construction of a sociolinguistic theory. The goal of such a theory would be a systematic, predictive explanation for the conditions that account for socially motivated differences in language. The establishment of terminology--one of the prerequisites for the theory--is illustrated in the definition of the relationship between "Dialect" and "Standard." Further subcomponents in sociolinguistic theory are proposed, along with the Dialect/Standard dichotomy, in terms of the requirements of the modern workplace. (JC)
