The linguistic situation of French in Algeria has been in serious decline. However, despite the devaluing clichés, as the language of the coloniser, compared to Arabic, which has received considerable support since the reform of Arabisation (1976), the French language persists and is widely used in society. In addition, its use in administration and education has gained momentum, especially with the reform (2010) which gives it a prominent place in official texts as the first foreign language, a language of discovery and development. Without question, the socio-historical dimension in Algeria has meant that French has become the language of technical and scientific education in Algerian universities. As a consequence, as a teacher, we have observed that university students in technical fields have difficulties in achieving communicative competence in the context of teaching/learning French with specific objective.

3. Indication of industrial safety of sugar production in Russia

In modern conditions of political confrontation and economic sanctions, ensuring national security is becoming a priority direction of state policy, not only in the long term, but also in the short term. The purpose of this study is to develop methodological support for assessing the level of industrial safety, which makes it possible to identify latent threats that reduce its level at each stage of the sugar beet business cycle. To achieve this goal, the structural and logical relationships of food independence, food security, industrial safety of sugar beet production were substantiated. The priority importance of industrial safety is proved for the economic development of business entities, ensuring the balance of their business interests and the formation of harmonious business relations, which make it possible to reduce the level of unused and underutilized opportunities. Using the example of the main stages of the beet-sugar business cycle - selection, seed production, beet growing, sugar production, sale (consumption) - a method for indicating industrial safety has been developed, which provides for the implementation of five stages and the implementation of an analytical complex consisting of nine indicators and six indicators. The proposed indicators at each stage of the sugar beet business cycle link the potential, actual and optimal level of indicators and make it possible to assess the balance of business relations and the level of industrial safety. The results of the indication can be used to analyze the actual state of the business cycle as a whole or its individual stages.

The aim of occupational health and safety in the context of industrial safety is to provide the national industry with a proper operation state, an ergonomic, optimal and healthy work environment, safe workers and workplaces, safety of industrial processes, to limit and mitigate any unforeseen situation generated by events which might negatively affect the occupational health and safety level. The current paper approaches the risk assessment in terms of occupational health and safety within a cross-border 400/220 kV power substation interconnected to the European power grid, identified and assigned as European critical infrastructure. The assessment is carried out using the INCDPM Bucharest method, in order to establish the risk/safety levels in a quantitative manner, based on a systemic analysis and on the assessment of risks of accidents and professional diseases. The application of the method ends in a workplace assessment sheet which comprises the global risk level of the power substation and which sets the grounds for the plan for preventing accidents and professional diseases within the analysed power substation.

The issue of reliable and safe operation of equipment, the use of technical devices and materials, the repair and renewal of fixed production assets is relevant. Corrosion processes have a very negative impact on the technical condition and safe operation of equipment, buildings and structures. The reasons for the increasing damage to the fixed production assets are their physical wear, poor quality of rolled stock, reinforced concrete and polymers, non-compliance with processing technology, neglect of the requirements of technical and regulatory documentation. The measures of increasing the service life of fixed production assets through the use of polymer-silicate protective coatings are proposed in this paper. As a result of studying the compositions with various contents of water-repellent and plasticizing additives, it was found that if the content of each of them is 3%, the duration of setting of the polymeric silicate coating increases 1.5 times. At the same time, mechanical strength and setting time remain the same. Also, an increase in the setting time is ensured by the prolonged high-speed mixing of the polymer-silicate mixture.

6. Economic justification of costs at inspection of industrial safety of high-rise marine structures

The task of technical and economic regulation within mutual international recognition of testing laboratories are considered. Codes and procedures within requirements of international ISO/IEC standards of a series 17000 for elimination of non-tariff barriers and interlaboratory exchange of experts in the field of high-rise marine construction are considered. In paper, the methods of assessment of formation of economically justified cost of works at inspection and monitoring of technical condition of high-rise marine wharf engineering port structure based on settlement and actual labor input were applied. For the countries of EU, data on the average cost of works of testing laboratory within a week have been taken as a basis. Such approach will be objective as considers only expenses on obligatory actions in the course of inspection of technical condition of port engineering constructions. The analysis of public results of financial activities of the accredited organizations allowed to calculate the main indicators of the size of necessary profit and overheads at observance of all requirements imposed to test laboratories including taking into account their future technical development. The offered practice corresponds to the general direction by mutual international recognition of independent testing laboratories and can be use in the future.

The growing environmental pressure of mineral deposit surface mining and severization of industrial safety requirements dictate the necessity of refining the regulatory framework governing safe and efficient development of underground resources. The applicable regulatory documentation governing the procedure of ore open-pit wall and bench stability design for the stage of pit reaching its final boundary was issued several decades ago. Over recent decades, mining and geomechanical conditions have changed significantly in surface mining operations, numerous new software packages and computer developments have appeared, opportunities of experimental methods of source data collection and processing, grounding of the permissible parameters of open pit walls have changed dramatically, and, thus, methods of risk assessment have been perfected [10-13]. IPKON RAS, with the support of the Federal Service for Environmental Supervision, assumed the role of the initiator of the project for the development of Federal norms and regulations of industrial safety “Rules for ensuring the stability of walls and benches of open pits, open-cast mines and spoil banks”, which contribute to the improvement of economic efficiency and safety of mineral deposit surface mining and enhancement of the competitiveness of Russian mines at the international level that is very important in the current situation.

This paper discusses one of the main problems in labour and industrial management in the occupational and industrial safety field - motivation to work safely. The problem is complex and should be solved by a set of measures, where the assignment of responsibility to employees for the results of their work is absent, including in the field of labour protection and industrial safety. In accordance with the obligatory management principles, employees' work resolves to the strict implementation of the actions prescribed by the regulations. The responsibility for the negative result rests with the person who enacted or instructs employees. Thus, the employee is practically exempt from responsibility for the final result. One of the possible solutions to this problem is to put an assignment of responsibility on the employees for the results of their activities also in the occupational and industrial safety field. This is illustrated by the experience of other states, particularly of Australia. In conclusion suggestions for improvement and development of the motivation system in the field of occupational and industrial safety.

Technical condition surveys of a number of multi-purpose industrial facilities have shown that the hydrological conditions of the occupied sites often change in the course of operation. This is especially often observed in oil refining and petrochemical industries, the distinguishing feature of which is high water consumption for cleaning the machines and for general cleaning; with a low culture of the facility operation, water often flows out of the main water conduits, and when the drainage systems are disturbed, basement soils are steeped and plant territories are watered. This was observed even at sites where, at the time of the construction of the facility, the groundwater was buried deep enough and did not affect the surveyed building. Monitoring one of the processing plants made it possible to identify the source of flooding and investigate the nature of the change in the groundwater surface after long-term operation of the facility. The results of this work are given in this article.

In the early 1920s, Russia moved on from the New Economic Policy to industrialization. The Kuznetsk Coal Basin needed an advanced mine-rescue system to support its growing coal industry. This research focused on the chain of decisions made by the state authorities to expand the mine-rescue stations network across the USSR. The authors used the examples of mine-rescue stations in Anzhero-Sudzhensk, Leninskiy, and Kemerovo to describe the formation and development of respiratory and supporting rescue teams. Archival sources made it possible to restore the quantitative composition, wage system, and funding sources of the Kuzbass mine-rescue service in July 1, 1924, as well as to identify the first management team. The mine-rescue development followed the expansion of the coal industry under the efficient state control provided by the centralized mining supervision. By the beginning of the second five-year industrial plan, Kuzbass was responsible for 8.5 % of the total mine-rescue stations in the country. The Kuzbass region owed its wide and efficient network of mine-rescue stations to the financial and organizational support of the state.

The aim of this study is to study engineering safety at an industrial facility. The subject of the study is dangerous and harmful factors of production, which include dust and harmful gases. The objectives of the study is assessing the dispersed composition of dust, which determines the microclimate of the working area on the example of a foundry. The presence of fine dust in the air space of the workshop leads to occupational diseases, such as pneumoconiosis (silicosis), bronchitis, dermatitis, conjunctivitis. The dust dispersion assessment took into account the relationship between the particle size and the speed of movement under the action of gravitational or centrifugal forces. The granulometric composition of the provided powder sample was determined by laser diffraction, implemented on the Fritsch NanoTec “ANALISETTE 22” laser particle analyzer. Data analysis shows that almost all phases of the technological process determine the microclimate of the internal environment and in the inter-hull zone during emission dispersion. The degree of exposure depends on the dispersion and chemical composition of the dust, in particular, in the air, the dust is oxidized to form a SiO2 film. In addition, there are other harmful substances in the workshop air that can be deposited on dust particles, which makes dust more dangerous and in this case it is necessary to take into account more stringent values of maximum permissible concentrations (MPC). An increase in the SiO2 content tightens the requirements for the cleanliness of the air in the working area. In the work, on the basis of theoretical and experimental data, the most dangerous areas with the formation of industrial dust from the standpoint of environmental risk were identified, the dust dispersion was assessed, the dust collection system was finalized, and a wet cleaning system was installed.

13. Analysis of blasting seismic impact on underground mining workings under the conditions of the Magnezitovaya mine

Seismic impact of technological explosions on underground mining workings of the Magnezitovaya mine was assessed. Seismic stability of rocks of the Magnezitovaya mine was determined and safe distances from technological explosions have been calculated by the admissible seismic effect for rocks. URAN and Minimate Plus seismic recorders with three-component seismic receivers were used to establish the dynamic impact on the mine workings. Based on comparison of calculated values and experimental measurements, the recommendations are given for explosive mass limitation at a slowing-down stage at a level of minimum dangerous values for technological explosions in underground mine. It is established that the blasting operations carried out at the Magnezitovaya mine of PAO Magnezit Combine with fan longhole stopping were performed with the seismic impact safety of underground technological explosion and will not lead to the loss of rock mass stability near the underground workings. Relevance of these studies is to ensure industrial safety of underground mining operations.

14. Risk assessment methodology within the framework of integrated safety of industrial enterprises

The article outlines consolidated research areas that bring risk assessment results into the integrated safety of industrial enterprises. The author compares currently used methods for assessing industrial safety, fire safety, and occupational safety subsystems, included in the system of integrated safety of industrial enterprises, and a new method for assessing integrated safety. Three tasks must be solved to make industrial enterprises safer. To solve the first task, scientific research results, currently applied in Russia and worldwide, were analyzed. The conclusion is that the damage from hazardous events can be reduced using a reasonable safety margin, required to reduce (eliminate) various risks, the rational application of the safety margin using the approach stemming from a new vision of risks. When the second task was solved, current methods of assessing subsystems of industrial safety, fire safety, and occupational safety, included in the system of integrated industrial safety, were compared with a new technique used to assess integrated safety. The objective of the third task was to present a formalized description of a new model for improving and developing an integrated safety system for explosive and flammable production facilities. The purpose of risk assessment is formulated; new integrated safety assessment methods and results are presented. As a result, the three above-mentioned tasks are solved, and the conceptual model of an integrated safety system is developed for Russian industrial enterprises.

17. Mobile Application Development to Assess the Level of a Safety Warehouse of Petroleum Product

The importance of oil for Russia, its storage in warehouses of oil and oil products, as well as the danger associated with the occurrence of accidents and incidents are considered. Examples of accidents that have occurred with the resulting consequences are given. The necessity of carrying out checks using checklists is revealed. Using the modeling method, a mobile application has been designed and developed, which contains a checklist consisting of questions on assessing the industrial safety of an oil product storage warehouse. The mobile application will allow you to conduct a “self-test” of the protected object on all issues of industrial safety, according to the checklist. Notification of upcoming inspections will provide an opportunity to prepare in advance for inspection by regulatory authorities in the field of industrial safety. Notification of violated dead-lines for eliminating the comments and shortcomings identified during the check will allow the management of the facility to respond in a timely manner and thereby ensure reliable protection of the protected object.

The article presents a pioneering integrated approach to assessing compliance with environmental, fire, industrial safety, and labor protection requirements in open-pit mining operations. The study was conducted at two existing open-pit mining facilities located in the Trans-Baikal Territory of the Russian Federation, analyzing the causes of injuries, statistical data, and comparing the mining technologies used. The key findings emphasize that the efficiency of deposit development and the safety of mining operations are heavily dependent on the quality of the technical design. The article also discusses software systems used for the design of mining facilities, which enable monitoring of the safety and labor protection aspects during quarry operation. In recent years, the field of green synthesis for carbon dots has seen significant advancements in the development of materials for heavy metal ion sensing applications. A variety of eco-friendly and sustainable approaches have been explored to synthesize carbon dots (CDs) with enhanced sensing properties. These materials have shown great promise in detecting heavy metal ions due to their high sensitivity, selectivity, and low detection limits One of the key advancements in this area is the utilization of natural sources such as biomass, organic waste, and plant extracts as precursors for the synthesis of CDs. These green precursors not only contribute to the sustainable nature of the synthesis process but also result in the production of carbon dots with unique surface chemistry and optical properties. In addition to the synthesis and functionalization strategies, the understanding of the underlying mechanisms governing the interaction between CDs and heavy metal ions has advanced significantly. This improved understanding has facilitated the design of CDs with tailored sensing capabilities and improved overall performance. Overall, the recent progress in the green synthesis of CDs for heavy metal ion sensing holds great promise for the development of cost-effective, environmentally friendly, and high-performance sensing platforms with potential applications in environmental monitoring, industrial safety, and healthcare diagnostics.

The authors examined the legislative framework of the Russian Federation operating in the field of industrial safety, and described how to obtain a license to operate hazardous production facilities. The paper demonstrates that the importance should be given to the quality and completeness of the background information, as well as the choice of inspection strategy in evaluating the technical condition of the line section of main gas pipelines. As a part of a package of measures to ensure industrial safety and technical reliability of existing gas pipelines it is proposed to carry out conditioning of their line sections. The paper describes general requirements for pipeline inspection, which include: detection efficiency of dangerous damages and major leaks, maximum accuracy of detection of the defect location, continuity of monitoring throughout the entire range of operation modes of the pipeline, cost recovery at the stages of development and operation of control systems, forecasting the state of the pipeline and the effects of accidents. In practice, these parameters have the prevailing significance.

The article briefly analyses the explosion and fire hazard properties of coal dust of different dispersions. It is emphasised that many experts working in the field of explosion protection and industrial safety pay insufficient attention to changes in the properties of the dust when reducing its dispersity. It is suggested to develop a new, complex methodology based on the dispersed composition of coal dust. The authors suggest to put methods of special sample preparation and dispersing of samples in two stages as a basis of the complex methodology. To do research with the help of thermal synchronous analysis of the smaller fractions, the authors propose to regrind the coal fraction obtained after the cone crusher in an analytical mill. To exclude adhesion of particles due to the process of static charges accumulation it is suggested to use impactless sieving machine of Retsch company which allows to take out the accumulated charges of static electricity. The coal dust fractions obtained after sieving were sent for granulometric analysis by a dynamic image processing method in CAMSIRE and by an optical microscopic method using a LEICA DM 4000 with image scope colour processing. A simultaneous thermal analysis was performed selectively for fractions smaller than 1000 μm. This was carried out with an STA 449 F3 and NETZSCH Proteus termal analysis application software. The authors consider that the obtained results allow to conclude that it is further expedient to carry out research work in this direction and will make it possible to develop recommendations aimed at prevention of coal dust aerosol explosions.

The fuel and energy complex is the largest emitter of greenhouse gases; in this regard, it is precisely the reduction of greenhouse gas emissions in this area has the utmost significance.In addition, methane as one of the greenhouse gases is harmful not only for the ecosystem but also for industrial safety, and this is also a sphere of state regulation.Since methane, based on its forecast volumes, may well be mined as an independent mineral product, it is necessary to develop a rational method for its use, since today everything that is mined is emitted into the atmosphere.The report analyzes how coal mining companies are currently using coal-seam methane. The volumes of methane in coal seams in the Russian Federation and in coal basins are analyzed. The world experience in the extraction of coalbed methane as a separate mineral product is investigated. A project is proposed for the rational use of methane as a separate mineral product.The main purpose of the article is to show that resource-saving measures for the use of methane can have not only environmental but also economic effect.A financial model of the project is proposed, which allowed to prove the economic efficiency of the project for the use of methane as a fuel. The article is based on the case method, the method for constructing financial models, the method for assessing risks, the method for analyzing information, etc.

The need to include the main elements of industrial safety in the sustainable development of the Arctic has been justified, as well as the establishment of industrial symbiotic cooperation rating based on it. Industrial symbiosis is an economically efficient and environmentally friendly solution for industry that reduces energy consumption and primary material consumption by deriving value from waste, byproducts and heat losses.

Achieving synergies from high-tech industries in combination with environmental technologies of innovative subsurface use is possible only on the path to the formation of a qualitatively new approach to creation of energy-efficient technologies including assistive technologies. The lack of adaptability of turbomachines providing industrial safety by more than 15% increases the cost of production of mining and oil and gas complexes of the Russian Federation, reducing their competitiveness due to their low energy efficiency. An equation is derived in the article for calculating the circulation of a circular lattice of aero-gas-dynamic profiles as a function of the energy parameters of the sources and vortex chambers drains associated with the energy efficiency of turbomachines. The dominant influence of jet control over the flow profiles of impeller blades is proved due to the energy characteristics of sources and drains, which are associated with the parameters of the mine network. Improving the methodology for the aerodynamic calculation of circular lattice of aerodynamic profiles and the development of radial aerodynamic schemes with increased adaptability made it possible to derive an absolutely unique vector for the future development of fan construction, fundamentally based on nature-like technologies for energy conversion and transfer. The possibility of a significant increase in aerodynamic loading, adaptability and efficiency of mine turbomachines, made according to radial aerodynamic schemes with vortex chambers built into the blades of the impeller, which perform the functions of adaptive inkjet circulation control devices, is proved. According to the results of the research, the VRVP-8 radial-vortex fan was created, which has 55% greater energy efficiency in relation to fans of the VME VV type. Currently, turbomachines are being developed based on nature-like technologies in relation to the oil and gas industry.

The results of the authors’ research in more than 600 organizations have shown the labor protection specialist competence influence on the occupational risk management system state and the overall labor protection management system. It is revealed that the leading role in the labor conditions and safety improving strategy choosing and formation, as well as in the scientifically based method of professional risk assessment belongs to a labor protection specialist with a certain competence. The paper describes 16 occupational safety specialists’ professional competence levels and the main factors that determine their formation. The possibilities and abilities of specialists’ with different professional competence levels to assess professional risks are considered and presented in tabular form. About 100 data of different approaches and methods for assessing occupational risks are given, from which only a competent occupational safety specialist can choose the best method for his organization. His decision influences not only the assessing and managing professional risks procedure costs, determined by the particular method choosing, but also the overall occupational safety management system effectiveness in the organization. The conducted research has shown a significant occupational safety competent specialists role in ensuring the professional risks management in the organization and allowed to link his capabilities in assessing professional risks with his professional competence level. This information can motivate the employer to pay attention to the labor protection specialists’ role in ensuring the industrial safety and take care of their timely skills improvement.

The operation of modern sloping structures in mining enterprises is associated with high industrial and environmental risks, since the possibility of emergencies remains, and the scope of the accident consequences can be continental. The current conditions of mining require the development of new principles to assess and forecast the status of dumps, open pit slopes, tailings dams, and hydraulic dumps. The developed typification of mining and geological phenomena and factors that affect the stability of sloping structures allows the design of monitoring systems of their state with consideration to each object’s specifics. Besides, this approach is formalized and allows its implementation in conditions of digital technologies progress. The development of detailed models of slope structures, which should become their digital twins, at last, enables to evaluate the current state of the observed object at all stages of its life cycle, based on received surveying, engineering-geological and hydrogeological information, and predict the slope structure behavior in the short term and medium term. The main task to be solved is the creation of principles for the organization of monitoring at mining enterprises that will enhance environmental and industrial safety in conditions of significant complication of mining and geological conditions of operated mineral deposits.

35. Aerodynamic adaptivity criterion in the production methodology of the energy-efficient mine turbomachines

Competitive growth of enterprises in the mining and oil and gas industries of the Russian economy, combined with industrial safety requirements, updates the task of developing the design and production methodology for the aerodynamically adaptive turbomachines with a nature-like dominance. Such machines adequately and economically soundly establish the necessary parameters of the air environment in the technological space that implement the concept of optimal subsurface management ecotechnology. This article proposes a production methodology for the energy-efficient turbomachines using the aerodynamic adaptability criterion that determines the relations between the velocity circulation and flow acceleration around the vane cascade profiles as the nature-like dominance of the process for converting the mechanical rotational energy of impeller into the internal energy of the air flow. The Karman theory of bound and free vortices, the Chaplygin-Joukowski-Kutta hypothesis, the conformal mapping method, and curve irregularities are used for development of a mathematical model for controlling the aerodynamic adaptability. It is proved that the control dominant is the intensity of the sources distributed over the turbomachine impeller vane profile that determine the flow diffusivity and as a result the acceleration circulation around the profile. It has been experimentally confirmed that the use of profiles obtained using the proposed technique increases the aerodynamic adaptability coefficient of the turbomachine by 51%, while increasing the area of its cost-effective performance by at least 2 times.

37. Ensuring Seismic Safety of Underground Mines During Blasting Operations in Combined Surface-Underground Deposit Development

At present, there are no standard methods for assessing seismic safety of underground mines during blasting on the earth’s surface. The need for such assessments arises when underground mines are located near open-pit coal mines, when the mine fields development is continued into the open pit, and when open surface coal mines use highwall miners. The issues of assessing seismic safety can be complicated by the lack of experimental data on vibration parameters, for example, if the answer is already required at the stage of new mines designing. The paper also provides an analysis of experimental data, including the results of monitoring the state of underground mines during seismic impacts of varying degrees of intensity. It is shown that the spread of the observed PPV, at which local damage or deformation of the underground mines has taken place, attains high values. In the absence of such data for underground mines in specific mining and geological conditions, it is recommended that the maximum allowable PPV vпр be assigned taking into account the class of underground mines and the type of support. At the same time, it is noted that the recommended vпр values given in the literature relate to the openings that were driven in the solid without geological disturbances and anomalies; not deviating from regulatory requirements regarding the state of workings; in the absence of danger of groundwater breakthrough; in the absence of danger of gas-dynamic phenomena, and other negative factors. If this is not the case, according to the requirements of the Federal norms and rules of industrial safety, the seismic safety distance should be increased by 2 times. This requirement is equivalent to multiplying the maximum permissible vibration velocity by a decreasing coefficient k=2b, where the power of two is the regression parameter b obtained from the experimental data processing.

As the depth of mining increases, attention to the preservation of mine workings and mining blasting is steadily growing. Technological methods of effective mineral development are often limited by dynamic blasting impact causing short-period fluctuations in the rock mass. Therefore, correct explosion impact identification, to a great extent, determines effective mining trends. Some results of researches for minimum blasting impact on mining workings are given in the article. Calculation of safe distances and excess pressure at shock air impact of technological explosions on the Magnezitovaya mine personnel was made. The calculation was made for the 15.5 m mine working section, with two conditions of the total section of the mine workings adjacent to the face of 15.5 m and 31 m with distances of 50 m and 100 m. Overpressure was also calculated for a total cross-section of 15.5 m and distances of 150 and 200 m. It was determined that the safe distance for people under overpressure conditions at the shock air wave front, depending on breaking schemes, is in the range of 150-200 m. The urgency of this research is to ensure industrial safety of underground mining operations.

One of the most important tasks of technical diagnostics and examination of industrial safety is the problem of assessing the residual life of long-running technical devices of hazardous production facilities. The paper presents the results of the study of the structural-phase state in a stable zone of localization of macrostrains, depending on the initial state of samples from steel 20. The samples were investigated without exploitation, after operation without destruction and with destruction. The samples were stretched at the same speed until a stable zone of strain localization appeared, after which the loading was stopped. The connection is established between the processes of localization of macrostrains and the evolution of the substructural state for steel 20. It has been established that the mechanism of localization of macrodeformations is the achievement of critical values of a fragmented substructure, in other words, according to the theory of evolution of substructural transformations, a bifurcation point occurs when the % fragmented substructure prevails. The critical values of dislocation density are established, which lead to a change in the type of dislocation substructure for equipment made of steel 20.

41. The method of magnetic coercimetry and its application to assess the residual life of lifting equipment

Material fatigue damage accumulation is recognized as one of the least inspectable and controllable operational damage mechanisms of crane structures. The scope method measures electro-magnetic properties of steels being in service, to assess their relative changes induced by the fatigue damage accompanying microstructural effects. The authors’ theoretical and experimental research suggested that the most relevant magnetic parameter to measure is the coercive force Hc, which is a characteristic of ferritic steels’ magnetization-demagnetization hysteresis loop. The authors proposed and developed a correction factor to normalize changes in Hc for various carbon steel thicknesses in the practical range from 5mm to 20mm, and drawn the coercive force nomograms which quantify the extent of damage for typical structural steels used in cranes. This research provided a scientifically justified basis for structures remnant resource assessments. Application of the Coercimetric method contributes into the risk control and promotes industrial safety in lifting equipment operations. The method itself can be practically useful for resolving integrity management challenges in a wide range of industries.

42. Parameters of the safety and fall arrest nets in buildings under construction

There are terms of industrial safety provision for construction and reconstruction of building and structures for various purposes through the use of protection netting devices, which in some cases is the only possible means of preventing industrial injury in the event of a person or objects possible fall from height. Given are basic component elements of devices in which synthetic netting materials are proposed as the most pacing factor for required degree of protection. Considered are protection netting devices’ key parameters allowing ensuring guaranteed arresting of items falling from certain height, as well as required length and angle for brackets installation with required distance between them. Based on derived dependences, established was a family of items’ descent trajectories for various components of horizontal speed and values of initial center-of-gravity position that are shown on respective nomograph. A nomograph was also built allowing identifying under given values the bracket length and angle of its installation with the purpose of ensuring arresting of falling item. To reduce the probability of a falling human collision with supporting structures of a protection netting device, recommended minimum distance between brackets was set.

Development of Satka magnesite deposit is carried out in complicated geomechanical conditions, in particular, mining works are conducted under the Bolshaya Satka river, in the zone of influence of the existing and developed quarries. Underground workings undermine a number of surface objects of industrial and civil purpose: railways, bridges, buildings and structures. There was an urgent need to conduct special studies of geomechanical conditions at the mine in order to assess the feasibility of working off part of the safety pillars located under the railway tracks of "Russian Railways", PJSC and the river bed. In the process of research, the main physical and mechanical properties of rocks have been identified, and the initial natural stresses of the rock mass have been measured. An increased level of horizontal initial stresses in the zone of safety pillars at the horizons + 180. + 260 m was detected. Based on the results of the research, a conclusion was made on the need to develop some engineering measures to ensure the safety of underground works. It was recommended, to ensure the stability of the rocks massif, to apply the option of extracting the treatment chambers with the formation of the ceiling of the vaulted form. It is proposed to monitor deformation processes in mine workings and on the daylight surface. To this end, the installation of an automated control system for rock pressure is recommended. It is necessary to provide for the establishment of long-term observation stations for controlling rock pressure and displacement. According to the results of the research, "Guidelines for the safe control of mining operations at bump-hazardous Satka magnesite deposit" have been developed in accordance with the requirements of the Federal norms and regulations in industrial safety.

46. Justification of parameters and technology of retaining prism filling to eliminate landslide

The process of dumping on the surface mining is one of the most problematic in terms of industrial safety. The problem is compounded by the fact that the external dumps are often pilled on unprepared base, composed of clay. Therefore, such a situation occurs when a set of external factors leads to considerable deformations of the dumps. In particular, a few years ago on one of Kuzbass open pits there was a major landslide. According to the studies made, the reasons for the landslide were irregularities in the process of stacking, intensive snow melting and continuous heavy rains. All this together led to the deformation of the slope of the lower tiers of the outer dump and to the landslides. This article describes the measures of eliminating the danger zone, designed to prevent further landslides and to ensure safe mining works on external dump. The parameters of grounded prism are discussed and the technology of its piling is offered.

Methodology of rapid assessment of reliability index was developed based on system analysis of technological parameters. Within functioning of on-line monitoring system of reliability index of industrial facility this method allows to increase efficiency of making managerial decisions on technical and preventive maintenance. The technique is based on the analysis of technological parameters of operational modes of pipeline transport facilities registered by dispatcher controls. The created technique can be used by the operating, research, design institutes and oil and gas transport enterprises when declaring industrial safety. The received mathematical models allow federal services of supervision, the independent expert organizations to predict the development of reliability in the registered block of dispatching data either in real time mode, or taking into account the dynamics of service conditions of the object.

49. Diversity for security: case assessment for FPGA-based safety-critical systems

Industrial safety critical instrumentation and control systems (I&Cs) are facing more with information (in general and cyber, in particular) security threats and attacks. The application of programmable logic, first of all, field programmable gate arrays (FPGA) in critical systems causes specific safety deficits. Security assessment techniques for such systems are based on heuristic knowledges and the expert judgment. Main challenge is how to take into account features of FPGA technology for safety critical I&Cs including systems in which are applied diversity approach to minimize risks of common cause failure. Such systems are called multi-version (MV) systems. The goal of the paper is in description of the technique and tool for case-based security assessment of MV FPGA-based I&Cs.
