Implementation of refinery information system called REFIS only confirmed and made available to a wide number of technologically oriented personnel from Rijeka oil refinery already known fact that approximately 40% of the control valve is in manual mode. There are several possible reasons that could lead to this situation: wrong controller parameters, wrong sized control valves, instrumentation problems, poorly designed control loop, etc. The aforementioned irregularities can result in significant financial losses measured in millions of dollars, often mentioned improved energy efficiency by reducing fluctuations in control loops. Examples cited in the oscillation air to fuel ratio in the furnace firing process, fluctuations in steam boiler feed water and steam pressure oscillations and distillation columns where the same direct impact on reducing the efficiency of the separation process. Statistics conducted in refineries under 500 control loops test carried out after the implementation of the control loops performance systems showed an average reduction of variability by 60% while the average return on investment of less than two months. Fine-tuned control loops are also the foundation and prerequisite for future implementation of advanced process control. The paper will give a detailed analysis of the actual state of the control loops of Rijeka oil Refinery using commercial tools as a basis and a recommendation of future project initiative and investment in systems to improve energy efficiency, reducing energy consumptions and increase the availability of process plants.
