As an important direction of China's medical and health system reform, medical and prevention integration is of great significance to meet the all-round health needs of the people, and how to establish a scientific and effective medical and prevention integration model is a top priority. Using literature analysis and other methods to collect data, the implementation status and dilemma of China's medical and prevention integration policy were reviewed, and the influencing factors of medical and prevention integration policy implementation were analyzed based on the six dimensions of the Horn-mitte model. On this basis, it is proposed to refine policy objectives, clarify policy implementation standards, increase resource supply, enrich policy implementation methods, explore common interests of medical and defense institutions, improve "coordination mechanisms", and actively guide policy implementers to carry out medical and prevention integration services. It aims to provide reference significance for the high-quality improvement of medical and prevention integration services in the future.

The implementation of garbage classification policies is an essential means to solve the problem of environmental externalities, and promoting the coordinated development of the implementation system of garbage classification policies is an important guarantee to improve garbage management. Using systems theory, this study examined the collaborative dynamics among local governments, businesses, and society during the implementation of garbage classification policies in Jianggan District, Hangzhou. It constructed a systemic analytical framework founded on the principles of ‘parallel interconnections-interactive associations,’ elucidating the intrinsic links between abstract systems theory and micro-level practical models. The study revealed that: ① Associations of various types, adhering to the logic of systems, contracts, and voluntary actions, could enhance complementary effects. However, they could also lead to conservative tendencies, fostering resistance to external innovation and increasing conflict risks. ② An open system characterized by adaptability showed the evolution of the garbage sorting policy implementation system, reflecting an advancement from parallel interconnections to interactive associations. ③ The transformation of the policy execution system was inseparable from the innovative drive of local governments and relied on support from shared visions, organizational networks, and technological conditions. Measures to promote the development of dual-layer associated collaboration include: ① Enhancing the responsive and consultative functions of the policy execution process; creating institutional spaces for local governments to respond to social demands; addressing the discourse and value discrepancies between the government and residents; and constructing a consultative public sphere. ② Building a multi-type associative mechanism that helps develop from ‘separation’ to ‘integration;’ promoting a ‘strong linkage’ in structured role arrangements and process controls; establishing a ‘weak linkage’ driven by goal orientation and autonomy; and working toward a more smart, simplified, and targeted digital empowerment in environmental governance. ③ Leveraging the dual-layer associated collaboration effect of government innovation; driving policy innovations that help consolidate the interests of multiple stakeholders; facilitating avenues for multi-stakeholder involvement in local decision-making; and capitalizing on the regulatory effects of both formal and informal rules. By 2022, 28 provinces have implemented the policy of targeted training of rural teachers, covering a wide range and a large scale of training. The directional training of rural teachers is directly related to the quality of rural teachers, which affects the high-quality and balanced development of compulsory education and the revitalization of rural education. By using the qualitative and quantitative evaluation method, this study analyzes the implementation effect of the targeted training of rural teachers and finds that the current training presents a "triple-balance" and "triple-imbalance" supply-demand pattern.First, in terms of the number of trained talents, the enrollment plan of targeted normal university students is balanced with the actual demand, while the actual employment is unbalanced with the demandSecond, in terms of the discipline structure of talent training, the supply of targeted normal university students is balanced with the overall needs of the county, but unbalanced with the actual needs of rural schools. Third, in terms of the quality of personnel training, the professional quality of targeted normal university postgraduates is good and balanced, while their teaching competence in rural schools is poor and unbalanced. In order to realize the policy and adapt to the new situation of population change, it is necessary to add new "three orientations" on the basis of the original "targeted enrollment, targeted training and targeted employment" to cope with the "triple imbalance": the first is the quantitative training to meet the demand of teachers in rural education; the second is the targeted school training to meet the demand of subject structure of rural schools; the third is the qualitative training to meet the quality and ability needs of rural teachers.

Using the methods of literature and content analysis, and with the help of Nvivo 12 qualitative analysis software, text mining and quantitative analysis were conducted on the Physical Education and Health Curriculum Standards for Compulsory Education (2022 Edition) from three dimensions: policy tools, core literacy and curriculum content. The study concludes that: (1) From the dimension of policy tools, there is focus on environment type policy tools, the use of supply type policy tools is relatively balanced, and demand type policy tools are lacking; (2) from the dimension of core literacy, the total number of policy tools constructed for core literacy is relatively balanced, but the types of policy tools are "divided"; (3) from the dimension of curriculum content, the policy tools mainly focus on sports-specific skills and physical fitness, while health education and fundamental motor skills are relatively balanced and interdisciplinary thematic learning is at a disadvantage. Given that relevant policy recommendations are put forward as follows: (1) In terms of policy tools, precise targeting and structural optimization of policy tools should be achieved on the basis of the collaborative participation of multiple actors to form a system of policy tools; (2) in terms of core literacy, the coupling degree between policy tools and core literacy needs to be further improved, and the continuous interaction between policy tools and core; (3) in terms of curriculum content, demand type policy tools should be embedded in curriculum content sessions through top-level design and grassroots implementation to innovate policy outputs and expand policy effects. Based on the Meter ⁃ Hom model, the implementation dilemma of the outpatient medication guarantee policy for chronic diseases in Nantong was analyzed through a qualitative interview to provide a reference for improving the effective implementation of the policy. Our study indicated that one year following the launch of the outpatient medication guarantee policy for hypertension and diabetes, the policy filing rate was only 7% and 14%, respectively. This suggests that the target population did not fully benefit from the welfare policy. According to qualitative interviews, the main obstacles to policy implementation were: unclear objectives and standards of policy implementation; lack of understanding of the outpatient medication guarantee policy among executing agencies and insured residents; shortage of human resources, and insufficient hardware environment for policy implementation in primary health care institutions, and the single top⁃down administrative policy implementation method and so on. Thus, the following optimized paths were proposed to improve: enhance the top ⁃ level design and refine the policy implementation objectives; broaden the publicity and promotion of policies through multiple channels to improve the compliance of policy implementation; strengthen the linkage between medical insurance departments and primary health care institutions. 目的 分析西部某省紧密型县域医疗卫生共同体试点县和非试点县在政策实施前后住院患者对就医体验和服务质量的满意度及其变化, 评价政策实施成效。方法 在 2020 和 2021 年通过电话回访的方式对 4 家不同地市的县人民医院 (2 家在试点县、2 家在非试点县) 的出院患者进行满意度调查, 对数据进行描述性分析、单因素分析、多重线性回归分析和双重差分分析。结果 对住院患者总体满意度的影响由大到小的因素依次是技术水平、医疗费用、服务态度、等候时间和就医环境。与非试点县相比, 试点县住院患者的总体满意度及其对就医环境、服务态度、技术水平和医疗费用的满意度分别降低了 0.24、0.12、0.18、0.19 和 0.20, 差异有统计学意义 (P < 0.05), 其对等候时间的满意度降低了 0.02, 但差异无统计学意义 (P > 0.05) 。结论 应持续推动县级医院服务能力提升, 减轻患者就医负担, 重视紧密型县域医疗卫生共同体建设初期牵头医院所面临的挑战。 [ABSTRACT FROM AUTHOR]

This paper takes Smith's policy implementation process model as the research framework, and analyzes the implementation process of land bank policy from the perspective of Smith's four elements and their interaction. By using the literature, logical analysis, field investigations and in-depth interview, this paper analyzes the current situation of the implementation of physical education entrance examination policy for senior high school from the five dimensions itself, namely policy implementation mechanism, policy subject and object, policy resources and policy environment. Researches believe that the lack of policy programs, the imperfect policy system, the obstruction of policy implementation mechanisms, the divergence of interests between policy subjects and objects, the shortage and imbalance of policy resources, and the increased competitiveness of senior high school entrance examinations are all the restrictive factors in the implementation of physical education entrance examination policy for senior high school. Based on these above, in the continuous advancement of the physical education entrance examination, we should establish a policy goal with the development of students' physical literacy as the core, and continuously improve the physical education entrance examination policy system, and improve the quality of the policy itself; promoting from a high level, implement it at various levels, as well as the linkage of the education department mechanism; strengthening the propaganda and guidance of policies, seeking policy recognition from target groups, and forming a unified "objective function" among society, schools, and families; highlighting the dominant position of teachers, and increasing the importance of physical education teachers, along with the continuous investment for school physical education equipment construction. The repeated appearance of alienation in the grassroots policy implementation of campus football has become an institutional issue and hard to crack in China. With methods of field survey and in-depth interview, the case of F town in Z county of Jiangsu Province is analyzed, combined with need theory, organization theory and institutionalism theory. It puts forward an exploratory framework of "need · organization · system" to explain grassroots policy implementation process of campus football. The result shows that each subject affects the process with their own specific needs, and the completeness of grassroots implementation of organizations and systems directly affects the logical creation of the campus football policy implementation. To optimize policy implementation process effectively, the construction of executive organization system must be improved and the innovation of grassroots system must be focused on under the condition of meeting the reasonable needs of policy subjects. The suggestion includes improving the top-level design of campus football policy, coordinating the construction of grass-roots implementation system from the overall strategic perspective, promoting the reform of the grass-roots organization system of campus football, and reshaping the order of power cooperation among departments and the rigid constraint of execution alienation. The policy implementation gap in the field of environment has attracted much attention. An analysis of the existing literature has found that the gap was a result from some unreasonable institutional arrangements. However, local governments' environmental policy implementation behaviors are not completely consistent with the research. Given the unchanged nature of the existing institutions that restrict the local governments' implementation enthusiasm, their implementation behaviors are not continuously depressed, but fluctuate from time to time. In other words, the implementation gap of environmental policies does not always exist. Based on the signaling theory, this paper explored the causes of the 'time-varying gap', trying to supplement the existing literature, and sought possible ways to reduce or eliminate the gap. This paper studied the statistics of environmental signals transmitted by the Chinese central government through documents (394 copies) and various media outlets from 2000 to 2015 and coded 26 items from the dimensions of credibility/reliability, powerfulness and transparency according to the signaling theory, and constructed the balanced panel data of central environmental signals and 31 provincial governments' environmental regulation behaviors in China's mainland from 2000 to 2015. The results of the regression analysis showed that the central government's environmental signal was the source of local governments' environmental regulation behaviors; the credibility, powerfulness and transparency of the documents could significantly affect the environmental regulation behaviors of the local governments. Therefore, in order to reduce the environmental policy implementation gap, the central government signals, especially the document signals, should be used more effectively in practice. It is of great importance to strengthen the credibility, intensity and clarity of the documents, with a focus on the issuance of documents with small quantity but high quality, and a focus on the use of the clarity attribute, so as to better mobilize the enthusiasm of local governments in environmental governance. This paper not only supplements the literature on the theme of environmental policy implementation gap, but also overcomes the limitations of the existing environmental governance literature which pays too much attention to the insufficient implementation of environmental policies in China, thus extending the research vision to the theme of maintaining policy compliance, and providing a low-cost method for the effective stimulation of the local governments' environmental governance behaviors under the current institutional arrangements. The mobilizational mode is a method which can improve the officials' efficiency in implementing policy more effectively through the way of mobilizing them. In the system of centralized power, rights such as appointment and removal, veto etc. are centralized, which leads to the inefficacy of routine administrative incentive and the failure of the routine mode of policy implementation. The mobilizational mode can be used to handle the crisis in governance resulted from the failures of routine mode, which is innate in the system of centralized power. The mobilizational mode can play a role in arousing officials' initiative and promote the bureaucratic system to reach the utmost in metabolism, however, it can't eradicate the failures of routine mode and its processes, characteristics, the effects are like "the dope effect". The implementation path of social stability risk assessment has brought about more concerns to Chinese local officials, and increasingly become one of the prominent problems in practical work. By adopting the grounded theory, this paper introduces the theoretical perspectives of policy implementation, gathers data from Z County through in-depth interviews, and undertakes an explorative identification research of the influential factors of social stability risk assessment for grassroots government. The study indicates that the four main categories that exert significant effects on social stability risk assessment at the grass-roots county level are implicit awareness, implementation costs, administrative specifications and system tools. On this basis, some constructive viewpoints are further proposed to scientifically promote social stability risk assessment for grass-roots government, as is of practical significance.
