In order to make a quantitative evaluation on the rationality of water resources planning, the system coordinated development theory is introduced and the multi-layer index systems of the coordinated development assessment for water resources planning systems based on "state-relationship (S-R)" framework is constructed. Then, the evaluation model based on variable fuzzy set theory and variable weight principle is developed. This evaluation process is explained taking Lvshunkou District in Dalian City as an example. The results indicate that the coordinated development level of this regional water resources planning system increases steadily and this planning is reasonable, but there are some problems including lower water-saving level and less quantity of seawater direct use in industry, which needs to be improved. Due to some uncertainty factors, including noises, interferences and the coupling among variables, the similar linear correlation among columns may exist in fuzzy relation matrix. To reconstruct the input space of the fuzzy model, the algorithm based on the objective function is proposed to confirm the structure and parameters of fuzzy model for nonlinear systems. It makes simplify the structure of model and delete those redundant rules. The UD matrix decomposition is used to greatly reduce the computation cost in the fuzzy modeling. In order to improve the riding comfort of vehicles, the variable universe fuzzy strategies for hydro-pneumatic suspension were established to deal with the nonlinear characteristics in hydro-pneumatic suspension. The suspension deflection was taken as the controlling objective. With the 2-DOF model as the study object, and according to experimental data from indicator diagram, spring force and damping force of the suspension were fitted. Simulation was carried out with the simulated C-class road profile as the random input. Based on these, field testing was carried out. The simulation and field testing showed that variable universe fuzzy control could reduce the probability of road-wheel arms bottoming out on bump stops, weaken the vibration acceleration, and improve the riding comfort of vehicles.
