Victoria of Australia is the first state that legislated for TCM independently in western countries. The state as well as Australia have remarkable achievements in regular management of TCM and acupuncture practices, education and scientific researches in TCM, professional association, etc. after Chinese Medicine Registration Act 2000. The author of this paper introduces the characteristics in such aspects as TCM legislations, management of practical registration, professional education, professional association and medical insurance, etc. in Australia through the personal experiences as a Chinese acupuncturist practiced in Australia, and puts forward some impressions and suggestions.

- Abstract
Objective: Patient experience and satisfaction survey has been regarded as an important method of collecting patients' opinions on medical services and improving the quality of management. From 2005 to 2009, Australia Victorian patient satisfaction monitoring, VPSM, was introduced, localized and adopted by over 50 Chinese hospitals. To compare and analyze each localized applications of VPSM and submit suggestions for further applications., Methods: The paper adopted the way of document research. The researchers collected all of the published and unpublished investigation plans and monitoring reports during these five years, compared the operations and the results of investigations and indicated the advantages and weaknesses., Results: In respect of methods, they were similar but showed some small differences in details such as the questionnaire structure, the reminding letter and the organization of data acquisition and analysis. The localized VPSM was gradually moving towards standardization. The monitoring was able to find the changing of medical services and provided the referential information for management., Conclusion: The localization of VPSM is still on its way and it needs improving by means of extending application.

5. A comparative study of the "open disclosure" policy in the United States and Australia: lessons for Taiwan.

In Europe and North America, a few developed countries have gradually implemented an "open disclosure" mechanism characterized by openness, analysis, and learning in dealing with adverse medical events, so that the cost of medical litigation and the reoccurrence rate of adverse medical events can be decreased. The United States was the earliest country to implement an open disclosure mechanism, while Australia has developed the most comprehensive policy. This paper reviewed the histories and current status of the open disclosure mechanism in the United States and Australia to derive implications for constructing a disclosure mechanism for adverse medical events in Taiwan. Two suggestions were made after a review of the two countries' experiences. First, the dominant Department of Health should plan and conduct large-scale epidemiologic research on adverse medical events to force the medical system to face the issue of medical injury seriously. Second, social action supporters in various areas should be mobilized to propose comprehensive social legislation, promote education, and advocate for Taiwan to move toward the goal of dealing with adverse medical events with open disclosure. Based on Thailand, Australia and Brazil sugar industry development mode, the strategy was claimed which include planting, processing and deep processing of the three main components of sugar industrial chain, as well as three-level of the industry, the market and the financial resources. The ultimate goal of the strategy was designed to seize the international voice of china's sugar-related products. Also, China's sugar industry financial engineering support system was analyzed and developed by using the industry financial engineering theory and related methods. This paper describes the 14. 3 tex x 2 gross copper ammonia fiber blended yarn which is made of 70% Australian wool whose spinning counts is 70 mixed with 30% whose linear density is 3D copper ammonia fiber, and then these blended yarns are dyed in the popular series of 2012/2013 ice cream' color through package dyeing process. Based on the conjecture of fashion trend of the wool textile market, afterwards designing a different color cycle and product specifications of fabric density, after that, using automatic rapier sample mechanism to produce fabric sample, and then sorting out the sample to finish the sample meets the process requirements of mass production. Through the subjective and objective evaluation of fabric style, it determined the suitable types of clothing production made by wool copper ammonia fiber blended tweed and difficulty degree of processing. In the global network society, the power of a nation-state is built not only on its hard-power, but also on its soft-power. International communication, understanding and tolerance are essential for national development as well as for the world's peace and prosperity. This research studied the attitudes of Australians towards China, via documentary study and secondary-data research. The paper discussed perceptions and opinions of Australian government and citizenry in three aspects: multilateral international relations, economic and trade and the rise of China; analyzed the characteristics of international communication in the information network era and explored the international communication challenges facing China. It showed that China's dramatic economic development and the benefits of Australia-China relationship had gained general recognition among the Australians. However, there was considerable distrust of China among the Australians. Some of them even wished to team up with the United States in order to constrain China. It recommended helping the international society know, understand and trust China be a focus of China's international communication. [ABSTRACT FROM AUTHOR]

9. Development of multi-composition moisture absorbing and sweat discharging stretch fabrics.

This paper introduces the characteristics of Australian wool, polyester, T-400 elastic filaments and coolmax moisture absorbing and sweat discharging fibers. The successful development of multi-compostion moisture absorbing and sweat discharging fabrics greatly embodies advantages of various fibers, good elasticity, drape, moisture absorption, good washability and quick drying. During spinning processes, had compared the two T-400 elastic filaments' yarn spinning approaches with each other, we chose twister-assembled yarns which has little affects on fabric face. The fabric smoothness and flatness then is improved. Coolmax fibers and T-400 elastic filaments is sensitive to heat and easy to color change. The finishing process is optimized and typing and steaming processes are adjusted, finally we improved thehydrophilic additives to enhance the fabric moisture absorption performances row colldry capacity. The design of "sham acupuncture" is necessary in clinical trials of acupuncture for confirming its effectiveness in the treatment of different disorders. The authors of the present paper made a comprehensive analysis on "sham acupuncture"or "placebo acupuncture" in clinical trials of acupuncture therapy in western countries from 1) the definition and background of sham acupuncture, 2) current state of acupuncture clinical trials with sham acupuncture design in different countries, 3) current situations of acupuncture clinical trials with sham acupuncture design in Germany, and 4) current state of large sample, randomized controlled clinical trials of acupuncture therapy with sham acupuncture design in other western countries. The authors of the present paper also make an analysis on the developing trends of acupuncture clinical trials with sham acupuncture design and put forward some problems existing in current acupuncture researches.

- Abstract
Out-of-hospital cardiac arrest (OHCA) with high mortality and disable rate is a public health problem of common concern all over the world. In order to improve the survival rate of OHCA, developed countries such as Europe and the United States have established regional and even national OHCA registration database for continuous monitoring and quality improvement of OHCA, identifying the weaknesses in each link of the survival chain, and evaluating effective measures to enhance the survival rate. At present, China still lacks of registration database that can comprehensively collect the information of OHCA and effectively reflect the treatment status and research direction of OHCA. In order to shorten the huge gap of OHCA survival rate between China and developed countries such as Europe and the United States, we should learn from the experience of foreign registration databases and establish OHCA registration database suitable for China's national conditions, so as to promote the improvement of OHCA survival rate in China. This paper presents several major OHCA registry databases of the internationally recognized,such as cardiac arrest registry to enhance survival (CARES), resuscitation outcomes consortium (ROC), European registry of cardiac arrest (EuReCa), Pan-Asian resuscitation outcomes registry (PAROS), and Australian resuscitation outcome consortium (Aus-ROC), aims to provide a reference for promoting the construction of the cardiac arrest registration database in China.
