The demand for new engineering talents training has challenged the traditional experimental teaching mode. How to speed up the innovation of engineering education has become an important part of the laboratory reform in universities. This paper, aiming at the existing problems of the traditional experimental teaching and laboratory management, analyzes the necessity of establishing the open engineering laboratory under the new situation, defines the basic principles of open laboratory management and guidance. From the establishment of information management system, introducing students to participate in practical activities, and improving the laboratory management policy three aspects, this paper describes the specific implementation measures and suggestions for construction of open laboratories. This mode not only fully mobilizes students’ initiative in practice and innovation, but also reduces the intensity of laboratory management, and explores a new way for training high-quality engineering talents. With the development of experimental teaching and scientific research in colleges and universities, laboratory safety management is playing an increasingly important role. Problems such as rigid system, outdated equipment and weak safety awareness are main factors which could cause accidents during the process of laboratory management. To ensure that the experimental environment meets the standards of practical teaching, laboratory equipment needs to be regularly updated and the management system that contradicts the concrete operation should also be adjusted. This paper discusses the combination of PDCA and laboratory safety management, followed by a discussion of its strengths and weaknesses. In the PDCA, the laboratory safety management is divided into four sections with various tasks, so that the entire process can be a sustainable cycle . In this paper, the laboratory of Chongqing University is analyzed, including its efficiency, laboratory equipment management status. The result is not satisfactory, such as low efficiency, poor communication. This situation cannot support to train students’ innovation consciousness and innovation ability. In order to solve those problems, the lab center is built and an open laboratory management system is constructed. This can efficiently introduce modern management methods to experiment teaching process, including teacher, students, lab and instruments. This paper analyses in detail the laboratory information management system from four aspects, i. e. the laboratory team management, equipment resource management, data management of experimental teaching and public service management. We focus on sharing experimental resource, and build the information system for laboratory about economics and management based on J2EE software architecture by analyzing the various business processes and data management. We design a variety of interfaces for various departments by fully understanding the actual demand of laboratory information management system in economics and management area for resource management and public service management. In order to effectively improve the efficiency of laboratory management and service, the key technologies and implementation of the system are discussed in this paper. So far, the system has been running for two semesters. The performance of system is very stable and effective. The paper dealt with many problems existed in construction and management of university laboratories at present. In order to caary out the management of laboratory opening beter and use resources more efficient, combined withthe analyses of the historical data of lab daily number of people on the machine, we put forward to build the seasonal SARIMA model which is to forecast the number of people in labs a day. This paper introduces in detail the theoretical basis and the build process of the seasonal SARIMA model. The results show that the application of seasonal SARIMA model in the management of o laboratory is good for afrangfmfnts for staaf more reasonable, and enhances quantity of lab opening. The system greatly improves the efficiency of personnel management and resource utilization.
