Optimal allocation of water resources can solve the problems of regional water resources shortage and unreasonable utilization, and in recent years optimization algorithms have become an important tool for obtaining the results of optimal allocation of water resources. To effectively alleviate the problems of slow convergence, local optimization and prematureness in existing optimal allocation algorithms, this paper introduces a new metaheuristic algorithm: the Cheetah Optimizer (CO), with the advantages of fast convergence, robustness, and superiority-seeking ability, which is applied to the optimal allocation of water resources. Taking Taiyuan as the study area, this paper establishes a water resource optimization model with the objectives of economic, social, and ecological benefits, and CO is used to solve the model, then compares and analyzes the results with the Genetic Algorithm (GA). The results show that the total pollutant discharge of CO is within the control target of the planning year (2030), the regional satisfaction reaches 0.98, which can meet the demand for basic and development water; compared with the current year (2020), the proportion of domestic water consumption decreases by 22.58%, and the proportion of water consumption in production increases by 10.53%, 25.81% and 12.5%, respectively. The water supply ratio of surface water and groundwater is reduced by 21.70% and 11.14%, respectively, the water supply ratio of reuse water and yellow diversion water is increased by 5.43% and 27.40%. It accords with the idea of water resources allocation in Taiyuan, and verifies the effectiveness of CO. Compared with GA, CO has increased regional satisfaction, integrated water value and water distribution equity by 7.10%, 3.57% and 56.52%, respectively, reduced pollutant emissions and water shortage by 3.11% and 3.85%, at the same time, it has better coordination, which verifies the superiority of the CO. The results show that CO is reasonable and feasible to solve the optimal allocation model of water resources, which can provide a new method for solving the optimal allocation model of water resources. In order to quantitatively evaluate the impact of inter-industry water rights transfer on economy and society in the main stream of the Yellow River in Inner Mongolia, the paper analyzed the impact of water rights transfer on agriculture, and the impact of water rights transfer on water use, production and operation, annual income, people's livelihood and economy of all industrial enterprises. The results show that the transfer of inter-industry water rights in the main stream of the Yellow River in Inner Mongolia in 2019-2021 has driven the total investment of industrial projects to 599.58 billion Yuan, created 122 145 new jobs, the gross regional product is 44.709 billion Yuan, the industrial added value is 238.821 billion Yuan, the annual tax revenue is 19.47 billion Yuan, the newly paved road area is 13.161 7 million km², and the new green area is 30.995 million km². The agricultural output value and farmers' income have been significantly increased, local livelihood issues have been effectively solved, and ecological protection and social and economic development along the Yellow River have been promoted. The transfer of water rights between industries in the main stream of the Yellow River in Inner Mongolia has alleviated the bottleneck of water resources of industrial enterprises along the Yellow River, realized the multi-win of farmers' production increase, economic efficiency increase and ecological restoration, and provided strong support for ecological protection and high-quality development of the Yellow River Basin. In order to investigate the dynamic evolution and regional differences of quaternity cooperation of water resources-ecology-city-industry in the Yellow River Basin, the paper adopted the synergy model, kernel density estimation, Dagum gini coefficient and its decomposition to estimate it based on the data of 76 major prefecture-level cities in the Yellow River Basin from 2016 to 2020. The results show that the number of cities in primary, intermediate and good coordination is 30, 33 and 13 respectively. The level of synergy among cities is on the rise, but the absolute difference between cities is expanding and the relative difference is narrowing. except for Hu-Bao-E-Yu urban agglomeration, the absolute difference of the coordination degree of the other six urban agglomerations all shows an expanding trend. The internal differences between the upper and lower reaches of the Yellow River show a downward trend, while the internal differences in the middle reaches show an upward trend. The difference between the upper and middle reaches is the largest, and it shows a further expansion trend, and the difference between the upper and lower reaches is gradually narrowing. The difference in Hu-Bao-E-Yu urban agglomeration is the smallest and the difference in Guanzhong urban agglomeration is the largest. The difference between Guanzhong urban agglomeration and Shandong peninsula urban agglomeration is the smallest, and the difference between Jinzhong urban agglomeration and Shandong peninsula urban agglomeration is the largest. In the future, we should further strengthen factor coordination and regional coordination, give play to the dynamic comparative advantages of various regions, and promote the in-depth implementation of ecological protection and high-quality development strategies according to local conditions in the Yellow River Basin. Water resources conflict is a key scientific issue related to regional security and global sustainable development. With the intensification of global climate change, changes in the spatial and temporal distribution of water resources have led to more complex and uncertain water conflicts. Based on the temporal and spatial distribution characteristics of 1240 water conflicts in the world in the past hundred years, and based on the theories of resource science, economics, international politics, etc., this paper reveals that water conflicts in various regions have their natural ecological, social economic, historical and cultural, and international political roots, and then analyzes the causes of water conflicts from three perspectives: scarcity of resources, internationalization of river basins, asymmetry of water power among countries, and lack and failure of water cooperation mechanisms. Finally, from the perspective of international relations and negotiations, the current solution mechanism is explored, and based on the natural, economic and historical characteristics and development demands of each region, the coordination mechanism and solution suitable for cross-border water resource conflicts are explored through measures such as enhancing regional interest sharing, carrying out comprehensive watershed planning, and strengthening the implementation of international treaties. [Introduction] The purpose of this paper is to research and analyze the influence of water resources on the development of the green hydrogen industry in China, reveal the contradiction between water resources and the development of green hydrogen industry, analyze the future development trend of the green hydrogen industry and to provide useful reference for the development layout of renewable energy hydrogen production projects in China. [Method] In order to prove that water resources could limit the development of the green hydrogen industry in "Northeast China, North China, Northwest China" and other areas, the analysis and the demonstration were made based on the field investigations and the documentary materials, considering water resources policies, water usage in traditional chemical industries, and hydrogen production technologies. [Result] The analysis results show that under the restriction of China's water resources-related policies, the layout of green hydrogen industry should consider the constraints of water resources, and the large-scale production of green hydrogen and its substitution for fossil energy hydrogen production cannot effectively save water. Instead, it may lead to an increase in water consumption by the chemical industry. Under the constraint of water resources, the development of China's green hydrogen industry must consider the layout from a holistic perspective, fully integrate the development trend of the existing chemical industry, and consider the abundant resources available such as seawater. [Conclusion] The development of the green hydrogen industry in China should not ignore the problems of existing policy framework, technology level, industrial layout and characteristics of existing resources. When arranging the layout of the green hydrogen projects, the current situation and future trends should be fully considered, and the problems posed by water resources on the green hydrogen industry should be solved from the perspective of the overall planning, the coordinated industrial development and the effective utilization of resources.
