Given that in some regions, temporary employees account for a large proportion in the public sector, this paper conducted a survey in Shenzhen City so as to better understand the attitudes of civil servants, local citizens and temporary employees towards the factors of deciding the staff scale of temporary employees. The findings indicate that most of the civil servants, local citizens and temporary employees regard the criteria for deciding the staff scale of temporary employees as unreasonable. It is widely accepted that the population to be managed and served in a region should become the most important factor; however, whether economic situation should be taken as a decisive factor varies among the respondents. There are 13,000 cross-boundary students studying in Hong Kong while living in Shenzhen. They cross the boundary every day but they cannot enjoy most social welfare services either in Hong Kong or in Mainland China. Having a unique socioeconomic and cultural background, these children encounter difficulties in adjusting to the school life in Hong Kong. Living in Shenzhen, their voices are not heard and their needs are not met. This paper will introduce the background and needs of the cross-boundary students and the services provided by the International Social Service Hong Kong Branch. Suggestions for effective policy provisions and social services to improve the life of cross-boundary students will also be presented. [ABSTRACT FROM AUTHOR]

In recent years, the stock-split phenomenon is very popular in Chinese stock market. Why does this happen so frequently? In this paper, by focusing on the stock dividend behaviors of Shenzhen A-share listed companies from 2005 to 2009 and employing the catering theory, we empirically analyzed the relationship between stock dividend policy and investors' irrational preference on the basis of controlling the corporate characteristic factors like the size of the company. We find that when the small-cap premium, low-price premium and the announcement effects are higher, the company's willingness to pay stock dividend will be stronger, which proves the validity of the catering hypothesis in stock dividend behavior.
