The goal of this paper is to make a proposal on the most suitable language regime for Catalonia in the light of the comparable cases of European multilingual democracies. First of all, we present the notion of language regime as a set of official languages and put it in relation to three administrative levels (state, regional and municipal). Secondly, we defend the postulate according to which the language regime of a territory is independent of its degree of self-government: in Europe there are monolingual and multilingual autonomous regions and federated units in the same way that there are monolingual and multilingual states. Thirdly, we defend the postulate according to which the linguistically heterogeneous territories tend to have multilingual regimes, and also illustrate it with examples of the European context. Fourthly, we address the language regime of municipalities and explore how the choice of language regime at municipal level is produced. And finally we formulate a proposal on the Catalan language regime, regardless of the political status of Catalonia (autonomous region, federated unit or independent state). This proposal discards monolingualism at the “central” level but introduces the possibility of implementing it in linguistically homogeneous municipalities, in line with what advanced democracies of the European continent do.
