There has been presented a vast variety of theories upon the clarification of the Nature and Concept of the Condition, to which the acceptance of each has a direct effect on Ordinances as well as the Effects of the Condition. As one of the most prominent Works, there has been a Theory built by Seyed Mohammad Kazem Tabatabaei Yazdi and introduced as "The making & fixity".The purpose of this article is focused on the explanation and expansion of this Theory, the differences, criticisms and works that are accepted in terms of the Jurisprudence and Law. Finally, it is clear the Nature of Condition merely implies the making and Dictum the individuals tend to make to counterfeit them and the Religious Justifications certify their Validity. The aforementioned making takes on a different forms and in accordance with it the rights of the Person in whose favor a Condition is made against the Person who is responsible to perform a Condition are executed on the basis of the correct conditions and the status of the independent transaction over the corrupt condition

The current research aimed to modeling the causal relationships between emotional intelligence, cognitive bias and the decision - making, for a sample of (457) university students from the second and fourth grade at the Faculty of Education, Helwan University for the academic year 2019-2020 with an average age of (20.64) and a standard deviation of ability (2.14), And the following tools have been applied: the cognitive bias scale by the researcher, the emotional intelligence scale by the researcher, the decision-making scale by the researcher, Path analysis has also been used, and the results of current research have led to a direct impact of emotional intelligence in decision making. As the value of the regression weight (.221), which is a statistically significant value, as well as a direct impact of emotional intelligence on memory biases; As the value of the regression weight reached (-. 103), there is also a statistically significant direct effect of emotional intelligence on judgment biases. As the value of the regression weight was (-. 009), there is also a statistically significant effect of emotional intelligence on interpretation biases. As the value of the slope weight (-. 055), there is also a direct effect of interpretation biases in decision-making; As the value of the regression weight (-. 319), which is a statistically significant value, as well as the presence of an indirect effect of emotional intelligence in decision-making amounted to (.069), which is also statistically significant value, which comes from the direct effect of emotional intelligence in the dimensions of cognitive bias Attention (.001) - Judgment Biases (.009) - Interpretation Biases (.055), which directly influence decision-making, and hence the overall effect of emotional intelligence in decision-making is: Decision-making = Direct Impact (.221) + Indirect Effect (.069) = .29 Then it can be concluded the equation for the path analysis is as follows: decision-making = (.29) emotional intelligence as a whole. Most of developed countries put within its strategies the depending on think-tanks to draw its international relations and Israel is following this course and care for it to study the state of affaires andrecent developments in Arab and international world to be within the range of vision of Israel incessantly. the call, in Israel, increased recently to provide think-tanks, intelligence foundations and academies with Jewish orient lists and researchers supposing that there are challenges against the Hebrew state to get more information on Arab world and to encourage researchers to participate in scientific activities and international conferences. They are described of the most developed, existing and effective in Israeli life and There are more than one center in every Israeli University.

Like the rest of the Arabian Gulf States Qatar is characterized by political stability. Not so many changes had taken place on the structure of political system in Qatar moreover, the mechanism of political–Decision making Since the independence of Qatar state on September,2,1971. the power is concentrated in the hand of Amair till Sheikh Hamad Bin Khalifa Al-Thani had taken this power in 1995 in which the state had witnessed so many freedom and both political and economic stability. This has been reflected on all aspects of state. Thus, the citizen in Qatar is not concerned deeply with the political affair due to the good income of citizen in Qatar as weal being Qatar is a small landed state and few populations and the simple social structure and this gives the policy- maker in Qatar too much connection with the people directly.

The theoretical justification was that external borrowing enhanced local saving. Until earlier of 1970s, the external debts of developing countries especially some Arab ones were few or relatively few. The debts were primarily (a formal phenomenon) and most debtors were foreign governments and international financial institutions such as the International Monetary Fund. The World Bank and regional developing banks. Most loans were granted as privilege (low interest), then they expanded to include many aspects. The intermediated and capital goods imports increased as well. That is why, the external indebtedness size during the above period was distinguished by the increase of developing countries needs especially some Arab countries to capitals for achieving developing projects which required a great deal of investment. That increased borrowing inquiries and resulted in the prominence of external indebtedness as well as increasing financial incidence to serve those debts remarkably. The size increase of external indebtedness accompanied by increase in these debts payments service exhausted a big ratio of local resources and consequently lead to weakening required aims fulfillment and vanishing a great deal of its exports earnings to serve its external debts then to the decline of its ability to import the requirements needed for the continuation of economic development process, and that lead to more inquiries of back payment. That resulted in the increase of external indebtedness size, so indebtedness problem became more dangerous and complicated and negative effects increased and lead to stop efforts of social and economic development. Then it deepened its dependence to debiting sides and exposed these countries to severe pressure targeted their political and economic abilities and severe monitoring and interference in internal affairs under the influence of their indebtedness increase. External indebtedness problem increase formed dangers that did not stop at social and economic limitations but they even exceeded that. That lead to exposing political decision making to more foreign pressure and interference, because the granting parties, whether from Paris or London club with International Monetary Fund and World Bank, will impose policies and programmes that the dependence of indebted countries to developed ones. The research aims at analyzing external indebtedness size to some Arab countries like Jordan, Syria and Lebanon during 1985-2005 and to state indebtedness influence extent on political decision making in these countries. It sets out from a hypothesis stating that external indebtedness size and direction in the Arab countries under discussion is increasing continuously and that lets it open to foreign interference in their internal affairs and then expose them to more political pressure that influence in one way or another the political decision making freedom.
